The Resource Management Act 1991 represented an innovative and unique piece of planning and environmental legislation when it was introduced. Since the Act was passed into law in 1991 it has been subject to nine amendments, many of which were of the ætinkerÆ variety. These amendments recognise that the Act has not been as successful in providing the æone-stop shopÆ for resource users that the Act was hoped to be. The latest and most significant attempt at changing the Act was the Resource Management Amendment Act 2003. The amendments made by the Amendment Act have proved to be largely unsuccessful in achieving any significant changes to the way resources are managed in New Zealand, and have failed to address many of the concerns which drove the original Resource Management Amendment Bill in 1999. The recent decision to discontinue further investment in Project Aqua has once again placed the Act in the spotlight as a significant hand-brake on major projects. This particular event has led to yet another review to be undertaken this year. The review will focus on five key areas:   1.   achieving the right balance of national and local interests; 2.   improving the design and process for local policy formulation; 3.   improving the consent decision making process; 4.   allocation of natural resources (water, air and geothermal); and 5.   supporting measures for building capacity and promoting best practice and implementation at the local authority level.  It is important for the business community and the mining industry in particular to seize the opportunity that this review provides to make sure that any amendments undertaken as a result of the review achieve the aims listed above. The review needs to be considered in light of the current regime for the management of natural resources in New Zealand. In addition to the Resource Management Act 1991, the Crown Minerals Act 1991 and the Building Act 1991, which form the core resource statutes in New Zealand, there have been other developments affecting the regime. Special legislation over and above the Resource Management Act 1991 has been enacted to protect the Hauraki Gulf and special legislation is currently being considered to protect the Waitakere Ranges in Auckland. In the Hauraki District mining is prohibited in some areas and a plan change mechanism is specified as the appropriate tool to use in the event a mineral resource is to be developed in those areas. The current review is a further opportunity to remedy the inadequacies of the Act.

The ocean floor is increasingly being discussed in terms of its resource potential. New discoveries, improved knowledge and access to unexplored areas of the deep sea and continental shelf are some factors contributing to a renewed interest in the seafloor exploration and mining industry. The industry has been referred to as the ænext minerals frontierÆ. To date, much of the research has focused on proving economic and technical viability of the industry, with environmental issues addressed locally. However, there is limited research internationally, and none known in Australia that considers the social viability of the industry, addressing issues such as regulatory contexts, international precedence and public acceptability. Does the nascent seafloor exploration and mining industry have a social license to operate? Does it have support amongst the wider community? If not, why not? The Wealth from Oceans National Research Flagship explored these questions by scoping the social issues that would surround an expansion. Two desktop studies provide insight into the current level of activity in seafloor exploration and mining, recent developments and the regulatory regimes on which the industry is based. One study focused on the situation in Australia, while the other was internationally focused. A series of workshops were held with key stakeholders from government agencies, industry and other interested parties, such as environmental groups and the fisheries industry. These workshops identified and explored the different stakeholdersÆ perceptions of the benefits, concerns, opportunities and key questions associated with an expansion of the seafloor mining industry. The desktop studies revealed that Australia is one of only a few countries with legislation specific to seafloor exploration and mining. Nevertheless, barriers to licence approval exist because of lack of precedent in applying this legislation. Consequently, the decision process can be vulnerable to political issues and subjective judgements. The outcomes from the stakeholder workshops suggest this inconsistency may be influenced by the high levels of concern and uncertainty over environmental impacts. Uncertainty over environmental impacts can influence the acceptability of an environmental impact assessment (EIA) and also mean the perception of risk is variable. Overall, this research suggests that the future of the seafloor exploration and mining industry will be highly dependent on AustraliaÆs ability to:improve the knowledge-base underpinning the regulatory regime,generate open and transparent communications between stakeholders, andimprove the understanding of policy and regulatory processes.

More complex ore bodies with lowering grades increase the challenges of maintaining high throughput, energy efficiency and required particle size for optimal downstream processing in grinding circuits. Continuous and often rapidly changing characteristics of the mill feed requires constant focus to operate the circuit at optimal level. Modern process instruments, on-line analyzers, monitoring and process control systems provide attractive and managed options to increase the circuits’ capability to respond to the challenge, often in phases and in rather short time period. Furthermore, well instrumented and performing base level automation in the grinding circuit enables advanced process control (APC) strategies that utilize measurements from the whole circuit to stabilize and optimize production. In this paper alternatives for incorporating process measurements and controls to typical grinding circuits are proposed. Barrick (Australia Pacific) Limited initiated a trial of Caterpillar’s Minegem autonomous loader technology in 2009 at the Kanowna Belle mine in Kalgoorlie. Autonomous loader technology offers the potential to improve loader productivity, reduce operating costs and improve safety through removing personnel from the mine operating environment. This paper discusses the implementation of the technology at the mine site, the data collected during the trial and quantifies the benefits of using automated loader technology in comparison with teleremote loader operation. The lessons learned from the trial and work planned for the future in respect of this technology is also discussed.

