Safety work in mining at the Andes Copper Mining Company, Potrerillos, Chile, is divided into three parts: (1) accident prevention, (2) fire prevention and protection, and (3) silicosis prevention and control. In the company's operations a steady campaign has been waged to reduce accidents and silicosis, and to prevent fires. In the following pages the safety record for the past twelve years will be examined and the methods explained by which the accident rate was reduced. Table 1 contains yearly data pertaining to the scale of the mining operations and the accident record. Block caving is used for all ore production and the tonnage mined has averaged 30,000 short tons per day for the past seven years. Table 2 classifies 44 fatal accidents which have occurred since 1935. The leading causes of accidental death are transportation of ore and use of explosives, followed in order by persons falling, falls of ground, and by asphyxiation. In the case of serious accidents, however, the greatest cause is falls of ground, followed, in turn, by ore transportation, persons falling, explosives, and asphyxiation. Accident Prevention The improvement of the safety record was obtained by a combination of many factors. In surveying the results at Andes for the past twelve years, it is possible to select some features of the present operation which have contributed to the accident record. The most important of these are: (1) good staff planning, (2) good equipment, (3) an alert safety organization, and (4) education and selection of the workmen. GOOD STAFF PLANNING As a result of good staff planning, the mine has good working conditions, namely, good ventilation, moderate temperatures and humidity, and good lighting. These factors not only reduce accidents but also improve efficiency. In haulage work, accidents have been reduced by having traffic move in a forward direction only. The latter makes possible a one-man train crew. Trains are centrally dispatched from loading drifts which are interconnected by signal lights, so that when a train in a lateral drift is given permission to move into a main line drift, a red light signals in all other lateral drifts in that area. Good track is maintained, and safety niches are required at all switch throws. Since safety niches were provided there have been no fatal or serious accidents at such points. All main line haulage drifts are illuminated by electric lights. Haulage drifts are kept clean. Adequate clearance has been provided between cars and between cars and the sides of the haulage drifts. The 4 1/2 ton Cranby type cars are equipped with roller bearings, and the 10 ton loconlotives with trolley shoes instead of wheels. These two features are responsible for improved ore haulage conditions and contribute to greater efficiency and safety.

Wherever hereafter I employ the terms "technical education," "engineer," "technologist," or similar expressions, these are intended to be understood as relating to the broad field of the sciences and arts applicable to the mineral industries. First, the usefulness of technical education to either the possessor of it or those to whom its services may be made available industrially depends primarily upon the quality of the education and the capabilities of the educated to put his talents to effective and constructive employment in his chosen field of applied science.

IN connection with the question of coal waste and economy in mining, we would call the attention of those interested to an apparatus invented by M. Dernencourt, Superintendent of the Anzin Division of the Anzin Coal Company, North of France. This apparatus is known in France and Belgium under the name of prop screw jack (vis botte), and has been used with good results in the above-named countries for some years past. M. Ponson gives, in his " Traité de l'exploitation des Mines," a description of it (page 533), but as the description given is old, the work not widely known in this country, and as some valuable improvements have been made since, I thought it might be useful to give a description of it, having seen it in operation in 1867, while in Europe to attend the great Exposition, and on a scientific tour to the mining districts of France, Germany, Belgium, and Italy. The prop screw jack is composed of the following pieces: I. The body or column B, Fig. 4 [Plate (1)], of oak or yellow pine, sawed square, the bark taken off, and any length, proportionate to the vein. The smallest are 10 inches diameter at the base, and 9 inches at the top, the height being from 12 to 15 inches less than the size of the vein. In the axis of this column, and at the top end, is a cylindrical opening or hole, C, 2 3/4 inches diameter, 10 inches deep, for the screw, S. II. Two wrought-iron rings, R R, to strengthen the two extremities of the column ; the rings must be put on hot. III. A cast-iron washer, E, with hole in centre a little larger than the screw, to be put on the top of the column, and on which the nut is to rest; the top side of this washer must be faced on the lathe, also the bottom of the nut, to prevent friction. IV. The screw, S, having a total length of 12 inches and a diameter of 21/2 inches (for very high veins this diameter may be in¬creased to 3 inches), and has on its top a wrought-iron plate, T,

