The US Environmental Protection Agency (EPA) has tried many regional and laboratory efforts to develop measurement and monitoring techniques using environmental remote sensing technologies. In 1997, the agency established the Advanced Measurement Initiative (AMI): This is a eadquarters-level program, operating under the auspices of the EPA Office of Research and Development. The program is one result of the April 30,1996 White House Conference on Advanced Monitoring of the Environment. The EPA was encouraged to work with other federal agencies to leverage its remote sensing capabilities and use them to improve the efficiency, cost-effectiveness and flexibility of environmental measurement and monitoring for regulatory compliance and reinvention. During the fall of 1996, the EPA and the Department of Energy developed an interagency effort to broaden the use of governmental technologies for environmental measurement and monitoring. In addition, the EPA and the National Aeronautics and Space Administration (NASA) conducted joint workshops on the use of NASA remote sensing and other technologies for water quality and pollution applications. In the meantime, the EPA proceeded with an industry-proposed workshop to explore ways to cooperatively examine new research and to develop commercial remote sensing systems. It also examined how these systems might become accepted by the EPA in the regulatory and compliance processes. In particular, industry was interested in where new remote sensing capabilities might fit in with EPA's efforts at regulatory reinvention. Historically, the mining and petroleum industries have been reluctant to experiment with or use environmental remote sensing. They were concerned with the unknown liability from potential discovery of previously unknown environmental problems. Moreover, resource industries have been reluctant to use remote sensing for environmental applications where the EPA did not accept such data or information as part of the compliance process. Acceptance by the EPA of these advanced measurement and monitoring technologies (AMMT) will be a major reason for industry's increasedd use of remote sensing in environmental "applications for regulatory compliance. In July 1997, the EPA Office of Research and Development hosted at the Colorado School of Mines a stakeholders workshop on the AMI program and industry-government collaboration. The workshop's aim was to demonstrate the usefulness of AMMT technologies for environmental applications. Stakeholders included the mining and petroleum industries; environmental services companies; state environmental agencies and local governments; remote-sensing, value-added companies and data suppliers. The workshop used specific technologies and applications as a way to develop collaborative demonstration projects for several AMMT technologies covering different environmental problems. The workshop focused on the use of highly sensitive hyperspectral (very narrow spectral bands), geographic information systems and surface mapping to identify active acid-producing mine dumps and wastes from benign wastes at Leadville, CO. NASA's advance infrared imaging spectrometer (AVIRIS) was the instrument used. It was developed at California Technology's Jet Propulsion Laboratory. The EPA, the US Bureau of Land Managment (BLM), the US Geological Survey and several environmental service contractors sponsored the overflight and data evaluation. The AVIRIS study demonstrated reliability (95% correct surface mineral identification) and cost-effectiveness of this technology to accurately map and discriminate active acid-producing mine wastes from benign wastes. It could also predict which streams would be effected by acid and toxic mineral drainage. The BLM'said that the AVIRIS overflight could save it $500,000 a year in surface sampling costs at Leadville. That makes all the difference,” said Dee Kippers, of FMI Henderson Mine, in her talk on “Process optimization during a market downturn (A Moly MacGyver story).” Kippers told an entertaining story of the journey she and her team took in tackling the issue of an annual spike in iron content in the product at Freeport- McMoRan’s Henderson primary molybdenum mine near Empire, CO.As the metallurgists tried one thing after another — cranking up the iron depressant, adjusting pH with sodium hydroxide and hydrated lime, modifying reagent levels — Kippers found that when she shared her results with the operators, communicated with them on what she was doing and got their input, they were more willing to work with her, and more understanding and supportive of her efforts.The results make the case for getting people on board and coming together as a team. The cost savings from their optimization efforts, with little capital investment, have been “enough to cover the annual salaries of our metallurgy department and then some,” Kippers said.Considering the environmentDavid Lemieux, of Dundee Sustainable Technologies (DST), talked next on “Cyanidefree process for gold extraction,” presenting the results obtained from a demonstration campaign of the company’s novel chlorination process for gold extraction and associated arsenic stabilization process. Developed at an investment cost of C$35 million, they are ready for commercialization, having been demonstrated on the laboratory, pilot and demonstration scales.The DST process is differentiated from the Plattner chlorination process, which was in use from 1851 to 1916, by moderate process conditions of atmospheric pressure and ambient temperature — the result of using sodium hypochlorite solution, or bleach, instead of direct injection of chlorine gas — and new, cheaper materials of construction, such as polymers, plastics, fiberreinforced plastics and Teflon, resulting in lower capital and operating expenditures."

