This paper describes the facilities at Pointe Noire, Quebec that Wabush Mines utilizes for the receipt, distribution, stockpiling and shipping of iron ore concentrate and pellets. The main topics to be covered will be: 1. - General description 2. - Concentrate receiving facilities 3. - Conveying circuits 4. - Stockpiling 5. - Vessel loading GENERAL DESCRIPTION The map of the eastern Quebec - western Labrador area as shown in Appendix #1 shows the location of Wabush Mines properties. You will note the Scully Mine located at Wabush Lake, Labrador, 235 miles north of the town of Sept-Iles, Quebec. Our neighbors, the Iron Ore Company of Canada have their properties further north at Shefferville, near by at Carol Lake and at Sept-Iles. To the Southwest, our other neighbors, Quebec Cartier Mining, have their iron ore processing facilities and their terminus on the St-Lawrence at Port Cartier. Concentrates are prepared at the scully Mine by mining, crushing, grinding, concentrating, drying and high tension separation for shipment by rail to Pointe Noire, Quebec. Pointe Noire is situated across the bay from the town of Sept-Iles, Quebec on the North Shore of the St-Lawrence River. The concentrate consists of 66% iron, 2 ¼ percent silica and practically no moisture, permitting the use of specially constructed railroad cars and handling facilities to convert the concentrate into pellets, the final product.

Electric power generation remains the greatest market for coal in the United States. In 1967, about 272 million tons of coal, amounting to over 51 percent of total coal consumption, were burned to satisfy this nation's hugh demand for power. The size of the utility market is currently five times that of 1941 and continues to grow with the demand for more and more energy. A major reason for this strong market has been the ability of the coal industry to supply a superior product for combustion while maintaining competitive prices. Now that the coal industry is engaged in intensive competition with nuclear power for future energy demand, it becomes ever more imperative that superior coal products are produced. One important problem when burning some coals is a liquid phase corrosive attack on boiler tube metal in the superheater and reheater areas of the furnace where steam temperatures may exceed 1050°F.

Cleaning of low-rank coals can have several meanings, depending upon the definitions of the terms "low rank" and "cleaning." In general, low-rank coals would be lignite or subbituminous according to the ASTM classification. For the purposes of this summary, cleaning is defined to be any process which materially reduces the proportion of inert material in the coal. For low-rank coals, this often means a reduction in moisture content since moisture is the major inert component in these coals. A brief discussion of conventional cleaning processes is included, as is an extensive reference list.

Geochemical exploration guidelines were developed from a study of 460 rock chip samples collected at nine disseminated gold deposits in Nevada. Obtaining high grade Au samples is difficult because gold content is extremely variable, even over 8 m (25 ft) distances. For reconnaissance sampling, pathfinder elements are reliable indicators with threshold values of 100 ppm As, 1 ppm Hg, and 50 ppm Sb. Arsenic is the most reliable of the three elements, being significantly enriched in all deposits. If the pathfinder threshold levels are reached with low Au content, more samples should be collected. Successful disseminated gold exploration requires large numbers of samples.

The dissociation (ionisation) constant of hydrogen cyanide, pKa(HCN), has been measured by high precision glass electrode potentiometric titrations in saline solutions containing up to 5 mol/L sodium chloride. The dissociation constant of water that is necessary for the calculation of pKa(HCN) has also been measured. In saline solution, and in contrast to literature values, pKa(HCN) changes considerably at both high and low ionic strengths as a result of changes in activity coefficients. In addition an equation is presented, using literature data, that describes the variation of pKa(HCN) with temperature up to 150°C. The significance of the changes in pKa(HCN) for optimising the pH of alkaline cyanide gold recovery streams is briefly discussed.

A method of monitoring production information (raw tonnage and machine state) from each working section has been developed. The method is based on the sensing of electrical parameters in each section load center, and the reporting of this information through the existing mine-wide monitoring system. A decision-theoretic type of pattern classification technique has been used to define the machine states. The basis of the method is presented in this paper, along with a proposed hardware and software implementation scheme. Information issues central to the development and use of the proposed production monitoring system are also discussed.

