The University of Hawaii, Ocean Basins Division (OBD) shares, equally with the University of Mississippi, Continental Shelf Division (CSD), congressional funding for the Marine Minerals Technology Center, a Generic Minerals Center under the U.S. Department of the Interior's Mineral Institutes Program. The State of Hawaii supports the program by the provision of salaries for the Executive and Technical Directors and by the provision of fiscal, administrative, and facilities support through the Hawaii Natural Energy Institute, the Research Corporation of the University of Hawaii, and the School of Ocean and Earth Science and Technology. The Center's program of research, technology development and education is multi-disciplinary and international in scope. "Due to rising prices and increasing demand of raw materials over the last years, marine mineral resources including manganese nodules have become a focus of study for industry and science. Marine ferromanganese nodules consist of micro-layers of different chemical and mineralogical composition which incorporate metals of high economic interest (Ni, Cu, Co, Zn, Mo, Li, rare earth elements; Hein & Koschinsky, 2015).The varying composition of the layers depends on different growth processes, such as hydrogenetic (metal precipitation from the water column under oxic conditions; Mn/Fe = 3), diagenetic (metal precipitation from the sediment pore water) under oxic (Mn/Fe 3-10) or suboxic (Mn/Fe = 10) conditions; (Wegorzewski & Kuhn, 2014) or hydrothermal (metal precipitation from low-temperature hydrothermal fluids; Kuhn et al., 2003).METHODSIn this study, manganese nodules from three different locations of the Atlantic Ocean (Galicia Bank; Vema-Fracture-Zone and Brazilian Basin) were analyzed for their geochemical and mineralogical composition. Detailed information about the samples are given in table 1. The geochemical and mineralogical composition of bulk nodules were determined by XRF, ICP-MS/OES as well as XRD and the single micro-layers by high resolution analyses with electron microprobe and LA-ICP-MS."

INTRODUCTION High tellurium contents in the ancient volcanogenic massive sulfides (VMS) and modern seafloor massive sulfides (SMS) have been reported by V.Maslennikov (Maslennikov et al., 2013). However findings of tellurium minerals in SMS are rather rare. The only reported coloradoite and bi-melonite, have been found in massive sulfides from Rainbow hydrothermal field (Fouquet, 2010). Here we present data about Te - minerals in sulfide chimneys of different ages (up to 84.7 kyr - Cherkashov et al., 2010 ) from Semyenov-2 hydrothermal field. The obtained results The Semyenov hydrothermal cluster was discovered and studied in the course of cruises 30 and 32 of R/V Professor Logachev (2007 and 2009) at 13º31´ N, MAR. This area is associated with an oceanic core complex and associated with serpentinized gabbro- peridotites and basalts. Plagiogranites and tonalites have been dredged on seafloor in the Semyenov cluster area (Cherkashov et al., 2013; Pertsev et al., 2012). In total, 25 sulfides samples have been studied. The major and minor mineralogical phases were identified using reflected light microscope. Major element compositions of ore- forming minerals were analyzed on a Hitachi S3400N scanning electron microscope at the Geomodel Center, St. Petersburg State University (St. Petersburg, Russia) with an AzTec Energy 350 (EDX) detector and an INCA 500 (WDX) detector.