Traditionally, capital costs of major resource development projects have been estimated as a single amount to which a percentage accuracy has been assigned based on the method of preparation of the estimate, that is, on the amount of information available to develop the estimate.However, there is a growing recognition of the importance of a probabilistic approach to capital cost estimates, and of a more rigorous calculation of estimate accuracies and of the presentation thereof. Accuracies can be expressed with more certainty as a percentage of the estimate amount where the percentage represents one standard distribution on the probability curve for the capital cost of that specific project. Thus confidence levels can be stated for various estimated amounts - for example, it can be stated that there is an 85% chance that a stated amount will not be exceeded, or a 90% certainty that a (higher) amount will not be exceeded. Moreover, the right skewness of the probability distribution curve for most projects can be readily recognised and reflected in the evaluations. This enables senior executives and board members to have a clearer understanding of investment uncertainties, and the possible magnitude of commitments.

The alkaline ethylenediamine tetra-acetic acid (EDTA) leach process for extracting tungsten from scheelite (CaW04) ores has been examined for the treatment of low grade (<0.5 per cent WO,) residue dumps. The process has been considerably simplified by applying solvent extraction directly to the leach liquor.Ammonium paratungstate is thereby produced in a one step process and this obviates the need to physically recover EDTA prior to recycling. This modified process should be an economical method of tungsten extraction.

Based upon the previous work of Norman & Loeb, a method was used to assess the comparative wearing properties of ten different alloys being used, or being considered for use, as mill liners and grinding media at Mount Isa, The materials to be tested were obtained in the form of large diameter balls, and were run, along with the regular ball charge, in a large ball mill operating under normal grinding conditions. At selected intervals, the test balls were removed from the mill, weighed and identified, and their relative wear rates determined.INTRODUCTIONInformation in metallurgical journals, from local iron and steel foundries, and from various metal promotional organizations has suggested that the various alloy compositions available should be examined and assessed for possible use as milllfners and grinding media.Previous attempts at evaluation of recommended materials for these applications elsewhere, have usually involved the purchase of large quantities of grinding balls or complete mill liner sets, requiring running periods of up to two years or more. As well as being both a costly and lengthy procedure, the information obtained may be of little significance, due to changes in milling practice, and ore characteristics during the period of operation.To overcome these difficuities, a method was adopted based on the short time wear rate test recommended by Norman & Loeb (1949) and Norman (1957) in which all the materialsunder consideration are ·subjected·concurrently to the conditions of service.Previous calculations of wear rates have been dependent1. The iron ore mining district of Labrador West and adjacent Quebec is Canada's largest iron ore producer with almost 50 years of production. The area is currently experiencing a period of renewed activity not seen in decades that includes new mine development, mine expansion and exploration for new iron ore resources. All of the past and present production and exploration programs in the district are centred on the Lower Proterozoic Superior-type iron formations of the Knob Lake Group, located within the Grenville tectonic province of the Canadian Shield. The Knob Lake Group is a continental margin sedimentary sequence which was deformed and subjected to greenschist to upper amphibolite facies metamorphism during the Grenville orogeny. Regional deformation and metamorphism plays a key role in making the iron formation of the Knob Lake Group economic. The distribution of orebodies in the district is controlled by superimposed F1/F2 synclines which causes thickening of the iron formation through repetition. Ore mineralogy consists of specular haematite, magnetite and locally martite with quartz as the major gangue mineral. Regional metamorphism has caused an increase in grain size of the ore minerals making it more amenable to concentrating and pelletising. Altius has been active in Labrador West since 2003 and is now the second largest licence holder in the district with several iron ore exploration projects. The Kamistiatusset project is located in the heart of the region's transportation, power and mining infrastructure. The property has seen limited previous exploration, but covers several significant iron ore prospects. Work by Altius includes a helicopter-borne magnetic survey, ground magnetic and gravity surveys, geological mapping, sampling and 6000 m of diamond core drilling all of which confirm both a favourable geologic setting and ore mineralogy.

The mechanization of the coal industry in New South Wales involved the introduction of large face and transport machines. The trend is towards still higher capacity units with .greater horsepower and it became apparent that a potential risk of damage to the hearing of workmen existed. In order to assess whether the sound levels were SUfficiently high to impair the hearing of workmen a sound level survey of all major operations in the industry was carried out by the Mining Engineering Division of the Joint Coal Board.The results indicated ·that the operations could be classified into three categories of risk, probably hazardous, of doubtful hazard due to the intermittency of the operations, and of low hazard.Legislation has subsequently been enacted requiring the wearing of hearing preservation aids in some of the probable risk operations.

