Risk management has become an essential tool for mining companies to ensure their projects are well-managed and profit expectations are achieved. Risk management has also become a mandatory corporate governance requirement in Australia for publicly listed companies and equally important to attract investors. This paper provides a brief overview of the essential tools needed to implement a practical risk management framework to comply with the internationally recognised ISO 31000:2009 risk management-principles and guidelines from the perspective of small or soon to be producing mining companies. To?successfully?deal with the unknown and to manage the opportunities and risks involved with a mining project requires a clear understanding of the basic risk management principles. These include how to develop a project risk register, how to develop a project risk treatment plan and how to manage and monitor project risks to take full advantage of the opportunities presented.The first step is to identify and fully appreciate the risks that face a mining project. There are many risk identification methods that can be used including checklists, brainstorming and hazard and operability (HAZOP) studies. These often lead to a telephone book full of risks which are near to impossible to manage. A risk library specifically designed?for mining?projects containing no more than 100 risks will cover the major showstoppers, is practical and can be readily implemented and successfully managed.A risk framework also needs to be established which is compatible with the companyÆs structure and objectives. Once each risk has been assessed in regard to consequence and likelihood and the risk control systems are in place they need to be assigned to the responsible manager. The extreme or high risks will require a risk treatment plan to be developed. Risks will change during the life cycle of a mining project. Australian companies and consultants are becoming ever more involved in projects in African, South American, East European and Middle Eastern countries. However, significant differences in culture and approach to projects sometimes make these projects challenging for reasons that are not purely technical. Often the challenges are rather related to how the project owner and local authorities perceive the reality. These perceptions and sometimes unrealistic expectations regarding project costs and potential outcomes need to be addressed by the æWesternÆ project developer and consultant.This paper will discuss the specific experience of Snowden in studies commissioned by companies from such countries for the development of very large, low-grade gold deposits in some of the most inhospitable areas in the world. The paper will further review similar projects undertaken in other ænew worldÆ countries and compare these to the initial Snowden experience.As the process operating costs of operations in many of these countries are extremely competitive when compared to the typical Australian operating costs, the paper will review the operating costs and the factors which may be pertinent to a large project of this nature, both in the Australian and the ænew worldÆ context. The Wonawinta silver project near Cobar in NSW is under development by Cobar Consolidated Resources Limited (CCR). RMDSTEM Limited is part of the owner’s team for feasibility, design, engineering, construction and commissioning.With a 51Moz resource CCR is one of the largest pure silver players in Australia. A probable reserve of 14.3Moz has been defined for a mine life of approximately five years. The silver mineralization is contained in host rock composed of clays and oxidized limestone. The ore also contains on average 1.3% lead as cerussite, and other minerals. A simple circuit consisting of slurrying of the ore, gravity treatment of the coarse fraction to recover lead, silver extraction using CIL, elution and the Merrill Crowe silver recovery process, has been developed.The “value engineering” approach to this development pioneered over the past decade by RMDSTEM has meant that RMDSTEM has delivered the bankable feasibility study at a cost of $0.07 per resource ounce. It is highly cost effective making efficient use of shareholders funds as well as being very time efficient. This paper describes the application of the value engineering approach to the development of the Wonawinta project.

