Distinguished guests ladies and Gentlemen. As many of you know, before I became a Labour Member of Parliament, I had an unusual career path for a politician, in that I spent quite a few years working in the business community. In other words, I was mainstreamed before I was institutionalised. Given that some of this time was spent working for the then Macraes Mining Company Limited, now Gold and Resource Developments NL, I feel that I may have a perspective on how things are seen, on both sides of the fence. In terms of public perception and esteem I am not sure which career option was the step up and which was the step down. So far what I have found very familiar, is that in both roles there is a gulf between the reality and the perception of that reality - a gulf that is both huge and hard to bridge. I think it is a point worth making here amongst another busy industry cluster, that we can all too easily get so embroiled in the day to day activities, that we lose sight of how this might look to those running on a different treadmill. I can still remember scratching my head at the beginning of some days, as I worked to get new mining projects started that I knew were going to bring real jobs and economic benefit to New Zealand, but ending the day feeling like I may instead have been proposing bringing back both strip mining and slavery. If I learnt one valuable lesson out of that time it was this: .... mining has become so publicly demonised on the road to ecological nirvana, that even attempting a lucid dialogue on mining issues, with some, is incredibly difficult.

In most surface mining operations, overall project economics is driven to a significant extent by the slope angles that can be achieved within the rock masses present. This is particularly true of precious metal pits in which stripping ratios can be relatively high, although examples from other non-precious metal operations (such as large iron ore and copper pits) can also be found. As a consequence, it is not surprising that in most large (deep) open pit mines, relatively small changes in slope angle (of the order of two or three degrees can translate into changes in project value measured in the tens or even hundreds of millions of dollars. Understanding how this potential value can be realised, and quantifying the associated risks, should be one of the key outcomes of modern slope engineering practice. In striving for optimised slope angles, therefore, mining companies and their specialist consultants are increasingly turning to more sophisticated methods of engineering open pit walls. This paper summarises contemporary slope engineering practice as well as some of the key technical issues that are either currently being researched or will need to be researched in the future. It is written in the context of the slope engineering process; namely, data collection and analysis, failure mode identification and stability assessment, slope design, slope formation, and slope (face) mapping and monitoring (the latter two activities being the primary on-going data collection functions that close the design loop).

Circuits with unconventional and potentially more complex designs are predicted to become more common in the future as plant designers and operators look to process ores more efficiently. Ideas have been presented on how circuit design may be changed to utilise todayÆs technology to address tomorrowÆs challenges (Powell and Bye, 2009; Powell, Benzer and Mainza, 2011a). High pressure grinding roll (HPGR) installations in various configurations; application of preconcentration plants eg sorting, magnetic or gravity separation; and preweakening devices eg microwave processing; are all examples of technologies having the potential to deliver a significant reduction in comminution energy for ores amenable to these processes. Not only will future novel circuits contain equipment for which models are not as well developed (if at all), many will likely require the ability to respond to variations in feed, and interact with geometallurgical models requiring process adjustments when the ore characteristics change.In order to confidently simulate more complex circuits and accommodate variations in feed type, a significant advancement in modelling and simulation capability is required. This includes dealing with multiple components in the feed, accommodating different competencies of ore, utilising physical separation opportunities and tracking the grade reporting along the different potential processing routes. Developing the means to simulate complex circuits has been a key priority of a collaborative group of comminution researchers working to solve these challenges.Simulations are presented utilising a new configurable simulation interface called the model developers kit (MDK). The MDK is designed to accommodate multi-components and incorporate new models under development. Prominent among the ore minerals at Mt. Ellison, in the Brock's Creek district, Northern Territory, are a number of copper-bismuth sulphides wittichenite, aikinite, emplectite, in association with nativebismuth, chalcopyrite, bornite, chalcocite, sphalerite and linnaeite.Linnaeite and aikinite formed first and were followed by native bismuth. Wittichenite was later and substantially replaces earlier minerals. Replacement of aikinite by wittichenite has produced secondaryor reaction bismuth.INTRODUCTIONThe Brock's Creek district of the Northern Territory lies to the south east of Darwin and has been the locale of intermittent mining of small but rich deposits of diverse ore type. Gold, tin, and copper ores were recovered especially between 1890 and 1910 with minor exploitation up to the present time. Copper ores were of prior importance, the main production coming from supergene enriched deposits of chalcocite.The mines are situated in strongly folded Precambrian strata comprising slates, sandstones, volcanics and amphibolites with replaced haematitic rocks (Sullivan, 1953). The strata in the Brock's Creek area immediately north of the Darwin-Birdum railway line are domed around a roughly circular granitic mass some 5 miles in diameter. The Mount Ellison mine is located near the N.E. margin of the granite in metamorphosed basic country rock.Study of a series of polished sections from Mt. Ellison revealed the presence of linnaeite, chalcopyrite, bornite, aikinite, wittichenite, emplectite, bismuth, sphalerite, and chalcocite. With the exception of sphalerite and emplectite each of these minerals is prominently developed and intimately intergrown with the other constituents.

