IT IS most appropriate that this first Memorial Lecture should be given in the Province of Quebec, near the site of the first metallurgical industry in Canada. At La Forge, about seven miles north of Three Rivers, iron was produced in 1783. We are told that the early settlers obtained most of their iron-ware -stoves, kettles, axes and ploughshares -from this smelter, with its foundry and forge. The Canadian copper industry also had its beginnings in Quebec when, nearly 100 years later, in the 1880's, several small copper smelters were erected in the Eastern Townships. Later, in 1899, Canada's first aluminum smelter was built at Shawinigan. From these small beginnings has grown a vast metals industry, the export value of its products being only exceeded by that of our forest products -newsprint, pulp-wood and lumber. As we are not a large country in terms of population, our domestic capacity to consume is often small in relation to our developed capacity to produce.

Mining firms are widely criticised for their adverse impacts on the environment. At the same time many firms in the industry devote extensive resources, both financial and managerial, to the reduction or elimination such impacts. Very considerable improvements have been made, although these are sometimes overshadowed by a few high-profile accidents, such as the occasional collapse of a cyanide-containing tailings dam. In parallel, much effort is also directed at projecting a positive environmental image, as witnessed by extensive environmental reporting, both on paper and increasingly through web-platforms. Mining projects today almost invariably involve some form of environmental protection. In industrial countries regulations in this area are extremely stringent, as is enforcement. In less well developed countries, regulation and enforcement may be weaker, but firms are in many cases and for a number of reasons committing themselves to high levels of environmental protection, even if they might get away without doing so. Research in the area of environmental performance of mining firms has so far paid much attention to concepts such as sustainability indicators and the sustainability of individual firms. Given the still raging debates about the appropriate way to determine the degree to which any given firm is sustainable (Welford 1995) as well as the usefulness of what will in the final analysis be a value judgement, anyone on the sidelines of the debate will come back to the fundamental issue, how is knowledge that a particular firm has been judged ?sustainable? going to be made use of. This issue remains unresolved, which may explain the lack of progress in formulating a useful definition of a sustainable firm The question addressed in this paper is not so much about what firms are doing on the ground or in any particular case of environmental protection, but more in the subsequent use of these efforts - and by extension - on the overall direction of corporate environmental strategy. The fundamental problem facing all mining firms is that they cannot easily benefit from unilaterally reducing their environmental impact. The firm can of course avoid liability and keep a variety of stakeholders happy and hence experience lower costs of obtaining the [input] resources they need (in a broad sense, not just minerals), but this represents only part of the opportunities available form pursuing an environmental strategy (Reinhardt 2000). The other part, which may have an enormous potential, involves the concepts of competitor management and product differentiation. The logic of keeping stakeholders happy has been most forcefully argued by Pfeffer and Salanchick (1978) who link the behaviour of firms in all domains to their ability to obtain the resources they need, at a cost that is lower than it would otherwise be (Pfeffer & Salanccik 1978). Several varieties of strategy can be included under this heading, including cost reduction and risk management. The alternative logic is to convince customers that they want to pay more for minerals supplied by mining firm X or directly attributable to mine Y, or by making all mineral users pay more. These two strategies, which may be referred to as product differentiation and competitor management, respectively (Reinhardt 2000) are related to the demand side of mineral supply, whereas cost reduction and risk management are related to the supply side. The topic of the relationships between energy and particle size has had two very active periods -the first in the early thirties, when the relative merits of Rittinger's and Kick's proposals were vigorously debated; the second in the early fifties, when Bond's Third Theory was published. This second stage has produced several contributions that have provided a clearer picture of energy /size correlations in comminution. Derivations of a general relationship have been made from single-fracture experiments and from the rate of comminution, and both methods arrive at an equation of the type E = AK-11? The constant A in the equation may be regarded as a grindability parameter. In some respects, an understanding of the phenomena associated with comminution is still lacking, and research in this field should therefore be expanded. The Eagle zone is a gold-bearing, sheeted, quartz vein porphyry deposit hosted by the Cretaceous Dublin Gulch biotite granodiorite stock, located in central Yukon, 50 km north of Mayo. The deposit occurs at the western end of the stock and has been drill tested over a 1000 m by 500 m area, to a depth of 150m. Mineralization consists of 1 cm to 2 Cm wide, parallel, grey and white quartz veins with accessory gold, arsenopyrite, pyrite, pyrrhotite, chalcopyrite, native bismuth, bismuthinite, and scheelite. Vein densities range from two to fifteen veins per metre and average approximately five per metre. The majority of the veins have potassic and or phyllic alteration envelopes. Alteration of the granodiorite becomes pervasive as vein densities increase. Mineralization outside of the Eagle zone, but spatially related to the Dublin Gulch stock, includes: (i) scheelite bearing sheeted quartz vein zones within the east-central portion of the stock; (ii) a swarm of gold-bearing quartz-sulphide veins up to a metre wide in a zone along the northern contact of the stock and extending 7 km further west; (iii) the Mar scheelite skarn located on the south side of the stock; and (iv) cassiterite-bearing breccias located 2 km north of the stock. A geological potential resource of 64.5 Mt tonnes at a grade of 1.03 g/t Au has been estimated for the Eagle zone from widely spaced core and reverse circulation drill holes. Mineralization is open at depth, on strike to the west and beneath the hornfels to the north.

