The recurring problem of joint failures in ofjshore structures, coupled with the catastrophic collapse of many of these structures during Hurricane Hilda (1964), hay forced reconsideration of techniques presently used to design sfuctural joints. This paper presents results of studies conducted for this reconsiderat?on. Only right-angled T-joint,s and cross-joints where a brace was welded directly to the undisturbed surface of another tube (the chord) were considered. Tests were performed on seven T-joint and 12 oross-joint specimens of two types which were designed to give a broad but practicd range to the geometrical parameters believed to be of significance to the problem. These paramefers were expressed in dimensionless form. Each specimen of the T-joints was instrumented wirh both electrical resistance strain gauges and deflection dials. After the elastic tests were concluded, each specimen was loaded to failure by applying an axial tensile load to the brace. The cross-joints were tested to failure without measuring elastic strains. Theoretical solutions for the stresses in a cylindrical shell due to a distributed radial load over portions of its surface were numerically evaluated. The experimental results are compared with calculated values obtained using Bijlaard's and Dundrova's theoretical analyses. INTRODUCTION During the last IS years a large number of structures were built for the offshore exploration of oil both in the Gulf of Mexico and dong the Pacific Coast.' In all these offshore platforms, the tubular shape was extensively used since this shape provides outstanding strength in proportion to its weight, compared to other shapes, when all directions (x, y, z) are considered. Past use of tubes was hampered because of connection details. But with the advent of welding, it became no more difficult to connect tubular shapes than to connect rolled shapes. However, some problems have been encountered in actual construction in making welded joints that are adequate and yet economical. In trying to connect tubular members, designers have used a varied number of methods; consequently, some of the joints seem to be very expensive in detail while others appear weak and underdesigned. An inspection of offshore platforms owned by different companies indicates the use of a large number of joint arrangements and configurations. Such a variety of joint types in current service indicates the wide divergence of opinion that exists on how such joints should be designed, stiffened and strengthened. Fig. 1 shows the various types of connections that have been used in practice. This paper reviews the present state of art on tubular joints of the T and cross type, and presents results of experimental and analytical work being conducted at The U. of Texas and elsewhere. It is believed that such information will be of great help to designers for the formulation of proper design procedures for joints. CONNECTION PROBLEM Recently, cracks have been observed in several welded connections in offshore structures. Fortunately, until about 1 1/2 years ago, these failures have been localized and have not resulted in the collapse of structures or loss of life. For example, one platform installed in Louisiana during 1955 in about 60 ft of water had been subjected to four tropical hurricanes. This platform successfully withstood these forces and was later removed because operations at this location had been completed. Many joint failures were observed during the removal.

SHARP CONTRAST exists in the reports so helpfully contributed by the individual members of the Milling Committee for this review. Those engaged in the milling of gold and silver ores report great activity, of which some details will be given later. Those engaged in milling ores of base metals report continued depression and little progress. Copper production in the United States is running at about fifteen per cent of capacity. Some Arizona copper mills are closed. Anaconda is milling about 45.000 tons of copper ore per month, and the Utah Copper Co. 35,000 monthly. However, in Canada the International and Falconhridge copper-nickel mills and the Noranda copper-gold mill have increased production. Also the Climax molybdenum mill in Colorado is milling 4000 tons per day. Water shortage from the drought has caused curtailment or complete shutdown of mills in some parts of the West.