A number of Articles contained in the United Nations Convention on the Law of the Sea III (UNCLOS) bear directly on legal issues related to the recovery of mineral deposits on the ocean floor. Mineral resources of the continental margin other than oil, gas and hydrates include, sand, gravel, shell, coral, gemstones and phosphorite. Jurisdiction over the exploration and exploitation of these deposits is determined either by the Territorial Sea claims of a coastal state or their recognized sovereign rights in the Exclusive Economic Zone (EEZ). At least 33 coastal states have the right under Article 76 (Continental Shelf regime) to claim seabed jurisdiction beyond 200 nautical miles (EEZ limit). In addition, several states have "Pioneer Investor" status with regard to seabed resources in international waters (The Area). A global maritime boundary database (GMBD) has been developed as a basic resource identifying the current claims of coastal states. It provides detailed information on existing boundaries and limits determined by the UNCLOS accords or by multi-lateral agreements which affect mineral exploration and exploitation. Gregg Marine, Inc. (headquartered in Signal Hill, California) has recently introduced an innovative seafloor drill system for offshore geotechnical site investigation and seafloor mineral exploration. The system is capable of working in water depths of up to 3,000 meters and is rated to drill to a depth of approximately 150 meters below mudline. The remote operated system integrates established drilling technology with proven Schilling telemetry and controls. The flexible nature of the patented wireline drilling technology enables the use of standard sampling systems (up to PQ-size core and 3? thin-walled tubes) as well as downhole testing systems (including CPT testing, vane shear testing, downhole sensors and borehole geophysical tools). The modular nature of the seabed drill system and the accompanying launch and recovery system (LARS) enables the use of local vessels of opportunity for projects resulting in reduced project costs and improved mobilization responsiveness times. "The Blue Nodules project started February 2016 as part of the EU Horizon 2020 subsidy program. Blue Nodules aims at developing a sustainable deep sea mining system for the harvesting of polymetallic nodules from the sea floor. Blue Nodules is closely related to the Blue Mining and Midas projects, both EU subsidized projects. Blue Mining mainly concerned the development of technical capabilities to adequately and cost-effectively discover, assess and transport deep sea mineral deposits up to 6,000 m water depths. The MIDAS project - Managing Impacts of DeepseA reSource exploitation - was a multidisciplinary research programme investigating the environmental impacts of extracting mineral and energy resources from the deep-sea environment.The Blue Nodules project is divided in seven work packages defined to develop mining equipment and process equipment, to assess and integrate environmental, economic and technological aspects and to assess and minimize the environmental impact of mining polymetallic nodules.This abstract will address part of the work performed in the second work package called: ‘Subsea harvesting equipment and control technology’. The main topic addressed will be the development of a propulsion system to manoeuvre the harvesting system. The propulsion system will be developed with full incorporation of economical and compliance requirements and to have a minimal environmental impact.SummaryBased on information gathered in the 70’s during the first studies into polymetallic nodules mining and more recent data and developments, an initial full scale design of the propulsion system is developed. The largest challenge for the propulsion of a deep sea mining vehicle is to drive on the soft sediments associated with these deep sea environments. A short summary of the initial design criteria is given below."

Exploration for active seafloor hydrothermal vent fields has been highly successful, and more than 300 such fields have been discovered to date. Some will most probably be mined, given their high metal grades (Cu, Zn, Au and others). However, the current practice detects active systems, and activity rates, not the size of the deposits. This strategy may leave undetected some of the best targets, for several reasons as follows: 1. Large hydrothermal plumes are a measure of dispersion of ore components, not of efficiency in the generation of orebodies; 2. Deposits formed a few hundred years (or more) before present will generally have ceased their activity and will not be detected by plume studies; 3. Deposits formed under a cover rock (up to a few meters of sediments, volcaniclastics, or the like) may exhibit only minor seafloor hydrothermal activity, possibly diffuse flow. Cover rocks will often host hanging wall rock alteration, expressed in geochemical and mineralogical haloes. It has been demonstrated in many instances, especially for deposits formed in the geological past, now exposed on land, that ore genesis under a cover rock is one of the most suitable processes for generating large massive sulfide deposits. One of the great challenges for submarine resource knowledge will be to develop adequate exploration strategies for sizeable orebodies, not necessarily hydrothermal vent fields, sometimes hidden under a cover rock.