This paper reports on research examining disclosures from mining companies regarding their water usage in the Macquarie and Lachlan catchment areas, both parts of the Murray-Darling Basin in New South Wales, Australia. The objective of the research was to assess whether this disclosure is sufficient to allow communities to determine whether mining companies are complying with mining conditions of consent and abiding by the requirements of their water licencing agreements. These requirements are then compared to the water reporting requirements of the Global Reporting Initiative (GRI) and the Water Accounting Framework for the Minerals Industry (WAFMI). Communities are concerned about whether the mining industry?s use of water will have impacts on their livelihoods and lifestyle and thus require information concerning the quantity of water that will be extracted, how much water will be left for other stakeholders and whether the mining will affect water quality. This is an archival study. It has involved examining relevant publically available information released by mining companies and government regulators and determining if this is sufficient to meet the needs of the local communities. Additionally, it has involved looking at information indirectly provided by mining companies, via the use of intermediaries. Further, information availability concerning basic water accounting and regulatory breeches and whether such information is available at the mine site level has been considered. It is found that while NSW legislation places very little reporting requirements on mining companies, the development consent conditions for new projects and extensions to existing projects are quite significant and should be sufficient to meet the needs of local catchment residents though such information is not always easily accessible for the layperson.

"Edward Haycock, Engineer and Public Contractor Edward Haycock was born in Shrewsbury, England, June 14, 1813. His father was John Haycock, a timber merchant and soap manufacturer, residing at Swan Hill Court, Shrewsbury, and his mother Esther was the daughter of William Hilton of Hempstead, Hertfordshire. Edward's paternal grandfather, John Hiram Haycock, was the first of a line of architects that ""changed the face of Shrewsbury"" and ""provided some of the best examples of typical Victorian architecture in Shropshire""(1). Nothing is known of Edward's early life or education, although it appears that he made no attempt to follow this artistic trend. In 1833, Edward immigrated to Canada. The following year, he married Mary Butler, daughter of Johnson Butler, a Lieutenant-Colonel in the Lincoln Militia during the War of 1812. Mrs. Haycock, as co-heiress of Johnson Butler's estate, was assigned 600 choice acres of farmland in Brooke Township near present-day Sarnia. This alone would have guaranteed a tidy income, but the Haycocks soon disposed of this land, the last lots being sold in May 1840. Instead, Haycock turned his hand to engineering and, for a number of years, was employed by the Great Western Railway first in Woodstock and later in Hamilton. He then moved to Port Hope, tried farming, worked in the engineering office of the Port Hope, Lindsay and Beaverton Railway Company, and later constructed a portion of this railway(2). During his stay in Port Hope, Haycock met his future partners Ralph Jones, a contractor, and Thomas Curtis Clarke, chief engineer with the P.H.L. and B. Railway Company. The alliance was styled Jones, Haycock and Company and their most successful venture was the construction of the Government Buildings in Ottawa. This work was the crowning achievement of Haycock's career and, no doubt, his proudest moment was at 11:30 a.m., April 2, 1860, when his daughter Mary Emily, then a little girl of 4, with a special silver trowel ceremoniously laid the first stone. Of special interest in this project were the quarrying operations, which introduced Haycock to the art and difficulties of mining as well as to the potential returns of mines. Sandstone, for facing, was drawn from four quarries, 10 to 12 miles from the Departmental Buildings. Haycock seems to have been in charge of these operations, which in the early stages involved an average labour force of 86 men and 43 teams. However, by 1861, quarrying had declined in importance and the contractors were able to concentrate whole-heartedly on the construction site."

