Auger operations produced 14 million tons of coal in 1974, or approximately 5% of all surface mined coal. It was the most efficient of all coal mining methods, producing 40.0 tons per man-day. Exhibit 1.1 gives a breakdown of productivity of all coal mining methods. However, compared to other methods, the coal recovery rate is relatively low. For example, a triple-headed auger in a 35-inch seam would recover approximately 50% of the coal in the seam as compared to a 90 to 95% recovery rate for strip mining and a 55 to 65% recovery rate for deep-mining. The low auger recovery rate is due to the circular cuts and pillars left in the seam.

"FOREWORDVirtually all government agencies undertook many additional responsibilities during the period immediately preceding World War II; these responsibilities increased vastly in importance and scope after the actual declaration of war following the attack on Pearl Harbor. The Bureau of Mines was one of the agencies thus affected, and it was called upon to perform many duties foreign to its normal peacetime activities.The Health and Safety Division of the Bureau of Mines, at that time designated the Health and Safety Branch, was given several important and difficult duties and responsibilities of an unusual nature because of the war while of necessity-continuing its normal functions of assisting the mineral industries in the preservation of life and health and the protection of property, this being of especial importance in wartime because of the pre-eminent importance of having maximum output of essentially all types of mineral products. Some of these additional functions were given to the Health and Safety Division because the organization of the Division, with its field set-up dividing the Nation into districts with competent, experienced personnel in charge of its work, provided the nucleus of personnel and procedure through which rapid and smooth expanded functioning was feasible.In addition to the responsibilities directly attributable to definite war activities, such as the administration of the wartime Federal. Explosives Act and the Mineral Production Security Branch a new branch (then designated division) was formed to investigate coal-mine health and safety problems after the enactment of the Federal Coal-Mine Inspections and Investigations Act, which became a law on May 7, 1941, but which actually began to function actively after the declaration of war in December 1941.The purpose of this publication is to provide a brief historical record of the activities of the Health and Safety Division as a whole and of its individual branches during the war. The National Occupational Research Agenda (NORA) is a partnership program to stimulate innovative research and workplace interventions. In combination with other initiatives, the products of this program are expected to reduce the occurrence of injuries and illnesses at work. Unveiled in 1996, NORA has become a research framework for the National Institute for Occupational Safety and Health (NIOSH) and the United States. Diverse parties collaborate to identify the most critical issues in workplace safety and health and develop research objectives for addressing those issues. NORA entered its third decade in 2016 with an enhanced structure. The 10 sectors formed for the second decade will continue to prioritize occupational safety and health research by major areas of the U.S. economy. In addition, NORA’s seven cross-sectors will continue to focus on the major health and safety issues affecting the U.S. working population. While NIOSH serves as the steward to move this effort forward, it is truly a national effort. NORA is carried out through councils comprised of members with many diverse interests that are developing and implementing research agendas for the occupational safety and health community over the third decade (2016-2026) of NORA. Councils address objectives through information exchange, partnership building, and enhanced dissemination and implementation of evidenced-based solutions. NORA groups industries into 10 sectors using North American Industry Classification System (NAICS) codes. The Mining Sector encompasses NAICS code grouping 21xxxx where “xxxx” represents the different subcodes of the mining “21” classification. Mining encompasses the extraction of solid mineral and mineral-like substances from their place in the Earth’s crust and supplies them to processing industries that produce economically valuable materials. It does not include oil and gas extraction. The Mine Safety and Health Administration, MSHA separates mining into coal, underground and surface, and metal and nonmetal, underground and surface.

The U.S. Bureau of Mines Information and Analysis Directorate collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The Bureau's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the U.S. Bureau of Mines survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

This report summarizes the results of a research project entitled "Fatal Accident Data Base Development." This project is the last project under Contract No. S0110601. Volumes I and 1I, "Industrial Engineering Study of Hazards Associated with Underground Coat Mine Production," summarize the original industrial engineering project and the Fatal Accident Report Analysis project. These projects were completed and accepted by the U.S. Bureau of Mines on December 10, 1971. Both volumes of the report have been made available by the Bureau to the public through the U. S. Department of Commerce technical information service. Another project under the same con tract, entitled "Equipment Operations Safety Study, ' was completed in January 1972 and the report was accepted by the U. S. B. M. at that time. The analysis in this Natal Accident. Data Lose Development report is closely related to analysis in both of the earlier reports. The original project involved an industrial engineering and safety of production operations for a representative sample of underground bituminous coal mines. The contactor was required to make recommendations 'in work practices, mining methods, equipment, and safety practices which can effectively reduce the fatality rate from rib and roof falls.' (Longwall mining methods were excluded from the study.) Time study and work element analyses were performed in over 50 mines as part of the field data gathering effort. Another requirement of the study was to develop sets of multiflow. Process charts, which are diagrammatic illustrations of the time-related interaction of mining, cycle job elements.