There has been a recent surge of interest in existing and proposed institutional mechanisms that would govern the exploration and disposal of nonfuel minerals within the U.S. ocean jurisdiction. The Minerals Management service, a bureau of the Interior Department, has begun to promulgate regulations to allow the exploration and leasing of lands for nonfuel mineral development on the outer Continental Shelf of the united States. At the same time, a bill has been introduced in the U.S. Congress that would create a new ?national seabed? and authorize the allocation of exploration licenses for marine nonfuel minerals. Because only limited efforts have been devoted to the discovery of marine nonfuels in areas beyond the territorial sea of the United States (and no production has occurred), exploration and the generation of resource information are two primary foci of these regulatory and legislative efforts. Generally, minerals exploration activities (and associated R&D on exploration and production technologies) are eligible for the same institutional incentives available for other industrial efforts, including tax preferences for research and experimentation, patent protection, small business innovation research grants, and even the new leniency in antitrust rules

The Marine Minerals Technology Center (MMTC) was established by Congress in FY 1988 as part of the Mineral Institutes Program, administered by the U.S. Bureau of Mines under the auspices of the Department of the Interior. The primary objective of the MMTC is to encourage the development of selected mineral materials from U.S. seabeds by providing opportunities for appropriate engineering systems research, development, and technology transfer within academic, government, and industrial communities. The center will also provide the leadership and facilities required for the education and training of the nation's scientists and engineers in the field of ocean mineral development. Because of the broad spectrum of study encompassed by the field of ocean mining and mineral resources, the MMTC is organized to include separate divisions for nearshore and deep ocean research. "SUMMARYSeamounts are underwater mountains caused by volcanic activity. They are of great oceanographic interest because of their local and basin-scale influence over ocean systems, their often unique ecosystems, and because they are associated with the formation of ferromanganese (Fe-Mn) crusts. These crusts are of particular interest to scientists because they are rich in some of the rare elements increasingly required for development of renewable technologies. When the possibility of mining such seamounts is considered, an inter-disciplinary study of seamount hydrodynamics, crust formation and ecosystem sensitivity is required. MarineE-tech is one such multi-disciplined project that has been commissioned to address these different aspects in order to improve understanding of the viability and desirability of mining Fe-Mn crusts. This paper describes a key part of this study, namely the development of a model, informed by hydrographic observations, of the currents around one such seamount and the in situ validation of a sediment disturbance plume model as a pre-cursor to assessment of the potential effects of mining activity.INTRODUCTIONFerromanganese crusts are thought to form by precipitation of iron and manganese oxides from oxygen depleted mid-water known as the oxygen minimum zone (OMZ). Oxidation rich waters, typically at depths of about 800-2200 m (Hein et al, 2000). This range of depths coincides with the flanks and summits of many seamounts. The ferromanganese crusts found on seamounts have been found to have high concentrations of rare elements, like Tellurium, that are considered critical to low-carbon energy production. Seamounts are complex environments: in terms of the local hydrodynamics that tend to trap water over the seamount due to the Taylor Cap effect (e.g. Chapman and Haidvogel, 1992) and which can enhance the productivity of seamount waters through upwelling (Lavelle and Mohn, 2010), in terms of the microbiological activity that leads to the precipitation of the Fe-Mn crusts, and also in terms of the often unique ecosystems that are the product of the “island” nature of seamounts and the upwelling of nutrients. The understanding of this complexity is a necessary journey towards the realization of viable, yet environmentally responsible, mining schemes. The formation of crusts will be influenced by the local (and larger-scale) hydrodynamics. The exploration of promising crust sites could be made much more efficient by understanding where the most prospective deposits are likely to occur. Knowing how to remove these crusts without impacting significantly on the local environment will be a pre-requisite for such mining to be acceptable to the public and funders alike."

