This paper examines the integration of risk management into the design philosophy of a project to produce a æzero baseÆ design, which targets a minimum capital cost without adversely impacting upon the operating costs of the resulting plant. The concept of zero base design is similar to zero base budgeting and the desired outcome is to improve the economy of the design. Design requirements are questioned in an attempt to distinguish preference, prejudice and myth from necessity. Where doubt remains a risk management approach is adopted. The key to risk management is not risk elimination, but risk mitigation. Risks can be managed by designing them out, but often this involves considerable capital cost penalties and it is more attractive to accept the risk and design an operating strategy to deal with it. The paper discusses this with some examples of real world risk mitigation strategies that resulted in substantial capital cost savings. The paper concludes that as much as a quarter of project capital costs can be eliminated by a combination of zero base design and carefully crafted risk mitigation strategies.

The Australian Corporations Law generally requires Independent Expert Reports to be presented in support of capital raising or in defence of mergers and takeovers. The introduction of the VALMIN Code in 1995 (and its recent revision issued as the VALMIN Code, 1998) made Assessment and Valuation Reports in these circumstances much more comprehensible than before because of its key requirements for transparency and materiality. By forcing the Independent Valuer to provide an explanation of the reasoning behind the estimation of a particular resource asset, VALMIN allows the reader to clearly see any error or illogicality in the valuation methodology used and to seriously question or even reject the resulting value. Even though many elements of resource asset valuation practice are undeniably subjective, there must be some basis of objective rationality to it. Independent resource asset Valuers are the essential link between mineral explorers/miners on the one hand and brokers/analysts/fund managers/investors on the other. The minerals and financial industries both expect them to not use inappropriate or invalid valuation methods and illogical steps within these methods. This paper examines some of the less sensible ways in which some of the main techniques that Valuers commonly use to assess the fair market value of mineral properties have been applied in recent instances. The authors hope to discourage the adoption or perpetration of the æWhat-number-did-you-have-in-mind?' approach. It is MINVALÆs view that as many methods as possible should be used in any resource asset valuation. If any of the resulting estimates are in approximate agreement (particularly if they were derived using the less subjective of the available methods), ie if they cluster, they are probably more persuasive as being the Preferred Value of the asset than outlier values within the Valuation Range.

Rehabilitation of mining sites helps to achieve the purpose 5(2c) of The Resource Management Act 1991 û æavoiding, remedying, or mitigating any adverse effects of activities on the environmentÆ. The environmental outcomes for recent and current mining operations on the West Coast are variable. There are some exemplary mining operations which are restoring or even improving land use and environmental factors in the region, particularly those operated by the larger mining companies. There are also examples of an exploitative mentality where the environment and land have been severely degraded by mining activities. Technology has been developed to prevent a repetition of the historical destruction of the environment through mining. Failure to rehabilitate mined land is no longer acceptable to the New Zealand public in the 1990s and damages the credibility of the mining industry. Examples of successful mine site rehabilitation to pastoral farming and to production or plantation forestry are illustrated from the alluvial gold mining industry. Planning, sequencing of operations, the utilization of sailor plant growth materials, and aftercare are key factors in successful land rehabilitation to these productive uses. There is also a recent focus on restoring indigenous forests and wetlands at both coal and gold mining sites, particularly for mines on or adjacent to the conservation estate. The results of scientific research and efforts by the industry on techniques for rehabilitating rainforest and pakihi wetland after mining are presented, particularly from the Giles Creek Dunoille Coal Mine. There is a need for further research and trials to apply and extend rehabilitation techniques to other geological and environmental situations, particularly to mines in mountainous areas and to difficult environments like the coal measures ecosystems of the plateaux above Westport.

Coals from the Southern Coalfield of New South Wales treated in the Port Kembla coal preparation plants of Australian Iron and Steel Pty. Ltd. differ supstantially in their characteristics. Knpwledge of performance not only enables comparison and promotes better control, but also provides the means for predicting results.Evaluation of performance of cleaning equipment has been made in terms of probable error (Ep). Results for Baum jigs, a Chance cone, heavy medium cyclones, and water washing cyclones were examined. The efficiency factors derived from the probable error were applied to the float and sink analysis, mathematically simulating operating conditions. This method was applied to the Balgownie seam.The Balgownie seam lies between the Bulli and Wongawilli seams in the coal measures of the South Coast and mining on a large scale began recently in the Bulli area. It is known locally as the Four Foot seam and exhibits rather difficult washability characteristics, due to a comparatively high middlings content. These properties and the relatively high inherent ash make careful selection of cleaning equipment essential for optimum recovery. The prediction technique is used to determine the possible results when this coal is cleaned in the Port Kembla plants. Predicted values are compared with results from full scale trial washings demonstrating the validity and accuracy of the technique.Applications of result forecasting are listed.

