It is shown that the safety factor as calculated traditionally by use of the tributary-area theory is not valid for high-extraction methods of coal mining. An alternative approach is suggested in which the pillar loads are calculated more realistically for the period during which pillar extraction is in progress. This safety factor, which is known as the Extraction Safety Factor (ESF), can be used in determining the effects of strong layers in the overburden on pillar sizes.

SYNOPSIS This review article first highlights the past performance of the industry and discusses the manner in which the development of the industry has followed a logical progression from mining to the production of mineral and metal products of specification purity. Then the numerous constraints against a greater contribution by the industry are enumerated. Attention is drawn to the extent of further processing that can be undertaken in the context of mining and metallurgical processing, not only to indicate the benefits that can be derived from the added-value conferred on a mineral or metal commodity during each stage of its further processing, but also to point out some important corollaries of further processing. The many opportunities and challenges for an increased contribution by the minerals and metals industry are then reviewed. This major section includes a list of commodities for which increased penetration of export markets could be sought because the increasing resistance level (a term developed in this paper) has not been attained; a list of commodities that are imported at present, many of which could be produced locally on the basis of identified resources and expertise; a list of commodities for which additional uses should be developed so that South Africa, which possesses the largest reserves and is the largest exporter, can increase its production rate; and examples of commodities for which further processing is still at an early stag*..

In the process described, hydrogen is used to generate high-temperature steam and oxygen in the molten bath. Steel is decarburized to low levels to produce a pearlite-free steel suitable for deep drawing. The process makes use of the favourable thermodynamics in the reactions between steam, carbon, and iron, as well as providing high-temperature oxygen for the decarburizing reaction. The process can easily be incorporated in existing BOF (basic oxygen furnace) plant but can also be contemplated as a greenfield process.

ABSTRACT The recently introduced concept of negative taxation complicates estimation of the distributable profit of certain South African gold mines, and an assisted mine could operate at a working loss and yet produce an overall profit for distribution amongst its shareholders. A simple diagram is presented from which the approximate working profit or loss, taxation payable or tax credit received, and the distributable profit of an assisted mine can be estimated directly for any combination of the four main variable operational factors: tonnage milled, recovery grade, unit cost and capital expenditure. INTRODUCTION The effects on the working profits of South African Gold mines caused by changes in unit working costs, recovery grade, tonnage milled and capital expenditure are readily estimated. For normal tax- and lease-paying mines the distributable profit is related to the working profit and the latter is a commonly accepted comparative measure of the profitability of an operation. However, the recently introduced concept of State assistance in the form of negative taxation1, i.e. a tax credit, for mines with a life of less than eight years complicates such estimates. A requirement of State assistance is that an assisted mine must lower its normal pay limit by 16 to 20 per cent, and it will be possible for a mine to operate at a working loss and yet produce an overall profit for distribution amongst its shareholders. In the case of an assisted mine it is therefore necessary for management to judge the effects of changes in unit costs, grade, etc., in terms of distributable profit instead of working profit. This will require repeated calculation of tax to be paid or tax credits that will be received under the numerous possible combinations of the four main variable factors. However, with the aid of the diagram illustrated in Fig. 1, it is possible to assess at a glance the practical effect of these variables on the distributable profit of an operation not subject to tax on the normal formula, or small mine formula, with sufficient accuracy to decide whether a detailed analysis is required. USE OF THE DIAGRAM From the central point 'X' in Fig. 1, a range of tonnages milled per annum has been plotted along the north-bearing axis, a series of costs per ton milled in the northwestern quadrant, recovery grades in the northeastern quadrant, and capital expenditures in the southwestern quadrant. Starting from the tonnage milled per annum, a line is drawn east and west across the two northern quadrants up to the points where it reaches the desired cost- and grade-lines. From these points two north-south lines are drawn into the southern quadrants. A further line is drawn to the east from the point where the western north-south line crosses the desired capital expenditure. The paper introduces a computer simulation technique to estimate the target detection probabilities associated with search surveys. The technique takes into account the inherent randomness associated with the distributional properties of geologic targets. Use of the technique is illustrated through examples. The paper provides information as to how this technique can be used in obtaining the optimum sampling pattern and optimum spacing associated with target detection surveys.