Carbon sequestration in planted forests provides an immediately available, low cost option to address the greenhouse impacts of coal mining and coal utilisation in a carbon constrained world. In addition, planted forests also offer the opportunity to address other environmental issues, particularly salinity and loss of biodiversity. Given salinity is characteristically associated with agriculture in the 500 to 700 mm rainfall belt, then where such forests can also produce commercial timber products, they offer the additional opportunity to establish new, diversified rural employment in both timber growing and processing. In the majority of Australian catchments affected by salinity, where rainfall is generally less than the 700 mm limit to conventional forestry, and where groundwater reserves are often saline, the objective of achieving economically viable forestry production presents a significant challenge. In 1996, Saltgrow commenced a collaborative breeding program to combine the salt and stress tolerance of E camaldulensis, with the growth rate, stem form and wood properties of the commercial species, E grandis and E globules. This program aimed to produce trees with the potential for commercial rehabilitation of saline landscapes. Results covering a range of site conditions from SaltgrowÆs network of over 100 trials around Australia are presented. The opportunity for commercial plantations integrated with agriculture in low to medium rainfall areas to address salinity and sustainability will be discussed. In addition, the significant potential for partnerships between land-rich, cash-poor farmers, catchment management authorities seeking to invest in public good projects that enhance environmental sustainability, and major carbon producing industries with either mandated or voluntary requirements to curtail net emissions will also be discussed.

Metals are essential for the sustainability transition and decarbonisation of society. Yet, it will be paramount to produce them sustainably and minimise the affiliated resource and energy use and the associated emissions. In the circular economy, the metallurgical industry should recycle existing material stocks, and improve its utilisation of wastes, residues and side streams. This increases the complexity of processes, as they become both (often multi-fraction) waste treatment as well as material production processes and brings complexity to the assessment of environmental benefits. Assessing the environmental impact of technological developments frequently is supported by life cycle assessment (LCA). While the method is well documented, its implementation involves several methodological choices that deserve reasoning and analysis, such as how to define the product when former wastes are turned into new products, the selection of impact methodology when converting emissions to environmental indicators, the definition of system boundaries and co-product allocation and the interpretation of sensitivity and uncertainty in final outcomes. In this exploratory study, we investigate how the variation of LCA set-up affects the environmental burden of the system. We consider a metallurgical process where a mix of hard-to-recycle aluminium-containing streams is used to produce aluminium cast alloys in a rotary furnace. Remelting with salt-fluxes allows recovering metals from partly oxidised/contaminated streams, such as dross, bottom ash and industrial shavings, but at the expense of generating significant amounts of salt-slag/salt-cake hazardous waste. The study considers different system alternatives such as landfilling the salt-slag residues versus valourising them into salts, aluminium concentrates, ammonium sulfate and non-metallic-compounds to be used by the metallurgical, construction or chemical industries. Practical recommendations are outlined to facilitate the implementation of LCA in assessing the potential benefits of the circular economy in the metallurgical sector.

A synthesis of reported All-In Sustaining Costs (AISC) for 57 Australian gold mines in the period 2014–2016 reveals for the first time the clear influence of grade upon cost performance, most evident in gold-only underground mines. Past syntheses of costs on a single quarter basis have viewed grade as potentially subordinate to other factors such as production scale, mine geometry, mineralisation style and a combination of other mining-related costs. Better understanding of the grade to cost relationship on both an individual mine and whole-of-portfolio portfolio basis is needed. Insight into the roles and trade-offs between other cost-determining factors will aid the future sustainability of the gold mining sector in Australia and assist in targeting prospects for future resource growth and development. While the overall trend is toward higher-grade mines displaying lower costs and vice versa, the grade to cost functions appear radically different between mines based on time-series data. The median cost of Australian gold production in the final quarter of 2016 was A$1081/oz. The threshold for lowest cost quartile production was A$965/oz. Underground production now dominates Australian gold output – with 71 per cent of ounces originating from operations that are either entirely underground or hybrid pit/underground mines. Scale economies are evident, with smaller mines predominately among the higher cost producers. For mines of equal grade, open pit mines are lower cost than underground operations. Reserves are modest, with a median mine life for underground operations of 4.7 years based on current production rates. Reserve additions at mines are likely constrained not only by the finite nature of mineralisation at each mine but also by the geometrical difficulty of accessing suitable drilling locations to test for reserve extensions.CITATION:Ulrich, S, Trench, A and Hagemann, S, 2017. The selection of the optimum process route for a new project has traditionally consisted of investigating existing options and ranking them in terms of cost, technical risk and environmental acceptability. With the current focus on sustainable development other factors now need to be considered. Life Cycle Assessment (LCA) of the process options can be used to extend the assessment in terms of their potential for earning renewable energy credits and in judging their ability to achieve greenhouse gas emission reductions. A rigorous life cycle assessment is demanding in terms of setting the baseline for comparisons and evaluating the elements that make up the emission profiles of the process options. However, a simplified LCA can provide a useful tool for comparing different process options. This approach can be combined with traditional assessment criteria to rank the options available to the project. GRD Minproc has been intimately involved in executing LCA calculations for different municipal waste treatment options. This paper applies a similar LCA methodology to investigate the greenhouse gas implications for different options for copper processing. The process options considered are:concentrator û sale of concentrate to smelter, concentrator û on-site mini smelter, and concentrator û leach SX/EW. The paper then goes on to consider the operating cost implications that could arise with the introduction of carbon taxes or carbon credits and how these might impact on the future choice of flowsheet.