New data on the geology of the Late Jurassic to Holocene sediments cover of the World and associated mineral resources (oil, gas, ferromanganese nodules, ores of massive sulphides and other metals) have been compilled in the Atlas at scale 1:25,000,000 and 1:10,000,000. The work was performed by scientists from four Institutes of Russia (VNIIzarubezhgeologia, VNIIoceangeologia, Vernadsky Institute of Geochemistry and Analytical Chemistry of theRussian Academy of Sciences and Geological Institute of the Russian Academy of Sciences). The Atlas shows variation of thickness and formational composition of the large complexes (Upper Jurassic-Early Cretaceous, Upper Cretaceous Eocene, Oligocene-Neogene, Pliocene-Pleistocene), distribution of oil/gas and ore deposits in each complex, data of deepsea drilling (leg 1-130),  thermo-pressure condition in the sedimentary basins within Circum-Pacific Rim.

The development of Western Mining Corporation's first commercial gold heap leaching operation is described. The laboratory testwork requirements for determining the amenability of ore to heap leaching techniques is discussed. Heap construction and operating practices are described; and production statistics and operating parameters are presented. It is shown that for a specific low grade gold ore a treatment cost optimization can be performed. Taking cognizance of the ore grade, percentage gold recovery, operating costs, and the gold sale price, it can be determined whether Carbon-In-Pulp (C-I-P) or Heap Leaching should be employed as the extraction process. The examples presented in this paper refer specifically to Kambalda and should not be used in themselves as generalities.

In December, 1934, Mr. R. Sussex extruded some silver lead alloy wires in order to determine their electrical resistance. After the determinations had been made each wire was threaded through a sheet of paper on which the composition was noted. The wires were placed in a more or less tangled mass in a cupboard in March, 1935. It was not until September, 1936, that they were re-examined, and it was found that during the eighteen months some of the wires had corroded very badly. It was not until March, 1938, that the wires and the corrosion product could be examined, and the results are given in the following pages. It is of interest to note that none of the numerous silver-lead alloys which have been used for creep testing in the rolled condition have shown a similarphenomenon. The silver content of the rolled alloys was, however, never greater than 0·1%.GENERAL APPEARANCE OF THE CORRODED WIRESThe wires contained 0·1% up to 28% of silver, and a general examination showed that the corrosion had progressed farther the higher the silver content. This can be seen in Fig. 1, which is a photograph taken in March, 1938, of typical wires at a 'magnification of five diameters. In the early stages the corrosive action seems to be localized and an area of grey, yellow or reddish brown powder appears. The grey corrosion product is by far the one, most frequently seen, and in the later stages the only one visible from the outside. The reddish coloured product is sometimes seen on the residual metallic centre when the grey product has been broken away.The irregular extent of the corrosion can be seen in Fig. 2, which shows (natural size) the 5% silver wire after standing two years. The corroded parts are seen to be much thicker than the slightly corroded ones. The corrosion product, being non-metallic, is quite brittle and falls away from the wire on bending. In the extreme case the' whole wire has corroded and presents a cracked appearance as seen in Fig. 1 (281% silver).An approximate idea of the extent of corrosion can be obtained by measuring the diameter of the corroded part. This article attempts to outline essential features of the Mount Isa ore deposit, to reveal the agencies thought to be responsible for its localization, and to describe methods used for obtaining and applying geological data on a commercial basis. Structural features are emphasized because they have proved the most useful agencies to date in searching for ore. Vertical depth, horizontal width and stratigraphic thickness are used throughout the article, and quantities are quoted in long tons.THE DEPOSITA width of more than two miles of evenly bedded shale of the Mount Isa series (upper pre-Cambrian) lies sandwiched conformably between quartzites. The behaviour of coal in a process is a function of both the coal properties and the processing conditions. In the case of the Loy Yang coal deposit, extensive testing has been undertaken to determine: ò the extent, distribution and structure of the coal resource; ò the variations in properties throughout the resource; and ò evaluation of the behaviour of the coal during processing. This has involved the conduct of an extensive borehole drilling program, backed by geological modelling and material characterisation (chemical, physico-chemical and petrological). Evaluation of the behaviour of the coal during processing has ranged from theoretical modelling, laboratory-scale investigations through to pilot scale and full-scale tests. Until recently, the bulk of the work was directed at evaluating the behaviour of the coal for existing pulverised fuel (pf) firing/steam boiler technology and a high level of understanding has been developed of both the coal resource and its behaviour within these systems. More recent efforts have been directed towards the evaluation of new technologies directed towards cheaper and more efficient power generation using this coal. Loy Yang coal has been evaluated in the following technologies: ò Hydrothermal dewatering/direct coal-fired gas turbine; ò Steam fluidised bed drying; ò Solar drying/densification; ò Briquetting; and ò Gasification.

