The importance of the minerals industry to any economy is clearly demonstrable. Its raw materials and products are the foundation of modem society and they have shaped the history of mankind from prehistoric times to the space age of today. However, those in the minerals industry have clearly failed to impress this fact on the consciousness of the public, bureaucrats and politicians. They have also failed to engage their dedicated opponents in a constructive debate. This is mainly because the minerals industry has been unwilling (until recently) to deal with the "soft" issues of civil society, nor understand and operate on a more emotional level. Technical professionals (as well as managers) in the future must be as comfortable in handling community concerns over social, environmental or landowner issues, as they are with logging complex drill core, designing blast patterns and separating one mineral from another. They must become caring, effective communicators and mediators. These are the new skills of a professional in the Third Millennium. These issues are outlined and discussed with some Australian data used to illustrate the point. If there is to be a future for all, then the policy makers within all levels of government (national, regional or local) must not drive essential mineral development offshore. They must address ways to support wealth creation mechanisms, particularly innovation. The minerals industry is a powerful wealth creator for ordinary citizens and an innovator. Politicians and their advisers must not .be allowed to forget this fact. If the ANZAC minerals industries do not win the emotional debate and successfully deal with the "soft" issues as well as they deal with the technical issues, there can be only a dim future ahead.

A Peer Review Panel for the Golden Cross Mine in the upperWaitekauri Valley, Coromandel was initiated in December 1989, before mining, as a requirement of the conditions of the Mining Licence and Water Rights. The panel's function is as a technical audit and advisory team - to provide independent technical review of design, construction, and execution of mining operations, slope remediation works, and reclamation/mine closure activities. The primary role of the panel is to act in the public interest by providing assurance to regulating authorities that the design and application of on-site mining operations accords with 'good industry practice'. Panellists are not involved in design nor as advisers, although until 1997 when explicit terms of reference were written, the panellists were a sounding board for some operational proposals. The panel functions to ensure that best mining industry technical standards are met. The costs of the peer review process are met by the mining company. Review of mining operations includes environmental matters such as land rehabilitation and water quality. The focus of this paper is on the process of peer review for environmental management factors rather than for structural and mine engineering.

Risk and dispute resolution are linked. Dispute resolution techniques are brought to bear on a dispute - which is an outcome of a risk being wholly or partially realised. There has been an increasing awareness by business of risk as a component of doing business. There is an accompanying awareness of the need to manage risk - including legal risk. Many companies have undertaken a systematic review of their potential risks and endeavoured to put in place systems to help to avoid or manage risks. A legal risk management program will not prevent disputes arising. However, such a program should prescribe how that dispute will be managed. The management of the dispute will involve consideration of the dispute resolution procedure to be adopted. The most appropriate processes will take into account the practical, personal and commercial considerations surrounding the dispute and be as efficient, cost-effective and user friendly as achievable in the circumstances for the benefit of all the parties. Carrying on business in South East Asia, whether as an explorer or a mining operator, brings additional considerations to bear in legal risk management and the dispute resolution process. A significantly different perspective is required due to the varying nature of the legal systems in many South East Asian jurisdictions. These jurisdictions often have relative uncertainty as to the law. This impacts on the dispute resolution processes and also raises further timing and cost issues. The authors contend that this is all the more reason to endeavour, as practically as possible, to adopt a legal risk management and dispute resolution profile which will provide business with the greatest prospects of maintaining control of the dispute resolution process. This presents a greater chance of a successful outcome to the dispute. In these times of increasing pressures on profitability because of low mineral prices, all costs of a minerals business are being reviewed. In such times, a significant legal dispute may have even greater potential to adversely impact on the companies concerned, together with the careers of the people involved. In this paper possible approaches to managing disputes and a case study a legal dispute in which Freehill Hollingdale and Page were involved are discussed. The dispute concerned an international mining company developing a gold mine in Indonesia and one of its contractors in Indonesia. Described is how that dispute was resolved. This achieved a very satisfactory result for the client - all things considered. Given the æadditionalÆ problems associated with ascertainment and enforcement of ærightsÆ in South East Asia, the longer the parties can retain control over their dispute the better off they will be. For this reason, the authors set out in this paper the main additional dispute resolution tools available - that are appropriate for use throughout South East Asia.

