The 2023 Rapid Excavation and Tunneling Conference (RETC) will be held in Boston, MA and will include the presentation of 133 papers divided into 20 technical sessions during the 3 day conference that were selected from over 200+ papers that were submitted to the committee. The selected papers are included within this book to provide a comprehensive recap of the conference while also providing a source of reference for contractors and engineers in the future. The selected papers will include contributions from all divisions of the tunneling industry plus risk management and best contract practices. Boston is known to the tunneling industry for its complex and difficult tunneling history, specifically of recent memory the Central Artery/Tunnel Project also know as the “Big Dig” of the 1980s and early 1990s. The selection of Boston as a host city was fitting from a historical perspective and as avenue for the city to present its upcoming tunnel projects. RETC began in 1972 with the idea of sharing ideas, design and project construction experience, and new technology, between contractors, designers, owners and suppliers. The ability to provide a single location every other year for all facets of the tunneling industry to gather and discuss the aforementioned was and still is viewed as a way to help the tunnel industry grow. The lessons learned from completed projects, the advancement of technology which could be implemented into design and the presentation of new projects by owners/designers and contractors allows for the limits and complexity of upcoming projects to be expanded beyond our current capabilities. Our industry has never been as busy as it currently is, and we are seeing more future projects coming out for solicitation across all business sectors. With the good fortune that all of us have been blessed with one of the biggest challenges that we have been faced with is the shortage of future management on all levels for our projects including the labor force. We all want our industry to continue to grow and succeed, our most important assets are the people that we employ. Investing in the education and continued training of our work forces to be up to date with the latest technology and methods is the key to our success. This also includes develop, recruiting and mentoring of young students graduating college to join our industry so that we can all continue to grow. We hope that all those attending the conference will have the ability to attend as many sessions as possible and to expand their network within our industry. As in past years, scholarship students will be in attendance and we encourage all to offer these students an opportunity to visit jobs, attend learning sessions or future internships to expand their interest in our industry that needs an injection of young engineers to contribute and lead our future Rapid Excavation and Tunneling Conferences. The program chairs wish to thank the session chairs, co-chairs, authors, and other members of the RETC Executive Committee for their dedication to this conference. Last but certainly not least, we give special thanks to the SME staff for their hard work and enthusiastic support in making this conference possible.

The conventional method of mining underground, using narrow rooms and wide pillars, has proven to be poorly adapted to the powerful earth forces that act on underground openings. The high costs of roof bolting, timbering, steel arching, and other means of artificial roof support for both room-and--pillar operations and longwall gate roadways attest to the limitations of traditional mine design. Too often, productivity halts when corners buckle under "cutter roof' stresses, floors heave, and roof strata fall. In the 1960s, an entirely different approach to strata control was developed. The Stress Control Method (SCM) stabilizes failing roofs and heaving floors by removing the cause of failure - highly concentrated stresses around the openings. This is achieved by regrouping three to 10 rooms into a single entry where the rooms are separated by very narrow yielding but stable pillars. SCM employs a specified excavation sequence to redirect earth pressures away from the mine openings. The yield pillars act as scaffolding until a permanently protective secondary stress envelope forms around the entry (lower part of Fig. 1). The result is a dramatic improvement in roof stability and a significant reduction in artificial support costs. Some roof bolting must still be done, mainly to meet Mine Safety and Health Administration (MSHA) requirements. Potash, salt, coal mining The stress control method was first applied to the deep potash mines of Saskatchewan. The new SCM design actually increased room widths to enlarge the stress envelope, redistributing the stress concentration away from the entries (Serata and Schultz, 1972). This resulted in a turnaround from pervasive roof fall/floor heave conditions that threatened operations in the eight new mines opened in the Saskatchewan potash field during the 1960s. In addition to eliminating all roof bolting, SCM successfully stabilized ground conditions and substantially increased productivity over the original design (Serata, 1976, 1982). Similarly, the deep Boulby potash mine of Yorkshire, England, was about to close after various conventional means of combating roof failure had failed. An SCM test area was excavated that resulted in the ground quickly stabilizing without need o artificial support (Serata, 1982; Chilton and Laird, 1982). Another example is the Diamond Crystal salt mine in Louisiana. Here, multiple level mining was being extended from the third to the fourth level downward in the Jefferson Island salt dome. Extensive roof failure was occurring at 396 m (1300 ft) ii the third level. SCM design principles in creased the room size from 24 to 49 m (80 t( 160 ft) on the fourth level at a depth of 457 m (1500 ft). This unprecedented expansion of room width was first questioned and later ap¬proved by MS HA, which expressed satisfaction in seeing the improvement documented by field validation data in 1973. The most recent SUM application to salt mining has been in the Michigan Basin a: Goderich, Ontario. The anticipated abandonment of Domtar Chemicals Group/Sifto Salt Division's deep operation in bedded sale was prevented by a multi-year SCM implementation. The success of SCM in dry mining[lecc] to its application to solution mining of salt This adaptation of the method is now being implemented in bedded salt at Fort Saskatchewan, Alberta by Dow Chemical Co., and in St. Clair, MI by International Salt Co. Application of SCM to solution mining in a salt dome is proceeding at Napoleonville. LA by Dow Chemical. The same technology has also been applied to cavern design for the Louisiana Offshore Oil Port (LOOP), and the compressed air energy storage (CAES)

