In this study, coke oven tar additions over a range of 0?8 wt.% were evaluated as a possible substitute for imported coal fractions. The coke oven tar used was collected from tar decanters in the byproducts section of the coking plant. The moisture content in the tar varied depending on the residence time and water carryover from the coke oven tar separators to the storage tanks. Moisture contents of 1 wt.%, 3 wt.%, and 6 wt.% were investigated in order to evaluate the effect on coal blend, carbonization, and coke properties. At 6 wt.% moisture content with 6 wt.% coke oven tar, although the coke quality improved the yield showed a 4% decrease. On the other hand, 1 wt.% moisture content with coke oven tar of 6 wt.%, increased the yield by 1% and the coke quality improved. However, the latter process was characterized by an excessive increase in wall pressure and pushing energy, both of which are detrimental to the oven walls. The optimum moisture content in coke oven tar was found to be 3 wt.% with a coke oven tar addition of 6 wt.% in the coal blend. With these conditions, the coke properties improved and wall pressure and pushing energy were acceptable. However, a decrease in coke yield of up to 2% was observed. Despite this, coke oven tar addition is considered to be a viable option based upon economic factors of a reduction in the quantity and cost of imported coking coals that is required to achieve the same optimum final coke product. A shortage of technical skills in all areas of the mining industry is being experienced worldwide. This has significant consequences for design, operations, productivity and safety and, therefore, needs to be seriously addressed, both in the short and longer term. It is therefore both a strategic and a tactical issue. Importantly, however, since mining is a long-term business, the shortage of skills must be dealt with from a strategic point of view to ensure the supply of the necessary skills for future mining. This paper will deal specifically with the provision of high level technical skills, that is, university graduates in mining engineering, and the outlook for the institutions that are currently producing such graduates.

"SynopsisGibb Consulting Services was contracted by Eskom Line Engineering Services to conduct an investigation to determine the absolute displacement to date and infer the current rate of displacement of unsurveyed colliery backfill.At the test site, where a 400 kV power line is to be constructed, neither the surface nor the backfill material had been monitored and it was not possible to state whether the surface will be subject to future settlement that may compromise surface infrastructure. Therefore indirect methods of estimating current and future displacements needed to be found to act as a proxy for a comprehensive long-term settlement monitoring exercise and provide a reasonable estimate for the settlement that has occurred in the decades of mining.The innovative solution was to recover essentially undisturbed core from backfill using a sonic drill rig and use the measured dry density values from the samples as a proxy for the rate and absolute displacement in the backfill.The success in obtaining an essentially undisturbed backfill core and the clear relationship of the backfill density with age and depth allowed the conclusion to be issued that the power line infrastructure can be constructed over the backfill; with a warning that once the water table recovers after mining ceases some collapse settlement may occur.With this method, the amount of settlement can be predicted and, if proven conclusively, provides a way to confidently release huge areas of currently waste ground for future surface infrastructural development.IntroductionIn coal mining, it is normal mining practice to backfill the newly mined-out voids with the excavated waste rock and soils. As there is no requirement for the mining companies to uniformly compact the spoil or accurately monitor surface or inter-backfill displacement, these backfilled voids are prone to differential compaction and consolidation settlement. They are therefore avoided as sites for future surface infrastructure work, especially for linear structures such as roads, railways, and power lines."

The principal goal of the research described in the paper was to determine, by measurement of pillar scaling on pillars that have not failed, whether the pillar life prediction method developed by van der Merwe (2003) was valid as it stood or whether adjustments were necessary to the rates indirectly derived from observation of failed pillars. To this end, measurements were taken on over 350 pillars at 13sites on 6 mines. The project was done as a collaborative effort between the University of Pretoria, the Nancy School of Mines and CSIR Miningtek. During the course of the investigation, it was found that the majority of pillars display maximum scaling at mid height, that there was no clear preferential direction of pillar scaling, and that pillar corners do not scale significantly more than the mid pillar areas. The most important conclusion was that the scaling rates found by measurement agreed with the inferred rates found in the previous work. The previously developed procedure for the prediction of pillar life spans consequently requires no adjustment, although the error span is in the region of 20%. It is recommended to do further research into the effect of sealing of panels and, possible chemical changes taking place in the pillars as they age on the scaling rate.

