Occupational hearing loss is a permanent illness with no recovery currently possible. For underground coal mine workers, Noise Induced Hearing Loss (NIHL) continues to be a serious health issue. One of the principal and fundamental machines used in underground mining operations is also one of the loudest. Noise generated on the continuous mining machine is the result of 3 operational components: the cutting system, the dust collection system, and the onboard conveying system. During underground acoustic evaluations, the conveyor system noise was observed to be dominant. In order to more closely examine sound generated by the continuous mining machine, sound power levels were measured in a reverberation chamber at the Pittsburgh Research Laboratory (PRL). Different chain types and configurations were installed on the conveyor system, and the resulting sound power level ranged from 118 dB(A) to 108 dB(A). Noise generated by the dust collection system was also examined and found to be 107 dB(A).

The possible contribution of an improved mineral economy to the further advancement of the lesser developed regions of the world is a vital consideration today. Many of the newly independent countries recognize the problems and the challenge involved in orderly development of mineral resources. Some countries are inventorying resources, planning development, and encouraging local and foreign participation. The Malagasy Republic, composed of the island of Madagascar and the immediately adjacent islands, formerly the French Overseas Territory of Madagascar, is one of the members of the French Community which achieved independence in 1960. It is making real progress towards improving its mineral economy, an effort particularly remarkable considering the generally unfavorable geographic location of the area with respect to world markets and what is, after all, a comparatively sparse-economic mineralization in the light of discoveries to date. Most of the development of the Malagasy economy before independence was fostered by French private enterprise, although the State participated in some ventures. Since independence, the Government has encouraged private investment from a variety of sources through favorable legislation and has indicated that legitimate investment projects that will further advance social and economic programs will be welcome.

"INTRODUCTION The Bankhead mine of the Cane Creek Coal Mining Co. is in the central part of Walker County, Ala., 4 miles south of Jasper. The Mary Lee bed in this part of the State yields a practically free-burning coal which is marketed as a. steam-raising and domestic fuel. As mined, the coal ordinarily contains ash-forming impurities to an extent that makes it necessary to treat the coal by some washing process before it is marketed. At present the Bank-head coal coarser than 3-1/2 inch is hand-picked and the coal finer than 3-1/2 inch is washed in two single-compartment jigsThis paper contains the result of screen-sizing and float-and-sink tests on a representative sample of the run-of-mine coal and the results of tests made to show the amount of coal liberated from impurities by crushing the coarser sizes. .This report is one of a series on the washability of Alabama coals which is being prepared by the U. S. Bureau of Mines and the University of Alabama, with the cooperation of the coal producers of Alabama.SAMPLING AT THE MINE'The Mary Lee bed at Bankhead consists of two benches separated by a rock parting which varies in thickness from place to place in the mine. The top bench has a very uniform thick-nest; throughout the workings and yields about 65.0 per cent of the output. The bottom bench varies greatly in thickness and in nary places becomes too thin to work at a. profit. The sample for the washability study was taken underground at a place which was typical of the mine as a whole. In taking the sample the working face was squared up and a representative section out from each bench. Care was taken to secure a, quantity of coal from each bench proportional to the quantity contributed to the mine output. The rock parting as gobbed in accordance with the usual mining practice. The total sample taken weighed 3 tons."

This reflects the current concern about damage inflicted on the environment by our growing and increasingly affluent society. Mine Health and Safety research, along with investigations related to all other aspects of coal extraction and use, also continued to be implemented and expanded.

This report reviews investigations to determine the fire hazard in coal mining when using flammable petroleum hydraulic oils to actuate mining equipment and summarizes research by the Bureau of Mines and industry on fire-resistant hydraulic fluids. Tests were established to evaluate fire resistance and the necessary characteristics to assure adequate service when fire-resistant fluids are used to replace petroleum hydraulic oils. The research was conducted in the laboratory and field trials under actual operating conditions in underground mines. Bureau of Mines Schedule 30 became effective December 17, 1959; the first approval was granted on February 18, 1960, and the twelfth was granted on March 17, 1961. The approvals include nine ready-mixed (by the producer) fluids and seven concentrates to which water is added by the user according to instructions from the producer. Seven synthetic-type fire-resistant hydraulic fluids submitted by two producers are also approved. Over 100 coal mines are now using water-in-oil emulsion-type fire-resistant hydraulic fluids in varying degrees from a trial in one machine to all the hydraulic equipment in an entire mine.