Introduction The operations of The Granby Consolidated Mining, Smelting and Power Company, L1mited, have always been concerned with the mining of low-grade copper ores. In the fifty years of this Company's existence, nearly 60,000,000 tons of such material has been successfully mined and treated. During these years, many changes in mining practice took place. However, at Copper Mountain, due to the large tonnages of very low grade material, it was realized that something more than changing mining methods would have to take place if these low-grade orebodies were to be mined at a profit and the Company and. its employees enjoy many years of successful operation and employment. Production costs were mounting commensurately with rising taxes and the increasing cost of supplies, labour, freight, and smelting, while the value of the product on the market was not increasing in price to compensate for the higher costs of production. A survey of the mineable ore in 1944 indicated that, of the 12,000,000 tons in the reserves, only 3,500,000 tons was now profitable ore. This reduction in the commercial ore reserves was a serious matter, as it meant that the mine had only two years of life at the profitable shipp1ng rate of 4,800 tons per day. Further, the location in the mine of the orebodies making up the 3,500,000 tons was not suitable for such high production.

Slag dumping and water granulation are the most commonly used slag treatment methods in the metallurgical industries. In both processes, water is present (by desire for cooling and dispersion or as a result of rain accumulation) and thus equipment and operations are designed to minimize and mitigate the risk of steam explosions resulting from the inappropriate contact of slag with water. Slag handling practices have, therefore, never been inherently safe; even good design, operation, and maintenance are not sufficient to prevent explosions or other related injuries from occurring. For slag handling to become inherently safe, our industry must eliminate the potential contact of water with molten slag. This is today feasible with the advent of dry granulation technologies, a review of which is presented, and it thus falls to us, in the metallurgical sector, to lead the way in their final stages of development and adoption. Furthermore, while slag dumping and water granulation offer some metallurgists the means of valorizing their slag as a by-product, for most, this is not the case. The energy in slag is lost through dumping and water granulation processes, and where slag is sold as a by-product, it is for its chemical content only. Here, dry granulation processes also offer advantages including the production of by-products which hold value in both their chemical content and physical properties and heat recovery. Dry granulation, therefore, augments the methods by which slag may be valorized over traditional processing methods.

Commodity agreements, trade liberalization, producer cartels, the New International Economic Order, price stabilization and access to supply are buzz words of the day. The international concern and dialogue on these concepts, often by a new breed of politically motivated experts, have generated intense interest in seeking an international solution to natural resource problems. While this momentum was maintained during the past year, the growing incidence of protectionist actions by several major nations has been eroding confidence in the global approach. The seriousness of current difficulties has created an urgent need for decisive action. At the same time, the limitations of the global approach have become more evident.

