This paper presents some research studies of the rotary drilling of oil shale at the Bureau of Mines Oil-Shale Mine, Rifle, Colo. The experimental procedures and the rotary drill test equipment are described. Theories of rock drillability, rotary bit cutting action, and bit design are presented and discussed. The actions of various bit designs are analyzed and compared with the observed results of actual drilling tests. A cost estimate is made for drilling Colorado oil shale.

The mining industry of the United States has for many years possessed the dubious aistinction of having the poorest accident rate of all of the major lines of industrial endeavor in this country, and until recently there ras little or nothing to show that any material improvement might be expected. However, there are now numerous trends indicating that the corner has ceen turned at last, and it is strongly hoped that the mining industry is likely to follow the railroads, the cement and other industries in operating with occurrence of only a reasonable amount of loss of life and limb through accidents. The complete accident figures for metal and nonmetallic mineral mining for 1931 are not yet available, but fragmentary data shor that 1831 vill un- questionably have very low accident rates, probably the lowest in the history of our metal mines. One underground metal mine has produced over 14,000,000 tons of copper ore rithout a fatality; another metal mining company with an electric slovel operation has handled upwards of 75,000,000 tons of material, copper ore and waste, without the occurrence of a fatality; an iron-ore compan, which orns six mines (three underground, three open pit), has operated every one for a year or more without a lost-time accident with a con- siderable number of employees and a large production; and alot.er iron-ore producer with 30 mines and about 3,000 employees as an average of nearly 10 months of operation in 1931 without a lost-time accident. umerous other wonderful safety records of metal mines in 1931 indicate unmistaimbly tat the record of the noncoal mining industry of the United States as a role in 1931 will undoubtedly be found to be excellent. According to the latest relatively complete figures (those of 1930) available for the coal industry, fewer than 650,000 persons are employed in and around the coal mines of the United States, the figures indicating at a little over 493,000 people are engaged in bituminous mining and a little under 151,CCO in anthracite mining. In preparing for war , Japan built an iron and steel industry that ranked high with other industrial nations . Deficient in raw materials for making iron and steel , it had to acquire the bulk of its iron ore and much of its coal and scrap iron from foreign sources . Steel manufacture, and fabrication , however , were reserved mostly for the Home Islands , where modern integrated plants produced the implements of war . The vulnerability of relying on imports during the war was recognized early, and steps were taken to exploit iron-ore deposits and develop treatment processes on the Home Islands in order to be as self - sufficient as possible . Although the industry had expanded considerably, the capacity of the large plants still was insufficient for military requirements, so other meth- ods of producing iron and steel were adopted, which in some ways illustrate the desperate effort made to supply the war machine. In developing the iron and steel industry, modern practices of other countries were studied and followed with modifications to suit Japanese con- Aitions. German and American technical ability and equipment played a large part in the program; however, the Japanese had competent furnace technologists capable of obtaining proper equipment performance. For the most part, the standard practice consisted of smelting iron ores in blast furnaces and then refining the pig iron to make steel in open-hearth furnaces. Electric furnaces played an important part, especially in the manu- facture of alloy steels. Various other methods yielded minor but significant production. Among the various other treatment processes used, the production of sponge iron in rotary kilns 'probably was the most important in producing melt- ing stock for steel making. Of special importance was the fact that sponge iron made from low-grade ores contained critical metals, such as nickel and chromium, so that the results were more significant than was generally believed.'

Aragonite, co-occurring with calcite and dolomite as matrix minerals, has been discovered in Mahogany zone oil shales of Colorado's Eocene Green River Formation, posing puzzles on the geochemical patterns of their separate origins, reasons for their simultaneous existence, and their interrelation. The presence of aragonite is demonstrated by X-ray diffraction. Amounts of aragonite and dolomite are significantly and inversely related, but the calcite quantity is essentially independent of either aragonite or dolomite quantity. A geochemical pattern outlining the deposition conditions that created the Green River Formation oil shale is postulated from characteristics of the oil shale. The development of the three separate carbonates--aragonite, calcite, and dolomite--the inverse relationship between aragonite and dolomite, and the independence of amounts of calcite and the other two carbonates are shown to be natural consequences of this oil-shale genesis pattern.