Virtually from the date of its discovery in December 1928 the Oklahoma City oil and gas field, Oklahoma County, Okla., has attracted national and international attention. The history of the field has been associated closely with rules and regulations pertaining to production control and proration practices. Early development was rapid, and Oklahoma City soon attained the distinction of being the first major field in which the producing wells were over a mile in depth. Before the structural features of the reservoir had been disclosed every outpost well was considered a "wildcat", so complex appeared the underground geology, The wells not only were deep and the reservoir pressures high, but the production from the early wells was a high A.P.I. gravity oil, accompanied by large volumes of gas. Several "blow-outs" and fired occurred during the early development, and the close proximity of these now unusual events to a large city gave the field much publicity, both local and national. Later, when its production threatened to demoralize the market for oil and its products, the Oklahoma City field again attracted wide publicity. The then little understood geology of the underground reservoir and the diversity of ownership of the land overlying the producing structure made orderly development and production difficult to enforce. Proration was enforced with difficulty., and the, rate of production from the field continued to increase until, on August 4, 1931, martial law was declared in all prorated fields of the State, and most of the wells in the Oklahoma City field wore shut n. On October 9, 1931, permission was granted t o reopen and prod e the wells in the Oklahoma City field. The order permitting production of the wells provided that during the period beginning October 10 and extending to October 20, 1931, all wells in the field that hid not produced more oil than specified under the earlier proration orders and that had been shut in for the required 55-day period were permitted to produce 5 percent of their last potential during that 10-day period. On November 7, 1931, the Corporation Commission of Oklahoma issued an order which divided the Oklahoma City field into the Wilcox, Arbuckle, and Lower Simpson zones for proration purposes. Wells producing from the Wilcox zone were allowed to produce 4 1/2 percent of their potential5/ from November 1, 1931, to January 1, 1932; Arbuckle limestone wells were allowed to produce 250 barrels of oil daily; and Simpson sandstone wells which had a potential of over 2,000 barrels per day or which made 3 percent or more water were allowed to produce 200 barrels of oil per day.

Fifteen shots of three explosives with charge weights of 0.52, 1.1, 3.1, and 5.1 kilograms were fired in a pond to study the seismic effects of detonating explosives in water. Shock pressures and bubble periods were measured with pressure transducers in the water. Vibrations were measured on land in three orthogonal directions with particle velocity gages. Statistical tests indicated that a charge weight exponent of 0.43 best scaled the data. While shock pressures and bubble periods showed considerable differences in explosive performances, the amplitudes of ground vibrations showed less difference, and one prediction equation was therefore derived to estimate vibration amplitudes from all the explosives.

The greatly extended use of the underground trolley-locomotive system for hauling coal without doubt was one of the most important factors in the rapid progress of coal mining and the increased production of coal in American coal mines during the period 1910-20. Much of the superior efficiency of production of our underground coal and metal lines should also be credited to the trolley locomotive system. The trend to mechanization of mines during the past 15 years, mere particularly the past 5 years, with higher production per man employed and greatly accelerated advancement of working places, has required increased use of trolley locomotives, necessitating larger equipment, higher speeds, and more &apos;frequent turn over of pit cars. This is re¬flected in increased size of locomotives and the use of larger mine ears (some with a capacity up to or over 10 tons); moreover, heavier rails and larger-size trolley wires have boon or ought to have boon installed. Trolley-locomotive haulage has proved to be rapid; economical, efficient, and productive; nevertheless; in spite of these advantages, so-many hazardous features and, unsafe conditions are involved and the price paid in life and property is so high as to justify the statement that the system should be scrapped if it cannot be operated under reasonably safe conditions. Since bare trolloy wires were introduced into underground mines, they have boon responsible for the death of hundreds of diners, property damage totaling millions of dollars, an indeterminate loss of tonnage through the abandonment of mines or parts of mines, and loss of time after disasters caused by fires or explosions originated by the trolley haulage system.

