This is the fourth progress report in the series on the use of detachable rock-drill bits in the metal mines of the United States. It contains comparative statistics and costs or drilling at eight mines not reviewed in previous reports, comparison of the use of detachable bits at small mines and large mines, a discussion on the life of drill rods, and general conclusions derived from an analysis of the rock-drilling practice at all the mines investigated on this survey. This paper completes the descriptions of operating practice in rock drilling at individual mines. Data on drilling practices at 28 mines are given in appendices I and II and drilling costs are shown in appendix III. Research in the fundamentals of rock drilling, including the use of detachable bits, has been undertaken by the Bureau of Mines in its testing adit at Mount Weather, Va. Reports on the progress off this investigation will be issued when results warrant their publication.

This paper describes mining operations at the Iron King mine of the Shattuck -Denn Mining Corp. in Yavapai County , Ariz . It is one of a series being prepared by the Mining Division of the Bureau of Mines on mining practices and methods in various mining districts of the United States . The mine and surface plant of the Iron King mine are situated in secs . 15 and 21 , T. 13 N. , R. 1 E. , about 20 miles by State highway 69 east by southeast from the city of Prescott and 1 mile southwest of the mining town of Humboldt on the Prescott -Mayer branch of the Atchison , Topeka & Santa Fe Railroad (fig . 1 ) . A l-mile truck haul brings the mill concentrates (lead and zinc ) to bins on a siding of this line at Humboldt ; the silver -gold bullion is handled separately . Some of the oldest residents in the vicinity of Prescott claim that the original location for the Iron King mine was made in 1880. The earliest recorded production was in 1906-1907 . During the first World War the mine produced fluxing ore for the Humboldt smelter . In 1936 the property was purchased under tax sale , and a mill (140-ton capacity ) was erected in 1938. The capacity of this mill was increased to 225 tons the following year , and a cyanide plant was added in 1940 to treat mill tailings . In 1942 the Shattuck -Denn Mining Corp. purchased the property . A new working shaft was sunk , mine development was speeded , and mill capacity was again increased . The predominating locally formation of this district is a pre -Cambrian schist known as Yavapai schist . The Iron King deposit , which carries gold, silver , lead , zinc , and copper , occurs as a series of lenses in a sheared zone of the pre -Cambrian schist . Down to the 600 -foot level the ore was mined and drawn by the shrinkage method . The cut -and -fill method was adopted for the lower levels . Waste rock for stope fill was provided by block-caving an area on the 600 level . Main haulage drifts were driven in the firm footwall , and crosscuts were driven across the mineralized zone at 100 -foot intervals . Grab samples taken from each car of every working place and channel samples cut every 5 feet in development work are considered sufficient for estimating ore reserves .

The gold that is not recovered by a particular process is refractory to that process. A study to determine how the refractory gold is associated in the ore constituents usually indicates the needed improvement in the process or additional methods for bettering recovery. In preliminary work, segregation of the various minerals, gangue or impurities, and data showing the reactions of each in the recovery method readily confines the refractory gold to a certain part on which extensive research can be directed. In this dissecting plan, the microscope is an important aid in locating the refractory gold but should be supplemented by chemical tests. Each ore is an individual problem until the association of the gold has been determined. Knowing the problem through the interfering minerals or elements, the solution often is only the application of part of a former known practice as an auxiliary or additional feature. In the treatment plan for most gold ores, it has been the custom to try each of the usual recovery methods or combinations thereof, accepting the best results on a basis of the lowest cost. A better plan includes knowledge of the association of the gold and the various minerals from which it is to be recovered. This presents reasonable foresight into the problems that should be expected and permits some provision for avoiding probable difficulties. The preliminary work should include: Determination of the percentage of free gold with classification showing size of gold particles to be expected; determination of the percentage of gold associated with each mineral and whether it be freed from the mineral by crushing; and an analysis of representative samples of the ore to include other valuable minerals and the form in which they occur.

