The theory of sampling (TOS), and therefore representative sampling, is based on three fundamental principles: sample correctness, which handles the search for non-bias; segregation, the effects of which must be eliminated or minimised; and variance control to help achieve the desired reproducibility. After briefly reviewing these very few, albeit essential first principles of Gy’s TOS, the state-of-the-art in TOS is examined through the prism of these principles and the prospects for the future are explored, with suggestions for further research where relevant. Regarding segregation, which is currently the focus of much research, new orientations are proposed. For correctness, which takes on a major importance when it comes to sampling devices, some new, important principles that have been put forth by recent research, are described in details.CITATION:François-Bongarçon, D, 2014. Gasoline has become of such commercial and military importance that it is now practically indispensable. This product is of special interest because, in addition to realizing its value, the Nation is learn- ing that the raw materials from which gasoline is obtained are not unlimited. ACTIVITIES OF THE BUREAU OF MINES IN PROMOTING EFFICIENCY IN THE PRODUCTION AND UTILIZATION OF GASOLINE. The Bureau of Mines has directly and indirectly worked for the conservation and efficient utilization of this important product. Some of the bureau's activities have been along lines widely different from those reported in this bulletin. The work of the bureau toward the increase in efficiency of processes for the production and refining of crude oil is too well known to need mention here. Another line of activity in which the bureau has engaged is the collection and publi- cation of statistics on refinery operations. Finally, as immediate preparation for the present bulletin, two surveys of the gasoline mar- keting situation have been made. The primary object of this bul- letin is to make available to the public information obtained in con- nection with these surveys. PURPOSE OF THE GASOLINE SURVEYS OF 1917 AND 1919. Shortly after the United States declared war on Germany the bureau collected gasoline samples in the retail market throughout various parts of the country. Information regarding the sources of these gasolines and the details of marketing them was obtained, and they were subjected to analytical tests which furnished conclusive informa- tion regarding their properties. The information obtained through this survey proved of inestimable value both to the bureau and the United States Fuel Administration, particularly in drawing up speci- fications and in ascertaining the best means of obtaining supplies of particular types of gasoline that were needed. A similar and more extensive survey was made in the months of April and May, 1919, in order to obtain data needed for the revision of the Federal motor gasoline specification. The specification adopted during the war had been the subject of numerous complaints, and it seemed desirable to determine whether or not these objections were valid before attempting revision.

THE need for standardizing methods of arriving at definite conclusions regarding the cleanability of a given coal, and for measuring the performance of coal-cleaning equipment, is constantly increasing. Earlier notes by the author on this subject are amplified in this paper, because he believes that better preparation of bituminous coal is a partial solution of the coal operators' troubles. WASHABILITY STUDIES The term "washability" of coal was coined when washing was the universal method of separating coal from its impurities by utilizing their difference in specific gravity. This and analogous terms are still used in their broad sense although pneumatic or air separation is now used to clean coal. These terms are so used in this paper. Too much time or money, can hardly be spent on "feed surveys" to get a "picture" of the coal that is to be cleaned. There have been too many "rule of thumb" methods used. Screen analyses and "sink-and-float" tests on the raw coal enable the coal operator and washery man to predict within reasonable limits the results that may be expected from any efficient cleaning apparatus.

The thirty-fifth consecutive National Safety Competition sponsored and conducted annually by the Federal Bureau of Mines, Department of the Interior, closed with several noteworthy accomplishments to its credit. Some of them are: 1. A record low injury-frequency rate of 18.293 disabling work injuries per million man-hours equal to that established in 1957. 2. The third lowest injury-severity rate (4,335). 3. The second highest number of mines and quarries participating (672) 4. A record number of participants finishing the competitive year without a disabling work injury. 5. All recipients of Sentinels of Safety trophies free of disabling work injuries for the first time since 1952.

