Carlisle: This is August 1960 and I am sitting across the table from Henry DeWitt Smith. We both took the mining course at Yale the same year; and here we are, over fifty years later, at Nantucket Island where we have spent quite a number of summers together. Now, let's start the questions with something about the center of your career. Let's say Tsumeb; not about the mine itself which people know, but some of the details on how you happened to take it over for Newmont. Mr. Smith: I first heard of Tsumeb, a famous German mine, through our own associates O'okiep Copper Co. From 1935 on, the local management at O'okiep, being reasonably close, kept the New York office informed. It served as a listening post for new mine development, as well as being a highly profitable copper mine in the northwest Cape Colony. We had all known of a famous German mine in South West Africa called Tsumeb. But it had a reputation for not welcoming visiting engineers. One engineer who went to this property for the Ministry of Supply in 1943, '44 and '45 was Arthur Storke. He was much impressed with possibilities of profitable operation. This mine had been operated by a German company since 1910. It was finally taken over by the Custodian of Enemy Property for the Union of South Africa.

An aerial magnetometer survey was carried out by the author's geophysical organization over the Vredefort dome, where Witwatersrand beds are wrapped around a granite plug 25 to 30 miles in diameter. The well- known magnetic shales of the Lower Witwatersrand system (to be referred to as LWW) give strong negative anomalies over the out-cropping portion of the dome. This is unusual as these same shales -cause positive anomalies over large areas near Johannesburg and along a strike of 130 miles between the East Rand and Klerksdorp. It is suggested that the negative polarization is caused by heat and stresses connected with the doming. This negative polarization of sedimentary beds, which usually cause positive anomalies, is a good example of how "magnetic lows" can be caused by "structural highs." Significant magnetic anomalies should be tested by gravity and seismic methods irrespective of the sign of the anomalies.

APOCRYPHAL, no doubt, but widely entertained is the proposition that top-flight mining geologists never agree with each other on anything. Being rugged individualists, they frequently seem intolerant of opinions that conflict with their own. However, one may suspect that controversy is often more apparent than real. For example, at last summer's meeting of the American Mining Congress, Ira B. Joralemon and Reno H. Sales, discussing "Mining Geology, Today and Tomorrow," seemed to be in serious disagreement over various phases of the subject; but much of this arises from the different angles of approach of the two distinguished and successful ore finders.

Pumping coal to market may help Appalachian coal operators increase their share of the eastern seaboard fuel business. Transporting it by pipeline is already an accomplished fact, but until recently it had to be dewatered to be used in boiler furnaces. The campaign for these eastern markets was begun in earnest last November by the widely publicized announcement of successful plant-scale firing of a central station boiler with coal slurry pumped to the burners. This latest advance makes coal similar to oil and gas in convenience in handling and controlling at the consumption end of the pipeline. Slurry could be considered a new commodity for the fuel market. HUGE POTENTIAL MARKET The heaviest concentration of power plants in the U.S. is along the line Washington, Baltimore, Philadelphia, New York and Boston which makes this region the best hunting ground for selling pipelined coal brought from western Pennsylvania and northern West Virginia. Furthermore, if this region is assumed to consume 125 million tons of coal annually, on a comparable basis, the consumption of oil and gas would be about 180 million tons. Even if all of this fuel is not consumed in central stations, it is still a very big market for coal at the right price. Consolidation Coal Co. and Texas Eastern Transmission Co. are trying to line up customers in this area so that a pipeline can be built. This is not to say that there are not many other areas in the U.S. that could not be supplied advantageously by a mine-to-market pipeline.