The past ten years or so have seen many changes in the methods and approach adopted for projects in the metallurgical and mining industry in South Africa. These changes have led to an increased use by operating companies of the project and construction management services offered by engineering contracting companies. For a variety of reasons, this development has been slower in the metallurgical industry than in other areas of production, but that industry is also now showing an increasing trend in this direction.

South Africa holds approximately three-quarters of the world?s viable chromite ore resources and dominates the global production of ferrochrome. Albeit completely unintended, small amounts of Cr(VI) are formed during ferrochrome production. Certain Cr(VI)species are regarded as carcinogenic, hence making the treatment of some ferrochrome waste materials necessary. In this paper, the Cr(VI) treatment strategies currently employed by the South African ferrochrome producers are investigated by means of a literature review and a questionnaire survey. From the discussion, it is evident that various treatment strategies are available to deal with Cr(VI)-containing waste in the ferrochrome industry. However, by far the most commonly applied treatment strategy remains the aqueous reduction of Cr(VI) with ferrous iron. The advantages and the correct application of this strategy, together with the disadvantages and pitfalls, are argued. Innovative improvements on historic practices are also discussed

Much debate has ensued over the past few years on the speed of transformation in the mining industry. By transformation is meant the degree to which the industry has met the requirements of the Mining Charter. In response to this, the Department of Mineral Resources (DMR) commissioned a research study in 2009 to ascertain the degree of industry compliance. The mining industry in response made a presentation to the Minerals Portfolio Committee in Parliament in 2011, during which it released aggregated figures on industry compliance to the Mining Charter. The conclusions of both of the studies are widely divergent. It is argued in this paper that both processes are flawed. The government-sponsored research is empirically and methodologically weak and the results therefore have to be taken with a great degree of caution. The Chamber of Mines figures, on the other hand, while faithful to the reporting of the Chamber member companies, do not represent the entire span of the industry but only the larger mining companies. It is further argued that in order to ascertain a true reflection of the industry an independent audit be undertaken using recognized social scientific survey methods.

Ausmelt is supplying commercial quantities of an alkyl hydroxamate flotation collector AM28 for flotation of oxide and supergene base metal ores and tailings. AM28 is a non-hazardous product used as a ten per cent to 50 per cent solution in dilute potassium hydroxide. It is a selective flotation collector for oxide or oxidised base metal minerals and replaces conventional sulfidisation for oxide mineral flotation. At Radio Hill, the AM28 is used in conjunction with traditional sulfide collectors, which allows simultaneous flotation of oxide and sulfide copper minerals. The Fox Resources Radio Hill copper concentrator near Karratha, Western Australia, is currently configured to treat supergene copper ore sourced from the West Whundo open pit. This Archean VMS type copper deposit has been deformed and remobilised with uplift, erosion and weathering to form a significant supergene zone. The sulfide copper minerals present in the upper zone are digenite and chalcocite with lesser chalcopyrite and covellite. Oxide copper minerals present include cuprite, with lesser malachite and azurite. Gangue minerals include quartz, talc and chlorite. Plant trials at Radio Hill are reported for supergene West Whundo ore, where the AM28 was stage added into the circuit at nominally 80 g/t. Plant data over three months shows the copper recovery increased consistently from around 50 - 60 per cent to above 70 per cent when AM28 was added. This has been proven statistically. The grade of the concentrate was consistent with and without AM28, at nominally 22 - 24 per cent copper.

This paper summarizes the characteristics of Southern African coals, presents a fundamental approach to the combustion performance of coal, and reviews some of the recent developments in the fields of technological evaluation and boiler design for coals typical of this region. This includes a summary of the petrographic constituents of coa~ highlighting the differences between the Palaeozoic coals of the northern and southern hemispheres (Laurasia and Gondwana respectively), and the effects of these properties on the combustion performance of coal as seen in terms of laboratory, pilot-scale, and full-scale operating conditions. Recent developments in boiler design linked to advanced characterization studies and commercial experience have led to unprecedented use, with maximum effect, of the low-grade, high-ash, high-inertinite coals typical of some parts of this region. In the light of this success, more adequate understanding and better methods of assessment of the coals typical of the Gondwana region are called for, particularly in the light of the price premium for high-grade coal and the more cost-effective lower grade coals on the international steam markets.

