Nearly 4,800 mining professionals and exhibitors occupying 580 booths attended the 2000 SME Annual Meeting and Exhibit, Feb. 28-March 1, in Salt Lake City, UT. The technical program included80 sessions and four specialty symposia: bulk material handling, control 2000, minor elements 2000 and plant operaters. Meeting highlights included the keynote session. Executive shared their perspectives on pivotal issues and approaches to address the challenges of the new millennium. SME has begun planning for its 2001 Annual Meeting, Feb. 26-28, in Denver, CO. This project was proposed to provide information on the hazards associated with arc melting of thorium. A general air-sampling analysis was made to determine the separation, concentration, and distribution of thorium daughter (decay) products throughout arc melting, machining, and forging processes of a thorium handling facility. The value of well coordinated health physics program is stressed in connection with potential health hazards and personnel protection. Building, equipment, and exhaust ventilation requirements for such a facility are discussed. Special handling methods are described for thorium. INTRODUCTION The Bureau of Mines at the Albany Metallurgy Research Center has been involved in handling the naturally radioactive metals, uranium and thorium, for several years. Cooperative work for the Atomic Energy Commission has been carried out with thorium metal, and as a result the concerned laboratories of the Center have accumulated experience on the hazards associated with this metal. This report details the radioactive hazards arising from the arc melting, machining, and forging of thorium.

The largest potential reserves of manganese in Nevada are in the Pioche district. To date, these large reserves of 10-to l2-percent manganese cannot be upgraded economically. Other large, low-grade deposits, such as the Virgin River and Boulder City deposits in Clark County, cannot be considered immediate sources of manganese. Reserves of the principal manganese deposits in Nevada, based on the most reliable estimates, total about 17 million tons analyzing 7.6 to 13.6 percent manganese. Most of the deposits are of a type that cannot be prospected systematically but have been prospected and developed in the course of productive mining operations. To realize production from low-grade deposits that are amenable to concentration, a ready market must be provided. Thus far, Government stockpiles have been the major outlet for these low-grade ores. Research and experimentation over a period of years have led to development of several processes technologically applicable to these low-grade ore bodies, but their economics is not sufficient to allow competition with imported ores on the open market.

The SDSU tunnel and underground station are the first of these type facilities to be constructed by the Metropolitan Transit Development Board. Because there is no previous experience, and because tunneling activities are associated with some risk, he MTDB has undertaken a very proactive and wide reaching program to identify and control risks during construction. Finally, because the tunneling activity and underground station is on the San Diego State University, MTDB is working closely with their staff to identify construction impacts and mitigation’s, and thus ensure a quality project for both agencies.

The regular activities of the Institute are financed mainly by income derived from members' dues, from advertising in MINING AND METALLURGY, and from the sale of publications to the public. In addition, collateral activities and special projects are financed each year by means of income from endowed funds controlled and administered by the Institute. In the aggregate, the principal sums of these endowments amount to more than $530,000. An active effort is being made to increase the endowment funds of the Institute through a standing committee, of which H. T. Hamilton is chairman, and of which the other members are: W. H. Aldridge, George D. Barron, Cleveland E. Dodge, D. C. Jackling, Henry Krumb and J. V. W. Reynders. This committee feels that there exists a tremendous opportunity for the Institute to be of ever-growing service to the public, to the mineral industries, and to the profession. It welcomes suggestions as to names of men of means who are vitally interested in the mineral industries, and to whom the opportunity to make a contribution or bequest might appeal favorably if presented in the proper light by the committee.