The status of remote sensing data availability in New Zealand is outlined and discussed. Currently, two multispectral remote sensing satellites are providing regular data over New Zealand; aircraft scanner services are available from Australia.; operational radar satellite services are yet to materialise. The advantages and disadvantages of the various data types are compared and contrasted. Some image processing considerations are outlined.

BHP New Zealand Steel produces iron from titaniferous ironsand by a direct reduction process comprising multihearth furnaces/rotary kilns/electric iron melters. The electric iron melter is a six-in-line rectangular submerged-arc furnace which takes the partially reduced ironsand (80 per cent metallisation) from the rotary kiln and completes the reduction process to produce iron of nominally three per cent carbon. As the melter operates at around 1500¦C and under very hostile conditions, it is near-impossible to obtain any basic operating parameters such as the velocity and temperature distribution in the slag and in the molten iron. As a first attempt to understand the operating conditions inside the melter, a scaled room-temperature model using wax and water to represent the slag and iron, was constructed. This paper will report on some of the preliminary model results on the temperature distribution.

Ore from the Browns deposit near Batchelor, in the Northern Territory of Australia, is a fine-grained polymetallic sulfide ore hosted in graphitic black shale. Minerals of economic significance are seigenite (Co,Ni)4S3, Galena (PbS) and Chalcopyrite (CuFeS2) with minor Sphalerite (ZnS). Gangue minerals include quartz, carbon and K-feldspar. The grain size is fine, with a significant amount of the seigenite present as Early flotation work determined that a grind size of around 20 microns was required to achieve clean sulfide concentrates. This work recommended oil agglomeration flotation, in which small sulfide minerals were collected, then loosely agglomerated with oil ahead of flotation into a heavily mineralised froth. In the 400 kg/hr prototype plant this froth proved unmanageable. A conventional flotation circuit after grinding to a P80 of 24 microns and using very low flotation pulp densities resulted in an 86 per cent cobalt recovery.The paper analyses further laboratory work which has increased cobalt recovery to 91 per cent by grinding to û250 microns ahead of flash flotation. The real cobalt recovery breakthrough comes from flash flotation of the whole mill discharge rather than the more usual flash flotation of cyclone underflow. Flash flotation tailings are ground to û38 microns and are floated under normal flotation conditions with only the scavenger concentrates being reground to 20 microns.A one tonne per hour prototyping campaign is scheduled to demonstrate the robustness of this circuit.

In order to increase productivity and decrease reducing agent rate (RAR) of blast furnaces, slag content of sinter ore must be decreased. However, gangue content in iron ore tends to increase because of resource depletion. Therefore, amount of high-grade concentrate in sinter ore feeds should be increased, but this situation causes a decrease in permeability of the sintering bed so that the productivity of sinter process decreases. In order to increase the amount of concentrate, NSSMS has developed the P-type separate granulation method, RF-MEBIOS and SPEx II technologies. These technologies have been introduced to actual sintering machines. In this report, a new technology using microparticles of iron ore is proposed to increase the amount of concentrate in sinter blends. Basic experiments simulating the sinter making process using microparticles of iron ore were undertaken. Crushed pisolite, containing >60 wt per cent -10 µm was prepared for binder. The pisolite microparticle binder was mixed with another Australian sinter feed ore in a high-speed agitating mixer. They were mixed for about one minute, and then granulated using a pan pelletiser. After that, they were added to another raw material mixed by a drum mixer, and then charged in a pot for a sinter pot test. As a result, when the amount of concentrate increased from 13 wt per cent to 20 wt per cent, productivity was almost kept constant using pisolite microparticle binder.CITATION:Kamijo, C, Yamaguchi, Y, Matsumura, M, Kawaguchi, T and Nomura, S, 2017. Electrostatic separation of non-conductive materials can be accomplished by triboelectric charging. The efficiency of convential separators becomes worse in the size range below about 100 ¦m. These problems are solved by developing a new double-drum-separator. The investigations have shown the possibility of separating very fine mineral mixtures (eg quartz/calcite) in a strong electric field after tribo-charging in a special dust-feeder. The paper reports about the influence of particle size and field intensity on the separation and deals furthermore with the problem of desagglomeration.