As tunnel boring machine technology has expanded, so has its range of application. Tunneling machines (TBM's) are tackling tasks today that fifteen years ago were considered "inappropriate". A case in point is incline/decline TBM boring. An incline or decline bore presents peculiar design considerations that differentiate it from a horizontal bore. This paper reviews those design considerations as they apply to TBM's, backup, muck handling and other tunneling subsystems. In addition, several abbreviated case studies are presented. By the review of real life tunneling techniques as well as design considerations, the "appropriateness" of TBM incline/ decline boring today becomes apparent. INCLINE Introduction In contemplating the impact of incline versus horizontal tunnel boring system design, the obvious consideration is gravity. Up-hill boring can be quite different than horizontal boring. Muck, water and machine weight all tend to slide down the incline. Dowsing is really IESG which inductively locates electric gradients (dv/dx) on the flanks of SP anomalies. "Sensors" are in one?s head. The "meter" consists of one?s body, limbs, and two $.69 welding rods. The method was calibrated near Mamainse Point, Ontario, where IESG-negative chalcopyrite-bornite-chalcocite-native copper ores reveal mineral zoning related to the IESG-positive Keweenaw fault, down which oxidizing solutions moved. In Michigan, the IESG-positive Keweenaw fault suggests that oxygen-bearing solutions from the Jacobsville Sandstone moved downward to oxidize hydrothermal sulfur to produce native copper, and to supply sufficient water to satisfy Walter White.

Ordinary portland cement (OPC) is the key pozzalonic component of the concrete mix widely used as a construction material worldwide. B illions of tons of OPC are used in the construction industry each year. However, calcinations of limestone and silica that produce OPC also produce almost an equal amount of C O2 during the cement manufacturing process. Thus, OPC production accounts for nearly 7% of all anthropogenic C O2 emissions each year. The main objective of this study was to develop a geopolymer-based composite to be used as a substitute for OPC in concrete application to significantly lower the carbon footprint of the construction industry. A waste material produced during the coal combustion process was used as the main raw material for the geopolymer-based composite. It was mostly the nonmetallic content of the F-type fly ash produced from the combustion of bituminous coal. The authors envisioned extracting some of the valuable metal oxides from fly ash prior to using the major nonmetallic portion of the fly ash for geopolymer concrete application. The results obtained from this study showed that the compressive strength of geopolymer concrete compares favorably with that of conventional concrete prepared using OPC.

Man has mined in all his time on earth about 3 billion ounces of gold. About one-half of this has been mined in the past 35 years. This gold is roughly in 3 large holdings: one-third held as reserves in Central Banks; one-third held as personal reserves; and one-third is in jewelry or other fabricated products. The world per capita availability of mined gold is increasing and there are many factors and forces shaping gold's future. Currently, gold has a favorable exchange ratio and this is encouraging many new gold-mining developments. Production is increasing and new techniques are surfacing. The use of gold in the financial markets is increasing in some unique ways and gold is again fulfilling its role as a universal money, making gold's future predictable. Currently, man is mining gold at the rate of approximately 44 million ounces annually and is therefore adding to the total supply of gold approximately 1.5% of newly mined gold each year. This current production plays a small role in the pricing mechanisms since a very large part of the 3 billion ounces mined in all of history is available to the market in one form or another.

