INTRODUCTION The economic analysis (Chapter 3), the engineering studies (Chapter 10), the credit structure (and the consequential funding sources) - Chapter 11, and the overall feasibility structure for any venture are all directed to determining one major decision element: How much and how certain is the reward for taking these risks? Risk assessment is a surprisingly weak area of analysis and is usually addressed in a checklist fashion. It is much preferable to deal within a risk system so that the inevitable tradeoffs among risks are correctly made. DEFINITION The first step toward risk definition must be to ascertain all of the risks to which a project or a company is exposed; otherwise one will remain ignorant of the possibility of a financially crippling loss until it occurs. (Carter and Crockford, 1974). However, simply stating what "risk" is can lead to debate. For example, risk could be (adapted from Vaughan, 1982): -the chance of a loss - uncertainty of loss -possibility of loss - uncertainty -dispersion of actual from expected results - probability of an outcome different from the one expected - possibility of an occurrence of an undesirable contingency -a condition in which a possibility of a loss exists. For the minerals industry financier, the last definition is probably the most appropriate. However, from a mineral company's point of view the definition might well include the possibility of not achieving the expected financial return. RISK CLASSIFICATION Risk identification will be readily agreed as the all-important first step. There are five major "branches" of risk classification. These are: -Statistical -Modellers -Checklist -Project Financing -Insurance The Statistical set discovered probability theory and any risk discussion soon deteriorates into a mathematical jungle (Megill, 1977; Hartman, 1976; Reutlinger, 1970; and Pouliquen, 1970).Their use of terminology tells its own story: coin toss (binomial distribution), gamblers' ruin, delphi (oracle) techniques, monte-carlo simulations, random walks, etcetera. These techniques inadequately represent the judgements necessary in an increasingly complicated and interrelated world. The risk Modellers have turned to the computer to handle these inter-relationships but soon find barriers because of "simultaneity". Certainly the computer has its uses to conduct various analyses (marketed as "sensitivity" analyses) but very often one finds that this involves changing one or two variables at a time, all other things being equal. For its Hellyer project, Aberfoyle sought to establish a high degree of confidence in all aspects of the feasibility study. Accurate capital and operating cost estimates were an integral and essential part of the study. They were crucial to the evaluation of investment returns and competitive cost position. Both the capital and operating cost estimates were based on the comprehensive data available from exploratory mine development, pilot plant operation, detailed engineering design, and Aberfoyle's experience in the area. One of the principal project objectives was to maximise operating productivity and efficiencies and this created capital cost alternatives which needed thorough cost-benefit assessment. The estimated capital cost for construction and development was $90 million, and the project was completed virtually on time for $80 million. The first year's experience indicated that operating costs would settle to well within 10% of the estimates.

Within the mining industry, the pathway from exploration, to planning, construction, operation and closure has become more complex over the last few decades. The current financial, environmental and social influences present the mining industry with unprecedented challenges and opportunities. In addition, international environmental and social reporting standards and codes are becoming increasingly robust. The reporting requirements provide an added impetus for issuers to effectively manage environmental and social impacts and risks. Reporting requirements also provide the opportunity to be transparent. The intended audience for these Environmental, Social and Governance (ESG) Guidelines for Mineral Resource and Mineral Reserve Estimation includes practitioners, industry participants at all levels of skill and experience, corporate management and board members, government agencies, academic institutions and interested parties. For practitioners, this document provides underlying key principles of environmental, social and governance practices. The ESG Guidelines provide guidance for those using environmental, social, governmental and governance information when preparing and implementing mineral exploration programs and contributing to the preparation of mineral resource and mineral reserve estimates for mineral properties that are either at the study stage (i.e., scoping / preliminary economic assessment, pre-feasibility, or feasibility studies) or in operation. The guidelines can also be used to help mineral resource and mining companies apply good practice to manage their environmental and social risks and opportunities. Companies can identify and retain appropriate professionals to prepare environmental and social materials to support company studies. The guidelines are also a resource for companies developing effective environmental and social management strategies at any project stage. This document is not intended to be prescriptive and is not intended to provide exhaustive guidance on what to consider in terms of environmental, social, legal and governmental modifying factors in the preparation of MRMR estimates. Rather, it is intended as general guidance to assist companies and practitioners in considering and applying these modifying factors for MRMR estimates. This document is also not intended to guide environmental and social impact assessment (ESIA); however, the measures needed to manage impacts help inform the constraints and costs for defining mineral resources and mineral reserves and inform the costs and schedules of mineral project studies. All documentation of MRMR estimates made by an issuer and intended to be, or reasonably likely to be, made available to the public in a jurisdiction of Canada must comply with the requirements of National Instrument 43-101 Standards of Disclosure for Mineral Projects (NI 43-101), as amended from time to time (Canadian Securities Administrators, 2016a and 2016b). Disclosure is not addressed in these ESG Guidelines. Determination of what to include in disclosures is defined in the applicable Securities’ legal frameworks. Appendix A presents a summary table showing the linkage of the principles and topics in these ESG Guidelines to the potential effects on project costs, schedules, government permits and approvals, social licence to operate and financing.

