When Enron rocked the United States with its Titanic-sized financial accounting scandal, miners and metallurgists were probably too busy on the mine sites in remote locations to wonder about its ripple effect. But then Enron sank, Arthur Andersen tanked and the list of scandals, costing billions of dollars, continued to ripple. Followed by the Public Company Accounting Reform and Investor Protection Act of 2002 (Sarbanes-Oxley), the recent credit crunch and weak economy, the currents from Enron?s collapse eventually washed right into the mine and the mill. These events placed intense scrutiny on metals production accounting processes as traditional semi-qualitative metal accounting practices provided insufficient credibility and transparency. ?There is growing intolerance of organizations that are unsure about the location of thousands of tonnes of ore, which will typically lose 10 to 15% of their notional value on the way to the concentrator,? Rob Morrison wrote in the opening chapter to An Introduction to Metal Accounting and Balancing. ?If the measurement and forecasts also contain qualitative (fudge) factors, a very real suspicion might emerge about just how much metal might disappear (by theft or misplacement) before detection becomes likely.? Metallurgical accounting, put simply, is the tracking and reporting of the quantity and quality (tonnage and grade, usually) of materials entering or leaving each stage from source to product for a specified accounting period. Lacking an accounting standard, metals accounting in precious metal operations has been performed in an ad-hoc, informal manner, leading to numerous errors and unidentified potentially significant inefficiencies and financial losses. As a result, mining companies are beginning to examine the quality of their metals accounting systems since they form the basis of mining company?s financial accounts and reports. As part of an effort to create that accounting standard in the mineral industry, University of Queensland?s Julius Kruttschnitt Mineral Research Centre published the textbook An Introduction to Metal Accounting and Balancing in 2009. While development of a textbook and standard are significant steps forward, the challenge in the precious metals industry is in the application of some of these suggested practices. Though improving process transparency and precious metals accounting reporting accuracy is a key driver for change from the financial side, perhaps even more important is the potential benefit to operational performance that comes with better measurement, accounting and reconciliation systems. Loss of precious metals, processing of waste and inefficient mining and processing systems are all problems that are faced in an operation on a daily basis that can help be resolved through improvements in metal accounting and reconciliation. The financial consequences of such operational inefficiencies and bad decisions based on poor information are arguably greater than consequences of fraudulent accounting. Large discrepancies between mine and mill measurement systems that measure the quantity and quality of valuable material currently exist. Some of these are expected because of statistical variation, but inherent random measurement variation is sometimes an insufficient explanation. Though the mill can usually make much better production estimates through their measurement systems (that is, less variation), this knowledge rarely benefits the mine. 3 Moreover, even if the mine does a reasonably good job of estimating expected production at the grade control level (in situ), issues such as blast movement, poor mining practice and inefficient ore/waste classification make for a disconnect between the in situ estimates of the mine and the estimates from the concentrator. This inhibits effective evaluation of the reserve and grade control models using concentrator estimates. Linking the two ends, mining and concentration, is a neglected area sorely in need of an overhaul. Hence the need for improved mine to mill reconciliation ? the area of comparing, balancing and adjusting production estimates between mine and mill for consistency in reporting.

Washington?s King County is constructing a new regional wastewater treatment facility, called Brightwater, in response to growth in the greater Seattle region. Planning conducted in the late 1950s identified the need for two regional treatment facilities. Constructed in the 1960s, these plants have served the region well. However, an eventual need for a third facility was also recognized. The Brightwater project implements the final phases of the long-term plan. The project includes a new treatment plant and an extensive conveyance system. When completed in 2010, the Brightwater facilities will treat sanitary sewer flows from growing populations living in northern King County and southern Snohomish County. The new system will fulfill commitments to provide wastewater services to local jurisdictions and sewer service providers in the King County Service Area. It will also provide more flexibility in the operation of the King County regional wastewater system. The Brightwater wastewater treatment plant will provide secondary treatment capacity using membrane bioractor technology in 2010 for 36 million gallons per day (mgd), with anticipated expansion in 2040 to 54 mgd, using membrane bioreactor technology. These capacities are for average wet-weather flows. The plant will also accommodate peak hourly flows of 130 mgd by 2010 and 170 mgd by 2040. The abandoned Belle Eldridge Mine near Deadwood, South Dakota, is on land controlled by the U.S. Bureau of Land Management (BLM) property. The mine produced primarily lead and zinc during the first half of the twentieth century. The BLM has expressed concern about acidic drainage as well as elevated arsenic levels in tailings and waste rock at the site. The mine site was evaluated for remediation in 1998 and 1999. Recent reclamation and remediation work included substantial regrading of waste rock, removal of material where metal loading were of concern, and re-routing of drainage from an adit. Trenching at the site shoed a greater volume than originally calculated during site characterization. Material was removed to a repository that was constructed at a nearby drainage divide. Because of physical hazards, the BLM has decided to remove some historic structures. However, a search of mine records and an inventory of archival materials were complete to preserve the history of the site.