The National Safety Competition conducted by the Bureau of Mines, United States Department of the Interior, is held each year for the purpose of promoting safety in the mineral industries of the United States. Since the program was inaugurated in 1925, twenty-three safety competitions have been held. This publication is a report of the results of the contests held in 1944, 1945, 1946, and 1947. The names of plants that have been awarded "Sentinels of Safety" trophies and Certificates of Achievement in Safety dur- ing these years, together with a summary of their achievements in injury prevention, are listed. Statistical data covering the injury experience of all plants entered in the annual contests also are included in this publi- cation. The injury statistics of these plants, arranged in the six groups of the competition, are the only data on injury severity at mineral operations available to the Bureau of Mines. Interest in the National Safety Competition has increased steadily. The number of participating plants has increased from 210 in 1925, the first year of the competition, to the record number of 494 in 1946. The widening scope of the competition means that a steadily increasing number of the mines and quarries in the United States are participating in a program that will supplement their other activities in promoting safety. Safety competitions have long been recognized as instrumental in stimulating and holding the interest of employees and officials in accident-prevention work. During the years covered by this report, conditions in the mineral industries of the United States were hardly conducive to setting records in accident prevention. During the war years, handicaps were especially severe- loss of skilled employees to the armed forces or to higher-wage war industries, greater production by a smaller force of workers, relatively high rates of labor turn-over, the longer workday in effect through 1944 and 1945, and difficulties in obtaining repairs and replacement for badly worn machinery. Even the immediate postwar period has brought no abatement of the tremendous pressure upon the mineral industries for greater production. Although there was a decrease of 18 in 1947 from the record enrollment in 1946, these oper- ations worked 160,525,025 man-hours, the greatest number of man-hours of exposure to mining hazards in any year of the contest except 1942. Despite the accelerated pace at which the mineral industry worked during the 4 years covered by this report, participants in the National Safety Competition have achieved creditable performances in the promotion of safety. In fact, the injury-severity rate in the enrolled plants in the 1947 contest was 7.315 days for each thousand man-hours worked, the lowest by far in the history of the National Safety Competition. The injury-frequency rate of 42.155 for each million man-hours of exposure to mine hazards in 1947 marks a favorable trend downward from the rate of 50.577 in 1946, which was the

"INTRODUCTION The provision of escapeways from coal mines is a moral and, in most States, a legal obligation of mine owners and operators. The obligation is not always fulfilled because of the hope that no occasion will ever arise requiring the use of such facilities, and, as time passes without the need for using them, a false sense of security is born in the belief that ""it can't happen here.""The disastrous fire in a mine in Ohio on July 5, 1944, again focused attention on the importance of escapeways in averting disasters and made it clear that one or more dependable exits must be provided from a mine and parts thereof where men might be trapped by being cut off from the regular travel route. This matter of always-having available travelable exits has been advocated for many years by the United States Bureau of Mines."

This paper is one of a series being prepared by the Bureau of Mines on exploration, development, mining methods and costs at various mines in the United States. It describes such methods at the Lincoln tungsten mine of the Wah Chang Mining Corp., Lincoln County, Nev. The purpose of these reports is to promote development and conservation of our mineral resources by disseminating technologic information on mining methods, practices and costs. The Lincoln mine in Lincoln County, Nev., in the southeastern part of the [tate], was acquired by the Wah Chang Mining Corp., in April 1951. Mining methods and costs are of special interest at this property because of the low costs and good production record achieved through a well planned program of exploration, development, and exploitation. Operations were discontinued in July 1957 after the Federal Government suspended the tungsten purchase program.

This paper presents one of a series of digests of foreign mining legislation and court decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Bolivia has been prepared from the best available information in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers to whom it is being referred through the courtesy of the Department of State. SYNOPSIS OF LAW All useful substances of the mineral Kingdom belong originally to the State. The soil and subsoil are regarded as two distinct parts, the latter extending indefinitely in depth (Art. 2). The subsoil is under the dominion of the State, which may either abandon it to common use, grant it gratuitously to the owner of the soil, or alienate it, in return for an annual fee, to any individual or association that applies for it. This circular is one of a series dealing with the exploration, equipping, and development of mining properties, prepared and published by the United States Bureau of Mines in cooperation with various mining and exploration companies in the United States and Canada. This series of papers will supplement an earlier one which covered the methods and costs of mining and milling at a large number of producing mines. The present paper describes the exploration, equipping, and developing of a group of 18 claims remote from rail transportation, and the transport of equipment and heavy supplies for a distance of 120 miles by tractor over ice and winter roads, and of men and lighter supplies by airplane.

