The US mining industry today is fighting for its existence. We are plagued by the shortage of materials, of equipment, of fuels, of capital, of manpower. If we solve those shortages, we are then frustrated in our attempts to open a new mine or, perish the thought, a new smelter. If we manage to make a profit, demagogues will accuse us of stealing from consumers; and, if we do not make a profit and have to shut down, the same demagogues will accuse us of creating unemployment. Meanwhile, in every aspect of our business - from research, exploration and development, to production, marketing and selling - we are hindered in every way by the bipartisan mismanagement and crippling controls of a government bureaucracy gone amok. We are fighting a war on every front. Some of you realize that ours is a war of ideas. In order to win, our industry must make its ideas heard. But to be heard, we must have something to say - which means: we must know our case logically and consistently, all the way down to essential principles. A principle is a primary truth applicable to a great number of instances. A principle is like a road map: it shows you all the possible alternatives for getting from where you are to where you want to go. Although practically everybody recognizes the usefulness of a map and the need to consult it to find the best way' to get from one city to another, most people are not as careful in charting the course of their life, or the course of their industry, or the course of their nation. And so they act blindly, at random, by the whim of the moment, and get nowhere fast.

The SDSU tunnel and underground station are the first of these type facilities to be constructed by the Metropolitan Transit Development Board. Because there is no previous experience, and because tunneling activities are associated with some risk, he MTDB has undertaken a very proactive and wide reaching program to identify and control risks during construction. Finally, because the tunneling activity and underground station is on the San Diego State University, MTDB is working closely with their staff to identify construction impacts and mitigation’s, and thus ensure a quality project for both agencies.

The question of the desirability of recovering cullet from MSW in order to recycle it into the manufacturing of glass containers remains a controversial one. The main factors appear to be: 1. The position of the Glass Container Manufacturers Institute (GCMI), as the trade association for most container manufacturers, is that post-consumer cullet is a vital source of raw material. Present requirements are for: a) Flint cullet b) Non-flint cullet of known mix proportions c) Mixed unsorted cullet of known mix propertions c) Mixed or non-flint cullet of unknown mix proportions. A market balance for these products exists, and this might somewhat limit the outlets for (b), (c) and (d), or severely limit the outlet for (d) alone. 2. The color specifications are rather strict. With cullet admixtures of 20% of the melt or more, and the use of decolorisers in a flint furnace discouraged because their action is reducing in a process which requires an oxidising environment, color contamination in a flint furnace is serious.. For amber and green furnaces (reducing) it is less serious, but in order that the quantity of decolorisers may be controlled, the color balance (as a measure of the Fe and Cr content) of the admixtured cullet should be known. 3. Why not simply color analyze, either by a continuous on-stream or off-stream: photo-electronic analysis, or by systematic batch sampling (with some kind off electronic surveillance of the mainstream) and just send mixed, color measured cullet to only amber and green furnaces? The flint would-be simply included in the mix. This is probably technically feasible, but is subject to the market limitations noted in point1.

Whether determining the exact amount of explosives material in inventory, the number of holes in the shot, the exact distance from the blast site to the nearest exposure, or the capacity of bulk hoppers, the accuracy of numbers is key to ensuring the safety of the public, property and personnel.

Stowing has been successfully used in many countries as a means of controlling surface subsidence, minimi ing incidences of spontaneous combustion, maintaining gate road stability and maximising coal recovery.Australian experience in stowing is limited but in the future increased extraction of thicker and/or multiple seams by longwall operations and resolution of conflict of alternative land u'ses may necessitate the use of stowing in coal mining. At present there is little incentive for mining companies to introduce and operate a stowing system because costs have to be borne by the individual companies and benefits spill over to society and the State. Cost sharing by the industry and State incentives may overcome the problem of cost disincentive.