DCF Valuations are very important to individuals and companies involved in the mining industry. Such valuations are critical to investment decisions in relation to new and existing projects. In particular they provide fundamental information to shareholders in the event of a capital raising or takeover and to financiers supporting mining companies and projects. Also, DCF Valuations are often used to support asset carrying values in the financial statements of mining companies. This paper presents a Chartered Accountant's (CA's) perspective on the main issues to be considered in preparing, analysing and relying upon DCF methods in mineral valuations and provides some practical examples relating to key issues. The paper makes the important point that DCF methods involve making assumptions about future events and circumstances that inherently contain uncertainty which results in a valuation prepared on a DCF basis providing a range of values that are not perfect or accurate. In order that DCF valuations provide meaningful information the underlying methodology used and assumptions made must be consistent, sound and well supported. Credibility of those involved in preparing mineral valuations is vital and this paper supports the adoption of sound practices by all concerned.

BALL, chief government geologist, Queensland, wrote: This paper is intended as a severely mechanical exposition of the means adopted to deal with tremendous inflows of water concurrently with development and exploitation; but incidentally it serves as a splendid exposition of close co-operation maintained between the geological and engineering branches of this large organization.I have been impressed by the completeness of the mine plans of 'Mount Isa Mines Ltd.; but only such a paper as this has brought fully to my understanding the difficulty and complexity of the solid geometry involved in the detection and plotting of the orebodies and their stratigraphic control, including faults and large-scale brecciations, and the managerial foresight that set going the initial investigations.The company's geological branch of course must be given full credit for the results attained, but it gives me pleasure that the Geological Survey of Queensland has been closely associated in much of the study.It is noted that complete drainage was affected, but it would be interesting to learn whether the brecciated zone will again become waterlogged and whether from above or from below, and whether there has been any change in the dissolved mineral content of the water as the work progressed.