Six active Kermadec arc submarine volcanoes, located between 34°S and 36°30'S were mapped and sampled between April and July 2005, using submersibles Pisces V and Pisces IV aboard the mothership R/V Ka'imikai-o-Kanaloa. The purpose was to study the relationship between hydrothermal activity, formation of hydrothermal mineral deposits, structure of the volcanoes, and the biodiversity of life associated with the hydrothermal vents. Of the volcanoes examined, all showed evidence of hydrothermal activity, including metal-rich plumes and helium anomalies. Only two of the volcanoes, namely Brothers and Clark, showed chimneys and surficial polymetallic sulfide deposition. Hydrothermal venting at a water depth of approximately 1,650 meters near the base of the northwest caldera wall of Brothers volcano has produced a field of chimneys, up to seven meters high and discharging black smoker venting. Temperatures up to 300°C were measured from the active vents. Clark volcano has a double cone summit at a water depth of 875 meters. The shallowest cone has a near-summit hydrothermal vent field with five-meter tall venting chimneys with smaller structures around the periphery. Water temperatures of 200°C were recorded for these chimneys.

The development of marine mining in the offshore areas adjacent to most of the insular and continental European States is limited by the complex and evolving nature of its legal regime on the basis of the relevant applicable international, European and domestic rules. As the development of marine mining requires investments in capital-intensive technologies, the bankable feasibility of marine mining projects is very much dependent on the legal security of mining rights, assets and operations in offshore areas. This is quite difficult to assess due to the constant accumulation of applicable and potentially conflicting international and domestic laws in these areas, in particular the coastal zone, the territorial sea, and the Exclusive Economic Zone (EEZ). The often conflicting interaction of international treaties, laws and regulations in offshore areas raises specific and major issues in terms of permitting processes, access rights, ownership rights over the mineral resources explored and mined, flag vs. coastal State jurisdiction over mining vessels and marine mining equipment, international environmental liabilities, and unitisation and multi-forum disputes. In addition, the determination of jurisdiction and the legal regime under which marine mining could take place is becoming even more complex with the development of EU Law and the recent revision of the International Law of the Sea, particularly the new extension regime of the EEZ and jurisdiction over the continental shelf.

A new data set of cobalt-rich ferromanganese (Fe-Mn) crust chemistry has been completed for the first detailed sampling of a latitudinal crossing of the Pacific equatorial zone of high biological productivity. Samples were collected in January-March, 1999, during the AVON 2 cruise aboard the R.V. Melville, Scripps Institute of Oceanography. Samples were collected from 4.6° N to 9.2° S latitudes along two ridges, the Marshall Islands-Gilbert Islands ridge (4.6° N to 3.5° S) and the Howland Island-Tokelau Islands ridge (1° N to 9.2° S). The two ridges are offset east-west in the region of overlapping latitudinal sampling by about 466 km. We determined the concentrations of 48 elements for 147 samples from 39 dredge hauls taken on 33 seamounts and island flanks that occur between the Marshall Islands to the northwest and Samoa to the southeast. Element concentrations can be examined as varying spatially and with water depth in the ocean and we examine those relationships based on statistical analysis of the chemical and spatial data. The mean Fe/Mn ratio of 1 and mean Co content of 4645 ppm are typical of West Pacific hydrogenetic crusts; but the mean Co content is low compared to those of some equatorial North Pacific sites, such as the Marshall Islands and Johnston Island EEZs. In contrast, the mean Cu concentration (1540 ppm) is 35% higher than the mean concentration for Pacific Ocean Fe-Mn crusts (998 ppm). Another striking difference is the 40% higher Ba concentrations (mean 3107 ppm) compared to typical Central and West Pacific crusts (mean 1876 ppm); but Ba concentrations are lower than those in California continental-margin Fe-Mn crusts (mean 4085 ppm). A final significant difference in Fe-Mn crust chemistry is Zr concentrations, mean 921 ppm (maximum 1523 ppm), which is about 30% higher in this data set compared to the previously determined mean value of 613 ppm for Central and West Pacific crusts. Zirconium has a strong positive correlation with Ba and a weak positive correlation with Mn.

