The platinum mining industry has experienced a significant increase in fatal accidents. Mine accidents are in principle preventable, and there is enormous pressure on employers to reverse this trend. This paper reviews safety management systems (SMS) as well as behaviour-based safety (BBS). Based on the review, SWOT analyses are performed on the SMS and BBS processes and a model of an integrated safety management system (ISMS) is introduced. A number of fatal accidents is analysed to identify factors that contributed to accidents in the mining industry. Thereafter the potential weaknesses of an SMS of a platinum mine are exposed and the potential benefits of implementing the ISMS for this case study are demonstrated.

?Soil quality is the capacity of a soil to function, within ecosystem and land use boundaries, to sustain biological productivity, maintain environmental quality, and promote plant, animal and human health?. In the long-term, vegetative rehabilitation of mining wastes aims at, as far as possible, the proper ecological integration of the reclaimed area into the surrounding landscape, which is sustainable and requires minimal maintenance. A certain succession pattern is therefore needed. Recent ecological concepts recognize the role of the substrate?s quality and nutrients in affecting the rates and directions of succession patterns. Although pedogenesis and eventually soil quality in mine waste are not well known, monitoring of soil quality parameters in kimberlite mine tailings reveal a remarkable establishment and or improvement of specifics oil quality indicators. During the same time the vegetative cover?s total functionality as well as reproductive ability improved. Functions of soil, and thus soil quality, can be assessed at the field, farm, ecosystem, pedosphere, and global scale. It is recognized, however, that management of soil becomes increasingly difficult at larger scales, but for demarcated mine waste sites it is possible to ameliorate and manage and assess soil functions and quality. Therefore the significance of the study is the following: soil functions and quality become inseparable from the idea of system sustainability, and are considered as key indicators of ecosystem sustainability on rehabilitated mine tailings material.

Mineral processing models have been discussed for many years but it was not until digital computers became available about 1960 that serious attempts at circuit simulation could be carried out. Even then the work was primarily academic until PCs could be used by engineers in plants and design offices in the mid-1980s. Since then simulation has moved quickly and it is now at the point that most processes can be simulated reasonably accurately for purposes of design and optimization. There are still some significant deficiencies, notably in dry grinding and separation, and in the chemical interactions in flotation. Future work will involve: ?improvements of existing models ?dynamic simulation for automatic control and, in particular ,for training which is a weak link ?using advanced simulation models to predict liberation and separation from data acquired from SEM-based liberation analysers. Eventually mineral processes models will be part of total simulation systems which will incorporate mining and downstream processes including all environmental impacts.

This paper considers potential risks to the health of workers in ultra-deep mines, including barotrauma, physiological effects and toxicity of airborne pollutants. Relevant previous research is reviewed, including work by the Chamber of Mines Research Organization and the Deep Mine Cooperative Research Programme, and recommendations are offered for prospectively limiting pressure-related health risks.

Over 206 million tons of hard coal were mined in South African collieries in 1996. Some 132.5 millions tons came from underground operations and approximately 120 million tons came from bord-and-pillar workings resulting in between 100 000 and 150 000pillars being formed. Coal pillar design remains a significant feature of South African mining. This paper reviews South African coal pillar design procedures in the light of 90 pillar collapses that have occurred since 1904. It shows that, while the current pillar strength formula is still valid within the original empirical range of Salamon1,cognisance must be taken of local conditions. Current South African coal pillar research is attempting to account for the variations in local conditions with the emphasis on the effect of discontinuities and pillar deterioration. It is suggested that a more holistic approach to pillar design be adopted to include a design methodology that examines the stability of the roof, pillar and floor of the underground workings. Using this approach, deviations from the empirical database used by Salamon and Munro will be incorporated into the design methodology resulting in more stable underground workings.

A scraper-based block cave method has been successfully applied to extract the Lower orebody at Nchanga since the 1950s. Since inception, scraper drifts and service ways have been supported using steel arch sets fabricated to a specific design from high strength manganese steel To reduce costs and to improve productivity, trials commenced in 2002 using fibre reinforced shotcrete as an alternative support method. One of the areas, the 2420 8E 1C trial drift, was subjected to abutment loading for several months prior to undercutting and cave mining. Shotcrete installed exhibited minor cracking shortly after application but very little deterioration thereafter. Following the success of the trial, the application of fibre-reinforced shotcrete was extended to other drifts. This paper describes the application of fibre-reinforced shotcreteat Nchanga and outlines design and quality assurance methods employed.