ABSTRACT – This paper investigates the possibility of interpreting the shear band evolution in hard soils and soft rocks as the result of shear propagation from pre-existing natural defects. Thesis done through the application of the principles of Fracture Mechanics, a Slip-Weakening Model(SWM) being used to simulate the non-linear zone at the tips of the discontinuity. Experimental observations have been carried out on prismatic samples of Beaucaire marl through biaxial compression tests in plane strain conditions. A numerical simulation confirms the validity of the proposed approach. RÉSUMÉ – Cet article présente la possibilité d’interpréter l’évolution des bandes de cisaillement dans les roches tendres et les sols raides comme le résultat de la propagation pour cisaillement à partir d’un défaut préexistant. Le Slip-Weakening Model (SWM) a été employé pour modéliser la zone non linéaire a l’extrémité d’une discontinuité. Nous présentons des observations expérimentaux obtenues à travers des essais de compression en déformation plane sur des échantillons prismatiques de marne. La simulation numérique d’un essai confirme la validité de la méthode proposée. KURZFASSUNG – Die vorliegende Arbeit versucht die Ausbreitung von Scherzonen in(bindigen) Böden und im Lockergestein anhand der Entwicklung von Scherrissen ausgehend vonexistierenden Schwachstellen zu erklären. Die Umsetzung erfolgte mit Hilfe der Bruchmechanik,für die Modellierung der nichtlinearen Zone an den Rissenden wurde ein Slip-Weakening-Modell(SWM) eingesetzt. Es wurden zweiaxiale Druckversuche an prismatischen Probekörpern vonBeaucaire Mergel unter der Bedingung eines ebenen Verzerrungszustandes durchgeführt. Dienumerische Untersuchungen bestätigten die Annahmen der untersuchten Theorie.

Application of Gy?s formula is appropriate for calculation of the Fundamental Error (FE) prior to samples being collected at any stage of the minerals process, provided that sampling parameters K and a (alpha) have been determined by calibration of the ores. Two types of calibration procedure are well established in the industry, the Hetrogeneity test and the 32-piece sampling tree experiment. The sampling tree experiment uses the variance and average grade of metal analyses from four series of samples at different nominal fragment size, as the basic input data. Pierre Gy suggested the cube as an appropriate exponent of the nominal fragment size for use in his equation. More recent work suggests that this exponent is variable and characteristic of specific ores and therefore requires calibration. The method described here explains the experimental procedure of the calibration. It is then possible to calculate a sampling nomogram using the sampling parameters K and a. This allows the sampler to determine a suitable protocol for the sampling event that will ensure that the FE does not exceed a predetermined precision at any point in the sampling procedure.

In the present study, the production of low carbon ferrochromium (LC-FeCr) from chromite concentrates containing 55.09% Cr2O3 and 13.06% Fe via metallothermic process was investigated. For this aim, in the experiments, the aluminothermic reduction method was applied in an open crucible. 10% CrO3 + 10% NaClO3, 15% CrO3 + 5% NaClO3 and 20% CrO3 by weight of concentrate were added to the charge, respectively and the charge was reduced with aluminium. The experiments were done with the additions of 90, 100, 110, 120 and 130% of stoichiometric requirement of aluminium. The highest Cr content in alloys was found as 71.7% at 120% of stoichiometric Al whereas the highest Cr recovery in alloys was found as 71.8% at 130% of stoichiometric Al when the both charge contained 15% CrO3 + 5% NaClO3 by weight of chromite concentrate.

Paper written on project work carried out in partial fulfilment of B.Sc. (Eng.) (Mining) degree As a partial fulfilment for the degree of B.Sc. (Eng) (mining) at the University of the Witwatersrand, a dissertation was to be completed in the mining industry. This was done at Finsch mine, with the purpose of determining the best solution to the required secondary breaking problem. In order to complete the study of the secondary blasting method available for use in the new block 4, cave mining method at Finsch mine the following problem statement was identified and solved ?The methods currently in use, for the secondary breaking of oversize rocks at their source in the current production levels, are to be investigated, and their applicability to the new block 4mining project determined?. To effectively achieve this problem statement above; time was spent researching and investigating, in depth, the methods that are currently in use at both Finsch and Koffiefontein mines; so as to gain practical knowledge of these. The methods were identified and independently evaluated, taking into consideration factors such as costs of the equipment, time to break oversize rocks, advantages, disadvantages, safety and labour requirements, etc. This in turn then allowed for a direct comparison between the methods and the decision as to the best to apply to the new block 4 production level. The methods that were investigated included: ?Concussion blasting, where concussion bombs and lay-on charges are used to break hang-ups and boulders. ?Drill and blast methods, where holes are drilled in large rocks and charged manually with explosives. ?Emulsion secondary blasting, which is a new project in use at Koffiefontein mine from African Explosives Limited. ?The Ro-BustTM breaking system, a hydro-fracturing breaking system. Once all the methods had been evaluated and compared it was found that the Ro-BustTM Breaking system was the most applicable for the breaking of boulders, with, the Emulsion Blasting System being used for hang-ups. Outline This paper will consider the implications of the mine closure provisions set out in the new Mineral and Petroleum Resources Development Act and draft regulations. A comparison will be made with the existing provisions in the Minerals Act and the mine closure policy of the Department of Minerals and Energy (DME). The paper will consider whether the new provisions have the potential for improving performance as regards mine closure. It will investigate the financial provisions requirements and the implications of these provisions for mines. It will consider the requirements for a social and labour plan and consider the implications of this for mine closure and its funding. It will analyse the provisions relating to the transfer of environmental liabilities to third parties and consider the implications of this in the case of closing mines and non-closing mines. Finally it will consider the issue of residual legal liability of a mining company once a closure certificate has been issued.

