"IN APRIL, 1965, the employee relations department (then called the personnel department) was established as a separate function within the company. Its aims and objectives were to hire an effective work force to operate the open-pit mine and the mill, which were at that time under development and construction. It was also directed to develop a sound policy for employee relations to assist the company in maintaining a stable and properly motivated work force, which included the establishment of satisfactory wage rates and fringe benefits, safety, fire protection and security. During the 8 years that the department has been in existence the scope of the company's operations has expanded to include a zinc plant and an underground mine. The work force has enlarged accordingly and now totals 1,680 employees working at the two sites, separated by 34 road miles. To cover the employee relations functions the department has a total of 29 members at the two sites. The department is organized under a superintendent, who has an employee relations supervisor, a safety director and a fire chief reporting directly to him. The employee relations supervisor, with 2 employment officers and 2 clerks, handles hiring, first-stage employee grievanoos, terminations, employee records, and the organization of company-sponsored functions and meetings. Safety, training and security are the responsibility of the safety director, who has 3 safety supervisors, 16 security men, 1 first-aid attendant and one hearing conservation technician to service the two sites. "The addition of sulphidic materials in the leaching of nickel laterites has several potential benefits that include improvements in the rheological behaviour of the blends, reductions in the sulphuric acid and steam requirements, sweetening of the nickel grade of the combined feed material, and the option of using a range of sulphidic materials. The current study examines the oxidative processing of 30% w/w blends of nickel concentrate and nickel laterite ore at 250oC. In particular, the viability of using low oxygen overpressures was examined for significant amounts of nickel flotation concentrate, up to 12% w/w. Further to this the impact of process water quality, in particular the presence of chloride, upon the kinetics of extraction and the mineralogy of the residue were also investigated. This paper will present the results of preliminary work in this area.INTRODUCTIONThe use of sulphidic ore as a source of sulphuric acid during oxidative hydrometallurgical processing is not a novel idea and can be traced back over forty years (Seidel & Fitzhugh, 1968). A series of patents pertaining to application of this approach for laterite ores can be subsequently found (O’Neill, 1973; Opratko et al., 1974; Rodriguez, 2008a, 2008b; O’Callaghan, 2010; Liu et al., 2011) and a few of articles containing published data (Ferron & Fleming, 2004; Quinn et al., 2009). The use of pyrrhotite tailings as a source of sulphuric acid has also been employed for the leaching of converter slags (Perederiy et al., 2011).It is known that hydrometallurgical operations such as the HPAL plant at Murrin Murrin have added small amounts of sulphides as either transitional (mixed sulphide/oxide) ore or non-smeltable concentrate. This can improve the rheology (Rodriguez, 2009) and provide heat credits. However these plants are generally limited in their ability to add such materials due to their reducing nature and given under highly acidic conditions that the breakdown potential of the titanium used for the autoclave lining is significantly reduced. A suitable oxidant must therefore be present to ensure the potential remains sufficiently high."

THE Alaska Highway, in its course through British Columbia, traverses parts of two great physiographic divisions of Canada which are also distinctive geologically-the Cordillera in the western section and the Interior Plains in the eastern. The Cordilleran region in the portion of the Province with which this paper deals can be divided into four major northwest systems, known respectively from west to east as Coastal, Plateau, Cassiar-Omineca, and Rocky Mountains. The Coastal system consists solely of the Coast range except in the extreme northwest, where a part of the St. Elias range is included. The Coast range, characterized by mountains of great ruggedness,. is made up of an igneous complex of granitic rocks intruded chiefly as a great batholith. In places, spurs of these rocks extend into the Plateau heft, a partly mountainous tract largely occupied by quartzites, quartzose mica schists and their gneissic phases, and crystalline limestone with interbands and broad areas of chlorite, _hornblende, and sericite schists and bodies of intrusive granite gneiss-an assemblage of rocks known as the Yukon group. The Cassiar-Omineca system marks the divide between the Pacific and Arctic drainages. Its eastern boundary is well defined in the south by the Rocky Mountain Trench (see p. 229). The rocks of the system are, miainly, highly altered Palaeozoic sediments, but there are also Precambrian and Mesozoic rocks, the latter largely volcanic. The core of the system is granitic and there is evidence (see p. 221) to support the belief that it is of such a length as to constitute a batholith comparable to that of the Coastal system.

