In a country richly endowed in mineral wealth, Climax Arimco Mining Corporation's (CAMC) Dinkidi porphyry Au?Cu deposit in Nueva Vizcaya province, Philippines, represents the most significant mineral discovery in the country in recent times. The deposit is located within a belt of young intrusive and volcanic rocks in the Sierra Madre mountain chain of north Luzon a region previously unassociated with porphyry-style mineralization. Since 1989, drilling of the Dinkidi deposit has outlined a resource of 124 million tonnes of 1.0 g/t gold and 0.41 % copper. Regional exploration throughout CAMC's 37,000 hectare FTAA has identified a further sixteen potential porphyry-related deposits. A new mining law was passed in March 1995 but prior to that CAMC had the first Financial and Technical Assistance Agreement (FTAA) granted by the Philippine government allowing 100% foreign ownership of mining projects.

Rare earth elements (REEs) and their compounds are essential in a multitude of mundane and sophisticated applications such as renewable energy technologies, catalysts, medicine, and defense applications. The global supply deficit could be attributed to the destabilization of REE market that has, as a result, incentivized indigenous production of REEs. Cost-effective and environmentally benign opportunities are being explored for the production of REEs from non-conventional mineral sources including coal and coal by-products to stabilize the supply chain. Coal from Healy coal mine and Wishbone Hill deposits in Alaska have been quantified for REEs and were found to possess elevated total REE concentrations as compared to world average levels (60– 70 ppm). The objective of the study was to concentrate the REEs in the froth phase by froth-flotation of the fine size fraction (< 75 μm). A Box-Behnken design of experiment was employed to ascertain the main and interaction effects of operational parameters on response variable by analyzing 3D response surfaces. Experiments were carried out to maximize REE recovery and concentration by modeling and optimization of three operating variables (frother dosage, pulp density (% solids), and collector dosage). Based on the results, the optimum flotation conditions for maximum recovery at an elevated concentration of REEs in the froth fraction was obtained at 4.2% solids and 32.7 ppm of frother dosage for Healy sample and 10% solids and 37.9 ppm of frother dosage for Wishbone Hill coal sample. The quadratic relationship between the input and response variable was found to be independent of collector dosage suggesting good surface hydrophobicity and floatability of the two coal samples.

Smart defense: that?s what the industry needs to play for the next four years, according to panelists at the 118th Annual Meeting of the Northwest Mining Association (NWMA), which met December 2-7 in Spokane, WA. The conference was well attended, with approximately 2,200 attendees, 244 booths in the two packed exhibition halls, and a rich offering of short courses, field trips, social events and technical sessions. Speakers at the packed legislative session articulated many of the frustrations felt by members of the mining community after the U.S. elections in November, and offered words of advice. Matthew Ellsworth, the new Government Affairs hire at NWMA, stated it best: ?Elections are like Christmas: you find out who?s naughty and nice ? and it?s always going to come again.?

The Lithium Corporation of America&apos;s Hallman-Beam spodumene-pegmatite open pit mine is located in the Kings Mountain area of North Carolina. Figure 1. Presently this area of North Carolina is the lithium center of the U.S., if not of the whole world. The Lithium Corporation mine was started in 1968 and now covers 61,000m2 (15 acres) with projected are reserves in excess of 20 years. Lithium occurs at the Hallman-Beam property in a mineral known as spodumene (LiAlSi2O6), a lithium aluminum silicate. The run-of-mine are averages 1.43 Li2O. Figure 2 of the general Mining Division flow sheet follows the concentration of the Li2O to 5.5% and also lists the various by-products that are sold commercially. The unique properties of lithium have led to many commercial applications, some of these including lubricating greases, ceramics, glasses, glazes, welding fluxes, aluminum reduction cells, dehumidifying and air-conditioning equipment, sanitizers, polymerization catalysts, batteries, and pharmaceuticals. The flow field and coal combustion process in a pilot-scale iron ore pelletizing kiln is simulated using a computational fluid dynamics (CFD) model. The objective of the work is to investigate how the thermal effects from the flame affect the flow field. As expected, the combustion process with the resulting temperature rise and volume expansion leads to an increase of the velocity in the kiln. Apart from that, the overall flow field looks similar regardless of whether combustion is present or not. The flow field though affects the combustion process by controlling the mixing rates of fuel and air, governing the flame propagation. This shows the importance of correctly predicting the flow field in this type of kiln, with a large amount of process gas circulating, in order to optimize the combustion process. The results also justify the use of down-scaled, geometrically similar, water models to investigate kiln aerodynamics in general and mixing properties in particular. Even if the heat release from the flame is neglected, valuable conclusions regarding the flow field can still be drawn.