Bioleaching of Weathered Saprolite - Heavy Metal Adaptation Mechanisms of Aspergillus foetidus Nickel laterite ores remain important to the future supply of Ni and Co as they contain the bulk of known nickel and cobalt reserves (80 per cent and 90 - 95 per cent respectively). Current commercial extractions of Ni and Co from nickel laterite ores are energy intensive and operational costs are high. Microbial leaching of oxide ores has the potential to offer a much needed step-change in the technology for processing laterite ores. Biological leaching of low-grade nickel laterite is based on a non-traditional leaching of oxide minerals using heterotrophic micro-organisms. The organisms solubilise metals by excreting organic acids; these acids then form complexes with heavy metals. Optimisation of the process in in-situ application, however, has been hampered by the toxicity of the heavy metals that are being leached by the organisms. Our recent study has shown that organisms are able to develop tolerance towards heavy metals by adaptation. This study examined the extracellular metal detoxification mechanisms of A. foetidus in 0.2 per cent (wt/v) to 0.7 per cent (wt/v) of weathered saprolite ore. To support our analysis, FTIR, CHNS and microscopy were used to confirm the participation of specific functional groups in the extracellular detoxification process.

Active geothermal fields show many of the characteristics seen in hydrothermal ore deposits but there are important differences as well. There are, for example, many differences in geology and chemistry between individual geothermal fields, even some nearby, and these include variations in host rock types (volcanic, sedimentary, plutonic and metamorphic), structures controlling fluid flow (normal, lateral, and, rarely, reverse faulting occur) and hydrological setting (valleys to elevated terrain).

Water auditing and water conservation measures are fast becoming the quantitative tools for water balance reporting in the mining and minerals processing sector. Therefore, this paper was written to describe the process of water auditing in a goldmining environment and to contribute towards building an appropriate water management framework for The Cooperative Research Centre (CRC) for sustainable resource processing (CSRP). The research will assist with the assessment of water balances in mining and hydrometallurgical processes and ongoing probabilistic modelling for Newmont Mining Corporation, its wholly owned gold mines, and its joint venture operation of Kalgoorlie Consolidated Gold Mines (KCGM). Kalgold or KCGM are the managers of a joint venture project between Barrick Australia (50 per cent) and Newmont Mining Corporation (50 per cent) at Kalgoorlie, Western Australia (WA). Boddington Gold Mine (BGM), Western Australia, will commence operations this year and manage the new goldmine expansion project. BGM is 100 per cent Newmont owned and will operate to continue mining gold and copper from the existing (BGM) site that was decommissioned in 2001.