"Chile based SQM S.A., exploits potassium chloride rich salts at the Salar de Atacama, in northern Chile. The process includes the solar evaporation of natural brines existing in the Salar salt bed, followed by conventional flotation to recover Muriate of Potash (MOP) for fertilizer use.This paper describes a structured method developed to aid in understanding the metallurgical response of the solar evaporated salts to conventional flotation. The method uses classical metallurgical data analysis combined with laboratory and plant-scale testing, and rudimentary mineralogical studies.As a result of the study, several changes were made to the flotation circuit which produced an operation that is much more consistent and easier to control, and has an increased recovery. An optimized circuit, currently being financially evaluated, has also been conceptually designed based on the findings of this work.INTRODUCTIONSQM S.A. is the world’s largest producer and distributor of specialty fertilizers, iodine, lithium, as well as a wide array of industrial and specialty chemicals. In Alaska?s southwest corner, in the Bristol Bay region, 476 holes have been drilled to help define the size of the Pebble Project. The results indicate that the deposit holds close to 32 Mt (72 billion lbs) of copper and 2.9 Gt (94 million oz) of gold. The Pebble Partnership, an Alaskan limited partnership of Anglo American and Northern Dynasty Minerals, owns the project that consists of two world-class mineral deposits. Currently in the prefeasibility and prepermitting stage of development, the Pebble Project is one of the largest and highest profile exploration projects in North America. History The Pebble West Project was originally discovered in 1988 by Cominco (now Teck Cominco). Drilling programs in 1997 defined a near-surface mineral deposit of 1 Gt (1.01 billion st). Minerals found included copper, gold and molybdenum. Northern Dynasty Minerals acquired the property in 2001 and, by 2005, it had confirmed a measured and indicated resource of 4.1 Gt (4.5 billion st) containing 1.2 kt (42.1 million oz) of gold, 11.2 Mt (24.7 billion lbs) of copper and 612 kt (1.35 billion lbs) of molybdenum and additional silver. By September 2005, Pebble East, a deeper, but richer deposit had been found. Drill data by the end of 2005 confirmed a 3.4-Gt (3.7-billion st) inferred resource containing 19 Mt (42.6 billion lbs) of copper, 1.2 Mt (39.6 million oz) of gold and 1.2 Mt (2.7 billion lbs) of molybdenum.

At 5:50 am on October 1, 1992, the new $800 million Pittsburgh International Airport Midfield Terminal opened its gates to the world after five years of construction and more than 24 years of planning. Despite numerous design changes, this massive project was completed on time and substantially within budget. The importance of this airport to Allegheny County and the Pittsburgh region was recognized 24 years earlier by Allegheny County Commissioners Tom Foerster and the late Leonard Staisey. Staisey and Foerster established a program to acquire land for the "Airport of the Future".

"This study presents an approach to establishing relationships between metallurgical performance and the characteristics of the bubble population (gas dispersion) inside flotation cells. Bubble size Db, superficial gas velocity Jg, and bubble surface area flux Sb (Sb = 6Jg/Db) measurements were obtained along with metallurgical samples in full-size equipment processing different ore types. The gas dispersion was manipulated by changing the operating conditions of the cells (gas flowrate and frother type) and the metallurgical performance (grade-recovery) was determined. In two cases, the Sb had a strong relationship with grade and recovery, hence, Sb could be used as practical operating parameter. In another case, Sb did not correlate with recovery. The reasons were attributed to creating small bubbles using frothers with desired anti-coalescence properties. This illustrated that bubble size was the key parameter for metallurgy rather than Sb.INTRODUCTIONUnravelling the mechanisms that govern the relationships between metallurgical performance and the characteristics of the bubble population (gas dispersion) inside a flotation cell remains a major challenge. Information on this subject is scarce in the literature, particularly, plant-scale data. The report of Jameson and Allum (1984) appears to be the first gas dispersion study conducted in industrial (mechanical) cells. To introduce concepts, some aspects of their work are reviewed here.The prime motivation of that study was to establish whether any particular cell design (among 44 cells surveyed) could produce very small bubbles (< 0.1 mm), which laboratory research suggested would increase the recovery of fine particles. Although one of the outcomes was that the (examined) cells did not seem to produce such small bubbles (Sauter mean1 D32 ˜ 0.9 mm), the analysis highlighted the importance of including other factors. Jameson and Allum indicated that, besides bubble size (Db), other characteristics of the bubble dispersion should be considered, namely: gas holdup ?g – the fraction of cell volume occupied by bubbles, superficial gas velocity Jg – is the gas flowrate divided by the cross-sectional area of the cell and, bubble surface area flux Sb – the rate of production of (new) bubble surface area (m2/s) per m2 of cell cross-sectional area. It should be noted that, whereas Jg, ?g and Db can be measured directly, the Sb is derived: Sb = 6Jg/Db, where Db is usually substituted by the Sauter mean diameter (D32)."

The smelting plant and equipment at Mount Isa, as originally designed and built, was described by J. M. Callow (1) *.F. A. Forward (2) described alterations and additions to the plant and discussed the metallurgy of mixed carbonate-sulphide concentrates at Mount Isa, prior to 1933, in the Proceedings of this Institute.In 1933, A. F. McAskill (3) gave full mechanical details of the plant in a paper presented to the Institution of Engineers, Aust.FLOW SHEETSFig. No. 1 represents the present general flow sheet. Forward&apos;s (2) flow sheet is reproduced here as Fig. lA, and will serve for comparison in depicting subsequent deletions from, and alterations and additions to, the plant.Fig. No. 2 presents the daily tonnage flow sheet of 1939 practice.ALTERATIONS SINCE 1933General. Many changes in metallurgy and operation have taken place, particularly subsequent to March, 1935, when the treatment of a mixture of carbonate and sulphide ores was discontinued and the mill commenced operating on all-sulphide ore. This alteration brought about the elimination of gravity concentration-Jigs and Tables and resulted in the production of all-floatation concentrates of a very fine sizing. Refer Table No. 2, page?) Radical changes in the analyses and physical nature of concentrates also followed (see Table Nos. 1 &amp; 2, page ?) and, similarly, radical changes in the smelting plant have been slowly brought about.