The smelting of copper sulphide concentrate is the dominant route in copper production (Figure 1). Heap leaching of oxidized copper ores with weak sulphuric acid together with copper solvent extraction and electrowinning has gained popularity during recent decades, and it accounts for close to 20 % of primary copper production. Heap leaching offers advantages such as lower costs and consequently the construction of a production plant at a mine site is made possible. Limited resources of oxidized copper ores, the long leaching time of chalcopyrite and inability to recover gold inhibit this growth. The HydroCopperTM process developed by Outokumpu Technology at the laboratories of Outokumpu Research, Pori, Finland, is a new chloride leaching technology /1,2/, which offers an alternative to smelting and heap leaching (Figure 1). In the HydroCopperTM process sulphidic concentrates with various mineralogy and grade can be treated at the mine site to produce high-quality copper. Instead of copper cathodes the HydroCopperTM end products are copper wire rod, copper bars or copper billets. One of the advantages of HydroCopperTM technology is that gold can also be recovered in the process simultaneously /3/. To confirm the functioning of the new process and to dimension equipment Outokumpu Technology built the HydroCopperTM demonstration plant in Pori, Finland /4/. It has a capacity of 1 metric ton of copper per day. After testing with Pyhäsalmi copper concentrate in 2003, the first commercial demonstration run with Erdenet copper concentrate took place in 2004.

Mine ventilation, requires electricity to operate the fans and fossil fuel for heating. Typically, this accounts for approximately 40% of the overall underground energy consumption. This is considerable, and one of the major causes of this expense is that most mine ventilation systems are designed for the "worst-case-scenario" with respect to ventilation demand, which is commonly dictated by diesel equipment usage. Once designed, mines tend to operate their ventilation system at this peak level despite their exceeding day-to-day development and production needs due to lack of appropriate ventilation controls. In underground metal mines, TeleminingTM, which includes the tele-remote operation of mobile development and production equipment from surface, will change the mine design criteria including its support infrastructure such as the ventilation system. With the removal of machine operators to surface control rooms, conventional ventilation systems designed to dilute and remove pollutants can become redundant. Depending on the ultimate need for ventilation, its cost in automated mines with tele-remote equipment operated from surface will be lower than the cost of ventilation in conventional mines. These cost savings, which could be significant, would not only come from the ability to reduce the amount of ventilation in the mine, but also through the capacity to automate its distribution. This paper provides an indication of the new airflow requirements in stopes and dead-end developments for the tele-remote and automated mining processes based on climatic modelling. Furthermore, this paper makes a cost benefit analysis by comparing the ventilation system operating cost of a conventional underground metal mine based on the mobile diesel powered equipment design criteria with the newly redesigned ventilation system operating cost of an automated mine based on the "heat management" design criteria.

Longwall face-to-face transfers can cost more than $100 per minute in lost production potential and $100,000 for personnel and supplies. Such high costs make extensive planning and control of the transfer process a critical necessity for the economic feasibility of longwall operations. Operations research techniques are used for the analysis and modeling of longwall face-to-face transfers. Transfer data has been collected from companies who operate, over 35%, of the total US longwall faces. Comprehensive sequence networks of existing longwall transfers were developed; simulation was used to generate models of transfers under Carving conditions; and the economic feasibility of tine-cost tradeoffs in the transfer procedure was investigated.