Underground mine designs typically try to avoid extraction beneath streams and rivers of any significant size, especially when the overburden rock thickness between the stream bed and the mine is thin. Potential issues with mining beneath streams include excessive groundwater inflow to the mine; weak ground (roof, floor, and pillar) conditions; horizontal stress effects; as well as stream loss and other potential adverse environmental effects. However, there are times when crossing beneath a stream or river is necessary to move into a new area of mineral reserve without creating additional mine access points from the ground surface. Often, stream crossings are completed without thorough assessment, potentially resulting in increased costs, decreased safety, and, in some cases, failure to advance the mine. Selection of the most favorable location(s) to cross the stream must account for numerous factors and the associated assessment often requires a multidisciplinary approach. Stream crossing investigations often require geological, hydrogeological, geotechnical, and geophysical expertise. Phases of stream crossing investigations include desktop evaluation of maps and aerial photography, stream bed observations, drilling, detailed rock core logging, downhole geophysical surveying, hydraulic conductivity testing (packer testing), geotechnical laboratory testing, assessment, and reporting. The deliverables from a stream crossing assessment typically include geological, geotechnical, and hydrogeological characterization of potential stream crossing locations; classification of favorable and unfavorable crossing locations; recommendations for entry design and pillar sizing; and recommendations for if, and how, to conduct pre-grouting activities. Examples of technical aspects of data collection and assessment are provided based on decades of industry experience conducting stream crossing assessments in various underground mining scenarios.

By direct aging treated, creep properties measurement and microstructure observation, the influences of the direct aging treatment on the creep behaviors of Hot Continuous Rolled GH4169 superalloy are investigated. Results show that the creep resistance of Hot Continuous Rolled GH4169 superalloy may be obviously improved by directly aged treatment. Under the applied stress of 700MPa at 660, the creep lifetime of the alloy is enhanced to 126h from 60h. During hot continuous rolling, the deformation features of the alloy are the twinning and the double orientations slipping of the dislocation activated within the twinning regions. After direct aging treated, the alloy displays a smaller grain size, and the finer g² phase is dispersedly precipitated in the matrix of the alloy, which is thought to be a main reason of enhancing creep lifetime of the alloy.

Nile sediment was collected as a waste from one of the water treatment plants in Cairo, and subjected to petrographical investigation and granulometric, chemical, and mineralogical analyses. It was expected to find diatomite in that sediment but it was a surprise to find that the diatomite content amounted to about 52.01% by volume in addition to quartz, orthoclase and clay minerals. The latter are represented by montmorillonite and illite minerals. The sediment is light gray in color, soft and has low density and high surface area, such density and surface area generally decrease with temperature. The sediment absorbs 317% of its weight in water. The diatomite skeletons are the main factor responsible for its high porosity producing microporosity and low density, and these particles are concentrated in the very fine silt size fraction (11x2µm). The common diatoms in such sediment include Cyclotella ocellata Pant, and Melosira granulata (Ehr.) Ralfs. It seems that this Nile diatomaceous sediment has many advantages over the fossil diatomite, such as Fayium diatomite in Egypt, with the absence of carbonate minerals that require grinding and calcination those cause destruction of the cellular structure and energy consumption. This Nile diatomaceous sediment can be processed using sequential classification to obtain diatomite concentrate of 88.8% grade at 90.6% recovery, and a middling product of 19.4% grade and 5.8% recovery. The suggested flow sheet is quite simple to produce diatomite product for different industries at a low cost. The unusual particulate structure and chemical inertness make diatomite an ideal mineral to be used as functional filler in a wide range of industries, and as catalyst carriers and insulating material. This paper presents research results on assessment of environmental impact of digging and loading equipment in surface coal mining. Environmental impact is accessed through the equipment exhaust and dust emissions, and sound level. Exhaust emission is related to carbon dioxide (CO2), carbon monoxide (CO), nitrogen oxides (NOx), sulfur oxides (SOx), and volatile organic compounds (VOCs). Dust generation is expressed through the particulate matter PM10 and total suspended particulate matter (TSP), while sound is presented through the sound pressure level. Modeling of environmental impact of digging and loading equipment is conducted in Microsoft Visual Studio.NET software package. This research is a part of a boarder project on development of software system for the selection of productive, cost-efficient and eco-friendly mining systems, which is sponsored by the Appalachian Research Initiatives for Environmental Sciences (ARIES). The research work presented here may be used by mining professionals to aid in quantifying environmental impact of digging and loading equipment and determinate strategies for reducing its overall impact.