[ ] Utilizing tendencies for low grade ores in the Sudbury District of Ontario to cave after higher grade ore has been mined, International Nickel Co., of Canada, Ltd., is recovering millions of tons of nickel-copper ore once regarded as submarginal. Inco is working lower grade ore than ever mined before from its underground operations because of the caving method and metallurgical practices. In the caving method, blocks containing as much as 1.5 million tons of ore are undercut. As ore from the undercut block is withdrawn, the block to be mined breaks away and starts to disintegrate as it moves downward. Inco is also using the blasthole method, using explosives to break slices of harder, tougher ore from solid material. Inco has built a new concentrator at one of its most recent shafts for handling the increased tonnages of low grade ore. The concentrator presently has a 10,000-ton per day capacity, and is scheduled to be increased to 12,000 tons. Hoisting from the mine is by push-button control and the ore is milled on the spot. A 7 ½ -mile pipeline carries bulk concentrate to reduction plants at Copper Cliff. Giant crushers, weighing 165 tons each, have been installed underground. Twenty-ton electric locomotives haul ore to the crushers. The expansion program is expected to lift total annual production of nickel in the free world to 375 million pounds annually, an increase of 150 million pounds. Inco is presently mining more than 1 million tons of ore per month from combined surface and underground operations.

IN telling the story of Canada's minerals many interesting and spectacular details will be passed over to permit pointing out some of the significant inter- national aspects. No country now has enough of all minerals for its own use. The problems of satisfaction of both national and world demands under these conditions have become international in scope, and history supplies no obvious solutions. The minerals of Canada are coming to play a prominent part in such problems. Production and Reserves In the last decade Canada has rapidly advanced in mineral production. In 1928 the total value of mineral products from Canadian sources reached 273 millions of dollars. Canada ranks first in production of nickel, first in asbestos, second in cobalt, third in gold and silver, fourth in lead and copper, and sixth in zinc.

An examination as to irregularity of wear around the nose of the Witherbee tuyeres showed a section through the nose near the top as per Fig. 1, and a section only a half-inch beyond as per Fig. 2. The molten iron flowing over the nose of the tuyere had melted off the metal until the water in the tuyere prevented further melting. These tuyeres have a division in the annular water-space (see Fig. 2) to turn the current of water at the top, and the watersupply pipe is carried to within 1 inch of the nose. The constant supply of cold water in the nose of the tuyere kept it well cooled and preserved. But half an inch on the other side of the division the metal had melted off, as is shown by Fig. 1. There was no means of effecting a circulation at this point so long as the water was discharged from the butt of the tuyere. A pipe having been placed on the discharge-side of the division, the same as on the supply-side, in order to secure a circulation of the water at the nose on the discharge-side, it was found that the metal did not burn off. The nose being found to give out at the bottom, a division was placed in the annular water-space at the bottom, terminating 1 inch from the nose. This made a sharp current of circulation in the nose at the bottom, and prevented the burning of the metal there. A positive circulation at the nose, top and bottom, is a necessity with the present fast driving of furnaces, and prolongs the life of the tuyeres. The proper metallic composition of tuyeres is a question constantly agitated. A trial of ordinary yellow-metal* tuyeres was made 12 years ago. They did their work just as well