"INTRODUCTION This paper is the seventh of a series of yearly reviews started in 1921 and pre¬sents information gathered in a cooperative investigation undertaken by the United States Bureau of Mines and the University of Utah. It is the purpose of this report to make available flotation—reagent consumption data and other milling information in such a manner as to be of value to the milling industry and to the manufacturer of flotation reagents.These data have been compiled from a survey of about 300 concentration plants in the United States. Much additional information has been obtained from the various offices of the United States Bureau of Mines. Many of the plants covered in the survey made complete reports of their operations, but others were apparently unable to supply this information in sufficient detail to meet the requirements of this report. As a result, some sections of the report are more complete than others. In general, however, the mill reports were much more complete than in previous years, and for the first time it has been possible to calculate average mill recoveries in the treatment of certain classes of ores. As in the past, every effort has been made to conceal individual plant operations.ACKNOWLEDGMENTSIt is realized that the publication of this information is possible only through the assistance of the mill operators, and the authors wish to express their appreciation of this cooperation. Greater mining productivity requires a more efficient cutting process. The cutting force available from today?s mining machines has been optimized with respect to machine size and weight. Researchers have shown that when employing water-jet-assisted cutting, bit forces and drum torques can be reduced significantly, which may allow mining machines to become lighter and more efficient. The Bureau of Mines has initiated a program to develop a water- jet-assisted rotary cutting system using the conventional bit assisted by a directed water jet operating at moderate pressures (3,000 to 10,000 psi). This water-jet-assisted cutting system has the potential to improve cutting efficiency without increasing machine horsepower or water usage (beyond what is presently used for dust control) or requiring fundamental changes in mining practice. IR addition to improvements in productivity, other anticipated benefits of water-jet cutting include reduced generation of respirable dust, elimination of frictional ignitions, increased bit life, reduced fines, and fewer machine vibrations. The papers presented at this open industry meeting discuss the development of water-jet-assisted cutting technology and future application of this technology to a variety of mining techniques including roof drilling and longwall mining.

"INTRODUCTION The United States, with its vast resources of relatively low-grade zinc been the world's leading producer of zinc -metal for many years. The expanded zinc production during the period, 1939-44, inclusive, was induced by favorable premium prices and has depleted the known ore reserves in the United States. The 1943-44 rate of zinc production cannot long be maintained in the United States, especially if premium prices are removed. Domestic zinc reserves, have been depleted to such an extent that it is doubtful if our mines will again be able to completely and continually fulfill the needs of this country.The Bureau of Mines, anticipating a postwar consumer demand for 550,000 to 750,000 tons of slab zinc and an additional 100,000 tons for use in paints and chemicals, sent two engineers to Sedanka Island in July 1945 to investi¬gate the deposits near Biorka Harbor.ACKNOWLEDGMENTIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion the Mining Branch, Lowell B. It discusses the practical aspects of mineral physics and outlines the theo¬retical viewpoint underlying the investigations reported herein.Explosive Shattering as a Possible Economical Method of Ore Presentation By John Gross and C. E. Wood. - It is shown that explosion shattering by impact is favored by large charges and by low ratio of water to charge. For 400-gram charges of dolomite crushed through 48 mesh the steam costs are less than 5 cents per ton of dolomite obtained. This is within the range of present steam costs for ball-milling dolomite.Electrical Properties of Minersl Aggergates I. Natural and Artificial Aggregates Crystallized Lead Sulphide By R.S. Dean and John Koster - This paper deals with the electrical properties of natural and synthetic galena. It is shown that massive crystalline galena has a normal positive temperature coefficient of resistance, whereas fine-grained steel galena has a negative temperature coefficient, the curve R v. T being exponential in form. That steel galena behaves somewhat like a leaky condenser is indicated by ballistic and alternating-current bridge measurements. In determining the cause of the erratic results of alternating-current resistance measurements it was observed that the measured re¬sistance was a function of the current through the specimen. The direct-current resistance was found to be proportional to the square of a superimposed radio-frequency current and independent of the frequency.The influence of grain size or the amount of metallic interface on the voltage-current characteristics at various temperatures on synthetic galena pastilles was studied. It is proved that the volts v. amperes curves are linear for all sizes and temperatures, that they have an intercept which is apparently a linear function of the temperature, and that their slopes are exponential functions of the temperature and give rise to a negative temperature coefficient of resistance.Apparatus for determing the Magnetic Constants of Mineral Powders by V,H, Gottschalk,and C. W. Davis.- A modified isthmus permeameter having a spark-suppressed primary and a multiplier in the secondary circuit to regulate the effect of capsules functioning as a twin isthmus is used to obtain quantitative data and normal induction and hystersis curves from small amounts of powdered material at fields surpassing 3.000 oersteds. Data and curves are given to demonstrate the calibration of the apparatus and the reproducibility of its results. Applications and limitations of the apparatus are noted.Magnetization Curves for Magnetite Poeders by V. H. Gottschalk and F. S. Wartman.- This paper gives measurements on four lots of purified and analyzed magnetites in mixed fractions with especial reference to the variation of permeability with grain size and with dilution by an inert material."

