Structured or embossed HDPE and LLDPE geomembranes have been available to mine owners and designers for over ten (10) years. As many owners and designers discover and demand the consistent high quality characteristics of this type of geomembrane due to the unique manufacturing process, the use of these materials in new mines, mine expansions and final closure designs has steadily increased. Structured liner materials are available for double lined and final cover systems and are revolutionizing the way ponds, pads and final closures are constructed. This paper will discuss the structured or embossed geomembrane concept and manufacturing process. Additionally, the paper will present comparative testing illustrating the major advantages of using this type of product in these types of applications. Both technical and economic advantages are illustrated. The cost savings include lower installation costs, less material used, and third party inspection times not to mention better performance. These new systems will be presented.

"In recent years, the demand for rare earth elements (REEs) has grown due to increasing demand and global supply shortage. The supply deficit of these critical elements has encouraged the search for new sources, with coal and coal byproducts as possibilities. Coals from certain parts of the world can be rich in REEs and can approach a total concentration of 1,000 ppm. Two Alaskan coal samples, from Healy and Wishbone Hill, were investigated for the effects of density and particle size on REE concentrations for three selected size fractions, and flotation tests were conducted on finer fractions. Additionally, bottom ash and fly ash samples from a power plant were examined for their REE concentrations. The results show that the upgrade potential for REEs on an ash basis from a whole-coal basis ranges from 2:1 for the Wishbone Hill samples to 4:1 for the Healy coal samples. Flotations of the finer fractions of the two coal samples, conducted under similar conditions, revealed higher concentrations of REEs in the tailings. Both coal samples had comparatively higher contents of light-group rare earth elements (LREEs) than heavy-group rare earth elements (HREEs). REE content trends for the power-plant products on an ash basis indicate that fly ash has slightly higher concentrations of both LREEs and HREEs than bottom ash. IntroductionRare earth elements (REEs), also known as rare earth metals, and their compounds are vital components in industrial, automotive, petrochemical, defense and medical applications. Dysprosium in combination with other elements is used in laser materials and nuclear control applications. Neodymium is present in magnets that are used in the manufacture of wind turbines and hybrid cars. Europium, terbium and yttrium are used in devices that have visual displays such as computer screens and laptops (Haxel, Hedrick and Greta, 2002; Bunzli, 2013). REEs pose fewer environmental problems of disposal and recycling than their conventional heavy metal counterparts (Haxel, Hedrick and Greta, 2002). They are key materials for radar systems, avionics, modern national defense and satellites (Cammarata and Sieradzki, 1994; Hedrick, 2010; Martin, 2010; Szumigala and Werdon, 2011; Cordier, 2011; Bunzli, 2013). REEs are often classified into light-group rare earth elements (LREEs) and heavy-group rare earth elements (HREEs). This classification is primarily based on the electronic configuration in the outermost shell. LREEs, ranging from lanthanum to gadolinium, have a single or no spinning electron in the outermost 4f shell while HREEs, ranging from terbium to lutetium, have paired electrons in the 4f shell. This difference in electronic configuration is responsible for the differences in physical and chemical properties of REEs."

Passive treatment of mine drainage using constructed wetlands has been employed on coal and metal mine sites since about 1985. The technology has advanced significantly since then; there are currently over 600 of these systems treating coal mine drainage in the Eastern U.S. at flow rates of hundreds of liters per minute. Passive treatment performance at three metal mines discussed in this paper has been positive for a wide variety of flows, water chemistry, and climates. The sites include a high-altitude underground copper mine, acidic seepage from a gold heap leach pad, and pumped effluent from an active underground lead mine in Missouri.

An extensive geotechnical monitoring program was used to assess ground and liner behavior, provide input to a Disputes Review Board, and verify design assumptions during construction of the Mt. Baker Ridge Highway Tunnel along I-90 in Seattle, Washington. The stacked-drift tunnel liner was constructed with twenty-four 2.9 m diameter concrete-filled drifts forming a semi-flexible compression ring, followed by excavation of the 19.4 m diameter soil core. Instrumentation data was used for monitoring hillside stability, liner deflections and loads, impacts on adjacent highway tunnels, for back analyzing soil properties, and for helping to limit construction-induced settlements to about 6 cm.