Investment activity in the Pacific Rim of Fire has seen a phenomenal surge from epithermal gold exploration. Individual countries are attractive because of lower up-front minerals lease costs (US, Canada), better geological prospectivity (Chile, Indonesia), or cheaper equities (Australia). Since the October 1987 stock-market crash, large companies are shedding minority joint venture interests to focus on core businesses. Some vertical integration is evident in Japanese coal investments in the Pacific Rim. This paper does not cover the aluminum industry oligopoly which is multi-national in character nor does it cover the many Canada to US minerals investments. It will be interesting to see if the new US-Canadian free-trade treaty will reverse that investment flow.

The Environmental Session will consist of five papers dealing with various aspects of trace elements associated with coal. Analytical procedures to determine the amounts of trace elements will be discussed. Other papers will deal with trace elements in streams downstream from coal mines, potential pollution from wastes from coal preparation plants, potential recovery of trace elements, and potential pollution from trace elements as a result of the combustion of coal.

Contributions made by mining have played a much more significant role in the development of civilization than is generally conceded by historians or recognized by ordinary citizens. In modern society, mined products pervade all industry and the lives of all civilized people. Early man relied largely on stone and ceramics, and eventually metals, to fashion tools and weapons. Civilization was advanced by discoveries such as abundant supplies of high-quality flint in northern France and southern England and firesetting to break rock. Middle Eastern cultures flourished not only because of agriculture and trade, but also because of mineral-rich deposits nearby. The earliest miners date back perhaps to 300,000 BC; their quest was for nonmetallic minerals (chert, flint, obsidian) suitable for utensils and eventually for weapons. Other rocks and minerals (ceramics, clay, salt, meteoric iron) attracted the miners for jewelry, cosmetics, construction materials, food seasoning, and coinage. At first, their excavations were confined to the surface, either pits or placers. But by about 40,000 BC, mine workings had been extended underground as short adits or shafts, and by 8000 BC as elaborate interconnected openings 300 ft (90 m) in depth. "In February 2018, drawn in part by the states’ proud mining heritage, SME took its Annual Conference & Expo to Minneapolis, MN for the first time. More than 5,000 people and 554 exhibitors converged on the Minneapolis Convention Center for three days of networking, exhibiting and technical sessions.The state’s mining legacy, one that continues today, is fueled in large part by its vast iron ore resources in the northern part of the state. The historical significance of the mines in the Mesabi Range, otherwise known as the Iron Range north of Lake Superior, cannot be understated. “Mining is a way of life here,” said U.S. Congressman Rick Nolan of Minnesota’s 8th Congressional District. A native of the Iron Range, the three-term U.S. congressman was one of the featured speakers of the opening keynote session. “We like to think we contribute enormously to the well-being of this country and the world. We were the source of the iron ore and steel that helped win two world wars. And we like to think that we are part of the progress that has taken place in the United States ever since.” Nolan kicked off the keynote sessionthat focused on innovation and its part in the mining industry. The session included Rene Aquilar, vice president of corporate affairs and sustainability, Antofagasta Minerals Group; Bob Anderson, vice president for research and development, 3M; Rolf Weberg, executive director, Natural Resources Research Institute, University of Minnesota-Duluth and Christopher Beck, executive vice president and president, Nalco Water. The panel session looked at U.S. and global minerals production, and the importance of the United States to maintain a major role in the minerals industry, both as a producer and as a technology leader. The panel also touched on the global mining industry and the issues that impact mining around the world. Sustainability, the use of water in mining and earning a social license to operate were among the topics discussed by the panel.Speaking of the importance of mining, Nolan conceded that talking about the benefits of mining to the crowded auditorium at the SME conference might be akin to a preacher speaking to the choir, but, following the adage that all politics are local, he continued to illustrate his point by emphasizing the importance of mining to the Great Lakes.“A study by Homeland Security concluded that 13 percent of the nation’s GDP comes out of Lake Superior through the locks at Sault Ste. Marie and most of that is iron ore,” said Nolan. “That study found that, if those locks fail, it would create a national depression. It would put millions of people out of work. That ore and those minerals supply the steel mills, the auto industry, the heavy industrials. They are the heart of our economy. The study concluded that if the states that make up the Great Lakes were a nation, it would be the fourth largest economy in the world.”"