The Toulon tunnel project is a key component of the Highway corridor on the French Riviera between Marseille and Nice and is a fundamental transportation infrastructure for the region. The first design studies started in the 1960?s. The tunnel project is made of 2 separate tunnels: South and North tunnel. The North tunnel was built between 1992 and 2002 after 10 years of difficult construction (for example, on March 15th, 1996, a collapse of the tunnel in the ?Marchand Area? generated a sink hole in the city Center, causing 20 months delay). The South tunnel alignment runs parallel to the North tunnel at the same depth below Toulon historical downtown (20 to 40m depth with some areas with less than 10m of cover). The Risk management program was studied to be a State of the Art program in urban tunneling construction. The Hydro Geological Context The whole project area is covered with backfills and colluviums of 1 to 4m thick. The Schist, marls and sandstones, randomly distributed along the alignment below the first layer have different characteristics. While the Schist are pretty compact, the marls are fractured. The other layers have very different characteristics, and many faults are located along the alignment, especially in the limestones. The Breccia are heavily decompressed and deformable, as well as the other soils located in the Marchand Area. This 80m long area is where the settlements need to be controlled with an extensive monitoring program. The complete Geological profile is presented in Figure 1. [ ]

The Wharf Resources mine, located in the Bald Mountain Mining District approximately 6.4 km (4miles) west of Lead, South Dakota, has operated a surface gold and silver mine and heap leaching processing facility since 1983. Wharf Resources intends to mine and process gold and silver ore from the Wharf Expansion area which is located on the eastern flank of the currently permitted Foley Ridge Mine. The Trojan Pit for the Wharf Expansion area was initially designed with an overall highwall slope angle of 45o. During mine permit presubmission meetings with personnel from the SD Department of Environment and Natural Resources (SD DENR), the question arose as to whether a detailed slope stability analysis of the proposed Trojan Pit highwalls was completed to justify the 45o slope. Wharf’s response was that the highwall design was based, in part, upon studies completed in1987 on the Annie Creek and Foley Ridge Mines; and, in part, upon subsequent slope stability analyses conducted by Wharf mine personnel through 1996. It was suggested by the SD DENR that the stability study be updated to reflect structural geological conditions in the Wharf Expansion area.