Rio Tinto has actively committed to progressive reclamation, concurrent with commercial operations, at its Diavik Diamond Mine. The most significant piece of progressive reclamation undertaken at Diavik to date has been the construction of an engineered thermal rock cover for the mine’s largest waste rock storage area. This 80-metre-tall and 2000-metre-long area is known as the Waste Rock Storage Area – North Country Rock Pile (WRSA-NCRP) and contains the operationally segregated potentially acid-generating waste rock mined over the last 20 years. As part of the mine plan, an opportunity was recognised where a limited 1.5 per cent of the WRSANCRP surface area was required for storage of the balance of life-of-mine generated waste rock and a decision was made to advance the closure design almost a decade ahead of final closure. With over 12 860 000 tonnes of material placed and 57 443 dozer hours logged since cover construction, progressive reclamation on the WRSA-NCRP is scheduled to be complete in mid-2023, three years before planned cessation of commercial operations in 2026. The progressive closure of the WRSA-NCRP demonstrates Rio Tinto’s commitment to not only closure, but modern best practices with integrated mine closure. Over the past seven years, Diavik has overcome multiple implementation hurdles for this project including the psychology of operational standby, the financial mechanisms required to support closure, working within the constraints of a mine plan and the associated operational organisational structures. This paper outlines the lessons learned to provide an example of successful integrated mine planning for closure. The North Country Rock Pile project had three major learnings which resulted in an effective organisational structure that allowed for the execution of an integrated planning model for progressive closure. The initial hurdle the project faced was adapting the psychology of an operational open pit mining team. The team was an experienced mining group who came in with the perspective to target the shortest haul possible resulting in the initial perception that the longer haul of material to the NCRP was an un-necessary task impacting operational performance metrics. After the installation of an improved dispatch tracking system and performance metrics, it was possible to demonstrate that the mine was shovel constrained. This showcased the short haul was generating an increase in queue time not production. With updated performance metrics, the team was aligned to target a decrease standby through haulage to the NCRP. These performance metrics had to be reinforced by financial mechanisms. The operations team was able to offset costs by charging time to the capital project set-up for the closure of the NCRP. This allowed the operations team to receive credit for time that would have otherwise likely been standby. As well, the progressive closure project was able to receive the benefit of not having to incur costs for the drill, blast and load as that was done as part of the operation. This was a significant benefit to the project and one of the primary drivers for the early approvals of the work as the project costs were limited to the incremental haulage distance and placement of the material. Life of Mine Conference 2023 | Brisbane, Australia | 2–4 August 2023 114 While the combined operational and progressive closure approach provided financial advantages, it did result in the project being constrained by the operational activities. A traditional capital project is managed through a linear execution plan where the deliverables within a project are within the realm of control of the project execution team. However, the NCRP project had to be continuously adapted to the outcomes of the pit operations. This included geotechnical constraints, ore delivery, and other operational delays. To adapt, the planning module had to be dynamic but not reactive to allow for adjustments on a shift-by-shift basis. Based on this requirement the Diavik Closure Projects structure adopted a mine planning format. The team executed a similar planning timeline and reporting structure as the mine operations team, allowing planning to be integrated into the operational planning structures on a daily, weekly, monthly and quarterly basis. This resulted in the Projects team as a core pillar of the mine planning team. The process of continuous improvement spanned six years and has resulted in the project being ahead of schedule and under budget for the project’s scheduled progressive closure completion date of June 2023. The North Country Rock Pile project supports the argument that bulk earthworks progressive closure projects should be integrated into the operational mine plan. If the project is aligned the mine plan it allows for dynamic adjustments which capitalise on evolving opportunities inevitable in an operating mine. These cultural and organisational alignments should be supported by appropriate performance metrics and financial mechanisms to ensure united priorities. The result of this alignment provides long-term financial savings for the business as well as delivery of closure objectives.

Minerals processing operations use a significant quantity of fossil carbon to provide energy and as reductant. Greenhouse gas emissions from the use of this fossil carbon contribute to the global increase in anthropogenic CO2 emissions to the atmosphere. In the spirit of fostering thinking about a step change in this situation, this paper explores opportunities for the use of sustainable carbon from biomass sources in a range of mineral processing operations. The exploration shows that many common processes are contenders for fossil carbon replacement and that feasible scientific research by minerals processing technologists would add to deeper understanding of the potential for a sustainable bio-carbon based industry. It is also shown that there are many dilemmas on the social, environmental and economic fronts to be solved before a biomass based industry could become a reality.