Five watersheds, ranging in size from 29 to 49 acres, were selected in East-Central Ohio to investigate the hydrologic and water quality conditions occurring before, during, and after surface mining. Four of the watersheds will undergo surface mining, involving either the Number 6, 9, 11, or 8 coal seams, and one watershed having an outcrop of the Number 6 coal will be operated as a control watershed. To determine the premining hydrologic and water quality conditions (Phase 1), physical information was obtained for each watershed and instrumentation was installed for obtaining hydrologic data and water quality samples. In addition to topographic maps, soils and vegetation maps were prepared. Stratigraphic columns were developed from geologic cores; networks of observation wells and of soil moisture access tubes were installed; and weather stations were established to measure temperature, humidity, wind and solar radiation, and to collect precipi¬tation samples. Field data were collected over a 10-month period for one watershed and for about 8 months on another watershed before surface mining began. The other watersheds continued in the premining data phase. These data were for precipitation, temperature, relative humidity, wind speed, solar radiation, snow and frozen soil, soil moisture, infiltration (rainfall simulator), spring discharge, runoff from watersheds, and ground-water levels. Also, samples of runoff and ground water were obtained for chemical analyses and additional samples of runoff were acquired for suspended sediment load determinations. Over the study period, precipitation was not very representative of the long term averages, but data are available from the control watershed for a representative 7 year period which should prove invaluable in modeling the hydrology of the project watersheds for the premined conditions. Spring discharges (before mining) from the upper aquifer of two of the watersheds averaged only 508 and 652 gallons daily. The proportion of precipitation occurring as surface runoff from the large watersheds ranged from 8 to 36 percent and the peak discharges from 5.86 to 81.95 cfs. Base-flow and runoff water samples from four of the watersheds (unmined conditions) were collected and analyzed quantitatively for 39 water quality parameters. Monthly precipitation samples sediment fractions of the base flow and runoff were analyzed for 22 and 17 parameters, respectively. The average concentrations of the water quality parameters for the watersheds (unmined), except for suspended solids, were as low or lower than the EPA recommended maximum allowable concentrations in drinking water. Several parameters in precipitation equaled or exceeded the levels of corresponding parameters in runoff water. The average concentration of suspended solids in storm runoff ranged from 118 to 1110 mg/l, and for base flow the range was from 44 to 247 mg/l; the higher concentrations were associated with the watersheds exhibiting the greatest disturbance. Iron ranged from an average of less than 3 µg/1 to 228 µg/1. Manganese ranged from less than 41 µg/1 to 334 µg/I. Ground-water systems (unmined condition) are described for the five project watersheds. Each watershed was found to have two major perched aquifers within the top 250 feet. Generally, these perched aquifers involve local flow systems, though flow across watershed boundaries in some areas. Recharge is mostly from local precipitation and discharge is mostly as spring flow, base flow, evapotranspiration, and leakage through the underlying confining bed. Shallow ground water was commonly of the calcium bicarbonate type. Although dissolved-solids concentration was generally 200 to 600 mg/1, brackish or salty ground water was present in several areas. A composite hydrologic model for the project watersheds will consist of separate ground-water, unsaturated flow, overland flow, and evapotranspiration component models. The ground-water model (a modified quasi-three--dimensional U. S. Geological Survey model) operates on a grid network and the newly formulated unsaturated flow model was divided into overlying prismatic elements for numerical solutions. The unsaturated flow model includes provision for incorporating the evapotranspiration model. An available distributed kinemetic overland flow model was utilized. An analyses was made of one of the costs of reclaiming coal mines; the legal and administrative costs of complying with legislation. Such costs borne by coal companies under the Ohio law are thought to be a surrogate of these costs under the new Federal law. Regression analyses were used to relate the legal and administrative costs to acres in the permit and the tonnage of coal produced.

Major producers posted 25¢-per-pound increases on cadmium, raising their domestic quotes to $2.75 per pound. COBALT: Cobalt consumption in February, exclusive of salts and driers, increased by 21 percent compared with consumption in January. Significant increases in consumption occurred in cutting and wear resistant materials, welding and alloy hard-facing rods and materials, magnetic alloys, and other alloys. The major sales agency for cobalt in New York reportedly announced price increases, effective April 15, 1976, for cobalt metal, powders, and oxide. The new price for 250 kilo (551 lb.) drums of cobalt metal (granules or electrolytic cathodes), f.o.b. Port of New York, was quoted at $4.40 per pound. This is the first cobalt price increase since January 23, 1975, and is the result of a price increase by Sozacom, the official Zairian sales agent. Other cobalt producers are expected to raise their prices in line with the new quote.