INTRODUCTION. IN a paper read by title at the Washington meeting of the Institute, May, 1905,1 discussed at considerable length the geological relations, node of occurrence, and the genesis of the lead- and zinc-ores of the Virginia-Tennessee region. The present paper treats of the purely economic phases of the zinc-ores of the district; such as methods of mining the ores, their preparation and treatment. The Albemarle county mines and plant were discussed in the paper referred to above, and will not be considered here. METHODS OF MINING. Until very recently the mining of lead- and zinc-ores in Virginia was limited wholly to the surface belt of weathering. The mode of occurrence and the character of the ores to be mined were such as to demand the employment of methods used in mining secondary concentrated ores. Accordingly, a system similar to that practiced in mining brown iron-ores was employed, being modified to meet the changed conditions. Oxidized or Soft Ores.-Up to the present time practically all the ore mined in the Virginia district has been of the oxidized or soft type;-the silicate, calamine, and the carbonate, smith-sonite; largely the former, which has been localized and concentrated at only slight depths below the surface. Because of the extreme irregularity with which the limestone weathers when stripped of the overlying residual clay, it presents a roughened surface of large and small irregular "chimneys"

DURING the past year, as in the preceding ones, prices continued to fall, production to decrease, and more mines were closed. Much attention is being given by the industry to suggested plans for betterment of its position, and if the scheme recently brought out for consolidation of sales agencies into district agencies is loyally carried out, it cannot but help to improve conditions. The progress in the anthracite industry is shown in the report of its chairman, E. H. Suender; changes in coal preparation are outlined in the report of J. B. Morrow, chairman of Committee on Coal Preparation, while increased mechanization of the western mines is described by Eugene McAuliffe, chairman of the Committee on Machine and Strip Mining. In spite of the depression, interest in the Coal Division has been increasing, its meetings have been well attended, and its committees are active and have been doing excellent work.

BEFORE entering into the statistical part of this article, some general comments may be ln order. Each important war seems to introduce a new atmosphere and a new epoch. The Civil War led to the period of great interior development in North America, of the transcontinental railroads, and of large-scale manufactures. The first World War introduced the general use of the automobile, the building of a huge network of highways, the radio, and household engineering. Now I expect World War II also to introduce some new ways of living. Transocean aviation will become a commonplace; we shall probably have much more of an eye to our military and naval establishments and be more conscious of Eastern Hemisphere affairs instead of thinking so exclusively of the Western. Each war has also multiplied government expenditures and taxes; and to this rule the present one will certainly be no exception.

Equilibrium CO2 /CO ratios of a gas phase coexisting with selected oxide phase assemblages of the system CaO-"Fe0"-SiOz and vnetallic iron have been determined at 1080°C. The data obtained are used to calculate activity-conzposition relations for metasili-cute, orthosilicate, and CaO- "FeO" solid solutions, and to determine a new value for the free energy of formation of C&S&0,. The metasilicate solution is practically ideal, whereas large deviations from ideality exist in the othe,r two solid solutions. BECAUSE of the geochemical and metallurgical importance of the oxides CaO, "FeO", and SiOz, the system CaO-"FeO"-SiO2 has been the subject of several experimental studies during the past 30 years. Following the delineation of phase relations at liquidus temperatures by a group of investigators at the Geophysical Laboratory of the Carnegie Institution of Washington in 1933,1 Chipman and associates in the early forties2,3 determined activities of FeO in liquids of this system. Since that time, many attempts have been made to interpret the data of Chipman et al. in terms of the constitution of the silicate liquids and the interaction parameters among the various constituents of the system (see for instance papers by Richardson4 and by Flood and coworkers5). One of the assumptions made in some of these interpretations4 is that the binary silicate systems CaSiO3-FeSiO3 and CazSi04-Fe2SiO4 mix ideally in the solid state. The objective of the present study is to provide experimental data on activity-com position relations in solid solutions of the system CaO-"FeO"-SiO2. Such data will contribute toward an understanding of the thermodynamics of silicate solid-solution phases in general, and will serve specifically to confirm or refute some of the assumptions made in interpreting liquid slag behavior. PREVIOUS WORK Phase relations in the system CaO-"FeO"-SiO2 in contact with metallic iron were determined by Bowen, Schairer, and Posnjak,1 and additional phase-equilibrium data for this system have been presented by Allen and snow.' A reproduction of the most up-to-date phase diagram for this system is shown in Fig. 1.7'8 Of particular interest in the present investigation are the relations among the various crystalline phases slightly below the lowest solidus temperature in the system, as shown in Fig. 2. THE Mining Methods sessions, one of which was run jointly with the Industrial Minerals Division, were fortunate in having a number of exceptionally fine papers. At the Tuesday session R. P. Smith presented the results of six years' experience with prepaid medical care for the employees of the Hollinger mine. It was felt that this paper was a real contribution to the cross field of mining-medicine, and the presentation was exceptionally well done. Olof V. Lindqvist acquainted us with the consider- able progress made in blast-hole diamond drilling in recent times, especially in Canada. The opening of a mine is always a matter of considerable interest and the description of the procedure and problems encountered in opening the Mather mine of Cleveland Cliffs Iron was presented by L. C. Moore.

