By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." The fourth Teetered Bed Separator (TBS) has just been installed in Australia, and trials have been run in many sites. There is a growing recognition of the potential advantages of using TBS technology to treat coal in the ?3+0.25 mm size range, at cut points below 1.60. From these activities, there has been a substantial growth in knowledge with respect to application engineering and operational functions. The paper briefly describes the installations, including flowsheets, and so provides a background to the potential deployment of TBS technology. There are a large number of potential applications for TBS technology, including treatment of fine ROM coal in new plants, or in upgrade situations for re-processing of spiral product, or scavenging coal from coarse tailings. As well, cost effective capacity upgrades are possible by using TBS units for treating the sands size fraction. Issues arising from Australian TBS installations and application engineering are also discussed.

And the compulsory purchase of land and the minerals beneath it by the State or a body approved by the State (Fitzgerald, 1952) was a principle well established and enforced in practice over a hundred years ago, when such powers became a practical necessity during the period of railway building in Britain and elsewhere:The acquisition of mineral properties which stand in the way of public construction projects still goes on. But in recent years nationalization is being increasingly undertaken as part of the planned use of national resources, for the closer regulation of economic activities, or merely, so it would seem, as a matter of political expediency or national pride. For instance, the unsevered coal in Britain came under State ownership in 1938 in an attempt to simplify a complex pattern of freehold titles which were impedingplanned mining operations. Later, unsevered minerals became a factor in negotiations arising under various town and country planning acts. The acquisition of the Rio Tinto mines by the Spanish Government implies political aspirations. This publication describes the mineral industries of 19 Western European countries. For readers unfamiliar with this new series, reproduced below and on the two succeeding pages, is the section dealing with the mineral industries of France. Information regarding acquisition of this publication is found inside the back cover of this issue. FRANCE France is a moderately important producer of minerals, including iron ore, coal, potash, fluorspar, and uranium. In addition, France is a significant processor of imported minerals, chiefly for its own consumption. In general, it has exportable surpluses only of a little iron ore (low-grade ore exported to Luxembourg) and some nonmetallics.

Ground conditions in central Glasgow generally comprise loose granular deposits overlying stiffer soils. CFA piling would normally be preferred for urban sites in these ground conditions, but flighting of the superficial deposits has on occasions resulted in building damage. Over the last five years rotary bored piling with vinyl polymer support fluid has proved to be an economic alternative to bentonite slurry. Two case histories in central Glasgow are described in this paper, one for piles founding in granular soils and one for piles founding into bedrock. A comparison is made between the methods required for disposal of the liquid waste from bentonite and vinyl polymer slurries.

Upon completion of an underground mine design, the planning engineer is faced with a surprisingly complex problem, “What development and mining sequence should be implemented so as to maximize the return on investment?” The problem relates to the scheduling of development headings to access stope production areas in such a way that the most money is made as quickly as possible for as long as possible. The total dollar value of the stopes, the average grade, the total tonnage, nor even the profit margin do not accurately give an indication of the “proper” mining sequence on their own. This paper will outline a method being developed by the author that can create a sequence of events that maximizes the net present value (NPV) of a given development and production design using information already being generated during the design process.

Activities of COO in the three solid solution series COO-MgO, COO-MnO, and COO-"FeO" have been determined at 1200°C by equilibrating oxide samples with a metal phase (cobalt or a Co-Fe alloy) in atmospheres of known oxygen activities. The systems COO-MgO and COO-MnO are ideal, within limits of experimental error, whereas the system COO-"FeO" shows a slight positive deviation from ideality at the temperature of this investigation. KNOWLEDGE of activities of oxide components in solid solutions is necessary for the calculation of the cation distribution among coexisting oxide phases in many important metallurgical, ceramic, and geochemical systems. Very few activity-composition curves are available for such systems at the present time. A start on the prodigious job of obtaining such data has been made by studies of solid solutions with simple sodium chloride type structure containing NiO or "FeO" as a component.1-3 The present paper describes similar studies for solid solutions with sodium chloride type structure containing COO as a component. For the systems COO-MgO and COO-MnO, the activity solid solution is determined by the equation Here po and are the oxygen activities of the gas phase in equilibrium with the phase assemblages metallic cobalt plus oxide solid solution, and metallic cobalt plus pure COO, respectively. In the system CoO-"Fe07', the metal phase is a Co-Fe alloy rather than pure cobalt. In this case the activity of COO in the oxide solid solution is calculated from the equation where a& is the activity of cobalt in the metal phase. Because the system Co-Fe is close to ideal4 and the metal phase appearing in the present work contains less iron than cobalt even at the lowest COO concentrations of the oxide phases used may be set equal to N . The Bureau of Mines has conducted field studies in coal mines throughout the United States to determine the effectiveness of electromagnetic techniques in locating miners trapped underground following a mine accident. Data from these tests have been used to generate models of expected signal and noise distributions as found above these mines. These distributions have aided in placing the expected performance of a through-the-earth electromagnetic communications technique into a probabilistic framework. Results show that at a 10% false-alarm rate, the expected probability o detecting a miner's signal" from a depth of 1000 ft is 54% at 500 ft it is 95%. These depths exceed the actual depths of 90 and 50%, respectively, of United States coal mines. Sensitivity studies have shown that at depth of 1000 ft, the probability of detection will improve approximately 2% for each dB of increase in signal-to-noise (SNR) ratio.

