Decision theory is the formal theory of the logic of decisions in view of the decision maker's objectives, preferences, I beliefs, and available information, It usually deals with weighty economic problems involving irrevocable (or costly to reverse) decisions. Capital investment planning problems constitute an instance par excellence for application of the decision theory concepts. Decision theory as it is presently conceived has evolved in recent years. At first it concentrated on decisions in the face of total lack of information and on games with intelligent adversaries. The results of these efforts proved theoretically interesting, but practically of little applicability. In the last few years, stress has shifted to the introduction of subjective probabilities and preferences, and the results have been eminently successful in applications both in government and with- in business firms in the resolution of complex problems.

THE field of rare metals is so broad that progress can be reported upon many important fronts. Not satisfied with the 92 elements that Mendeleeff and his followers have accepted as legitimate, scientists are trying now to complicate matters by making new elements. Enrico Fermi announced the fabrication of "Element 93". Uranium, instead of being allowed to disintegrate slowly according to its normal habit, was bombarded with neutrons until some of them seemed to have stuck in the nucleus. To understand just what is alleged to have happened all one has to do is to line up the elements in their usual order of ascending atomic weight and imagine, as physicists do, that each atom is a little solar orbit comprising a central mass or planet about which other masses revolve like satellites. Ordinary hydrogen, being very light, consists of only one positively charged proton center, with only one positively charged electron revolving about it. Other atones are progressively more complicated until we come to uranium, which has a relatively big center and 92 particles revolving around it.

IT is a curious fact that while in our Transactions there are papers dealing with mining-districts in all parts of the world, in Europe, Asia, Africa, and Australia, there is not one which describes the mining possibilities of Nicaragua; our near neighbor. To be most interested in distant objects, like the moon, .and to neglect what lies at our feet, appears to be a trait of human nature. The neglect of Nicaragua is not confined to the American Institute of Mining Engineers. In no other transactions am I :able to find papers dealing with mining in Nicaragua, some parts of which are as much in need of discovery and research as the North Pole.. I hope this paper will be the precursor of many others to be printed in our Transactions, dealing not only with the mining possibilities of Nicaragua, but with the whole of Central America, where there are vast areas awaiting skill and capital for their development. Much of this capital and skill should come from the United States in the future, although it is probable that European capitalists, when they appreciate fully the possibilities, will investigate more and more the mining-resources of Nicaragua and other Central American republics. Fig. 1 is a sketch-map of Nicaragua showing the principal mining-districts. II. HISTORY. Mining in Nicaragua did not begin yesterday. It was commenced by civilized man when the Spanish conquerors penetrated into the interior and forced the natives to procure the precious metal for them. It is strange that the Spaniards did not find more gold, and work on a scale as extensive as in Colombia and other parts of South America. The U.S. economy made significant progress in 1984. The current-dollar gross national product (GNP), the market value of the Nation's output of goods and services, increased almost 11 percent over that of 1983 to slightly more than $3.66 trillion (table 1), and the real gross national product increased almost 7 percent.2/ Such rapid growth in real GNP has not occurred since the early 1950's. Real final sales increased only 5 percent during 1984, and real business inventories increased $24.8 billion ($57.9 billion in current dollars). Total employment of 106.7 million was an all-time record, and the unemployment rate declined from 9.5 percent in 1983 to 7.4 percent in 1984. During 1984 the U.S. dollar showed great strength on international markets, contributing to large current-dollar negative net exports of goods and services (-$62.5 billion) and even larger negative net exports of merchandise (-$107.6 billion). The strong dollar and the substantial increase in net imports of goods and services helped reduce U.S. inflationary pressures and provided a major source of loanable funds for financing domestic private investment.

The first indication of tungsten in the Bishop area was the discovery of scheelite concentrations in a gold placer operation in the ( since named) Tungsten Hills in 1913. After early intermittent production, the deposits of the district were slowly discovered and developed. The Pine Creek mine, located in 1916 and under the direction of Union Carbide Corporation since 1935, became the principal producer in the district. By the end of 1965, the total production of the district had reached 3,450,932 units of WO3, 17,071,242 pounds of molybdenum, and 19,599,110 pounds of copper. The topography of the district is characterized by its extreme relief, ranging in elevation from 13,986 feet to about 4400 feet in the Mount Tom quadrangle. The present topography is the result of the uplift and erosion of the Sierra Nevada and the great subsidence of the Owens Valley with its related deposition and volcanism. The general structure of the pre-Tertiary rocks consists of a series of tightly-folded metasedimentary and metavolcanic rock remnants surrounded by exposed plutons ranging in composition from hornblende gabbro to alaskite. The metasedimentary rocks consist of low- to intermediate-grade metamorphic equivalents of fine-grained sediments deposited during the Paleozoic era in a miogeosynclinal environment. Later volcanics were deposited in a eugeosyncline. The ore bodies in the Bishop district consist of scheelite-bearing tactite formed by the pyrometasomatic replacement* of calcareous sediments along the contact with an acidic granitic intrusive. A number of the metasedimentary remnants have had tungsten deposited along their edges.