THE years 1914-15-16 were a pioneering period in mining, milling, and copper metallurgy generally. It was uncertain just what path the crushing, grinding, and concentrating processes would take. This situation was quite embarrassing to the directors of some of our large porphyry properties, then being equipped for production. Inspiration had already made several designs for its proposed 15,000-ton concentrator, incorporating in them the latest devices developed in the art of gravity concentration, only to have the work vitiated by the rapid march of events. In a little improvised plant, built on ground that is now in the crater of subsidence over the Inspiration- Miami orebodies, flotation was being experimentally ' applied to Inspiration ore by Minerals Separation engineers in 1914, with results indicating that this process would be of major importance in the concentration of the sulfides. How best to apply it, and especially how to crush and grind the ore to the very much finer sizes required for the new process, was a serious question, properly to be answered only by doing it, in full- sized machines, under regular 'operating conditions.

MINING is one of the major industries of the Rocky Mountain region and since the United States became involved in the present World War, all mines have been called upon by the Government for the maximum production of the strategic metals necessary. Operating under the most adverse conditions, such as priority requirements, slow delivery of necessary material and equipment, labor shortages, and freezing of all wages, which still permitted some industries to pay higher rates than were allowable in the mines, thereby drawing labor from the mines; and the United States Employment Service continually giving mine labor certificates of availability; these and many other problems made mine operation particularly difficult. Yet, in spite of these obstacles, the mining industry, either through its own resources or through Government subsidies in the form of loans or premium prices for strategic metal, have and still are making an all-out effort to meet Government demands. They, without question, have played a major role in assisting the war effort.

The following abstract of the minutes of the final Adjourned Annual Business Meeting, held Nov. 12, 1912, in the office of the Institute, 29 West 39th Street, New York City, is here presented for the information of the membership at large. On the announcement by the Secretary that there was a quorum present, President James F. Kemp called the meeting to order. The minutes of the Adjourned Annual Business Meeting of Oct. 7, 1912, were read and approved. (Sec p. xi,Bulletin No. 71, November). Prof. Jos. W. Richards, in behalf of the Special Committee of the Board of Directors and the Council (Messrs. Richards, Kirchhoff, and Rand), withdrew the two proposed amendments to the Constitution offered by the said Committee at the Adjourned Annual Business Meeting of Oct. 7, 1912. (See Bulletin. No. 70, October, 1912, p. vi., and Circular Announcement No. 8, Oct. 15, 1912, p. 15.) Professor Richards presented a syllabus of the proposed amendments to the Constitution and By-Laws prepared by the Special Committee. Several members present discussed various sections of the proposed Constitution, and the Committee advised that the suggestions would he duly considered before submitting the final document, which would be duly presented and sent to the membership at large at least 30 days before the next Annual Business Meeting, Feb. 18, 1913. Professor Richards presented a resolution, seconded by Mr. Kirchhoff, making a change in the present Certificate of Incorporation, so that it would conform to the proposed changes in the Constitution and By-Laws; said resolution was unanimously adopted. Professor Richards presented another amendment to the Constitution, which had been purposely omitted from the printed list, but had been requested by many members, namely, the creation of a " Class of Fellows." This question was freely discussed at the Cleveland meeting (see Bulletin No. 71, November, 1912, p. 1348), and in view of the diversity of opinion it was-decided to present it in separate form for separate action of the membership at large at the Annual Business Meeting, Feb. 18, 1913. In answer to question, the President announced that the proposed amendments to the Constitution and By-Laws presented by Messrs. Corning and Stone at the Adjourned Annual Business Meeting, Oct. 7, 1912, and published in Circular Announcement No. 8, Oct. 15, 1912, were still on record. Professor Richards presented a syllabus of the proposed amendments to the By-Laws, and several sections were discused by members present, but no action of record was taken. Mr. Charles F. Rand read a letter from Mr. L. K. Armstrong, Sec-retary of the Spokane Local Section of the Institute, referring to the proposed amendments to the Constitution, and he announced that many of Mr. Armstrong's suggestions were, in one form or another, already incorporated in the proposed amendments submitted by the Special Committee. A special vote of thanks was passed to Dr. Albert R. Ledoux for the valuable assistance rendered by him to the Special Committee in the preparation of the proposed amendments to the Constitution and By-Laws.