Through the series of 18 presentations compiled herein, Bureau personnel covered a wide range of topics including U.S. chromite and chromium trends and usage patterns; foreign and domestic resources; and research activities on mineral characterization and beneficiation, chemical and pryometallurgical processing of chromite and chromium-bearing wastes, new low-chromium alloy and coating substitutes, corrosion- and oxidation-resistant stainless steels, and chromium-containing refractories.

Powered haulage and haul truck-related fatal accidents are among the most frequent at surface mines. Industry organizations developed guidance on accident scenarios to address haul truck and mobile equipment collision-related accidents. However, there is a need to investigate accident data to prioritize these scenarios and identify factors relevant to developing validation methods for collision warning/avoidance technologies and determining their capabilities and limitations. Standards and effective validation methods are necessary for improving system efficacy within mining operations and promoting industry adoption. To address these needs, researchers from the National Institute for Occupational Safety and Health (NIOSH) investigated available powered-haulage and machinery-related fatal accident reports documented by the Mine Safety and Health Administration (MSHA). Their objective was to gain a perspective for informing the development of test protocols and validation methods through determining the most prevalent accident scenarios and related factors. Our findings afford insight for addressing the most prevalent haul truck scenarios and relevant factors within U.S. surface mining environments.

THE value of chemical research has been so thor¬oughly demonstrated in the last few decades that the general public has become "research-conscious" to an extent which allows the advertising agent and publicity man to make use of research as a selling point in his advertising campaigns. We thus see the advertisements of concerns in the most varied industries stressing the research which is back of their products. The reason for this "research-consciousness" of the general public. is primarily that the products of research have increasingly engaged public attention and have. revolutionized our daily life. When we. reverse the flight of .time and imagine ourselves-in the century previous to our own, we find that we are .without the automobile, the radio, the improved telephone and electric light, refrigerated transportation, the airplane, X-rays, and many other things now taken for granted. A generation ago we find gloomy prophets foretelling the certain over-population .of the world within a few decades and an insufficiency of food due to lack of the fixed nitrogen which is now so plentifully ours.

The contract objectives are (1) to develop safe practice guidelines which will minimize the chance of fires in underground fueling areas and (2) to develop a low-cost, reliable, automatic fire protection system for underground fueling areas. The effort described by this report covers the period from 21 June 1976 to 30 September 1977 and accomplished the following tasks: ? Preparation of Data Plan and Data Acquisition, mainly through visits to sixteen mine sites and a literature survey. ? Analysis of the accumulated data, providing design inputs for (a) evaluation of the fire problem; (b) development of safe practice guidelines; and (c) development of recommended design concepts for automatic fire protection systems. ? Preparation of safe practice guidelines for underground fueling areas. ? Preparation of recommended design concepts for automatic fire protection systems for underground fueling areas. ? The U.S. Bureau of Mines (USBM) ground control research program includes several projects focused on developing design criteria for yielding-pillar-based longwall gate road systems. As part of this program, mining practices at the Sunnyside Mines, Sunnyside Reclamation and Salvage Co., Sunnyside, UT, are being documented to preserve the long history of yield pillar system evolution on the property. Published information describing the specific in-mine performance of the numerous gate road configurations utilized at the Sunnyside Mines is very limited. To overcome this deficit, USBM personnel interviewed 30 longtime mine employees representing nearly 700 years of mining experience at the Sunnyside operations. Mining conditions in 12 specific areas in the Nos. 1, 2, and 3 Mines were discussed in the interviews. Also, broad topics such as general mining practices, safety, and geology were often addressed during the discussions. Comprising the body of this report is an extensive record of the events and conditions experienced while mining the identified areas. In addition, eight significant conclusions were developed that accurately summarize the general opinions of the interviewed personnel regarding mining conditions and practices at Sunnyside.