Significant advances in longwall mining technology and equipment have occurred over the last decade by the late 1990s, longwall mine output accounted for 40% of all underground output in the U.S. and today longwall mines account for approximately 50% of coal produced underground in the United states. A 51% increase in average shift production rates has occurred over the last 15 years. this increased longwall productivity has meant that far more dust is being produced and controlling respirable coal dust presents an ongoing challenge for coal mine operators the National Institute for Occupational safety and Health (NIOSH) conducted a series of benchmark surveys at longwall operations across the country to identify current operating practices and the types of controls being used. Gravimetric and instantaneous dust sampling was completed to quantify the dust levels generated by major sources on the longwall section and to identify different control technologies in use today substantial reductions in dust levels were realized at sampling locations on the face when compared with ongwall surveys conducted in the 1990s results from the underground dust surveys and current longwall dust control technology and operating practices will be discussed. Powered haulage and haul truck-related fatal accidents are among the most frequent at surface mines. Industry organizations developed guidance on accident scenarios to address haul truck and mobile equipment collision-related accidents. However, there is a need to investigate accident data to prioritize these scenarios and identify factors relevant to developing validation methods for collision warning/avoidance technologies and determining their capabilities and limitations. Standards and effective validation methods are necessary for improving system efficacy within mining operations and promoting industry adoption. To address these needs, researchers from the National Institute for Occupational Safety and Health (NIOSH) investigated available powered-haulage and machinery-related fatal accident reports documented by the Mine Safety and Health Administration (MSHA). Their objective was to gain a perspective for informing the development of test protocols and validation methods through determining the most prevalent accident scenarios and related factors. Our findings afford insight for addressing the most prevalent haul truck scenarios and relevant factors within U.S. surface mining environments.

In the sintering of iron ores, the partial substitution of anthracite coal for coke breeze has been considered to be an effective way of reducing emissions and improvement in sintering properties. In the present study, the combustion characteristics of the anthracite coal and coke breeze were investigated and its influence on product sinter quality and sinter flue gases is being monitored. Pot trials are carried out with different coke breeze ratios, 0%, 40%, 50%, 60%, and 100%. It is found that as the percentage of anthracite coal is increased from 0 to 100%, the sintering time decreased from 24 to 20 min, and the productivity increased from 2.25 to 2.60 t/h/m2. Up to 60% anthracite coal substitution Tumbler index (+ 6.3 mm%), Product yield (+ 5 mm%), and fines generation (− 5 mm%) is found 62.29%, 85.17%, and 15.33%; moreover, hematite ( Fe2O3), magnetite ( Fe3O4), calcium ferrite phases ( CaFe2O4, CaFe3O5), and Silico ferrite of calcium and aluminum (SFCA) are major mineral phases found during microstructural analysis of product sinter. The Gotthard Base Tunnel (GBT) is 57 km (35 miles) long and consists of two par-allel single-track tubes with an ex-cavation diameter ranging from 8.8 to 9.5 m (28.8 to 31.2 ft). These are interlinked by cross-passages every 312 m (1,000 ft). Two multifunction stations (MFS) are located in the sections Sedrun and Faido, at one-third and two-thirds of the entire tunnel length (Fig. 1). These will be used for the diversion of trains to the other main tube via tunnel crossovers, for the housing of tech-nical infrastructure and equipment and for potential emergency stops. To reduce construction time, the GBT was divided into five sections and was excavated from several sites simultaneously. The tunnel was excavated from the two portals, Erstfeld in the north and Bodio in the south, and also from three intermediate attacks, with their corresponding access tunnels, in Amsteg and Faido and two vertical 800-m (2,624-ft) deep shafts in Sedrun.

In April 1997, Kiewit/Parsons Brinckerhoff (K/PB) completed the 7,600-m (25,000-ft) primary access tunnel for the Yucca Mountain, NV proposed high-level nuclear waste site. K/PB then began boring an exploratory east-west cross drift tunnel at the site. The 2,681-m (8,796-linear ft)East-West Cross Drift Tunnel was excavated through volcanic tuffs having zones of incompetent rock using a rebuilt Robbins 5-m (16.4-ft)hard-rock tunnel boring machine(TBM) with a special arrangement of supporting equipment. This portion of the Yucca Mountain project was completed in eight months.

