RESOLUTION ADOPTED BY THE BOARD OF DIRECTORS AT ITS MEETING ON APRIL 17, 1936 Recognizing the fact that the problems of the committee named by the Board to prepare the " official ticket" for officers and Directors of the Institute are various and difficult; and desiring to assist this committee by setting forth some of the principles that should guide the committee and some of the qualifications that should be required of candidates, the following instructions are formulated and the Secretary is directed to publish them in MINING AND METALLURGY concurrently with the publication of the names of each newly appointed Nominating Committee and to send a copy to each member of the Committee. NOMINATIONS TO BE MADE Each year the Nominating Committee is to select "official" candidates for eight places, as follows: (1) President and Director (2) Vice-President and Director (3) Vice-President and Director (4) Director (5) Director (6) Director (7) Director (8) Director GEOGRAPHICAL DISTRIBUTION The Bylaws provide that "the Nominating Committee shall, so far as practicable, distribute representation on the Board geographically." Pursuant to this provision, the United States, Canada and Mexico have been divided into fifteen districts, as shown on the official map.* Districts 1, 5, 6, 10, 11, 12,13,14, and 15 are assigned one Directorship each; District 2, three Directorships; District 3, eight Directorships; District 4, two Directorships; and Districts 7, 8, and 9, two Directorships between them. It will be the duty of the Nominating Committee to make selections that will give effect to this allocation of Directorships. There is nothing to prevent a Director being named to succeed himself. Attention is called to the: fact that many Institute members now resident in New York formerly lived in the West, South, or North and still have intimate business connections that compel them to visit various parts of the country periodically. Such men are particularly valuable as Directors and their nomination and election tends to minimize the objection that a large number of Directors reside in New York.

The development of "fiber" or preferred orientations, during the plastic deformation of metals, and the relation of such structures to the anisotropic characteristics of worked metals has become a subject of common knowledge among metallurgists. Very little has been published, however, relative to variations existent throughout the cross-sections of rolled strips,1 and the influence that such variations may have. This paper presents such a study on a rolled zinc alloy.2 The significance of small differences in surface structure is shown in relation to bending properties. Experience with zinc and its alloys has shown that the outer radius of the bend, which is subject to tensile deformation, is the common region of failure. In considering relations of structural characteristics to bending properties it will suffice, therefore, to consider the ease and possible extent of tensile deformation resulting from various orientations. It is necessary in this connection to assume that on the average the individual crystals of a polycrystalline material act substantially as if their movements were unobstructed by the surrounding grains. This assumption is not strictly valid, but the error involved is unlikely to affect seriously the qualitative conclusions derived from its use. A tentative plan for the Colorado Meeting has been formulated as follows: One day will be spent at Denver, one day at Colorado Springs, one day at Cripple Creek, a trip by automobile to the top of Pike's Peak, one day at Pueblo, one day at Leadville. All the principal mines and mills of the districts mentioned will be visited, including the gold mines in Cripple Creek, the lead, zinc, and steel works. of Pueblo, the production of ferro-molybdenum by electric furnace at Leadville, etc. Special arrangements are being made for the social entertainment of ladies at all points; one evening at Colorado Springs will be devoted to a reception and dance, and the usual dinner will he given on another evening. IF the tonnage of merchantable iron ore remaining in the Lake Superior district is divided by the average of the annual shipments for the past 20 years, it will be found that this ore supply will be exhausted in approximately 35 years. This computed exhaustion period would be an indication of the future activities of the iron-mining industry if it were not for the fact that merchantable ore is being manufactured from low-grade ore, of which there is an almost inexhaustible supply in the Lake Superior district. It is true that at present only the simplest of these low-grade ores are being concentrated to any considerable extent, but progress is being made with the treatment of the more complex ores, and now, in addition to 20 washing plants on the Mesabi Range, three plants are equipped with jigs for the treatment of ore that cannot be concentrated simply by washing. The latest addition to the ore-treating plants of the Mesabi Range is a magnetic roasting and concentration plant at Cooley, Minn., in which ore that cannot be concentrated either by washing or by jigging is roasted to the magnetic state and concentrated on magnetic separators. This plant is beginning its third season of operation, and while it is too soon to make definite predictions, there are strong indica-tions that this new process may make commercially possible the manu-facture of high-grade, merchantable iron ore from large quantities of low-grade ore now considered worthless. After the iron oxide contained in an ore has been converted to mag-netite, almost any desired grade of concentrate can be produced, using magnetic-concentration equipment of the types now in general use for the concentration of the natural magnetites of New York, New Jersey and Pennsylvania. The conversion of hematite (Fe203) to magnetite (Fe304) is easily accomplished by heating the ore to a dull red tempera-ture in a reducing atmosphere. The reaction is slightly endothermic, and while it requires 200 B.t.u. to heat to 900° F. one pound of hematite ore containing 45 per cent Fe, it requires only 100 B.t.u. to convert the oxide into magnetite. THE recently developed potash industry in southeastern New Mexico, though based on a relatively new discovery, marks the latest and perhaps culminating phase of the effort to obtain a domestic source of potash that began with the leaching of wood ashes more than 300 years ago. In the search for mineral potash in America, the Geological Survey has played a conspicuous part and has paved the way for much of the private activity that now bids fair to free the nation of foreign domina¬tion in supplying the nation's potash requirements. HISTORICAL REVIEW A pamphlet published by Thomas Stephen in 1758 pictures the industry in its early struggling condition.1 Just before the Civil War, a deposit of mineral potash had been found in Germany and its value as a fertilizer had been discovered. On this account and because the supply of wood ashes had decreased, the Ameri-can potash industry gradually lost its importance. During the next 50 years, with European potash available with little effort and with satisfactory substitutes on the market for the manufacture of soap, the interest of the American people in American potash declined. In 1910 this interest was suddenly revived by the abrogation of American potash contracts in Europe. Congress passed an act, approved by President Taft March 4, 1911, providing for "researches with a view to determining geological conditions favorable to the presence of deposits of potash salts." Appropriations were made to the Geological Survey and the Bureau of Soils to carry out the provisions of this act. The work of the Survey was directed toward the finding of commercial bodies of natural soluble potash salts; the Bureau of Soils was more concerned with the processes of extracting potash from industrial wastes and organic sources. Private agencies also became interested in the program. The Geological Survey has continued its search throughout the ensuing period of more than 20 years and has studied many types of deposits in many parts of the country.

