THE MAGNITUDE of the anthracite industry's drainage problem in the Lackawanna River drainage area is realized when it is known that in 1948 the 27 pumping plants in this region pumped over 48 billion gallons of water to the surface from the mines in the Lackawanna Basin of the Northern field. This is almost 92,000 gallons per minute pumped against an average hydrostatic head of over 300 feet for that year. By comparison, Lake Wallenpaupack, the largest artificial body of water lying wholly in Pennsylvania, contains 71 billion gallons of water in its 24-square-mile area: the volume of water pumped from the mines in the Lackawanna Basin during 1948 was approximately 68 percent of that impounded in Lake Wallenpaupack. The Lackawanna. River and its tributaries drain a troughlike area of 345 square miles. The synclinal axis of this trough lies within the coal measures. All surface drainage into the valley must traverse some part of the coal measures. On the basis of 45.03 inches of rainfall recorded by the Scranton station of the United States Weather Bureau for 1948, the runoff from the Lackawanna River drainage area during that period was 135 billion gallons, approximately three times the volume of water pumped by all mine pumping plants in the Lackawanna. In other, words because of the pervious condition of the strata overlying the mine workings, approximately one-third of the total runoff in the Lackawanna River drainage area becomes mine water. This report is the result of information obtained from a review of related literature, personal inquiry and on-site examination of active surface coal mining operations. Four improved surface coal mine systems are described in detail and evaluated for feasibility, implementation requirements, environmental benefit and costs. Engineering feasibility emphasizes equipment availability, compliance to design requirements, practicality and industry rating. Implementation potential emphasizes immediacy, ease, acceptability and constraints. Special attention was given to environmental responsiveness, both with regard to the solutions to mined-land reclamation problems and to the concurrency of reclamation. Each system description includes a hypothetical model mine with a depreciation schedule, capital summary, estimated annual production costs, sales price computation, production and operating cost summary, and a sensitivity analysis of mine price to stripping ratio. A program plan and time schedule for demonstrating a selected mining system covers site selection criteria, mine data collection, criteria for controlling and budgeting costs and reporting findings. Ten additional mining methods and techniques are briefly described and evaluated. Common reclamation problems are listed and described. Sixteen state reclamation laws and regulations are abstracted. Sixty-nine references are listed in the bibliography.

"INTRODUCTION Water flooding of oil sands in Texas as a means of secondary recovery of oil has been practiced mainly in the north-central part of the State, which includes the old shallow fields in eight counties, extending south through Wichita and Clay Counties on the Red River into Brown County.The Texas Railroad Commission, is empowered ""to promote conservation and prevent waste in the drilling, completion, operation, and abandonment of oil wells"" and ""to issue regulations necessary for fulfillment of these ends,"" granted The Texas Co. the first permit to inject water into the oil-bearing sand on December 7, 1935. The permit was granted after the Commission had conducted a number of hearings, which were attended by many operators interested in that method of secondary recovery. Through December 31, 1944, the Commission had granted 50 permits for water flooding. Of that number, 45 permits were issued for projects in north Texas, the remaining 14 being distributed throughout west and south Texas. By the end of 1944, there were 33 active and 5 abandoned water-flooding projects in the North Texas area, as is in figure I.Oil production in the North Texas area started in 1904 from the shallow sands (ranging from 100 feet to 800 feet in depth) of the Petrolia (or Henrietta) field in northern Clay County. Development was rapid and unrestricted during the boom period from about 1911 to 1918, and considerable waste of both produced oil and reservoir energy resulted."

From the standpoint of tonnage and dollar value copper is the most important nonferrous metal mined in North America. The opening of copper mines has had an important bearing on the development and settlement of many sections of the continent. The prosperity of many of the mining States or provinces depends directly upon the copper-mining industry. Normally, about 35,000 men are employed in the copper mines, mills, and smelters of the United States. The United States is the most important producer of copper among the nations; more copper is mined in North America than in any other continent, and for many years the United States alone produced about half of the copper of the world. During the last 10 years increasing production in South America and Africa has reduced the relative importance of North America and the United States.

