Prepare ATF Report of Theft or Loss (ATF Form 5400.5). A Report of Theft or Loss - Explosives Materials must be prepared when it is discovered that explosive materials are missing from inventory. Submit the original to the U.S. Bomb Data Center and keep a copy for your records. The form can be obtained from the ATF Distribution Center or from www.atf.gov. Although the U.S. Bomb Data Center should be notified as soon as possible, Federal law requires notification within 24 hours of the discovery. A full inventory check is also highly recommended (but not required) to locate missing explosives and to prevent future losses.

Along the Pacific West coast of Latin America there are several large operations of metal mining activities. To mention only a few: Chuquicamata in Northern Chile moving daily approximately one million t of copper ore and waste, Cerro Verde near Arequipa in Peru, or lanaccocia. Apart from the coal deposits in north-east Columbia it is mainly to deal with metal-mining, which has due to geographical reasons relatively high cash-cost. This sector of mining is traditionally severely depending on the world-market.There are reasons to believe that the world-market will remain on a low price level and some analysts predict that in general the price-level will continue on low basis for the next decade. The cash-cost factor becomes therefore even more important as it already is. The goldprice development during the year 1999 illuminates that market changes can quickly lead to a severe crisis which forces the shutdown of mines with cash-costs close to or above the present market price per ounce. The breakdown of the cash-cost shows, however, that there are ways to overcome even the crisis like it struck the low-grade open pit goldmines around the world. Especially hitherto the “Electronic Option” is the only solution as the possible reduction using advanced technology based on the application of electronic detonating systems and newly developed special ignition procedures. The electronic option will lead to tremendous cost reductions similar to the results of research operations Thiess Contractors, Brisbane, Australia have carried out in Australia in 1998 and 1999. The electronic option allows a comprehensive integration of side effects of the blasting process which in the past could not have been achieved so far. Electronic initiation can achieve secondary effects which have an additional and positive impact on the level of costs. Appropriate application can enhance the production of material which will reduce the primary crusher costs or even make a primary crusher operation obsolete.

Many technical challenges were encountered while conducting near-field construction blasting between the critical intersection of Interstate 10 and multiple active railroad tracks in El Paso, Texas, for the Loop 375 Border West Expressway Project. Blasting was utilized for the removal of an andesite bedrock ridge in preparation for the construction of a new elevated super structure to be suspended over the existing railroad tracks. There was concern that the excessive vibrations and/or permanent rock deformation produced from the blasting within near proximity (20 feet, or 6.09 meters) of the railroad tracks would induce excessive stress and foul the tracks by shifting the alignment. This could result in a major loss of scheduling control between the two major railroad companies that operate in this area. A major difference between electronic and pyrotechnic detonators is that, in almost all but the simplest of blast layouts, computer software is required to plan a blast using electronic detonators. While it may be possible to program delay times without software, using only the manufacturer’s control hardware, the full potential of electronic detonators can only be realized through software. Until recently, the only software available has been provided by the suppliers of the electronic detonators. These usually have just enough features to create a hole layout and to assign times to the detonators in the holes. The software is also able to communicate only with the manufacturer’s detonators. This means that the client may be compelled to change several parts of the blasting process when a different delay system is adopted, from design through to implementation and reporting, even though these may be sub-optimal at the client’s mine. While many authors have demonstrated improvements in blasting outcomes using electronic detonators, very few have discussed how the delay times were calculated. Where the calculations are discussed, it is also obvious that the delay times must be monitored and re-evaluated as conditions in the mine change. For example, the principles of superposition and scaled distance, burden relief and energy cooperation between holes should be checked constantly for different locations within the mine, changes in rock properties, or even for differences between design and actual hole positions. The most common methods in blast design software to calculate delay times are inter-hole interval, relief contour and direct editing. Although they are simple in concept, they can result in fundamental errors if they are not applied correctly. The software for electronic blast designs should be capable of not just a timing calculation, but also of showing, to some degree, the impact and interaction of the calculated times.