At present the source of virgin iron for steel produced in New Zealand is titanomagnetite extracted from titaniferous beachsands. Some of these beachsand deposits contain extractable quantities of ilmenite as well as titanomagnetite and both minerals represent challenging sources of vanadium and titanium products in addition to iron. This study looks at some theoretical aspects of smelting these ores directly with coal rather than with electric power, and takes into consideration the properties of the raw materials, the thermodynamics of possible process routes and the background of the economics involved.

Due to highly competitive international coal markets, Stockton mine is bound to produce very high quality coals consistently if it is to maintain and expand its market share. The nature of the deposit is such that coals from various source pits are blended in differing proportions to meet the various coal quality specifications of the customer. The complexity arises due to quality variation within the seam both horizontally and vertically and the fact that up to six different products with completely different quality specifications may have to be produced. With increasing demand for this rare product and with CoalCorp eager to meet this demand comes the requirement for computer methods to handle this highly complex problem of both modelling and scheduling.

International regulations exist to manage the concentrations of mycotoxins such as Ochratoxin A (OTA) and deoxynivalenol (DON) in grains and prevent health risks from excessive exposure to OTA and DON. Since the permitted levels of these mycotoxins are very low (existing maximum levels are in the range of 5 ppb for OTA and 1–2 ppm for DON), sampling for these mycotoxins is potentially challenging. Given that the distribution of infected kernels in a consignment of wheat can be highly heterogeneous, detection by current sampling methods is subject to a high variance. Furthermore, the concentrations of mycotoxins in individual kernels vary over orders of magnitude, intensifying the heterogeneity of the bulk grain.In these circumstances, there is much interest in developing sampling plans that inform regulatory agencies, and mitigate the risk of misclassifying grain shipments as compliant or non-compliant within the global grain trade, when correctly implemented.Experimental data from laboratory and field studies describing individual wheat kernel concentrations of OTA and DON were combined with experimental data describing the variance due to the analytical methods used for OTA and DON to calculate the sampling distribution for wheat having various levels of contamination. This work has focused on quantifying the heterogeneity of samples at the point of submission for analysis and within subsequent sample preparation to arrive at total sampling distributions that include uncertainties due to the intrinsic heterogeneity and the analytical uncertainties. Variographic analysis, a classical tool from the Theory of Sampling (TOS), can address practical situations with multiple variables; however, its application has very often been limited to one variable at a time. Recent developments have shown the benefits of using multivariate approaches for variographic characterisation of a set of variables instead of considering individual variables sequentially. Among these approaches, the multivariogram has been revealed itself to be a powerful tool when the overall time-variability of a process must be summarised in terms of a large set of properties (variables) to assess its true global variability. However, even when choosing the properties of interest carefully, the resulting global variance obtained with this approach may be very high. In particular, some variables that contribute to a major proportion of the global (multivariate) variability could be less important for the process performance than others having a lower variability. To address this issue, a new approach is proposed, combining the multivariogram with process modelling and multivariate data analysis methods such as partial least squares (PLS) regression from chemometrics. An example from the mineral processing industry is presented, for which the process performance could be linked to key process variables (sensor data) using the PLS regression. Once introduced in the multivariogram equation, PLS model parameters (loading-weights or regression coefficients) can be used to weigh the variables according to their relevance for the process. In addition, this also permits characterisation of process performance variability with time using only the process input variables and a weighted metric according to the PLS regression model. Ultimately, this method helps to find an optimised sampling procedure in terms of frequency, sampling mode and number of increments according to the actual overall process performance. Large volumes of tailings are produced annually by the goldmining industry of Western Australia. This material ishydraulically discharged into large storage facilities usingsub-aerial deposition methods. Much of the gold comes fromhighly weathered rock, resulting in tailings with significant claycontents. Consolidation of these materials can be very slow,particularly if occurring under the effects of self-weight alone.To optimise the consolidation behaviour of the tailings, disposalstrategies can take advantage of the effects of evaporation byallowing each tailings layer to dry before the next layer isdeposited. In the last 20 years, much of the gold processing inWestern Australia has utilised saline groundwater. As the salinetailings dry, the surface will develop a thin salt crust. Laboratorytests have shown that these crusts can drastically reduce thesurface evaporation, adversely affecting the behaviour of thestorage. This problem has been the focus of an extensive researchprogramme, with the objective of obtaining a fullerunderstanding of the mechanisms controlling the coupledconsolidation and evaporation behaviour of saline gold tailings.Part of this study involved site investigations of a wide range ofstorages to ascertain their current states. Methods of gainingaccess to the tailings following deposition were developed.In situ testing and high quality sampling were conducted on each storage and samples returned to the laboratory for analysis. These investigations have enabled full characterisation of the storages to be accomplished. Examples of data are shown herein and the implications of the results are discussed.

