The dynamic response of a thin aluminum plate subjected to both shallow and deeper buried blast loading was studied. Using a combination of high speed stereo-vision and three dimensional digital image correlation (3D-DIC), sequential stereo images acquired every 38.25µs during blast loading were analyzed to determine full-field deformations and plate motions (displacements, velocities and accelerations, effective surface strain and effective surface strain rate). Measurements indicate that the initial sheet deformation was highly localized for both shallow and deeper blast events, with extremely high velocity and acceleration values recorded during the earliest stages of impact loading. Full field strain and strain rate data indicate that well defined strain and strain rate “maxima” are created in the plate, with the potential of affecting the dynamic plate behavior as well as it local failure.

The offshore wind industry in the United States is slowly emerging with the recent construction of the first offshore wind farm located off the coast of Rhode Island. The turbines at the Block Island wind farm are supported by piled jacket structures, which historically have been used for much heavier oil and gas platforms. Offshore wind turbines have unique design requirements and the axial behavior of the supporting piles under cyclic loading is important to design. Cyclic degradation along the pile shaft can affect the capacity, deformation, and stiffness performance of the foundation and of the structure as a whole. This paper proposes a strain-based approach to estimate the fatigue (or endurance) limit of a cyclically loaded pile that may be applicable to long-term service loading. The method is applied to an existing load test dataset and the analysis results appear consistent with the observed pile response. INTRODUCTION The demand for renewable energy has been increasing in recent decades and wind power has seen a dramatic increase in popularity. In Europe, as of 2017 there were 4,149 grid-connected offshore wind turbines across 11 countries (windeurope.org), many of which are supported on monopile foundations. It wasn’t until recently (2016) that the first offshore wind farm was constructed in the United States off the coast of Block Island, Rhode Island. The project included 5 piled jacket structures founded in terminal moraine deposits. Future offshore wind development along the U.S. eastern seaboard could possibly utilize jacket structures in granular foundation soils. Loads from wave, wind, and turbine rotation induce cyclic loads on the foundation that have on the order of 108 loading cycles over the service life on the structure (Schneider and Senders 2010). Turbines located along the U.S. east coast have the added risk of hurricanes. As shown in Figure 1a, the lateral loads on a jacket structure are transferred primarily as axial compressive and possibly tensile loads on the supporting piles depending on the weight of the structure. The friction along the shaft of the pile can be prone to cyclic degradation, leading to reduced pile capacity and stiffness, and increased deformations. An offshore wind turbine foundation must be designed for a variety of limit states including ultimate, serviceability, and fatigue limit states. For a jacket structure this would include an analysis of the ultimate axial pile capacity, axial stiffness, and axial deformations, all of which can be affected by cyclic loading both under extreme (i.e. storm) conditions as well as long-term service conditions. Axial pile stiffness is needed, for example, to estimate the natural frequencies of the structure as a whole and to assess dynamic and fatigue loads. The structure must be designed such that its natural frequency remains outside the loading frequencies of the waves and turbine blade passing frequencies to avoid resonance. Therefore, prediction of the axial response of the piles is important to the design of these structures.