A casual reading of the geological literature extant to-day would give one the impression that carbon is an element which by some chance or another always existed at or near the surface of the earth, and was never of a magmatic origin. The carbonaceous matter in shales is said to be of vegetal derivation; petroleum is stated to have been derived from vegetable matter or from marine animal bodies; if carbon or bituminous matter is found in igneous rocks or associated with metallic ores, the statement is made that deeply buried carbonaceous sedimentaries were undoubtedly the source from which such carbon or bituminous matter was derived. This, I do not consider a reasonable or common sense view of the matter. Carbon is one of the elements of which the earth is composed. In the table giving the periodicity of the elements it comes sixth in the order of increasing atomic weights. It is an element formed like all the rest were formed, and must be as common to the interior of the earth as the rest of the eighty-odd elements so far discovered. The spectroscopic analysis of light from the sun, and the stars, shows the presence of carbon in the sun and in the colder stars. Thus with carbon, an element, found throughout the universe as well as on the earth, it is entirely reasonable to consider it as present in the interior of the earth with the other elements. Such being the case, the magmatic origin for the various forms of carbon in rocks and ores is a rational and logical conclusion. If but a small fraction of thought and effort was made along these lines, which is made in fostering the idea of the organic origin of the carbon found in the earth's crust, untold advances in this phase of geological science would result.

"These tentative coal mine inspection standards have been prepared as a guide for the Federal inspection of coal mines of the United States. Much time and thought have been spent by various members of the Safety Division in the preparation of thses standards, and it is believed that compliance with them eventually will be possible in most mines. In many instances objections will be raised to them owing to long-established mining customs and practices that are inherently of dubious safety and to a natural inclination to oppose change. In other instances there will be valid objections due to conditions not foreseen at the time these standards were prepared. Or there may be substandard conditions and practices due to original mine layouts that it is not practicable to change during the lifetime of the mine; in such instances it is likely that some effective measures are or can be taken toward lessening hazards.With the rapid change in mining methods some of the standards may become inapplicable and it may be advisable to revise them to meet the new conditions. Therefore, questions regarding these standards and suggestions regarding new standards should be brought to the attention of the supervising engineer of the Coal Mine Inspection Division so that modifications of and additions to these standards may be made from time to time.In many respects these standards exceed the provisions of the various State mining laws, and some may conflict with the laws of some States. In cases of conflict, the intent is not to advocate noncompliance with State laws but to suggest that it may be desirable for the State to reconsider such laws or safety orders.Although an effort has been made to word these standards so that they may be readily understood, nevertheless, a reasonable interpretation should be placed upon them. In fact, in numerous instances the words reasonable"", ""suitable"", and ""properly"" are used in recognition of the fact that reason- and sound judgment enter into the carrying out of the safety endeavor.The policy of the Bureau on some vitally important safety matters in mines is set forth in its published Safety Decisions. These decisions have been consulted and used in the preparation of these standards. These decisions also are now being reexamined by its Mine Safety Board."

The metallurgy of manganese has developed along the lines of iron metal¬ lurgy. Enough high-grade ore has Been available so that by reduction with carbon it could be turned into an iron-ma.nga.nese alloy and a slag containing some 9 to 15 percent manganese. More siliceous ores have been smelted in the blast furnace to form iron-silicon-manganese alloys called spiegel. When lower-grade ores came in for serious consideration, which lias only been since l°l4, two types of processes received the most consideration — hydrometallurgical processes to produce a concentrate which could be smelted like the higher-grade ore and processes involving concentration of the manga¬ nese from manganiferous iron ores by preferential reduction of the iron (184)1. Special chapters in this bulletin are devoted to the production of ferro¬ manganese from ore, the hydrometallurgy cf manganese, and the Bureau of Mines modification of the preferential reduction process. Other methods of producing manganese alloys from low-grade or refractory ores have been suggested and may find future application. Manganese has a very high affinity for sulphur and is particularly adaptable to concentration by matte smelting. According to Betts (26), manganese silicate may be smelted with pyrite to give manganese sulphide and iron silicate. This method would be applicable to concentration of either the silicate or carbonate ores. The sulphide, once obtained, could be roasted to oxide and reduced in the usual way. Another possibility for the production of manganese from silicate ores involves their reduction by silicon or manganese silicides. Swedish Patent 52290, February 25, 1925. covers the reduction of a slag rich in manganese by silicon-manganese alloy containing more than 10 percent silicon, Joseph H. Brennan (38.) describes the concentration of manganese iron ores by partial reduction with silicon. Beckett (7,4,19) describes the reduction of manganese dioxide with a manganese silicide for the production of standard ferromanganese. Beckett gives as a typical alloy, manganese 64.4, silicon 24.6, and as a typi¬ cal ore, 5S.5O manganese as MnO^. The product of the reaction between these two is 80.11 percent manganese and 1.22 percent silicon.