HOWARD H. PRESTON, professor of economics and business at the University of Washington, presented a paper before the North Pacific Section, A.I.M.E., on Jan. 23, on the "Economic Aspects of Gold and Silver." He carefully reviewed recent governmental actions that have affected those metals and gave an interpretation of their effects. A brief excerpt from his address; follows: Including the proclamation of March 6, 1933, the principal steps of the present Administration which have carried the United States off the gold standard and led up to the present program have been: (1) The Presidential proclamation of March 6 controlling gold. This summary of State laws on explosives wag compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not Include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

Effective use of diesel vehicles in underground mining requires attention to improved control of diesel exhaust pollutants such as particulate (soot), oxides of nitrogen and sulfur and carbon monoxide. An experimental survey Is made of diesel emission aftertreatment control techniques including water scrubbers, catalytic converters, exhaust gas recirculation (EGR) and soot filters. Use of two or more techniques in combinations are tested for optimum control of all exhaust pollutants. Dynamometer data is developed for steady state and computer controlled simulated mines duty cycles operation of Deutz F6L-714 and F8L-413 engines. Exhaust Quality indices (EQIs) are calculated from dynamometer data for comparisons among the control combinations examined. The Corning diesel particulate filter (DPF) is shown to be the most promising and practical device. The Corning DPF in combination with EGR provided the best (lowest) EQI from the test data. Use of the DPF requires additional regeneration mechanisms such as a catalytic filter coating or fuel additives. A metal mine field test is made of DPFs on an operational scoop tram to test practical applicability. Further development is proposed for application to various mine conditions and for improvement of DPF regeneration techniques including coating with newly available catalysts.

An award is a form of recognition given for superior performance in a special field of endeavor. Each year awards are given by the Joseph A. Holmes Safety Association and the National Safety Council to mineral industries' mines, quarries, and plants that have worked a specific number of man-hours without a lost-time injury. These awards have a dual significance in that they prove that efficiency can be attained without injury to persons. Safety awards do not result from luck or good fortune but do result from sincere desire coupled with sufficient effort and cooperation to achieve a desired goal.

Haul truck fatal accidents and injuries continue to be a significant concern for the mining industry. However, the availability of high-quality training materials continues to be limited. Near-miss incident accounts, if packaged well, could help fill this gap, because for every fatality, there are hundreds of reportable accidents and thousands of undocumented near misses. Researchers from the National Institute for Occupational Safety and Health (NIOSH) collected detailed accounts of 21 near-miss incidents in virtual interviews with mineworkers at surface mining operations across the country. From these interviews, researchers created four simulation videos using the Unity game engine. The simulation videos bring these events to life through first-person retelling and various visual perspectives of actual events. Each video exemplifies a critical safety message and a common haul truck hazard. This paper describes the process of taking narratives and turning them into impactful visual stories using graphic simulation. NIOSH plans to co-release these simulation videos with the Mine Safety and Health Administration (MSHA) to the mining industry to raise awareness and ultimately help reduce haul truck-related accidents and fatalities in mining.

This report surveys the efforts of six contractors to the U.S. Bureau of Mines with regard to their electromagnetic noise measurement programs. What has been done, what is planned, and evaluations and recommendations are given for each contractor. The main observation is that to date there is not sufficient knowledge of electromagnetic interference in mine environments to design a reliable communication system. This knowledge should be available by the end of June 1972 if certain planned programs are completed successfully. A major effort of this report is to establish parameters to be measured, units to be used, and workable formats for data presentation. This is given in Appendix A. Some details concerning equipment, procedures, locations, and sample data are included in Appendix B.

"INTRODUCTION For many years it has been known that low-grade manganese deposits occur in the bluffs along the Missouri River Valley. Frequent attempts have been made to develop the ore and to produce a marketalble commodity but they have had little success. Under pressure of the war emergency and the shortage of manganese, the attention of the Federal Bureau of Mines was directedtoward the deposits.Manganese-bearing shale occurs from a point near Pierre, S. Dak., down the river to the Rosebud bridge near the Nebraska line (1).5/ The Bureau of,confined its work to the more accessible central portion of the deposits near Chamberlain, S. Dak. The ore occurs principally as concretionary nodules in the form of iron and manganese carbonates (manganosiarite and perhaps some manganocalcite; rhodochrosite has not been identified). At the surface the carbonate is often broken down so that the oxide of manganese gives the nodules a black The matrix or host rock is generally known as Pierre shale, composed of ""interbedded layers of bentonite, an altered volcanic ash, and dissemi¬nated bentonite particles,"" (2) and montmorillonite-beidellite clay minerals (3). The shale weathers to the very sticky gumbo characteristic of South Dakota and well-known to hunters and travelers in the area.The area selected for the experimental mining and pilot-plant work discussed in this report lies about 8 miles westerly from Chamberlain and is a few hundred feet north of U. S. Highway,16, on land owned or controlled,by M. Q. Sharpe of Kennebec, S. Dak., and the General Manganese Corp."