ESTATE IN MINERALS. Minerals beneath the surface may be made the subject of separate ownership either by a grant of the minerals by the owner of the land or by a grant of the land excepting the minerals, and thereby an estate in fee simple is created in the minerals, as corporeal things real. Colby, In re, Iowa, 169 Northwestern 443, p. 444. DEEDS EXCHANGING DIFFERENT MINERALS-RIGHTS OF PARTIES. The lands of two adjoining owners were underlaid with cement rock and clay at a depth of about 100 feet from the surface and with coal veins some 600 feet below the surface. By an exchange of deeds one of the land owners conveyed to the other the cement rock and clay with the right to mine and remove the same without entering upon the surface, but the deed contained no covenant not to injure the surface. The other deed conveyed the coal seam and so much of the rock and other minerals just above and below the coal as might be required in connection with the mining and removing of the coal, together with the right to mine and remove the same, and the adja- cent rock, clay, and other minerals, without entering upon or injuring the surface, with one immaterial exception. The deeds do not define the word "surface" and neither expressly nor by implication did they secure to the coal owner the right to subside the overlying cement rock; but the implication is to the contrary, as the deed gives the right to mine and remove coal without entering upon or injuring the surface. The provision that the coal owner should not enter upon or injure the surface amounts to a clause that the coal mine. shall not be worked so as to let down the surface and this does not create any inconsistency with the provision giving the right to mine and carry away the coal.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash- softening temperature of ash, the free-swelling index, and the hardgrove grind- ability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instruc- tions issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the con- tractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal. The Government purchased approximately 5-1/4 million tons of coal in fiscal year 1953. In connection with these purchases, the Bureau analyzed 11,435 samples. These are published for the use of Government officials and the public. A series of publications has been completed on coal analyses by States, or, where production is small in any one State, by groups of adjacent States. In addition to analytical data showing composition and quality of coals of the States, the publications con- tain brief descriptions of the geological structure of the coal basins, typical mining conditions in the various districts, the principal economic data of the industry, and the relationship of mine or channel samples to delivered and tipple samples. The present publication covers many States but deals only with the analytical data of the coals. The Federal Coal Mine Health and Safety Act of 1969 requires each mine operator to implement the respirable dust sampling program established by the Secretary of the Interior and the Secretary of Health, Education, and Welfare. This program requires frequent sampling of "high-risk" face workers and periodic sampling of other underground workers. Dust samples are collected by the coal mine operator and weighed at the Bureau&apos;s Pittsburgh Field Health Group, and the results are processed by the Bureau&apos;s Automatic Data Processing Section located in Denver, Colo. This paper presents the system employed by the Bureau to weigh the dust samples and to process and store the data.

Drilling for roof bolting has created a new dust problem for the coal-mining industry. Drilling is inherently dusty, and control of dust produced by drilling vertical or nearly vertical holes is much more difficult than control of that produced by drilling flat or down holes.4/ Also, the dust produced by roof drilling differs in composition from that produced by drill-fur, or cutting the coal face because it contains a significantly greater amount of free silica and therefore presents a greater potential hazard of silicosis. Roof bolting has been practiced successfully in the mines of the St. Joseph Lead Co. in southeastern Missouri for over 20 years, but it was not until 1947 and 1948 that large-scale roof-bolting experiments were conducted in coal mines.5/ Although the need for dust control in conjunction with roof drilling was recognized from the beginning, the development and acceptance of roof bolting progressed so rapidly during 1949 and 1950 that solution of the dust problem lagged behind other engineering phases of the technique.

Many mine samples of coal are analyzed each year in the laboratories of the Bureau of Mines. The analyses are made in connection with investigations relating to fuels belonging to or for the use of the United States Government, the causes of accidents in coal mines, the geologic relations of coal beds, and the character and the value of the coal and lignite in the public lands. The systematic collection and analysis of such samples in connection with fuel investigations was begun in 1904 at the Government fuel-testing plant at the Louisiana Purchase Exposition, and was under the direction of the United States Geological Survey for six years. Descriptions of the coal samples collected between the beginning of this work, July 1,1904, and the transfer of the fuel-testing and mine-accident investigations to the Bureau of Mines, July 1, 1910, were compiled and published in Bureau of Mines Bulletin 22.a Descriptions and analyses of samples collected during the fiscal years 1911 to 1913 were published in Bureau of Mines Bulletin 85.b The present bulletin presents analyses and descriptions of samples collected during the fiscal years 1913 to 1916. In order that the material in this bulletin may be used to supplement that presented in Bulletins 22 and 85, the same plan of geographical classification has been followed, the analyses and descriptions of the samples being grouped in alphabetical order according to the State, county, and town near which the mines or prospects sampled are situated.
