Risk assessment consists of a search for the answers to: ?What can happen? ?How likely it is that it can happen? ?What are the consequences if it does happen? Perhaps the most important aim of risk analysis is to predict the likelihood that a planned profit will be achieved over a given period of time. A typical risk model employed for this purpose includes a stochastic connection between the dependent variable of an expression that describes a process and independent variables represented as random quantities. The output will be a probabilistic distribution. The uncertainties in a planned mining operation include: ?Commodity market characteristics, particularly price ?Ore reserves and mineralogical composition ?Mining method ?Process performance ?Capital and operating costs ?Schedule duration ?Economic environment effects. The processes employed in the probabilistic estimation of a project?s outcome include both Monte Carlo simulations and simulations where variable correlation is considered important. The risk model, once developed and tested, provides a framework for a rational approach to risk analysis and the testing of alternatives.

The carcinogenic potential of chromium (VI) has been the subject of numerous environmental and occupational studies, from which many regulatory efforts emanated. Besides the regulation of levels of known toxic substances (e.g. Cr (VI)), the classification of dusts for regulatory purposes has thus far depended on broad definitions of particle size, mainly used to distinguish only between inhalable and respirable particles. In the past, ultrafine particles (less than 0.1 µm diameter) (PM0.1) were often regarded as a non-issue, because it was believed that significant doses would not deposit in the lungs. A growing body of scientific data is indicating that ultrafine particles are more toxic than their coarse counterparts. Increased toxicity can be related to the unique dosimetric aspects of the deposition and disposition of inhaled ultrafine particles. Secondly, ultrafine particles have a larger surface area per given mass. The increased surface area can act as a carrier for co-pollutants, specifically transition metals (including chromium) that could form a coat on the particle surfaces during particle formation. This suggests that the presence of ?inert? ultrafine particles in the environment may enhance the potential for exposure to reactive airborne compounds, including Cr (VI). These factors are particularly important when information on occupational epidemiology is interpreted. It is desirable to consider the particle size distribution, for example when occupational exposure to hexavalent chromium compounds is assessed. Since ultrafine particles are more toxic than coarse particles with the same chemical composition, it could be speculated that cancer slope factors might be related to particle size distribution. This is relevant not only to carcinogenic chromium compounds, but also basically for any particle-associated toxicants. In general, the probability of developing health effects associated with occupational toxicants is likely to be higher when these are associated with the ultrafine particle range.

Like it or not, CPD is upon us. As from 1 January 2006, all registered engineering professionals, i.e. professional engineers, professional engineering technologists, professional certificated engineers and professional engineering technicians, were required to undertake CPD in order to keep their professional registration current. The rules regarding CPD have been gazetted under Government Gazette No. 28328, Board Notice 131 on 23 December 2005, and they also appear on the ECSA website?www.ecsa.co.za. For the convenience of our members they are reproduced in full in this issue of the SAIMM Journal.

This paper discusses the principles and application of risk assessment and management as the basis for environmental management within the mining industry. Unlike in other industries, mines are required to obtain closure certificates in terms of section12 of the Minerals Act, which should ultimately release them from further environmental responsibilities. It is emphasized that the concept of environmental risk assessment and management, when applied correctly will mean that the mine will be identifying and managing environmental issues beyond those set by current legal requirements and management strategies. The focus shifts from conventional minimum legal compliance management to management of real environmental risks. The advantage of this approach is that the perceived ?shifting of legal and management goal posts? due to changing environmental laws or management principles, will not influence or dictate the mine?s short or long-term management objectives or actions, mine closure funds can be more accurately determined and mine closure should become a relatively simple procedure. The risk assessment approach has been applied to the planning of mine closure at Iscor?s Durban Navigation Collieries (Durnacol) in Kwa-Zulu Natal and certain key risk issues such as the long-term risk of water pollution from coal discard dumps have already progressed to fully quantitative risk assessment. This paper will discuss the process, which has been followed to date, with particular emphasis on the most recent phase, namely quantitative risk assessment and management of pollution from coal discard dumps. It is believed that the approach that is being pioneered at Durnacol and which overcomes some of the more obvious deficiencies of both the EMPR and the traditional IEM process will ultimately serve as the model for all responsible mines in South Africa. It is also believed that this approach will enable the authorities to issue closure certificates with the confidence that there will be no unforeseen surprises in the years after closure.

