INTRODUCTION The Metropolitan Expressway Central Circular Route with a total length of approximately 47 km is located outside the Inner Circular Route of Tokyo (at a radius of approximately 8 km from the city center). Sections with a length of approximately26 km, slightly less than 60% of the total length, on the east and north sides are in ser-vice. Completing the Central Circular Route (Figure 1) is expected to enable through traffic concentrated at the city center to get around, and to form a well balanced trans-port network, which will alleviate traffic congestion considerably. The Central Circular Shinjuku Route, a section with a length of approximately 11 km on the west side, is now being constructed at a fast pace. The route is being built mainly by the shield tunneling method to carry out work smoothly under a trunk highway carrying heavy traffic and to reduce adverse effects of tunneling work on residents in the neighborhood. Shield tunnels have recently been becoming longer and deeper, and no secondary linings have been used in an increasing number of cases because of the over-crowding of cities or the reduction of budgets for public works. Economical, durable and high-quality segments have been required for linings of shield tunnels. Segments are made of concrete, steel, cast iron or combination thereof. Concrete segments are generally used in shield tunnels of medium to large diameter. Concrete segments are highly durable and resistant to compression, so they are highly resistant to earth pres-sure, water pressure and jack thrust. They are, however, heavy and have low tensile strength, so they are brittle and their corners are likely to spall. Concrete segments should therefore be handled carefully.[1] The authors have developed a steel fiber reinforced highly flowable concrete segment (referred as SFRC segment) that overcomes the weaknesses of concrete segments[2] to construct economical, durable and high-quality linings. SFRC segments have been applied to outbound sections SJ51 through SJ53 of the Central Circular Shinjuku Route. Unlike conventional concrete segments (referred as conventional RC segments), SFRC segments are made of steel fiber reinforced self-compacting highly flowable concrete. SFRC segments require less reinforcing bars than conventional RC segments because steel fibers are expected to work as reinforcements. The Wharf Resources mine, located in the Bald Mountain Mining District approximately 6.4 km (4miles) west of Lead, South Dakota, has operated a surface gold and silver mine and heap leaching processing facility since 1983. Wharf Resources intends to mine and process gold and silver ore from the Wharf Expansion area which is located on the eastern flank of the currently permitted Foley Ridge Mine. The Trojan Pit for the Wharf Expansion area was initially designed with an overall highwall slope angle of 45o. During mine permit presubmission meetings with personnel from the SD Department of Environment and Natural Resources (SD DENR), the question arose as to whether a detailed slope stability analysis of the proposed Trojan Pit highwalls was completed to justify the 45o slope. Wharf’s response was that the highwall design was based, in part, upon studies completed in1987 on the Annie Creek and Foley Ridge Mines; and, in part, upon subsequent slope stability analyses conducted by Wharf mine personnel through 1996. It was suggested by the SD DENR that the stability study be updated to reflect structural geological conditions in the Wharf Expansion area.

To exploit an underground mine effectively and safely, it is important to have a good understanding of the geotechnical behavior around underground excavations made in the mine. The aim of this study was to investigate the geotechnical behavior around a tunnel excavated in a metal mine in China at the three-dimensional level. Using the information available on lithology, geological structures, in-situ stress measurements, physical and mechanical properties of intact rock, discontinuities and interfaces between different rocks, a three-dimensional numerical model was built by using the 3DEC software to simulate a tunnel excavation under a high in-situ stress condition. Effect of the discontinuity network, possible intact rock and discontinuity parameter variability, representation of rock masses as discontinuum or continuum material and rock support system on the deformation, stress, failure zone and stability around the tunnel was investigated. A very good agreement was obtained between the collected field deformation monitoring results and the results of the conducted numerical stress analyses.

Technical problems associated with the cleanup of historic mines are not new. Nor are they unique to the mining industry or the governmental agencies addressing them. Both face the same issues and challenges of defining the problems, evaluating remediation options and finding the most economic and effective solutions.

Many utility fuel choices 1990-95 defied expectations, with utility decisions and coal market developments ever more closely linked. The Central Appalachian coal boom never occurred; clean-enough coal was developed in the hard-hit Midwest; Colorado-Utah coal surged; Pittsburgh seam production strengthened; utilities embraced Powder River Basin coal; and emission allowance prices collapsed. Competition drove productivity gains, but the future is not a simple repeat. Phase 2 brings fewer viable compliance options. Mega-railroad pricing has become a key risk factor -- will this be countermanded by merging utilities and power market competition? Revenue losses from vintage contracts are problematic. Uncertainty also plagues natural gas, in spite of unanimity across major forecasts, since recent experience has been so heavily influenced by the gas bubble.