The concept of æsustainabilityÆ can largely be defined as development that will not compromise the ælivabilityÆ of the planet for future generations. It has multiple dimensions, such as the triple bottom line û environmental, economic and social. And it also includes temporal (now and the future) and spatial (local and global) aspects that have to be taken into consideration to achieve true sustainability.Energy sustainability might be defined as û having the light turn on when you push the switch. It has, of course many more dimensions than this simplistic definition. Coal in Australia has an important role in keeping our lights on, but has its problems that need to be tackled head on to maintain a role in sustainable development.An overriding issue in terms of sustainability for coal is its major contribution to our greenhouse gas emissions. Whilst we have one of the most effective energy sectors in the developed world, based on well-managed, abundant fossil fuels, our greenhouse gas emissions are one of the highest per GDP in the developed world. We have to reduce our ægreenhouse gas signatureÆ.This paper explores the issues of coal utilisation greenhouse gas emissions as an indicator of the fuelÆs sustainability and the potential lower emissions pathways we will have to follow in a future carbon-constrained world.The technology changes will have significant implications for the minerals industry and it is argued that forward-looking coal/greenhouse emissions strategies need to be developed in alliance with the coal (and energy) sector for the minerals industry to maintain its global competitiveness.

Broken Hill metallurgists have been responsible for some of the most important developments in mineral processing technology. These occurred mainly in two periods, 1902 - 15 and 1955 - 70. Mineral flotation was developed as an industrial process during the first period and this happened in two stages, the recovery of zinc minerals from the tailings dump accumulated during the gravity concentration of the oxidised ores and the selective recovery of galena and marmatite during flotation of the primary ores. During the second period fast accurate analytical procedures were developed to provide rapid assessment of process performance, and new means of controlling the process were devised which improved throughputs, grades and recoveries. These technological successes were due to the skills of the metallurgists and the commitment of the companies. They brought large financial returns. They were achieved under difficult circumstance. There are important lessons to be learnt from these successes.

Mark Westfield, writing in The Australian on 16 May 1994 stated: The role of the independent expert is crucial to Australia's investment system. When it falls down, there can be very dramatic consequences. The scope of these consequences was dramatically illustrated in the decision of Rogers J. at first instance in Cambridge Credit Corporation v. Hutcheson (1983) 8 ACLR 123 when the auditors of the failed company were found liable for breach of contract and faced a damages award of $145 million, well in excess of their insurance cover. No comfort should be sought in the fact that this decision was overturned on appeal, for the result of the appeal rested on whether there had been a causal connection between the breach of contract which had occurred and the loss suffered, rather than on the fundamental principle of auditors' liability. Thus: Those who prepare experts' reports in company cases carry a heavy moral responsibility, whatever their legal duties may be... Unless high standards are observed by those who prepare these reports, there is a danger that systems established for the protection of the investing public will, in fact, operate to their detriment through reliance placed on those reports and on the reputations of those who furnish them. Societal influences, needs, and uses for recyclable materials are becoming increasingly important business and economic factors in the traditional natural resource companies. Several metals (such as steel, aluminium, zinc, lead and cadmium) are amenable ro recycle which eliminates solid waste generation and decreases the depletion of natural resources. In recent years, the non-ferrous industries have begun to recycle more materials and the next decade will see even larger recycle efforts. In addition to the traditonal recyclable materials, existing metallurgical plants are, or should be, able to handle and recycle materials viewed as 'hazardous'. Unfortunately, some national and regional regulations hinder, and in some cases prevent, the recycling of certain materials. Zinc Corporation of America (ZCA) is currently the largest producer of zinc metal in the USA and one of the world's largest producers of value-added zinc products. Over the last few years, ZCA has become one of the world's largest recyclers of zinc from various diverse materials. ZCA considers these recyclable materials as valuable 'land mines' that provide economic alternatives to the depletion of natural resources while serving society in the minimisation of solid waste disposal. Using the current production facilities of ZCA as a model, this paper overviews the recycling of zinc-bearing materials with special emphasis on: 1. the amenability for recycle within ZCA's pyrometallurgical and hydrometallurgical operations, 2. the quantities and economics of recycle, 3. the problems of recycling hindered by current national and regional regulations, 4. the concepts of total recycle rather than just recovering zinc while generating a modified solid waste, and 5. the motivators for recycling.