The world has seen unprecedented economic changes in recent years, starting with the stock market collapse of 2008 and the great recession that followed. With these changes, the mining industry, like others, has been forced to find ways to adapt to the shifting and sometimes volatile conditions. It has been a bumpy ride that has not been easy. Prices for most commodities have been in a decline in the past several quarters ? albeit still well above the average prices of 10 years ago ? as the costs of production have been on a steady incline for the past 10 years. Adding to the concern was the report in April that China, which had grown at an average pace of 10 percent/year, for the past decade, slowed to less than 8 percent gross domestic product (GDP) growth this year, catching many off guard. Even gold, once the safe haven for investors during rocky times, stumbled in April of this year, losing 7 percent of its value in two days. So what?s an investor to do ? and how can companies still attract financing? For the first time in 10 years, SME, in conjunction with the New York Local Section of SME, attempted to clear the waters of the mining finance sector with a conference focused on ?Current Trends in Mining Finance.? Held at City University of New York, Graduate Center, April 29-30, the two-day conference attracted 148 attendees and was intended for senior executives and mining industry specialists, covering a range of important topics and trends through 17 panels with about 50 speakers. The presentations came from representatives from some of the most influential companies in the mining and financial sectors, including Citi, Nomura, Societe Generale, Caterpillar, Newmont Mining Corp., Ernst & Young, Export Development Canada (EDC), KPMG, HSBC, Tocqueville Asset Management, BNP Paribas, Revett Minerals, Royal Gold, Environ and ERM.

The mineral sands industry is oriented primarily toward the supply of titanium (Ti) raw materials (titanium feedstocks) for the production of titanium dioxide (TiO2) pigment and titanium metal. Titanium minerals ilmenite, rutile and leucoxene, and titanium slag and synthetic rutile are all used principally as feedstocks for the production of white TiO2 pigment. It accounts for almost 90 percent of the world?s consumption of titanium minerals. The remainder is used for the production of titanium metal, fluxes for welding rods and as a metallurgical flux in iron and steel making. Titanium dioxide pigment is produced by two alternative process routes, the sulfate process or chloride process. The bulk of the world?s titanium dioxide is derived from the mineral ilmenite, which also contains iron oxide and other minor impurities. At some mining operations, the iron present in ilmenite is removed (ilmenite beneficiation) to produce a high TiO2 feedstock (slag or synthetic rutile) typically containing between 80 percent and 95 percent TiO2. Pigment producers then further process it to produce pigment.

This presentation is about a small company, Industrial Mineral Products, that was formed in 1972 with one product and one customer and by a series of value-added changes avoided disaster and increased sales many times over. The principal of the company stopped by my office in Seattle looking for industrial mineral opportunities in the Northwest. We got together and went through all the minerals in Ladoo's "Industrial Minerals" from Abrasives to Zircon to see if we could find something available on the vast holdings of the Burlington Northern. At that time one of our lessees was operating a silica sand mine near Ravensdale, Washington and indicated that he might be interested in selling out. This sounded interesting to my client and within two weeks the transaction was completed.

Gold has always been a crisis investment. For centuries gold has been considered globally the money of last resort. In time of war, inflation, financial uncertainty, political upheaval there has with few exceptions always been a flight to gold. The gold paradox simply is that even though we have gone through for the past handful of years all the kinds of. anxieties that would cause the gold price to rise, it has instead dropped drastically. Figure 1. illustrates the important factors that influenced the gold price significantly up or down before 1987. Obviously, since then, even though we have had wars, inflation, financial problems involving breaking banks and thrifts let alone collapsing financial institutions, the gold price has both in the long-term and the short-term trended downwards. Figure 2. depicts the gold price path since 1987. If the presence of time-honored and time-tested factors that should have driven the gold price up didn't do the job, then logic dictates that new factors to drive the gold price down and keep it depressed arose. And they did. But before addressing these depressants permit me to turn to the arcane art of gold price prediction and fore-casting.