St. Joseph Lead Company has been paying incentive bonuses for well over 40 years. In 1958 almost half of St. Joe's 1,860 employees in Southeast Missouri received some form of incentive bonus in addition to their guaranteed wages. There are very few payroll jobs in St. Joe s Southeast Missouri organization that lend themselves to a reasonably good measurement of production or quality, or both, where an incentive bonus is not paid. The term "Incentive Bonus" is used to differentiate betwen bonuses that are based on quantity or quality of work, and those that are merely additional pay of a standard amount per hour or day because of an employee being temporarily assigned to some unusual task, An employee temporarily assigned to a job where the working conditions make the job performance unusually difficult or where a special skill is used is often given a bonus of some standard amount per hour or shift in addition to his usual rate. This is merely a convenient way of paying something extra without disturbing the normal rate structure. Actually, it is differential pay similar to that almost universally paid for evening and night shift work. Bonuses of that type are not being considered in this paper. The basic reason or theory for paying incentive bonuses 9s to get improved production at lower cost, Unfortunately, it is often difficult, if not impossible, to find a yardstick by which it can be definitely proved that a particular bonus plan is accomplishing its purpose, It becomes, then, a matter of judgment on the part of management personnel as to the value of the bonus plan. The fact that St. Joe Lead Company has continued to pay bonuses for over 40 yews and has increased the number of bonus schedules used attests to a definite belief that they are beneficial to the company's successful operations.

A major bauxite belt was discovered and evaluated from 1969 to 1974 by P. T. Alcoa Minerals of Indonesia in West Kalimantan, Indonesia. The proven reserves of beneficiated bauxite are 800 million tons averaging 38.6% AA1203 and 3.0% RSiO2. Inferred reserves of washed bauxite are in excess of 2 billion tons. The bauxite occurs as capping of low lying hills which were formed during the post Paleogene peneplaination stage. The overburden varies from 0.6 to 3.8 meters and the nodular bauxite horizon from 2.2 to 5.2 meters. The deposits were formed by the in situ weathering of predominantly acidic and basic intrusive rocks.

Mining vehicle manufacturers are developing lithium-ion (Li-ion) battery electric vehicles as an alternative to diesel-powered vehicles. In gassy underground mines, explosion-proof enclosures are commonly used to enclose electrical ignition sources to prevent propagation of an internal methane (CH4)-air explosion to a surrounding explosive atmosphere. Li-ion batteries can create pressurized explosions within sealed enclosures due to thermal runaway. Researchers at the U.S. National Institute for Occupational Safety and Health (NIOSH) measured thermal-runaway pressures of lithium iron phosphate (LFP) cells as a function of free space within sealed enclosures and observed an inverse power relationship. A well-confined cell produced 4260 psia (294 bar) of pressure during a thermal runaway, far exceeding minimum pressure containment specifications for conventional explosion-proof enclosures. Results indicate that adding enough free space surrounding LFP cells can reduce thermal-runaway pressures to levels below that expected for CH4-air ignitions. Measured thermal-runaway temperatures were below the minimum autoignition temperature of CH4-air.

The health and safety of employees, efficiency of the operating system, and production are paramount goals in underground coal mining. The section foreman assumes responsibility for making his part of the total system function to meet these goals. However, section foremen often have not been prepared to assume the full range of their responsibilities upon becoming a supervisor. This paper addresses the full range of section foreman responsibilities and concomitant authority. Management principles that must be mastered by him are presented, and performance expectations as well as criteria for their evaluation are examined. The benefits realized from effective foreman training are discussed.

The uncertainty associated with a reserve estimate has generally been expressed as a subjective ranking rather than a quantitative expression of either reliability or uncertainty. These rankings of estimate reliability have taken a very nonquantitative bent as well. For example, the U.S. Securities and Exchange Commission definition of proven reserves is given as: Reserves for which (a) quantity is computed from dimensions revealed in outcrops, trenches, workings, or drill holes, grade and/or quality are computed from the results of detailed sampling and (b) the sites for inspection, sampling and measurement are spaced so closely and the geologic character is so well-defined that size, shape, depth and mineral content of reserves are well-established. I. INTRODUCTION Today, there are two conflicting trends facing the designer of the bulk material handling system. The first trend is the necessity to stockpile increasingly larger amounts of bulk material (coal, ore, stone etc.) as economically as possible. Fig. 1 illustrates such a typical large storage pile. The second trend is the increasing awareness of the ecological problems of today manifesting itself in a new concern over possible air pollution from storage pile surface particles. The conflict between these two trends can become dramatic when this bulk storage pile is located near a heavily populated area. Strong winds can easily create a severe local problem by blowing the particles from the pile surface toward residential and commercial areas, igniting a crisis in public relations. (2), (3), (4). To help define our combined subject and ecological culprit more accurately, Fig. 2 shows the commonly accepted size range of dust particles. A descrip¬tion of the present state-of-the-art of dust control for large storage piles is the intent of this paper. II. OPEN STORAGE PILE SYSTEMS - ALTERNATE CHOICES AND RELATIVE COSTS In discussing the open storage dust problem and possible solutions, one obvious question arises - what are the economics of placing large bulk storage under cover? Part or this answer will be found in Fig. 3 - an approximate unit capital cost comparison between several methods of storage. It will be noted that the cost curve(s) for the closed concrete silo storage illustrated in Fig. 4 is cheaper per ton at relatively small tonnage capacities, but as tonnage increases, the open pile storage unit cost (B) becomes more economical. Curve (T) covers the cost of open storage using the plow feeder arrangement shown in Fig. 5. A gravity draw-down pile with feeders at the base as shown in Fig. 6 represents yet another open storage choice.