"One of the major environmental impacts of mining is the destruction of habitat. The koala (Phascolarctos cinereus) is an iconic Australian marsupial that has been severely affected by land clearing and its decline is continuing. This has placed pressure upon mining companies and government agencies to ensure koalas are managed throughout the life-of-mines - from land clearing through to rehabilitation of post-mining landscapes. This paper reports on the æKoala VentureÆ research partnership between The University of Queensland and Rio Tinto. As part of the Koala Venture program we examined koala use of two types of restored environments: rehabilitated mined land (20 sites) natural regrowth forests (six sites), at Blair Athol Coal Mine in Central Queensland, Australia. Searches for koala scats revealed evidence of koalas in ten per cent of rehabilitated sites (2/20) and 33 per cent of natural regrowth sites (2/6). Two factors were identified as being of greatest importance in facilitating koala recolonisation of restored habitats. Firstly, all recolonised sites were located close to native forest occupied by koalas (mean 135 m ¦ 52). Proximity to source animals is considered crucial to recolonisation of suitably restored habitats. Secondly, three of the four recolonised sites were dominated by koala food trees, most of which were large enough to be utilised by koalas. Availability of suitably abundant food resources is, therefore, also considered crucial. The requirement for these two factors, in combination, is highlighted by the absence of koalas at several sites that contained abundant food trees, but that were distal to areas with source animals, and vice-versa.Our research demonstrates the enormous potential for restoration of wildlife habitat on post-mining lands, even for species with specific requirements such as the koala. Some 50 miles of tunnel have been driven in the Snowy Mountains Area since tunnelling commenced in 1951. Hates have improved progressively due to the know-how of American supervision and use of large matched equipment of modern design.The work has been carried out by contractors, working almost exclusively under schedule of rates contracts. The Authority has maintained active research into tunnelling problems, especially that of support, and this has resulted in considerable economies and improved rates of progress. The contractors also have sought economies both by management and equipment techniques. Ammonium nitrate came into favour as an explosive essentially because of its lower cost, and handling techniques have improved progressively. Rock conditions preclude use of the "Mole" type equipment in its present stage of development, but one contractor introduced the "sliding floor" and this could exert a great influence on future tunnelling methods.Examination of tunnels that have been in service for some time confirmed the quality of the work and endorsed the policy of continued research and development.GENEHALThe Snowy Mountains Scheme provides for the diversion of the Snowy and Eucumbene waters through two transmountain tunnels to the western river systems. These diversions, together with additional regulations provided for waters already flowing inland, will provide an average additional discharge of 1,818,000 ac it per year for irrigation.Furthermore, approximately 6,000 million kWh of electrical energy will be generated annually in power stations with a total installed capacity of some 3,000,000 kW (Fig. 1.).INVESTIGATIONThe aim of investigation work is firstly to collect sufficient information to allow the overall scheme to be planned and then to follow up with detailed information on eachproject. The growth of "Unit Load-cargo handling technology in world cargo lin- er trades over the last decade has cre- ated a situation in which special pur- pose-vessels (cellular container ships, roll-on/roll-off vehicle deck ships and Lash type vessels) are rapidly replac- ing conventional cargo ships, the principal means previously available for transporting heavy lifts. Consequently heavy lift traffic has tended to accumulate awaiting ship- ment, especially where discharge is required in "off beat" locations. A partial solution to this problem will be provided by new and small but exceptionally versatile ocean going heavy lift carriers now finding their way into world trade routes. These new ships combine extremely high lifting capacity, high manoeuvreability and exceptionally shallow draft with bow and stern Ro/Ro capability. They can handle rolling loads of exceptional size and weighing up to 1,000 tons Each. But the problem is a far larger and more serious but essentially a domestic one. Major industrial pro- jects in Australia will require pro- gressively heavier and larger plant and construction sites are becoming much more inaccessible. Whereas these new ocean going heavy lift carriers have ample capacity to satisfy part of the total transport requirement, there is clear evidence to show that domestic transport resources have little if any potential for increase in capability at the same rate as demand or at the same rate as sea transport facilities. Resolution of the larger problem is within reach but only through a pro- perly co-ordinated approach to future planning for the overall needs of large scale projects on a national basis. This co-ordinated approach must involve Federal and State government transport administrators, railway and highway authorities, shipping and road haulage interests and finally the planners of the projects which require these improved heavy haulage services.