Plating iron with copper has received great attention from practical and scientific men, but, aside from the deposit secured by immersion of iron in copper salts, by electro-plating, or by welding together thin sheets of iron and copper, these efforts have met with no success. Failure of these efforts, in the production of copper plating, has been due to the fact that the conditions normally and necessarily present in the plating operation are antagonistic to the production of copper-plated iron. In most, if not quite all of them, a bath of molten copper has been used. The temperature of a molten copper bath is so high that the iron becomes oxidized before it can be immersed in the molten copper, and unless a protective flux for the molten copper is used, the surface of the copper will become oxidized, and, in any event, the plated iron will oxidize immediately on its being withdrawn from the molten bath. I recently had the pleasure of visiting the works of The Metals Plating Co. at Elizabeth, N. J., where I witnessed the plating of iron sheets with copper by a new process.l The plating metal is applied to the sheet in the form of a liquid mixture by means of rolls, such as inking rolls. The sheet, after being coated with the mixture, is automatically carried forward and deposited on a link-belt conveyor, which carries it through a furnace maintained at a temperature well above that of molten copper. The basic principle involved in this method lies in the application of the plating metal to the sheet while the sheet is cold and then melting the metal in place on the sheet under conditions which are favorable to the formation of the plating. Plating Mixture The liquid plating mixture is composed of either copper oxide or finely divided copper, or a mixture of both, ground to the consistency of a light varnish in a crude oil having an asphaltic base, of a specific gravity of from 14" to 16' Be. INTRODUCTION The idea of water management and control at the Church Rock Mill operations began to take shape in February 1979. At that time, we were already investigating the feasibility of decreasing the fresh water requirements so that the solids would become the limiting factor in tailings impoundment utilization. The area for solution evaporation could be kept at a fraction of the normal requirements under the standard process of full water usage. The Church Rock Mill is an acid leach circuit followed by solids/liquid separation with thickeners in counter current decantation, and solvent extraction. Following the normal design of acid leach circuits, reuse of tailings solution was not incorporated in the original mill process design. INITIAL WATER CONTROL INVESTIGATIONS The investigations to decrease the fresh water requirements centered around modifying the grinding circuit from the present semi-autogenous grinding (SAG) mill in closed circuit with hydrocyclones, to open circuit grinding with a rod mill. The open circuit grinding with the SAG mill and rod mill in series had the potential of decreasing the water requirements for grinding and leach dilution by approximately 50% or 1.4 m3/min (300 gpm). The grinding pulp density would be maintained at 70 to 72% solids, and the leach dilution to 50% solids would be accomplished with acid tailings liquor recycle. In such a grinding circuit arrangement, the SAG mill would provide the primary or coarse grind, and the rod mill would be used for the fine grind. By the SAG mill and rod mill series grinding method of water control and other secondary water controls in various places downstream from the grinding circuit, the required necessary evaporation area was estimated at 120 acres of liquid surface. A second method of water control at grinding was investigated. A two-stage cyclone classification circuit appeared to have a good potential of achieving the same water reduction at a much lower capital and operating cost. However, in retrospect, this would not have been a viable method since a high slime recycle load would have been established hindering classification. The use of reagents to neutralize the acid tailings solution was not considered seriously at that time, since it would have materially increased operating costs, although it would have also allowed more tailings solution recycle and consequently, less fresh water usage. However, with the tailings solution deposition area available at that time, it was not then necessary to incur the high cost of neutralization. The control expected by the series grinding of semiautogenous and rod mills would have been sufficient to maintain a water consumption/evaporation equilibrium well in line with the available land area. IMPLEMENTATION OF NEUTRALIZATION OPERATIONS During the summer of 1979, the UNC Church Rock Mill experienced a tailings dam breach which resulted in a prolonged mill shutdown. Upon resumption of operations at the end of October 1979, tailings deposition was restricted to a small portion of the tailings impoundment area. Figure 1 shows the general tailings area and the limits of the present deposition area in the central part including the borrow pits. These borrow pits had been excavated to provide materials for tailings dam construction. Immediately after resumption of operations, it became evident that it would be necessary to control the quantity of liquid to be evaporated because of the small confined area available for tailings solution deposition and to maximize the deposition time in the tailings area. The water control required had to be exercised on a large scale, and to be in operation as quickly as possible. An obvious solution was to reuse the tailings liquor in mill process. Immediate steps were taken to install the necessary equipment for tailings neutralization on an interim basis. Anhydrous ammonia was selected as the primary neutralization reagent since it was the quickest system that could be placed in operation. Previous laboratory tests indicated fair results with ammonia neutralization. Such a system required a minimum of installed equipment and handling. INITIAL NEUTRALIZATION OPERATIONS Actual neutralization operations began on November 26, 1979. The raffinate solution which normally would have been discarded was pumped to a 3.7 m (12ft) diam by 4.3 m (14ft) tank for reagent contact, see Figure 2. At this tank, anhydrous ammonia was added directly from the tanker trailers and controlled at pH 7.0 nominally. Agitation was provided by air sparging. The neutralized product formed a highly viscous slurry in the grinding circuit which resulted in pumping and cyclone classification problems.