In the 1990s, LiFePO4 (LFP) was discovered as a cathode material for lithium ion batteries and was successfully used in the variety of devices such as power tools, E-bikes and grid accumulators. New challenges associated with use of lithium ion batteries for automotive applications demand higher performance and operating requirements, yet these requirements need to be achieved at affordable cost and without compromising vehicle safety. The advantages of LFP as a cathode material include thermal stability, limited environmental impact and potential of low cost as compared to the cathode chemistries containing cobalt. Currently, solid state and hydrothermal processes are used to synthesize LFP at the industrial scale. However, they require multiple, time-consuming steps and costly precursors. Recently, a melting-casting process to produce LFP cathode material was investigated. The motivation behind this new process is the great flexibility of raw materials including chemical makeup and particle size, and the use of lower cost, commodity chemicals, with the benefits of increased kinetics in the molten state and energy efficiencies leading to overall process cost savings. Also, if successful this process could represent a novel application of conventional casting. Melting lithium-, iron- and phosphorus-bearing precursors in near stoichiometric ratios and casting LFP material that forms around 1000 °C requires fewer processing steps.

The Bureau of the Mint of the United States Treasury maintains 13 ofEces for the purchase of gold-bullion, and this paper describes an investigation to establish the reasonable differences in the assay-results at the various institutions which may be commercially allowable in the settlements between them. Beginning with the comparative assay of proof-gold at the Philadelphia mint and the Utrecht mint, which shows 0.00002 as the closest agreement now possible, nine tables of comparative results, taken from the regular work of the service, are given..These tables begin with very fine gold, produced in an electrolytic refinery, showing close agreement in the assay-results, and follow through decreasing gold fineness and increasing amounts and complexity of base metals to very impure and complex bars produced at cyanide-mills, some of which give widely-varying results. Next is given a series of results on samples, prepared and sent out to various laboratories in the service, to test the influence of different metals and various combinations upon the agreement of the assay-results ; 11 samples were sent out and each one was assayed from 44 to 71 times, making a total of 623 assays. To these ire added 107 assays of identical samples of coin-gold. The Bureau of Mines established geologic factors affecting the mining of the Lower Kittanning coalbed to aid in coalbed minability studies and examined the occurrence of "wants" (places where coal is missing) and types of unstable roof rock strata. Trends established from mapping, including prediction of areas of high methane emissions, were extrapolated to unmined areas. 'Wants' in the coalbed are of two types: Erosional and depositional. Erosional features occur where north-south-trending sand-filled channels cut into the coalbed. Variations in depositional environments have caused the coalbed to "split" into several thinner units. Slickensides, commonly indicative of unstable roof, are adjacent to and on the underside of sandstone channels; they were caused by differential compaction and by soft sediment sliding along the contact between the sandstone and adjacent shale. The frequency of unstable roof also increases where the interval between the Middle and Lower Kittanning coalbed is less than 30 feet. The zones of weakness at the contacts above and below the Middle Kittanning coalbed are the controlling factors for unstable roof in these strata. Methane emissions from the coalbed are controlled primarily by depth, fracture permeability, and rank of coal. Local geologic factors are coalbed thickness, associated rock strata, structure, and proximity to outcrop.