The introduction of new technology into mining operations is seen as a strategic necessity by many mining companies, in order to improve safety and to improve operational effectiveness. Many attempts have been made in recent years to introduce new technologies into mining operations in southern Africa. Amongst these are noteworthy successes, as well as some disappointing failures. Often, the reason for failure does not lie with the technology itself, but with the work system into which the technology is introduced. Such failures may come with a significant opportunity cost, and have a detrimental effect on future development, simply because the system has not been adequately engineered, and the risks have not been adequately assessed and managed. This paper examines the reasons for such failures, and proposes a methodology to be followed to ensure successful and sustainable implementation of new technologies, such as to reduce technical and financial risk to the company, and to energize the workforce into ensuring the initial objectives of the project are met. The paper also focuses on the application of appropriate technology, and the development of technological applications which are commensurate with the level of development of the work environment into which it is introduced. The paper therefore focuses on the application of risk management, change management, systems engineering and feasibility analysis as being key elements of a successful and holistic technology implementation programme.

The mining industry is facing a serious skills resource shortage, growing commodity demand and cyclical prices. This makes focus and allocation of resources in the early stages of project development very important. To assist with these six key elements in the project prioritization process is proposed, namely: 1) Define the project vision, objectives and business case, 2) Determine the potential show stoppers, 3) Determine the key value drivers, 4) Track changes and provide regular feedback, 5) Evaluate the alternatives and, 6) Ensure proper gate management governance at the decision point. Incorporating these elements in the project development process will assist in resource allocation and focus on the high value aspects of projects and alternatives during the early stages of the project development lifecycle. A finite element model was generated of a Søderberg electrode in a ferromanganese smelter. In this model, the casing and fins were modelled explicitly, and temperature-dependent material properties were included. A two-stage analysis procedure was used, the first part being a coupled thermal-electrical analysis using an applied DC current. As the casing material was non-magnetic, the DC current was deemed sufficiently accurate for this initial analysis. The proximity effect was not considered. Thermal boundary conditions based on assumed temperature distributions in the furnace were applied. Calculated temperatures agreed well with measured values. The joule heat calculated in this step was applied as a load to a coupled thermalstress analysis. The model was applied to a comparative study of alternative materials for the casing and fins. A number of different combinations of materials for the casing and fins were evaluated in a comparative study. The position of the baking zone was used as the criterion for evaluating the potential of each material combination. Based on this analysis, some material combinations were discarded as being entirely unsuitable, whilst the two most suitable combinations will be tested experimentally in the furnace. The stress analysis was performed on the most suitable option. The practical advantage of this analysis was that a number of what-if scenarios could be evaluated and discarded prior to embarking on expensive experimental work, thus limiting the amount of experimental effort required. A mathematical model allows for the comparison of options under controlled conditions, where parameters of interest can be varied individually, with all other parameters remaining the same, a condition which is difficult to achieve in an operating furnace.

