El Abra has the world's largest leach, solvent extraction and electrowinning facility, The crushing plant capacity is 120,000 metric tonnes per day and the cathode production capacity is 225,000 metric tonnes per year. The El Abra mine and plant are located in the Province of El Loa, in Region I1 of Chile, 55 km. north of the city of Calama. The ore deposit outcrops on the southern slope of Cerro Pajonal at an altitude of 3,900 to 4,100 meters above sea level. The processing plant and camp facilities are located at a lower 3,300 meter elevation on an alluvial slope, 15 km southeast of the deposit. The operating company, Sociedad Contractual Minera El Abra, is 51% owned by Cyprus Arnax Minerals Company through the Cyprus Climax Metals Company subsidiary and 49% owned by Corporaci6n Nacional del Cobre de Chile (Codelco). The present paper describes the ore reserves, mine operations, crushing, leaching, solvent extraction, electrowinning and infrastructure facilities.

"The world’s largest tunnel boring machine (TBM), at the time of her launch in 2012, the TBM locally referred to as “Bertha,” is incapacitated due to mechanical failure. Bertha’s stoppage places her 25m below the surface between the aged Alaskan Way Viaduct and the failing Seattle Seawall. Accessing Bertha with a vertical shaft provides the best approach to access all facets needed for repairs and will allow the full removal of Bertha’s cutter head and related inner workings. Due to the limited area above the tunnel alignment and physical constraints created by existing infrastructure, the dimensions of the otherwise symmetrical shaft are heavily impacted, thereby requiring special attention to design and layout. Consequently, the shaft design required a combination of 3m, 2.5m, 2.2m, 1.5m and 1m diameter unreinforced drilled secant piles coupled with various ground improvement techniques and dewatering, to fully satisfy the shoring design requirements. This paper will describe the shaft installation procedures, equipment used and pitfalls encountered while undertaking access shaft construction of this magnitude. INTRODUCTION Mining on Seattle’s SR99 tunnel began in July of 2013. Initial mining progressed slowly through a 4.5 m thick fiber-reinforced concrete headwall before immediately entering the first of three planned safe havens. Once through the headwall and safe haven the machine would move through roughly 122 lineal meters of jet grout improved soil at a rate of slightly over 1.6 m per day. It was anticipated that once mining has passed through the improved area, “Bertha” – now the world’s 2nd largest tunnel boring machine (TBM), would be moving at a rate of almost 11 m per day. By the end of October 2013, Bertha had mined roughly 131 m, averaging 1.4 m per day, and had begun mining within native soils. By the start of December 2013, tunneling had reached the 244 m mark and Bertha was now averaging 3.6 m per day, achieving as much as 12.8 m of progress on given days. Unfortunately, on December 6th, 2013, Bertha began to stumble and all progress quickly came to a halt. Initial reports stated an obstruction had stopped Bertha in her tracks. The preliminary investigation involved installation of 10 deep dewatering wells to reduce the hydrostatic pressure within the ground around the TBM, to allow the contractor’s personnel to inspect the cutter head from within and also to investigate for the presence of obstructions at the face of the cutter head. During inspection, the contractor’s crews found fragments of steel pipe entangled in the cutter head. The steel was apparently from an abandoned 254 mm diameter monitoring well casing, previously installed by WSDOT to monitor ground water conditions for the design and planning of this tunnel project. After the steel was removed from the cutter head and cleared from Bertha’s path, she attempted to move forward but was only able to generate a slow crawl."

During the recent expansion of precipitate copper production at the Chino Mines Division of Kennecott Copper Corporation, Santa Rita, New Mexico, local studies of the dump leaching process were intensified. As these studies progressed it became apparent that a reliable method for locating leach solutions within the dump was required, since the contact between leach solutions and the copper-bearing material would determine, in great part, the recovery of values. In the past, the problem of determining leach solution contact has been attacked by various methods, including destructive testing (dump dissection), indirect observation (such as chloride or dye tracers), and mathematical or laboratory model studies. These methods have not proved completely satisfactory for the studies now being developed. Investigation of methods for in situ observation of leach solutions led to consideration of radiation logging in drill holes, which are petro¬leum exploration and development techniques for locating fluids and measuring porosity in the subsurface. Standard oil field logging equipment was leased, modified, and tested. After successful testing, the equipment was purchased for additional studies. Applications and results of the methods are described in this paper.