The Dee disseminated gold deposit is the northernmost mine in the Carlin gold belt. We analyzed soil samples £ran undisturbed areas overlying the deposit to determine the usefulness of soil geochemistry in identifying ore zones. The depth of sampling ranged from 12 to 14 inches, depending on soil development. The -80 mesh fraction was analyzed by atomic absorption for Au, As, Sb, Hg, and T1 and by semiquantitative spectrographic analysis for Ag. Highly anomalous Au, Kg, As, Ag, and Sb are most closely associated with ore zones whereas T1 is more broadly dispersed. Hg is the only element that identifies deep ore.

WHY DO AN AUDIT? There is increased enforcement of environmental laws and regulations at State and Federal levels with attendant steep fines and even the possibility of jail sentences. We are all aware of environmental and public health and safety incidences (i.e., Love Canal, Bhopal) which have led to stringent laws and regulations (i.e., CERCLA, RCRA, SARA). In some cases, the courts have specified that a company institute an audit program as a condition of settlement of claims which related to lack of environmental control. The U.S.EPA issued an Environmental Auditing Policy Statement in the November 8, 1985 Federal Register (pp. 46504-46508) which encourages the use of environmental auditing by regulated entities. Elements of what EPA considers to be an effective environmental auditing program are outlined and briefly explained. These factors combine to indicate why there is a growing number of companies which have instituted an audit program. Briefly, the program can and should be used to monitor compliance with environmental regulations and corporate policy, to prevent violations, to improve policies and procedures, to raise the level of environmental awareness, to encourage communication among operations and all management levels about environmental problems, and to measure risks and control costs. AMAX Inc. has had an environmental audit program since the early 1970's. The AMAX Environmental Affairs Department, working with the Law Department, oversees and coordinates environmental audits and analyzes the findings which an audit reveals. Facilities are audited on a regular schedule; those having the greatest potential for environmental liabilities are audited at least annually; other facilities are audited less frequently. The question of who performs the AMAX audits was settled in favor of the audit team being independent of personnel from the facility being surveyed. Other methods of auditing could be the following: - Independent contractor (Appendix A) - Combination of independent contractor and in-house staff - Self-audit by site personnel The merits and demerits of who should conduct the audit can be analyzed to suit your particular needs. Next you need to decide on the procedure for the audit and the form for reporting and follow up. Environmental publications referenced in Appendix B can be helpful to you at this point. After deciding on the form of auditing, a schedule is prepared and followed to the closest extent possible. This schedule should be published and distributed to the sites so facilities know when they are being audited. This is not designed to be "a game of hide and seek." Various elements of the AMAX Audit Program are as follows: Team selection Pre-visit preparation Site visit Exit interview Report Using the audit Follow-up Team Selection The usual make-up of the team is the audit manager, the environmental specialist who normally provides assistance to the site or has knowledge about the operation, and a legal representative if his or her schedule allows. The legal representative will review the findings of the audit team if a personal visit is not timely or necessary. Size of the team can be expanded, but a minimum of the audit manager and the environmental specialist is best. Two sets of observations are better than one. The environmental specialist can also provide the rapport which is beneficial to creating the appropriate tone so that the site people will be as cooperative as possible. This is not to be an antagonistic exercise.

At least for the time being, these seems to be general but not universal agreement that Mississippi Valley type ore deposits formed entirely or in major proportion from heated connate brines (e.g. 1) Even with that agreement, major questions remain. I will present a coherent geochemical model and look at alternative views in the context of that model. The pattern of the following discussion is 1) the general geochemistry of the ore fluid, 2) the density-temperature relations and possible mechanisms of flow of those fluids, 3) the mechanisms of transportation and deposition of the ore minerals, and 4) a summary of a coherent model of genesis. The data equivocally define much about the deposits. The answer is still elusive.