Significant changes in the markets for coal have taken place since World War II, As used in this study the term ?coal? will refer to bituminous coal, The anthracite industry in size, characteristics, and problems differs materially from the bituminous coal industry, These changes have both influenced and been influenced by the mechanization of mines, and by decreased distribution costs, especially in transportation. It is the purpose of this paper to examine these post-war changes, to assess their impact upon the production and distribution of coal, and to explore future market developments in the light of past and present trends and relationships. The layman lacks adequate informatian on the production, demand, and distribution of coal. There are two reasons for this. First, there is a relative lack of statistics coveting the industry, Coal operators and distributors are not required to file with any government agency the type of much more complete statistics filed by the railroads and public utilities with national and State agencies. The Bureau of Mines assembles much useful information on the coal industry, but several areas, including that of investment and finance, have no central depository which can be used to keep the public informed of the nature and extent of the industry and its problems.

Reliable stress measurement using hollow inclusion gauges and monitoring stress change using borehole stress meters and borehole deformation gauges in anisotropic rock remains a challenge for the rock mechanics community. In this regard, the complex variable method advanced in 1983 for deducing stress in anisotropic rock is flawed and software is privileged. Fortunately, advances in computer hardware and software now enable fast, reliable reduction of hollow inclusion stress measurement data for determining stress in anisotropic rock. Monitoring stress change in anisotropic rock poses a different challenge but is also subject to numerical analysis. Stress measurement using a hollow inclusion (HI) gauge such as the triaxial Australian HI is done in four steps: 1) drilling a measurement hole, 2) installation of an HI, 3) stress relief of the HI by overcoring, and 4) data reduction. The last step, data reduction, is the focus of this work. The process is well-known in linearly elastic, isotropic rock (Worotniki and Walton 1976, Duncan Fama and Pender 1980). However, in case of linearly elastic, anisotropic rock the requisite technology is not readily available. This situation is somewhat surprising because anisotropy is more often the rule rather than the exception, especially in the neighborhood of ore bodies. Rahn (1984) has pointed out the potential for significant errors with neglect of anisotropy and the adverse consequences for engineering design. Amadei (1984) has also pointed out the potential for errors with neglect of anisotropic rock properties in stress measurement. Worotniki (1993) cites other studies that indicate potential for serious errors when doing measurements in anisotropic rock. In both theoretical cases (isotropy and anisotropy), data reduction is essentially a composite of solutions to boundary value problems in linear elasticity. In the finite element approach, the analysis is a simulation of gauge hole drilling, installation and overcoring. Two important advantages with the finite element approach are a more faithful representation of the conditions of HI stress measurement than approximated in theory and the capability for handling rock whether isotropic, transversely isotropic or fully anisotropic

Groundwater control is generally an important consideration and significant source of risk during most tunneling projects. Proper baselining of groundwater conditions requires: 1) a thorough understanding of the geological environment; 2) a focused site investigation; 3) identification of construction and adjacent property damage risks associated with inflows and short and long term piezometric level changes; and 4) consideration of contractual issues including restrictions on means and methods and pay items for associated work. This paper provides an overview of groundwater baselining issues and risks based on selected design studies and construction case histories.