The correlations between the modulus ratio and penetration rate of rotary and percussive drills were statistically investigated using the raw data obtained from the experimental works of different researchers. An inverse power law was found between the modulus ratio and the penetration rate of rotary and diamond drills. The penetration rate of rotary drills and diamond drills decrease with an increasing modulus ratio. The penetration rates of percussive drills increase with an increasing modulus ratio. There are significant linear correlations between the penetration rates of percussive drills and the modulus ratio. In one of the cases of percussive drilling, a strong correlation between the penetration rate and the modulus ratio was found for the rocks having a porosity value lower 1.23 %. It can be concluded that the modulus ratio might be a representative measure of rock drilling efficiency. However, further study is necessary to check the validity of the derived equations for other rock types. The effect of porosity on the correlations between the modulus ratio and penetration rate needs to be further investigated.

Globalization creates investment opportunities for enterprises around the world. Attracting foreign investment has been a key challenge for economic growth in developing countries. Corruption, political instability, armed conflict, and other internal problems affect foreign direct investment (FDI) inflows negatively. A framework of criteria provides a basis for comparing non-commercial risk (NCR) among twenty-three mineral economies. Countries competing for foreign direct investment inflows are ranked from least to most risky. This study compares Inward FDI Performance Index (IND) with NCR ratings in developing countries and shows that risk is increasingly mitigated by means of appropriately structured insurance. Given the option for countries with similar mineral potential, investors will generally invest in the country that offers lower non-commercial risk. The development of the modern State and the growth of capitalism involves a complex process of interaction between cross-cutting structural dimension: first between politics and economics and, second, between market and hierarchy. Central to such developments are political economies of scale. Mineral specialization in the Third World developed within the framework of an international extension on oligopolistic structure of the advanced capitalist economies of Western Europe and North America. Up to the late 1960s, the world mineral and metallurgical industry was closely controlled by a handful of Western mining and industrial groups. To the extent that, foreign control of the mining sector was seen in the Third World producing countries both as the essence of foreign domination and as its major symbol. In some newly industrializing countries, the State took a more direct role in tying the economy and society together. Central to this process was the growth of large-scale finance capital. From early 1959to the mid-1970s, metal consumption in industrial countries expanded well beyond their domestic mineral endowments. And a free access to Third World minerals was a major element of the economic dynamism of these countries throughout that period. With the change in the characteristics of international investment, Africa has become less important as an outlet for capital exports of European countries. Actually, the African continent now receives only a very minor share of direct foreign investments of Western enterprises. International political economy is concerned first of all with the relationship between the economic and political domains across territorial boundaries. Second, attention should be drawn to the role of the State as the focus of decision-making in a system of competitive States, that is in turn, interdependent with a trans-national market economy in which mining and metallurgy are essential activities that affect the politics of the State, and how this in turn, rebounds on the politics of the international system. Understanding the role of the State must go beyond the glib pronouncements on the ?national interest?. How, and whose interest, the ?national interest? is determined, is precisely the problem. This implies a third theoretical problem that must be addressed: the linkage between the domestic and international domains (or levels of analysis), given that political-economic processes clearly cut across the lines of political decision-making constituted by the institutional structures of the State. Situating the State and economic interests within this vast ?state-society? complex that we call the global order will be a crucial problem for any theoretical approach that involves mining and metallurgy.

In this paper the origins of the mortar intruded concrete concept and its development and application in the construction of watertight bulkheads in South Africa are described. The events leading to the commissioning and execution of the West Driefontein Experimental Plug and the Virginia/Merriespruit Boundary Plugs, and their roles in the proving of the technique, follow. The development of the first Transvaal and Orange Free State Chamber of Mines Code of Practice for Mortar Intrusion Concrete for Underground Plugs and Bulkheads, Johannesburg, November 1962,is explained. The saga of the October 1968 flood and subsequent salvage of the West Driefontein Gold Mine is recounted. The paper concludes with mention of the validation programme carried out for the Placer Dome Western Areas Joint Venture and their South Deep water barrier programme.