This paper briefly describes the excavation procedure of a powerhouse, comprising of its incremental excavation, reinforcement measures, and the installed monitoring system. During the first phase of excavation, the data obtained from monitoring of the behavior of Mudstone layers were used to recommend extra support measures. These data are also used to design the support of the powerhouse during its extension phase. ABSTRACT: Hydraulic experiments have been conducted since 1997 within a small fractured calcareous rock mass in southeastern France, at a site called Coaraze. On this reduced-scale site closing a floodgate located on a downstream spring produces repeated hydraulic loadings. Simultaneous measurements of normal deformations and pressure in several joints have provided a better understanding of the hydromechanical behaviour of such a fractured rock mass. The present paper first describes both the site and conceptual interpretation of the measurements performed. We showed that accurate measurement reproduction requires incorporating certain features: a variable normal joint stiffness, the joint vicinity (through introducing a Z coefficient), and the initial stress state. The paper then develops an original analytical interpretation of the coupled pressure-displacement measurements carried out, which reveal the high level of measurement suitability to the non-linear behaviours examined. 2D modelling, using the discontinuous code (UDEC) was used to proceed with the calibration step. In diesem kleinen Standort, werden wiederholte Wasserdruck Erhöhungen durch das Schliessen eines Hahnes produziert. Gleichzeitiger Druck und normale Verformung Meßungen in mehreren Fugen haben erlaubt, das hydromechanische Verhalten einer solche gebrochene Felsenmasse besser zu verstehen. Der Artikel beschreibt zuerst den Standort und stellt die begrifflichen Interpretationen der Meßungen vor. Um die Meßungen gut zu reproduzieren ist es wesentlich, bestimmte Faktoren wie die veränderliche normale Steifheit der Fugen, die Nachbarschaft der Fugen (über einen Z-Koeffizient) und der Spannungstand zu berücksichtigen. Der Artikel erklärt die originale Methode für die Druck- und Verformungs-Meßungen Interpretation und zeigt die gute Korrelation der Meßungen mit dem nicht-linearen angenommen Verhaltens der Fugen. In the first part of the article, the authors give a broad overview of the chemistry and some engineering aspects of bioleach processes, eventually leading to the important and critical issue of the stability of arsenic-containing residues, especially those derived from bioleaching of sulphidic gold ores. In the section ?Factors affecting arsenic stability? they give an excellent summary of the factors normally affecting the stability of such residues. This is followed by some valid comments on the suitability of a single leach test to evaluate the long-term stability of solid waste streams. However, they fail to mention that, up till now, no tests procedure has been accepted by either environmentalists or the mining/processing industry as a valid method to test the long-term stability of solid wastes. Their own method is no exception, although, like many others, it is useful to identify potential problems with solid wastes considered for disposal.

The 20 Mt reverberatory furnace slag dump at Nkana in Zambia contains a substantial quantity of cobalt. A 40 MW DC arc furnace has been built at Chambishi for the purpose of recovering cobalt from the slag. The technology was jointly developed by Mintek and Anglovaal Mining Ltd (Avmin), and the furnace was designed by Bateman Titaco. Testwork at the 150?250 kW scale was conducted at AVRL, and larger scale piloting was conducted at Mintek (in partnership with Avmin) in a 3 MW DC arc furnace. Approximately 840 tons of Nkana dump slag (ranging from 0.66% Co) was processed at power levels around 1-2 MW. Good overall cobalt extraction was achieved, and approximately 100 tons of cobalt-bearing alloy was produced (containing 5 to 14% Co). This testwork demonstrated that the Nkana dump slag could be processed in a DC arc furnace of suitable design, to produce a cobalt-bearing alloy suitable for further hydrometallurgical processing. Bateman Titaco were contracted to design and build the furnace, and the design team contained representatives from Avmin and Mintek. The project was conceived as a fast-track exercise, and many activities had to be run in parallel. Notable features of the furnace include an ABB power supply, a Concast conductive hearth, the refractory design, and copper cooling in the sidewalls. Power to the furnace was switched on during January 2001.