"Autoclaves were first used in the metallurgical industry in 1893 to recover alumina from bauxite. In the 1940s and 1950s, several high temperature and pressure processes were invented in the laboratory of Professor Frank Forward at The University of British Columbia, in parallel with advances in equipment and processes by the Chemical Construction Corporation. Sherritt Gordon Mines Limited enlisted these groups to help develop the nickel sulfide ammonia leach process that was commercialized in 1954. Autoclave processes that have since been commercialized include high-pressure acid leaching of laterites, zinc pressure leaching, and pressure oxidation of refractory gold feedstocks. They are used in metallurgical refineries throughout the world to take advantage of the increased reaction kinetics and different reaction products that can be obtained in aqueous systems above the boiling temperature at atmospheric pressure. The word autoclave comes from the French “auto” and the Latin “clavis” and literally means self-locking—that is, the core distinguishing feature of an autoclave is that it includes a means for pressure regulation (e.g., a pressure relief valve). Denis Papin (Figure 1a), one of the inventors of the steam engine, was the first to make use of a safety valve to control steam pressure. He is credited with inventing the autoclave in 1679. Papin’s “digester” (Figure 1b) was a type of pressure cooker that was originally used to liquefy bones. Most commercial autoclaves are horizontal, multicompartment vessels with mechanical agitation, as shown in Figure 2a; however, the steam-agitated Pachuca vessels used to leach laterite ore in Moa, Cuba (Figure 2b), are also classified as autoclaves according to the self-locking definition provided above."

Cyanide is a fast-acting, highly toxic substance but, at the same time, is deemed essential for sustaining life as well 'as our standard of living. In this manuscript, the facts about cyanide are presented beginning with a brief history and definition and ending with a discussion on cyanide alternatives. Other topics include speciation, physical characteristics, toxicity, manufacturing, cyanogenics, cyanide cycle, separation, destruction, and markets including those outside the mining industry. Emphasis, of course, is placed on gold production by leaching and how it is influenced by ore type, mineral characteristics and economics as well as its advantages and disadvantages.

UNLIKE most previous Howe lecturers, I had not the good fortune to be associated with Henry Marion Howe, nor to be directly one of his students. Yet, through his writings, he has been my teacher, as he has of all American metallurgists. Instructive as his writings are-I use the present tense because Howe thought so keenly and reasoned so surely, seeing clearly, as if by intuition, what was hazy to lesser minds, that his writings are still vital-it is not, those books and papers, nor even the minds he trained in his classes, that were his most outstanding service. It was the spirit of Howe in his: approach to the problems of metallurgy, his broad-mindedness and fair-ness, his recognition of the need for theories and hypotheses to explain metallurgical phenomena, his willingness to use them as servants, as well as his questioning attitude-his refusal to accept them as masters-that comprise his greatest service. This most thoroughly warrants the honor the Institute pays each year to his memory. These traits I so respect and honor in any man that I glory in this opportunity to do reverence to him in whom they were so notably united.

I. INTRODUCTION. THE facts is presented in this paper, based chiefly on recon¬naissance made, during the summer of 1903, by myself and my assistant, Mr. R.. C. Brooks, cover practically all that portion of Texas lying east of the 99th meridian. The work was undertaken for the University of Texas Mineral Survey, and was to have been extended over the entire State, but the sudden termination of the survey prevented even the official publication of the results already obtained. Most of the mineral resources of Texas were fully treated by the First Geological Survey, but the clay-industry was tit that time little developed, so that only a few scattered notes concerning it are to be found in the Survey reports. The extensive exploitation of the clay-deposits, however, has emphasized their commercial importance, and has also made accessible many facts of exceptional interest concerning their geologic conditions. The erection of new plants for the utilization of clay-products is usually preceded by more or less prospecting, which, by reason of the scarcity of outcrops, and the geologic and topographic conditions of eastern and southeastern Texas, is often slow and difficult work. This is especially true in the Tertiary and Pleistocene areas, where the structural conditions much resemble those of the Atlantic coastal plain, the deposits being mostly lenticular in form, and surrounded by beds of sand. II. GENERAL GEOLOGY OF THE CLAY-DEPOSITS. The accompanying sketch-map, Fig. 1, shows the location of nearly all the deposits examined, their relation to the geology of the State, and the type of clay found in each. The geology is based on the published work of Hill, Cummins, Tail, Adams, Hayes and Kennedy, but the boundaries have unfortunately not been determined over the entire region covered by the map, and, in many areas, are only approximate. It will be seen that the clay-deposits range from Carboniferous to Pleistocene in age, the older deposits being found in the northwestern part of the area, while those of Cretaceous and Tertiary age lie to the east, southeast and south. The Pleistocene clays are found in part in a belt along the coast, and in part along many of the larger rivers, where they often underlie extensive terraces.