When it comes to structuring major mining contracts, the two most widely adopted formats are æmeasure and valueÆ and æcost-plusÆ. A problem with both of these formats is the difficultly of aligning the objectives of the mining company with those of the contractor to achieve mutually beneficial outcomes. An alternative contractual arrangement is for the mining company to enter into an Alliance arrangement with the contractor, linking remuneration to mine performance across a range of targets. These targets can change over time as operational requirements change.   The aims of this paper are to: +        outline alternative types of mining contracts, as well as their strengths and pitfalls; +        describe the philosophy behind the Alliance contract at Newmont Waihi GoldÆs Favona underground mine; and +        identify some of the keys to success and pitfalls to avoid when implementing an Alliance.

Traditionally, the gravity cleaning of coal has been evaluated in pilot plant tests. Attention is now turning to the development of empirical models of gravity cleaning equipment that can be used for the design and evaluation of circuits. This paper presents some preliminary information for spirals and water-only cyclones treating fine coals. Also discussed is how such information gives a better understanding of the operating and performance characteristics of this equipment, how realistic comparisons can be made between different types of equipment, and how small mobile plants could be designed for treating the fine coals 'stockpiled' at many NZ mines.

SAG Mill Grinding Design Versus Geometallurgy - Getting it Right for Competent Ores Smarter processing for the future, in the area of SAG mill design involves accurate grinding test data, completing final mill design in less than three months, and at a cost of less than US$80 000. More detailed variability testing on the other hand takes longer, is more expensive, and is used for throughput optimisation for an existing or newly purchased mill. This paper shows that SAGDesignTM testing is excellent for new SAG plant design due to relatively low cost per test and the ability to do more testing for a limited budget on larger projects. It also briefly examines a way to develop proper geometallurgical ore hardness information on every block in the mine model, from the more detailed analysis data.

New ZealandÆs largest gold producersÆ OceanaGold Macraes Mine is characterised by a large tonnage and relatively low grade operation. To survive in diminishing real gold prices, the operation must focus on a culture of continuous improvement. This paper presents the outcome of a supplier sponsored continuous improvement project known as the Orica Advanced Mining Services project.   In March 2004 OceanaGold (then GRD Macraes) entered into an Advanced Mining Services (AMS) project with Orica Mining Services. The motivating factor behind OceanaGoldÆs need to improve bulk waste productivity and SAG mill throughput was the planned increase in production from five million to 5.4 million tonnes per annum. A stripping ratio of ten to one meant that optimisation of the drill, blast and production functions was paramount.   The primary focus of the project was to optimise the drill and blast parameters to suit the variable rock conditions throughout the mines main operating pit (Frasers Pit). Fragmentation of the ore for presentation at the SAG mill, and cost reduction on the mining of bulk waste movement, were the primary objectives. A number of additional initiatives complimenting the interface between drill, blast and ore production were also established. These included; +        reduced ore loss through delineation of ore boundaries to allow for blast movement; +        established blasting parameters for variable geological conditions, resulting in improved fragmentation; and +        improved asset utilisation by establishing a blasting regime that angled grade control holes to be used as blastholes in the stockworks area.   A year into the project, the philosophy of continuous improvement is now in-grained at the Macraes minesite. As the project continues, the focus is on the further refining of those procedures established, to ensure a continued focus on lower unit mining production costs.