THE Midvale mill of the United States Smelting Refining and Mining Company is situated on a flat site whose elevation is 50 ft above that of the Jordan River. Tailings are impounded in the area between the river and the flat upon which the mill and railroad switchyard are located. The water supply is pumped from the Galena canal which leads from the river at a point some ten miles to the south. The mill has a present capacity of approximately 1700 tons daily. It started out originally in 1926 as a 750 ton three-unit plant. The tonnage was gradually increased to 1200 tons by 1934, and in late 1935 a fourth unit was added. The accompanying flowsheet shows the principal equipment and how it is utilized. The ore is principally sulphide with varying degrees of oxidation, with individual lots ranging widely in both precious and base metal content. I all of the 14 million tons of kaolin produced in Georgia through 1949 had been mined from a single deposit 20 ft thick, it would represent a mined-out area of less than 1 sq mile. This measure of depletion is in such strong contrast with the large size of the area shown in Fig. 1, from which most of the output has come, that there has developed an optimistic outlook concerning future supplies of kaolin equal in grade to that already mined. Dozens of mines are widely but not evenly distributed within this area, which consists mostly of parts of Twiggs, Wilkinson, and Washington counties. There are scarcely half a dozen kaolin mines elsewhere in the state that have been appreciably productive, although the areas in which they occur may have good possibilities. Most of the efforts to find new deposits, therefore, will be confined to the area shown in Fig. 1, for it is here that the industry has established its facilities, and prospecting is encouraged by relatively numerous outcrops and opened deposits of kaolin. The Ocmulgee and Oconee rivers drain the area. They and their main tributaries have flat, swampy floodplains covered with alluvium and for the most part thickly wooded. The divides between these streams are intricately dissected by the minor tributaries, which are spring-fed in steep-walled, cirque-like heads. Gullying and under-cutting are active along the streams but are partly controlled by unusually dense vegetation. The mean altitude is about 350 ft above sea level, and locally the relief ranges up to 200 ft. The area is near the inner margin of the Coastal Plain, and is underlain by Cretaceous and Tertiary formations. Its general location is shown in black in Fig. 1. The division between the Coastal Plain and the Piedmont plateau is actually a very sinuous line, the fall line, marking the extent to which erosion has stripped the Coastal Plain sediments from the southeastward-sloping surface of the crystalline rocks of the Piedmont. Cretaceous Host Formation The kaolin deposits, which are described in the succeeding section, occur sporadically in lenslike bodies in a thick series of poorly sorted clayey sands constituting the lowermost of the Upper Cretaceous formations, the Tuscaloosa. The basis for this correlation has been reviewed by Cooke.1 The same formation has been termed the Potomac group by Ladd2 and the Middendorf formation by Smith' in reports on the kaolin deposits. In another report, Veatch4 called the formation the Tuscaloosa but correlated it with the Lower Cretaceous. The Tuscaloosa in this area consists of fine to very coarse sands, commonly cross-bedded, which contain widely different proportions of white, pink, and yellow kaolin and considerable white mica. A few of the coarser beds contain quartz grains up to 3 in. in length, with bodies of pure white kaolin of equal size that appear to have been formed by the weathering of feldspar grains in place. In the kaolin-producing area, gravel and cobbles occur mainly at the base of the formation. Fig. 2 shows the relations of the Tuscaloosa and its kaolin deposits to the adjacent formations. Its base, on the eroded surface of the crystalline rocks, dips southeastward 50 to 60 ft to the mile, according to LaMoreaux.5 The upper surface of the Tuscaloosa is also an unconformity,