This is the fifth annual tabulation of mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data. There are also 60 new entries. In addition to royalty information, some entries show the cost of purchased reserves. Two articles relative to the evaluation of minerals reserves appeared in December, 1986. R.H. Paschall (In the Aggregate, ME, p 1139) wrote a good article, although it lacked specific royalty data. However, this author takes exception to two ideas in Paschall's column. Paschall contends that the royalty rate does not affect the mineral appraisal. This present author could not disagree more. Paschall also claims the location of an industrial mineral deposit is the only serious or practical caveat in comparing royalties. Comments received here from readers helped make the list of caveats that are cited each year. The readers will decide which factors influence the mineral value for their commodities of interest. Paschall's point about the relationship of the parties who are negotiating a royalty agreement is important and very well taken. The other article, written by William Vernon (Pit and Quarry, December 1986), gives a step-by-step process on how to conduct a mineral appraisal. The article cites three reasons for an appraisal: transfer rights; collateral for a loan; and taxation. A fourth reason is to establish adequate compensation for reserves lost through condemnation. This author has appeared in several court cases where compensation for loss of mineral reserves through condemnation required a mineral appraisal. Royalty rate becomes an important factor in the appraisal process, although the Pit and Quarry article refers to that part of the valuation equation as "profitability." Both articles were well written and are recommended reading for those interested in mineral valuations. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation - especially significant for most industrial minerals; • market conditions both for the commodity and the company acquiring the right to mine; • quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give: • the location by state, US geographic area, or Canadian province ; • the cost - R for royalty and P for purchased cost; • the year in which the lease or purchase agreement occurred; and • comments or footnotes for more information. The cost column requires more explanation. This first Annual Report covers the work on Contract No. H0377043 "Cable for Face Equipment", from August 1, 1977 to July 31, 1978. It reports the progress in the three areas of over-and short-circuit protection, cable ampacity research and cable couplers. Field trips have established many interesting facts related to circuit breaker settings and cable size. For example, the determination of cable sizes depends on the RMS duty cycle current determined by a particular piece of equipment, but the actual selection of the cable to be used is often a function of the maximum allowable circuit breaker instantaneous settings as specified in Title 30. In order to avoid nuisance tripping as a result of instantaneous starting current field, laboratory and analytical studies are being conducted to determine proper settings and cable sizes Also an extensive program has been established to monitor the performance of high voltage cable couplers and determine their modes of failure. Various equipments are being designed for laboratory testing, and an extensive reeled cable experiment is also under way.

[The Bureau of Mines has conducted a field hydraulic fracturing experiment to determine the preferential orientation of induced fractures in oil shale at a depth of about 400 feet in the Green River Basin of Wyoming. The hydraulic fracturing treatment was performed by injecting extremely viscous water-base gel and 8- to 12-mesh sand into the oil shale through straddle packers set in an impermeable section of smooth-walled, 6-1/4-inch-diameter open hole. An impression packer proved that a horizontal fracture, which has an average width of about 1/2 inch at the borehole, was induced. A corehole drilled 100 feet from the fractured well intersected the fracture and confirmed its horizontal orientation. Because a horizontal fracture was successfully initi¬ated, it is inferred that the creation of multiple, closely spaced horizontal fractures may be feasible in Green River Basin oil shale.]

"The San Francisco Museum of Modern Art (SFMOMA) in downtown metropolitan San Francisco, California, is supported on a mat foundation. Although the mat foundation of the original museum was designed to accommodate a future expansion, the plans for expansion that developed in 2010 required a larger footprint to accommodate the new space requirements of the museum. The new, larger expansion was designed by lead architect Snohetta. It will be a tall 12-story, steel-framed building occupying an area that was once the eastern part of the existing museum as well as two adjacent and newly acquired parcels.As designed, the expansion includes a 30-foot-deep excavation which is surrounded by adjacent buildings and improvements. Because of variable subsurface conditions at the site, geotechnical challenges included mitigating anticipated differential settlement between the existing and new foundations, preventing overstressing of the existing mat foundation, controlling groundwater to prevent settlement of surrounding improvements, and providing temporary support of adjacent structures during excavation for the new basement.To address several of the geotechnical challenges, soil-cement mixed (SMX) ground improvement was recommended by Treadwell & Rollo. However, during contract negotiations and construction, the specialty contractor proposed using jet grouting as an alternative technique for ground improvement. The jet grouting approach was accepted in principal, but when implemented was only marginally successful. Accordingly, the contractor eventually installed SMX panels using a Cutter Soil Mixing (CSM) machine. Because the CSM machine was a late arrival during construction, the contractor was not able to take advantage of the ground-improvement technique to install many of the shoring elements that we had originally recommended (such as the cut-off shoring wall). In the end, SMX panels were installed as ground-improvement beneath the new mat foundation to (1) reduce the potential for liquefaction in clean sand below the groundwater by providing increased rigidity to the soil, (2) reduce the potential for disturbing a weak underlying marsh deposit during construction, and (3) transfer vertical building loads to a layer of underlying dense sand.This paper also discusses the quality control and quality assurance programs that were implemented to check that the ground-improvement techniques used were thorough and complete and provided the required strength to transfer the new foundation loads to the underlying strata."