"The mining industry is the source for the vast majority of the metal, mineral and energy resources we use on a daily basis. New deposits are discovered over time and are developed into mines before being rehabilitated – a sequence that when repeated can help contribute to the noble notion of ‘sustainable development’, despite the generic concept of mining being the unsustainable consumption of non-renewable resources. The scale of the modern mining industry is immense – from iron ore and coal to base and precious metals, modern mines are sometimes hundreds or thousands of times bigger than their long lost historic ancestors. We also live in a world with emerging and increasing demands for so-called technology metals (aka ‘critical’, ‘e-tech’ or ‘specialty’ metals) that are needed to feed the rapid growth in renewable energy (especially solar photovoltaic panels and wind turbines), consumer electronics, sophisticated military technologies and super alloys, amongst other uses. These elements include the rare earth elements, indium, germanium, tellurium, rhenium, selenium, gallium and many others, most of which had few or no known uses in the recent past. Although the mining industry has been successful in developing ever larger mines and increasing the scale of production, the key issues underlying the future of the industry are declining ore grades, increased tailings and waste rock generation, the presence of toxic or other impurities, balancing the economics of primary and secondary products, stricter environmental conditions, more difficult exploration, increasing community expectations, as well as the processing of more complex or refractory ores, let alone the recent volatility in world commodity markets. Here, we synthesise our recent research on many of these various issues, focusing on the need to link all areas within the mining chain from mineral resources through mining to environmental performance in order to ensure we obtain the most out of our modern mining effort. Geophysical surveys are currently being carried out over mineral prospects all around the Pacific Rim. Many of these surveys are successful in locating mineralisation in porphyry intrusives, mesothermal environments, and epithermal vein systems. A number of examples of surveys in Indonesia and Papua New Guinea are presented, which show the successful application of various geophysical techniques to the discovery of mineral deposits on the Pacific Rim.

A survey has been undertaken of the petrography of North Island greywackes with a particular focus on the occurrence in them of smectite (swelling clay) and chlorite, two minerals that are closely associated, chemically similar, and commonly interlayered with each other. Smectite is the mineral which is a major cause of greywacke aggregatesÆ poor performance. Smectite occurs in post-metamorphic shear zones and in surface weathering profiles over greywackes. This study focuses on the petrography of fresh greywacke rocks.   The occurrence and abundance of smectite and chlorite and their relationship in greywackes is largely a function of the chemistry of the sediment and the maximum temperature that the sediment has been subjected to during diagenesis and/or very low grade (anchizone) metamorphism. Rock chemistry, particularly total iron and MgO, determines the smectite and/or chlorite content in fine-grained greywackes (argillites and siltstones) but chemistry is less influential in sandstones, where at low grades of metamorphism much of the Fe and Mg of the rock is held in unreacted detrital minerals and the mineral constituents of lithic grains.   Four zones which represent different levels of diagenesis and very low grade metamorphism, based on the crystallinity of illite and chlorite in the greywackes, and the proportion of smectite interlayered with chlorite, have been mapped in the North Island. In the anchizone smectite does not appear as a discrete mineral, it is always interlayered with chlorite. In the upper anchizone chlorite contains approximately ten per cent of smectite interlayered with chlorite. In the lower anchizone about 30 per cent smectite can occur in chlorite.   In addition to the smectite and chlorite inherent in the greywackes as the result of the thermal overprint, smectite as a discrete mineral and smectite-chlorite interlayered minerals with high levels of smectite, occur in abundance on shear zone surfaces and in alteration zones adjacent to shear zones; these are the main contributers to the high levels of smectite recorded in many greywacke aggregates.