Two pieces of European Union (EU) legislation together establish requirements for protection against risks from vibration at work. The vibration directive1 specifies duties of employers to protect workers from risks from exposure to vibration; the machinery directive2, specifies duties of manufacturers and suppliers regarding the safety of machinery marketed in the EU. This paper discusses both directives and the standardisation programmes that support them. It also addresses the implementation of these requirements in Great Britain. Employers’ duties: the vibration directive This directive requires employers to assess and control risks to health and safety arising from hand-arm vibration (HAV) and whole-body vibration (WBV). Member States were required to implement the directive in national legislation by 6 July 2005. Employers are required to eliminate vibration risk at source, or reduced to a minimum. The duties include: assessing risk and exposure; planning and implementing the necessary risk control measures; providing and maintaining suitable work equipment; providing workers with information and training on risks and their control; and monitoring and reviewing the effectiveness of the risk control programme. Daily exposure exceeding a specified action value triggers a requirement for a programme of technical and organisational measures to minimise vibration exposures and the resulting risk, and the provision of health surveillance. Exposures above a specified limit value are prohibited. When conducting their risk assessments, employers are required to “assess and, if necessary, measure” the vibration exposure of workers, for comparison with the action and limit values. Vibration measurement in the workplace is not expected in all cases and the use of vibration information from equipment manufacturers is specifically mentioned. This provides a link with the machinery directive (see below). Manufacturers’ and suppliers’ duties: The machinery directive The machinery directive, first introduced in 1989, is intended to remove barriers to trade. It puts duties on manufacturers and suppliers who place machinery on the European market to design their products to eliminate or reduce risks to health and safety and to warn the user of any residual risks, providing information required for safe use (for example, operator training, maintenance and selection of consumables). [Internal-combustion engines have been used in Belgian mines for a long tine. As early as 1899, the use of these engines underground was considered, but the general policy was to prohibit such an application unless ministorial permission was granted' in special instances. At that time only gasoline engines were available, and a few of these were installed as stationary engines, although in general they were replaced later by electric or compressed-air motors. However, the number of gasoline locomotives continued to increase. Regulations governing the use of these locomotives soon were formulated and as early as 1920, when a now set of regulations was promulgated, the use of gasoline locomotives in mines could be authorized by the Provincial Inspection Department and no longer depended on obtaining a ministerial decision. Since 1931 this authorization may be given by the Chief Inspector of Mines, Director of the Mining District. Since 1920, safe practices have boon incorporated in the regulations.]

Although virtually every available indicator of world mineral industry activity demonstrated a gain in 1983 relative to the 2 very poor years of 1981 and 1982, the overall prospects for future years seemed far from bright. There were significant upturns in the quantity and value of mineral commodities produced, traded, and consumed in 1983, and many nonfuel mineral prices advanced, although the price advances in current dollars in most instances barely compensated for inflation. The pattern of investment in exploration and development of new mining ventures and new plant construction reflected virtual industry-wide concern that substantial upturns in demand for mineral commodities in the near future were unlikely, at least for most large volume products. The world oil glut continued despite cutbacks in production, and substantial stocks of many other mineral commodities mitigated against growth in total productive capacity, at least among market economy nations. In these countries, development activity at both mines and plants was confined largely to programs aimed at substituting new, more efficient installations for old, uneconomic or marginally economic plants. Among the centrally planned economy countries, the pattern was somewhat different on the whole, but even there, growth in total productive capacity was evidently somewhat restrained, although it seemed questionable whether the restraint was a function of intentional planning or simply an inability to accomplish planned programs on schedule. International political events, particularly the Iran-Iraq war and the unstable situation in the eastern Mediterranean countries (Lebanon, Israel, and Syria), continued to adversely affect mineral industry activities in those areas. Similarly, the internal and international conflicts in Central America negatively influenced mineral industry operations there. In Afghanistan, it appeared that there was some upturn in the very modest mineral industry operations, but industry activities there undoubtedly continued to be affected by confrontations between the Soviets and the local citizenry.

The Bureau of Mines evaluated the impact of the depletion allowance upon the economic availability of copper from domestic deposits. The potential long-run percentage depletion deduction, cumulated over the life of the properties, was estimated at approximately $2.5 billion for producing properties and up to $11.7 billion for nonproducers. The income transfer, in the form of higher Federal income tax payments if the allowance were repealed, was estimated at $1.5 billion for producing properties and up to $8 billion for nonproducers. The percentage depletion allowance, through its role in determining Federal income tax liability, was found to be very significant in affecting profitability. Repeal of the allowance could result in major domestic copper availability reductions at all price levels, now and in the future, as a result of reduced profit margins for current producers, and postponement of development decisions for nonproducers. It was demonstrated that a 50-percent reduction in the percentage depletion rate applicable to copper would also result in a significant decrease in profitability for nonproducing properties. For producing properties, the percentage depletion rate on copper was shown to be less significant than the income limitation that is placed upon the total amount of the depletion deduction. Repeal of the minimum Federal tax provision was shown to be significant in enhancing profitability for both producing and nonproducing deposits. The report concludes that the percentage depletion allowance operates as an important method of capital recovery and production incentive.

