The origins of mine closure practice have influenced the way in which it is implemented by companies and regulators. Mine closure practices essentially started developing in the 1970s in countries with advanced economies and mature mining industries. In these settings, the emphasis was justifiably placed on restoration of the landscape and an attempt was made to return to the ?natural? pre-mining land cover. These practices continued to evolve and incorporated socio-economic and cultural aspects, especially after the Brundtland Report in 1987 and the subsequent Earth Summit in 1992. Today mining is increasingly occurring in remote parts of developing countries where there may be significant need for infrastructure such as roads, clinics, and schools. The costs of returning land to low (economic) value pre-mining use may be far greater than establishing a viable postmining land use that could potentially add value to the community and take pressure off sites for greenfield development elsewhere. Furthermore, natural resource limitations (such as topsoil availability) may limit the degree to which the historical land cover can be re-established. Establishing post-mining land uses may aid in mitigating the loss of employment that is inevitable when mines close. Stakeholder participation in establishing post-mining land cover and land use options is critical for long-term success. Similarly, third parties must be identified to support the development of the post-mining land use This paper draws on the experience of the authors in several developing countries and presents a case for maximizing re-use of mining infrastructure. The paper does not advocate the adoption of poor rehabilitation standards, nor or the wholesale destruction of land capability, but rather leaving key infrastructure in place for post-mining use that may support sustainable development.

The U.S. Bureau of Mines, in cooperation with a southwestern Pennsylvania coal mining company, BethEnergy Inc., Mine No. 60, Eighty-Four, PA, recently assessed the feasibility of using pre driven recovery rooms (open entry recovery) when longwall mining to increase the productivity of the coal extraction process. Two recovery entries, one 200 ft long and another 600 ft long, were supplementally supported with bolts, channels, and wire mesh, and either fly ash-cement piers or fiber cribs, then mined into by the longwall face. The recovery entries showed little deterioration as the supports provided adequate resistance to the front abutment loading. Compared with conventional recovery methods, the fullface recovery room allowed for panel extraction to be completed nearly 17 days faster and to reduce face equipment move time by 1-1/2 days. The potential productivity increase accompanying recovery rooms is greater than the cost of supporting a fullface recovery room. The fullface recovery room provided over 18 additional production days and the opportunity to mine nearly 68,400 st of coal per year per panel mined.

Between the main fan and the coalface in a mine a lot of air is lost through leakage at stoppings, doors, air-crossing etc. so that a much larger quantity of air has to be circulated by the fan in order that the stipulated quantity of air reaches the face. Stoppings are of vital importance not only for effective ventilation of underground mines but also for isolation of areas affected by fire or susceptible to spontaneous heating. Generally, isolation stoppings are made of brick in cement mortar. If the area is far from the pit or unapproachable, it is very difficult and sometimes impossible to build these stoppings. To overcome these difficulties, particularly near fire affected zones, an alternate successful attempt was made in Indian mines to make a plug underground, from surface through borehole, using cement concrete. In this paper the salient features of the methodology adopted for construction of the plug and the experimental procedure for the measurement of air leakage by SF6 tracer gas is described. Measurements of air leakage through rows of ventilation stoppings in two mines viz. Moira (Jambad and Kajora seams) and Kuardi11/12 (Niga seam) collieries of Eastern Coalfields Ltd. (ECL) have been incorporated. Results of experiments conducted at the Central Mining Research Institute (C.M.R.I) to determine leakage through25 and 38 cm thick brick stoppings are also discussed. Results of all these studies are compared, which show that the efficacy and reliability of the remote filled cement concrete plug in respect of air permeability is satisfactory.

Paper written on project work carried out in partial fulfilment of Phd. (Process Engineering) degree* The recovery of cobalt and copper from waste slag was studied in a plasma DC-arc furnace in reducing conditions. Three fluxes, CaO,CaF2, and TiO2, were investigated for their influence on selective recovery of cobalt into an iron-rich alloy. A further investigation on the influence of furnace power on the reduction of slag to recover cobalt to the alloy showed that a change in power setting had an unexpected effect on the recovery of metals to the alloy, in that selectivity of base metal recovery over iron recovery decreased at an increased power level. This report, sponsored by the Bureau of Mines, presents the results of an examination of the safety of the Blind Shaft Borer (BSB) shaft sinking system and an alternative modified BSB design concept in comparison to conventional shaft sinking technology. Detailed study of the two systems was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the BSB systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the two BSB systems was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that both BSB systems are safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by over 30%, on the average, with the use of the original BSB system, and by an average of about 10% with the modified BSB. Design change recommendations to further improve the safety of these systems include better fire suppression systems, improved man haulage systems and more compact hydraulics. An operational safety manual was also developed for the modified BSB system.