The thermodynamic properties of two manganese silicates, pyroxmangite and fowlerite (zincian rhodonite), were experimentally determined by the Bureau of Mines. The standard enthalpies of formation were determined by hydrofluoric acid (HF) solution calorimetry, the low-temperature heat capacities by adiabatic calorimetry, and the high-temperature heat capacities by differential scanning calorimetry over the range 322 to 1,372 K. The river- or dredge-coal industry of Pennsylvania is conducted on many of the rivers and creeks that drain the Pennsylvania anthracite fields. Coal thus recovered found its way into the streams as coal was being prepared for market by the anthracite industry proper, in the northeastern part of the State. The Principal rivers draining; the fields, those where dredging is taking place, are the Susquehanna, Schuylkill, and Lehigh. Several creeks - the Shamokin, Mahanoy, Wiconisco, and Swatara - also are productive sources of river or creek coal. Operations along the streams cover a wide territory, and along the Susquchanna alone; dredges are recovering coal for about 160 miles. Anthracite was a significant factor in the early industrial development of the United States. Industry used it to generate steam, and railroads used it as fuel for locomotives; but it probably was most important industrially in the smelting of iron ore. For more than a hundred years homes have been heated with this fuel. From the beginning of mining in 1807, to 1940, more than 4 billion net tons of anthracite had been prepared and shipped to market. In the preparation process much of the smaller-size coal and refuse found their way into rivers and creeks which carried the material many miles. This study is concerned with the recovery of that anthracite from those rivers and creeks.

"The planning and construction of prime coking coal beneficiation plants in the nationalized mines in India are reviewed. Flow schemes, construction practice, materials consumption, and costs are detailed.Medium-capacity beneficiation plants with multiple loops are recommended under Indian conditions.IntroductionThe reserve of high-grade and easily washed metallurgical coal in India are quite limited. Prime coking coal constitutes approximately 22% of the total resources and occurs exclusively in the Jharia coalfield in the state of Bihar. Bharat Coking Coal Limited (a subsidiary of Coal India Limited (CIL) the nationalized mining sector of India) owns 80% of the Jharia collieries. The development of Jharia coalfield in the pre-nationalized period before 1971 has been characterized by a large number of small mines with primitive mining methods and low productivity. The production of prime coking coal to meet the demand of the steel industry in India has to increase from the existing level of 11.1 million tonnes to 43.4 million tonnes per annum by 2000 AD, thereby producing 5.61 million tonnes and 22.7 million tonnes of clean coal respectively. An ambitious program has been undertaken for development of bigger mines with an average production of 1 to 3 million tonnes per annum. With the fast dwindling reserves of good quality coking coal, more inferior grade coal seams, having difficult washing characteristics, are now being mined. All the coal from the future mines will have to be beneficiated to make it suitable for consumption of steel plants; the following washeries are being planned for construction by 2000 AD:"