The paper deals with the technologies required for opening up anew idealized ultra-deep level mine. First the overall philosophy of accessing ore at ultra depths is discussed. Then the individual technologies which will be required are explored. Finally a detailed overview on one of the key technologies, namely tunnel support, is given. Because this project is still in its infancy, few definitive answers are provided; instead each of the envisaged technologies are briefly discussed, with emphasis on those which require the element of speed for rapidly accessing the ore body.

There are few data on the composition of discard coal in South Africa, and no overall view of the discards for the entire industry. As a result of work on coal qualities in South Africa, a database was established which enabled a good estimate to be made of the composition of the discard from every mine. The data are presented in the form of histograms of ash, volatile matter and fixed carbon content of the 43 million tons of material which were discarded in 1990. The results are discussed in terms of the closeness of the composition of much of the discard material to presently used power station coal. It is concluded that it is mainly developments in equipment, particularly fluidized bed boilers, which inhibit the wider use of discard coal. However, other factors must be noted, including the relatively high sulphur content of the discards, and the fact that even with the most careful storage the material ages and may become unusable after about 15 years.

What separates the support of mining openings from the support of similar civil engineering structures is the fact that mine openings have to survive large deformations as a result of changing stress conditions induced by progressive mining. Steel fibres impart to concrete and shotcrete a high degree of ductility which not only allows the shotcrete and concrete linings to absorb important rock movements but also to increase its bearing capacity by a redistribution of the loads. A range of applications will be discussed technically and economically.

An independent technical audit by a consultant is part of the accountability process of publicly owned or publicly quoted companies when raising finance through share issues or loans or the sale of equity, and of banks or development funds when granting loans. Africa is undergoing a renaissance in investment in its mining industry. It is forecast that capital investment, in major mining projects in Africa, will be over US$ 4.4 billion, in the next few years. Most, if not all, of the capital to be raised will require an independent technical audit. The aim of this paper is to assist the management of mining companies seeking finance in appreciating the role of such technical audits. The reasons for such audits, especially to attract international investment, are listed. The role of the audit is explained in assessing the underlying robustness of the company as ?a going concern? and the viability of any ?expansion plans?. Its use is emphasised in establishing the underlying value of the company based on the mine life as supported by the mineral reserves. The independent consultant role is stressed as a representative of the parties in a finance deal who cannot, in practice, carry out their own detailed and specialized technical due diligence. The various components of a typical audit are examined with examples of critical matters which may require resolution. The definitions, which are used commonly in audits, in respect of competence and reserves and resources, as stated by various regulatory bodies, are compared.

Consideration of the economic, environmental, and social impacts associated with the life-cycle of a technology is of increasing importance for decision-making in industry. It has been suggested that economic assessment of technology deployment projects requires the translation of associated environmental effects into monetary values. This paper introduces an approach for identifying and evaluating environmental damage in monetary terms. The approach groups the environmental impacts associated with a technology life-cycle system into four main criteria: air, water, land, and mined abiotic resources. The valuation of the impacts on the resources consists of an economic cost benefit analysis (CBA) procedure that comprises four steps: the compiling of an impact inventory, a monetary valuation of the inventory, discounting, and a risk/uncertainty analysis. The monetary valuation step for impacts on air resources is primarily based on published externality costs for Europe and the United States, which are adopted and converted to reflect the South African context. Local opportunity costs are utilized for the other resource criteria. The damage costs are transformed into South African Rand at 2005 prices. The paper demonstrates how the approach may be applied in the assessment of projects in the metallurgical industry. Shortcomings in the approach are identified. For example, not all of the aspects that are considered necessary to assess environmental performances comprehensively can be valued in monetary terms. Also, certain values, specifically those pertaining to opportunity costs, need to be determined on a case-by-case basis. Furthermore, the uncertainties associated with the indicators obtained may strongly influence the usability of the results of an environmental performance assessment, e.g. future damage costs will change with fluctuations in the markets. It is concluded that although such an approach has merit in increasing the understanding of the potential financial implications of a technology?s environmental performance, further research is required to improve the approach described if it is to be used further in the South African metallurgical industry. Damage cost estimates that are specific to South Africa need to be developed to reduce uncertainty, and the combination of both quantitative and qualitative approaches is recommended for comprehensive sustain-ability decision-making.