The viscosity of TiO2-containing blast furnace slags may increase rapidly (commonly referred to as thickening) under strong reducing conditions in the blast furnace. To elucidate the mechanisms for slag thickening, measurements have been made of changes in the composition and rheological properties of TiO2-CaO-SiO2-Al2O3-MgO slags during the reduction process. The slag composition covered the range of 17–33 wt% TiO2, 9–19% Al2O3, 8–16% MgO and theCaO/SiO2from 0.8 to 1.4. The viscosities were measured using the rotating cylinder method at temperatures up to 1550ºC and the fusibility temperatures were determined from ‘breaks’ in the viscosity-temperature curves. The reduction of the slag was carried out in graphite crucibles at1500ºC for 2–6 hours The rheological properties of the slags during reduction were predominantly influenced by the slag basicity (CaO/SiO2), and the effect of other components depended largely on basic or acidic behaviour of the oxide. The reduction of TiO2in the slag by carbon was initially fast to formTi2O3, followed by further reduction to TiO and TiC. Correspondingly, the viscosity showed initially a slight decrease, followed by a gradual and then rapid increase. The thickening was found to be accelerated by an increase in TiO2content and a decrease in the CaO/SiO2in the slag. In addition to the existence of 1~3 wt% TiC, the thickened slags also had a significant amount of TiO (3~7 wt%), suggesting that TiO may play an important role in the ‘thickening phenomena’ ,possibly by forming solid solutions with TiC to significantly increase the number of solid particles in the heterogeneous slag. During an intense and accurate study of initiation systems used on an AngloGold mine, Mine A, poor drilling practices were revealed. Graphic results of all actual measurements taken are shown below. [ ] Accurate drilling of shot holes will determine whether a mining operation is payable or not and at what pay limit mining can take place. Losing 30 cm of a potential 120 cm-hole length will result in a number of consequences, i.e.: ?Higher stoping costs ?Drilling of one shot hole twice in every five shifts ?Increased explosive cost as a result ?Excess stress on hangingwall and footwall due to bad face shape ?Excessive blast damage before the area is worked out. No wonder we have such a high-risk operation. Drilling accuracy is crucial to the profitability on any mine as profits are directly related to the quality and utilization of the drilled shot holes.

This study deals with the presentation of the mechanized longwall mining project introduced some years ago to increase productivity and output of Aegean Lignite Establishment (ELI) owned by Turkish Coal Enterprises (TKI.) and the comparison of this method with a planned alternative new mining method called ?shortwall mining? where continuous miners will be introduced as primary coal excavation machines. Following the planning phase, production costs have been calculated for both mining methods on the basis of a panel having a height of 7.5 m. In addition to cost analysis, both methods have been evaluated using ?the multi-dimensional objective system?. In this evaluation the value synthesis has been carried out according to scoring models. Lastly, the advantages and disadvantages of both production methods have been stated by analysing them according to related criteria. In the light of outputs gathered from the analyses, it has been determined that the shortwall mining method will out perform the longwall method. There are practical indications that flotation recovery of palladium bismuth tellurides is poor. This work tested whether this can be caused by a lack of interaction of the collector with the telluride. Impedance measurements, voltammetry and Raman spectroscopy were performed to determine the interaction of dithiocarbonate collectors (KEX) with Pd-Bi-Te. Impedance measurements showed lower capacitance values in solutions containing KEX, indicating the formation of a continuous surface layer. Anodic and cathodic polarization diagrams show the mixed potential to be higher than the reversible potential of the xanthate-dixanthogen equilibrium reaction; hence the formation of dixanthogen on the surface is possible. Electrochemically controlled in situ Raman spectroscopy did indicate the presence of bulk diethyl dixanthogen on the surface. Raman spectroscopy has confirmed the co-presence of xanthate with dixanthogen, indicating that xanthate retains its molecular integrity when it adsorbs on the surface of the Pd-Bi-Te. As a result, the mineral surface is expected to be hydrophobic and alack of collector interaction with the mineral is not the reason for the low PGM recoveries experienced. Transportation accounts for some 26% of all mine accidents in South Africa. Although this figure may not be as prolific as fall of grounds accidents or accidents caused by seismic events, the enormity of transportation accidents demands attention, especially as many of these accidents are avoidable. This paper investigates vertical (i.e. shaft), horizontal (i.e. haulages), and in-stope transportation systems and their function as it applies to safety. Recent transportation accidents are discussed looking at current trends within the three transportation areas. In the shaft area, discussions will focus on handling of material cars, loading and off-loading of the workforce and management of shaft orepass systems. The horizontal component will focus on personnel transportation, safety around trains and hoppers, and handling of material in the cross-cut. The discussion on in-stope transportation will focus on the general congestion of the stope environment and how it affects the overall movement of personnel, material, and rock. Of concern are the large numbers of material handling and scraper winch accidents that occur and which will be discussed in some detail. The paper will conclude with a section on proposed guidelines within the three above-mentioned systems for mine engineers to consider in mine design and life of mine planning and scheduling. Production of ferro-chromium in the submerged-arc furnace is highly energy-intensive. Several process rates have been attempted to reduce the specific energy consumption in the production of this alloy. An exhaustive understanding of the thermo-chemical features of the production process can be used to reduce the specific power consumption significantly. The knowledge can be used to reduce the energy drain through undesired reactions in the process can be minimised. Plant trials have shown that specific energy consumption up to 100kWh/tonne of hot metal can be obtained by adopting this strategy. The process requires modification in operation practice and does not require any capital investment unlike other processes adopted for reducing power consumption. The principle of thermo-chemistry involved in this process development and results of plant trials are discussed in detail.