(San Francisco Meeting, UCtober, 1911.) THE refinery at the San Francisco Mint takes the bullion purchased by the receiving department, and carrying more than 200 parts of precious metals in 1000, or, in mint parlance; over 200 fine, and separates and refines the various metals contained therein, using electrolytic processes exclusively. Bullion containing silver is treated in cells charged with a nitric electrolyte. These cells produce fine silver and leave a residue rich in gold. The residue from the silver-cells, together with crude gold-bullion, is treated in cells having a chloride electrolyte. These produce fine gold and leave a residue containing silver chloride. The latter is reduced to the metallic state with zinc and is then treated in the silver-cells. The various waste solutions and the wash-waters, after being freed from the bulk of their precious metals, still contain copper and other metals. These are removed by scrap-iron, and are then treated in the copper-cells, having a sulphate electrolyte. These cells produce pure copper, and collect a residue containing lead, some gold and silver, and all the metals of the platinum group that were in the bullion. This residue is relatively small, and is melted into bars and stored until sufficient accumulates to warrant treating it for platinum, etc. The refinery occupies three large and three small rooms. The large ones are, a melting-room, 30 by 34 ft.; a cell-room, 39 by 46 ft.; and a wash-room, 30 by 33 ft. The small rooms are used as foreman's office, laboratory, and generator-room, respectively. The methods here described are those in use in December, 1909, when notes for the present paper were taken.

At the Copper 2016 conference in Kobe, Japan, Outotec introduced a vision for the year 2020, wherein smelting would make use of four digital cornerstones: intelligent instruments, advanced process control, improved information management and transparency of and access to data. Since then, this vision coined the phrase “Fully Automated Smelter” with the mission promising a concept where no manual actions from human operators would be needed during normal smelter operations. Replacing repetitive physical work, collection and analysis of everyday production data has a great potential for further automation and will provide productive ways to improve efficiency and safety of smelters in the future. Therefore, a lot of emphasis has been put into developing solutions to automate these tasks and to move people out of harm’s way. A lot of new equipment, systems and optimization tools are under development. In addition, a lot of effort is going into developing dynamic process models and advanced control systems to interface with the plant automation systems. The goal is to integrate all these concepts to meet Outotec’s Fully Automated Smelter vision. This paper will cover these latest achievements toward this vision and introduce the near-future of digital smelting. INTRODUCTION As is well known already, the humankind is currently experiencing a change, extent of which is broadly studied by the governmental, educational and industrial institutions and parties. The wellbeing and quality of life have traditionally been improved alongside the developments in industrial production, which is now about to enter its fourth revolution. Therefore, the current change is often described as fourth industrial revolution, or industry 4.0 (or industrie 4.0, as named by Acatech, 2013) and can be considered anything from small incremental development to a ground-breaking global reset that will affect everyone’s lives. Many seem to agree, that the scale of change will indeed be big, even significantly bigger than the three industrial revolutions before it (Pellini, Weyrauch, Malho & Carden, 2019; Geissbauer, Vedso & Schrauf, 2016; Jansson, Bjorklund, Lahtinen, Heinonen, Jafs & Fagerlund, 2016).

"Sherritt Gordon Mines Limited utilizes pressure hydro-metallurgical techniques to recover nickel, copper and cobalt from su1phidic concentrates, mattes and various other metal-bearing materials.A brief description of the nickel refinery operation is given. In the nickel refinery process, an ammonia pressure leach is employed to treat the feed materials to dissolve the non-ferrous metals as their respective ammine complexes. The resulting leach solution goes through a series of steps which removes copper as copper sulphide and further purifies the solution prior to nickel precipitation by hydrogen reduction. The reduction end solution, containing the cobalt which was originally present in the leach solution as well as residual nickel, is treated with hydrogen sulphide. The resulting nickel-cobalt sulphide precipitate feeds the soluble cobaltic ammine process, which separates the nickel and cobalt and recovers the cobalt as a pure powder.A detailed description of the cobalt recovery process is given. Included are the various steps, comprising: acid leaching of the mixed sulphides, solution purification, ammine complex formation and cobaltous oxidation, two-stage nickel precipitation, cobalt conversion and reduction. A brief description of cobalt powder handling is included, along with typical physical properties and chemical analyses of the cobalt product. In general, the purpose of this paper is to describe the present plant practices employed in the recovery of cobalt as a by-product of the nickel refinery operations."