The demand for natural gas continues to increase at higher than anticipated rates, partly because of its widening price advantage over most other fossil fuels when the cost of air pollution control is included. However, there are clear indications that natural gas supply from the contiguous 48 states and continental shelves will not indefinitely keep up with this rapid growth in demand. Projections are presented which define the extent of potential deficiencies from the 1970&apos;s to the year 2000. Among the sources of supplemental gas - imported pipeline natural gas from Canada and Mexico, tanker import of liquefied natural gas, and synthetic pipeline gas from coal and oil shale - by far the most abundant at potentially competitive costs is pipeline gas from coal. The state of development and relative economics of the various coal gasification processes are reviewed. It is shown that synthetic pipeline gas could become a very substantial market for bituminous coal and lignite at current minemouth prices - 60-70 million&apos; tons of coal for each trillion cubic feet of synthetic pipeline gas produced. This corresponds to only slightly more than the current annual increase is gas demand.

Thermal damage is an urgent problem faced by deep mining. High-temperature rock mass, hot water and electromechanical equipment are the sources of the thermal damage. The increase in air temperature in mine tunnel is the result of fluid–solid coupling heat transfer from various heat sources. This paper takes a roadway with hot water and a mine car as the research object. Based on the Fluent, Static Structural and Steady-State Thermal modules in ANSYS, the thermal-fluid–structure coupling analysis in the roadway is carried out. It is found that the hot water has a significant effect on the thermal environment of the mine. Under the experimental parameters, the maximum heat flux density and equivalent elastic strain at the interface between the hot water and the rock are 9789.3 W/m2 and 0.00054532 m/m, respectively. The heat flux distribution in the rock area near the mine car does not change much, and the equivalent elastic strain value in this area is high. After the air is heated in the hot water area, the temperature curve changes gradually and then rises steadily. By changing the inlet air temperature parameter, it is found that the lower the inlet air temperature, the better the cooling effect, and the change of the inlet air temperature can change the air temperature field in the roadway as a whole. By changing the parameter of inlet air speed, it is found that higher wind speed brings better cooling effect, but with the increase in wind speed, the cooling effect of roadway thermal environment is very limited. When the wind speed increases from 5 m/s to 10 m/s, the air temperature of most measuring points drops by more than 2℃; when the wind speed increases from 15 m/s to 20 m/s, the air temperature of most measuring points drops below 0.7℃. After the wind speed reaches a certain value, the cooling effect of ventilation is very limited.

At the outset of a discussion on the adaptability of Illinois coals for use in iron and steel production, it is perhaps well to define terms. ?Adaptability? as used in this context, means that a coal can be, adapted to use within a given technological and economic framework. For a coal to be adaptable, to use in the manufacture of metallurgical coke within the present technological and economic framework, it must possess, among other things, at least the following characteristics: 1. The coal must be capable of producing, alone or in combination with other coals, a coke that can meet at least a minimum standard of required performance in the present-day blast furnace. The coke must have sufficient strength, stability, hardness, and freedom from impurities to make it suitable. 2. If the coal in its raw form does not meet these requirements, it must be amenable to beneficiation or upgrading so that the requirements can be met. 3. It must be available in uniform quality and in sufficient quantities to meet the need. 4. Use of the coal must be economically attractive. If its quality is equivalent; to that of the coals with which it must compete, it must be no more expensive than they. If It is better, a premium price may perhaps be demanded. If, in any respect, it is the least bit less suitable, the cost must be lower to offset its disadvantages.

This report presents prediction equations for eleven factors indicative of metallurgical coal quality which have been developed from data obtainable during exploration. Five coke strength parameters and six carbonization product yields have been predicted for coking coals having volatile matter contents in the range 16.3 to 42.1 percent, dry basis. The prediction models developed contain information from the proximate and ultimate analyses, the size consist, and the petrographic composition of coking coals carbonized in BM-AGA retorts at 800°, 900°, and 1,000°C. The equations reported have been evaluated with independent data derived from the 900°C carbonization of 33 binary blends. Present results show that metallurgical coal quality can be predicted ahead of mining. Capability to forecast coal quality is useful in mine planning and should provide basic information for optimization of blending and crushing techniques, leading to the production of uniform coke.