Several metallogenic zones including Sakmara, Magnitogorsk, and East-Ural zones were revealed in the Ural fold belt (Fig. 1). These zones are considered to be the paleogeodinamic sectors corresponding to marginal sea, island arc system, and uplift respectively. Ferruginous-manganiferous sediments in the Southern Urals are hosted by the basalt-rich volcano-sedimentary series of the Magnitogorsk paleoisland arc system with West- and East Magnitogorsk island arcs and Sibai inter-arc basin. The manganiferous mineralization occurs in association with the Middle Devonian stratabound hematite-quartz rocks and bedded red jaspers localized on the foot or handing walls of massive sulfide deposits. Fe-Mn nodules are widespread in jasper horizons on the flanks of manganese deposits. We have studied Fe-Mn nodules from the Faizulino and Yanzigitovo Mn-deposits formed in the Sibai inter-arc basin and compared them with well known Fe-Mn nodules from modern oceans.

Although, mining of minerals such as polymetallic nodules and sulphides from the deep sea floor has been delayed due to the combination of factors such as current availability of Cu, Ni, Co, Mn (and other metals) on land and their fluctuating prices; these deposits are still considered as the alternative source for metals in the 21st century. Exclusive rights for exploration in the ?Area? (beyond the national jurisdictions of any country) given to eight countries and consortia by the International Seabed Authority and the estimated resource of 300 million tonnes in a typical area of 75,000 km2 is expected to yield about $17.5 billion (at December 2008 metal prices) in 20 years life span of a single nodule mine-site. In order to recover 3 million tonnes of nodules, an area of 300 sq km only will be mined annually (i.e. <1 km2/day) for an optimum abundance of 10 kg/m2. However, during mining, large quantity (22 tonnes/day) of sediments associated with nodules would be resuspended that could lead to certain environmental impacts on the benthic ecosystem. Several small-scale benthic impact experiments in the Pacific and Indian Oceans, have given some insight into the possible environmental impacts and the restoration processes, but the possibility of extrapolating these findings to a commercial mining scale remains an issue to be considered. An estimated capital expenditure of $1.05 billion and operating expenditure of $4.2 billion for a single deep-sea mining venture will have to be weighed against the availability of mineral ores on land as well as the metal prices in the world market. None-the-less, development of technologies for mining and metallurgical processing, as well as formulation of regulations and guidelines for potential ?contractors? to mine these minerals have been progressing consistently. These coupled with recent efforts by certain ?entrepreneurs? to initiate mining of seafloor massive sulphides in the EEZ of certain countries, indicate the continuing interest and support the perception that such deposits could well be the future sources of metals. This paper analyzes the current status and discusses the economic, environmental, and technical issues that need to be addressed for sustainable development of deep-sea minerals.

A new hydrothermal field with massive sulfide deposits was discovered in 2004 at 16º 38.4?N, 46º 28.5?W on the Mid-Atlantic Ridge. Hydrothermal signals had already been recorded from bottom waters and sediments in this area during cruise 19 of R/V Professor Logatchev in 2000. This site was revisited during the 24th cruise of R/V Professor Logatchev in February 2004 when samples of massive sulfides were recovered and video records of the deposits made. The basalt hosted hydrothermal field is situated at a depth of 3700-3750 m, 600 m above the inner floor on the eastern slope of the rift valley. Structurally, the new field is located at the intersection of a deep along-axis marginal fault and a transverse sub-latitudinal dislocation. Six sulfide mounds as well as associated metalliferous sediments were mapped (sampled and/or recorded by video profiling) within the hydrothermal site. The largest ore body, 500 x 225 m, in the southern part of the field consists of small blocky talus and relics of sulfide chimneys partly covered by iron oxyhydroxides. The chimneys are 1-5 m high. The southern and western boundaries of the massive sulfide deposit have not yet been delineated. More than 1,100 kg of massive sulfides and stockwork mineralization were sampled at 7 sites by dredge and TV-grab. Everywhere, iron sulfides were the principal minerals present. Pyrite in association with lesser amounts of chalcopyrite occurs in both massive sulfides and stockwork mineralization. Of particular interest is the chalcopyrite-siliceous stockwork where silicified and chalcopyritized basalts are intruded by a network of chalcopyrite veinlets. These zones could be fairly thick and enriched in base metals. Sphalerite was very rare.

