Although the mineral shortages of twelve to eighteen months ago have given way to oversupply, their memory lingers on. These problems were man-made: booming demand throughout the industrial world, political and industrial unrest and the oil embargo all contributed. But in the minds of many, the shortages conjured up visions of the depletion of the world's mineral resources, a disaster that could be staved off only by drastic curbs on consumption and therefore, curbs on economic growth. A little historical research shows that fears such as this are not inventions of the 1970's. A hundred years ago, for example, the imminent exhaustion of the world's coal supplies was being predicted in Great Britain. The English economist, John Stuart Mill, who was usually more perceptive, wrote a few years earlier that "it is only in the backward countries of the world that increased production is still an important object". And later there was Franklin Roosevelt who said in 1932, "Our industrial plant is built; the problem just now is whether under existing conditions, it is not overbuilt". His concern, in other words, was not with the discovery and exploitation of new natural resources, but with the administration of known resources and with seeking foreign markets for surplus production. In light of copper prices at the time -- just under 6¢ a pound -- that was understandable. These instances illustrate how, throughout the world's industrial history, concern about surpluses of raw materials has alternated with alarm about the adequacy of supplies and with calls for restricting growth.

From 2015 to 2021, five massive pillar collapses occurred at four underground stone mines in the eastern United States. These events resulted in powerful airblasts that damaged mine infrastructure and mobile equipment, seriously injured miners, and disrupted underground travelways. Each of these pillar collapses propagated through the overlying strata, causing a subsidence basin on the surface. Pillar collapses are particularly hazardous for miners because they can occur with little warning and can affect miners that are far from the pillar collapse area. The following case studies show that certain factors may increase the likelihood of a pillar collapse. 1. INTRODUCTION According to the classical economic approach of the open market economy, copper supply should be regulated by market forces which are (a) demand and (b) prices. In fact, demand is of primordial importance because prices are a reflection of supply-demand balance: they go up in times of shortages of supply and down when over-supply situation exists. In the past few years, this basic mechanism of market economy has been under pressure from a number of non-market forces, such as social and monetary problems of sane important copper producing countries; structural changes in copper mining companies through mergers with oil companies; and other factors which greatly contributed to distortion of the basic supply-¬demand equation. As a result, we have faced in the last three years a situation of oversupply rarely seen in the past, with a catastrophic fall in copper prices, huge losses at mines and unprecedented indebtedness of copper producers. This has deep repercussions in the copper business and its future supply outlook. This is particularly so when taking into consideration that high indebtedness and high interest rates conspire against the very survival of some traditional producers. As we write this comment (July of 1985), close to one half of U.S. copper production capacity is closed down, sane of it for good, while the same precarious situation exists in Canada, Australia, Zambia, and some other primary producers who cannot face present low prices with equally low costs. The question is then what this situation means for the medium-¬term future, until the end of this decade, Particularly when taking into consideration the fact that some of the factors influencing it are of a long-term character. 2. SUPPLY-DEMAND SITUATION IN THE LAST FIVE YEARS Since the last boon year, in 1979, when world copper consumption reached a record of 9.8 million metric tons of refined copper, demand dropped to only 9.0 million tons in 1982, when the crisis bottomed out, and then steadily recovered to the level of 9.7 million tons in 1984. Meanwhile, copper production, which in 1979 was only 9.4 million tons, in spite of the fall in demand, grew to 9.7 million tons in 1981 and 1983 and only temporarily was cut to 9.4 million tons in 1982 and to 9.5 million tons in 1984. As a result of this imbalance, hugh copper stocks were accumulated with supply systematically out¬growing demand by over 2 million tons at one time. With the Western World refined copper demand running at an average of 115,000 tons per week, this oversupply was equivalent to between 15 and 18 weeks production, i.e. twice as large as normal. This was immediately reflected in very low copper prices. Another contributing factor to relatively low copper prices was the lack of speculator interest for this commodity. Between 1981 and 1984 the world experienced a very intensive period of wealth distribution, high interest rates and intensive restructuring off world economy and its industrial sector. Therefore, much of the available money was attracted to more lucrative and attractive investments rather than to the lack-luster performance of copper, and for that matter, of the metal sector in general. The much announced and discussed recovery of the U.S. economy since 1983, and particularly in 1984, with an overall growth of the GNP by 6.8% in 1984, happened to be more oriented to the service sector than the industrial sector and therefore this recovery was not adequately reflected in copper consumption nor to metals in general. This put serious doubts about the future demand for copper. Consequently copper prices failed to improve in spite of an apparent fall in stocks and a healthy increase in the demand for copper since 1982. At the time of this writing (July, 1985), although same analysts claim that the available stocks are running at about 8 weeks of supply, which are considered to be below normal, copper prices are still very low at between 65 and 67 cents per pound of copper. Understanding the variability of sulfur and calorific value in coal seams is critical to planning mining operations and marketing the mined coal. In this study, statistical and geostatistical techniques were used to explore the underlying spatial trends present in a large coal deposit. Eight prediction models for the sulfur content of the coal seam were developed. Six of the models were created using geostatistical techniques, while the remaining two models were created using other techniques. The performance of each model was examined by conducting cross validation exercises. The results of the study showed that very pronounced trends and anisotropies were present in the sample data, which had to be accounted for in the modeling. The study found that a cokriging model using sulfur and ash is the best prediction model for predicting sulfur content in this coal reserve.