This price spread in emission allowances clearly demonstrates the correlation between the quality of fuels versus the price utilities will be willing to pay for them. This paper provides an overview of the effects of the qualities of fuel, coupled with transportation as well as environmental concerns on the price of fuel and the ability to compete in a deregulated electric market.

Five sulfide minerals from the Magiwnt mine, southeast Missouri were analyzed for 31 trace elements in over 300 samples by laser microprobe spectrographic analysis of polished sections. The concentration of several trace elements shows a pattern of progressive variation with depth (space) and variation with different paragenetic stages (time) of each mineral. Factor analysis of the geochemical data shows sympathetic correlation both in space and in time of Bi, Cd, Ge, and Sn in galena and sphalerite, and Ni and Co in sphalerite and marcasite.

This paper is a description of the digital Data Acquisition and control System that is installed at Cities Service&apos;s Pinto Valley Concentrator. Pinto Valley Concentrator ? The Pinto Valley Concentrator (5, 41 is located approximately seven miles west of the town of Miami, Arizona. The Concentrator is situated south of the open pit mine and was designed to process 40,000 tons of ore per day with an average grade of .45% copper. The comminution process consists of primary, secondary, and tertiary crushing, and single-stage closed-circuit grinding 161. Concentration of the copper sulfides is by means of froth flotation. Concentrates are transferred to the Inspiration Consolidated Copper Company smelter in Miami, Arizona through a slurry pipeline.

Industry and regulatory agencies have requested guidance on safe blasting near transmission pipelines. The U.S. Bureau of Mines and AMAX Coal Company have studied surface coal mine overburden blasting near four steel and one PVC pipe-line of 15 to 5l-cm diameter, monitoring vibration, strain, and pressure. Unlike tests simulating construction blasting, these were up to 1000 kg per delay in 3l-cm blastholes. Worst case comparisons showed that 12.7 cm/s blasting vibrations produced strains about 1/4 that of pressurization and 10-18 pct of the ultimate tensile strength. No failures occurred from blasting as close as 15 m which produced vibrations over 60 cm/s.