The investigation described in this paper deals with the development of high-temperature alloys of the Konel series over a considerable period of time at t,he Research Laboratories of the Westinghouse Electric and Manufacturing Co. The word ''Konel" has been coined to designate a class of alloys which are essentially nickel-cobalt-iron with other elements added, usually in small quantities. Most of these alloys contain titanium, usually about 2.5 per cent. The main consideration related to strength at high temperatures but the thermionic characteristics of the alloys was also of considerable importance. It is, however, with the mechanical properties at elevated temperatures that we are herein concerned. Much attention has also been devoted to their age-hardening characteristics. There is little need to stress the utilitarian aspect of this subject, as it has been discussed frequently. Alloys exhibiting superior properties at normal or elevated temperatures rapidly find many suitable applications. There may be some question, however, as to what constitutes a "superior alloy," or an alloy that may have good service possibilities at high temperatures. The problem is complex and various means have been employed to predict the useful life that may be expected of a material. In recent years the "creep limitJ' has been used as the best means of evaluation. Such tests necessarily are prolonged and hence collection of data is very slow. In a general survey of many alloys therefore the creep test is not desirable and recourse must be had to much shorter time tests in order more rapidly to select alloys which appear to show promise. For this reason the present survey has been made using the high-temperature tensile test and a bend test developed by Howard Scott.' In the tensile test the conditions have been standardized for all tests, so that values obtained are at least comparable, one alloy with another, although the absolute values recorded merely indicate the mechanical properties at the given temperature under a definite rate of loading.

Approximately half of all the fuel energy used in the United States is now pro-vided by oil and natural gas. A persistent and rapid growth in energy demand during the last 3 decades has been absorbed largely by the liquid and gaseous rather than solid fuels. In 1948 the energy provided by coal was substantially the same as in 1920. Meanwhile, the use of oil and natural gas each had increased fivefold. On a per capita basis, the change is more significant. Coal consumption has dropped from about 6 tons per person to 4-1/2 tons, while oil has increased from 4-1/3 barrels to 14-1/3, and natural gas from 7,500 cubic feet to about 35,000. These facts would have only academic interest if the United States had unlimited supplies of all fuels. However, while the Nation's reserves of coal are adequate to meet our needs for centuries, those of oil and natural gas appear limited. It is obvious, therefore, that the security of our liquid-fuel position would be greatly enhanced if the supply could be based in an increasing degree on solid fuels, such as coal/and oil shale, which make up more than 95 percent of our fuel reserves, instead of natural oil and gas. In addition, this would create new employment and help to stabilize the market for coal, which may be facing comparatively bleak prospects in the near future unless its position with respect to other fuels is improved.

Ball Clay -- Four companies - H.C. Spinks Clay Co. Inc. (owned by Lhoist Group), Imerys Group (formerly Kentucky-Tennessee Clay Co.), Old Hickory Clay Co. and Unimin Corp. - mined ball clay in four states during 2010. Production, based on preliminary data, was 910 kt (1.11 million st) with an estimated value of $42.9 million. That was a 10-percent increase in tonnage from 831 kt (916 million st) with a value of $37.7 million that was produced in 2009. Tennessee was the leading producer state with 61 percent of domestic production. It was followed by Texas, Mississippi and Kentucky. About 70 percent of production was airfloat, 20 percent was crude and 10 percent was water-slurried.

The U.S. Department of Interior, Bureau of Mines has evaluated the potential resource and annual availability of cobalt from 27 deposits or districts in 11 market-economy countries. More than 95 pct of primary cobalt production from market-economy countries, mainly byproduct output from copper and nickel operations, was analyzed. Approximately 1,200,000 mt of cobalt is potentially recoverable at the demonstrated resource level. Very large additional resources exist, especially in laterite deposits, but are at the inferred level. The producing operations evaluated in this study are expected to produce about 19,000 mt of cobalt in 1989, significantly less than the available capacity of about 31,000 mt. More than 14,000 mt per year of cobalt is produced from copper-cobalt deposits in Zaire and Zambia, of which 11,000 mt can be produced at a copper price of $O.60jlb or less with a O-pct discounted cash-flow rate of return (DCFROR). Approximately 4,400 mt of cobalt is produced annually from nickel-cobalt deposits in six countries, of which about 1,800 mt (in Canada and Brazil) could be produced at a nickel price of $1.50jlb or less at a D-pct DCFROR. Approximately 200 mt per year of cobalt is produced from a cobalt mine in Morocco. Most of the evaluated nonproducing operations and prospects that could potentially produce cobalt as a principal product or byproduct would require a total cost (including a 15 pct-DCFROR) significantly exceeding January, 1989 market prices of the principal commodities. Principal-commodity dependence, transportation routes, cobalt toxicity, and other issues that could affect the availability of cobalt are addressed herein.