PART I. § 1. Introduction. After giving certain definitions, this paper gives the reasons which led to Roozeboom's form of the diagram of the freezing-point curves and general equilibrium of the iron-carbon compounds, steel and cast-iron ; and then those which led to replacing it with the present or double diagram, in which graphite is at all temperatures held to be the more stable and cementite the less stable (metastable) form of carbon. Next in § 10 the evidence supporting this greater stability of graphite is examined, then in § 17 that which seems to oppose it, and in § 22 a summary of the evidence is presented. The second part of the paper considers the topography of the graphite-iron diagram, rejecting summarily the solubility-lines based on the data of Charpy and Grenet and of Mannes-mann, on the ground that the data even on their face do not really point toward these lines, and that they are wholly incompetent to determine any solubility-lines whatsoever, because they report together with the dissolved carbon also an indeterminate quantity of cement-carbon, and because even such carbon as is actually dissolved, only in part represents the solubility of graphite, and in another and indeterminate part represents the solubility of cementite, or at least of carbon in presence of cementite as distinguished from graphite. It might be thought that graphite is but slightly soluble in iron, because of the absence of any suggestions of eutectoid graphite, corresponding to the eutectoid cementite of pearlite in very many cases in which the cast-iron seems to consist of ferrite and massive graphite only, and because of the micrographs of Goerens and Gutowsky. FEATURES of the second fall meeting of the Petroleum Division for 1941, held at the Ambassador Hotel, Los Angeles, Oct. 29-30, were the forum on the Paloma Plan on Thursday after- noon, the large attendance from east of the Rockies, and the dinner on Wednesday evening sponsored by the Southern California Section and at which President Suman spoke on the strategic minerals and metals situation. The attendance was large and the technical fare uniformly good ; the presiding officers had the proceedings well in hand at all times and kept things humming. Some- times it was necessary to taper off the discussion because of pressure on time. All this was due to careful groundwork before the respective sessions. These presiding officers deserve citation: L. W. Huebel, Howard Pyle, E. K. Parks, Carlton Beal, E. G. Trostel. R. W. French, Jr., John Dodge, and H. N. Marsh. The Los Angeles local commit- tees and the Southern California Section deserve much credit for the arrangements, which were recognized by suitable resolutions at the end of the meeting.

R. G. K. Morrison (Chairman, Dept. of Mining Engineering and Applied Geophysics, McGill University, Montreal, Que., Canada) - The discing of drill core has been a recognized pressure phenomenon for many years but only recently has an interest been taken in the mechanism involved. The work of Jaeger and Cook is referred to in the text. The authors have now advanced the study to establish, within certain loading limitations, a direct relationship between axial and radial stress at failure. This is an important contribution. In mines generally, where pressure conditions result in the spalling of openings, the faces of drifts and crosscuts, on scaling, usually show a concavity with respect to the opening very similar to the face of the drill hole after the separation of the stub. The same holds for shaft sinks. This suggests a similarity between the mechanism of the discing of core and that of the spalling of an opening, under pressure, to develop a more stable outline. The latter, commonly regarded as shear, is the most conspicuous type of failure observed in

THE low-volatile, or smokeless, coal field of southern West Virginia is in Fayette, Raleigh, Wyoming, Mercer, Summers and McDowell counties, in the extreme southern portion of the state, and extends into the adjacent counties of Tazewell and Buchanan in Virginia. McDowell County is the largest producer, with Fayette and Raleigh counties next. The total area of the field (Fig. 1) is approximately 1600 square miles, or 1,024,000 acres. The percentage of volatile matter in the various seams ranges from 15 to 26 per cent. The upper limit of true low-volatile coal is usually considered to be 23 per cent volatile matter; above this point, the coal usually is classed as medium volatile. This limit will be used in this paper.

the leaching of near-by rocks, had had no other result than to bring out from obscurity three certain features of practical lmport, all the labor of that controversy would have been well expended. These three points are : (1) a clear distinction between the vadose and the profound zones; (2) a determination of the manner in which the latter may be invaded by conditions of the former; and (3) an establishment of the general truth of the lateral-secretion theory when vadose conditions prevail, and of the. ascension-theory under profound conditions. In the practical consideration. of ore-deposits these generalizations are fundamental. Their wider application must be productive of great industrial advantages. Of first importance in the broader scientific survey of ore-genesis is the recognition of a sharp distinction between vadose and profound conditions. To many who listened to Professor Posepny's remarkable paper, read at the Chicago session of the Institute during the Columbian Exposition in 1893, this seemed, as Dr. S. F. Emmons has already observed, its most valuable and suggestive feature. Notwithstanding Posepny's implications to the contrary, and his vigorous berating of Sandberger's views, the immediate and lasting .effect of the . argument was really to strengthen greatly Sandberger's position. For it completely and sharply separated the lateral-secretionists from the ascensionists, raising the sphere of the former bodily above the line of permanent water-level and at the same time confining .the sphere of the latter to regions below that horizon. A little later, Professor Van Rise showed in some detail how meteoric waters may deeply invade the profound zone and carry vadose conditions into it. The zonal limitations of two great and apparently opposed agencies being thus definitely fixed, it is found that neither of the theories based thereon is susceptible of general application. If the generalizations of the lateral-secretionist be propounded solely for vadose conditions, we are able to agree with all of his more-important contentions; while there is general acquiescence in the views of the ascensionist if their application be restricted to the profound zone. FOR a number of years, the Department of Petroleum Economics of The Chase National Bank has been conducting a study of the capital employed in the petroleum industry. The technique followed is that of combining and summarizing the available financial and operating data for a group of thirty representative oil companies, doing about two thirds of the domestic business of the entire industry. This paper presents the results of the findings for the year 1943, and supplements the survey, "Sources, Disposition, and Characteristics of the Capital Employed by Thirty Oil Companies During the Nine-Year Period, 1934-1942," presented before the Petroleum Division of the American Institute of Mining and Metallurgical Engineers on Feb. 24, 1944, and also published as a pamphlet by The Chase National Bank.