Two radioisotope techniques suitable for the rapid laboratory determination of the ash content of coal have been tested ou unwashed coal samples from four Australian coal seams. In one techniqne, measurements of backscattered 238Pu L X-rays and iron K X-rays from finely ground coal samples have been combined to determine ash content in uuwashed coals to ±0.5 weight per ce111 ash (ls) for three seams and 0.9 weight per cent ash for the fourth.The second technique, which involves measurements of the transmission by the coal of narrow beams of 241Am 60 keV and 123Ba 356 keV ? rays, requires less sample preparat ion. The ash was determined to within the range of 0.8 to 2.6 weight per cent for the four seams (unwashed coal). For washed coals, errors are expected to be < ±0.5 weight per cent ash.

Gunite was invented in 1907 by Carl Akeley to repair a crumbling facade of the Field Columbian Museum in Chicago. The method used was to blow dry material out of a hose with compressed air and inject water at the nozzle as it was released. In 1911, he was granted a patent for his invention, the ‘cement gun’; the equipment used; and ‘gunite’, the material that was produced.The advantages of using the dry mix process is that the water content can be adjusted instantaneously, allowing more effective placement in overhead and vertical applications without using accelerators. The dry mix process is useful in repair applications when it is necessary to stop frequently as the dry material is easily discharged from the hose.This paper describes the applications and principles of the gunite pump system in underground coal mining and discusses why it is the preferred spraying system for both cement and plaster products.It also addresses improving productivity and examines dust, respirable crystalline silica (RCS) and health issues around gunite pump systems. The consideration of environmental constraints and issues is a fundamental component of all stages of planning, development, operation and decommissioning mining and quarrying projects. Provision needs to be made at all stages for the cost of environmental components since it is of fundamental importance that they be recognised as an integral component of any project. This paper presents an approach to environmental costing, suggested levels for budgeting, and the cost benefits.

Mine to Mill optimisation is not a recently developed concept. It is one which is finally gaining greater acceptance in the Australian Mining Industry, possibly as a consequence of the downturn in markets and certainly made possible by the development of tools and techniques to measure and predict performance of mining equipment and milling plants. Fragment size after blasting has a major bearing on the performance of all aspects of mining and a major influence on the economics of the mine and mill. The process to optimise fragmentation consists of identifying the key factors, measuring their sensitivity through a modelling and trialing program and conducting economic evaluations on the changes on both the mine and mill. Management of the Ernest Henry copper-gold mine in NorthernQueensland, Australia, has espoused the Mine-to-Mill concept and isactively pursuing excellence in blasting to drive down the total cost of mining. Ernest Henry has extremely hard, wet and heavily jointed geological conditions, and had high powder factors and a large percentage of oversize material reporting to the crusher or ROMstockpile. A blasting improvement program was undertaken betweenErnest Henry Mining, Thiess Contractors and Orica Explosives tooptimise the ore size distribution, particularly the oversize component, as a step to reducing production costs. Measures of success included bringing the rock breaker back from double shifts to part-time operation and increasing direct dumping into the crusher from 70 per cent to 92 per cent. Tools and technologies to predict and measure the performance ofindividual blasts are needed before it is possible to optimisefragmentation or the downstream processes. These include suchspecialised Orica Explosives tools as SABREX, POWERSIEVE, andPOWERLINE and commercially available drill monitors. As importantare the more common still and video camera, borehole loggers,measuring tapes, surveying equipment such as face profilers, and ahigh-speed camera if possible. There are many tools which can be applied however it is rarely necessary or possible to use all of them due to time constraints and a point of diminishing returns. The critical point is knowing what the true parameters of the blast were compared to design - only then can the predictive tools be effectively utilised. Stage one of the program has seen gradual improvement as theunderstanding grew and practices have been implemented resulting inreduced bridging in the crusher, geological mapping with respective blast designs and the oversize component under control. Ernest Henry Mining (EHM) is a copper, gold and magnetite mining and processing operation located 38 kilometres north east of Cloncurry in the Mount Isa - Cloncurry mineral district of north west Queensland, Australia. The EHM ore body is an iron oxide copper gold deposit with an average grade of 1.1 percent copper, 0.5 g/tonne gold and 22 percent magnetite.At the end of 2009, after a series of promising laboratory test work, EHM converted the ball mill media charge from forged steel to high chrome media. Laboratory test work also indicated that with the use of high chrome media, the pH was able to be reduced with no negative impact on plant performance. At high pH values (above 10.5), the forged media is passivated, so as the pH of the system drops the media corrosion rate increases and floods the system with corrosion products, affecting flotation. As the high chrome media is much more inert, pH has less of an effect on copper flotation response.This paper provides an overview of the effects of reducing the pH in the EHM copper rougher flotation circuit. The pH in the roughers was dropped from 10.6 to 9.6 to determine the impact on the rougher performance and the subsequent performance of the whole copper flotation circuit. It was found that there was a slightly increased improvement in copper recovery and no statistical change in either the rougher or final copper concentrate grades for copper and gold.With the reduction in pH, there was a noticeable reduction in lime usage from 0.85 kg of lime per tonne of ore processed to 0.55 kg/t. A study of the swelling behaviour of a single batch of high-grade iron ore pellets during hydrogen reduction in a fixed bed showed that the extent of swelling is governed by the nucleation and growth of crystalline iron protuberances from the wüstite grains. Over the reduction temperature range 650 to 1000°C, it was found that substantial degrees of swelling can occur at temperatures in excess of 850°C, and significant variations in the swelling behaviour of individual pellets from different bed levels are observed under these conditions.The results are discussed in terms of a recent swelling theory and shown to be in general agreement.