The problems inherent in sampling low- grade deposits have long been recognized. As economic grades become lower with increasing metals prices and improvements in recovery technology then the previously difficult sampling problem has consequently become even more demanding. The breakdown of the sample process and error is illustrated by describing in the remainder of the paper some sampling practices that have been utilized on mining and exploration properties and by describing some problems that have been encountered, providing a series of cautionary tales to those involved in any aspect of mine or exploration sampling.

Decision theory is the formal theory of the logic of decisions in view of the decision maker's objectives, preferences, I beliefs, and available information, It usually deals with weighty economic problems involving irrevocable (or costly to reverse) decisions. Capital investment planning problems constitute an instance par excellence for application of the decision theory concepts. Decision theory as it is presently conceived has evolved in recent years. At first it concentrated on decisions in the face of total lack of information and on games with intelligent adversaries. The results of these efforts proved theoretically interesting, but practically of little applicability. In the last few years, stress has shifted to the introduction of subjective probabilities and preferences, and the results have been eminently successful in applications both in government and with- in business firms in the resolution of complex problems.

When I was originally invited to speak to this audience on the subject of the future supply of precious metals I was somewhat apprehensive and suggested that the Program Chairman select someone with more credentials. He declined and the results of our conversation gave me cause to reflect and recall the opportunities I have had over the years and how fortunate I have been to be associated with so many successful companies and knowledgeable people affiliated with the precious metals field. I discovered that since 1935, 1 have worked in or visited most of the gold and silver camps in the United States; have been a leaser of a gold mine in Mohave, California; have both lost and made money in the silver futures market; have worked for two of the greatest precious metals companies in the United States - Homestake Mining Company and Hecla Mining Company, have spent a considerable amount of time in precious metal related discussions with men like Don MacLaughlin, Paul Henshaw, Dick Stoehr, Abe Shoemaker, Bill Love, Phil Lindstrom, Simon Strauss, Herbert and Bunker Hunt and many others. It is those exposures and experiences that I draw onto discuss the subject at hand.

The subject of surface mine development is large. This section covers the fundamental concepts involved in both the open pit mining of thick or steeply dipping deposits as well as the strip mining of thin, shallow, and relatively flat-lying seams or beds. Design involves the marrying of geometries, ore and waste characteristics, equipment, and economics so that the desired result is achieved. Generally, there are many possible combinations from which to choose. For example, extraction over a short time period requires one strategy while quite another is applied for longer times. Variations in supply and demand require some flexibility of operation. Customer requirements impose certain constraints regarding the set of possible designs. Over recent years, planning and operating considerations for surface mining imposed by environmental requirements have increased markedly. There have, at the same time, been enormous advances made in the design aids available to the mine planner. Computer simulation of the various options, whether it be for mine design or equipment selection, provides detailed information for decision making in real time. A significant challenge to the engineer/planner is how to best use the aids avail-able. Because of the widespread use of commercially available and in-house computer software by industry, this section does not deal with the details of planning (for basic coverage of mine development, see Section 7). Rather, some of the basic concepts are stressed. The principles involved in equipment sizing and selection are discussed. A highly important but sometimes over-looked aspect of planning, haul road design, is also covered. For surface mining operations of the future, in-pit crushing and conveying will become even more important. Some of the considerations for application evaluation are included. The section concludes with some future concepts for surface mining.