On February 5, 1973, Eastern Associated Coal Corp began shortwall mining in their Federal No. 1 Mine, thus marking the first attempt in the United States at modern shortwall mining, i.e., using a continuous miner to extract coal open-ended from pillars 100 to 200 feet wide, under the protection of a self¬-advancing roof support system (1)1/. Since then, four additional shortwall faces have been operated. While the number of face-years of shortwall experience in the United States is limited, this experience has been anything but uniform. Differences in operator motivation, coalbed parameters, geologic conditions, panel dimensions, and face equipment all have contributed to a wealth of knowledge which can provide guidance for the design of future shortwalls. The purpose of this paper is to review the history of shortwall mining in the United States and to assess its value to the U.S. coal industry in terms of the health and safety of the miner, the percentage of coal recovered, coal production, worker productivity, and relative cost performance.

"INTRODUCTION Dramatic reduction in energy use and environmental impact can be achieved with sandwich belt high angle conveyors that serve as the vital link in any IPCC (In-pit Crushing and Conveying) system. These high angle conveyors are not new at all, but have not found wide use in IPCC systems where they can realize the greatest advantage. Reduced energy consumption and environmental impact, with IPCC systems, was already realized in the 1970s. With the bulk material haulage limited to conventional open trough conveyors the most direct path out of the open pit was precluded, requiring low angle spiral ramps and/or deep slots and/or tunnels through the high wall of the open pit. These excavations, to accommodate the low angle limitations, represented undesirable impact on cost and on the environment. Against this backdrop, a major study in 1979 sought to develop high angle conveying systems that could continuously haul the mined bulk material directly out of the pit, along the high wall – the shortest distance between the two end points. Between 1979 and 1982, that study developed sandwich belt high angle conveying systems that utilized all conventional conveyor equipment including smooth surfaced rubber belts that could be continuously scraped clean. These systems had all of the positive features of conventional conveyors but overcame the angle limitation. By hugging the bulk material between two belts, the material’s internal friction could be developed to facilitate conveying at any high angle up to 90 degrees (vertical). After an intense testing period (about one year) on the first large scale prototype system, commercialization began in 1983 with the installation of a 60 degree incline system at a western United States coal mine, elevating 2000 t/h of coal to a train load out system. It did not take a long period of scrutiny and acceptance before this high angle conveyor found use in the most rugged requirements of an IPCC system. This was only the second commercial sale, and after more than 150 commercial installations, it remains arguably the most significant high angle conveying system. In 1984, a copper mine in Serbia, already using pit perimeter crushing and conveying, decided to move their primary crusher deep into the pit and to use a sandwich belt high angle conveying system to elevate the ore continuously, directly out of the pit, along the high wall to the pit perimeter where it then transferred to a conventional conveyor for the remaining haul to the plant. The system had significant features including 2000mm wide belts that elevated 250mm coarse ore, at 4000 t/h, over six 15-meter high benches for a total 90 meters of net lift. The system was able to reduce the truck haulage fleet by ten 200 ton trucks realizing great cost savings, zero emissions to the air and greatly reduced traffic congestion in the pit. The system operated successfully until 2002 when the mine shut down. Many successful sandwich belt high angle conveyors followed with the current count of commercial installations at more than 150. Despite the great success with this system, its use has not been repeated as part of an IPCC system."

Dynatec Mining Limited contracted to sink a lS00 metre (4960 ft.) concrete lined shaft for Falconbridge Nickel Mines in Sudbury, Ontario, Canada. The shaft is 6.3 metres (20.S ft.) in diameter inside the concrete lining and is equipped with steel furnishings. Dynatec used the owner supplied 4.6 metre (l5 ft.) diameter double-drum hoist to sink the shaft with 12.S tonne buckets for muck removal and 4 cubic metre concrete buckets for concrete placement. One of the unique features of the shaft sinking operation is the use of a four-boom electric hydraulic drill jumbo permanently mounted in the shaft sinking stage. This paper will describe the performance obtained with the electric hydraulic drilling equipment and the high capacity muck removal and concreting equipment.