The 1973 Oil Embargo and succeeding disruptions in supply had a profound effect on energy costs and consumption patterns in the developed world. This was especially true in the USA where post World War II growth, fueled by low-cost imported oil, left the country dependent on uninterrupted oil shipments from the volatile Middle East. In this atmosphere, Professor H.H. Kellogg of Columbia University, convinced of the necessity of good environmental stewardship by the writings of the era’s leading environmentalists, developed a methodology for evaluating energy and process efficiency of metallurgical processes and wrote a series of papers describing and applying the techniques. One of these, "Energy Use in Sulfide Smelting of Copper" is recognized as a seminal work which both described the state of energy usage in copper smelting in the mid-1970’s and portended future developments. The background to these papers is examined and the current and past Cu-Ni matte smelting practices in Canada are examined in the context of the results. Data from early 20th century publications describing reverberatory and blast furnace operation is employed to show that energy consumption for much of the century was several multiples higher than that calculated for best reverberatory operation in the 1970’s.

ABSTRACT Although closure sureties cover works that are carried out during the existence of a mining company, certain liabilities are not known when the surety is established and become apparent only in a late stage of the closure phase, or even after the site has been relinquished. This paper supports the concept that these financial risks lend themselves to insurance solutions. Making insurance for unknown liabilities mandatory while defining unambiguous legal conditions could create a viable market for insurance products, provide a sufficient statistical basis for the calculation of premiums, and reduce costs.

If it were necessary to preface a discussion of the mineral position of the Empire by justifying one's interest in that subject, there are two points that at once suggest themselves by way of vindication. Tremendous Growth of MINERAL Consumption The first of these points has to do with the general question of the world's mineral consumption. Most thinking persons appreciate in a more or less vague way the vital rôle that has been, and is being, played by mineral products in building up the material side of our modern civilization. But, apart from that casual and almost subconscious appreciation, very few have any precise knowledge of the extent to which the growth and the operation of our vast present-day industrial structure has been made possible by, and only by, a tremendous increase in the consumption of mineral products of all kinds. The increasing use of minerals confronts us today at almost every turn. It does not matter in what direction we look-at the expansion and the change in transportation facilities, in the air as well as on land and on sea; at the increasing mechanization, not only in factory and mill but even in our domestic life; or at the constantly widening use of machinery for all phases of farm production-everywhere we meet the same phenomena of rapidly growing uses of equipment produced mainly from minerals. Without resorting to any tiresome statistics, a few figures may suffice to indicate with what enormous strides the world's mineral consumption has been advancing. The figures for recent years may be open to objection on the plea that, ever since the outbreak of the world war, conditions have hardly been sufficiently normal to give us trustworthy data-we have been living under extremes either of depression or of abnormal stimulation. During the last decade before the war, however, from 1903 to 1913, the world was moving along in a quietly prosperous manner; and we have figures, or at least reasonably reliable estimates, as to the growth in mineral consumption during that decade.

Considerable thought and discussion had been devoted toward provision for increased milling capacity at the Allenby concentrator of The Granby Consolidated Mining, Smelting and Power Company operations as early as 1940. During the war, plans for the installation of an additional grindi.ng unit were formulated but were not carried out. It took considerable time after the war to prepare the mine again for its highest rate of production since, with the scarcity of men, development work had been sacrificed in favour of maximum ore shipments. In order to prepare for the expected competitive market in copper, the matter of increasing the capacity of the concentrator was again given serious attention. As ore became available in the mine and the output of the mill was increased, limitations for a satisfactory recovery were observed, due to the overloaded condition of the classifier units at the higher tonnages. From a metallurgical standpoint, the ore from the Copper Mountain mine had always been difficult to treat on account of the finely disseminated character of much of the mineralization and the difficulty of grinding to the desired fineness. This trouble has become aggravated with time as an increasing amount of wall-rock has diluted the ore and lower grade orebodies have been mined. It therefore has been, and is, the practice at the concentrator to maintain the maximum amount of reduction in size of material fed to the flotation units as is possible for the daily tonnage to be milled. This means that all the grinding units are operated for the maximum possible time, and that the classifiers are regulated to return as much feed ?as possible to the mills. The number of tons to be milled for ?the day is determined by the concentrator superintendent after ascertaining the availability of ore from the mine, the condition of the concentrator ore bins, and the need for repairs in the rolls plant. In order to maintain the tonnage des1red, hourly estimates are made of the rate of grinding by weighing the amount of ore contained on one foot of each of the belts conveying the feed to the various ball-mills, and adjustments are made accordingly.