The need for improved, high confidence estimates of nodule abundance to support mine permitting, detailed mine planning and mining and processing equipment design is evident. To date, physical samples represent the ?Gold Standard? for nodule abundance measurement, and are likely to remain as such. However, there are some interesting improvements in the area of 3-D scanning which, if marinized for operations at 6000m, may prove to be reliable alternative methods for mapping abundance over large areas particularly if calibrated or benchmarked with physical sample data. . Features of a high confidence physical sampling device, such as the 0.75m2 (0.86m on a side) box corer developed and successfully used by the Kennecott Group for exploration in the CCZ, take into account not only the accuracy in nodule sample collection but a host of other operability considerations which can mean the difference between a successful exploration cruise yielding high numbers of large area samples and one in which few, inaccurate, often inconclusive samples are collected (or, even worse, the sampler fails to grab any nodules for any number of reasons). The collection of physical samples at appropriate spacing within a mine area combined with more qualitative indications of nodule density such as can be obtained using acoustic backscatter should prove adequate for the near term objectives related to overall abundance appraisal or estimates of ?indicated? resource. Looking ahead, exploration cruises will need to yield increasing amounts of data to support development of higher confidence resource abundance estimates to support issuance of mining permits and detailed design of mining plans and equipment. We present a science-based infrastructure for continuous online monitoring of the ocean interior including benthic, pelagic and the demersal habitats. It will reduce expensive ship based monitoring costs associated to offshore and coastal industries. We combine established Norwegian cabled observatory technology and German mobile seafloor robotic technology and thus supports the transition from local to spatial ecological monitoring. Both technologies are developed through science - industry partnerships. In Norway, the Institute of Marine Research has worked with Statoil ASA and Metas AS to install and operate the LoVe cabled observatory. The German technology is developed by iSeaMC and Kraken Robotik, two spinoff enterprises of the Helmholtz Alliance “ROBEX”. GEOMAR has recently developed a lander-based deep-sea crawler that operates autonomously based on the original iSeaMC crawler system using the Kraken Autonomy. Combined with the Spanish image processing and modelling expertise in the SME Deusto Sistemas SA the consortium hosts the capacity to establishing a complete semi-autonomous real-time monitoring system. Merging of existing technologies into one operational autonomous product through the unique competence of partners’ support international ambitions (e.g. Blue Growth, GES, Horizon 2020), and renew monitoring that assess impact of human use of the marine environment. The consortium has been invited to contribute to technology/science programs for the Yellow Sea and for European mining and offshore decommissioning industries, which demonstrates the leading role of our consortium. The project is funded through the EU Martera program and started in June this year.

Within the frame of the German-Indonesian cooperative Bandamin research project two short cruises (7 station days each) were carried out which led to the Flores-Banda basin located north of the active volcanic arc. This basin is part of a large island-arc subduction-collision system resulting from a complex plate tectonic situation in which three major plates collide with each other. The eastern part of the Sunda-Banda convergent margin also includes the transition from subduction of oceanic lithosphere to collision of the Australian continental crust with the arc. This transitional part is cut and displaced by various large obliquely striking fault systems. Thus, the south eastern and eastern arc segments represent geological conditions which are suitable for the development of hydrothermal convection and potential mineral precipitation. Our study area lies north of the transitional section between Flores and Wetar. We started with a high-resolution bathymetric mapping of 240 km2 in a region some 36 km north of the island of Lomblen. A small submarine neovolcanic ridge was discovered striking approximately NW-SE and consisting of several submarine volcanic structures. In the northwest of the study area, the active subaerial Komba Volcano (Batu Tara) marks the youngest continuation of the ridge system examined.