Consideration is given to the deformation characteristics of the roof formation and the coal seam as determined in the laboratory as well as in the field. Recently, research efforts have been made to lower the magnesium content of phosphate rock concentrate to be a suitable feed for phosphoric acid production and other related industries. Among these efforts is the bioprocessing technique. However, this study is devoted to study of using an enzyme, extracted from coffee waste, as a surface modifier during the fatty acid flotation of calcareous phosphate rock. A mixture of oleic acid and kerosene was used as collector. Factors, which affect the enzyme activity such as enzyme dosage, solution pH, temperature and conditioning time, were studied. Under the appropriate conditions, a concentrate product containing less than 0.60% MgO was achieved from the Abu Tartur feed (1.80% MgO) with a P2O5 recovery of more than 94%.

Current competitive demands on the process industries stimulate the need for improved operating efficiencies and compliance to stricter governmental regulations. Emerging information technologies allow narrowing the gap between management business objectives and the process control level. Benefits come from enhanced energy management, operating costs reduction, enhanced scheduling of activities, reduced quality giveaway, enhanced market driven production and enhanced decision making. Plant management systems integrate economic performance monitoring by controlling the business rather than just throughput and product quality. Sound business based decisions about how to operate the plant can be achieved by adequate dynamic performance monitoring at the plant level and the enforcement of the desired targets at the process control level. This paper describes some of the key requirements to implement a process management system to meet stricter process performance standards. Extensions are made to facilitate conforming with regulations established by various governmental and industry monitoring agencies.

Cationic flotation of quartz is currently utilized in the concentration of iron ores and the cleaning of phosphate concentrates. The present work deals with depression of quartz in the presence of aluminum aqueous species during cationic flotation. It was established that aluminum species depress the flotation of quartz with an amine, especially under neutral and slightly alkaline conditions. With an amine as the collector, studies of the adsorption (abstraction) of Al species on quartz surfaces, as a function of pH, correlated well with the depression of this mineral. The presence of Al species also enhanced the depressant action of corn starch on quartz. In addition, the sodium salt of ethylenediaminotetraacetic (EDTA) was found to be an effective complexing agent to suppress the depression caused by aluminum ions.

The degree to which automation, remote control and robotics have been used in the mining industry is far less compared to general industry. Reasons include the adverse working environment, the difficult work operations and the generally lower incentive for capital investments in new mining equipment. The author and his employer has been involved in the development of advanced mining and underground construction equipment. This equipment is designed to he remotely operated, to improve both productivity and worker safety. Many of these machines employ advanced electronics and robotic features. The types of machines that will be discussed include remote shaft lining and placement, remote excavation and mining operations, and automated conveyor systems.

Mini-projects studying the flotation chemistry of paper de-inking were incorporated to an educational program at Michigan Technological University with support from the paper recycling industry. Interfacial activity of frothing agents, surfactants and polymers in de-inking flotation systems has been studied through flotation, atomic force microscopy, zeta potential, contact angle, surface tension, and froth stability measurements. These fundamental studies were developed to understand microscopic and molecular effects occurring in flotation of ink particles that may lead to improved designs in de-¬inking flotation processes. Fundamental studies indicate that ethoxylated alcohols are efficient frothing agents in flotation and can be used to clean the recovered paper from hydrophobic ink particles. Next, it was further supported in this research that the fatty acids activated by calcium ions act as collectors in flotation of ink particles. Finally, improvements in de-inking flotation are reported in laboratory tests involving aqueous solutions of polymeric flocculants.

Thorite and rare earth deposits in the Lemhi Pass area of southeastern Lemhi County, Idaho, are contained along complex shear and fracture zones and in reopened gold-quartz veins and copper lodes in quartzitic and phyllitic rocks of the Pre-cambrian belt series. Some of the shear and fracture zones are several tons of feet across and comprise broad zones of irregularly mineralized rock. These lodes contain a notable concentration of thorium and rare earth elements along with considerable amounts of barium, .potassium, calcium, iron, aluminum, phosphorus, sulfur, and silicon. The principal minerals are thorite, locally allanite, monazite, xenotime (?), apatite, specular hematite, barite, potash feldspar, occasionally calcite and quartz. Exept for some of 'the specular hematite, barite, reddish feldspar, calcite and quartz, the minerals are not distinguishable without the microscope. The thorite and locally allanite were deposited first, then the monazite and other phosphates, which were in turn followed successively by barite, potash, feldspar, calcite, and quartz. In exceptional cases, deposition of thorite and specular hematite was repeated after the feldspar. Some of the deposits contain several percent thoria, but the average os generally under one percent. The rare earth content is comparable with that of the thoria. The deposits appear to be of hydrothermal origin and are probably related genetically to late Cretaceous or early Tertiary igneous activity, manifested locally by a few dioritie and lamprophyric dikes.