The final cost and quality of a project employing equipment, labor, and materials is dependent upon the expediency and extent to which each of these parameters are used. An ideal solution then, would be one in which three solvable equations were given for each particular situation. The equipment, labor, and materials could then be solved for, and the perfect job would result. In reality, however, the ideal and most economical solution is seldom attainable by solving three given equations. Therefore, knowledge, experience, and sometimes guesswork must be relied upon when correlating equipment, labor, and materials. Drilling and blasting, in particular, is one operation which normally involves more uncertainty than other operations. It is also an operation in which the outcome is extremely critical for two reasons. First, the cost of the operation that follows drilling and blasting is dependent upon how well the material is fragmented. Second, once the drilling and blasting has taken place, it is impossible to return to the area, without considerable expense, and correct any mistakes that might have been made. Therefore, what is desired is a method by which drilling and blasting operations can be performed yielding optimum results at the lowest cost; this can best be accomplished by having the relationships between equipment, labor, and materials prior to their use. For obtaining best results, the selection of these three relationships must be based on knowledge, experience, and as little guesswork and uncertainty as possible.

Introduction One important class of manganiferrous ores is manganiferrous-silver ores. They occur in the oxidized portions of the silver deposits of the western United States. Silver is often associated with manganese oxides, which in some ore deposits are dispersed through calcite, causing the black color of the host rock, known as black calcite. Black calcites can occur in carbonate rocks (0.3 to 50 kg Ag/t) and in volcanic rocks (less than 30 g Ag/t). Silver mineralization associated with manganese oxides and black calcites can occur in veins (Hewett, 1968) or as disseminations (Graybeal, 1981). In the US, silver-bearing manganese veins are located in a broad arc that extends from southern Colorado to southwest New Mexico, southern Arizona, and southeast Califor¬nia (Hewett, 1964). Areas of disseminated silver-manganese mineralization include the Creede and Silver Cliff districts of Colorado and the Tombstone and Hardshell districts of Arizona (Graybeal, 1981). These deposits are also characterized by significant amounts of silver halides - cerargyrite (AgCl), bromargyrite (AgBr), and iodargyrite (AgI). Black calcites are also common in these deposits. Oxidized silver ores containing the higher oxides of manganese are generally refractory to hydrometallurgical methods of treatment. In the past when these ores could not be smelted, they were treated generally by cyanidation at very low efficiency. The US Bureau of Mines (USBM) studied the problem of treating silver-manganese ores in the early 1920s (Clevenger and Caron, 1925). It was found that the refractory silver in the original ore was insoluble in all the common solvents for metallic silver and its salts. The conclusion was that to obtain the highest recovery of silver, all the manganese had to be dissolved or the higher oxides of manganese reduced to manganous oxide. More recent results from treating refractory silver¬manganese ores were given by USBM (Scheiner et al., 1973). The silver ores from Candeleria District, NV, and Round Mountain District, CO, were investigated. Electrooxidation experiments recovered only 34% silver with minor amounts of manganese dissolved. Sulfurous acid pretreatment followed by cyanidation revealed that silver extracted was proportional to the amount of SO2 used. A similar approach, using sulfurous acid pretreatment followed by cyanidation, was also proposed by Rhoades et al. (1984). Hazen Research Inc. performed extensive testing on silver and manganese dissolutions from Ag-Mn ores obtained from the Candeleria and Round Mountain ore deposits. The methods examined were direct cyanidation, pretreatment with sulfurous acid followed by cyanidation, malonitrile leach, and leaching with ammonium hydroxide-sodium thiosulfate under slight oxygen pressure. The results were not satisfactory. The importance of the vast reserves of Ag-Mn ores and the lack of an efficient method to recover these metals warranted a search for new technologies. One novel method for extraction of these metals is treatment of Ag-Mn ores with acidified thiourea solutions. Preliminary results of the leaching of silver and manganese from Ag-Mn ores were very encouraging (Pesic, 1984a) ; thus, it was decided to examine the new lixiviant in more detail. Experimental Ore from the Round Mountain District was studied. It was crushed, ground, and dry sieved into monosized fractions in the range of 16 to +400 mesh. The ore composition was about 90 g Ag/t and 3% Mn, depending slightly on size. The leaching experiments were performed in apparatus described elsewhere (Pesic, 1982 and 1984b). All experiments were performed at constant temperature conditions. The leaching residues were analyzed for silver and manganese. An information system (I/S) plan is a means for establishing and communicating the direction the organization intends to take to provide the information required for achievement of organizational goals and objectives. The rapid advancements in information technology, the increasing complexity of systems, and the growing dependence of mining companies on these information systems have emphasized the need for more comprehensive I/S planning. This subsection explores this need, the role I/S planning can play within a mining company, and finally describes a methodology for development of an I/S plan.