However, vibrations induced by blasting in open-pit mines could pose problems to the structures surrounding the mine site. Blast-induced ground vibration has been the subject of research for several studies in the past; because of the complex nature of blasting mechanism, it is difficult to predict blast-induced vibrations. The Department of Defense Strategic Environmental Research & Development Program (SERDP) awarded funding for evaluation of procedures to mitigate peak pressures and energy flux density in the water column from ordnance being detonated on the ocean floor. The research purpose was to conduct scaled testing to resolve whether a theoretically-viable covering technology was operationally effective in reducing blast effects and the impacts of shrapnel. Blasting in geothermally high temperature ground and/or extremely reactive ground is an increasing common challenge for surface and underground mines. Many current PETN based non-electric and electronic detonators have manufacturer published in-hole temperature limits ranging from 55°C to 65°C (131°F to 150°F) and prescribed in-hole residence times on the order of days. When confronting blasthole temperatures above the manufacturer published limits, operations may request site-specific guidance and qualification for use. The advised safe loading window for in-hole PETN based detonators is often too short to be practicable for production blasting. To overcome limitations of PETN based initiation systems, surface mines with high temperature ground and/or reactive ground are known to load blastholes with a qualified high temperature bulk emulsion that are top primed with a cartridge of temperature qualified detonator sensitive emulsion plus an RDX detonating cord downline. As there is no in-hole delay detonator in this system, blasthole timing is accomplished with surface delays. Although this system is safe, top priming and surface delaying does influence floor quality and top size fragmentation, and safe loading windows times reduce blast block size and increase blasting frequency. The DynaEnergetics IGNEO high temperature electronic initiation system is rated for in-hole use in ground up to 150°C (302°F) for 48 hours. The detonator consists of a high strength detonator with an HMX base charge and thermally resistant downline. To make up a primer, the detonator is inserted into a booster charge assembly that is fitted with a small HMX shape charge. This high energy primer is designed to be compatible and reliable for firing bulk emulsions, including those with high percentages of urea inhibition to combat reactive ground. Up to 1000 detonators may be programmed in 1ms increments up to 1500ms. The system is controlled by a digital firing panel that can be used with either a wired or wireless trigger. The system enables high temperature and/or reactive ground sites to utilize in-hole delay initiation and realize the associated performance benefits. An underground mine in Western USA has several areas in their development heading with very high temperature, in view of this, they decided to use the IGNEO detonators in order to evaluate the effectiveness and performance of the system.

The work described in this paper comprised the master’s thesis work of the primary author and was conducted at the Missouri S&T experimental mine. The objective was to determine if rubber tractor treads could be used as an alternative material for blasting mats. These treads are made from steel cable and vulcanized rubber and are very tough. However, once they reach the end of their life on mobile equipment, they are destined for a landfill, or dump site, because they are too tough to recycle. A potential alternative use for them is as blasting mats. Several discarded treads were obtained from Kolb Grading in St. Louis.

The use of military-type energetic materials in commercial explosive products is not a new concept. In the United States, the techniques for utilizing significant quantities of surplus military explosive materials by commercial explosive manufacturers dates back to the 1950’s. At times, explosive companies have found surplus military high explosives and propellant materials to be suitable ingredients for their commercial explosive products. The availability of these military-type energetic materials has varied over the past 50 years, as a function of the military’s strategic defense needs and the advances in modern weapon technology. For the most part, the commercial explosives industry has been able to implement methods for safely incorporating military-type high explosives and propellant materials, whenever these surplus materials become available. During the past 5-6 year period, a large amount of military-type energetic materials have once again become available for recycling into commercial explosives. This situation can be attributed to a number of factors, such as the political changes in Europe, the development of more sophisticated weapons systems, and the increased EPA pressures on the U.S. Department of Defense for disposing of surplus energetic materials. As in the past, U.S. commercial explosive manufacturers have made efforts to recycle these surplus materials into their explosive products. This paper describes some of the commercial explosive products that are currently on the U.S. market, which contain rocket and gun propellants as energetic ingredients. Some U.S. explosive companies, such as DYNO NOBEL, ORICA and Slurry Explosive Corporation, have been able to recycle significant quantities of surplus smokeless powder and composite propellants as energetic ingredients into their commercial Blasting Agents. The successes enjoyed by these companies have once again shown recycling into commercial explosive products to be an economically and environmentally sound method for disposing of surplus military-type energetic materials.

Previous researchers have put forward two different theories as to the origin of air overpressure from quarry blasting. In 1980, Siskind et al postulated that the initial face movement gave rise to the displacement of air and that this resulted in the air overpressure pulse. However in 1990 McKenzie et al carried out research that indicated that the air overpressure pulse came into being as a consequence of the shock wave created by the detention of the explosive charge in a blast hole. In an attempt to evaluate these hypotheses, an investigation was undertaken over a 4-year period with the aim of determining the precise origin of air overpressure. The research was carried out at a chalk quarry in the North of England.

Building tunnels means dealing with what rock is encountered. Relocation of the site of the underground structure is rarely possible. Tunneling engineers and miners have to cope with the quality of the rock mass as it is. Different tunneling philosophies and different rock classification methods have been developed in various countries. Most of the rock classification methods are based on the response of the rock mass to the excavation. Tunnel support requirements could be assessed analytically, supplemented by rock mass classification predictions, and verified by measurements during construction. Rock mass classifications on their own should only be used for preliminary, planning purposes and not for final tunnel support. Design of blast pattern in tunneling projects in Korea is also for the most part prepared according to the general rock classification methods such as RMR or Q. It, however, does not take into account the blast performance, and as a consequence, produce poor blasting results. In this paper, the methods of general rock classification and blast design for tunnel excavation in Korea are reviewed, and efforts to develop a new classification method, reflecting the blasting performance, are presented. Taboguilla is a small island located 10 miles outside the Panama Canal Pacific Entrance. In 2002 a fuel distribution facility was installed in order to supply fuel to vessels passing thru the canal. The current capacity of the tank farm is equivalent to 1,100,000 barrels. The demand for marine diesel at this location still exceeds the current capacity, thus an expansion project is currently underway to increase the available space for diesel tanks. There is a total of 800,000 cubic meters to be excavated in order to create the new space. 400,000 cubic meters of that total is basalt rock which will need to be blasted