"INTRODUCTION The investigation of domestic talcs by the United States Department of the Interior Bureau of Mines, was initiated in December 1941 at the request Gen. Charles Hines of the United States Army. The urgency for such study was expressed by General Hines as follows:The radio-manufacturing industry has recently been expanded by the Army to provide sufficient, capacity for defense needs, and considerable concern has been expressed by the supply Arms and Services over maintaining continued availability of supplies of the necessary raw material. These ceramic products are used by the Signal Cores in all Army radio equipment, and to a greater degree in the new special ultra-high-frequency equipment. The Air Corps has recently become a user large amounts of radio-grade ceramics for aircraft spark-plug covers required for high-altitude operations. In addition, the use of this material is essential to the proper functioning of the radio-navigation aids of the Civil Aeronautics Board.Progress in the Bureau of Mines studies on talc was made available to representatives of the Army and Navy through frequent interim reports. Through the efforts of the several war agencies concerned with raw-materials supply and the domestic talc producers, the condition of scarcity that developed in 1942 passed to one of ease in 1943, and has so continued to date. Tentative estimate of reserves delineated indicates a supply of high-grade steatite sufficient to meet military war requirements for at least 4 or 5 years."

In the green backfilling mining of underground coal mines, gangue in a coal seam is used to replace and fill goafs. However, the gas drainage time changes in the amount of gangue output and order in the extraction sequence of stope blocks, thereby changing the production output. A multi-objective integer programming model was proposed to solve this based on an improved non-dominated sorting genetic algorithm. The results show a feasible gangue filling rate can be found and the extraction sequence for a long-term planning time is optimized. It increases the planned annual output by 26% and reduces equipment idle time.

A system of steel sheeting and multiple levels of high capacity double corrosion protected soil anchors were used to restrain a major slope failure that occurred at the base of the Watchung Mountains mid-way through construction of a 650,000 SF retail center along Route 22 in Watchung, New Jersey. The implementation of a design-build earth retaining structure was necessary to stabilize and repair the disturbed mountainside in a timely fashion to permit completion of the retail center on a fast track schedule. The tied back steel sheetpile wall was approximately 2,000 feet long and varied in height from 12 to 25 feet. The hillside extended approximately 350 feet above and 600 feet beyond the wall with the main failure scarp extending 50 feet above and 90 feet beyond. The wall was constructed in a top-down manner and required the installation of 475 anchors to resist loads of up to 70 kips/ft produced by the creeping hillside and groundwater flows from both a series of springs and steady state seepage through an inclined zone of fine sand. Incorporation of a unique tie point connection eliminated the need for a waler, facilitating and simplifying modifications to anchor locations based on anchor load test results and conditions encountered during construction. Post grouting also proved to be an essential element in the successful construction. This paper presents the design and the construction methods used to restrain the significant earth lateral loads produced by a slope failure using steel sheeting tied back with high capacity soil anchors with anchor loads distributed to the sheeting through a unique tie point connection on a fast track schedule. Installation techniques, testing programs, and construction quality control are also discussed.

This study was made to present the mining methods and costs of a uranium mine typical of other mines in the highly productive Westwater Canyon member of the Morrison formation in New Mexico. Four mining methods have been used at the Section 23 mine: the retreat- room-and-pillar method, a sublevel-slicing method (also called top-slicing), the horizontal-cut-and-fill method, and a modification of the ring-drill method. The application of the methods at this mine and at other mines in the area should be of benefit to operators with similar problems. Ore bodies in the Section 23 mine are irregularly shaped and vary in size, in rock strength, in moisture content, and in uranium concentrations; different mining methods are required and mining costs are not constant. A 6-month period of operation at the Section 23 mine was analyzed and mining costs, not including amortization, depreciation, or Federal taxes, averaged about $6.80 per ton.

This Final Report describes a program whose objective was to design, develop, fabricate, and test an airborne mass monitor for unattended and recording measurements of the concentration of dust in mining environments. Sensing collection are performed by beta-radiation attenuation and inertial implementation respectively. The instrument is portable, battery or line operated provides a digital printout of the mass concentration during each selection sampling period, as well as the accumulated mass of dust, and the elapsed sampling time.