During design of a 550-foot rectangular shaft in alluvium, lateral support within the excavation was an anticipated construction problem. Actual experience showed that the nearly 9 x 14 foot excavation required no lateral support. A strain measurement program con- current with construction and for a 9-month period following completion of the shaft detected only minor strains. Shaft design included consideration of available geological information. Site exploration included a 754-foot drill hole, cored at selected intervals, and a suite of geophysical well logs. Generalized physical properties of the alluvium were developed from laboratory core testing. An elasto-plastic, finite element computer program (DAHLKE) developed by the Spokane Mining Research Center U.S. Bureau of Mines, has been recently used to analyze the behavior of the alluvium around the shaft. Analysis showed that yielding first develops in the shaft corners and progressively expands into the wall zones around the shaft as loading increases. Gradual growth of a plastic zone progressed outward from the excavation boundary at increasing loads but had limited extent and was surrounded at all stress levels by an infinite elastic zone. This design review, aided by computer analysis, confirmed that the shaft would have been considered theoretically stable as designed.

This paper analyzes the 1982 coal mine accident data collected by the Mine Safety and Health Administration (MSHA) for key equipment types, by mine type, and by geographic region. The differences in hazards associated with the various equipment types are studied both in absolute (i.e., total number of incidences) and relative (i.e., incidence rate or the number of incidences per 200,000 employee or exposure hours) terms. The paper compares and contrasts the total number of incidents as well as incidence rates classified by several types of severity measures such as lost workdays cases, mean number of lost workdays per lost workdays case, fatal cases, non- fatal cases without lost workdays, total number of cases, and total number of lost workdays This statistical analysis shows that significant differences in hazards exist not only due to equipment type but also due to mine type and geographic region.

The molecular form of aliphatic amines precipitates in alkaline solutions when the amine solubility limit is exceeded and forms a typical colloidal system. The zones of mines precipitation and micellization are defined and it is shown that the appearance of a colloidal system in a certain pH range is a unique feature that makes weak electrolyte type surfactants differ from strong electrolytes. The formation of iono-molecular complexes reported in the literature is shown to be a pre-precipitation phenomenon. The zeta potential - pH curves for minerals and bubbles in the presence of amines in the pH range where the amine forms a colloidal precipitate are entirely determined by the precipitate. The pH dependence of the flotation of certain minerals using amines is discussed in the light of these findings.

A novel impedance probe was commissioned specifically for capturing fast dynamic information about filtration processes. It provides an attractive alternative to more complex measurement techniques in situations where the slurry system is primarily one-dimensional. The probe can monitor mudline, slurry densification and drainage. Dynamic variations in cake permeability are obtained by combining dynamic mudline information obtained with the probe and filtrate rate data derived from a leaf test apparatus. The measurements are reviewed in relation to micro structural measurements obtained on iron ore filter cakes. The practical significance of these measurements for optimization of the filtration process is discussed.