In most coal preparation processes, water is a necessary medium, but the presence of water in coal after it has been cleaned has a negative impact on transportation costs, handling and specific energy values. The utilization of super absorbent polymers (SAP) in the nappy application is well known. The concept of utilizing these polymers was investigated for the purposes of dewatering coal and other fines, generated by preparation processes such as flotation. SAPs are granular highly cross-linked synthetic copolymers with excellent water-absorbing properties. The dewatering process is characterized by three main stages: (a) contact of super absorbent polymer with high-moisture fine coal; (b) separation of dewatered fine coal from super absorbent polymer; and (c) regeneration of used super absorbent polymer, by exploiting its response to changes in conditions such as pH or temperature. Preliminary tests showed the separation step to be very difficult. The novel idea of encasing a given amount of polymer in a water permeable cloth solved this problem (of separating the swollen polymer from the dewatered coal). Preliminary tests investigating the effectiveness of the sachets of polymer showed a drastic decrease in the moisture contents of slurries. Furthermore, it was shown that it was possible to regenerate the polymer (still within the sachets) through thermal drying. A full-scale experimental programme was then followed to accurately determine the feasibility of using sachets of SAP. The experimental variables were initial slurry moisture content and polymer dosage. It was observed that the sachets seemed to work fastest and most effectively at high moistures and also at higher dosages of SAP. Regeneration of the polymer was also investigated, using two methods: thermal regeneration and pH-induced regeneration. The experimental variables, for investigating the regeneration process, were method of regeneration and grade of water used. Thermal regeneration at 70°C seemed to work successfully. Although the cost of using thermal energy is still a problem, the safety aspect (fire hazards) has been addressed since the polymer does not ignite when heated, unlike fine coal particles that may do so. The alternative method of regeneration, which exploits the pH-sensitivity of the polymer, was less successful, and further work needs to be conducted.

Output of sulfur in the East is relatively small, and most of the area's sulfur requirements are met by gulf coast Frasch sulfur. Over the long ten recovered elemental sulfur from sour natural gas and petroleum may become the East's major source of sulfur. In 1958 sulfuric acid manufacture consumed over 80 percent of the area's sulfur requirements. The leading uses for sulfuric acid were the manufacture of superphosphates and chemicals. Over the years, unit requirements for sulfur and acid in many major markets have been reduced through improved technology, but new markets always have been developed to keep the industry vital and growing.

Establishment of the Cadia East Panel Cave Stage One (PC1S1) commenced with the firing of the first bell in early 2011. Production began with the completion of the undercut in May 2014. PC1S1 used a post-undercut composed of 114 drawbells covering a footprint area of 73 438 m². The extraction level is located at a depth of 1200 m below the surface and is based on a 32 × 20 m El Teniente layout. Cave establishment required the construction of multiple conveyor drifts, a large-capacity jaw-gyratory crusher and ancillary ventilation and pumping infrastructure. Preconditioning via hydraulic fracturing and blasting was implemented at various locations of the cave block height. A survey of pillar conditions was carried out at 21 operating limestone mines that use the room-and-pillar method. The surveyed pillars were all located in rock that was classified as “Good” to “Very Good” using the RMR rock mass classification system. The average pillar width was 14.5m and the width to height ratio varied between 0.53 and 3.52. Pillar conditions were rated using a visual rating system that accounts for the effect of geological structures as well as stress related fracturing. Nine cases of pillar instability were recorded. Pillar instabilities were typically limited to individual pillars or small groups of pillars within an otherwise stable layout. Local geological structures such as inclined discontinuities or weak bedding planes contributed to instability in seven of nine cases that were observed. Elevated pillar stresses contributed to instability in the two remaining cases. All the unstable pillars observed had width-to-height ratios of less than 1.5. It is concluded that pillar instability is most likely to be caused by unfavorable geological structures in pillars with width to height ratios of less than 1.5. Stress related instability such as rib spalling becomes more prevalent when the average pillar stress approaches approximately 20 MPa.

Education and training research is a major component of the Bureau of Mines human factors research program. The goal of human factors research is to enhance human performance for the purpose of improving both safety and the profitability of the minerals industries. This is achieved through the design of mining equipment, work tasks, management procedures, and development of human resources. This proceedings volume presents several new developments that are helping to improve the quality and efficiency of health, safety, and occupational skills training in the mining community. Several papers address the issue of how to teach and assess miner abilities to deal with underground mine emergencies. Other papers examine practical procedures for defining and cost justifying the integration of structured training and other performance improvement strategies to enhance the proficiency of the work system.