"AbstractTwo bottom-hole samples have been taken from two new completions in the Turner Valley field, Royalite Lowery No. 8 on the west flank and Royalite No. 73, which was deepened into a lower fault block, on the northeast flank. From the bottom-hole oil of Royalite Lowary No. 8 a synthetic sample was prepared to simulate the original fluid in the reservoir, saturated at the gas-oil contact conditions. The sample from Royalite Lewery No. 8 has been shown to be the original fluid present at this well and represents the oil phase near the oil-water contact in• the reservoir. Complete chemical analysis, P.V.T., and viscosity data have been obtained on these reservoir fluids, which represent the range of saturation from the gas-oil to the oil-water contact in the Turner Valley oil structures. Sampling techniques and the application of the analytical data to reservoir conditions and field operations are discussed. Super-compressibility curves for an average separator tail gas have also been prepared. These data have not been available before. They will be of fundamental value in futu.re reservoir engineering studies of this field and will also serve as a guide in determining operating practices."

Introduction The copper smelter of the Hudson Bay Mining and Smelting Company, Limited was constructed to handle the concentrates produced by the concentrator, the residues from the zinc plant, concentrates from Sherritt-Gordon Mines, Limited, and other custom material that might be available. Construction work was started in 1929 and the first concentrates were smelted in November, 1930. From that time until June, 1931, the operations were more or less of an experimental or tuning-up nature. In designing the smelter, it was believed the following tonnages would be available for smelting per day: Copper Tons Content H. B. M. & S. Co. concentrates 331 14.0 per cent H. B. M. & S. Co. zinc plant residues 77 2.5 per cent Sherritt-Gordon concentrates 200 20.0+ per cent Consideration was given to wet-smelting the charge, but, in order to give greater flexibility to the operation, it was finally decided to roast the concentrates before smelting. Briefly, the smelter equipment consists of three Nichols-Herreshoff roasters, one reverberatory furnace, two Peirce-Smith converters, a Walker casting wheel, and a four-unit Cottrell plant, two units' for the roaster gases and two for the converter gases. A general plan of the smelter is shown in Figure 1. Prior to the commencement of smelter operations, a stockpile of about 9,000 tons of concentrates had been built up by the concentrator and the old pilot-mill. The zinc plant was in operation, but the equipment for drying the residues at the smelter had not been completed. Sherritt-Gordon did not commence their shipments of concentrates until April, 1931. The only flux available was barren sand from a pit ten miles south of Flin Flon, adjacent to the railway. Several small deposits of metal-bearing siliceous ore had been discovered in the district, but none of these were sufficiently large to be considered as a source of smelter flux. At the beginning of March, 1931, the entire stockpile of concentrates had been consumed, and available tonnage for smelting was limited to the daily production of the concentrator.

AT the Annual General Meeting held in Winnipeg last March, the whole of one of the technical sessions was devoted to a special Symposium on Geological Investigations in Canada, introduced by a paper entitled The Geological Survey (lî which had been specially prepared by Dr. G. A. Young, Chief Geologist of the Survey, and had been published in the February BULLETIN, prior to the meeting. Geologists from each of the provinces contributed to the Symposium, including directing officials of the geological divisions of provincial Departments of Mines, representative geologists from the Universities, and company and consulting geologists. Space, unfortunately, does not permit publication of a complete record of the proceedings,_ or even inclusion of all contributions to the discussion. The following summary, however, gives what is believed to be a fair cross-section of the opinions expressed by representatives from each Province. The Symposium resolved itself largely into a discussion as to how the Geological Survey and the several provincial bureaus or divisions of geology could co-operate most effectively in the important task of carrying out geo-logical investigations, with avoidance of duplication of work and waste of effort, and, so far as broad principles are concerned, there was remarkably close agreement among those participating in the Symposium as to how the various types of investigation should be allocated as between the Federal and Provincial organizations. Briefly, the concensus was that the Geological Survey can render the most effective assistance by conducting reconnaissance investigations, with mapping at 4 miles to one inch, leaving to the provincial organizations the more detailed, and hence more local, studies and mapping at larger scales. There was general agreement that the preparation of base maps, essential to systematic geological investigation, is a service devolving upon the Federal Government.