Vibratory hand-tools can produce Hand Arm Vibration (HAV) Syndrome in their operators. This disease, often called Vibration White Finger, can cause varying levels of hand-arm discomfort and, in severe cases, impairment. In addition to the human suffering, there are also significant economic repercussions for industry. These include reduced operator efficiency, lost time through increased absenteeism and increasing compensation awards. In the mining industry, jackleg rock drills are a particularly troublesome source of hand vibration exposure. As a result, a significant amount of work has focused on redesigning rock drill handles to minimize hand-transmitted vibration. This paper details the results of a study undertaken to determine the effectiveness of using elastomer covered ("cushioned") handles in place of the standard steel design. The results indicate that, for a particular cushioned design, the overall acceleration level experienced at the hand-handle interface can be reduced by as much as a factor of three, relative to the steel handle. It is also shown that this reduction takes place predominantly in the frequency range above 500 Hz, with performance improving with increasing frequency. Qualitative evaluation of the cushioned handles by the drill operator indicates a significant increase in comfort over the standard steel handle.

Concealed thermal events in longwall gobs present safety hazards for underground coal miners and can significantly interrupt mining production. The probable causes for such thermal events range from coal oxidation at slightly above ambient temperature to smoldering fires due to spontaneous combustion of the broken coal left in the gobs. Locating such “hot spots” is the key step for planning and implementing mitigation measures to bring such thermal events under control. If a mine section, or even an entire mine, has to be sealed, understanding the status of the sealed mine atmosphere is important for the decisions guiding subsequent actions. The gas composition data obtained through the tube bundle mine atmospheric monitoring system is firsthand information of great value. Fire ratios proposed by various researchers and derived from gas composition data are useful in determining the fire status and even approximating the source locations (Timko and Derick, 2006). However, the applicability of each of these ratios under particular conditions should be carefully evaluated. The use of properly combined fire ratios can enhance the certainty of analysis. The explosibility of a sealed mine atmosphere deserves primary concern for safety reasons during seal construction, idle time and reopening of the sealed area.Mine atmospheric monitoring data from a longwall mine with flame fire have been analyzed. Efforts have been made to identify the possible causes, locations and statuses of these events using the obtained gas data, as well as other ventilation, geological and mining parameters. The effect of injected inert gas to control the events has also been quantified. The explosibility of the sealed atmosphere has been determined using two methods.

Before the first shovelful of dirt is removed from a developing mining property, a wide range of data must be collected, organized and analyzed. Among the key steps in this process are: • Visualization of the deposit from drill hole data and geologic interpretation, using all available information, including surface geology, geochemistry and geophysics. • Drawing of vertical and horizontal sections. • Construction of a 3D solid model of the deposit. • Contouring of deposit outlines and geological structure until the model represents best estimate of reality. • Estimation of grade and quality distribution. • Calculation of reserves. • Examination of possible mining methods. • Determination of economic feasibility. Many techniques are available to aid in this process of mine project feasibility analysis, from quick pencil calculations to sophisticated computer methods. However, time races faster in the complex modem business world than it did 50 years ago. Tried and true pencil methods take too much time. Opportunity may pass a mine developer by while a property is still in the first stages of analysis. In the days of hand techniques, initial analysis of the economic feasibility of a mining project usually stopped with reserve calculations and broad mine planning. Further planning was not done or was done only for the short term. Manual techniques require too much time and manpower to evaluate a longterm mining program. Mining-industry recognition of computer utility has increased. Most companies now use computers in technical applications and could not conceive of working without them. Building initial computer models of a deposit may take nearly as long as hand techniques. But the payback comes when changes are needed and a variety of mine plans are quickly tested.

Longwall mining is the most productive method of under- ground coal mining in the United States (US.), and record levels of production have been reached in recent years. These ever-improving production levels have the potential to generate significantly higher quantities of respirable dust. Consequently, the longwall industry continues to struggle with controlling dust liberation and maintaining compliance with the federally-mandated respirable dust standard. In response, longwall operators have in- creased the application of primary dust controls, airflow and water flow, in an effort to improve respirable dust control and reduce worker exposure. Pittsburgh Research Center (PRC) personnel conducted dust surveys at 13 longwalls operating throughout the U.S. and collected information to: identify current operating practices on these longwalls, identify the types of dust controls in use, document the levels at which these controls are being applied, and measure the respirable dust levels present. This data was analyzed to quantify the dust levels generated by the major sources on the longwall section and to evaluate the relative effectiveness of the control technologies in use.