Barrick's growth and development plan will add three major new mines during 2005 including the Lagunas Norte Project in the La Libertad Province of Peru, the Veladero Project in the San Juan province of Argentina, and the Tulawaka Mine in north¬western Tanzania. Lagunas Norte and Veladero are similar in that they are both green-field open pit deposits at elevations over 4,000 meters above sea level, with two stage crushing and heap leaching followed by Merrill Crowe zinc precipitation for precious metal recovery. Operating sites will each generate in excess of 700,000 ozs Au per annum with commissioning and full scale operation planned during the third and fourth quarter of 2005. Details with regards to regional geography, development schedule, production and process specifics for Lagunas Norte and Veladero will be discussed in this presentation providing an overview for the respective properties.

"The development curve in the extractive sector has become longer, steeper, and riskier due to increased social, legal, and political risks from various stakeholders. Indigenous peoples are a unique stakeholder because their growing legal rights to lands and resources can often determine a project’s outcome. A project will only be successful if it is able to obtain the legal permits, withstand any judicial reviews, and gain and maintain the social license to operate. Stakeholder identification, management, and engagement are key risk-mitigation tools required to successfully convert risks into opportunities.RÉSUMÉ La courbe de développement du secteur de l’extraction s’est allongée, elle est devenue plus abrupte et plus hasardeuse en raison de l’accroissement des risques sociaux, légaux et politiques venant des divers intervenants. Les peuples autochtones sont des intervenants uniques puisque leurs droits légaux croissants sur les terres et les ressources déterminent souvent ce qu’il adviendra d’un projet. Un projet ne pourra réussir que s’il est capable d’obtenir les permis légaux, passer à travers les analyses judiciaires, puis obtenir et maintenir le permis social d’exploitation. L’identification des intervenants, la direction et l’engagement constituent les outils clés de l’atténuation des risques nécessaires pour bien convertir les risques en possibilités."

As indicated by the title it is proposed: I.-To review briefly some of the more recent developments of Physical Metallurgy; and 11.-To show how Physical Metallurgy functions as the link between mining and production metallurgy on the one hand, and consumption engineering on the other hand. Io these days of specialization, papers of the kind being considered mostly gravitate to the American Society for Metals, the American Society for Testing Materials, the Institute of Metals, and the Iron and Steel Institute. In proof that there is a place for the newest and most specialized of these societies, the American Society for Metals, it may be said that in the Montreal Chapter there are 200 active members, and in the Ontario Chapter more than 200. Yet the overshadowing glamour of the mining industry proper, and the publicity it receives, result in an almost continuous dearth of students in metallurgical engineering at our universities. There are more jobs than graduates.

Since addressing the Institute a year ago on The Future of the Copper Industry (l), many things have happened, most of them bad. It has been a hard year for profits and prophets. It was, therefore, with consider-able perturbation that I accepted the gracious invitation of your Committee to reappear. On reviewing my remarks of a year ago, I. have wondered whether, under pressure of more important matters, the Committee had neglected to make a note of them, or whether they felt that further explanations from me were in order. In either event, I am glad that I am here and welcome the opportunity to make any contribution I can to a clearer understanding of the problems of copper to those concerned. The English-speaking nations own 80 per cent of the present world-production of the metal. Col. P. E. Barbour, Secretary of the Mining and Metallurgical Society of America, and I recently completed an estimate of the known world resources of copper. We placed the figure, in round numbers, at 100,000,000 tons of metal. Of this amount, about one-third lies in the United States, one-third in the British Empire, and one-third in South America; and all but 4 per cent of this is owned by British Empire and United States capital. Our figures do not include any estimates for Russia, Japan, or Europe, on which there are no available data. It is true, consequently, that the British Empire and the United States are the ones concerned. It seems to me to be a matter of great importance to the world at large, and of even greater importance to those nations themselves, that the known sources of supply of this metal, so essential both in peace and war, rest so strongly in their hands. I cannot believe that in the long run they will neglect their responsibilities in the wise administration of these resources.