At the 25th Peruvian Mining Convention, the start-up of Antamina was called ?the mining event of the year.? Antamina, one of the largestcopper-zinc mines in the world, began operations in May 2001.Augusto Baertl is Executive Chairman of Compañía Minera Antamina, the operating company. He said in a convention address that Antamina would be in full production in 2002. ?I would like to stress that Antamina is, in every respect, a highly stringent operation, as it intends to be the Peruvianmine of the future,? Baertl said. ?Antamina has set the target of being, and remaining throughout time, a model mine as to technology, environmental practices and social responsibility.? [ ] In the areas of technology and operations, Baertl noted that ?we have incorporated the best engineering design available and state-of-the art technology for mining, grinding and transportation processes, among others.? In the environmental area, he said that ?we have carried out careful environ-mental impact studies and have incorporated modern technologies and methods to control and minimize any environmental impact.? In the social field, Baertl noted that ?our relationship with neighboring communities is being developed under the premises of the social responsibility philosophy.? These include popular consultation processes, environmental committees and conciliation discussion committees. The purpose, he said, is to encourage communities located within the area of influence of the project to find and lead by themselves their path toward sustainable development, beyond the life of the operation itself.?

If you are contemplating starting a small coal mining operation there is a good possi¬bility that you can not afford it. If you, have already started, you may be on the road to bankruptcy. If you are a small but well established operator you may be trading dollars, or even dissipating your capital, equipment and other assets. A bleak outlook? Yes! Meant to be discouraging? No! Just a reminder that, with todays costs of doing business, high interest rates, rapidly increasing costs and decreasing sales prices, a small businessman/miner had best watch closely or he will be mired in something worse than a soft bottom - namely a cash and credit shortage, and in too many instances In recent times, bankruptcy. We will not dwell on what happens once you are that far gone, though I could cite a good example. But, let us look at what should be done to avoid such a catastrophe.

Introduction and Historical Background State Geological Surveys have been deeply involved in industrial minerals from their inception beginning in the first half of the 19th Century. To Massachusetts belongs the credit of having carried out the first Geological survey under state auspices on the Western Hemisphere. One of the causes leading up to this survey was. Governor Lincoln's message to the legislature of May 29, 1830, from which I quote in part: "Much knowledge of the natural history of the country would thus be gained (from a geological survey), and especially the presence of valuable ores, with the localities and extent of quarries and of coal and lime formations, objects of inquiry so essential to internal improvements and the advancement of domestic prosperity, would be discovered.". Similar phraseology is present in practically all of the initial organic acts creating the first State Surveys. High on the list of priorities for these embryo surveys was an inventory of the mineral resources of the State with particular emphasis on the industrial minerals. Prom these early beginnings, the state surveys have developed a great wealth of geological data either directly or indirectly relating to the development of mineral resources. One can gain some conception of the effort that state surveys today place on industrial minerals studies by noting the projects in which they are engaged as reported in the State Geologists Journal. A program of geological research in support of mineral exploration efforts is outlined. Specific goals are stated, approaches to accomplish their attainment are described, and the type of useful results to be expected are outlined. Because mineral exploration or prospecting has intensely practical goals, research in support of it must be applied research, applied to the problem of maintaining or increasing the discovery rate of the exploration effort. To attain research goals, attention to personnel selection, group structure, and program are critically important, and in about that order. A large percentage of the professional personnel should have had experience in mining geology or mineral exploration, and they all should be prospector-oriented. Structuring in the group should be at a minimum, with wide allowance for the kind of independent research which is essential to the nurturing of on-target creativity. The program should be field-oriented, and it should include a wide representation of those subdisciplines of geology which are applicable to mineral exploration. The types of results to be anticipated include improved or new conceptual models for various types of orebodies and their settings from which new ore guides can be derived, new exploration techniques, and the development of a knowledge bank for various aspects of the exploration effort.