In fragmentation processes in open-pit mining, it has been observed that there are many opportunities for improvement if greater control of ore displacement in blasting is achieved, reducing the percentage of mixing between ore and waste material (dilution) through the integration of new technologies that allow its quantification and optimization of extraction polygons. This work investigates the relevance of the initiation sequence and direction of displacement in blasting in relation to ore dilution and the potential benefits of process optimization. A three-dimensional modeling tool was used to evaluate movement control optimizing the extraction zone based on the maximization of ore recovery. The study was made by iterating different scenarios, by varying only the initiation sequence and inter-hole delays. To validate the displacement simulation, a total of 10 blasts were carried out for calibration, obtaining a level of agreement between the simulation surface and the actual topographic survey of 80% or higher. The analysis included horizontal and vertical displacement, quantification of swell and dilution within extraction polygons for different scenarios, and informed decision-making based on ore control. The results clearly indicate that by modifying the blast initiation sequence, greater control over dilution in ore/waste transition areas is achieved, thus optimizing the recovery of the planned material and maximizing the ore grade. The use of this type of simulation tools allows for the generation of extraction strategies based on the value of the polygon, unnecessary displacements in the free face, optimal loading fronts, etc., maximizing the recovery of ore and stockpile material, complying with the planned tonnage and ore grade for each extraction polygon, delivering added value to the chain and emphasizing the importance of adding new technologies to the mining industry that allow for the optimization of processes to maximize profits.

Cerro Vanguardia is a known gold and silver deposit located in the province of Santa Cruz, Argentina. The mine has been in operation since 1998 and is thought to be one of the most important mines in Patagonia. More than 102 epithermal quartz veins have been identified in the area, with variable lengths, thicknesses, orientations and dips that constitute what is possibly one of the most extensive outcropping vein systems on earth. Veins are vertical and have variable depth. For this reason, the deposit is currently mined with a variety of extraction methods. This operation is made up of more than 60 open pits and 20 underground access ramps to exploit the deepest high grade narrow veins. This study is focused on the combination of underground exploitation with open pit blasting. That is, those production stopes in the upper levels of underground mines and their interaction with the damage levels in the final slope of open pit mines, as well as in the study of the impact of the generation of vibrations from the blasting of open pit mines and their influence on underground mines. Considering the current stage of the mine, after 20 years of operation, Cerro Vanguardia faces the need to mine deeper deposits in the face of increasing costs and declining grades. For this reason, it is essential to study the interaction of these exploitations. From a personnel safety point of view, this interaction must be well coordinated so as not to affect people and equipment. Likewise, the generation of vibrations due to blasting must be studied, which would produce new cracks, potentially generating overbreak and dilution. The main objective of this study is to determine the possible causes and influences of the blasting interaction in open pit and underground mines, seeking an optimization of the blasting process and a safety standard for personnel and equipment. To achieve these goals, this study includes a vibration monitoring plan to analyze the charge performance and determine rock constants. With the use of specialized software, damage modelling and simulations are used to determine values of damage in order to reduce overbreak. In addition, this plan contemplates the estimation of flyrock in blasting where underground work is connected to the surface, determining safety distances when carrying out a blast.

This paper includes research and investigation into blast design and blast optimization for vibration control in municipal and tight blasting situations, where specifications were extremely stringent. The paper is written for the field blaster to understand and develop blast plans based on field conditions. The paper includes blast design considerations, utilizing seismograph arrays to check and predict vibration results, and problems encountered in vibration monitoring in extremely tight situations (0-20 feet). Blast vibration frequency, acceleration, peak particle velocities, and relative displacement are discussed with effects in the near and far fields and blast designs utilized to stay under limits. The paper also discusses using the latest in technology for blast design to control vibration. Equipment includes 2D and 3D laser profiling systems, digital video, fragmentation analysis, seismograph arrays, and borehole tracking devices. Other topics are discussed such as public relations, working with regulatory personnel, unions, and other project consultants, and the problems associated with municipal blasting situations, such as, flyrock and proximity of other personnel and equipment on the project.

On December 12, 2018 at 4:14 AM EST, an earthquake registering a 4.4 magnitude on the Richter Scale occurred in central Tennessee. According to a survey posted on the USGS website, this earthquake was felt throughout the southeast and even as far away as Arnold Nebraska. That’s over 900 miles (1,448 kilometers) from the epicenter. We recorded the vibrations from this earthquake on 44 different seismographs that were set up with remote access to continuously monitor vibrations from blasting activities. Having this data gave us an opportunity to compare the vibrations caused by earthquakes and blasting. A simple observation of the amplitudes, frequencies, and durations is enough to notice that vibrations from earthquakes are very different than vibrations caused by blasting in mining and construction