Although the thoughts and efforts of the great majority of people in many parts of the world are today directed toward killing each other, the purpose of this paper is to discuss means of conserving human life. In a world of turmoil and strife, we find time to discuss and make plans to achieve our objective -prevention of the "sacrifice" of life through avoidable accidents. The word" sacrifice" is used here advisedly, as one meaning of the word given in the 1942 edition of Funk and Wagnalls New Dictionary of the English Language is "the act of giving up some desired or valued object for the sake of *** future good." As everyone agrees that life is man's most priceless possession, one wonders if past sacrifices have been in vain. It appears that life is cheap in America; it is cheap because some of the industrialists are too much concerned with making a profit to devote much time and thought to conserving human life; it is cheap because some labor leaders apparently are interested solely in personal power and prestige; it is cheap because a great many workmen fail or refuse to cooperate energetically with the various organizations interested ill; their safety and welfare; it is of little value because, individually and collectively, we are indifferent to our responsibilities toward our fellow men.

This Bureau of Mines report investigates solvent injection as a means of increasing oil production from low-gravity oilfields; thus, wells in two California oilfields that produce from reservoirs having low-gravity oil were injected with highly aromatic solvents to increase their oil recovery. The wells were either allowed to soak or the solvent was circulated for a period of time. In some of the wells, the solvent was followed by a slug of water. The post-stimulation production rate was considerably higher than the prestimulation rate of the wells. Wells in which the solvent was not followed by water showed an immediate increase in oil production, and essentially all of the solvent was recovered. The wells in which solvent was followed by water essentially showed a delay in the increase in oil production, thus indicating a temporary water block. The results show that the production rate is usually increased by the injection of solvent, and the method may prevent early abandonment of marginal producers. Cumulative post-stimulation oil production indicates that cyclic solvent injection treatment can be an economic success.

The fiscal year which ended June 30, 1932, although one of acute financial de ression was, nevertheless, one of distinct encouragement to those who have long struggled against the much too prevalent occurrence of accidents in coal mines, especially of coal mine fire and explosion dis- asters, both of which are now known to be readily preventable. Table 1 summarizes some important information about explosions in the United States coalies for the fiscal year which ended June 30, 1932, insofar as such information is available to the safety division of the United States Bureau of Mines, the personnel of which are under instruction to get in touch with and report on all mine explosions in their respective districts, including not only those occurrences with loss of life but also those in which for- tunately no lives, are affected. Table 1 gives data on 33 ignitions in 10 States with a total of 87 deaths for the year; the number of ignitions (33) is considerably groater than the number (26) for the previous fiscal year, and is exactly the aver- age number for the past four fiscal years; the mumber killed in the 33 ignitions (57) is materially lower than that (217) for the preceding fiscal year or the average (150) for the past four fiscal years. The States with the greatest number of deaths from explosions in the fiscal year ending June 30, 1932, were Virginia; 54; West Virginia, 11; Pennsylvania, 7 (6 being in anthracite mines); Alabama and Colorado, 4 each; Illinois and Kentucky, 3 each; and Maryland, 1. The greatest number of ignitions listod wes that for West Virginia, 7; then came Pennsylvania with 6 (2 being in anthracite mines); Alabama with 5; Colorado, Illinois, Tennessee and Virginia, 3 each; and California, Kentucky, and Maryland, 1 each. "INTRODUCTION The brown-iron ores of the Western Highland Rim of Tennessee extend north and south across the State for 115 miles. Many prospects of iron ore are known in this area.The district is credited with an output of 8 million tons of washed ore prior to 1930. Records on past shipments of ore indicates that the grade was probably 45 to 50 percent iron, 0,7 to 1.25 percent phosphorus, and 10 to 21 percent insoluble.As part of a survey of the iron resources of the Appalachian area, the Bureau of Manes began exploration .of the Churchwell and Robinette properties April 16, 1945, and continued until July 25, 1945, during which time 122 feet of test pits were sunk and 667 feet of churn drilling was completedPROPERTY AND ACCESSThe Churchweil property and that part of the Robinette tract north of U. S. Highway 64 are reported to be owned by the heirs of William Millsaps.The Churchwell property is northeast of Waynesboro, the county seat of Wayne County (fig. 1), and is east of Forty-Eight Creek, between Duggar Branch on the north and Little Forty-Eight Creek on the south.The property is reached from Waynesboro by traveling U. S. Highway 64 east 8 miles to Forty-Eight Creek, thence north on a secondary road 2 miles, to where Little Forty-Eight Creek joins it, thence by an old logging road up the hill half a mile to the property.The Robinett tract lies 1 mile southeast of the Churchwell and is reached by traveling east from Waynesboro on U. S. Highway 64 and a distance of 6.7 miles, and then turning left on an old logging road and following the ridge 2 miles to the prospect."