The 25th Peruvian Mining Convention (Convención de Ingeneieros de-Minas del Perú) was held Sept. 10-14, 2001, in Arequipa, Peru. The biennual meeting, sponsored by the Peruvian Institute of Mining Engineers (Instituto de Ingeneiros de Minas del Peru), is designed to showcase the Peruvian mining industry and to ?promote progress in the national mining sector.? The convention consisted of technical sessions, forums, field trips and social activities. The technical sessions featured 80 papers selected from more than 200 papers submitted. The well-organized 2001 meeting was held at the Tecsup Institute of Technology of Arequipa. The meeting was held in conjunction with Exposición Technologica Minera (Extemin), a mining trade exhibition. The2001 Extemin had representatives from more than 400 companies in attendance. In addition to the many Peruvian companies present, the trade exhibition featured pavilions representing the United States, Canada, Germany, Australia and Chile. Registration at the 2001 meeting was about 3,300, a conference record. The theme for the 2001 meeting was Mining: Society and Development. Mario Brescia was chairman of the organizing committee. He said in his opening remarks that ?this year?s meeting seeks to emphasize the commitment on the part of the [mining] companies to treat our natural resources responsibly, controlling any adverse impacts and giving priority to group benefits.? Consistent with this theme, many of the technical papers stressed environmental and social responsibility. Many successful examples of environ-mental and social responsibility on the part of the mining industry were presented in the technical sessions.

The National Lead Company operates its MacI tyre Development at Tahawus, New York for the production of ilmenite and. magnetite. The heavy ore of titanium and iron is mined from the open pit mine at an average rate of 7,000 tons per day, and the development waste is removed at an average rate of 10,000 tons per day. The mine working benches are spaced, at 35-foot vertical intervals, and 6 ½ inch blast holes are drilled 39-feet deep with 18-foot burden and spacing by down-the-hole drills. Waste is loaded with a 6 yeard shovel and ore with 2 ½ yard shovels into 22-ton rear dump trucks. A good account of the history of MacIntyre drilling and. blasting was presented to this assembly two years ago, by F. R. Jones. (1) Most of the blasting since the start of the mine in 1941 was done with 90% gelatin dynamite until 1955, when relatively insensitive canned blasting agents were adopted.. In 1956, 9-inch blast holes drilled with down-the-hole drills. In 1956, also, the first experimental trials of prilled ammonium nitrate fertilizer and fuel oil (hereafter called fertilizer) was made following the lead of Cleveland-Cliffs operations in the Hibbing district. Since that trial did not, as some local skeptics predicted, make grass grown on the bluff, but resulted in a well-broken shot, further tests were conducted in dry holes. I Observations of those tests indicated that the fertilizer did its share of the work. If anything, it produced better fragmentation than the normal load di in neighboring wet holes.

Engineering programs usually do not provide sufficient opportunities for students to develop written communication skills. The responsibility for developing those skills is frequently delegated to the humanities faculty, who in a single technical writing course are supposed to transform engineering students into proficient communicators. A general template which was developed for report writing in our senior level capstone design courses is discussed. Students have improved their writing skills by using the template. The writing assignments have provided the students the opportunity to write and revise more technical reports that communicate their design.

The Nevada Barite industry has experienced a 277% growth over the last five years with a total production of 2,542,000 tons. Total production prior to 1970 approximates 2,700,000 tons dating back to 1907 Annual production, as can be seen in Table 1, has increased from 192,000 tons in 1971 to 723,000 tons in 1975. During this same period U.S production has increased from 825,000 tons to 1,056,000 tons. Nevada is now the leading producer with 69% of the market. The increase in the Nevada barite production is, of course, directly related to the increased demand for weight material coupled with the lack of other sources and the relative economic advantage of the Nevada barite, A significant tonnage of Nevada barite is utilized in the non-oil well market, principally at FMC's barite chemical plant at Modesto, California; however the growth has been in the oil well market.