10.1-SHAFT SINKING AND RAISING BY CONVENTIONAL METHODS VICTOR L. STEVEN 10.1.1-SHAFT SELECTION A great deal of thought and planning should go into the selection of a mine shaft to provide the most effective use over the greatest, period of time. It sometimes is better to make an additional capital expenditure in the initial shaft program to achieve the greatest overall shaft usage. It is possible to sink a shaft which could be used for mine development, and initial production and later convert it to a ventilation, service or escape shaft. It is important to consider a second shaft in the original planning to provide ventilation, an escapeway and services for overall efficient production and safety. A second shaft usually is required to comply with state and federal mining laws. The main items to consider in shaft selection are: 1. Installation from surface or underground. 2. Vertical or inclined (sec Sec. 10.1.4L for discussion of factors involved in choice). 3. Tonnage to be hoisted. 4. Size of mining equipment to be lowered through the shaft to the underground workings. 5. Amount of water to be handled in the mining operation. 6. Ventilation requirements. 7. Type of ground the shaft is to be sunk through. 8. Position of shaft with relation to ore body. After the main features of a shaft arc determined, such as vertical or inclined, shape, size, type of lining and support, compartments, and shaft. facilities (air, water, ventilation, pump lines, power cahles, etc.), then :I sinking plant and procedures should be planned. At this point it should be decided whether the company will sink the shaft with its own crews or award the job to a competent shaft contractor. Company sinking generally will cost less if competent shaft men are available. Money also will be saved in plant costs, such as for hoist, headframe, compressed air, buildings, etc., as these will be part of the permanent plant and can be used in the sinking operation. Labor costs generally will be lower than contractor construction rates. The advantage of having a contract, or is the speed of completion of the project. Contractors usually have headframes and hoists ready to move on the job immediately and have trained crews ready to complete the project in the shortest possible time. Next, the type of surface sinking plant (hoist, headframe, etc.) should be selected and a determination made whether it is to be temporary or permanent. In most cases it is less expensive to install the permanent, headframe and hoist, and use them for sinking. The type of actual sinking equipment to be used should be evaluated for the most efficient sinking cycle, e.g., mucking method, drilling method, and lining or support means. The proper cycling of drilling, mucking and lining is extremely important in obtaining the most favourable sinking costs. 10.1.2 - GROUND STABILIZATION AND WATER CONTROL Prior to the shaft-sinking operation an investigation should be made into ground-water conditions. Laboratory experiments have been performed to evaluate the potential for metal removal and recovery from river bed tailings by ferric chloride leaching. The lead, zinc, silver and other metals in the river bed occur due to the old method of dumping mill tailings into rivers. This was practiced prior to the introduction of tailings impoundments. The effects of the leaching method, leaching time, pulp density, ferric chloride concentration, and leaching temperature on the rates and recoveries of lead, zinc and silver were studied. The effects of pulp density and leaching temperature were significant on the extraction rates of lead, zinc and silver. The lead content in the leached tailing was reduced to 0.023 percent, when using an 353O K leaching temperature and 0.384 g of FeC13/1 g of sample.

In April. 1990 Addwest Minerals acquired the Phillips Ranch sulfur property. The sulfur deposit, hosted by the Permian Castile anhydrite, occurs as two distinct elongate. parallel orebodies within a series of northeast-trending grabens. After completing a positive feasibility study, based, in part. on successful drilling programs by Addwest Minerals and previous operators, the decision was made to place the property into production. Utilizing an existing on-site kasch plant, plus significant portions of the recently purchased Texasgulf Comanche Creek Frasch plant. Addwest is currently constructing an 800 long ton per day Frasch mining facility.