The objective of the Diesel Emissions Evaluation Program (DEEP)-sponsored project at Inco's Stobie mine was to conduct a long term field evaluation of diesel particulate filter (DPF) systems available to the underground mining industry. Some of the major issues studied were criteria for selecting the filter media, means of DPF regeneration, efficiency of DPF systems and the occurrence of unwanted secondary emissions, and reliability and durability of DPF systems. Nine state-of-the-art diesel particulate matter (DPM) filtration systems have been retrofitted to heavy-duty and light-duty vehicles and have been subjected to extensive long-term in-mine evaluation. Periodic efficiency tests were conducted at various stages of the study (2001, 2002 and 2004) to establish in-use efficiencies and durability of the tested DPF systems. The results were used to assess the effects of the filter systems on the concentrations of particulate matter, nitric oxide, nitrogen dioxide and carbon monoxide in the vehicle exhaust. The variety of filtration systems and regeneration concepts used in this study offered the opportunity to investigate their advantages and disadvantages. This paper also offers a review of selected experiences with the installation and operation of the DPF systems on underground mining vehicles at the Inco Stobie Mine.

This study focused on acidic wastewater from producing sulfuric acid system in zinc smelter containing mercury 21.48mg/L, zinc 55.85mg/L, lead 38.50mg/L, copper 1.68mg/L, cadmium 10.25mg/L, As 29.86mg/L treated by biologics. The factors of pH value, the ratio of biologics to mercury, complexing time, hydrolytic time and temperature were studied in this paper. Experimental results indicated that at pH value 10, quantity of biologics to mercury ratio was 16, complexing time 30min, hydrolyzation time 20min, temperature at 40?, concentration of mercury in treated water was removed to 22.15µg/L. At same time heavy metals such as Zn, Pb, Cu, Cd, As was removed by biologics, the remained concentration in treated water was Zn 0.53mg/L, Pb 0.12mg/L, Cu 0.01mg/L, Cd low to 0.01mg/L and As 0.023mg/L. According to EDAX analysis, mercury content in complexing sediment reached 28.49% easily to recycle as raw material and low concentration of heavy metals in hydrolytic sediment easily to dispose and treat.

"INTRODUCTION The primary purpose of the Bureau of Mines electrolytic manganese pilot plant at Boulder City, Nev., is to improve the Bureau-invented electrowinning process and to determine the applicability of the process to the extensive domestic low-grade manganese ores with a view to making the United States dependent upon foreign sources of manganese. 3/4/ Incidental to accomplishing this purpose, the pilot plant has produced a substantive quantity of electrorytic manganese since the start of operations late in 1941; present cabacity about 1 ton a day of manganese metal. A second important purpose of the pilot plant is the supplying of electrolytic manganese for full-scale tests in cooperation with industrial users of manganese.The Rustless Iron& Steel Corp., Baltimore, Md., was the first steel company to cooperate with the Bureau of Mines in large-scale testing of electrolytic manganese. Arrangements were made with C. E. Tuttle, then president of the corporation, whereby the Bureau would supply electrolytic manganese to make a sufficient number of full-scale stainless-steel heats to demonstrate thoroughly its merits as a replacement for low-carbon ferro-manganese in the corporation's stainless-steel practice. The corporation's purpose in the investigation was to determine the possible advantages of electrolytic manganese resulting from its almost complete lack of phosphorus and caroon that might offset its then considerably higher cost per unit of manganese than low-carbon ferromanganese. The data presented herein are based upon reports of A. L. Field, technical director, and L. Weitzenkern, research engineer of Rustless Iron & Steel Corp.; they are supplemented by observation of the author who visited the plant during the tests."

New Copper Deposit in Chile. - The recent copper discovery in Chile, made jointly by U.S.-owned Empresa Minera Utah de Chile, Inc., and Getty Mining Chile), Inc., awaits the passage of Chilean legislation which is expected to govern the terms of new foreign investment in the country's mining sector. Named La Escondida, the discovery is reported to have the potential for producing 100,000 tons of refined copper per year. This compares with Chile's total refined primary copper production in 1980 of 811,000 metric tons, and to U.S. refined primary production in 1980 of 1,122,000 metric tons derived from domestic material, and 89,000 metric tons from foreign material. U.S. Firms Buy Chilean Properties. - A bid of $18.1 million, made jointly by Chevron and St. Joe Minerals Corp., won over competing bids for the purchase of the Libra and Mena gold-silver-copper deposits in northern Chile. Chevron is the lead partner and owns 70% of the venture. The two properties purchased have not been developed to any significant extent. They are located near St. Joe's El Indio gold-silver-copper mine. The venture is also looking at the possible purchase of two other mines in the area.