The Bureau of Mines conducted laboratory-scale experiments to determine whether or not surface waters with a high organic content could be purified sufficiently to be used to replace the natural high-quality deep well water currently being used in the silica flotation step of phosphate rock beneficiation. Waters abundant in organic matter were collected from two central Florida streams, flocculated with a cationic polyethylenimine polymer, and processed in a sand filter. This treatment removed most of the organic materials from the water. Untreated surface water, treated surface water, and distilled water were used to compare the flotation response of the acid insolubles in an amine flotation circuit. Surface water treated with PEI-1000 was shown to be as effective as distilled water for the acid-insoluble-flotation step. Flocculation and filtration can therefore produce water suitable for amine flotation of quartz, which would permit substitution of surface water for deep well water.

The Bureau of Mines is engaged in research to assess the hazards associated with the handling, storage, and use of combustible gases, vapors, and. liquids encountered in mines and in industry. As a part of this general pro-gram, numerous limits of flammability and ignition temperatures are being investigated for a wide variety of combustible materials, and methods are being developed to minimize the explosion hazards of these combustibles. The Bureau receives numerous requests for information on the explosion hazards of specified combustible mixtures under various conditions of use. This information circular has been prepared to assist those who may have similar requests. Destined primarily for the layman with a limited technical knowledge of the subject, it considers rather briefly the numerous factors that enter into the general problem of gaseous explosions and their prevention.

ORIGINAL experimentation in specially designed arc-melting furnaces and a comprehensive review of technical literature have helped with an understanding of electric arcs as used in metallurgical applications. Results relevant to the distribution of electric potentials and currents, temperatures, pressures, the consumption of electrodes, the identities of particles participating in electrical conduction, and the modes and mechanisms of discharge are presented and discussed. Present knowledge of high-current arcs is insufficient to test pertinent theoretical suggestions. However, the chief doubts concern the identities and the liberation or formation of current-carrying particles. It seems that either (1) novel formulations of existing concepts are needed, or (2) essentially new concepts must be recognized to explain observations. An analysis of the situation has led the authors to favor the latter possibility and to suggest the existence of supplementary conducting particles. The conduction of current by the streaming of charged agglomerates is postulated. Another outgrowth of analysis is an equation for the arc potential as a function of current densities in the arc. In lieu of conclusions, the potentialities of practical applications and specific needs for fundamental clarification are summarized.

The results of a laboratory investigation of coal cutting mechanics and noise is presented. These experiments were performed using a linear cutting apparatus that operates over a broad cutting speed range. The influence of several coal cutting parameters on the noise, force, productivity, and specific energy associated with linear cuts is ascertained. Some basic theoretical aspects of coal cutting mechanics and noise generation are discussed, and the results of the laboratory experiments are used to Formulate analytical models of the coal cutting forces and noise. The analytical model For coal cutting noise is then generalized to account for the more important effects of rotary cutting. Based on the generalized model, an estimate of the sound pressure level at an operator's position is made for a typical continuous mining machine. It is concluded that by employing linear rather than rotary cuts, using deeper depths of cut, slower cutting speeds, and more efficient cutting tools, it is possible to reduce the level of coal cutting noise, as well as Provide benefits to other important areas of underground health and safety.

Track in underground bituminous coal mines was investigated and technology was taken from other industries in order to obtain information on conditions that impair the safety and efficiency of the track and to develop guidelines and useful information on the construction, inspection and maintenance of mine track. Volume 1 contains information on the investigations, observed track conditions, useful technology from railroads and other industries, derivations of track condition descriptors and limits, conclusions, and recommendations. Volume 2, Guidelines, contains recommended standards and practices for mine track. It includes the relation of track conditions to safe speeds; descriptions and limits for measurable track features, such as gage; descriptions of conditions for track components that are normally not measurable, such as subbase soils; construction requirements and techniques; inspection requirements and methods; and methods for managing and performing track maintenance work. It does not repeat the summary or? derivations. Volume 3, Inspection Handbook, summarizes recommended standards and procedures from Volume II and provides related information for ready reference by inspectors in the mines. As a research product to be used in mines, it does not repeat the summary, derivations or references.