THE new 4800-ton fine-grinding plant at the Hollinger Consolidated Gold Mines property at Timmins, in the Porcupine district of northern Ontario, went into operation in November 1937, and represents the culmination of an experimental program. The plant is a moderately low rectangular building of hollow tile on a steel frame, large enough to house four 7 by 15-ft. ball mills, with a 12 by 27-ft. classifier beside each mill. At one end is space for the addition of another mill and classifier or a mill and classifier for the regrinding of table concentrates. This regrinding is now done in the old grinding department of the main mill building. Also within the new building are the four 6-in. sand pumps for lifting the product from the low-dis- charge ball mills up to the classifier feed launders and the containers and appurtenances of a complete dust-collecting system. Together with the usual overhead crane, these constitute the major units of equipment within the new plant. The location is at the lower end of the main mill buildings toward the old tailings pond, now so neatly leveled off and sodded to rival the very best of our own W.P.A. projects. Close by the new grinding plant is a large dome-shaped structure-the new fine-ore bin designed arid built by Mr. Longmore and the Hollinger milling and engineering staffs. There are four separate automatically loaded inclined belt conveyors leading up from the bottom of the bin to the grinding plant. Each belt is equipped with a recording weightometer, in the grinding building. The whole structure and the machinery within it give the impression of permanence and a carefully integrated design with close attention to details, giving the operators every advantage for consistently good work. The many ideas and opinions behind this achievement were all ably organized and executed by the Hollinger milling and engineering staffs, anti not a few were directly initiated by them. Excellent cooperation was afforded by the Hollinger staff to the engineers helping to conduct the grinding and classification test program. It was the author's privilege

Cana, originally called Santa Cruz de Cana, is situated in the province of Darien, in the Republic of Colombia, S. A. The river Cana is a tributary of the Tuyra, which flows into the Gulf of San Miguel, and thence into the Pacific Ocean some 80 rniles S.E. of the City of Panama. • The Espiritu Santo mine lies on the S. side of the Cana river at the foot of the Espiritu Santo range. The plateau of Cana has an elevation of 2000 feet above sea-level, and the mine is about 200 feet above the plateau. The map of the Darien accompanying this paper is the only correct one in existence. It was made by Lucien N. Bonaparte Wyse for the Panama Canal Co., and has been copied fur the present use, with permission, by Mr. L. G. Inglis. The dotted line on this map shows the route from the coast to Cana. As this mine was one of the most celebrated at the time of the Spanish occupation, it is only natural that there are a great many traditions and writings concerning its former workers and production. Dampier mentions it, though he does not seem to have been nearer to it than El Real de Santa Maria, the port on the Rio Tuyra, about 50 miles by road from Cana. Senor Vicente Restrepo's work, entitled Estudio sobre las Minas de Oro y Plata de Colombia, translated by C. TV. Fisher and published in New York in 1886, is, perhaps, the best treatise on Colombian mines. He has devoted a great deal of attention to the subject of the Espiritu Santo mine, and has had access to all that dealt with it in the archives of Bogota. It will be interesting to quote a few pasaages from the above work, which seemed like a romance to the writer of this paper some years ago, when he first came across the history. Under the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been, that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. ENGINEERING education has been powerfully affected by the impact of war, just how powerfully can be better understood after considering the postwar problems regarding students, staff, and plant. In time of war no one will question the necessity of expediency of military training. With the cessation of hostilities, expediency gives way to the evolutionary process of strengthening engineering education as need is exemplified by experience. During the war, except for the Navy V-12 program, engineering education was at its lowest ebb of the century. Freshman enrollments were largely limited to those graduating from high school at the age of seventeen; and the upperclass, to those disqualified for active service. In most schools the experienced staff was either in service or government and industrial research. Many may never return to their former occupations. The most immediate problem is that of maintaining and building a staff to meet the enrollment of returning veterans. It is estimated that out of the eleven