The technology of clay and the manufacture of ceramic products therefrom, and also the clay resources of most of the individual States, are already covered by a voluminous literature. The present resume touches these matters only briefly; its purpose is essentially to bring together in small compass certain of the elementary factors affecting the potential commercial value of a clay deposit. In its preparation the author made extensive use of the annual chapters on Clay in Mineral Resources of the United States and in the two annual issues of the Minerals. Yearbook that succeeded them. For careful review and constructive criticism of the manuscript, the author is indebted to Hewitt Wilson. GENERAL DESCRIPTION The term ?clay? includes a great variety of substances that may differ widely in chemical mineralogical and physical properties. No two clays are exactly alike. All of them however, have the prominent characteristic of becoming more or less plastic when wet. Nearly all of the useful clays can be molded into articles, will hold their shape while being dried, and can be converted into a hard, rocklike substance by heat. Clay may, and in fact usually does, consist of a number of minerals among the commonest of which are kaolinite, quartz, feldspar, iron oxides, mica, bauxite, calcite, and manganese oxides. Organic matter is often present. Pure kaolinite, which has the formula A1203. 2 SiO2. 2H2O, is ordinarily, considered to be the parent "clay substance," butt most clays contain other hydrated mixtures of alumina and silica (aluminosilicic acids) along with indefinite amounts of sand and other nonessential minerals3/ Even, this so-called inert matter affects the plasticity, drying shrinkage, ease of drying, and final density, and at high temperatures may react chemically with the clay substance.

Explosives have been fired electrically for several decades. Mountains have been tunneled, deep shafts sunk, extensive coal and metal mine workings excavated and, in times of war, railroads, buildings, bridges, and fortifications have been destroyed by means of electrically fired explosives. Modern engineering depends so much on explosives that their safe and efficient handling and especially their detonation are of prime importance to all those connected with the use of explosive agents. Electric shot-firing is only one method of igniting explosives, but it is rapidly spreading and because of certain inherent safety features should be encouraged. Data collected by the Bureau of Mines indicate that in the United States a large percentage of the blasting in quarries, shafts, and tunnels, and from 15 to 25 per cent of the blasts in mining operations, are set off electrically. The Bureau of Mines is interested in electric shot-firing because of its use in mining, and especially because electric methods, when properly applied, are undoubtedly safer than other methods commonly used.

TWO days of solid discussion, with barely time out for meals, characterized the Tulsa meeting of the Petroleum Division. It was preeminently an earnest gathering devoted to technical matters. Sessions were held in the Crystal room of the Mayo Hotel with luncheon served each day in the back of the same room so that talk of methods, while slightly less formal, extended right through the lunch hour. Thursday evening the Committee did provide a little relaxation in an informal dinner at the Tulsa Club where, after a brief musical program and an amusing skit by the local Herman the Great, brief addresses in non-technical vein were made by President Farish and Vice-president Rice of the Humble Company, Henry L. Doherty of Cities Service, Secretary. Bain of the Institute, and others. The presence of leading executives of a number of the oil companies at the dinner and the sessions, and the cordial approval they expressed of the work of the Division were especially gratifying. The total registration was 215 with 100 at the dinner and 70-to 80 lunching together each day.

Up to 1914 almost all of the world's supply of potash came from Germany and Alsace. With the cessation of shipments from Germany during the World War the importance of a domestic supply was evident, During the past 15 years the United States has been working toward the establishment of a domestic potash industry which would end foreign dominance in this commodity. The Federal government has taken an active part in this program. As its share in the work, the Bureau of Mines has ascertained the potash resources in certain districts through core drilling and has engaged in a comprehensive program of research on the extraction of potash from its various minerals. Until the passage of the Winter bill (H. R. 496) by Congress in 1928 the Bureau of Mines had not been able to give any consideration to the western ores, wyomingite (leucite) and alunite. With the Passage of this bill, however, the ray was opened for the extension of the potash studies to cover these materials.