Talk some about your background. Mining, particularly coal, runs in the family. I come from a mining family, one generation re-moved. Both of my grandfathers worked in the coal mines. My mother?s father had worked as a coal miner in the South Hills area of Pittsburgh after coming to America from Croatia. My father?s father (who died of black lung long before I was born) had been born in America and worked as a mine foreman and superintendent in mines just outside the Pittsburgh area. My father often talked about when, as a child, he accompanied his father underground on Sundays to check the mine pumps. While I never expected to go into mining, I often read some of my grandfather?s books on mining technology that my father had kept. I started college at Penn State and drifted into mining engineering as my third declared major. I was finally realizing the importance of a career choice. I?ve never regretted that decision. One of my children, Mark, has followed me into mining engineering, much to my surprise and pride. Evidently, he had been listening to the many conversations I had with friends and colleagues in the industry and never considered any other career path. He has since married another mining engineer, Kray Davis Luxbacher, so we truly have a mining family and can talk mining when we get together. My other children are in more mundane lines of work and rapidly tire of the mining discussions. I?ve worked for operating companies: Pittsburgh Coal Co. (then a division of Consolidation Coal Co., and a company I believe both of my grandfathers had worked for), Island Creek Coal Co., and a research organization: Occidental Research Corp. I am now with Glenn Springs Holdings Inc., dealing with legacy issues (primarily environmental) related to Occidental?s previous mining operations (coal and minerals). As such, I have a broad view of the industry and the critical changes that are shaping our industry.

The Washington Metropolitan Area Transit Authority's Wheaton Station and tunnel design was completed and offered for bid in the Spring of 1983. The format was unique to the Authority: a four part, four fiscal year contract developed in response to funding limitations with construction divided into four stages allowing the maximum amount of work to be done each year for the funds available. The bid was based on the entire contract, but was orginally awarded for only the first year's work. Each year's work had a maximum funding limitation thus safe guarding the Authority from a grossly unbalanced bid. The Authority's estimate for this work was $83,871,524. The low bid came in at 61% of this for a total low bid of $51,512,058. The low bidder was ILBAU America Corporation whose home offices are in Austria. Following receipt of the bids (and resolution of objections cited by other bidders who felt that the job could not be done for the $51 Million dollar figure), a Notice-To-Proceed was given on October 5, 1983. The construction contract allows a Value Engineering Change Proposal, called a VECP which is initiated and developed by the contractor to change the drawings, specifications or other requirements of the contract. Among other things the VECP should decrease the contract price while maintaining the service life, reliability, ease of maintenance, and standardized features and appearance and not require an unacceptable extension of the contract time. Silver ore was discovered at Aspen in 1879, but the district did not reach full production until 1888 after lawsuits were settled and railroads furnished less expensive transportation to the outside world. The boom years were 1888-92; production declined thereafter. From the middle 1920's until 1950, the Midnight mine in the Richmond Hill district furnished most of the output in the Aspen quadrangle. Since 1950, little mining has been done at Aspen. The metals produced were silver, lead and zinc. Native silver dissolved from the sulfide ores was redeposited by waters circulating as deep as 300 m below the land surface, resulting in great secondary enrichment of many of the deposits. Over 100 million ounces of silver were produced in the Aspen quadrangle. Low-grade lead-zinc deposits remain between the old workings locally, and data available suggest that primary ore below levels mined is also of low grade. The ore occurs in the Mississippian Leadville Limestone and the lower part of the Pennsylvanian Belden Formation in sites that were made favorable for deposition by a number of stratigraphic and structural factors.