Introduction Technological advances in mining and processing have started the domestic mining and mineral industry back on the road to competitiveness. A massive trade deficit, however, coupled with foreign competition and more government regulations threaten to slow this recovery. So say mining executives in Colorado and Minnesota. These industry decision-makers agree that their challenge is to continue the technical innovations of their industry. The journey back to profitability and competitiveness means improved products, they say, but at lower production costs. At separate gatherings in January, officials in both states said that they believe their industry is up to the challenge. Worker attitudes will have to change, they understand, and management styles will need adjusting. And, while they are willing to make the necessary adjustments, they are going to need some help. Or, at the very least, less interference from the federal government. Foreign markets, all but closed to American products, must be opened up on a reciprocal basis. The nation's $170 billion trade deficit is a priority item that can no longer be ignored. And, closer to home, federal and state environmental regulations concerning mineral production must themselves be monitored. 1987 in Colorado While Colorado's service and trade industries should have a fairly good 1987, the state's mining industry can expect another disappointing year filled with layoffs and declining profits, according to the Colorado Mining Association. Once again, foreign competition and government regulations are seen as the main reasons for the mineral industry's woes. And state mining officials see little relief until at least the 1990s. Speaking to a group of reporters at its annual press briefing in Denver, CMA officials said Colorado's overall nonfuel mineral production is expected to fluctuate between a flat and declining growth trend. Mining employment in the state is expected to fall by 400 people this year, to about 7500. In 1981, Colorado mines employed as many as 17,800 people. During the 1970s and early 1980s, the employment rate in mining in the state grew by 12% annually, according to a summary report compiled by the CMA. Last year, worldwide molybdenum production continued to exceed demand US moly producers, therefore, were forced to continue their familiar path of production cutbacks, as well as workforce reductions. And some molybdenum mines in the US closed altogether, the CMA report stated. In Colorado, Amax's Climax and Henderson molybdenum mines operated at about 50% of combined capacity. Climax employed about 200 people at the beginning of 1987, producing about 5.4 kt/d (6000 stpd) or ore. Henderson employed about 700 people, producing about 24.5 kt/d (27,000 stpd) of ore. In coal, the number of licensed coal mines in Colorado has declined from 124 in 1960 to 43 in 1986, of which only 23 were producing. Once a stable source of employment and production, the metallurgical coal industry in the state has only one surviving metallurgical coal mine, Mid-Continent's Orchard Valley mine. High production and transportation costs, weakness in the US steel industry, and a weak market position have contributed to the decline, the summary reported. There was a time when an occasional failure of a tailings embankment was considered an acceptable risk associated with mining activities. This is not the case anymore. A major tailings failure today could result in the indictment of mine officials, huge fines and a possible site closure due to the loss of operating permits. As a result of this changed operational environment, tailings disposal facilities must be operated with these potential consequences in mind. Physical controls for tailings embankments are prohibitively expensive. However, the nuclear industry has developed a system of administrative controls as an alternative to physical controls. Administrative controls may be defined as control of actions, through organizations and management, using written procedures, record keeping, review and audit to assure operation of a facility in a safe manner (10 CFR 50). Administrative controls can reduce the cost of operating tailings impoundments, as well as increase the level of confidence in these facilities.

A five steps remediation program was commissioned in 1998 for the acid generating Lorraine mine site, located in the Témiscamingue region, Quebec, Canada. It included, as the main expenditure, a cover with capillary barrier effects (CCBE) used to limit oxygen migration. After construction of the cover, instruments were installed on site to monitor the CCBE performance. Modified oxygen consumption tests were also done to measure the oxygen flux through the cover. Results from water content and suction data, measured from 1999 to 2003, show that the capillary barriers effects are effective and that the water retention layer stays near saturation throughout the years. Oxygen fluxes estimated from monthly water content measures are generally below 10 g/m2/year. Results from modified oxygen consumption tests made on the site give almost similar oxygen fluxes. A two dimension numerical model of the Lorraine mine site was also constructed to verify that mathematical models could predict realistically the in situ conditions on such a large scale site. Numerical results obtained for three years show a good concordance between measured and calculated values. The results obtained form these different evaluation methods for the performance of a CCBE concur and confirm the efficiency of this cover in limiting acid mine generation.