Design plans and detailed cost estimates of mining and treating ore from Maggie Canyon deposit by two alternative methods which can be used in the event of a sudden need to exploit this resource are given . Lower costs are estimated for the operation employing oil - emulsion flotation . The total capital investment required for this operation is estimated at $ 11,750,000 . Assuming an 85 percent recovery in mining , 55.6 pct of the manganese in the ore reserve would report in 153,333 tons of ferromanganese containing 75 pct manganese . The production cost for the 5 - year operation would be about $ 245 per ton of ferromanganese . The total annual operating cost would be approximately $ 7.5 million , distributed , in pct , as follows : Mining 11.9 , milling 24.4 , sintering 9.9 , smelting 47.2 , hauling ore and sinter 2.8 , and general offices 3.8 . Recovery and costs are both higher for the operation employing dithionate leaching . In this operation the required investment is about $ 17,220,000 . Manganese recovery would be 67.6 pct in 186,160 tons of ferromanganese . Production cost would be about $ 284 per ton of ferromanganese . The total annual operating cost would be about $ 10,575,000 , distributed , in pct , as follows : Mining 8.4 , milling 44.4 , sintering 7.4 , smelting 34.7 , hauling ore and sinter 1.3 , and general offices 3.8 . Potential process modifications might reduce the operating cost of the first operation by as much as 7 pct and that of the second operation by as much as 9.5 pct , but exploitation of the deposit by the techniques studied is not economical today .

The Bureau of Mines investigated coal storage silos to determine how gassy coal must be for methane accumulations in a silo to become hazardous and where such accumulations are likely to occur. Methane concentrations were measured in the open space above the stored coal pile, in the pile, and in the reclaiming area. No methane layering was found in closed-top silos. Reclaiming areas were as gassy as the top part of the silos. Coal samples were collected from the conveyors entering the silos in order to assess the gassiness of the coal. No simple correlation was found between the gassiness of the coal stored and the measured methane concentrations. However, at mines where the average 24-hour gas emission from the conveyor belt samples was 14 ft3/ton or more, fans or open tops were used. It appears that a large fraction of the methane released during storage remains in the void space between the coal particles.

Presented in this report are the experimental results of coarse coal slurry degradation data obtained from the Hydraulic Transport Research Facility (HTRF) at the Pittsburgh Research Center (PRC), Bruceton, PA. This particle degradation report is a summary of the particle distribution data obtained at the HTRF for the period 26 November 1982 to 1 October 1983. The testing covered herein is for coarse Pittsburgh Seam coal in the 6-in (150 mm) and 12-in (300 mm) pipelines, at velocities ranging from 5 to 18 ft/s (1.5 to 5.5 m/s), and at concentrations by weight ranging from 15 to 55 pet. Particle size distribution samples were taken systematically throughout the testing.

Cooperation between the United States Bureau of Mines and the Safety in Mines Research Board of Great Britain, continuous, since 1924, s made possible this and other papers on safety subjects. Grateful acknowledgment is made to representatives of the board for their assistance in arranging visits to several mine-safety stations, and to F. R. Wynne, Deputy Chief Inspector of Mines, for arranging visits to mines in Great Britain and certain other countries in Europe. During the summer of 1927 the writer had the privilege of visiting the mine-safety testing stations An Great Britain, Belgium, Germany, and France, in the order named. All of these countries have large coal mines, many of which are rated as gassy. Therefore, a the installation of electrical equipment is contemplated each of these countries is confronted with the same safety problem as is the United States that is, the development of electrical equipment that will not, ignite gassy atmospheres should they through neglect or accident surround the equipment. The means employed by these countries in safeguarding gassy mines should therefore be of general interest to safety engineers of American coal mines, and a brief survey is given for each of the four countries mentioned. The fourth or last of these surveys covers conditions in France.

Direct current electrical systems are used in most coal mines primarily to power the main haulage trains and secondarily to feed other equipment and passageway lighting. Electrical power is supplied from rotary machines or static rectifier equipment and is distributed through the mine by open trolley wires and feeder cables. The rails of the haulageway are used as a current return path. This exposed power distribution system is very vulnerable to conditions which lead to undesired leakage currents and short circuits and, consequently, the possibility of fires or other hazards to personnel. Present techniques and equipment have been utilized in so far as practical to improve the safety of the dc electrical system; however, there still appears a need for further improvement. Because of this need, this program was sponsored by the Bureau of Mines to investigate two specific technical areas related to improvement of dc electrical system safety. One area included the determination of the characteristics of mine electrical systems and their protection requirements and the verification of the adequacy of available protective devices for mine service. Despite the widespread application of industrial protective equipment in mines, there was little detailed technical information available related specifically to the performance of this equipment in service. Our task was not only to develop useful information regarding mine system protection, but also to define and verify the adequacy of the protective devices available. The two volumes of this report summarize the noise control work performed by BBN on a rail personnel carrier operated in coal mines. Volume I of the report - submitted November 1977 - describes the aboveground work performed to identify the noise sources, design, fabricate, and install the treatments, and evaluate the treatments through noise and vibration tests. The current volume (II)-describes the underground work conducted by BBN to determine the deterioration, if any, of the treatments when the vehicle is operated normally in a mine. There were no significant changes in the acoustical performance or mechanical integrity of the treatments at the end of a three-month period.