"This paper examines the impact of the various assumptions that go into an economic evaluation, and shows how these can be combined to show an exciting result that may not really exist. An example of an embellished case (the kind that one frequently sees when projects are being promoted) is developed and the cumulative impact is analysed to show the actual project underneath. The paper also points out some areas to watch for overly optimistic assumptions such as prices, inflation, and debt. The concept of a ""bare bones"" base case is proposed (constant metal prices, constant dollars, no inflation, no debt, no interest, on a project basis, after tax) as a common reference point.As well, the discount rate is examined as a fundamental means of reflecting risk in discounted cash flow evaluations. Current industry practice is discussed, and a methodology for the analysis of risk levels is proposed that assesses the constituent components of the discount rate: real interest, mineral project risks, and country risk.INTRODUCTIONOften, the first time that all of the technical and economic data for a mineral project comes together in one place is when the economic evaluation is developed. This typically happens when work on the project has progressed to a sufficient level of detail that the effort to produce a year-by-year cash flow is justified, usually at the pre-feasibility or feasibility study stage. The data involved will include:• production; tonnes waste and ore mined, ore grade, mining recovery, metallurgical recovery, metal sold• revenue; metal price, smelting & refining charges, marketing costs• operating Costs; mining, milling, administration, fees, royalties• capital Costs; exploration, development, construction, indirect costs (engineering, management), contingencies, start-up, inventories, working capital, replacement and sustaining capital, closure costs• taxes and royalties• exclusions; depreciation (this is not a cash item), sunk costs (only costs going forward)."

The Mineral Industry of Canada in 1951 Continuance of the remarkable, successive increases in the value -of Canada's mineral production, chief basis of the nation's post-war expansion, was one of the highlights of Canadian development in 1951, when, according to the preliminary estimate is-sued by the Dominion Bureau of Statistics and reported in the BULLETIN for February, 1952, mineral output for the year reached a new high of $1,228 millions. This marked an increase of 17.5 percent over the previous year, which was the first in which the billion dollar mark had been reached, and an increase of 143.7 per cent over 1946, when production was valued at approximately $503 millions. While higher prices for the principal base metals accounted for a large part of the 1951 increase, quantity gains were made by copper, nickel, zinc, asbestos. lead, cement, and strikingly important. by petroleum, the value of which exceeded for the first time that of coal production. Gold was an exception to the general trend, being lower in both quantity and value than in 1950. For the first time nickel .came within $9 millions of surpassing-gold as the leading mineral product. Metals and Fuels The value of all metals, estimated at $733 millions, was 18.7 per cent more than in the previous year. Nickel advanced 11 per cent in volume and 34 per cent in value. Copper was up 2.4 per cent in quantity and 21 per cent in value, zinc rose 6.6 per cent in quantity and 35 per cent in value, and although the volume of lead produced was lower by 8 per cent, its value increased by 17 per cent. The tonnage of iron ore was 31 per cent higher than in 1950.

HOLLINGER mining operations have required development by 24 vertical shafts having a total length of 28,160 feet. Seventeen of these are sunk from surface and seven are interior shafts. Four surface shafts and three interior shafts are now active and, excepting the recently completed new main ore-hoisting shaft, the remainder are either abandoned, or are used for passes or for ventilation. The new shaft bottoms 60 feet below the 3,050 level, but there is much work to be done before it is placed in service. The term 'shaft practice' is intended to include shaft construction and a general treatment o typical equipment. It is a large subject for an organization the size of Hollinger and this paper is intended only to present the salient features. Canadian newspapers from coast to coast, have been, for months, denouncing those articles entitled, "The Whisper of Death," which have been appearing in the Montreal Star. I have not read these articles as the newspapers do not print them; they just denounce them or class them as jokes. Apparently they think that they are not suitable for the ordinary Canadian to read. It appears, however, that the Star has said that unless we balance our budget, and that soon, we shall be bankrupt. That seems to me like common sense, though the Victoria Times says editorially that the Star claims will "shortly find a place in the joke column". In this editorial the Times quotes with much enthusiasm from the Quebec Telegraph. "Canada," says the Telegraph, "is all right. Her natural resources are so vast that no one need worry. Her future possibilities are limitless; her assets beyond figures". Does it not seem like the limit of nonsense for a country that is not paying its running expenses to make such pretensions? After fifty-five years of Confederation and much talk of national status we are still sponging on the mother country for our external defense; we still allow the hard pressed tax-payer in the old land to shoulder the entire burden. We even now refuse to accept able-bodied working-men from that small and overcrowded country and yet blatently talk of limitless resources.