NUMEROUS determinations1-7 of the tex-ture of cold-rolled polycrystalline iron, steel, and ferritic alloys have been made with good agreement among the various observers as to the principal features of the texture common to all, but there has been no adequate explanation of the texture in terms of the behavior of individual grains. This study presents an explanation of the texture based on the observed rotation of single crystals when deformed in a manner similar to a grain in the aggregate, a method we have found useful in leading to a better understanding of compression and tension textures;8,9,10 in particular, the aim has been to determine experimentally the end orientations of rolled single crystals of iron. These are discussed in connection with the point of view of Wever1 and of Boas and Schmid2 that the rolling texture is a simple compression texture (compression normal to the rolling plane) superimposed on a simple tension texture (tension in the roll-ing direction), and the point of view of Kurdjumow and Sachs3 that three ideal end orientations exist.

The shortage of sulfur is not only continuing but appears to be worsening, attended by steadily rising prices. At the same time emphasis on air-pollution abatement is also increasing. These two factors, a rising market and the growth of environmental attention, have encouraged producers to carefully review all possible sulfur sources. As a result, production of sulfur from hydrogen sulfide occurring in petroleum is receiving greater attention than ever before. Until about a decade ago, the practice of recovering sulfur from hydrogen sulfide separated from gases (either found naturally or generated in desulfurization of liquid petroleum) was wide1y recognized but contributed little to total free-world sulfur production. However, during the past ten years, the production of sulfur from this source has increased so rapidly that it now accounts for a substantial portion of total production. This trend shows no signs of slackening, and current forecasts predict that recovered sulfur may become the dominant source of supply within ten years, exceeding mined sulfur production. This paper is intended to list sulfur sources and relationships, and to discuss the potential of producing sulfur from petroleum. The processing involved, in addition to product storage and transportation will also be discussed along with important economic aspects of sulfur recovered from hydrogen sulfide. For many years, most of the world's elemental sulfur has been produced from salt domes, predominantly by the Frasch process. During the past decade, however, another production source has developed so quickly that it is expected to surpass the Frasch production sources within a short time. This new source lies in the petroleum gases and liquids from which dramatically increasing quantities of elemental sulfur are being recovered. In the phraseology of the trade, the sulfur so obtained is know as "recovered sulfur," a term which does not, as one might expect, include sulfur recovered from other sources such as smelter gases. The growth rate of recovered sulfur compared to that of Frasch sulfur, total elemental sulfur, and total Free World sulfur in all forms is shown in Fig. 1 Since 1963, sulfur consumption has exceeded production,with the natural result that the price of sulfurhas continually increased. The posted price reported for f.o.b. Port Sulphur, La., has risen from as low as $18 per ton in 1962 to $32.50 per ton in mid-1967. With freight and other charges, delivered prices have of course run much higher, amounting to $45 or $46 per ton on the east and west coasts. In some cases, spot sales for as much as $60 have been reported. Although it is playing an ever-increasing role in the sulfur market, recovered sulfur was originally a by-product of the removal of hydrogen sulfide from natural and petroleum refinery gases. Today, however, it is often the most valuable product of a multi-product processing facility. Since there are two major sources of recovered sulfur—production and refining processes —natural gas is included with liquid petroleum for purposes of this discussion. Sulfur from these sources is produced in the form of gaseous hydrogen sulfide which is removed from a gas stream and converted to elemental sulfur. Gases in which hydrogen sulfide occurs naturally are natural gas and the gas produced from a high=pres-sure crude=oil or condensate field.