Scaling of rockpasses was problematic at Tau Lekoa Mine prior to production commencing in 1991. High horizontal stress levels relative to the host rock mass strength have been instrumental in causing the observed scaling. Scaling has been more pronounced in the deeper rockpasses and these are monitored regularly. Rehabilitation of one of the reef passes and one of the waste passes was required in the period 1999 to 2001. This paper describes the extent of the problems experienced to date as well as the rehabilitation completed.

Direct reduced iron (DRI), produced by the reaction between iron ore and reducing gasses, is used as a source of low-residual iron, in addition to ferrous scrap and pig iron, in the production of steel mainly through the electric arc furnace (EAF) route of steelmaking. The main DRI technologies in use are those of Midrex and Hyl, but in recent years a myriad of newer processes emerged based on variations in feedstock, reducing agent and fuel sources. Since the beginning of the nineties, DRI has increasingly emerged as a cheaper, low-residual iron feedstock for EAFs, which have traditionally relied almost entirely on ferrous scrap feed. The main stimulus behind the interest in DRI has been the increasing popularity of the EAF and the ?mini-mill? set-up as the favoured steelmaking option compared to the traditional and much less flexible blast furnace/ basic oxygen converter. This, however, has been creating a problem with regard to availability of low-residual scrap, resulting in upward pressure on high quality scrap prices and leaving DRI, traditionally the ?expensive alternative?, as a much more competitive consideration. The second main determinant has been the increasing production efficiency of existing steel plants which, in the light of improvements such as continuous casting and near net shape casting, has been constraining the supply of low-residual domestic scrap, traditionally the prime source of EAF feed. The explosion of current and proposed DRI projects has been accentuating the mounting interest of global role-players in assuring the availability of reliable sources of low-residual iron units for the future, especially in cases where definitive competitive advantages exist with regard to proximity to primary sources of iron ore and fuel (gas or coal).

Mining up to depths of 5 000 m would be a world first and, accordingly, no previous experience in the determination of acceptable heat stress limits, criteria or indices is wholly applicable. However, some South African gold mines are already operating at depths beyond 3000 m and much of the knowledge gained in reaching and working at such depths will be helpful in making adequate provision for acceptable environmental control at the greater depths being contemplated. Accordingly, it is necessary to take cognisance of the industry?s experience in deep-level mining and of standards and regulations already established in South Africa and elsewhere in order to ensure acceptable working conditions and control standards, that compare favourably and defensibly with those in other mining industries. The local and international use of heat stress limits, criteria and indices were investigated as it was necessary to determine to what extent any other indices, limits or criteria would be applicable to South African deep mine conditions. In addition, it was necessary to establish whether there was a single heat stress index that could be used for South African ultra deep mining conditions. It was found that an appropriate combination of heat stress indices would be required in planning for and ultimately controlling thermal conditions in ultra-deep mining. The depths being contemplated and the concomitant potential heat hazard present too great a risk for reliance on a single environmental component of heat stress, such as wet-bulb temperature at present in common use locally. The study recommends that a heat stress index, preferably Air Cooling Power (ACP), be used to design an ultra deep mine?s ventilation system and that wet-bulb temperature be used to monitor and control the system once it is implemented.