The record of fatalities from mine explosions in the United States during the past 3 years has been the best in the history of the mining industry. During these 3 fiscal years, mine explosions have resulted in an average of 4I0 deaths per year, as compared with an average of 153 deaths per year for the preceding; 5 years; an average of 542 deaths per year for the 3-year period 1907-09, inclusive, just before the organization of the U. S. Bureau of Mines; and a yearly average of 265 deaths per year for the 20-year period prior to 1929. This remarkable reduction in deaths from mine explosions demonstrates clearly that mine explosions can be controlled; in fact, they can be prevented when or if the mining people of the United States see fit to take the readily available precautions necessary to bring about this desirable objective. Several large coal-producing States, which in the past have had numerous disastrous explosions, have been free from such disasters for continuous periods of as much as 6 years or even longer. The bituminous mines of Pennsylvania, the largest coal-producing State, give a good example of what can be done to prevent explosions; this State has had only one major explosion (and it resulted in 7 fatalities) during the past 6 years, and no explosion occurred in the several hundred bituminous-coal mines of the State during the past fiscal year. This is a truly remarkable record when compared with past performance in any year in the operation of coal mines in Pennsylvania.

Barge traffic on the Nation's inland waterways over the past 15 years has been increasing at a rate much faster than intercity freight traffic by all modes, largely due to the growing consumption of mineral commodities, development of more powerful towboats and large and more specialized barges, improvements to loading and unloading facilities, and competition among bargelines for contract shipment of bulk commodities. The Bureau of Mines, in a study to determine barge traffic projections for inland waterways in the South-Central States to the year 1980, gathered data on origin-destination patterns by commodity, quantity moved, equipment used, and rates charged; the trend of each of these factors over time; and the extent of competition between water trans-port and other means of transportation. The Mississippi River and the Gulf Intracoastal Waterway, which together carryover half the Nation's barge traffic, are major carriers of coal, crude petroleum, steel, marine shells, sulfur, salt, cement, and alumina. Greater quantities of these products will be transported by barge; however, oil pipe-lines and unit trains for coal are expected to limit increased barge traffic of these two commodities. Increasing quantities of fertilizer materials will be transported upstream. Although congestion at certain locks is a current problem, the Mississippi River below St. Louis and other open-river stretches have the capacity to handle the increasing number of barges for the foreseeable future.

The economics of precious metals -- depending upon who is involved --could be the economics of hope, of fear, indeed of profit and perhaps survival. For those investors seeking capital gains in a puzzling economy, precious metals involve the economics of hope. Those who are convinced that currency soon won't be worth the paper it's printed on turn to precious metals because of the economics of fear. Gold and silver have been a storehouse of wealth since biblical times. The economics of fear during the past 500 years on the Continent has caused almost every European family to make sure a private stockpile or hoard of gold, silver or coins is at hand in case the paper currency of their country undergoes the kind of disaster that came to the German Mark after World War I. Understandably, for mining companies involved in the production of precious metals, the elements of operations and management are directly concerned with the economics of profit -- and perhaps survival. To the American miner the price of precious metals in the marketplace is a matter of daily concern. After decades of selling silver to the US Government at 64.64 cents an ounce, producing silver mines suddenly became faced with prices breaking $5, $10 and $20 per ounce, and approaching $50 an ounce during the period 1978-1981. What should the miner expect one year in the future? Five years?