The background and the basis for conducting a Technical Due Diligence are discussed as well as the source information, typical studies and potential limitations. Typical short comings including ‘show-stoppers’ are presented for the metallurgical area, with examples. Issues found in other areas such as geology, mining, infrastructure and financial evaluations are briefly reviewed, highlighting the input and interaction required by metallurgists with these disciplines. The Cowarra gold mine is at latitude 36°O'S. and longitude 149°19'E. which is roughly 20 miles north-north-east of Cooma.The deposit was· originally worked towards the end of the last century, but the presence of sulphides associated with the gold in the primary zone caused cessation of work when that zone was reached.GEOLOGY AND MINERALIZATIONThe principal country rocks are sandstones and shales of Silurian and Ordovician age, both very strongly folded with structural pitches ranging from a few degrees to almost vertical. The mine proper is within Silurian rocks and the main orebody (there are several minor parallel bodies) is developed within a shear striking approximately north, dipping approximately 70° east, and ranging in width from 2 ft to 15 ft but averaging about 4 ft.This shear is impregnated with quartz and sulphides with which the gold is associated. The predominant sulphide is pyrite though pyrrhotite is commonly present in quantity.Arsenopyrite and bornite are present in smaller amounts.Stillwell (1936, 1937a, 1937b, 1938, 1941) has published five mineragraphic reports on the ore.The various levels have been mapped in detail (Figs. 1-3) and the No. 2 level plan (Fig. 1) shows the general relationship of shearing, as now indicated by mineralization, and faulting. The Coal Mining Engineering Branch of the New South Wales (NSW) Department of Mineral Resources, in its continuing effort to improve coal recovery from underground coal mining operations, has undertaken a study of the mechanics of sub-surface deformation caused by caving of the extracted area behind retreating longwall faces. The strata movement was monitored by a multi-wire borehole instrumentation system consisting of mechanical anchors installed at different horizons in a borehole extending from the surface to the coal seam. The mechanical anchors were connected to the suspended weights on the surface by stainless steel multi-strand wires. The movement of these weights was monitored as the longwall face approached and retreated past the borehole. The anchors started subsiding as soon as the face retreated past the borehole and continued to subside until the subsidence levelled off when the face retreated 900 m past the borehole. The zone of major caving and bed separation extended to roughly 10 to 13 times the extracted seam thickness and high tensile strains developed inthis zone. The bulking factor of broken strata was less than 1.14 which indicated that the roof layers collapsed in big blocks. The goaf compaction was almost complete when the face retreat was 200 m. Low tensile strains prevailed in the strata overlying the zone of caving and bed separation.

Project cost control procedures and computer systems have enjoyed a successful and simple relationship over the past decade, thanks primarily to the proliferation of portable computers or PC's. Prior to the introduction of this technology, project control was largely a manual and somewhat onerous task of historical data compilations, with little time available for dynamic forecasting, staged planning, or pre-emptive cost control. Automated systems developed during this era were resident on "Heavy Iron" or mainframe computers and were expensive to maintain and operate. Use of these early systems was limited to large engineering, construction, and industrial concerns with the economies of scale and funding required for their successful application. Systems were either designed for critical path analysis or task scheduling, but rarely integrated with the other, much less cost control.

Early in 1940 the development and sampling programmes in hand on the North and British Sections of North Broken Hill Limited were such as to necessitate the drilling of a large number of drill holes ranging up to about thirty feet in length. On the British Section, one purpose was to test the existence, width, and value of narrow lodes believed, for geological reasons, to occur in the walls of the existing workings. Another object was to definitely disprove the existence of payable shoots of ore in certain largerhodonite and quartz-garnet ("garnet sandstone") pillars which had been formerly left as unpayable.On the North Section, the main purpose of the short holes was to delineate the ore-body boundaries by drilling laterally from drives in ore, and thus enable level layout to be planned in advance of sill stoping. It was also desired to test the walls of stopes in those portions of the mine where the economic limit of mining is not rendered obvious by a clear-cut wall, but should be determined by assay. In these latter cases it was hoped to eliminate "prospecting by stoping," a procedure by which any doubts as to the existence of further good ore behind the low-grade walls were settled by continuing to stope laterally until all chance of such an occurrence was removed.LONG HOLE ROCK DRILLINGFollowing an investigation of recorded instances of similar practice elsewhere it was decided to use the rock drill for a series of trial sample holes. A 3-in. drifter was used. This was selected from those in use underground, and was given a special overhaul; had a new machine been purchased, a 4-in. type would probably have been obtained as being more suited to the work. The rods were H in. hollow round steel with a type "1" Jackrod thread. Couplings were of chrome steel, and were H in. in diameter, and 2 in. long. Jackbits (type "1" thread) in sizes from 2 in. to 4 in., with 1-in. gauge changes, gave a range of nine bit sizes. They were resharpened by hot milling, and were not milled to a definite gauge size.After sharpening, bits were sent underground without sorting into sizes, the drillers selecting the next bit with callipers. In view of the small scale of operations, it was not considered worth while to adopt special measures, such as the cold grinding of bits, which might have given a better product. Later, however, new bits were used exclusively, the idea being to accumulate enough blunt Jackbits to warrant a thorough treatment of the sharpening...