Introduction The US Office of Surface Mining (OSM) is proposing changes to the Code of Federal Regulations in the interest of minimizing the adverse effects of excess-spoil-fill construction on the “prevailing hydrologic balance, fish, wildlife and other environmental values” (70 FR 35112). The proposed changes will require: (1) minimization the amount of excess spoil generated at a mine site; (2) minimization of the size of the fills constructed; (3) consideration of alternative configurations for disposal; and (4) development of a disposal plan that would minimize adverse impacts to the environment.1 To achieve those objectives, mining companies operating in steep-sloped Appalachia will likely build excess spoil fills (also called valley fills) that toe out at higher elevations in the hollows (i.e. to prevent or limit burial of streams). Consequently, the slopes of fill foundations will generally be steeper. Whereas the authors of this paper support these measures to protect the hydrologic balance and general environment, we wish to point out that placement of fills on steeper foundations can negatively impact the stability of the fills if proper care is not taken during their construction. It is important to note that in addition to impairing human safety, valley fill instability can negatively impact streams, the riparian habitat etc., and thus defeat the very purpose of the spoil minimization measures proposed. We do not, however, propose additional regulatory requirements pertaining to valley fill stability. Rather, we intend to emphasize the importance of engineering requirements already on the books, especially as they apply to the predominant type of valley fill constructed: the durable rock fill. We believe that the practice of restricting valley fills, to higher elevations in the watershed leaves less room for error in the design and construction of stable structures. This paper gives a quick review of the nature of excess spoil generation; methods and requirements of excess spoil fill construction, and the to-date stability record of the fills. The interest in excess spoil minimization and how it affects valley fill construction is also discussed. Most importantly, we will review long-standing issues pertaining to proper design and construction measures with respect to durable rock fills and discuss how they will become more critical as spoil minimization is practiced.

The case study of a highland area in the Central Andes of Peru, where many abandoned polymetallic mines are found, is presented. Some of these mines generate metal leaching and acid rock drainage (ML/ARD) or have potentially ARD generating (PAG) tailings/waste rock storage. Effluents are discharged into the first of two lakes in line, which act as reservoirs for irrigating an important valley in the desert coastal region. Drainage fees, their relationship with the deposit and the solid-wastes mineralogy are discussed, as well as variations in water and sediments composition, the benthos, and the aquatic/riparian flora/fauna in these lakes.

Many of the world?s largest existing mines are considering substantial step changes in production volumes, compensating for declining ore grades while trying to address increases in world demand for resources. The natural configuration of coal deposits allows for many mine development openings along the strike to access the ore body and thus increase volume. Similarly, with iron ore the nature of the deposits means that additional capacity can easily be added by opening up new mesas and providing extensions to infrastructure. On the other hand most of the non-ferrous metaliferous deposits form vertically and additional extraction volume comes from increasing depth. Underground mining from the base of the strata allows for large extraction rates, but block or panel caving operations develop at rates dictated by the geophysics of the overlying strata and the need for massive tunnelling developments to establish sufficient extraction points for high volumes. For really big mine production capacity, open cast mining still allows the easiest development of more massive mining techniques. But there remains the question of whether there are limits to how large an open cut mine can become in terms of throughput?

A change of support model consists of a procedure to change a stationary histogram at a small data scale to represent a larger scale; typically a distribution of sample drill-hole data is changed to represent a chosen selective mining unit (SMU) scale. Most grade variables average arithmetically. Thus, the mean stays the same for different scales, and the variance changes according to well-established theory using average variogram values. The longstanding challenge has been to predict how the shape of the histogram changes. The discrete gaussian model is widely used because it appears reasonable and introduces few artifacts; there are no artificial minimum/maximum values and the target mean and variance are reproduced exactly. The resulting distribution shape, however, is strongly dependent on a multivariate gaussian distribution. The authors generalize the approach by taking advantage of a property of the isofactorial model, which allows one to specify where the random function falls on the spectrum between a low-entropy mosaic model and a maximum-entropy diffusion model. A measure of dissemination (MD) is computed using a ratio of the madogram and the variogram. The change of support algorithm is developed that uses a variable measure of dissemination (VMD) that is easily calculated and fit to data from the deposit. The resulting VMD change of support model is very flexible to represent different mineralization styles encountered in practice; global predictions of recoverable reserves are more accurate and decision-making is improved. A number of real examples are shown to demonstrate the approach.

The United States continued to depend on imported bauxite during 1995. Domestic bauxite mine production remained at about the same level as in 1994. It amounted to less than 1% of total world production. All of it was used for nonmetallurgical products, such as abrasives, chemicals, proppants and refractories. Metallurgical grade bauxite was imported from 12 countries. Principal suppliers for this 10 Mt (11.1 million st) of ore were Guinea (39%), Jamaica (35%), Brazil (17%) and Guyana (8%). The average value of imports, c.i.f. US ports, was $31/t ($28/st). Calcined refractory-grade bauxite imports totaled235 kt (259,000 st). It had an average value of $112/t($102/st) c.i.f. US ports. China supplied 61%, Guyana30%, Hong Kong 4% and France 3%. Imports of other grades of calcined bauxite, primarily for the abrasives market, totaled 259 kt (286,000 st).They were supplied by China (59%), Greece (20%), Brazil (14%) and Australia (6%). The average value was$74/t ($67/st) c.i.f. US ports.