Within the technology field generally known as biological heap leaching or percolation leaching, lies a wealth of technological knowhow that is potentially patentable and therefore can form the subject matter of patent applications. An organization often overlooks the potential for generating intellectual capital during its research by dismissing the possibility that what it is working on may be novel and inventive and therefore patentable. The organization labours under the misconception that there is nothing patentable in its work mainly because the novel aspect is overlooked against the general background state of the art or, if identified, is not recognized as having sufficient inventive merit. In the field of biological heap leaching, patents have issued on inventions that extend across a large range of technology, including microbiological inventions-for example a particular strain of microbe used in a heap leach application, electro-mechanical inventions, for example a column simulator that simulates the heap leach environment, and thermodynamic inventions such as methods of generating and maintaining heat in a heap.

Petrographic analyses of coal rank and maceral-group composition are widely used in the characterization of coal. This paper describes the use of an image analyser (IBAS Kontron) for fuly automated measurements of the rank and maceral groups of seam coals. The rank is then derived from reflectance histograms, or 'fingerprints', of coal reflectance distributions (being expressed as the mean random reflectance of vitrinite). The volume proportions of the maceral groups are calculated from the histograms. The results obtained with the IBAS were generally in agreement with those obtained by conventional methods of reflectance measurement and point-count analysis. However, the results were inconsistent for coals with a bimodal character or a wide V-class distribution. The rank of the analysed coals ranged from 0,50 to 1,10 per cent mean random reflectance. The lowest reflectance that can be analysed with the IBAS is 0,4 per cent. The speed, objectiveness, and repeatability of this technique make it exceptionally suitable for use in the quality control of large numbers of samples.

On Friday, 6th June, 1986, an SAIMM party of32 set out at 06h30 for a tour of Duvha Opencast Colliery, Lesedi Village, and Duvha Power Station-all situated just outside Witbank. Duvha Colliery On arrival at the mine, the party was met by Mr. Colin Kolver, Assistant General Manager, and the guides for the morning. After refreshments had been served, Mr. MacDonald, General Manager, welcomed the tour, and a series of slides on the opencast mine and Lesedi Village were shown.

An investigation of the slope stability of a pit and failures of spoil dumps, carried out at Silicon Smelters quartz mine, Pietersburg, South Africa, is described. The major geological feature of the mine is the intensely foliated schist in the footwall, with exceptionally Iow strengths upon extensive discontinuities, and the similarly unusual strength properties of the dumped schist spoil. The selection of slope angles for the pit is described, and a proposal for the stabilization of the failing spoil dump by segregated dumping is explained.

The paper describes how a multivariable control scheme was developed and implemented for the run-of-mine milling circuit at a gold mine belonging to Vaal Reefs Exploration & Mining Company Limited. The key variables that are controlled are slurry level in the sump, mass of material in the mil, and product size. The control scheme has resulted in reliable control of the dynamics of the plant, and has provided a good basis for the optimization of plant operation by the selection of suitable set Points.

GENERAL Invitation to attend O.F.S. Branch Meeting: Members of the Witbank/Middelburg Branch were invited to attend a branch meeting of the O.F.S. Branch on the 15th November. The subject of the meeting would be a talk on the Hendrik Verwoerd Dam Project and up to 25 members could be accommodated on the nights of the 14th and 15th November by kind invitation of members of the O.F.S. Branch. A questionnaire would be issued at a later date, to obtain the names of those interested in attending the meeting. PAPER FOR PRESENTATION The Chairman called upon Mr G. H. J. Kitson to present his joint paper, entitled: 'Photoelectric readings; their significance for dust control on collieries.' G. H. J. Kitson (Member) and Y. J. F. Haven (Visitor). After Mr Kitson had presented his paper, both he and Mr Haven answered questions from the floor. The Chairman then thanked Mr G. H. J. Kitson for presenting the paper, and the meeting closed at 6.15 p.m.