DEVELOPMENTS in Iran currently arousing interest in a considerable portion of the world, particularly on the part. of that country's immediate neighbor on the North and in our own country, an inseparably related to and largely dependent upon the government's attempts to strengthen its economy and improve the standard of living of its people. These efforts are encompassed by provisions of the Seven-Year Development Plan recently enacted and not, in the process of implementation. It is a fine example of what one financially sound but extremely backward and poorly equipped country has undertaken to do on its own account and with its own resources. This Seven-Year Plnil was formally authoriztld by an act of the Iranian Parliament in February 1948. Its stated objects are to carry out such plans for the development of the country and its economy as ail1 raise the standard of livinc: and standard of education of the people, and re- duce the cost of living. A seven-yrar program for carrying out the work within the limits of appropriations was assigned under the law. The total amount to be expended during the seven- year period was fixed at the equivalent of $670 millioil at current rates of exchange.

Faulty rock dusting of the New Orient Mine at West Frankfort, Ill. was declared to have been the primary cause of the extent of the blast that killed 119 men on December 21. Walter Eadie, state director of mines and minerals, ascribed the explosion to the ignition of methane in a working place about a mile northwest of the shaft of the mine. The initiation of the combustion was either by a spark from electrical machinery or from men smoking in the mine. It was surmised that a train of empty cars stalled in a ventilation door, had caused sufficient disturbance in the ventilation system to permit accumulation of gases. The Federal Bureau of Mines said that the Illinois explosion was caused by an electrical spark that touched off the clouds of gas present because of the faulty ventilation equipment. The bureau report listed three conditions as primarily responsible: An inadequate ventilating system, operation of faulty electrical equipment and the presence of large accumulations of fine coal dust capable of exploding. "This coal dust, principally along roadways, was not removed from the mine or rendered inert by the application of sufficient rock dust," the report stated. Investigations showed that an even more disastrous blast was averted because the explosion eventually reached areas where it could expand into open workings and where enough rock dust had been applied to retard it.