It is estimated that well over 20 million lb of chromium and 8 million lb of nickel, plus other metal values, are diverted annually to furnace dusts, mill scale, and contaminated swarfs in the domestic stainless and other specialty steelmaking industry. Little inroad has been made toward the in-plant recycling of these wastes to reclaim the metal values. The Bureau of Mines has devised a process for recovering about 90 pct of the chromium and molybdenum and well over 90 pct of the nickel and iron from stainless steelmaking furnace dusts, swarf, and mill scale. Other metals such as manganese are also recovered. Initial laboratory results were confirmed and expanded to include a wide variation of stainless steelmaking waste mixtures. Later experiments have included specialty steelmaking wastes other than from stainless steelmaking. Significantly, the ease of technology transfer has been demonstrated by a number of industrial-sized (19-ton) commercial electric furnace heats, in which the pelletized wastes represented some 10 to 20 pct of the furnace charge, replacing part of the normal scrap charge. Results of these successful large-scale trials are presented. Some information is also presented on incorporation into the pellets of chromium-bearing particulate wastes originating from other than steelmaking production. Cost evaluation indicates the process is economically attractive.

Perturbations arising from mining operations significantly affect the stability of rock masses, and the influences aggerates with the rapid increase of mining-operation depths during recent years. The subsurface structures with major discontinuities subject to seismic hazards resulted from the shear-slip behaviors of rock masses. In order to identify the shear-slip regime of discontinuities and calculate seismic moment and seismic energy involved with shear-slip behaviors, we use discrete element modeling to study the shear slip failure along discontinuities in an underground mine. The recorded characteristic and properties of sub-contacts in DEM provide a basis for computing and visualizing the temporal and spatial distribution of seismic moment and seismic energy with mining operations. We computed the seismic energy and seismic moment using the numerical modeling method and the analytic method. We compared the result of summing seismic energy and seismic moment from the subcontacts of numerical models and the result of the analytic method. We confirmed that this tool can be used in comparative analyses. We also found that seismic moment and seismic energy, associated with shear stress drop and shear displacement increase, accumulate in the vicinity of major discontinuities. Mining operations at a greater depth cause greater changes of seismic moment and seismic energy, leading to a higher risk of inducing seismic hazards. Quantifying seismic potential using discrete element modeling can greatly facilitate the investigation of instability of geological discontinuities and thereby can help estimate the potential of seismic hazards.

The work on synthetic mica and related subjects is being reported in a series of technical articles (see Supplementary Bibliography), each of which describes some special aspect of the subject. This is the final report on chemical analysis of the fluoride-containing silicates. A condensation of this report has been published (26).3/ Chemical analysis affords one of the best means of ascertaining the final com-position of either a heterogeneous mass or a single pure crystal, particularly where some constituents may be volatile. The analysis of fluoride-containing silicates was not so well known or understood that highly accurate results were commonplace. For example, on synthetic mica a university laboratory reported 11.6 and 9.2 percent fluoride when at least 13.3 and 11.3 percent were present, respectively; a commercial testing laboratory reported 9.14 percent as compared to 12.6 percent; and a glass company reported 7.0 percent as compared to 9.0 percent present. No intimation is made that these analysts could not have done better, but the point to be stressed is that the methods in use were long, tedious, and generally required a certain familiarity for best results.

Given the diverse nature of field conditiorencountered, no reliable and proven method of evaluating fragmentation quantitatively, and the lack of adequate field controls found in many operations, it is unlikely that a universal plug-in model will be developed for all blasting in the imediate future. The St. Cloud Mining Company extracts clinoptilolite about 6.5 km south of Winston, Sierra County, New Mexico. Production is about 18,000 mt/year. Natural zeolites are good adsorbents for positively charged solutes such as ammonium. St. Cloud’s production is used in animal hygiene, animal feed, environmental mitigation, air and water filtration, and other applications. By a simple chemical treatment with a surfactant, zeolites can also be modified to adsorb negatively charged solutes such as nitrate and arsentate, and neutral organics such as solvents and fuel components. These surfactant-modified zeolites are used in treating groundwater contamination, stormwater runoff, and solvent vapors from painting operations.