The last decade has seen the use of powerful computerized Mine-Wide Monitoring (MWM) systems for detecting hazardous conditions in underground coal mines. Recently, the U.S. Bureau of Mines and Jim Walter Resources, Inc. (JWR) expanded the scope of MWM system to include ground control. Single-point extensometers were installed in each of 30 intersections along a tailgate entry. These instruments monitored the rate of roof sag, a sensitive indicator of roof instability. Data were collected by the mine's own computerized MWM system. The paper describes the successful integration of ground control instruments into MWM, the data reduction procedures, and the identification of several hazardous areas.

The second underground coal gasification experiment conducted by ERDA's Laramie Energy Research Center at a site near Hanna, Wyoming, was completed on July 30, 1976. During the experiment production reached 0.32 Mm 3/d (12 Mft3/d) of 6.9 MJ/m3 gas (175 Btu/ft 3 ). Approximately 6100 tonne (6700 ton) of coal were gasified during the experiment. Energy return ratios of 4.5 to 5.3, cold gas - thermal efficiencies of 76 to 89 percent, and overall process efficiencies of 65 to 74 percent were achieved during the second Hanna experiment. This paper describes the experiment and the results obtained with emphasis given to the determination of the energy recovered relative to energy consumed in conducting the test. Data from this determination are compared with previously published data from the first test conducted at Hanna during 1973-1974.

SEVERAL categories of storage are used depending on capacity. Operational storage, which is small in comparison with the market, facilitates handling surges of a few hours' or a few days' duration. Seasonal storage, usually larger, permits accumulation of product during sea- sons when demand is low, for delivery when demand is high. In producing areas, large storage may permit production at a uniform rate, without waste or distress sale. Near large markets such storage increases the efficiency of transportation, allows a more extensive or higher grade market to be served, and affords protection against interruption in delivery.

This paper details Keeler/ Dorr-Oliver's experience with the application of fluid bed combustion technology to the burning of coal-mining waste. The designs of two stage fluid bed combustors/dryers are demonstrated as useful in the drying of coal, slag and coke, using coal and coal refuse (gob) as fuel. Anthracite mining refuse (culm) is more than abundant in Northeastern Pennsylvania. After demonstration at Shamokin, Pennsylvania, a full commercial-sized fluid bed boiler using culm is used for district heating in Wilkes-Barre, Pennsylvania. Limited research work has shown the utility of using fine coal as filter aid in sludge in¬cineration. With the rising avenues of the suitability of coal as auxiliary fuel in fluid bed sludge incineration, an expansion of these concepts combines the use of coal or coal refuse as filter aid and auxiliary fuel. Lime¬stone addition controls SO2 emission.

Prolonged subzero climatic conditions impose some unique engineering problems for the developer and operator of open-pit mines in the Far North. The remoteness of the job site and the extremely cold, long, dark winters severely tax both man and machine in the quest for the Arctic's rich mineral wealth. Undoubtedly the singular most troublesome problem for the engineer is Permafrost which underlies about 201o of the land area of the world and about 85% of the state of Alaska. Permafrost has its impact on building construction and mine excavation, while posing a more pervasive threat to the-delicate ecologic balance within the Arctic wilderness. Yet the difficulties associated with mining up North may not be as overwhelming as has been previously supposed. For example, the lowest temperature recorded at Point Barrow is -560F, whereas Montana has recorded -69.7° F.. There are no specially designed machines for mining and construction in the Arctic, and efficient equipment utilization is maintained through proper operation and servicing techniques. However, neither equipment or people can be assumed to function normally at -40°F. Special techniques in drilling, blasting, and ripping are being used to yield economically competitive ores. Overall, a fundamental understanding of the nature of Permafrost will allow the engineer to deal expeditiously with an Arctic mining venture and at the same time to deal fairly with Arctic environment.

A study was conducted to evaluate the applicability of large wheel loaders (Cat 994 class) as primary loading equipment in open pit iron ore operations. Field visits were made to taconite and gold mines that used large wheel loaders. Data were gathered on loader selection rationale; operating and maintenance experience; and production, availability, and cost information. Brief time studies were conducted to indicate machine performance and utilization. The paper summarizes the field data and includes economic comparisons of wheel loaders versus cable shovels in an iron ore application.