The Azores islands are located on a triple junction where the American, African (AFR), and Euroasian (EUR) plates meet. The Mid-Atlantic Ridge (MAR), oriented N-S, represents two branches of the T; an E-W branch defines the EUR/AFR boundary called the Terceira Rift. The nature and structure of this plate boundary, as well as the dynamics of the interaction of tectonics and volcanism remain unconstrained. The Azores plateau is seated on a mantle domain of anomalously low seismic S-wave velocities, and gravity and geoid anomalies, where the apparent thick crust is thought to relate to larger degrees of melting initiated at greater depths [1]. The cause of these anomalies is controversial but many authors consider the presence of an anomalously hot/wet enriched mantle probably supplied by a plume [2]. The geochemistry of the subaerial and most submarine lavas from the plateau reinforces the plume model beneath the Azores [3-4]. The origin, size and present location of the plume is under debate but an area near Terceira is the favoured plume centre [5]. [ ] SEAFLOOR HYDROTHERMAL SYSTEMS IN THE AZORES AREA (36ºN ? 40ºN) More than 150 active and fossil hydrothermal systems are known in the oceanic seafloor [6]. The environmental and health implications of artisanal gold mining activities at mining sites across Nigeria have rekindled research interest. This study aimed to assess the scalability of naturally occurring radioactive materials in gold mining sites in Iperindo, Nigeria. Soil samples were collected from three different mining sites and control locations and analyzed for natural radionuclides, mainly 238U, 232Th, and 40K, using gamma spectrometry having a sodium iodide detector. The average activity concentration values of 61.55 ± 3.71, 72.65 ± 4.45, and 1134.99 ± 38.12 Bqkg− 1 obtained from within the mining sites for 238U, 232Th, and 40K, respectively, were above the world permissible values of 33.0 Bqkg− 1 for 238U, 45.0 Bqkg− 1 for 232Th, and 420.0 Bqkg− 1 for 40K. The average activity concentration values of 15.26 ± 3.19, 21.46 ± 4.27, 381.04 ± 23.36 Bqkg− 1 estimated for 238U, 232Th, and 40K, respectively, for the control location were, however, lower than the global permissible values. The study also evaluated other radiological parameters such as radium equivalent, dose rate, annual effective dose rate, internal and external hazard indices, and alpha and gamma indices. The obtained values were 252.83 Bqkg− 1, 119.98 nGyh− 1, 147.15 mSvy− 1, 0.85 Bqkg− 1, 0.68 Bqkg− 1, 0.31 Bqkg− 1, and 1.89 Bqkg− 1 respectively. Except for radium equivalent, external and internal hazard risks, and alpha index, which were significantly lower than the recommended threshold, all other radiological parameters were higher than the recommended global limits. Moderate data reproducibility and a p-value of 0.000574 further reinforced the robustness and reliability of the results obtained in this study.

At LKAB's plants in Lappland, Sweden, sintered pellets are manu-factured according to three different industrial processes, viz. shaft furnace at Malmberget, straight-grate at Kiruna and grate-kiln at Svappavaara. At present the total annual capacity amounts to 4.7 million tons. However, since it has been decided to erect a new straight-grate plant (2.5 million tons) at Malmberget, and because of the decision to extend and rebuild the existing plants, it is estimated that the annual capacity will be increased to somewhat over 8 million tons by 1973. The great majority of the pellets produced is exported. They are thus reloaded several times and generally speaking roughly handled, resulting in larger or smaller product losses on arrival at the point of use. It is there-fore of great economical interest to have a good control over the transport strength of the pellets by appropriate quality testing at the point of production. In addition to good transport strength, further demands are ob-viously made on pellets destined for blast furnace operation. The blast furnace burden must maintain a good permeability for the gas. The pellets must thus have a favourable size distribution and must not be so weakened by reduction that they disintegrate under the stresses and clog the blast furnace shaft. Furthermore, the burden must have good reducibility. An increase of the rate of reduction can obviously mean increased blast furnace capacity and reduced coke consumption. In order to optimise the properties of the pellets in these respects, the producer must also be thoroughly familiar with their behaviour during reduction, particularly as the customer's interest in the reduction properties of the pellets' has increased over the last few years. Up to now the only quality demands the customer has made have generally had to do with the cold strength and the screen analysis. Thus a quality control of in addition to good transport strength, further demands are obviously made on pellets destined for blast furnace operation. The blast furnace burden must maintain a good permeability for the gas.