Business planning in the coal' industry revolves around the production and quality forecast. It is difficult to accurately estimate costs and revenues until the production forecast is made. At mines where production comes from multiple sections, quality is tied to each section's production. Blending becomes a part of the planning process. In order to respond to rapidly changing business climate, a reliable program is needed to accurately forecast the effects of changes in key parameters affecting the production. This paper discusses an efficient, intuitive, and economical approach to underground coal mine planning program which uses a PC-based relational database as the programming platform to forecast production and quality. The program was developed at a major coal company. The relational nature of the production planning data, the programming algorithm, and the underlying principles are discussed in this paper.

In the early 80's, the cover of a major weekly magazine proclaimed the "Death of Mining." A few years ago, mining conventions, similar to this, around the country sported the theme, "The Survival of Mining." Today, the SME announces that "Mining is Alive." Being part of an industry that is simply alive is not very exciting. We can do better! Our challenge must be to flourish, blossom, maximize our potential and expand our horizons. The pace of rejuvenating this industry is still woefully inadequate. The new generation of mining industry leaders recognizes the urgent need for bold operational changes?changes in the way we deal with our employees? changes in the way we achieve productivity? and changes in the way we reward our employees for productivity.

Increased technical and legislative analysis by all parties of interest could result in more efficientand better directed regulatory legislation in the mining industry. Efforts to forestall or frustrate legislation through massive lobbying and public relations efforts are seldom effective over time and often lead to more stringent and far reaching legislation than necessary. The Federal Coal Mine Health and Safety Act of 1969 is perhaps an outstanding example of such insufficiences; a future example may well be regulatory surface mine legislation. Although a lack of extensive hard data seldom enables rapid or sophisticated analysis early in the legislative process, even preliminary analysis may be sufficient. Simple statistical analyses of available data, assessment of the legislative rationale, and subjective appraisal of other non-quantifiable constraints to improved mine safety. An average of 115 underground fatalities at an exposure frequency rate of 0.67 can be reasonably expected in the immediate future, under existing levels of technology, degree of regulation, and economic conditions. If gross unrefined estimates of 6 preparation plant, 5 surface, and 30 strip mining fatalities are assumed, the total fatality industry level could be expected to approximate 156 Serious professional, economic, and technical constraints within the the industry probably preclude any major decrease of these accident levels within the near future

The existence of water is one of the most effective factors in deterioration of natural building stones. In the process of deterioration, capillary water absorption is the most significant procedure of water penetration into the building stones. Pyroclastic rocks have been widely utilized as building stone especially in historical buildings and monuments since ancient times in the Central Anatolia in Turkey. Nowadays, this type of rocks is used in the restoration of historical buildings as well as in the construction of modern buildings. Pyroclastic rocks are highly susceptible to deterioration process. Capillary rise has a significant influence on water penetration into building stones. Therefore, it is quite important to identify the factors affecting the values of capillarity, capillary rising speed, and capillary rise that define capillary water absorption in these rocks. To this end, pyroclastic rock samples in different textures were compiled from the Cappadocia region, in Central Anatolia. First, petrographic, mineralogical, geochemical, physical, and pore diameter distribution properties of the samples were determined in the laboratory. Then, capillarity values with capillary rise and capillary rise speeds dependent on time were established. Based on the data obtained, correlation coefficients between matrix percentage and capillary water absorption rate and capillary rise values of pyroclastic rocks were calculated and found to be as 0.850 and 0.891, respectively. Thus, the article proposes a new empirical equation to practically calculate the capillary rise value depending on the matrix percentage (MP) and median pore diameter (MPD) values.