Mine drainage and mine reclamation are topics of major interest to the mining industry, federal and local governments, and the general public. This publication and its companion three volumes are the proceedings of a conference held in Pittsburgh, Pennsylvania, April 24-29, 1994. There were twelve sessions (69 papers) that dealt with mine drainage, including modeling, geochemistry, prediction, treatment, control strategies, characterization, hydrology, and case studies. These sessions comprise volumes 1 and 2. The six sessions (34 papers) that dealt with reclamation and revegetation of disturbed lands are included in volume 3. Volume 4 includes the six sessions (34 papers) that dealt with such topical issues as fires at abandoned mine sites, subsidence, hydrology, mine wastes, and policy. Poster session presentations are represented by 49 papers and 92 abstracts that have been placed in the back of volumes 2, 3, and 4, consistent with the subject of that volume.

In This report, factors which currently enter into the design, manufacture, and quality assurance of explosion-proof enclosures are reviewed, with special emphasis given to the sealing concepts and sealants/cements, per se, for lenses. The physical and mechanical properties of a number of representative sealants and adhesives are measured, and found to exhibit great variance, with few discernible trends which might afford a firm base on which to establish minimum property standards. Accordingly, acceptance criteria for adhesives and sealants are suggested based on the survivability of an explosion-proof enclosure as a structure rather than upon the minimum mat real properties of its constituents. Procedures or surface preparation of adherends, and for quality assurance, also are proposed.

Zinc or, a zinc refinery in South Africa, uses oxygen enrichment of up to 26% O2 in its fluidizing air to increase concentrate-throughput in its fluidized bed roasters. The aim of the study is to determine whether O2 enrichment can be reduced by introducing micro-pelletized concentrate into the feed blend, while maintaining concentrate throughput rates and calcine quality. A laboratory scale fluidized roaster was used to determine the strength and oxidation kinetics of suitable micro-pellets. The strength of the pellets was determined by the extent of attrition during roasting. It was found that micro-pelletization decreases the fines in the feed to the roasters; the ?500 µm fraction decreased from 87% to 10%. The micro-pelletized particles do break down during roasting, which increases the -500 µm fraction to 31%. The general morphologies of the roasted particles are similar to those found by previous workers. Micro-pelletized concentrate particles require more time than non-pelletized concentrate particles to oxidize in the roasting step, although this is less than the mean residence time of the Zincor roasters. Roasting micro-pellets in O2-enriched fluidizing air increased the reaction rate.

This paper, which describes mining mothods at International Minerals & Chemical Corp, 'e. potash mine. in. Eddy. County, N. Mex., is one of a sories being prepared by the Mining Branch of the Bureau of Minos. on mining method a and practicos in, various mining districts of the United States. The mine shafts and. surface plant or International Minerals & Chemical Corp. are situated. in. sec.. 12, T. 22 S., R. 29 E., N. M. P. M., about 26-1/2 miles by paved highway east of the city of Carlsbad (figs. 1, 2, and 3). A spur line of the Atchison, Topeka & Santa Fe Railroad connects the mine with the Clovia-Pecos branch of the same road near Loving, a few miles south of Carlsbad. This spur also serves the refinery of United Staics Potash Co. This report gives. the history and describes the geology of the district. Methods of prospecting, exploration, sampling, and estimation of tonnage and values are explained; development and mining methods are discussed in con- siderable detail; transportation, ventilation and drainage are outlined; safety measures are noted; and the wage scale and organization are mentioned.