WAR demand- motivated developments in the zinc industry during 1942. Stocks of Prime Western were built up and High-Grade remained tight. The Prince The Prime Western stocks are expected to be cut down and the demand for High-Grade more easily filled as the Depue reflux plant of the New Jersery Zinc Co. increases - production. Subistition of steel for brass in artillery shell cases will have a considerable effect on the zinc situation of the country one estimate of the saving in zinc in 1943 by this substitution being a little under 100,000 ton, of metal. The metal saved will, of course be High-Grade. If the substitution occurs, the present tight situation in High-Grade may be entirely relieved as new production comes on the market and zinc may find itself approaching a situation as comfortable as that of lead provided the supply of zinc-hearing raw materials is sufficient to keep all reduction plants tip to capacity production. The premium price of the per pound of zinc over set quotas which went into effect early in 1942, helped to bring about the new lead-slag-fuming plant and other new sources of raw materials.

THIS is a day of surpluses, some good and some not so good. One can hardly pick up a newspaper, magazine, review or economic treatise without confronting the fact that we have or are threatened with more .of certain goods than we have use for, whether it be corn, wheat, cotton, coal or oil, -lumber, 'leather, newsprint, automobiles, zinc, lead, copper or what not. How did this unprecedented state of affairs arise? Who is to blame? How shall we avoid smothering ourselves in our own production? The voice of the farmer is raised in appeal to the Government to relieve him from the dilemma of his own fertility. In answer the Government employs thousands of experts and spends millions of dollars to aid the farmer. But to what end? To make him still more efficient so that he may produce even greater surpluses? Not satisfied with the result, it spends other millions to prepare vast areas of the arid land of the West for more farmers to cultivate and insure yet larger surpluses. Then what? Naturally another appeal to the Government to fix prices by financing the

This brief resume of events, transpiring in Mexico, culled front the daily New York newspapers, since the last Bulletin-went to press, does not indicate any degree of improvement in the situation. RECORDS OF 217 MEXICO KILLINGS SUBMITTED BY AMBASSADOR FLETCHER Henry P. Fletcher, the American Ambassador to Mexico, called as the first witness before the Rules Committee of the House which has begun a preliminary inquiry into conditions in Mexico, which, it, is believed, will lead to a thorough and far-reaching investigation by a joint Senate and House Committee of the entire Mexican problem, submitted a list of the names of Americans officially known to have been killed in Mexico, a majority of them murdered in cold blood, since the overthrow of Porfirio Diaz by Maderoin 1911. The list contains 217 names and in comparatively few instances do the records show that arrests were made by the particular Mexican faction that happened to be in power where the crime was committed. In only one instance, that of John B. McManus, who was killed in March, 1915, was reparation made. It is significant that McManus was killed by Zapatistas, and Zapata officials apologized for the crime and paid to Mrs. McManus a voluntary indemnity of $20,000 in gold. Of the 217 persons listed as victims of the Mexicans, .137 perished since Carranza came into power. The list, it was admitted, is not complete. It was evident, says the New York Times, that the Ambassador considered the situation very serious.