INTRODUCTION The demand for tunnelling can be related to urban population size and density; often, tunnelling occurs when a certain city size and density threshold is reached, and increases thereafter as a function of those population characteristics. Subways for rail mass transit are the most notable example, of course, but tunnels for water supply and perhaps for sewerage can also be related to size and density. As cities grow large they sometimes outgrow their local water supply and have to import water from distant places via tunnels; witness New York City, Los Angeles and San Francisco. And it has been suggested that Chicago use deep tunnels for storm water storage because tertiary treatment to meet water quality standards will require treating storm water runoff.(1) Other uses of underground space also increase with urban density, e.g., underground parking, concourses and shopping centers such as Rockefeller Center in New York City and the Place Ville-Marie in Montreal. These examples can be viewed as illustrative of the central point of urban land economics. As the number of people locating in a place increase, they bid up land values and make the more intensive use of land economic, with land defined to embrace the space both above and below the surface. Hence, we are led to think about the city, and of urban land use, in three dimensions. Most recent work in the field of mine production scheduling has focused on either the computerization of the traditional methods or the development of sophisticated mathematical optimization models. Yet it is clear to all concerned that the optimizers need to be made more practical and the traditional approach needs to be made more optimal. This paper, along with another recent paper (Gershon, 85) open a middle ground between these two approaches. In that recent paper, a heuristic procedure for production scheduling was introduced. Here, a series of short term optimizations are used in a creative manner to approximate the true long term optimization. Since these small optimizations are aimed at blending to meet production quality specifications, this approach is most applicable to commodities where the blending function is very important such as coal, cement, phosphates or iron, to name a few. The traditional and the optimization approaches are so far apart that their' advocates have difficulty identifying with the other approach. This is especially true concerning the difficulty of understanding the optimization models for those not trained in the field of operations research. This paper takes the position that the pro- 120 per role of the operations researcher is to provide not only useful and advantageous approaches, but practical, understandable and implementable ones as well. This is the goal of the paper in describing a new approach, consistent with the traditional methods and aimed at approximating the results of the optimizers.

Mining companies and governments at both the local and national levels recognize that Participatory Environmental Monitoring and Surveillance Committees (PEMSC) are necessary mechanisms for meaningful engagement at the community level. In many cases, PEMSCs are established as volunteer initiatives by mining companies or by the mining communities themselves. In Peru however, they can also be recommended by the government as way to address social conflict. Most PEMSCs are launched while a mine is in operation and have the objective of monitoring both water quality and quantity. Many established committees are currently evolving and adopting a more comprehensive approach, as well as expanding their initial scope from a river or micro-basin focus and watchdog agenda, to a broader regional integrated resources management view. This paper examines the origins of Participatory Environmental Monitoring and Surveillance Committees in Peru. It also discusses the typology of these committees, and the scope of their work. Furthermore, it looks at the challenges faced by these committees, as well as existing opportunities for mining companies, governments, and civil society. Finally, this study presents a governance model that could contribute to the long-term existence of these committees. This discussion is further informed by the results of a national workshop that took place in October 2016 in Peru, in which over 200 representatives from 22 monitoring committees, government and mining companies participated.

Larger grinding mills continue to utilize large gear-driven drives or electrical wraparound drives. The panel will include presenters from operations with large mechanical and electrical drives. JIM HANDLEY: Before we get to the third and final session, I want to introduce my co-conspirator for this session, John Mansanti. John is manager of milling with Newrnont Gold Company, Carlin, Nevada, and was very active in securing participation in this innovative symposium. I'm Jim Handley and I'm with Cyprus-Amax Minerals at the Sierrita copper and molybdenum mine. Our third presentation is titled "Geared Up or Wrapped Up?" I hear this topic discussed, but never at great length. I think that's because the opinions are fairly strong and diverse, and people generally aren't reinforced properly in their arguments. The first person to enlighten us on this topic is Scott Bird. He has more than 20 years with Kennecott, is a graduate in metallurgical engineering from the University of Utah, and is currently operations superintendent and deals with this phenomenon every day.