This report is the second of a series on roof movement in coal mines. The first (R. I. 3355)4/ dealt with convergence of roof and floor and movement of the surface accompanying and following extraction in a mechanized mine in which retreat of rib lines was rapid. The studies reported herein were made in a mine in which all the coal is loaded by hand, and movement of the rib lines was much slower in consequence. In choosing a site for this work, it was decided that the mine selected should have natural conditions akin to those of the first study and entirely different methods of working. To this end a cooperative agreement was made with the Crucible Fuel Co. through W. J. Whitaker, secretary, for conducting the work in the company's Crucible mine, operating in the Pittsburgh bed in Greene County, Pa. This paper gives an account of the methods used in the investigation, excerpts from the data obtained, and such generalizations as can be made.

A historical background of the technique is presented in order to understand different aspects of its field application. The publication enumerates key aspects of the technique as being used in practice in South Africa and North America. The paper also presents an analysis of three case studies in order to demonstrate difficulties associated with the field application of distress blasting in hard rock mines.

Long before recorded history, man began to dig into the earth's crust in a never ending search for useful materials. It is well known that more than half of the earth's crust is composed of silicon dioxide (SiO2), also known as silica. Silica and silica-containing material have a great many uses in modern society. This material, however, is potentially an extreme health hazard. Silicosis: Not a New Disease Centuries before the Christian Era, Hippocrates wrote of a lung disease common to those who mined in hard rock. He was obviously describing silicosis. It is also apparent from ancient writings that the Egyptians were aware of this malady. Dioscorides also wrote on this subject in the fifth century B.C. It is undoubtedly the oldest and best studied of the occupational lung diseases. Silicosis was certainly described by Agricola in his De Re Metallica published in 1556. Here he described lung disease among hard-rock miners. The original document was written in Latin and then translated in 1912 by Hoover and Hoover. One of these translators was Herbert L. Hoover, a former US president who once made his living as a mining engineer. More recently, there are numerous references in medical literature in the 19th and 20th centuries relating silica exposure to silicosis. There are specific references to mining in hard rock, as well as to sandblasting and a host of other industrial exposures. In 1919, Winslow described standards for measuring the efficiency of exhaust systems in polishing shops using sandblasting. These standards were equally applicable in the mining industry. As early as 1920, Winslow explored the efficiency of certain devices used to protect sand-blasters against the dust hazard. These devices were equally applicable in the hard-rock mining industry. The medical community recognized the silica health hazard in the early 1900s. Middleton described the illness in the British Medical Journal in 1929. He noted the danger to health at that time. D. Hunter mentions in his book, The Diseases of Occupations (1969), the monumental work of Merryweather in 1936, in which he surveyed the silicosis risk in Great Britain. He showed statistically that the average employment length of sandblasters who ultimately died of silicosis was 10.3 years, compared to 40.1 years for all fatal cases, irrespective of occupation. Sandblasting and hard-rock mining and drilling, obviously, are very hazardous occupations. Weil and Zisking of Tulane University wrote in 1975 that "it was known as early as 1935 that the course of silicosis is much more rapid in sandblasters than in miners or foundry workers. This can be explained by the fact that sandblasters are exposed to an almost pure siliceous dust containing high concentrations of respirable particles within the range of 1 to 3 micron size." Protecting the Worker The medical community recognized in the early 1900s the need for proper protective equipment for all of those who worked with siliceous materials. Middleton, writing in 1929, said: "The worker is then protected by a close fitting helmet with an air feed, much as in the case of an underwater diver. In spite of these precautions, cases of silicosis among sandblasters are being met with today. It is a matter for serious consideration whether a substitute, such as steel or iron grit, could not be used to replace the siliceous grit as the abrading material." C. E. A. The basic study from which this paper was prepared was started as the result of the growing need throughout the world for increasing quantities of energy in all forms. Quite obviously, natural forms of energy that are readily available at low development cost are those in greatest demand. The underdeveloped countries — and particularly those having little or no petroleum resources — are the countries in which the most interest is being shown in the newer energy sources. One of the least expensive energy sources is natural geothermal steam.'-* Although this form of energy has been recognized for centuries, it has been only during the past 20 years that serious efforts have been made to harness it. Natural geothermal steam energy in Italy, New Zealand, Mexico, Japan, and California is now being produced through wells to drive turbines and generate electricity. Further, active exploration for natural geothermal steam is being conducted in Hawaii, Fiji, Taiwan, Chile, Russia, Greece, and Katanga. It is surprising to find that most geothermal steam exploration is in the "steam seep" stage. That is, surface studies are made and exploratory wells are drilled in the general area of steam seeps. However, in the larger geothermal steam areas, there have been efforts to apply the most modern geological and reservoir engineering principles in order to define the reservoir parameters, particularly those relating to estimates of reserves and future productivity. This paper is concerned with the development of appropriate equations and techniques to facilitate these estimates. Production of natural steam or hot water presents problems different from those experienced in the production of oil and gas. For example, steam or hot water systems may be essentially single-component systems, while hydrocarbon systems are most frequently multicomponent fluid systems. Heat effects are much larger for water than for hydrocarbon systems; and the natural steam production may or may not be isothermal, while production of petroleum reservoirs is considered normally to be isothermal. Petroleum reservoir engineering principles may be applied to natural steam or hot water reservoirs if the inherent differences in the systems are considered. The basic considerations involved in geothermal steam reservoir engineering are: thermodynamics, physical and thermal properties of water, materials and energy balances, fluid influx, and performance matching and predicting. The paper provides a brief review of a multivariate uniform conditioning and a localized multivariate uniform conditioning (LMUC) technique, and presents a production reconciliation case study based on a porphyry copper-gold deposit in Peru. The reconciliation study compares the longterm LMUC mineral resources model (typical of new mining projects, which are invariably based on drilling data on a relatively large grid) to the corresponding production blast-hole grade control model, as well as the final plant production.