Red Dog is a Mississippian to Permian aged sulfide deposit located in the western Brooks Range north of Kotzebue, Alaska. It belongs in the family of black Shale hosted sedimentary exhalite deposits but lacks classic sulfide sedimentary textures. Pervasive silicification, and a significant portion of the mineralization, is replacement in nature. An extensive feeder vein system cuts the footwall and the exhalite package. A Jurassic to cretaceous age compressional event has repeated the ore section through thrust faulting and folding. The orebody contains 77,000,000 metric tons averaging 17.1% Zn, 5.0% Pb and 82 g per metric ton of Ag. Weathering has locally altered the sulfides to sulfates and formed elemental sulfur.

"An ore is a rock regardless of its rarity or value."* The application of geology does not cease with the discovery and delineation of a mineral resource, but continues in the calculation of the economic parameters that determine reserves. Reserve determination, reduced to essentials, is the determination of the cost of production of a mineral commodity from a resource. This cost comprises mining, processing, waste disposal, reclamation and marketing costs. Geological input is vital in the calculation of the individual cost parameters from mining to reclamation, and even has some impact on marketing. Geology thus has a critical role in the determination of reserves.

Long range projections of demand for nonmetallic minerals are presented, together with data on the domestic resources which are available or which can be made available to meet the requirements through the balance of the century. Past successes in solving nonmetallic mineral requirement problems are briefly reviewed to illustrate the capability for solving present and future problems of a similar nature. Major problems threatening the future supply of specific industrial minerals are described together with possible methods for assuring the necessary raw materials for future needs. The growing importance of environ- mental degradation, land use conflicts, and other important factors which affect several or all of the nonmetallic mineral industries is covered, and the necessity of planning for efficient and orderly extraction and rehabilitation of mineral deposits is stressed. The present Bureau of Mines methods and tools for long range planning are briefly discussed.

The Sage Mill Project w approved by Santa Fe Pacific Gold Corporation's Board of Directors in October 1994. The Sage Mill Project included a pressure oxidation plant designed and constructed to process refractory carbonaceous ore using fine grinding/autoclaving technology developed specifically to treat Twin Creeks ore. The project was constructed in two phases. The first phase was put into operation on May 5, 1997, just hours before the transfer of ownership to Newmont Gold Company occurred. The second phase started in October 1997. This paper reviews schedule, costs, scope changes, and methodology used on the project that spanned almost five years from project definition through commercial operation.

The recently completed In-Pit Crushing and Conveying Project at Phelps Dodge's Morenci Mine is rated among the world's leading materials handling projects. The operation involves the crushing and transport of more than 109,000 tonnes per day of copper ore, utilizing regenerative conveyors capable of providing over 5.5 megawatts (7,000 hp) of equivalent electrical energy. It hardly needs to be repeated that if coal is to continue as America’s premier source of cheap energy, it is absolutely necessary that the carbon dioxide from its combustion somehow be sequestered. A promising method proposed to accomplish this is the “indirect” carbonation of serpentine in a concentrated magnesium chloride brine. Indirect carbonation could be also applied to precipitate magnesium in lateritic nickel processing: this would not only solve magnesium-control problems in laterite hydrometallurgy, but also reduce its energy requirements and create CO2-sequestration credits. Fifty-five percent of the electricity generated in the United States comes from coal-fired power plants, and American coal reserves can last over 500 years at 1990-level consumption1. Coal is therefore both abundant and cheap: it could (and in fact probably will) continue to be an affordable source of energy, both for producing electricity and as a feedstock for liquid hydrocarbon production by Fischer-Tropsch reactions. As a result, it is important to find a workable method of permanently sequestering CO2.

Currently, virtually all new electric power generation systems under construction are designed with natural gas as the primary fuel. Factors driving these construction decisions involve sustained low prices for natural gas, environ-mental (and consequent regulatory) risks associated with the use of coal for power generation, and relatively high costs of construction for conventional coal-fired power plants. Despite the unarguable abundance of coal in the US. and worldwide, a fundamental question arises: What will be the role of coal in electric power generation in the 21st century? Congress, recognizing the vital and strategic importance of preserving the coal option for electric power generation, authorized the Clean Coal Technology Program. This pro-gram, with original funding in excess of $2,500 million, is intended to promote the demonstration and commercialization of a new generation of clean, efficient coal-based energy technologies through collaboration and partnering with private industry. The two technologies being demonstrated under this program which are the key to the continued use of this nation's huge coal reserves are coal gasification and the pressurized fluid bed. Either or both of these technologies, coupled with a combined cycle will pro-vide the continuing future coal option, while responding to increasingly more restrictive environmental standards. Recent Congressional budget-cutting efforts, however, could threaten the effectiveness of that model program, and ultimately other subsequent government-industry collaboration.