Longwall mining is the term used for the underground extraction of a wide and deep panel of coal. Such a panel may be blocked out by one or more entries on either side ("head" and "tail") of a longwall face. If all the entries are pre-driven, the panel extraction is termed longwall retreat mining. With one exception, all the longwall faces in the United States are of this type. (1) prior to the general decline in the rates of production with Continuous Miners, the development of the multiple entries generally kept ahead of the longwall extraction rate. This is no longer the case: longwall extraction rates far exceed the rate of development. In addition to this problem, in newly established mines, the development of a haulage and bleeder system based on multiple entries results in a lead-time of three years or more before longwall mining can be applied. This is one reason why earlier projections and much of the optimism attached to longwall mining as a principal "savior" in the energy crisis should be viewed with some caution.

Inn mining communities throughout the western United States, cows have always been part of the landscape as they graze on surrounding rangelands. Until recently, mining companies regarded these animals as something to be kept off their properties — especially any freshly reclaimed lands. During the last few years, though, this situation has begun to change. Today, cattle can be seen in a handful of mine settings, moving up and down the slopes of mine tailings and waste rock. These animals are being used by several companies to do some of the reclamation work once performed by large earth-moving equipment, mechanical spreaders, rippers and seed drillers. This is because cows can contour slopes more naturally and produce and spread soil nutrients in ways that tractors and ripping machines cannot.

Soft laminated iron ore (SLO) having a higher hematite content and Martite goethite iron ore (MGO) having a higher goethite content were subjected to detailed characterization and beneficiation. The present research was designed to investigate if these abundant, low-grade ores can be enriched adequately using standard industry techniques. No significant enrichment of the ores using jigging operation on the coarse (-3,200 +595 mm) size fraction could be achieved. Good liberation was only attained in the 150 to 300 mm particle size range in both cases. Desliming enriches the ground ores significantly. The effect of the feed size on the separation efficiencies of the ground ores were studied using flowing-film concentration on a Wilfley table. Better enrichment is obtained in the case of 150-mm sized feed by tabling. The grade of SLO is improved from 56.14% to 66.51% Fe, while the Fe content of MGO is enriched from 55.16% to 65.83%. Substantial rejection of alumina and silica is also achieved. Due to the friable nature of MGO and the higher goethite content in it, the loss of Fe in the form of ultrafines is greater in this case compared to that of SLO.

Rolling disc cutters are the business end of hard-rock and mixed-face tunnel boring machines (TBMs). Since their first successful employment on a TBM more than 50 years ago, disc cutter technology has constantly evolved, allowing modern TBMs to excavate very hard and abrasive rock efficiently. Disc cutters have also been employed successfully on earth pressure balance (EPB) and slurry machines, cutting rock under water and ground pressure. The range of materials excavated by machines today is broader, excavation rates are higher and cutter costs are lower than ever before, proving the value of investment in cutter development. Disc cutters are used on a range of tunneling equipment, from pipe jacked slurry micro-TBMs less than 1 m (3.3 ft) in diameter to 15 m (49 ft) in diameter, hard-rock boring TBMs. The geological conditions under which they are employed range from sands and gravels, with several bar of water pressure, to extremely hard, massive rock with UCS up to 420 MPa. Regardless of the type of machine or geology, one thing remains constant: changing worn out cutters is costly. When cutters must be changed in the middle of a tunnel, the contractor incurs the cost of downtime as well as the cost of refurbishing or replacing the cutters. In the case of catastrophic cutter failures, the project can be stopped completely for long periods, and the costs mount up rapidly while tunnel production is at a stand still. Catastrophic cutter failures include the occasion when hard-rock disc cutters are failed in groups (called a ?wipeout? phenomenon) and the operator fails to stop the machine, which results in severe damage to the cutterhead. The cause of this can be either an undetected failed cutter propagating damage to surrounding cutters or operator error in steering. Regardless of the cause, the resulting damage can take days or even weeks to repair. When cutters fail prematurely on EPB or slurry machines in certain geological conditions, it is impossible to evacuate the chamber and, therefore, impossible to get [ ] into the chamber to change the cutters. The solution is frequently an unplanned intervention shaft that must be sunk at great cost. The importance of being able to predict cutter life accurately, and in all geological conditions, cannot be overemphasized. For these reasons, cutters have been developed for specific machine types and sizes, as well as for specific geological operating conditions. Different size cutters are required for different size machines. For example, while 483- and 508-mm (19- and 20-in.) cutters are used on large diameter TBMs, it is impossible to employ cutters so large on a small micro-TBM.