During the last few years, several authors1-6 have advanced mathematical solutions, both exact and approximate, to the pressure behavior of a well producing from a region bounded by a circular discontinuity. The most recent solutions were reported by Carter, and by Bixel and van Poollen. Varter solved the appropriate equations analytically. Bixel and van Poollen reported a numerical solution and provided correlation charts for the interpretation of flow tests; their method uses an overlay technique and is valid for wide ranges of mobility and storage capacity ratios. The mobility ratio is defined as the ratio between k/p of the two zones, and the capacity ratio is defined as the ratio between $c of the two zones. We have developed independently an analytic solution, programmed for the CDC 1604, that agreed with Carter's.'1 The same differential equation, assumptions, boundary, and initial conditions were used. We ran 30 drawdowns and 30 buildups of a unit capacity ratio and of varied mobility ratios. We also varied the radial distances to the discontinuity, and the radii of drainage. We examined the results and obtained correlations that were simple to apply and useful in flow test interpretation. The results and the correlations reported here in graphical form allow the determination of the mobility of the two zones and the radial distance to the discontinuity. They eliminate the need to fit field data to a curve as is required in the overlay technique.6 Thus, the advantages of the present correlations are that they require less effort and they provide a unique answer. They also provide guidelines for selecting the parts of the flow test plot to be used in the interpretations. Moreover, the results obtained from the programmed analytic solution define the time intervals where the approximate solution reported by Hurstl and discussed by Larkin2 are applicable. Normal buildup and drawdown plots resulted in an early straight line, a long transition zone and a late (second) straight line. However, the second straight line will not occur if the drainage radius is not at least 10 times the radial distance to the discontinuity. The mobility of the imer and outer zones can be calculated from the slopes of the first and second straight lines, respectively, by the normal methods of the flow test analysis. We found that the radial distance to the discontinuity may be determined from the abscissa value for the point of intersection of the extensions of the two straight lines. Results similar to some of these were reported by Adams et aL7 The approximate solution compared favorably with the exact one during the first and second straight-line periods. However, during the transition zone, deviation occurred between the two solutions. Discussion of Figures Figs. 1 through 7 summarize the results of this investigation. "The tungsten (WO3)-rich ores from King Island Scheelite (KIS) Mine, Australia, containing scheelite(CaWO4) were previously recovered by gravity separation and flotation of fine scheelite (1978-92) with an overall recovery of 76% when both circuits were operating. Recently extensive test work has been conducted both in China and in Australia on KIS ores, assaying from 0.50%-1.34%WO3, and tailings assaying 0.2%WO3(GZRINM 2009; 2011a; 2011b). A new approach, which aimed at improving both recovery and grade of concentrate by means of an innovative all flotation route WOF (Whole Ore Flotation), achieved excellent results: 90%-92% recovery to concentrate grade of 66%-70%WO3for the ores. The process is characterized by the use of selective reagents in flotation, including a newly developed collector for scheelite, GYWA. The WOF process also embraces the "Improved Petrov Method" in the cleaning of scheelite rougher concentrate. Earlier investigations found that the removal of sulfides by flotation prior to scheelite flotation was not necessary. It was also found that recycling of process water did not influenceresults. Two main ore types were tested as well as tailings from 2009to 2001(0.20%WO3). In addition a flow sheet using wet high gradient magnetic separation (WHGMS) in tandem with flotation was also investigated for the tailings."

In, one stage of the purification sequence of the zinc sulphate electrolyte used at Risdon, cobalt is, precipitated as cobalt nitroso-,B-naphtholate, which is separated from the solution by filtration. Owing to the method of conducting the purification the filter cake contains much gypsum, unconsumed calcium hydroxide, basic zinc sulphate, and entrained zinc sulphate solution, Small amounts of iron and copper that have escaped previous purification steps are also precipitated with the cobalt as nitroso-,B-naphtholate. Thisprecipitate, normally carrying about 18% cobalt, is the raw material for the production of cobalt oxide, cobalt sulphate and cobalt metal.COBALT OXIDEThe main problem in the preparation of a reasonable grade of cobalt oxide from the filter cake is the economic separation ,of the cobalt nitroso-,B-naphtholate from the gypsum. This was solved by the application of flotation. It was discovered that the cobalt nitroso-,B-naphtholate, under correct conditions, would float without any addition agent, giving a relatively high grade concentrate. A plant, was built and has been in operation since 1936. The filter cake is pulped with water and pumped to one of two mechanically agitated tanks, eath capable of holding one day's output. Sulphuric acid is added until the free acid concentration reaches about 3 gm. per litre. Basic zinc sulphate is dissolved and calcium hydroxide converted to gypsum. The pulp, carrying about 2t lb. of solids per gallon, is pumped at a suitable rate to the first of a series of 10 flotation, boxes..