United States newspapers of 25 or 30 Years ago ran headlines every few weeks telling of some mine disaster. Each disaster was a first-page attraction for a day or so then was forgotten until the next sensational event, frequently another mine disaster, a few weeks later. Interspersed with the large mine disasters were the so-called ?snipping? mine accidents that caused the death of one or two mine workers. The summation of mine fatalities of all types usually exceeded 3,000 a year, and nonfatal accidents to workers in mines of the country approximated 250,000 annually. From 1906 to 1910, inclusive, there were 84 major explosion disasters (about 17 per year) in. United States coal mines. The resulting fatalities totaled 2,388 for the 5-Year period. These frightful catastrophes helped the number of fatalities in coal mines of the country to reach the enormous total of 13,288 for the 5 years, or an average of 2,658 per year.

This volume summarizes mining and petroleum legislation in 30 jurisdictions of the Western Hemisphere. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

The Bureau of Mines is responsible for a broad spectrum of programs for meeting the diverse and changing mineral resource needs of the Nation. These programs are managed by the Director and two Deputy Directors, who formulate general policy and program direction from the Washington, D.C., headquarters. Bureau program activities are classified into two major functions, minerals research and minerals information and analysis. A senior advisory staff, consisting of the Chief Staff Officer and Chief Scientist, provides advice and consultation to the Director on a wide range of scientific and technical matters and acts on behalf of the Director to maintain liaison with other government agencies, both foreign and domestic, mineral industries, and professional societies. The Minerals Research Directorate Technological research and development in minerals have long been cornerstones of the Bureau of Mines. The Minerals Research Directorate performs this work. Re-search functions cover the extraction, processing, use, reuse, and disposal of mineral materials; the reduction of health and safety hazards in mining and processing; and minimizing undesirable environmental effects. The production, conservation, sale, and distribution of helium is also conducted under the Research Directorate.

Underground mining, like many high-risk industries, is facing a crisis in the near future. This industry has traditionally relied on a master-apprentice relationship to train new workers, but experienced miners are retiring in large numbers, leaving few "masters" to properly train their replacements. With a recent resurgence in mining, many new miners are entering the workforce each day. The rise in the number of inexperienced workers has implications for worker safety in an industry in which one mistake can blow up the entire workplace. The explosion in the Darby Mine in May 2006 that killed five miners illustrates what can happen in hazardous environments such as underground mines. The Health Communications Team at the National Institute for Occupational Safety and Health Spokane Research Laboratory was asked to address this problem by developing new training and safety awareness materials to promote safe flame cutting and welding practices. This article describes how occupational ethnographic techniques provided insights needed for "new product development." The result of this work was a national initiative to raise awareness and to protect underground coal miners from the dangers of flame cutting and welding in an environment filled with solid fuel and methane (natural gas). Although this project was initially designed for the mining industry, the approach and lessons learned are applicable to any high-risk industry and should be of interest to other social marketing or occupational safety and health professionals.

The U.S. Bureau of Mines evaluated the self-contained self-rescuer (SCSR) donning proficiency of 243 miners. These workers were from eight underground coal mines in the eastern United States. The objectives of the study were (1) to gather information on skill levels, since all miners in the study had prior instruction and opportunity to practice donning the apparatus, and (2) to summarize a quality control procedure useful in conducting periodic evaluations of donning proficiency. The sampling procedure used proved to be both reasonable and efficient in gathering information on training effectiveness_ It also provided a good statistical base for making informed site-specific decisions regarding SCSR training needs. Results from the observed samples at each of the eight mines indicate a wide variability across sites. The rate at which miners failed to isolate their lungs varied from 33 to 40.0 pct. Concomitantly, proficiency rates (miners either performing adequately or demonstrating a perfect 3+3 sequence) ranged from 13.3 to 63.3 pct.

Tonnage quantities of hafnium metal have been prepared in Kroll-process equipment designed for producing zirconium. Some slight process modifications have been necessary, but overall operation is the same as for zirconium. Hafnium oxide is chlorinated in the presence of carbon and the resultant hafnium tetrachloride reduced by magnesium metal. Byproduct magnesium chloride is removed in a high-vacuum distillation step and the hafnium sponge metal crushed for further use. Arc-melted metal can be forged and rolled to sheet, but the best material produced to date would not be considered cold ductile. INTRODUCTION This investigation is part of the program for the production of pure metals from domestic and foreign ores that has been underway at the Bureau of Mines for several years. It was done in cooperation with the Atomic Energy Commission and the Bureau of Ships.