Geosynthetic clay liner (GCL) is a kind of waterproofing material used widely in engineering. The waterproof mechanism is understood in terms of bentonite particles becoming a water-obstructcolloid layer after they absorb water and swell. The swell stress, however, has not been determined directly till now. In our experiment, the swell stresses of the GCL under saturated and water absorbing conditions are measured directly using a custom-made instrument. The results show that (1) the instrument designed by the authors performed satisfactorily and the test results are reproducible; and, (2) The trend line of swell stress variation with time can be divided into three segments. The first segment is characterized by a quick increase of the swell force in the first 0?50 hours. The swell stress increases by 7.00×10-4?1.00×10-3 Mpa / hour. The second segment shows a slow increase of the swell stress during the 50?1730 hours. The swell force increases by 7.54×10-6?2.02×10-5Mpa / hour. The third segment is characterized by little variation in the swell stress after 1730 hours. In this segment, the average value of the swell stress measurements is 0.0719Mpa and the maximum value is 0.0729Mpa. It is suggested that the swell stress is mainly raised by water entering the pores among montmorillonite particles and the interstitial layers in individual montmorillonite crystals, leading to an increase in volume and manifested as a stress on the surrounding materials.

Clean energy production from coal, oil, and gas, and the development of these and other energy sources continued to be a major objective of the energy research program of the Bureau of Mines.3 In 1971 increased emphasis was placed on the production of fluid fuels and chemicals from coal. Advances were achieved in the development of the Synthane and Hydrane gasification processes for producing pipeline gas from coal (page 31), and progress was made in research on solid wastes utilization (page 2), and on liquid fuels production from coal (page 37); Coal mine safety, solid waste disposal and utilization, coal preparation and transport, and fundamental research on coal and related products also continued to be the subject of extensive research. Improved methods for extracting petroleum and natural gas without surface and subsurface pollution featured research on these vital fuel and energy sources. This research was highlighted by studies of the fracturing systems of reservoir rocks, including subsurface fracture mapping and new fracturing techniques to achieve optimum production of oil and gas (page 52). Of equal importance were projects on oil recovery by water or gas flooding (page 52), by steam injection (page 57), on the identification of oil spills (page 63), and on means to reduce vehicular exhaust emissions (page 66).