Automation of the conventional grinding circuits of Palabora Mining Company (PMC) required that adequate instrumentation and a control system had to be put in place, after which extensive testing had to be done to evaluate different grinding control strategies. The objective was either to optimize the particle size from the grinding circuit, or to increase milling circuit throughput while maintaining particle size at existing levels. Prior to automation of the process as described below the circuits were controlled manually. No on-line information on cyclone feed densities, cyclone feed flow or cyclone overflow particle size was available. This type of control relied heavily on interpretation of the process parameters by the operator and on his ability to make informed decisions on what the set points should be. An integral component of the automation process was the installation of a SCADA package (SysCad SDX) for implementing the on-line control strategy. A self-correcting model for prediction of cyclone particle size was developed and implemented on the SDX. The model is calibrated using values from the particle size analysers while they are operational. If the particle size analysers choke or fail for any reason, the model continues to provide a good estimate of the particle size. This technique ensures that a continuous particle size indication is available compared to the intermittent reading from the instrument. The continuous signal allows particle size to be used as a process variable for control purposes. A strategy was developed and implemented which allows for the production of a controlled grind size from the conventional milling circuit to the flotation circuit. The grinding control strategy allows for the control of particle size from the individual cyclone overflows. This strategy allows the operator of the process to increase or decrease production rate by specifying a coarser or finer grind size required for flotation.

Following study of historical South African practice and a review of recent experience gained during the design, construction and testing of the high pressure plugs at the South Deep Water Barrier Project, this paper makes recommendations to improve practice. Initially, site investigation requirements are described with reference to geological, hydrogeological and seismic considerations, including site preparation and pre-grouting of the surrounding rock mass, if permeable. Structural and hydraulic aspects of plug design address topics such as residual permeability, aggressive mine water, plug materials, mortar strength and bleed. In situ thermocouples and piezometers are recommended to optimize the timing of plug tightening and monitor plug performance during service. Plug construction covers aggregate preparation, mortar quality control, plug tightening grouts, injection pressures, records and the overriding need for a method statement specification to control all aspects of plug construction. On completion of the plug, tests to establish surrounding rock stress regime, plug strength, and residual permeability are described to enable a comparison with original design assumptions. Monitoring and maintenance procedures are proposed to ensure satisfactory long-term performance of the plugs.

Input-output analysis is a major branch of quantitative economics, and is used to analyse the flow of goods and services between production sectors in a national economy. Its purpose is to determine the relative value-adding capacity of each sector. The model has also, in recent years, found increasing use in assessing the environmental and ecological impact of development projects. It has, however, never been applied to individual production facilities, such as large mines, which themselves have complex economic structures, through which there is a flow of goods and services. Conventional cost and accounting systems, as used on mines, treat production sectors as separate cost centres, and do not determine the inter-relationships between them. This can lead to incorrect conclusions on the relative value of sectors and their impact on the total economic performance of the facility. This paper explains the basic principles of input-output analysis, and presents an example of its application to a simplistic model of a mine, which is used in the absence of any real data. The paper concludes that, by forcing definition of the value adding function of each sector, input output analysis will facilitate control of inputs, or costs. This will result in optimal application of resources and exploitation of ore reserves. The authors realise the model needs to be tested on an operating mine, and hope this paper will result in an opportunity to do so. Mintek has been involved in the development of bioleach technology for many years, initially for refractory gold extraction, and more recently also for base metals extraction. Mintek, in collaboration with its Australian technology partner (BacTech), is the technology provider for the Beaconsfield refractory gold bioleach plant. At present Mintek, BacTech and Peñoles are constructing a demonstration bioleach plant for copper-zinc concentrate treatment. Bioleach liquors produced in all applications have to be neutralized. In the copper-zinc case, neutralization is required for bleeding iron from the circuit and for adjusting the pH value ahead of solvent extraction. In the refractory gold bioleach circuit, neutralization is required for producing a stable iron-arsenic residue. Some of the challenges encountered in each of these neutralization applications are discussed, and examples of results obtained are presented.