Mission Bay is a 300-acre reclaimed site in San Francisco, California, that is currently being redeveloped. Plans include new neighborhoods, parks, a new University of California, San Francisco, research and development campus, a biotechnology campus, and commercial office buildings. New infrastructure is being constructed throughout the site, consisting of utilities, pump stations, and roadways. Previously, Mission Bay was a part of the San Francisco Bay. Reclamation of the shallow bay coincided with the booming development in San Francisco in the 1880s and continued through 1920. Subsurface conditions are extremely variable throughout the site. The stratigraphy generally consists of 5 to 45 feet of fill, up to 140 feet of weak, compressible clay (?Bay Mud?), dense sand, stiff clay, and bedrock of the Franciscan Complex that has been encountered 5 to 210 feet below the ground surface (bgs). Geotechnical issues related to these subsurface conditions include liquefaction, lateral spreading, settlement, and adequate foundation support. This paper presents case studies of the geotechnical aspects of design and construction of several buildings in Mission Bay, highlighting the similarities and variability in the subsurface conditions and the different conclusions and solutions developed for each project. The case studies will include: 1) a building supported on steel H-piles where the depth to bearing varies from about 70 feet bgs in one half of the site to 165 feet bgs in the other half; 2) a building supported on precast, prestressed, concrete piles bearing in a thick, very dense sand layer; 3) a building with over 100 feet of Bay Mud supported on 120- to 180-foot-long PCPS concrete piles driven to bedrock adjacent to buildings supported on steel H-piles driven to bedrock; and 4) sites where auger pressure grouted displacement piles (APGD) and Tubex piles were installed. Case studies will include results of pile driving analyzer (PDA) testing and static pile loads tests, where performed.

"In this paper, we review the equations needed to construct an ion exchange column model. These models contain three major components: 1) a differential material balance around the column, 2) a differential material balance around an ion exchange particle, and 3) a constitutive equation for diffusive flux. We then examine the ability of a fairly simple mathematical model to predict ion exchange column experimental data. This model contains the traditional absorption theory equations and is used to predict the behavior of a column filled with a hydrous crystalline silico-titanate and which is removing trace amounts of Cs+ from a high pH, complex electrolyte solution. Finally, we propose replacing Fick's law with the Nemst-Planck equation as the constitutive equation for diffusive flux. We use a NemstPlanck type model to predict batch experimental data, then evaluate it by comparing it's ability to predict experimental data to that of a more traditional Fick's law type model. The data from this comparison suggests that the Nemst-Planck type model yields better results.IntroductionMillions of gallons of strongly basic, radioactive waste are currently stored in underground storage tanks at Hanford and Savannah River and several locations within the United States. Due to the limited life expectancy of the tanks, there is a pressing need to remediate these wastes. This need has prompted the recent development of new ion-exchange materials for removing radioactive elements from aqueous solutions. A novel material called TAM-5 has been developed jointly by Texas A&M University and Sandia National Laboratories. TAM- 5, a crystalline silico-titanate, is highly selective for Cs + in the complex electrolytic solutions typical of these wastes. It is stable in very basic solutions and in radioactive environments [1, 2 ,3]. In laboratory testing to determine the selectivity of various materials, TAM-5 was superior to other candidate ion exchangers [4, 5]. The selectivities were determined by measuring a distribution coefficient, Kd, which is defined as the concentration, gig or mmols/g of Cs in the solid phase divided by the concentration, mg/L or mmols/mL, of Cs in the liquid phase. The units of Kd are ml/g or L/kg. Table 1 shows Kd values for TAM-5 compared to 9 other candidate materials in a typical waste solution [6]."

A series of eight coal mines were visited to determine their communications usage and requirements. Presently available equipment was surveyed and evaluated to determine its applicability to the needs of the mines.