Mining operations in the Obuasi mine of AngloGold Ashanti Limited began in 1897 using mainly gravity concentration and amalgamation to recover the gold from predominantly high-grade quartz ores. The mine is primarily an underground operation, although some surface mining still takes place. Ore is currently processed by two main treatment plants: the Sulfide Treatment Plant (STP) for underground ore and the tailings treatment plant for tailings reclamation operations. STP was commissioned in February 1994 to treat 180 000 t/m of double refractory gold ore and it hosted the then world's largest commercial scale bacterial oxidation plant which uses Gencor's BIOX« technology. Gold is recovered by gravity and flotation, with the regrinding of the sulfide concentrate before bio-oxidation to liberate locked gold in sulfi de minerals. The BIOX« product is leached using the carbon in leach (CIL) process. Gravity gold recovery is a major component of STP operations and its contribution to overall plant recovery is about ten to 13 per cent. Gravity recovery has undergone series of technological upgrading, since the very first circuit which consisted of a Knelson concentrator and a Gemeni shaking table which was incorporated into the milling circuit at the start of the plant. Presently, each of the gravity circuits which consists of Knelson concentrator(s), cyclones and Gekko InLine Reactors (ILR), are located at the Milling and BIOX« circuits. More recently a new gravity recovery facility comprising of four 48 inch Knelson concentrators and cluster of ten inch cyclones have been incorporated at the tail of the flotation circuit. An additional ILR will be commissioned in 2010 to treat the concentrate generated from the new Semi Autogenous Mill #2 (SAG 2) Knelson: concentrator tower under construction. Since the inception of STP, significant gravity recoverable gold has been recovered via Knelson concentrators and the employed circuits have seen a number of modifications and upgrades, motivated by ore mineralogical changes and recovery concerns. The pioneering adoption of the ILR technology in 2001 and 2003 was a critical factor in enhancing the improved recovery benefit of the gravity circuits. Therefore the objective of this paper is to highlight the mine's experience in the gravity recoverable gold process with emphasis on plant modifications and gravity equipment upgrade. Operational challenges and the contribution of gravity gold to overall plant recovery are also discussed.

The world-class Golden Mile gold deposit in the Eastern Goldfields of Western Australia is part of the Kalgoorlie Consolidated Gold Mines (KCGM) operation, which is wholly owned by Northern Star Resources Limited. Current mining operations across the Golden Mile is dominated by the large Fimiston Open Pit, which is over 4 km long, 1 km wide and 600 m deep. It is part of a larger mineralised system that stretches over 8 km and includes the Mt Charlotte Underground Mine, which is also operated by KCGM, as well as numerous historical open pit and underground mines. This mineralised system has been continuously mined for over 125 years and is set to continue well into the future. The Golden Mile deposit is in the Norseman Wiluna Greenstone Belt which is made up of a series of mafic volcanic and sedimentary rocks that have been structurally deformed and intruded by granitic rocks. There are two main styles of mineralisation across the Golden Mile. Firstly, the Fimiston style, which consists of shear hosted Golden Mile lodes with abundant sulfides and tellurides and secondly, the Charlotte style that comprises younger stockwork veins. Fimiston style mineralisation is the primary style of mineralisation within the Fimiston Open Pit. Historically, in excess of 3500 m of underground development and over 755 stopes were mined prior to the consolidation of the area and the commencement of Fimiston Open Pit operation. Old underground workings, known as voids, are either empty or backfilled and extend to more than 1.2 km below surface. Although they are a routine part of mining operations at KCGM, voids pose a significant challenge for the geology team in terms of planning and executing exploration and grade control drilling, geological modelling, grade and tonnage estimation, drill and blast design and execution, marking up ore block designs, mining, and reconciliation. This paper will discuss the various challenges faced by the geology team due to the presence of voids, solutions used to overcome some of these challenges and the results of these activities.