The effect of microwave radiation on the processing of Palabora open pit ore has been investigated. Significant reductions in Bond work index are demonstrated for microwave treated samples. Reductions in work index were found to be sensitive to applied power level and method of application. After single stage magnetic separation tests, improvements in recovery of FeO were noted. However, these were curtailed by oxidation of the magnetite species as a result of continued heating. The effects of microwave radiation upon the recovery of copper after froth flotation were also quantified. Small initial increases in recovery of copper were note dafter microwave treatment. However, with prolonged exposure, recovery was found to decrease. Overall recovery of copper was not affected except for samples treated for extended duration. The influence of microwave treatment upon the conventional Palabora grinding circuit has been quantified with the use of USIMPAC software. 1. INTRODUCTION It gives me great pleasure to extend my warmest greetings to everyone attending the 30th International Conference of Safety in Mines Research Institutes. I would also like to bid a special welcome to all of the international delegates who have travelled to Johannesburg to take part in what surely be a most rewarding session of deliberations. As you come together over next four days, you will have a wonderful opportunity to exchange ideas and information on strategies and practices for the implementation of sustainable patterns of development. The objectives of this meeting are both timely and far-reaching, as countries around the globe work towards the sustainable use of the world resources. Each of you brings a high level of expertise to these deliberations. I know that you will make the most of this opportunity to address the challenges and opportunities to highlight the most innovative and technologically efficient methods of social protection in order to ensure an increase in the quality of life, health, safety and living environment for the peoples of the Africa. Our country, although endowed with an immense and diverse array of mineral deposits, is perhaps best known in the mining industry for the fact that it is the world’s biggest producer of gold. Although South African gold production has declined over the past years and the industry faces serious problems, it is a myth that the South African industry is moribund. There is a new energy coursing through the South African producers which will ensure their powerful presence for many years to come, based not only on their domestic production but also and probably increasingly on their external operations. Africa features prominently in the latter category.

1.1 Section 47(1) of the Mine Health and Safety Act, 29 of 1996 (?the MHSA?) establishes a Mine Health and Safety Inspectorate which is administered by the Chief Inspector of Mines. The Mine Health and Safety Inspectorate is part of the Department of Mineral Resources. The Chief Inspector is appointed by the Minister of Mineral Resources (see section 48(1) of the MHSA). 1.2 The Chief Inspector must, amongst other things, ensure that the provisions of the MHSA are complied with and enforced, and that all the duties imposed upon the Chief Inspector and the other Inspectors of Mines in terms of the MHSA and any other law are performed. The Chief Inspector of Mines must appoint Principal Inspectors of Mines and Inspectors of Mines to assist him/her to discharge his/her duties (see section 49(1)(a) and (c) of the MHSA).

There is currently limited knowledge concerning South African coal deposits as hosts for rare earth elements (REE). This project aims to determine the concentration of REE, including yttrium and scandium (REY+Sc) in various coal seams and adjacent sediments in borehole cores from the Ermelo, Witbank, and Waterberg coalfields in South Africa. Coal petrography (maceral count and vitrinite reflectance), XRD, XRF, sequential chemical extraction procedure (SCEP) before ICPMS, and mineral liberation analysis (MLA) were conducted on the coal and associated sediment samples. The coals were inertinite-rich, medium-rank bituminous coal, with moderate to high ash content. The two dominant minerals in all the coalfields are kaolinite and quartz, except for sample ZBS2M, where dolomite was dominant. The dominant major oxides are Al2O3, SiO2, Fe2O3, and CaO, which concur with the XRD results. The ICP-MS results following SCEP indicated that both coal and the associated sediments were light REY+Sc dominant. There was also an elevation of medium REY+Sc in the Witbank coal’s associated sediment samples. Notably, the samples with the highest REY+Sc results were the sediment samples. The Waterberg samples had the lowest REY+Sc from both the coal (less than 2 μg/g to 7 μg/g) and associated sediments (2 μg/g to 15 μg/g). While the highest REY+Sc was yielded from the Witbank-associated sediments (500 μg/g to 2,500 μg/g). The carbonate fraction step proved to be the most successful leaching step, as most REY+Sc was recovered in that step for all coalfields. In addition to the carbonate fraction, the silicates and sulfide fraction in the Witbank samples, and the ion-exchangeable fraction for the Waterbergassociated sediments samples proved successful in leaching out the REY+Sc. MLA determined that monazite and xenotime in all the coal samples were the REY+Sc-bearing minerals.

This paper traces the rise of South Africa's mining industry in the context of the different state forms that oversaw its development. It commences with the mining-led industrial revolution through four periods of conflict, each of which contributed to a deepening of the industrial base, with constant battles between domestic and foreign capital and labour, and the rise of both Afrikaner and African nationalism. The role of state-owned enterprises has been crucial in shaping this dynamic so that at its peak the public sector and leading mining houses constituted two massive centres of power. This was followed by a thirty-year period of neo-liberal experimentation. The current debate on the 'developmental state' is an attempt to reconstruct the state as a counterweight to capital. It is argued that while the country has moved toward inclusive political and economic institutions, these are both limited by deep 'extractive' characteristics. This transformation failure provides a fertile ground for populism that presents one of the biggest threats to inclusive growth. Cited examples point to the many ways that states have sought to deal with the bonanza that conversion of mineral non-resources into resources brings. Such greenfield resources on state land, or in areas where the state holds monopoly rights, do not present ownership issues. It is suggested that this is the route that South Africa should follow, as the alternative will be conflictual.