This paper, dealing with network planning in an industrial complex, discusses the type and size of project that can be handled on a manual basis. After a review of the fundamentals of network planning, and specifically of the Critical Path Method, the author analyses several different types of projects, each with its own characteristics. Some can be handled in conjunction with a computer, but others can be dealt with equally well without one. Among the projects discussed are a blast furnace reline, the installation of a billet mill flying shear, and routine maintenance-type operations.

This paper constitutes a report from the Committee on Geological Research to the Geology Division of the Institute. Two years have elapsed since a formal report was made containing several resolutions aimed at assisting geological research, a review of research equipment available, a summary of research projects suggested for consideration, and a list of research then in progress (see July, 1947, Bulletin, pp. 351-370). At this time we may note what action has been taken on the various resotions and suggestions of the Committee, indicate the more important accomplishments of independent investigators, and present a summary of the rather imposing volume and variety of research currently being carried on throughout the country. I.-Committee Resolutions and Suggestions 1.-A National Advisory Committee on Research in the Geological Sciences The original resolution adopted on the setting up of this Committee was approved with despatch by Council and was forwarded to the Minister of Mines and Resources. Due to a reorganization in the Department and possibly other reasons, no action on this important matter has yet been taken, but we are assured that some time this year such a Committee will be established by the Department of Mines and Resources. Unquestionably, it will give a fresh impetus to research in the geological sciences. When the noteworthy progress made by the research committees on Geophysics and on Soil and Snow Mechanics, established by the National Research Council, is considered, it is indeed regrettable that the Department of Mines and Resources has not acted more decisively in this matter.

This is the fourth in a series of coal technology reviews being prepared. in accordance with a recommendation voted by the Coal Division C.I.M. in session at the Jubilee Meeting, Vancouver, 1948, that the Department of Mines and Resources be requested to arrange for publication by the proper Government authority of a Quarterly Review of Coal Technology for distribution among those concerned in the production and use of coal in Canada. Copies of the first review, which appeared in the November, 1948, BULLETIN, pp. 612-614, of the second review in the June, 1949, BULLETIN, pp. 272-275, and of the third review in April, 1950, BUL-LETIN, pp. 1,9?3-196 (also, respectively, in Transactions, Vol. LI, 1948, pp. 262-264 Vol. LU, 1949, pp. 117-120, and Vol: LIU, 1950, pp. 133-136), were distributed by the Dominion Coal Board and are still available on request. In this review, the first in the series in the field of combustion, development and trends during the period approximately from World War II to the present time are described and therefore the presentation is general. Later reviews will particularize developments in relation to the range of coals available in Canada.-ED. INTRODUCTION THE utilization of coal in heat and power producing equipment has become of paramount importance to the coal industry in maintaining stable and profitable markets. In the past, the chief concern was with mining, transportation, and overall supply problems, but modern conditions demand interest in and knowledge of all phases of the product, from coal in situ to its ultimate disappearance in the form of products of combustion. The two factors are inseparable. Without the pioneering spirit, the natural resources of land, forest, stream, and the subsurface would have continued •to be useless,. Idle assets. With the pioneering spirit, Canada's natural resources have been and are creating economic revolutions.Western Canada oil and natural gas rank high on the list of such revolutions. Calgary, your meeting place today, is the birthplace of this economic revolution, one that has already sharply altered the economy .of the middle half of Canada, particularly that of Alberta; is increasingly making its weight felt on the economy of all Canada; and is helping re-shape world thinking on sources of vital petroleum supply for both peace and war. Calgary is today the 'operation headquarters' for the great bulk of a huge exploration and development programme that now extends over a quarter of a million square miles of Canada's West.