The Red Dog zinc-lead-silver deposit is located in the DeLong Mountains of the western Brooks Range in northwest Alaska. The region is located 145 km(90 miles) north of the village of Kotzebue (Fig. 1).Red Dog’s current resource base is 143 Mt (157 million st) averaging 16.1% zinc, 4.3% lead and 83g/t (2.4 oz/st) silver. It is contained in four structurally separate deposits— the Hilltop, Main Deposit, Aqqaluk and the newly discovered Paalaaq deposit. Recent exploration for the Aqqaluk and the Paalaaq deposits has contributed to Cominco American’s understanding of the detailed structural geology of the district and its role in the placement of individual ore bodies.

Universities are not immune from the large number of retirements facing the mining industry. Department heads anticipate that we will need to replace all of the senior mining engineering faculty in the U.S. by 2020. Long term studies of Ph.D. completion times and success rates indicate that in Engineering disciplines in the U.S., the ten year completion rate is 65% at best and the four year completion rate is less than 8%. We do not have accurate data on completion rates and times for mining or metallurgical engineering Ph.D. students in the U.S. but students self-report their expected completion times are around 4 years. National data on doctoral students indicate that younger, full time students with sufficient financial support have a higher probability of success in completing their degrees in a timely manner. Students in Eastern U.S. mining engineering programs are on average 32 years old, 85% are full time, and the gap between support and cost of attendance is $5,000 per year. Students in Western U.S. programs are on average 38 years old, 78% are full time, and the financial gap is $8,483. Further, it appears that domestic graduate students are not very geographically mobile. The current demand for new faculty is higher in Western programs but the longer term retirements are higher in Eastern programs. While all Ph.D. students who responded to the 2010 survey indicated an interest in a faculty position at some point in their careers, very few were applying for the open positions. Over the past 35 years for which data could be obtained, the maximum number of Ph.D. students enrolled in mining engineering in the U.S. is 115 with a maximum of 27 degrees granted in one year. On average 89 students are enrolled in doctoral programs in mining engineering in the U.S. with average degree production of 15 Ph.D.s per year.

An experimental study on the oxidation of chalcopyrite (CuFeS2), pyrite (FeS2), covellite (CuS) and chalcocite (Cu2S) particles was conducted by means of differential scanning calorimetry (DSC) and thermogravimetric analysis (TGA) techniques. The oxygen concentration in the process gas was set to 40% and 70% (by volume) and a heating rate of 40°C/min was used. Response variables included the temperature of incipient reaction, the total exothermic heat of reaction, particle mass, morphology and mineralogy of the reacted particles. Based on the experimental data and phase stability calculations, reaction mechanisms were proposed to represent the behavior of the particles during oxidation. The reaction mechanisms were verified by X-ray diffraction (XRD) analyses of the oxidized particles and by thermochemical and mass balance calculations to reproduce the DSC and TGA data. Overall kinetic models were developed to represent the evolution of the exothermic heat of reaction as a function of time.

This paper presents the ground settlement monitoring system used during the construction of two tunnels bored by two EPB TBMs, beneath the existing and active railway embankment in Bologna (Italy). The tunnels run close to large buildings and beneath bridges and other infrastructure. Data are collected from remote total stations and from electro levels installed directly on the railway tracks. The automated monitoring system acquires and analyses data then sounds an alarm in the event that there is a problem. Alarms are sent out in case of excessive tilt or settlement. Data is provided through a dedicated web application for multiple-party access, to gather, manage and store monitoring data.

The Flambeau and Ridgeway Mines, both owned and operated by wholly owned subsidiaries of Kennecott Minerals Company, were located very close to populated areas having initial concerns about health, safety and the environment. The success of both operations depended upon developing a framework of community support and enhancing sustainable development opportunities throughout the entire life cycle of the mining operations to address these concerns. The protection of the Flambeau River was the cornerstone of the Flambeau Mine’s success. The highest priority for the Ridgeway Mine was to ensure long-term physical, chemical and ecological stability of the reclaimed mine site. Both of these goals have been achieved and are discussed in this paper, which highlights Kennecott Minerals Company’s integration of sustainable development principles into its business decision-making and management processes.

An experimental system has been designed to monitor on-line variations of leaching parameters in a closed circuit of cyanide leaching solutions and gold bearing ores. Experiments performed to deter-mine variations in some important leaching parameters of the solution: pH, dissolved oxygen, free cyanide, oxidation/reduction potential, gold content, temperature, pressure and solution chemistry. By comparing results obtained when the leaching solution is allowed to become acid or kept basic, it was possible to infer the chemical reactions that occurred between the solution and the ores.