Scope of Section The physical characterization of an ore or mineral mixture in such detail that mineral processing may be effectively applied to create more useful products is one part of the technology of sampling and testing. In addition, the evaluation of the multitude of separation processes, both physical and chemical, combined with ancillary opera¬tions and performed on samples at a laboratory scale, is another part of the testing procedure. Although analytical techniques provid¬ing quantitative determinations of elemental compositions are an im¬portant and necessary supplement to any testing program, that field of endeavor is a well-developed, separate entity beyond the scope of this Section. Sampling procedures cover the practice of selecting representative quantities of test materials in the field to evaluate mineral deposits, and extend to techniques of obtaining process samples in slurry and bulk ore as part of process evaluation. The same techniques are appli¬cable, of course, to standardized methods of metallurgical accounting. Sampling is also an important facet of successful on-line measurement of slurry properties such as assays and particle size in the practice of automation. However, the sampling methods in this case can be different from those needed for precise testing and accounting pur¬poses. Sampling was well defined in Taggart&apos;s Handbook as "the opera¬tion of removing a part convenient in size for testing, from a whole which is of much greater bulk, in such a way that the proportion and distribution of the quality to be tested (e.g., specific gravity, metal content, recoverability) are the same in both the whole and the part removed (SAMPLE). The conditions of the more stringent definition, that the sample shall be completely representative of the whole as regards all aspects save bulk, are practically never fulfilled when heterogenous mineral mixtures are sampled." Taggart&apos;s Handbook of Mineral Dressing, Section 19, "Sampling and Testing," continues to be a very useful compendium of principles and techniques, particularly as applied to manual methods for han¬dling samples. In the intervening years since its last revision, substan¬tial progress has been made in both the theory and the techniques; thus, this current contribution is designed to be an extension of the earlier work, yet complete enough to provide procedural guidelines to methods of continuing validity. Although basic principles of testing remain unchanged, the meth¬ods of applying those principles have undergone great change. New testing equipment has become available, yielding a greater precision of results. Testing methods have been refined which, in many cases, allows for a valid scale up of flowsheet designs without the necessity of costly pilot or prototype plant development. Justification for a Sampling and Testing Program* The proper evaluation of a mineral property is a complicated process. It often is done on a team basis with the exploration geologist, mining engineer, mineral process engineer (extractive metallurgist), economist, and product utilizer (ceramist, chemical engineer, chemist, metallurgist, etc.) all represented. The mineral processing engineer is a key member because he can provide a go no-go answer to the question, "Can this ore be processed economically?" In addition, his judgment on the response of even the initial sample to processing can be an invaluable guide to the proposed process and its mutations. Since the capital investment and operating costs are so sensitive to the type of process used, the judgment of the mineral processing engineer forms an important part of the early evaluation of the profitability of a new mining venture. This early estimation of the processing approach is all the more important since, for some metalliferous ores, the capital investment for mill, smelter, water supply, and tailings disposal exceeds the cost of the mine. At present, for commodities such as coal, the reverse is true. There is a smaller capital investment for the coal preparation plant than for the mine. In general, both the capital and operating costs escalate very rapidly in the following order: gravity concentration of alluvial deposits (e.g., dredging), gravity concentration of lode ores, flotation, simple hydrometallurgical processes, and complicated hydrometallurgical and pyrometallurgical processes. The latter two processes may cost 100 to 1,000 times more per ton treated than processing of a simple alluvial deposit. This dictates that the valuable mineral be concentrated as much as possible to minimize the total tonnage treated in the more expensive operations. Within each of these ore-processing categories there is a wide range of process sophistication and hence of capital and operating costs. Perhaps the greatest variations are in the chemical processing of ores. These range from the simple leaching of a copper waste dump to very sophisticated hydrometallurgical processing of ores in increasing order of cost. Because the overall cost of a mining venture is so sensitive to the process selected, it is essential that the mineral¬ processing engineer evaluate the ore in the initial stages of the development of an ore body. As better samples become available, he must continually revise his estimate of the process to be employed. The sampling and testing process must be a necessary and continuing activity throughout the life of a project. One fundamental aspect of nearly all mineral deposits is the inherent variability of the mineral assemblage and composition. A utopian goal of any processing plant is to have the process so flexible and so well-defined that an automatic process control system can optimize the economic recovery at all times. Since this is rarely possible, a continuing or at least a periodic testing program is desirable. Variables to be considered are: 1) Ore body inconsistencies. 2) Zonal variations. 3) Feed variations from mining plan or methods. 4) Variable performance of processing units due to wear. 5) Seasonal or other changes affecting processing conditions such as water quality, temperature, etc. 6) Changing market conditions for product quality or byproducts. 7) Technological advances in processing methods or equipment. 8) Increasing demands for environmental control. 9) Changing economics of competitive processes, of supplies, of capital investment vs. labor costs, etc. Sampling Procedures Preliminary Guidelines for Sampling Ore Deposit Studies. t At a very early stage, it is essential that the mineral processing engineer receive a sample of the ore. This may be a portion of the diamond drill core or a split from the trench, pit, churn drill, channel, or sheet sample. Even a grab sample may have some value, but it should be selected by the mining engineer or exploration geologist to be as representative of the ore body as possible within his best judgment. The sample delivered to the process engineer should have been subjected to as little prior crushing as is practical since fine sizes are difficult to concentrate. In addition, finely ground ores are readily oxidized and thus may give misleading test results. Furthermore, ground samples may make it impossible to eval¬uate either the comminution or the coarse-gravity concentration pro¬cesses. For an initial evaluation, a good deal may often be learned from a sample of only a few pounds if that is all that is available. To obtain the maximum information from a sample, its selection should be carefully discussed with the mineral processing engineer. In addi¬tion to being as representative as possible, the mineralogically distinct samples should be carefully segregated rather than composited. Since drastically different processes are often needed to process samples of differing mineralogy, considerable care and time must be exercised during this sample collection step. The segregation of samples showing gross mineralogical differences, such as the oxide caping on a sulfide deposit or a laterized zone, is easy. It is the more subtle changes in mineralogy that can often elude the field man. Yet these differences are often sufficient to dictate that an entirely different type of process be used. Obviously, the selection of these initial samples for ore testing and mineralogical studies requires that it be done by a man of consider¬able experience and judgment. While the mining engineer or field geologist is collecting these samples, he should also note and convey to the processing engineer such details as water quality and availabil¬ity, terrain, potential mill location, tailings-disposal areas, case of transportation, etc. As the property is developed with additional drill holes, adits, etc., larger and more representative samples will be required to develop the ore-processing flowsheet more adequately. If pilot-plant studies are required, a very large sample may be necessary. Though the type and amount of sample collected for flowsheet development investigations vary widely, gathering a representative sample of the ore body is a prime requisite for any process development effort. In recent years, economies of scale have continued to drive copper projects to larger throughputs to offset depleting lower grade resources. A decade ago, there were only a small number of projects that stretched beyond 100 kt/d (110,000 stpd) throughput rates. Today, and moving forward, virtually all the major copper projects are sized beyond this, with throughput rates up to 250 kt/d (275,000 stpd) now under evaluation for a number of key projects in Chile and Peru. This paper explores the development from the 160 m3 (5,650 cu ft) flotation cells, through to the 257 m3 (9,076 cu ft) cells and to the current 660 m3 (23,380 cu ft) machines. The contributions of specific copper concentrators to this growth phase are reviewed in this article. The historical basis of flotation machine scale-up is also briefly discussed. Metallurgical results as well as layout, maintenance and operational aspects are highlighted.