This paper on the relation of Granite and Sedimentary Contacts to Victorian Mining will, it is hoped, be of interest to members of the Institute.The broad fact that gold often occurs' at or near the junction of granite with sedimentary silurian or metamorphic rocks has been noted by some Victorian geologists, miners, and prospectors; but the fuq practical value -of the fact does not seem to have been fully realised by prospectors. Glancing at the Geological" Map of Victoria, one can see that many of our goldfields 'are situated at or near the junction of granite with Palceozoic sedimentary formations, and that some of our alluvial fields are on granite. Many prospectors are possessed of this knowledge but when prospecting a contact locality, they would be just as likely to confine their search for auriferous matrices to spots a quarter of a mile on the sedimentary side, as on the actual contact line of two formations.

Laboratory and pilot plant investigations aimed at recovering gold as an electroformed sheet from gold eluate and gold leach solutions and slurries are discussed. The electrolytic test work undertaken makes use of high surface area electrodes, in particular nickel-chrome foam metal and activated carbon, as well as ultrasonic activation. The process involves initial gold electrowinning (or adsorption onto activated carbon), followed by gold electroforming, both operations being carried out in a specially designed reactor. The pilot plant work mainly involved the treatment of gold eluate solutions from a South African gold mine containing 600 mg/L Au: some tests were also carried out on gold leach solutions containing 6 mg/L Au. In the former case, very efficient gold extraction onto the foam metal cathode was achieved using electrolysis combined with ultrasonics. The polarity of the gold-loaded cathode was then reversed and, using a replacement electroforming electrolyte, gold was electroformed in situ onto a polished stainless steel mandrel, from which gold sheet was subsequently removed. In the case of leach solutions, pilot plant tests confirmed laboratory findings that in the presence of calcium (resulting from the lime used during the leaching process) no electrowinning is possible. Laboratory tests showed, however, that when sodium (in the form of NaOH or Na2CO3) is added to the leach solution, electrowinning can indeed take place. Alternatively, if a special activated carbon electrode is used (without current), the non-ionic calcium aurocyanide complex is adsorbed on to the activated carbon. When a gold-loaded activated carbon electrode is made anodic in a gold electroforming electrolyte, gold electroforming is feasible, although the efficiency is very low. The possible implications of these developments for gold recovery are further examined.

With the technique and data obtained in using the blast hole diamond drill for "Removal of Horizontal Level Pillar by means of Blast Hole diamond drilling at New Occidental Gold Mines N.L.," as described in Proceedings No. 133 of 1944, and a series of experiments using the blast hole diamond drill for stoping at New Occidental and New Cobar Mines over the past two years, a benching method of stoping has been developed using 2 inch coring diamond drill bits, resulting in efficient and economical ore extraction in these large ore bodies.During the experimental stages the standard H-inch blast hole was used, but the deflection of the holes, when using this solid bit, either decreased or increased the burden of the hole when it became necessary to drill holes deeper than 45 feet.It was found that after blasting vertical holes deeper than 45 feet, the ore did not break satisfactorily over the full length of the hole; on one occasion as much as 30 feet of bench was left at the bottom of the face, which had to be subsequently re-bored andblasted.As this defect was also noticeable to some extent even when the holes did not deflect, it was then obvious that the explosive had become less sensitive in the lower section of the hole. This was probably brought about by pressure being built up ahead of the detonation wave in H-inch hole, resulting in desensitization of the explosive.Another series of experiments were carried out, using 2-inch solid bits, which enabled a much greater burden on the holes, and the use of primacord for the full length of the hole.This gave satisfactory results regarding breaking and fragmentation, but was uneconomic owing to the excessive consumption of diamonds, and the slow rate of drilling.Further experiments were then carried out using 2-inch coring bits, (Fig. 1) which allowed holes of 90-feet to be bored with little deflection, and proved to be entirely satisfactory as to cost and speed of drilling.