"Fluidised-bed flotation has been demonstrated over the last 16 years as an effective method for improving the flotation recovery of coarse particles. This technology has been successfully deployed into the industrial mineral sector with multiple installations within phosphate beneficiation plants and potash mills. Due to the minimal mineral surface expression required when utilising this technology, more recent studies have centred on the applicability of using this HydroFloat™ technology for the recovery of coarse sulfides and base metals. Multiple approaches have been investigated to determine the best means for implementing this novel coarse particle flotation system into both existing and new plant circuitry. These include the treatment of tailings to recover values that have been lost using conventional technologies and also the direct treatment of a coarse feed, either within the grinding circuit or by use of a separate split-feed flotation approach. Recent applications of the technology will be presented along with data generated from several test campaigns and ongoing research investigations. Minerals and Metals Group (MMG) subsidiary Lane Xang Minerals Ltd operates a single site copper and gold mine near Sepon in Lao PDR. Gold production commenced in 2002 and first cathode copper production was in March 2006. Plant throughputs for gold and copper are currently 2.5 Mt/yr and 1.4 Mt/yr respectively; use of a second tailings dam has commenced accordingly. Although the increased catchment area creates opportunities for more storage to reduce demand on other water sources, especially during the dry season, it also creates greater requirements for water treatment capacity.The water balance for mining operations in a tropical monsoon environment with dry winters presents on going management challenges. A successful mining operation depends on a careful balance of water inputs and outputs. The challenge prior to every wet season is having enough storage capacity to absorb potential rainfall. Plant operation in the dry season benefits from water captured and stored from the wet season which reduces the dependence on river water. Release of excess water to the environment is necessary to cope with the overall positive water balance and depends on suitable and effective treatment of water in accordance with the environmental guidelines.Ausenco has recently built and commissioned a second water treatment plant at the Sepon Copper Plant to process tailings decant water.  The objective of the second Sepon water treatment facility is to increase the site water discharge capacity to maintain the water balance and reduce the dependence on river water.  Decant water treatment is required to precipitate the contained heavy metals prior to discharging to surrounding wetlands.  The main metal that needs to be removed from the site water to meet discharge water quality requirements is manganese, as heavy metals are already precipitated to required levels in neutralisation before the tailings are sent to the storage facilities. A site layout provision for removal of manganese to produce a saleable carbonate precipitate is incorporated in the polishing plant design (future installation).

Extraction and Characterisation of Extracellular Polymeric Substances from the Mineral Surface During Bioleaching of Chalcopyrite Concentrate A mixed culture of moderately thermophilic microorganisms was used to bioleach chalcopyrite concentrate in a stirred tank reactor. The results show that up to 84.7 per cent of copper extraction could be achieved in 24 days at a pulp density of 6 per cent. The leaching rate of chalcopyrite concentrate tended to increase with an increase of dissolved total iron concentration. Furthermore, the extracellular polymeric substance (EPS) on the surface of the chalcopyrite concentrate was extracted and analysed. EPS was extracted at the first, third, eighth, 16th and 24th day during bioleaching, which mainly consisted of proteins, lipids, sugars and ferric irons. After the eighth day the total amount of EPS remained relatively constant. However, the amount of ferric iron in the EPS decreased in a large scale. The ore residue analysis indicates that the decrease of ferric iron was mainly due to the formation of jarosite on the mineral surface.

Water rights and availability are extremely contentious issues in many mining regions around the world, in some instances leading to violent confrontation. This situation has the potential to only get worse because competition for 'scarce' water resources will increase with population growth. In this environment the dilemma facing the mining industry is how to generate confidence in developing a responsible, sustainable and transparent water management strategy that is recognised as such by all stakeholders. Whilst the water needs of the mining industry are minor compared to those of agriculture, an operating mine requires a relatively large quantity of water on a daily basis to carry out operations. Another contentious aspects of new mine development is the debate between all stakeholders on the amount and quality of water that a mine is able to discharge into the environment should this be required. There are a multitude of water resources available to the mining industry for operational needs however much of this water is saline and over the last two decades there has been a continual decline in water quality (ie salinity has increased). In today's world there are enormous internal and external pressures to reduce water consumption at a mine and/or alternatively use water not considered a resource by the local community (ie sewage, saline or salt water, desalinated water). Strategies to meet these objectives can be achieved by implementing good water management practices, by recycling process water, reducing water losses by evaporation and seepage (ie by increasing and improving dewatering practices) and employing new technologies such as dry stacking and dry processing. Recycled water, acid mine drainage water and water collected in the mining area have the potential to impact mineral processing performance, unless they are treated, because of the build up of mineral salts and decomposed chemical products in these types of waters. Besides this the regulatory requirements of any water discharged from a mine site (quantity and quality) have also become more stringent. For these reasons there is now some form of water treatment practiced at most mining operations around the world. This paper provides an overview of water stewardship undertaken in the mining industry over the last two decades and provides examples of water treatment practices that have recently been installed at mining operations that may be of interest to the reader.