Introduction For the compliment paid me by the Institute's kind invitation to speak this afternoon, I am very grateful. For the astuteness of your officers in determining that encouragement should be given, through the medium of a paper, towards accident prevention in coal mines, the coal industry cannot but be grateful. Some day, and let us hope soon, a more developed paper may supersede this one. In the meantime, if some knowledge of what one coal field has been able to accomplish, even in the initial stages of its effort, will induce other fields and other sections of the mining industry to launch similar experiments, much good will result and a more developed dissertation on the subject will make its appearance.

RESEARCH has been defined as the link between the present and the future. Science, wonderful though its achievements may be, has but scratched the surface of the unknown. Research is directing its attention to winning new facts in order that their application to the processes of today may open up new sources of wealth for the common benefit. Two classes of research investigations are often recognized-fundamental and applied, but these classes merge into each other and it is often hard to distinguish one from the other. Fundamental research is carried out primarily to develop basic facts, but frequently these are found to have immediate economic value, while applied research, specifically aimed at economic values, often necessitates a preliminary fundamental investigation. Both are essential and both should proceed by scientific method. It is obvious in fuel technology that a knowledge of the physical and chemical constitution of the various coals is fundamental to their industrial utilization, and further, a knowledge of the way these coals react under different conditions of temperature, atmosphere, etc., is necessary in solving such problems as storage, combustion, carbonization, gasification, or con-version to liquid fuels. The wide range of coals, the complexity, of their constitution, and the many uses for coal, makes fuel research no simple subject but one with unending possibilities. The Research Council of Alberta, formerly known as the Scientific and Industrial Research Council of Alberta, was established in 1919, to promote the development and conservation of the natural resources of the Province. The work of the Council was arranged in six major divisions: Fuels; Geology; Road Materials; Soils; Natural Gas; and Forest Products. The office and laboratories are located in the University of Alberta. The Council was financed until the depression of 1933 by a separate vote of the Legislature, but since then has been continued, though on a much smaller scale, as one of the activities of the University. It might, however, be noted that although the Council is now in abeyance, a skeleton organization has been maintained so that it can be brought back to active service as soon as conditions warrant. Annual reports are still submitted to the Legislature. Funds have not been made available, however, for the publication of the last five reports.

ABSTRACT A methodology based on a two-stage approach was developed for process technology selection. The first stage includes evaluation of available technologies, followed by shortlisting the best technologies based on mass and energy balance modelling, financial analysis, and risk analysis. The second stage involves detailed analysis using refined input data, mass and energy balance modelling, and capital and operating cost estimation, as well as a more detailed financial analysis. A case study covering the selection of ironmaking technologies for a company in the Russian Federation is presented to illustrate the critical elements of the methodology and the analysis process.

This paper reviews the history, developments and 10 milestones of the oxygen steelmaking processes, with a special focus on conventional autothermic converters, high-speed converters with a blowing rate up to 5 m3n/t min and allothermic converters with coal addition, post combustion and the possibility to increase the scrap rate up to 50%. Related operating results are introduced. A new process route, which is based on hot metal and chromium ore, is outlined. The cost advantage for the production of 304 stainless steel grade is higher than 100 USS/t. The synthesis of EAF and oxygen converter steelmaking, a comparison of decarburization rates, refining combustion burners for optimized oxygen-management in EAF and an example for a large advanced EAF are outlined. Possibilities of flexible steelmaking and the growth and outlook of worldwide oxygen steelmaking are described.

After pyrometallurgy and hydrometallurgy, bio(hydro)metallurgy is the latest development in the ongoing search for efficient and economic metal winning processes. In addition to bioleaching, other biotechnology-based applications are getting more and more accepted. In this paper a number of proven and commercial processes will be presented that can be applied for nickel and cobalt recovery and refining. These processes are based on the ability of biomass to convert the redox state of sulphur compounds under ambient conditions. They can be applied to recover sulphate from effluents or SOx from off gases and convert it to H2S or dissolved sulphide that can be reused in production or effluent treatment. Not only does this minimize the costs on resources but it also reduces waste production and improves the quality of discharges even to the point where reuse becomes feasible.