This paper provides a history of the challenges that were experienced while treating both the clayey oxide gold ores and the supergene copper-gold ores at the Boddington Gold Mine during the period 1989 to 2001. However the bigger challenge was to find a process flow sheet that would allow the economic treatment of the large low-grade competent gold-copper resource that underlies the oxide and supergene gold resource. Metallurgical test work and engineering studies on this resource started in the mid 1990s and culminated in the approval in 2006 of the 35 Mtpa Boddington Expansion Project to treat this material. The process flow sheet provides the basis of an energy efficient comminution circuit that includes high pressure grinding rolls and a treatment circuit with gravity separation, flash and conventional flotation to produce a precious metal low-grade copper concentrate followed by cyanide leaching of the rougher-scavenger and cleaner tailings streams. The treatment circuit allows maximum removal of copper minerals prior to cyanide leaching and so provides an environmentally responsible tailings disposal circuit.

Australian companies and consultants are becoming ever more involved in projects in African, South American, East European and Middle Eastern countries. However, significant differences in culture and approach to projects sometimes make these projects challenging for reasons that are not purely technical. Often the challenges are rather related to how the project owner and local authorities perceive the reality. These perceptions and sometimes unrealistic expectations regarding project costs and potential outcomes need to be addressed by the æWesternÆ project developer and consultant.This paper will discuss the specific experience of Snowden in studies commissioned by companies from such countries for the development of very large, low-grade gold deposits in some of the most inhospitable areas in the world. The paper will further review similar projects undertaken in other ænew worldÆ countries and compare these to the initial Snowden experience.As the process operating costs of operations in many of these countries are extremely competitive when compared to the typical Australian operating costs, the paper will review the operating costs and the factors which may be pertinent to a large project of this nature, both in the Australian and the ænew worldÆ context. A lot of talk has been generated about the so called ‘Internet of Things’ (IoT) and its potential to transform the way we interact with our homes and devices. But the true potential and value of IoT is not going to be realised by the general consumer but by businesses.This paper outlines the application of IoT in mining and how it is a natural extension to the base networks becoming commonplace in both surface and underground mines. The potential for ubiquitous monitoring throughout a mining operation at low capital and support costs will transform the ability to monitor, analyse, report and manage all of the key processes involved in a mining operation.Importantly, the paper will discuss the practical applications that the IoT offers mining and explain how this really is transformative technology, not just the latest buzz words from the information technology (IT) world. Any value addition to the mineral sands in the Murray Basin (Australia) will generate waste that needs to be disposed of safely. For example, conversion of ilmenite and synthetic rutile to titania (TiO2) pigment would generate large amounts of environmentally undesirable elements. Processing of U+Th containing zircon sands to zirconia or to higher purity zircon would generate a low-level radioactive waste. In this study it is proposed that one way to circumvent the waste problem could be to contain such waste in magnesium-based (Sorel) cements. Containment of waste in magnesium cements is an attractive idea especially for the mineral sand processing companies that could operate in the Murray Basin in the future, because the required magnesium oxide and magnesium chloride may be made cheaply from the saline waters encountered during mining operations. The magnesium cement production process is also far less energy intensive than the Portland cement production process. The results of this study indicate that mixing a waste stream with a slurry of magnesium cement before being discharged to the disposal area would contain the waste in a æconcrete-likeÆ structure, resistant to dispersion by wind and moderate rain. However, some loss of strength and increased leaching of impurities, Mg and Cl could take place in wet climate areas. Ongoing research is being concentrated to develop a new process for making water-resistant magnesium cement.