AT the outset, the authors of this paper desire to file a disclaimer and an, explanation. They have no inside information from occult sources; neither of them feigns clairvoyant powers in the slightest degree. It is true that they have indicated on be graphs an approximate trend for the consumption of seven important mineral commodities up to the year 1954. At best this is a risky business; the figures do not pretend to be any- thing more than reasoned conjectures that are predicated on an attempt to evaluate some of the more obvious of the many factors that are likely to have a bearing on the future.

THE opening session of the Institute was held at Staunton, on Monday evening, May 30th, in the Opera House. Major Jed. Hotchkiss, Chairman of the Committee of Reception, called the meeting to order and introduced Mayor Balthis, who spoke a few words of welcome to the members present, and then introduced the Hon. A. H. H. Stuart. Mr. Stuart in addressing a formal welcome to the Institute to the " little city of the mountains," spoke of the value of the services of the mining engineer in developing the mineral wealth of Virginia and in solving the problems of her geological history. Mr. Metcalf, President of the Institute, replied on behalf of the Institute to the cordial welcome of the mayor and Mr. Stuart, and then read an inaugural address on Force. At the conclusion of the President's address the following papers were read The Electrolytic Determination of Copper and the Formation and Composition of so-called Allotropic Copper, by J. B. Mackintosh, Hoboken, N. J. Read by Professor Egleston. The New Unpublished Map of Chester County, Pa., by Professor Persifor Frazer, Philadelphia. The second session was held at the Opera House on Tuesday morning. The papers read at this session were: Investigations on the Ore Knob Copper Process, by Professor Thomas Egleston, School of Mines, New York city. GEOLOGICAL and exploration work of the United States Smelting Refining and Mining Company are handled by the mines geological and the exploration divisions of a geological department under the direction of the chief geologist. The mines division at present includes, in Utah. a geologist in charge, resident at Bingham, assisted by a geologist stationed at each operation, and a small group of geologists resident at the Bayard unit, in New Mexico. The duties of the mines division include the mapping and delineation of the geology of the mines, direction of sampling and diamond drilling, and the periodic calculation of ore reserves. At Bingham an amount of underground drilling within the limestone and porphyry formations which are hosts to the ore bodies supplements and completes development by mine workings. At Bayard, five to seven drills are kept busy underground, and eight to twelve drills operate on the surface. IF the tendency toward extending the scope of the workmen's compensation system to include life, health, accident, old age, and unemployment insurance for workers is not promptly altered, I believe there will be a complete breakdown of that system. This is not because of any objections, there may he to requiring industries to provide these additional forms of protection in whole or in part to their employees. It is rather because our workmen's compensation laws, their scale of benefits, and the administrative procedure under them are not adapted or suited to such situations. If the compensation principle is limited to its own proper sphere and is not enlarged so as to include all the ills that the flesh is heir to, it is practical, "workable, and beneficent. If it invades foreign realms, it is bound to grow into a veritable Frankenstein' which will harm principally those it 'is supposed to aid, and, at the same time, will promote waste, fraud, and Industrial demoralization. Compensation risks will become almost uninsurable; the cost to business will be intolerable; and the development of sound relief measures which will give to labor the protection now sought by the uneconomic device of enlarging the compensation law territory will be retarded.

(Cleveland Meeting, October, 1912.) I. INTRODUCTION. THERE are comparatively few accurate data on the melting-or the freezing-point temperature of metallurgical slays, or on related physical phenomena, such as fluidity near the melting-point, specific heat, latent heat, etc. With the exception of the work of H. 0. Hoffman,1 and some older work by R. Akerman, P. Gredt, and H. M. Howe, no information is available that is of direct interest to the metallurgist. Hofman's valuable work is the only one that refers to slags produced in the metallurgy of copper and lead. The classic work of J. H. L. Vogt,2 who views slays from the standpoint of physical mixtures (solutions in which the entities are minerals), has opened up a. new field in the study of slags, and has placed the investigation of such properties as melting-temperatures, etc., on a rational basis. The recent work of A. L. Day, E. T. Allen, and W. P. White, of the Carnegie Institution, at Washington, and of European investigators 3 on certain systems of silicate minerals confirms the value of the investigation of silicate series from this standpoint, and it is my aim to apply this method to metallurgical slaws, in order to gain exact data of value in metallurgy. The work recorded in the present paper is the result of an investigation of reverberatory-furnace slags made for a Western smelting company to determine exactly the influence of change in composition, within comparatively narrow limits, on the melting-point.