Recent trends in coal research and technology both at home and abroad were reviewed in several publications2. Bureau research, as in the past3, continued to stress improved methods of mining, preparing, processing, and using coal. The program included a wide variety of applied and basic studies for developing information useful to the coal mining industry and the coal consumer while promoting wise conservation and utilization of our coal resources.

Minerals are vital to any industrialized civilization. Annually, the United States uses more than 4 billion tons of new mineral materials, or about 40,000 pounds per person-about half being mineral fuels and the other half being metals and nonmetallics. Stable and economic domestic mining, mineral, metal, and mineral reclamation industries are essential to the economy. The value of United States energy and processed materials of mineral origin exceeds $200 billion annually. Although a number of minerals are imported, especially some designated as "strategic and critical," most U.S. mineral supplies are derived from the domestic mines and processing facilities that you will be seeing, reading about, and visiting as you use this visitor guide. We hope you enjoy your experiences. This pamphlet, a guide to mining and mineral operations that may be observed or visited and some other points of interest relating to minerals, is intended to aid tourists and students who are interested in mining. Some may wish to study our Nation's romantic past; others may plan to enter the minerals industry as a career; still others may have a primary interest in conservation practices. The pamphlet is also intended to aid State and local officials, Chambers of Commerce, and mining firms in answering some of the many questions of tourists and students.

The objective of this contract was to review the results of the Rushton Mining experiment in work organization and design, to explore the extension of knowledge gained from Rushton to other underground coal mines, and to conduct a search for a potential mine site for a demonstration project. The primary focus of the contract was on a search process to provide the research team with the opportunity to evaluate the different potential experimental sites, in order to select one or more with the highest potential for success. This search process also provides the various levels of union and company officials the opportunity to fully understand the context of the research before making a decision on whether to participate. While the search project failed in its attempt to locate a specific mine site, the research team believes that this is not a rejection of the actual project but rather extreme caution because of the uncertainty within the UMWA.

On July 1, the Bonneville Power Administration announced a 25% power cutback because of lower than normal stream flow. In September, the Aluminum Company of America (Alcoa) announced plans to shut down one 23,000-ton-per-year potline at its Vancouver, Wash., primary aluminum smelter. Alcoa also announced that the last of four potlines at its Point Comfort, Tex., primary aluminum smelter would be restarted in October. A new 3-year contract was signed and workers at three Alcan Aluminum Ltd. primary aluminum smelters in Canada returned to work. It was estimated that it would take about 3 months before the smelters were operating at full capacity.

Probably no year in the history of the United States showed greater progress in the mineral industries than 1916. Although this progress was undoubtedly stimulated by the war in Europe, which caused extremely high prices for some of the metals, yet the fact remains that mining is being regarded more as a business and less as a speculation, and the benefits of business methods are becoming evident. Practices that were almost universal a few years ago have been largely abolished, the mining public has been brought to recognize the folly of wasteful and dangerous methods, and there is a gratifying unanimity of opinion in regard to the conservation of life and health, as well as of our mineral resources. The people of the United States realize more fully than ever before the extent and value of the country's mineral resources and the possibilities that await intelligent and well-directed efforts at utilization. In the past, economic reasons caused deposits of valuable metals and industrial materials to lie idle; commercial reasons, many of them not truly economic, led to the waste of valuable constituents in many ores; the recovery of minerals from the ground was too often incomplete and accompanied by uncalculated loss; and the treatment of ores in mills and smelters saved altogether too Iowa proportion of the metals sought. Now better methods are being tried on every hand, and the unparalleled record of the year is largely due to the success of these efforts. According to the preliminary estimates of the United States Geological Survey the output of metals and minerals in this country in the calendar year 1916 had a total gross value of slightly more than $3,000,000,000. For many metals and minerals the figures broke all previous records, the new records of some products, as compared with 1915 figures, being as follows:

1. Domestic Production and Use: In 1980, 13 companies operated 33 primary aluminum reduction plants, with 3 firms accounting for 62% of production. Washington, Oregon, and Montana accounted for 30% of the total production; Texas, Louisiana, and Arkansas 19%; Tennessee, Alabama, and North Carolina 15%; other central and eastern States 36%. Based on published producer prices output of primary metal in 1980 was valued at over $7 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Packaging accounted for an estimated 26% of domestic consumption in 1980, building 22%, transportation 21%, electrical 12%, consumer durables 7%, and other uses 12%.