This report is a summary of the work performed for the Bureau of Mines to evaluate the feasibility and desirability of a movable in-pit crusher combined with conveyors to substantially reduce or eliminate truck or train haulage in large open-pit non-fuel mineral mines. The report includes an introduction and summary of previous work, an analysis of movable crusher system components, a description of the selected system, a review of possible movable crusher system applications, and finally requirements for future work to bring about the general availability of such systems. It was clear from the program that there is a real need for movable in-pit crushers.

This report covers the preliminary phase of an investigation of some clays and shales and other materials in North and South Dakota to determine the feasibility of lightweight -aggregate manufacture in the two States. The background of the light - weight -aggregate industry, on a national basis, and results of preliminary laboratory testing of samples of North and South Dakota clays and shales from various localities are presented herein. The countrywide search for lightweight aggregates was necessitated toward the end of the 19th century by the change in building design from thick, heavy, load- bearing walls to a framework of structural steel .beams and columns with thin walls, followed shortly by the use of reinforced concrete and structural concrete as materials for the load-supporting frame. Ordinary concrete, with sand and gravel aggregate, weighs about 150 pounds to the cubic foot. A lighter concrete was needed to relieve the dead load and make it possible to construct higher buildings or add stories to existing buildings.

IN the zeal for opening up new ore-bodies, or for. extracting the ore from attractive bodies gal ready opened up, we very often lose sight of the fact, that, after all, the operation of a mine is a business proposition, pure and simple; and for the best working-results should be treated upon a strict business basis. Of course, in every mine of consequence a record is kept of expenditures and receipts, and such glittering generalities as "gross receipts," " net receipts," " mining expenses," .and " per cent. profit," can be told to the cent; but does this . record show economy of management, either as compared with the same record of other months, or as compared to the record of other mines of the' same class ? Moreover, if such a record shows that the cost of mining is high, does it in any way en¬able the manager to put his finger on the leakage? Does it necessarily follow that a mine which makes a profit of, say, 40 per cent on 25-dollar ore, is doing less economical mining than one which saves 60 per cent on 80-dollar ore ? Of course the figures in the latter case look the more attractive, but when it comes to a point of saving everything which can be saved, and of cutting down expenses to the lowest possible cost of operation, the former mine is doubtless on the most firm and economical financial basis. But as the relative merits of the system of mining in the two cases, nothing could be decided without a basis of detailed comparison ; if one system is more economical than the other, why is it so, and wherein does the advantage lie ? This can be shown only by keeping accurately the cost of each mining operation. And no matter how dissimilar two mines may be in character and operation, yet there are a few general heads common to all mining operations. Hatch (260) made the following pertinent statement regarding the present status of engineering design of dust-control equipment: Textbooks on ventilation and engineering handbooks devote little or no space to methods of control of industrial dust, and in the technical journals papers on fundamental engineering design of equipment are conspicuous by their absence. In a recent bibliography of the literature on pneumoconiosis less than 1 percent of the articles dealt with the engineering control of the disease. The science of dust control has not developed beyond the stage of trial and error, and the design of structures for the suppression of dust is based almost entirely upon empirical data together with one or two elementary formulas. The latter were derived from the generalized experience in a limited number of Industries such as woodworking, where conditions and requirements are not at all like those, for example, in a sand-pulverizing plant. Wide experience and good judgment are essential to the proper use of the scanty information that has been collected and systematized. Without attempting to minimize the importance of experience in engineering design, it is necessary to point out that most of the past experience obtained in the empirical design of dust-control equipment was not evaluated by means of quantitative studies of the actual reduction in dust , fence, past experience does not necessarily furnish the proper guide for future design. In fact, recent surveys in certain industries, employing modern methods of investigation, have shown that existing equipment is in many cases inadequate.

Coal mining in the United States, had a somewhat higher death rate per million man-hours of exposure among the employees in 1937 than in 1933 to 1936. However, the rate in 1937 was lower and therefore more favorable than that in any year since 1921 but previous to 1933. The nonfatal injury record, which began in 1930, was lower and therefore better in 1937 than in any other year since 1930. Separate figures covering bituminous-coal mines in all States showed a lower fatality rate in 1937 than in any year since 1920 but before 1933, and a lower nonfatal injury rate than that of any year since 1930 except 1933 and 1936. Reports for anthracite mines in Pennsylvania revealed a better safety record for fatal accidents in 1937 than in any year since 1930 except 1933, 1934, and 1936 and a better record for nonfatal injuries than in any year since 1930 except 1933.