Introduction An integrated oil company has two options in approaching strategic planning. It has to decide whether it is in business for the long-term. I state this in all seriousness. Those who help manage public companies have the responsibility of good stewardship of other people&apos;s money. We must decide whether continued investment in our basic business will generate a reasonable rate of return. With a world surplus of petroleum production capacity, and continuing downward pressure on prices, this question should be addressed by all oil companies. And a positive answer is not necessarily a foregone conclusion in all cases. The decision should be made based on proven competence in finding and developing petroleum reserves on a cost-competitive basis with other producers, and on a frank analysis of future prospects. This should include a realistic assessment of the projected rate of return on specific investment projects. If a company did not pass these tests, its strategy could take one of four paths. Diversification First, it could diversify. But recent history suggests that oil companies are not good at managing other businesses. Second, it could seek a buyer for its business at the optimum return for its owners. Third, it could sell its assets on a piecemeal basis. And, fourth, it could adopt a longer-range plan of self-liquidation by living off current recoverable reserves. In other words, by not investing in exploration and development, it could maximize short-term profit and pass the money back to shareholders in the form of dividends. The Conoco component of DuPont has a below-average cost of finding petroleum, a good track record of efficient production, and a full plate of projects that pass the test of return-on-investment. In short, Conoco is in business for the long-term. That fact, in itself, determines at least one key element in strategy. This is to extend the life of the petroleum reserve base while at the same time maintaining maximum efficient rates of production to provide a strong cash flow. A company that is able to maintain a strong reserve base will ultimately see the value of those reserves escalate as world oil supplies tighten. Our planners expect this tightening to occur within the next decade as demand grows and production in non-OPEC areas of the world begins to decline. An exploration program tailored to meet the requirements of reserve replacement and current production should have two basic parts. Solids suspension influences the quality of mixing and energy requirement in a solid-liquid system, both of which determine the efficiency of industrial processes such as nickel precipitation. Nickel solids concentration distribution in a stirred tank was investigated using computational fluid dynamics (CFD) and experimental methods. The concentration distribution of the nickel solids was compared with that of sand and glass. The laser Doppler velocimetry (LDV) method was used to measure the velocity field for the liquid-only system and an optical technique was employed to determine the axial solids concentration distribution. Regions of in homogeneity in the tank were identified. It was found that, for a given solids loading, the solids concentration distribution depended on both particle size and particle size distribution. High solids loadings were investigated and a difference in the concentration distribution pattern was obtained with nickel, flint glass and sand particles. The CFD simulation results highlighted problems that could be associated with some conventional experimental methods of determining solids concentration distribution in a stirred tank. It is estimated that the tailings dam of the Mouteh Gold Mine, in Iran, contains more than 770 kg of gold. Microscopic analysis reveals that sulphide minerals and active carbon are the main sources of the gold in the tailings residue. Flotation and cyanidation tests on the samples of tailings were conducted. Flotation concentrates, containing around 87.79% of the gold, which were associated with sulphide minerals, were recovered. By regrinding, roasting, and cyanidation of the flotation concentrate, the gold dissolution recovery was in the range of 87.8 to 98.4%. The implementation of routine real-time micro-seismic monitoring of open pit mine slopes has been discussed. Some examples of seismic arrays have been given, and a recommendation of suitable seismic sensors made. Unfortunately near-surface sensors are required for good location accuracy, and the effects of reflection, mode conversion and surface waves must be accepted and compensated for during processing of the seismograms. It makes sense that mining at the base of a slope and levels of seismic activity within the slope should be related, and this is confirmed using both 2002-2003 and 2005 seismic data recorded at Navachab mine. An example of how seismic data can be used to gain information about seismically active geological structures has been described. The removal of broken rock, and not blasting nor the breaking of supporting rock, has been found to cause slope micro-seismicity. While the standard Brune source model is suitable for some 20% of the seismic events, unreasonable results are obtained for the rest. A moment tensor inversion has been performed after S-wave splitting and surface effects have been filtered out. This approach confirms a predominantly shear mechanism for a typical high frequency source.

In responding to why some longwall roadway development rates are different among mines, the Roadway Development Task Group (RDTG) of Australian Coal Association Research Program (ACARP) has initiated a benchmarking study to survey each longwall mine to determine the correlation between roadway development practices and roadway development performances. This paper describes a web-based relational database system which has been developed purposely to monitor the performance of Australian longwall roadway developments aimed at assessing both the physical and operational factors which could influence roadway development practices and their performance indicators. Statistical analysis of an earlier survey suggested that continuous miner units that achieved more than 1750 m were units mining two-heading development.

"INTRODUCTION During September, October, and November 1946 the Safety Division of the Bureau of Mines, off' the United States Department of the Interior, Pittsburgh, Pa., tested four new types of self-contained breathing apparatus and approved them in accordance with Schedule 13C. Approval was granted with the proviso that certain specifications outlined on the approval plate be made fully effective, and with the understanding that established safe practices in training in the care and use of self-contained breathing apparatus are of major importance.The excellent records made during the past 30 years in the safe use of self-contained breathing apparatus, some of which required the almost continuous wearing of apparatus during several hours daily for days, weeks, or months, may be attributed largely to the Bureau's system of rescue organizations, selection of physically fit rescue workers, effective training, and educational work done in rescue and recovery operations during fires or following disasters and in the care and use of self-contained breathing apparatus. Loss of life during wearing of breathing apparatus was due almost invariably to poorly assembled or otherwise defective apparatus, poor physical condition of the wearer, or insufficient training or some incorrect procedure.The newly developed breathing apparatus are of much simpler design than the conventional type used for the past several years; however, it is just as important to select rescue crews carefully and to train them properly in the care, use, and limitations of the new types of apparatus as for the older long-established types, if anything like safety is to be achieved in using them. The Bureau of Mines considers that 1/2-hour and 3/4-hour self-contained breathing apparatus should be used only as auxiliary equipment in mine rescue and recovery work, and their capabilities and limitations should be well understood by those who wear them."

Quality assurance and quality control of drilled shafts has become a concern due to difficulties in accurately locating construction anomalies and determining load bearing capacity of defected drilled shafts. Various non-destructive evaluation techniques have been developed to estimate the integrity of the concrete in drilled shafts. While these techniques have been widely accepted, variables and unknowns can affect the measurement results. Results are typically difficult to interpret, leading to unnecessary construction delays and possible litigation over shaft integrity. In addition, influences of surrounding ground materials, stress states under different load conditions, and crack and residual stress development during concrete curing further complicate determination of shaft performance. This paper focuses on the evaluation of load bearing capacity of defected drilled shafts under various conditions by numerical analysis and modeling.