A four-mile length of interceptor sewer tunnel in Manhattan has finished sizes ranging from 10'6" to 14'6" horseshoe. Mixed face conditions were anticipated in three areas and encountered in five. All were short but since the tunnel lies well below the water table and failures would involve important utilities, major structures and human lives, great care had to be exercized in choosing a construc¬tion method. Chemical consolidation was selected as the best approach with compressed air working as a backup system. Initially grouting was accomplished from within the tunnel, but treatment from the surface was more successful and was later adopted. The soils consisted largely of impermeable weak silts and it was found possible to inhibit access of water to this material so that it could be controlled by breasting within the tunnel without loss of stability. It is concluded that in the interlayered permeable and impermeable soils encountered, chemical grouting would successfully stabilize the working face. INTRODUCTION An interceptor sewer is currently under construction along the entire length of the west side of Manhattan. When complete, the tunnel will intercept and divert to a treatment plant (also under construction) a daily flow in excess of 200 million gallons per day. About 9 miles of the interceptor sewer is in tunnel and the remain¬der is cut-and-cover construction. Seismic exploration techniques offer the engineer and geologist a way of obtaining detailed information on the physical parameters and geometry of the rocks where extensive underground excavation or tunneling is proposed. Use of the seismic method can provide a greater amount of detailed information at relatively less cost than can be obtained by any other known subsurface exploration method. Boreholes are still required for calibration of the seismic data but at a much wider geographic spacing than otherwise would be needed for subsurface mapping. The seismic data can define with precision the actual location of zones of flexure or fracture of the rocks and reveal the configuration of the surface of the rock layers. ENGINEERING PROBLEMS One of the major requirements in the planning of subsurface installations is that of locating tunnels and other underground openings in favorable rock units. Such rock units should exhibit uniformity of composition, both vertically and horizontally, to minimize variation in excavation techniques. The depth and thickness of the unit must be known: a 30-foot diameter tunnel cannot be contained in a 25-foot thick limestone. The rock unit needs to be as free as possible from structural defects and should be suited to efficient excavation procedures. If liquid conduits are planned, the slope of the rock unit needs to be known so that maximum advantage can be taken of gravity flow with the tunnels wholly contained within the unit.

An analysis was conducted to determine the effects of blasting on slope stability and downstream comminution processes. To investigate these effects, the extent of blast-induced rock damage and the magnitude of induced stress were examined. This analysis showed that damage may extend up to 500 meters (1MPa, tensile strength) in the rock mass, a distance that is sufficient to impact the pit-scale slope over the long term. In addition, the damage zone was calculated using the reasonable assumption that compressive waves are the primary agent in microfracturing during blast fragmentation. The calculated damage zone ? up to 5.6 meters (30MPa, 30% of the compressive strength) ? indicates that microfracturing can occur throughout the entire rock mass in the blasting area. Finally, an economic analysis was conducted by comparing two reasonably assumed blasts in a copper mine. The change in energy required for crushing and grinding was demonstrated using Bond?s law after increasing the blast energy from 180kcal/t to 350kcal/t. A total cost saving of 13.3% ($9.4M) was achieved with the increase. An optimal blast design should consider both slope stability (safety) and downstream comminution energy (production).

General widespread interest in fine coal cleaning circuits did not occur in the United States until the mid 1960's. Up until this period the relatively low price for which bituminous coal was sold did not justify for many operators the capital and maintenance costs associated with the beneficiation and drying of fine coal. However, with current growing interest in this area, the introduction of new types of process equipment along with modifications to existing components is occuring to maximize the recovery of coal fines. In 1973 Derrick Manufacturing Corporation introduced high frequency screening machinery into the coal industry. The first design consisted of a 4 ft. wide 18 ft. long single deck screen frame with three 100 mesh woven wire screen surfaces divided by repulping troughs for the addition of wash water. In addition, a special slotted rubber dewatering deck was installed on the discharge end of the unit to assure adequate dewatering of the screen oversize. This panel had nominal 25 mesh X 3.0" slotted openings. The machine was also equipped with a special high speed-low amplitude (3600 RPM .032" % AMP.) integral vibrator.

Reliable ore reserve estimates for deposits with highly skewed grade disributions are difficult tasks to perform. Although some recent geostatistical techniques are available to handle problems with these estimations, ordinary kriging or conventional interpolation methods are still widely used to estimate the ore reserves for such deposits. The estimation results can be very sensitive to the search parameters used during the interpolation of grades with these methods. This paper compares the ore reserve estimates from ordinary kriging using several cases in which certain search parameters are varied. The comparisons are extended to different mineralizations to show the changing effects of these parameters.

Coal supply analysis has since about 1973 become a major activity of many scholars and consulting firms. The present paper is an effort to explain in as nontechnical fashion as possible the state of the art and what implications, if any, the research has for those actually engaged in producing coal or regulating the industry. l The discussion stresses the coal supply side of the models and makes limited comments about other elements in the analysis. To orient the appraisal, it is desirable to recall the features of coal supply that an adequate model should capture. The first considerations are the locational aspects of the industry. Transportation costs can, in some cases, exceed the production costs of coal, and thus any adequate model must incorporate a treatment of the economics of transporting coal from one location to another. A second major issue is that of the heterogeneity of coal; models should treat as well as possible such key differences among coals as their Btu and sulfur content. Third, we recognize that, with given technology and labor, capital, and supply costs, an expansion of the supply of a given type of coal in a specific region will occur only if prices rise. This is the familiar proposition of textbook economics that supply is an increasing function of price. Finally, over time, changes in technology, input cost, and depletion interact to cause changes in the price of given amounts of coal. Economics represents the net effect of this process by a shift over time in the supply curve. During the 1950s and 1960s, the trend was to reduce the production costs of a given output; subsequently costs rose sharply.