The Antamina project, owned by BHP Billiton Plc, Mitsubishi Corporation, Noranda Inc., and Teck Cominco Ltd. , is a $2.3 billion copper/zinc project, located in the Ancash Department in Perú. The project consists of an open pit mine, a 70,000 ton per day concentrator, a 302 Km. long concentrate pipeline, port facilities, a new access road, power line, and town site. The project is designed to produce up to 1.5 million tonnes per year of copper and zinc concentrates over a 23-year project life, and will be the third largest producer of zinc and the seventh largest producer of copper in the world. This mega project is the largest mining investment in the country and, during its construction stage, was the most important construction project worldwide. On May 28th, 2001, Antamina commenced testing operations and four months later, it reached commercial production. Antamina was officially inaugurated on November 14th, 2001 by Peruvian president Alejandro Toledo. The construction stage of the project generated 8,000 direct jobs, with a peak of 10,000 employees, and 30,000 indirect jobs. The permanent workforce consists of approximately 1650 employees, the vast majority of which are Peruvian Nationals; around 30% of whom came from the department of Ancash where the deposit is located. Approximately 5,800 indirect jobs will be generated from the project. Independent sources state that Antamina will increase the Peruvian mining exports by 30% and Peruvian GDP by 1.4% within its first year of full operation in 2002. Since winning the privatization bid for the project in 1996, the company has implemented a successful approach to community development and environmental protection based on sustainable development principals. Throughout the development of the project, a number of initiatives have been undertaken to ensure full involvement of the local populations in community development activities and the company?s environmental program. Due to its size, difficult logistics, cultural considerations and financial aspects, the project has faced a number of unique challenges in the area of environmental protection and management of community interaction. Antamina has been innovative in its approach to these issues, and as a result, has set new standards in Perú for environmental and community management, and sustainable development.

AT the present time we hear a great deal about organization of labour, collective bargaining, workmen's councils, and company unions; about C.1.0. with its principle of vertical unions and A.F.L., largely based on craft unions; and about provincial and federal laws for protection of labour's right to collective bargaining. What we perhaps hear too little about is corresponding organization of the employers, although it recently is mentioned more frequently. I will only mention W. H. Davis, Chairman of the United States War Labour Board, who has had and is having plenty of experience in this field and has also studied labour conditions in Europe-in Sweden for instance. He has repeatedly expressed the opinion that where employer-employee problems are involved, a thing badly needed in America is organization of employers as well as employees to get some order in the present chaos. With this I agree. I believe a strong organization on one side necessitates a correspondingly strong organization on the other side; that has at least been the experience in the industrialized countries in Europe. I happen to be fairly familiar with conditions in Norway, where they have struggled with these problems for fifty years, and a talk on the history, development, and present state of employer-employee relations in that country might perhaps be of interest as giving a general picture of the development of such relations in the northwestern European countries as a whole. The talk was originally given to the Fourth Year students in Mining and Metallurgy at the University of Toronto. I have changed it somewhat to fit a different audience, but I hope you will make allowances if you now and then are reminded of the school auditorium. I will try to be as objective and factual as possible, but it is probably unavoidable that some of what is said is coloured by personal opinion.

Introduction A comprehensive study of the economics of processes for smelting iron ores has been made by the Ontario Research Foundation on behalf of the Ontario Research Commission. This survey has included investigations of all processes in commercial use, and proposed processes which are still in the experimental stage. The two main objects of this work were to discover (l) whether any known processes would be particularly suited to present and future Canadian conditions, and (2) whether any new process would be of assistance in solving the present scrap shortage in Canada. The future prospects of the Canadian iron smelting industry have changed radically in the past ten years. For nearly twenty years before 1939 no iron ore was mined in Canada. The ore used was imported, mainly from the United States and Newfoundland. The economics of iron blast-furnace smelting always force the location of blast furnaces near the source of coal for making high-grade metallurgical coke, and near the market for iron and steel, rather than near the iron ore. Blast-furnace installations in Canada are confined to the north shores of the Great Lakes with ready access to United States coal and ore and the major Canadian markets, and to Nova Scotia near the coalfields of that Province. This distribution of primary smelting capacity naturally results in relatively high prices for iron and steel in the West, the North, and in Quebec.