It is the purpose of this paper to examine a number of the recent developments in powder metallurgy, being most concerned with those which are yet to prove themselves rather than those which have achieved commercial maturity. Such developments include the production of very much coarser and very much finer powders, down to the near-micron size range. Also considered are activated sintering, direct powder rolling and extrusion (both hot and cold), brazing and welding, hydrides of reactive metals, oxide dispersion strengthened alloys and theoretical evaluations. Introduction T HERE surely can't be very much argument with the fact that powder metallurgy has made large advances on many fronts during the past ten or more years (1). These advances have taken place in raw materials, in processing, in product development and in a better understanding of many of the phenomena which occur in the various steps involved in powder metallurgy. THIS paper presents in an abbreviated form the chief points of interest in an investigation of the tarnish-resistant qualities of silver alloys, an investigation which has been carried out as a joint research by the Bureau of Mines and the Bureau of Standards and will later be reported in detail in an official publication from these bureaus. In 1923 a Commission of Gold and Silver Inquiry was created by a Resolution of the U. S. Senate to study the causes of the depressed condition of the gold and silver industry. In cooperation with this commission the Bureau of Mines made a preliminary survey to determine in what ways, if any, it might be possible to increase the uses of silver. One of the possibilities indicated by this survey was the development of silver alloys which should be non-tarnishing, or at least less-tarnishing, than the usual sterling silver (copper-silver). The preparation of a rather wide variety of silver alloys and the determination of their behavior under accelerated tarnish tests in the laboratory was therefore undertaken by the Bureau of Mines and Bureau of Standards as a joint investigation.

"INTRODUCTION In the usual volumetric determination of uranium, the solution containing uranium is reduced in a Jones reductor, yielding a mixture of trivalent and tetravalent uranium; the trivalent uranium is oxidized to the tetravalent state by bubbling a stream of air through the solution. The resulting solution of tetravalent uranium is titrated with a standard oxidant, generally sulfatoceric acid, dichromate, or permanganate. It seemed likely that the same general procedure could be used in determining semimicro quantities pf uranium if the conditions affecting the variables involved were understood more clearly than at present. In the method described below, the use of ferric sulfate to oxidize tetravalent uranium allows the titration to be made at room temperature in an essentially colorless solution with sulfatoceric acid. The latter oxidant in turn permits the use of the very stable indicator, ferroin; with its sharp color change and exactly reproducible blanks.Solutions of uranyl sulfate were prepared by diluting a stock solution that had been standardized gravimetrically according to the method of Lundell and Knowles (8).3/ Solutions of sulfatoceric acid were prepared according to the directions of G. F. Smith (12) and were standardized against arsenic trioxide in the presence of osmic acid according to the directions of Glen (5). The cerium solutions were stored in 18-liter carboys fitted with siphon arrangements so that the bottles did not need to be opened and protected from light in a dark cupboard. Under these conditions, even the 0.01 N solution changed by less than 1 part per thousand over a period of about 6 months."

BESIDES commanding increasing importance as an alloying element in combination with ferrous and other nonferrous metals, the variety of uses for pure nickel continues to widen. For coinage it is growing in popularity. These coins have been minted for 27 countries in 72 issues representing 69 denominations. Approximately 3,000,000,000 pieces have been struck, the aggregate weight, of which amounts to nearly 14,000 tons. . Danzig, Iraq and Japan are the most recent governments to adopt, pure nickel coinage. France is adding the denomination of five francs to its other nickel currency; they replace silver pieces. Germany is now minting a new issue of one Reichsmark coins of pure nickel. The Japanese program for 1933 called for the issue of 35,000,000 10-sen pieces and 30,000,000 5-sen pieces. A major domestic aluminum producer raised its price for primary aluminum metal from 44 cents per pound to 48 cents per pound, effective August 5, 1976. Other major producers have increased their list prices by equivalent amounts COAL: The strike which began July 19 in southern West Virginia enlarged by early August to involve approximately 80,000 miners in nine States. As of August 4, the aggregated loss of production is estimated to be 5.8 million tons. Reportedly, at this time, the railroads which serve the struck areas are feeling the largest impact with coke plants and electric utilities relying on stocks which are generally high.

Papers of this series are written by engineers and executives of mining companies , at the solicitation of the Bureau , and in accordance with an outline prepared by Bureau engineers , for the purpose of securing uniform presentation and conformable data . The property of the Alaska Juneau Gold Mining Co. is situated near the city of Juneau , Alaska , in what is known as the Harris mining district . Wholesale mining operations have been adopted on a large scale and 10,000 to 11,000 tons per day of gold- bearing ore are mined and sent to concentrators near Juneau . In addition to gold , the ore yields 0.6 ounce of silver and 13.0 pounds of lead to each ounce of gold recovered .