Minewater from many western U.S. uranium mines often contains radioisotopes in concentrations higher than permissible for discharge to unrestricted areas. .Radium 226 has the lowest permissible concentrations of all radioisotopes and usually greatly exceeds this limit in untreated effluents. This radionuclide is derived from the natural radioactive decay of uranium: [ ] The treating of minewater effluents has been studied previously (1) and the classical removal method for radium has been adsorption on barytes or freshly precipitated barium sulfate. This paper describes the removal of radium from minewater by utilizing a selective complexer based on a crosslinked organic polymer matrix.

Back in 1970 Congress passed the National Mining and Minerals policy Act, which had as one of its basic tenets to rely on a strong and stable private minerals industry for the development and production of our mineral resources. Since then, a substantial amount of legislation has been introduced that impacts on the minerals industry. Although most of the bills proposed are not passed into law, each bill affecting minerals and mining is given careful review by the Bureau of Mines. Comment is forwarded with the object of being helpful to legislators by providing our assessment of the probable impact of each bill proposed along with suggestions to improve them. Actually few bills introduced become law. For example, in the 93rd Congress 4,260 bills were introduced in the Senate and 17,690 in the House. In the final accounting there were passed 123 private laws and 649 public, 3 percent of the bills introduced. There would be little merit here in attempting to analyze each mineral-related bill that was proposed. Many are similar and aim at making a certain aspect of our minerals activity fit needs. So, to simplify the task the many bills have been grouped by subjects. Slide 1 shows the principal topics and the number of related bills introduced. Putting it altogether, there are 26 principal subjects and almost 200 bills. And these numbers are probably off somewhat, as this accounting was made early in December.