Since early 1973, the Pennsylvania Department of Transportation (PennDOT) has been actively engaged in the utilization of coal mine refuse in the design and construction of highway embankments. The Soils and Geological Engineering Division of the Bureau of Materials, Testing and Research has the task of managing the program which includes field investigations, laboratory testing, engineering evaluation, planning, coordination, implementation, construction control, and review of construction performance. The objectives of the utilization program, in removing colliery refuse banks and utilizing the material in construction, are the environmental and aesthetic rehabilitation of those areas in the Anthracite and Bituminous coal fields which have been plagued for such a long time by air and water pollution, and unsightly landscapes; and the economic rehabilitation of those areas occupied by refuse banks by providing usable land which can now be developed as residential, business, or industrial sites.

Organized efforts toward the prevention of injuries and occupational diseases have been of comparatively recent origin in the mining industry, dating generally from the beginning of this century. Mining-and particularly underground mining- is more hazardous in many respects than most other major industries, and continual and increasing attention has been given to its health and safety aspects. The importance of the physical well-being of those engaged in mining was recognized by Agricola, who, after describing the hazards encountered in 16th century mining operations, stated that "Some of these evils, as well as certain other things, are the reason why pits are occasionally abandoned." In the past 50 yr particularly, mine managements and labor organizations, separately or collectively, have mounted productive efforts toward the prevention of accidents and industry-associated diseases and illnesses. A statistical study of this period indicates that increasing awareness coupled with the endeavors of all concerned agencies has resulted in decreasing frequency of occurrences of injuries and illnesses. In recent years particularly the mining industry has used the services of safety engineers, industrial hygienists, inspectors, ventilation engineers and other specializing in locating and correcting deficiencies affecting the welfare of employees. Concurrently, the labor movement has incorporated into its organization individuals working in the fields of health and safety, many devoting full time to these responsibilities. Others serve in behalf of their fellow workmen as on-the-job safety representatives. Most authorities agree that accidents are caused by (1) unsafe acts, (2) unsafe conditions and, exceptionally, (3) Acts of God. The "unsafe act" often is cited as the prime cause. but many accidents, and attendant injuries, are the result of a blend of "unsafe acts" and "unsafe conditions," with each chargeable in varying proportions. It therefore is necessary to consider both the physical elements of the mine plant and the training, mental attributes and actions of all personnel involved. Analysis of an accident, if based on hasty reconnaissance and unduly hurried questioning, seldom will disclose more than surface causes and consequently will result in inadequate measures to prevent repetition. Mining involves unavoidable and calculated risks, as in all facets of life. It is most important then that men employed in mining be schooled in the hazards and develop fully the ability to evaluate and minimize risks. The environment, of underground mining often is harsh and strange compared to the more natural surface conditions man has learned to cope with as a part of established life patterns. The miner. therefore, must adapt to unusual situations and conditions and must develop a mental attitude permitting acceptance of change. 3.1-INDUSTRY-AFFILIATED SAFETY AGENCIES L. S. Systematic practices for protecting crops from frost damage began in the United Metes more then 40 years ago when the Weather Bureau Fruit-Frost Warning Service was organized; however, various practices employed in frost protection are centuries old. Although there are areas where little doubt exists as to whether protection is needed, there are also circumstances where there is some doubt as to the need for frost protection. Many factors influence this, including not only critical temperatures but also the maturity dates of the crops relative to marketing. Critical temperatures for frost damage to trees, plants, blossoms, and fruits very with weather, plant variety and nutrition, and stage of growth. In the case of truck crops, a single night of protection from frost injury might yield big dividends with a variety of sweet corn or tomato that matures early while price is high yet be worth very little with a midseason or late-maturing variety. Consequently, it is the individual grower who must decide whether to use frost-protective measures on the basis of his returns, the quantity and quality of his crop, the marketing situation, the sensitivity of his crops to frost damage, and the frequency of damaging frost in his area.