The mine is a large open-pit copper mine located near Tucson, AZ. Mining operations involve shovels digging at relatively fixed locations and haul trucks moving the muck to a primary ore crusher, a primary waste crusher, and directly to waste dumps. The total investment in shovels and trucks is some $100 million. Fig. l is a schematic drawing of the operation. A static method of truck assignment is used; i.e., each driver is given one particular shovel to serve until reassigned by the dispatcher. A dynamic system is one where trucks are reassigned after each trip. The problem is to compute a near optimum assignment of trucks for efficient operation.

In the past three years there has been a great amount of attention given to phosphates world wide, and in particular to the Florida Phosphate Industry. I would like to relate some of the most recent history of the industry and give you a personal outlook for the future. Phosphate rock has been produced in Florida since its discovery on the Peace River in the 1880's. Through 1976, approximately 720 million ST of rock had been mined from Florida reserves, and it is my opinion that there are at least 1.2 billion tons remaining which are consolidated, accessible and can reasonably be expected to be permitted for mining. Over half the 1.2 billion tons will be deeper, more scattered, leaner and will produce lower grade rock than the Bone Valley of Central Florida has tradition-ally produced. In 1973, '74, '75 and '76 the Florida Phosphate Industry produced 32.6, 34.0, 38.2 and (38.0) (P) million ST of phosphate rock respectively. This rock was produced by ten mining companies, Agrico, Borden, Brewster Phosphates, Gardinier, Grace, IMC, Mobil, Occidental, Swift, and USS Agri-Chem; mines are located -17 in Polk County, one in Hillsborough County and two in Hamilton County, Florida. Phosphate rock is used by local companies in Florida primarily to produce phosphoric acid from which DAP and TSP is manufactured. Florida acid producers use about 15 million STPY in acid plants in Florida, and another 7.5 million STPY is consumed by acid producers in plants on and near the Mississippi River. Somewhat

Dewatering of the fine clean coal fraction, - 28 mesh (595 microns) represents one of the most difficult and costly separations in typical plant circuits. Since 1969, the Screen Bowl Centrifuge has offered an economical alternative to filtration/thermal dryer combinations. The performance of Screen Bowl Centrifuges has been continuously modified and improved to dewater not only coarser coals, but also today's variety of ultrafine material. Actual test comparisons with alternative methods show the Screen Bowl Centrifuge to be most cost effective and efficient when all factors are considered.

"Increasing demand and market economics have pushed the mining industry to adopt improved mining practices and minimize losses. Simulation, in this regard, has proved to be an efficient tool to help in decision making purposes. We present the development of a discrete event simulation model for a large-scale open pit mine to run experimental scenarios for near optimal decision making. A mixed integer linear goal programming (MILGP) optimization model is also presented for shovel allocation optimization. The mathematical model will be coupled with the simulation model at the dispatching stage for shovel allocation optimization and thus it will act as the link to optimal short-term schedule to assist in achieving better mine plan compliance across short-term and operational planning time horizons. The main contribution of this work so far is the development of the MILGP model and development, implementation and verification of the simulation model on a large scale oil sands open pit mine case study. The results obtained so far are promising and have been validated against the historical data of the mine, proving the applicability of the model for experimental scenario analysis. INTRODUCTION It is essential for mining operations to adopt efficient operational methods and technologies to cope with market demand and economics. Mining operations, on the other hand, being capital intensive, find it risky to bring in any changes. Simulation is a tool that can help in this regard for better decision making purposes with an improved and quantitative measure of confidence. A true representative model that satisfies the objectives set for the simulation is essential to achieve its applicability for decision making purposes. A similar simulation model is presented in this paper for analyzing the operational KPIs of a large scale oil sand open pit mine with truck-shovel operations. This paper is aimed at providing an overview of the development of the model and the statistical outcomes validating its applicability for experimental scenario runs and thus for better decision making purposes. A mixed integer linear goal programming (MILGP) optimization model is also presented in this paper that acts as an upper stage in a multi-stage dispatching system. The optimization model is proposed to be linked with the dispatching logic in the simulation for optimal shovel assignments and target productions by reading available mining faces directly from the short-term extraction schedule. This model is aimed at bridging the gap between operations and short term extraction schedule; and may help achieve better compliance between the two."