As part of a national canvass of water use the Bureau of Mines compiled data on water requirements in the petroleum and natural gas industries for the calendar year 1962, specifically in well drilling, secondary-recovery operations, and natural gas processing plants. Total new water use in the petroleum industry of the United States, excluding refining, was 5.3 billion barrels. Secondary-recovery operations and natural gas processing plants required about 2.5 billion barrels of new water input; each of these requirements was about eight times greater than that for well drilling. Total use, including recirculated water, was 45.3 billion barrels of which 3.4 billion barrels was consumed. The greatest use of recirculated water was for natural gas processing, amounting to 38.2 billion barrels. Projections of total water use show that by 1975, 75.4 billion barrels will be used by the petroleum industry, of which 10.2 billion barrels will be new water. By 1985, the total use requirement will be 92.8 billion barrels, of which 13.1 billion barrels will be new water.

WipFrag systems I and II have become the world standard in photoanalysis systems to measure fragmentation. Mines, quarries and excavating contractors can now easily measure blast results and track the progress of optimization efforts. This technology was developed and evolved to allow automatic measurements of the size distribution of patiicles on moving conveyors, in truck boxes and on crusher feeds. Production machinery can now be controlled by photoanalysis results and multiple cameras allow various locations to be monitored by a single system. Blast designs can be monitored on a shot by shot basis. Changes in delay times, explosives, patterns and hole sizes can be quickly evaluated. Along with this measurement capability has come a heightened awareness of the importance of “optimum size” and uniformity of particles for lowest cost production and material handling efficiency. In the past, savings in the “drill / blast” cycle of the operation were sometimes overshadowed by downstream production costs related to fragmentation. Now total production costs can be compared with fragmentation sizes which will immediately show the trend towards optimum size for economical production. No cost reduction program can be complete without this critical information.

This investigation aimed to simulate the experiments performed by Nic Gay (Gay, N.C. 1976. Fracture growth around openings in large blocks of rock subjected to uniaxial and biaxial compression. International Journal of Rock Mechanics and Minining Sciences and Geomechical Abstracts, vol. 13. pp. 231-243) on fracture growth around openings in blocks of rock subjected to uniaxial and biaxial compression, using the Elfen discrete element code. The results of the physical experiments indicated a number of trends that were successfully replicated in the numerical simulations, including crushing ahead of the face, the formation of a sub-vertical tensile fracture at centre-span, the formation of groups of fractures originating from the crushed face zone, the formation of large corner-to-corner fractures which precede sample failure, and linking of slot corner and sample corner fractures leading to sample failure. In addition, other features were apparent that were not reported by Gay. It is believed that these took the form of conjugate shear fractures (as reported by Gay in a previous paper) and other features that may have been altered or inhibited by the presence of pre-existing structure in the physical samples. It was found that the samples, though nominally made up of the same rock type, must have had significantly differing properties. The presence of pre-existing structures may have contributed to this discrepancy. Strain measurements from the physical experiments were reasonably well matched, except where the gauge lay directly in the path of advancing fractures.

The Bureau of Mines, in support of its overall goal of helping to meet future U.S. demand for minerals, undertook this study to aid the quarry entrepreneur and/or operator in developing quarries near urban areas. In response to increased environmental concerns, the quarry operator often must take steps beyond those required in the last decade toward gaining permits for quarrying near metropolitan areas. Following the steps suggested in this report should increase the chances to obtain the permits to open and develop a quarry. Each task and question in the general plan flow diagrams are described in detail, with the flow diagrams aimed at the goal of acquiring the necessary permits. The appendixes include (1) types of projects for which Environmental Impact Statements (EIS's) may be prepared and Federal agencies responsible for preparing them, (2) State contacts for information regarding environmental impact assessment requirements and mining and mineral land reclamation laws, (3) a checklist of environmental inventory factors, (4) a tabulation of different regulations that affect mining in Michigan and the number of townships and counties that have each of the listed regulations, and (5) environmental logic associated with site selection. A central recommendation is that the quarry entrepreneur and/or operator coordinate plans at the beginning with local government officials (such as township supervisors and/or city and county planning board members), State and Federal officials, and public groups that will be affected.