The organic act of Congress establishing the Bureau of Mines authorized tech- nologic investigations of all phases of mining, preparation, treatment, and utilization. United States These reserves are not always of the quality desired or in the place where they could best be used. It is necessary to continue research in order that increased output, greater recovery, and better quality can be main- tained under safe mining conditions. Coal comprises 98 percent of the known fuel reserves of the United States and ad eventually must take over much of the requirements now supplied by petroleum and natural gas.. The purpose of this report is to bring to the reader a resume of the work of the fiscal year. The material presented herein is based largely upon publications. In a few instances the results of research that would not otherwise be available in the immediate future are presented. For details concerning the research, it is suggested that the readers consult the publications given in the footnote references." The Federal Government, as the largest lessor of oil and gas lands in the United States, is vitally interested in the conservation of those resources. This manual has been prepared at the direction of the Secretary of the Interior to call the attention of lessees of public oil and gas lands to the most common oil and gas field wastes and the best methods of preventing them; to outline the policies of the Interior Department on field operations; and to give information as to how the "Operating Regulations" of the department will be interpreted by the Bureau of Mines. The oil industry has progressed steadily. Present operating methods are much more efficient-and less wasteful-than those of a few years ago; moreover, the art of producing oil and gas is continually advancing. Public interest requires that improved methods, which will result in obtaining the greatest possible amounts of oil and gas from the natural deposits, shall be developed and used. Part I of this manual points out types of oil and gas wastes and suggests, in detail or by reference, the most practical and effective methods in current practice for stopping these wastes. Throughout Part I the department's operating policy is given, with interpretations of the "Operating Regulations" for enforcing every practical measure of conservation. Part II comprises the revised "Operating Regula-tions" which supersede all previous regulations and will govern future operations on public lands; it will be found in the pocket in the back cover of this bulletin.

This , the 11th annual report of research and technologic work conducted by the Bureau of Mines on coal and coal products , is issued following the closing of the Bureau's war work on fuels and contains references to most of the published articles containing results of war investigations . The few remaining papers will be discussed in next year's report . The trend in coal research in the Bureau of Mines was discussed in Mechaniza- tion . This publication , covering the period from the close of armed con- flict to resumption of normal coal -research activities , includes a section never previously presented . There is included for the first time a discussion of the Bureau's activities in the Liquid Fuels and Lubricants and the Solid Fuels Subcommittees of the Technical Industrial Intelligence Committee . This report does not replace the more comprehensive ones prepared by individual authors and listed as footnote references in this publication . purpose is to bring to the reader a résume of the work for the fiscal year ended June 30 , 1946. The material presented herein is based largely upon publications , but the results of some research and testing, which would not otherwise be published in the near future, are presented in detail .

A series of coal- mine catastrophes in the latter part of the first decade of this century focused public attention on the need for safety in mines and resulted in the establishment of the Federal Bureau of Mines , whose primary function was to promote safety and improve hygienic conditions of workers in the mineral and related industries . These activities are carried out by the Safety Division of the Bureau's Health and Safety Service . In general , the work performed by the Safety Division personnel may be classified as educational and investigative . Instruction is given in accident prevention for mine officials and miners ; first aid to the injured ; the use and care of oxygen breathing apparatus ; and advanced mine rescue and recovery operations . A specialized safety course is offered to the petroleum and gas industries . Division personnel also aids in or directs rescue and recovery work after mine fires and explosions ; assists at first - aid and mine rescue contests ; conducts safety exhibits and demonstrations ; and presents safety talks , often accompanied by sound safety motion pictures or latern slides , before employee and official groups , at meetings of Holmes safety chapters , at mining institutes , and at other safety or technical gatherings . Coal - mine fires and explosions are investigated , as well as quarry or metalmine explosions and fires , miscellaneous accidents , health and safety hazards , and safety conditions at mines and plants ; safety devices are investigated and developed . Field studies cover ventilation , methods of allaying suspended coal - dust particles , prevention of dust accumulations , the proper use of rock dust to prevent or limit explosions , explosives practices , and the care and use of underground equipment . The results of these studies and investigations are widely applied in the various training courses and are prepared as reports and recommendations , which are submitted to interested persons or are combined and distributed to the public as bulletins , technical papers , miners ' circulars , information circulars , and reports of investigations . These studies also afford a basis for the development of new or modification of old Safety Decisions of the Mine Safety Board of the Bureau of Mines . The following pages review the accomplishments of the division as regards safety during 1942,2/ with like information for a series of recent years and summaries to date . A striking feature of the division's work has been the safety education of more than 1-1/2 million persons who have taken first -aid and mine rescue training courses . That these efforts over a period of 3 decades have been successful is revealed by the decline in coal - mine fatality rates and a somewhat smaller decrease in metal - mining and quarrying fatality rates .

These annual reviews are guide's to the current work-and publications of the Bureau but do not replace the more complete reports published under the authorship of the individual investigators on specific problems in Bureau of Mines bulletins, technical papers, reports of investigations, and information circulars and in the technical press. The Annual Report of the Director of the Bureau of Mines to the Secretary of the Interior for the Fiscal Year ended June 30, 1945, summarizes the year's work on coal as follows: Coal and Coal Products The United States maintained its No. 1 industrial position in supplying fuel for war and in preparing for peace through more complete mining, improved preparation and up-grading of coal for special uses, and better utilization of coal in industrial establishments and homes.