The conversion of hematite (Fe203) to magnetite (Fe3O4) is easily accomplished by heating the ore to a dull red temperature in a reducing atmosphere. The reaction is slightly endothermic, and while it requires 200 B.t.u. to heat to 900' F. one pound of hematite ore containing 45 per cent Fe, it requires only 100 B.t.u. to convert the oxide into magnetite. MEXICO SEEKS TO AVOID BLAME FOR BANDIT RAIDS All foreign passengers leaving Nogales for Mexico on the Southern Pacific or Mexico Railroad. whose business would take them through territory occupied by the Yaqui Indians or Mexican bandits were requested by Mexican Consul Emilio Tamez to sign a statement that they relieve the Mexican government of responsi-bility for anything which might happen to them while in that part of Mexico. The Mexican consul stated, says the N. Y. Tribune, that this was by order of Mexican Ambassador Ignacio Bon ill as, at Washington. When the State Department was advised of this activity Secretary Phillips, in a message to the consulate at Tampico, according to the N. Y. Tribune, asserted that "compliance with the waiver requirement will not interfere with the relation existing between the United States and its citizens and that Americans so complying will in no way lose the protection of this government."

GENERAL ALVAREZ COURTMARTIALED AND SHOT General Francisco Alvarez of the anti-Government forces was captured in the battle in which General Aureliano Blanquet, Minister of War in the Huerta Cabinet, was killed, and was sentenced by a courtmartial and shot in spite of a specific order of the Supreme Court in Mexico City that the execution should not take place. General Alvarez was a member of the staff of Felix Diaz, and was a veteran of the old regular army of Mexico. MEXICO WILL NOT RECOGNIZE MONROE DOCTRINE Failure of the Allied Powers to invite Mexico to participate in the conference of neutrals at Paris aroused President Carranza to bitter resentment, which was enhanced by the incorporation of recognition of the Monroe Doctrine in the covenant of the League of Nations without consultation with Mexico. Statements were issued by the Mexican Foreign Office disavowing adherence to the Monroe Doctrine and announcing the withdrawal of the Mexican representative in France. Carranza had been awaiting an opportunity to get his agent away from Paris for the real reason that he had been unable to secure recognition from either the French or the British Government. Mexico announces, says the New York Times editorially, that "she has not recognized and will not recognize the Monroe Doctrine." "Nobody has asked her to recognize the Monroe Doctrine," continues the editorial. "The enforcement of the principles enunciated by President Monroe does not depend upon Mexico, upon anybody's recognition or non-recognition. The countries concerned in the Monroe Doctrine are the United States on the one hand, and countries not of this hemisphere on the other."

MEXICAN MINISTER TO FRANCE RECOGNIZED A dispatch from Paris quotes Alberto J. Pani, Mexican Minister to France, as saying lie lead received notification that lie might present his credentials at the French Foreign Office on May 13. This notice came at the moment the Mexican press was announcing his departure for Spain because of inability to present his credentials. MORE REVOLUTIONARY TROUBLES SOUTH AND NORTH Revolutionary outbreaks hulked large in advices from Mexico City at the end of May, says the New York Tribune. General Eznesto Danny, a major, four other officers and forty men, composing a train guard on the Isthmus of Tehuantepec Railroad, were killed recently in an attack by rebels under Felix Diaz's command. The troubles in the south, coupled with the fact that Villa's activities in the north have necessitated sending troops to campaign against him, have reacted in the capital seriously, it is reported. Military guards hi Mexico City have been doubled and machine guns have been placed on the roofs of the National Palace and the Cathedral. STRIKE AND MARTIAL LAW IN MEXICO CITY Advices from Mexico City, according to the Evening Sun, said that virtually every school teacher in the city was out on strike and that recurrent rioting was being put clown by armed trucks manned by Federal soldiers. The strike of the school teachers was clue to the fact that they had not been paid for months, but the direct incitement is said to have been the contrast between their impoverished position and that of Carranza's generals, who are described as rolling in wealth, and who flaunted their opulence on the streets of Mexico, riding about in high powered automobiles with women bedecked with diamonds and other jewelry. The city is said to be virtually under martial law with no immediate prospect. of a subsidence of the bitter feeling against the military caste.