The early history and progress of anthracite stripping, from the first known operation at Summit Hill in 1821 through 1917, was covered in 1917 in a paper by J. B. Warriner,1 then chief engineer, now president of the Lehigh Navigation Coal Co., and stripping methods between 1917 and 1931 were the subject of a paper in 1931 by H. H. Otto,2 of the Hudson Coal Company. . The present paper is confined to methods used today on pitching beds in the western middle and southern anthracite fields. The anthracite industry, not unlike other large industries, had been affected for more than a decade by the adverse economic conditions of the country. High development and operating costs and the competition of other fuels caused some collieries to be closed temporarily, while others were permanently abandoned. In order to obtain a larger tonnage at a lower development cost, a larger stripping program was put into effect by many companies. In 1932, stripping operations accounted for 3½ million tons, or 7 per cent of the total anthracite production of the year, and in the next 10 years this increased until more than double that amount, or over 14 per cent of the total production, was from stripping operations. These figures represent the total production of the entire anthracite region; unfortunately, the figures have not been separated from the different fields. There are some operations in the southern and middle western fields where the tonnage obtained from stripping amounts to more than 30 per cent of the total colliery production. Stripping operations on pitching beds present difficult problems. Owing to the various geological formations, a different situation is encountered in nearly every stripping pit; and because of the proximity of an overlying bed, it is very often necessary to load the entire overburden into trucks and haul it out of the pit to the dump area, although back filling and casting is done whenever possible. Beds in the areas described in this paper pitch from 20" to 90 and some are on the invert in many sharp folds and faults. Planning The more successful strippings have had adequate engineering analysis. Some work is being done without much preliminary planning, but many strippings would have failed completely if close supervision by the engineering department had not been . maintained. Continuing the increase in production of crude oil and condensate started in 1937, the oil fields of South Arkansas reached a 13-year peak with 26,570,704 bbl. for the year 1942. The stability of the production branch of the industry in the area is demonstrated by Fig. I, which reflects the fact that although the number of producing wells in the state has declined from 3280 in 1931 to 2957 at the end of 1942, total production has continuously increased since the beginning of 1937. This is because all fields discovered since Jan. I, 1937, have observed spacing patterns up to one well to each 160 surface acres, the dual completion of wells where there is more than one producing horizon Eight new pools were brought into production in South Arkansas during 1942 (Fig. 2) They increased the state's crude oil and condensate reserve by 121,000,000 bbl., bringing the total recoverable reserve figure to 450,000,000 bbl. (Table 3) as of Jan. I, 1943. Abandonment of wells in the stripper areas of the state increased by 32 per cent over the preceding year, there having been 142 wells permanently abandoned in 1942. For economic reasons 279 wells were temporarily shut down as of Dec. 31, 1942. A price increase may start these wells to pumping again and also be the incentive toward the commencing of several secondary recovery projects in the fields discovered between 1922 and 1937. REVIEWING the events of the year in mineral industry education, a certain amount of either amusement or irritation, depending upon one's viewpoint, can be derived front the section dealing with mining engineering in Walter B. Pitkin's "New Careers for Youth" which appeared during the summer. On p. 102 Prof. Pitkin says "The mining engineer is disappearing .. . because . . . the profits of mining decline rapidly with the age of the mine." In his "Are Too Many Students Taking Mining Courses?" published in the May issue of this journal, W. B. Plank presents statistics showing that there was some decline in student enrollment in mining and metallurgical courses in 1932-3 and 1933-4, compared with 1930-31, but that the decline was proportionate to that in all lines of engineering study combined. Informal reports from Institute officials that have visited tinning schools during the fall indicate that nearly all schools showed an increase in enrollment for the current school year. Pre else statistics will be made available by Prof. Plank at the Annual Meeting. His study last year provided, for the first time, accurate and complete information on the enrollment in mining schools, as well as the number of various courses and the degree granted, and it will be interesting to have comparable figures for this year. Prof. Pitkin's views on the future opportunities for mining engineers were discussed at some length - on pages 439-4.40 of the November issue of MINING AND METALLURGY.