Coal is a complex heterogeneous commodity that can be mined in a number of ways and needs to be processed to a homogeneous quality that satisfies the customer?s requirements, while attempting to maximize revenues. Only a small proportion of coal is suitable for metallurgical use. Export coals cover a wide range of qualities and some coals can be used optimally in the raw state for energy production. Critical quality parameters vary and can be a combination of heat value, ash, volatiles, sulphur, phosphorus, sizing, amongst others. The level of beneficiation is generally dictated by the washability of the coal, mining contamination, and the target product quality. The steps in the coal chain covered in this paper comprise exploration, mining selections, production, the washing process, and product delivery. Many points of sampling are needed to maximize yield at the correct quality, and some of these will be described in the paper. Keywords coal chain, coal beneficiation, sampling.

The gold that is not recovered by a particular process is refractory to that process. A study to determine how the refractory gold is associated in the ore constituents usually indicates the needed improvement in the process or additional methods for bettering recovery. In preliminary work, segregation of the various minerals, gangue or impurities, and data showing the reactions of each in the recovery method readily confines the refractory gold to a certain part on which extensive research can be directed. In this dissecting plan, the microscope is an important aid in locating the refractory gold but should be supplemented by chemical tests.

"Exploration results over three overburden drilling anomalies defined by the Ontario Geological Survey in 1981 in the Kirkland Lake area, Ontario are presented. The anomalies come from lowland areas where overburden is thickest. By mapping the bedrock and surficial geology, by prospecting, humus sampling and shallow till sampling over the surrounding upland surfaces, one can initially evaluate such overburden drill anomalies without costly reverse circulation drilling. The drilling should follow, if necessary, only after surficial base data has been obtained. Preliminary work on these three properties has defined the presence of at least two styles of gold mineralization. One occurs in silicified zones in intermediate volcanics closely associated with northwesterly trending faults and shear zones. The second occurs in quartz-carbonate alternation zones in volcanics intruded by quartz-feldspar porphyry dykes. IntroductionThe three examples presented in this paper present first-hand information on an approach to the follow up of several geochemical anomalies that were found by the Ontario Geological Survey when they carried out reverse circulation overburden drilling as part of the Kirkland Lake Initiative Program (KLIP) in 1980 (Routledge et al., 1981). The initial approach is relatively simple, systematic, and cost and technically effective. It readies the properties for further exploration, or conversely, it could downgrade the properties as viable gold targets."

The scope of this project was to research, develop and eventually produce a personal occupational hygiene and safety exposure monitor system to assist in recording and analysing various stress factors that could affect the health, wellness and safety of employees, i.e. that could result in injury or ill health of workers, create stress build-up within individual workers that could negatively affect worker alertness and safety, and, may even result in permanent disability or death. Utilized systems at the time were all reactive, whereas the DOHEMS (Proactive Digital Occupational Hygiene and Safety Exposure Monitoring) System enabled the measurement of exposure (and associated risk) in a proactive manner via real-time exposure and digitized recordings. The idea of the development was to create a unit that is so cost effective, small and light that every worker can use a system on a daily basis. The development will eventually replace current, bulky and expensive monitoring equipment. The device must be a portable battery operated device and monitor the immediate working environment by periodic sampling for vibration, noise, toxic gasses (NO/NOX/CO/VOC, etc.), body temperature and heart rate. The samples must be time and date stamped, utilizing a real-time clock (RTC) synchronized with the closest regional secondary time source and related to synchronized real-time video captured samples. These samples are then recorded onto a rugged non volatile storage device with the capacity to store a vast number of samples covering the entire working shift of eight (8) hours plus. The system has been fitted with a clear visual local alarm indication system, indicating any excessive exposures or stresses, for the worker?s supervisor to respond to. This system allows for a pro-active approach. The system is also a wireless system (to the external environment) so as to not affect the mobility of an employee and flameproof to allow for use in explosive environments.