The question of the proper valuation of mines of iron ore was suggested to me by the difficulties experienced in getting answers for the United States Census Office, while I was engaged in the work of collecting the statistics of mines in New Jersey and New York. The answers to the questions relating to values of real estate of mine properties varied so greatly that it was necessary to revise them according to some general principles of valuation. Generally the returns of mine proprietors seemed to be too low. There were, however, examples of what would be termed excessive valuation. The subject appeared to be of practical importance, and led to the paper here presented. The following table of selected mine statistics is given, prefacing the discussion of the principles of valuation. It is in part made up of census returns and partly of data obtained directly from mine owners and managers. The mines which were selected for the several groups and mining districts include nearly all of those from which the more full and carefully filled returns were received, and are also representative of their respective districts. Hence the averages obtained from them become good types of these groups or districts. The mines of New Jersey appear in six groups, each containing from three to eleven mines, or, in all, thirty-four mines. The magnetic iron ores of New York are in four well-marked groups, and there are twenty-six mines in them. Then follow the red hematite mines of St. Lawrence and Jefferson counties; and, lastly, the brown hematite groups of Dutchess and Columbia counties, and those of the adjacent parts of Connecticut and Massachusetts. The whole number of mines represented by the table is eighty-eight, of which twenty-eight are hematite mines. The first column gives the value of the real estate; the second that of the plant; the third is the sum of these two, or the capital invested. Then follow the number of men employed, the amount of wages paid during the census year, and the value of materials used in mining and preparing the ores for market." Recent disclosures concerning strengthening of anisotropic sheet materials under biaxial stresses are reviewed. This biaxial strengthening has been termed "texture hardening" by Backofen and is related to the normal anisotropy parameter, R. Measurements of R made on three annealed titanium alloys indicate a Ti-4Al alloy will have the greatest potential for texture hardening, followed in order by Ti-5Al-2.5Sn and Ti-6Al-4V. Relative to sheet texture, a review of the deformation mechanisms in titanium alloys would indicate that a preferred orientation for "texture hardening" is where the (0001) pole is normal to the sheet plane. This was confirmed by determination oj (0001) pole figures for the above three alloys. High R values are related to pole figures with (0001) normal to the sheet plane, whereas low R values are related to pole figures with (0001) split in the transverse direction from the sheet normal. PUBLISHED work by Backofen et al. 1 and Hosford and Backofen2 based on hill's' mathematical theory of yielding in anisotropic metals has indicated that significant strength advantages under biaxial stresses are possible in hcp alloys, provided an ideal (0001) [1010] sheet texture exists. This tendency to strengthen under biaxial stresses has been termed "texture hardening".1 It can be quantita- tively characterized by a strain-ratio parameter, R, where R may be determined from the ratio of natural width strain to natural thickness strain as measured on a uniaxial test specimen cut parallel to the rolling direction. If R is greater than 1.0, then strengthening under biaxial tension would be predicted. Considering the a titanium alloys which have an hcp crystal structure, Williams and Eppelsheimer4 have reported that commercial-purity grades deviate from the ideal (0001) sheet texture mainly in an approximate 30-deg rotation of the basal plane, toward the transverse sheet direction. However, McHargue et a1.5 have shown that the angle of rotation of the basal plane is sensitive to alloy content. In particular, a titanium alloy with 3.8 pct Al was reported to have the ideal (0001) [1010] texture after cold rolling. Additionally, Backofen et a1.1 using plane-strain compression tests have reported R values greater than 5.0 for the commercial 0 alloy Ti-5A1-2.Sn (110-AT). In view of these findings, a program was initiated to further determine the potential of commercial Ti-5A1-2.5Sn and an experimental Ti-4A1 alloy with respect to "texture hardening". Also, because of its wide commercial use, Ti-6A1-4V was included in the investigation. Quarrying and crushing 500 tons of limestone plus burning some 240 tons of limestone per day are the two initial phases in the production of borax, soda ash, sodium sulfate and related chemicals at Stauffer Chemical Co.'s plant in Westend, Calif. These processing steps have been upgraded in recent years by the installation of new primary and secondary crushers, an 8 x 340-ft rotary kiln plus kiln feed, control and cooling components-all designed and manufactured by Traylor Engineering and Manufacturing Division of Fuller Co. As a result of this new equipment, a new product- quicklime-has been added to the West End product family and considerable reductions have been realized in fuel and manpower costs.

Although the liquid-solid cyclone is a relatively recent innovation in the field of coal preparation, various authors have already indicated three distinct applications to operations encountered in the modern tipple. Driessen's articles and work at the Dutch State Mines exhibited its possibilities in the beneficiation of fine coal with apparently high efficiencies down to the 200-mesh fraction. 1 2 3 4 Other publications point out its use as a recoverer, thickener, and preliminary dewatering agent of fine coal which in too many cases is being wasted due largely to former high operating cost limitations 5 6. Finally, certain authors have emphasized the practicability of applying the cyclone to the elimination of coarse and fine solids from water slurries in the tipple in order to produce a water suitable for recycle purposes containing only minute particles far below the 200-mesh size.6 This would result in a closed water system for many cases, with its accompanying economic and operating advantages to locations where water quantity and quality problems are severe; better operation of washing equipment using a consistent water devoid of injurious fine particles; lowered maintenance costs due to the lesser abrasion resulting when the fine abraiding particles are removed; and the greater ease of disposing of refuse streams of reduced volume containing greater percentages of solids.
