Outline This paper will consider the implications of the mine closure provisions set out in the new Mineral and Petroleum Resources Development Act and draft regulations. A comparison will be made with the existing provisions in the Minerals Act and the mine closure policy of the Department of Minerals and Energy (DME). The paper will consider whether the new provisions have the potential for improving performance as regards mine closure. It will investigate the financial provisions requirements and the implications of these provisions for mines. It will consider the requirements for a social and labour plan and consider the implications of this for mine closure and its funding. It will analyse the provisions relating to the transfer of environmental liabilities to third parties and consider the implications of this in the case of closing mines and non-closing mines. Finally it will consider the issue of residual legal liability of a mining company once a closure certificate has been issued.

Reliable estimates of the kinematic characteristics of movements are obtained by using a statistical model SSM. This model represents a useful tool for the management of alert and alarm systems. Water represents 80?85% of the volume of mineral pulp processed in flotation circuits. Imperatives for a more detailed focus on circuit water quality and its control have come from increasing requirements to use relatively impure primary water supplies (e.g. high salinity, treated sewage) and high proportions of recycle from tailings dams, thickener overflows, dewatered and filter products. An integrated methodology for examining process water quality and its effect on minerals separation has been developed coupled with minerals surface chemistry across the complete processing circuit. Unrecognised factors, including varying proportions of water streams (daily or hourly), colloidal precipitation, highly variable pH and Eh, reaction and dissolution of minerals, minerals surface layer coatings, residual reagents and their reaction products, and microbiological activity have been studied in eight mineral processing circuits. The methodology combines: solution survey and modelling; microbiological surveys; minerals surface analysis and modelling; and process response. It has been possible to match the predicted (model) pulp chemistry with that measured from surveys of the solution and mineral surfaces. Treatment methods have included: monitored and balanced stream combinations; organic species removal; flocculation and aggregation; induced precipitation; dissolved air flotation; ageing (oxidation, UV exposure); and chemical surface conditioning of minerals. Some specific achievements from the methodology applied in plant and laboratory testing, with examples from case studies, will be described.

Plain and alloyed titanium aluminides of composition Ti-47.5 at.% Al were prepared by melting commercial-purity titanium and aluminium with additions of 1 at.% precious metal. The as-cast alloys were subjected to potentiodynamic scans in 5, 15, and 25 wt% HCl aqueous solutions at room temperature and compared for their abilities to spontaneously passivate. Addition of precious metals resulted in a general improvement of corrosion resistance by increasing the open circuit potential to more noble values. Addition of 1 at.% gold or silver to titanium aluminide did not significantly increase the corrosion potential (Ecorr) above that of the plain titanium aluminide alloy, indicating that gold and silver are not sufficient cathodic modifiers to improve the corrosion resistance of titanium aluminide in all the solutions tested. However, platinum, palladium, and iridium additions shifted the corrosion potentials to the position of the passive region of plain TiAl for all solution concentrations. This indicated that TiAl alloyed with these platinum group metals would passivate spontaneously by cathodic modification. TiAl alloyed with palladium performed the best in 5 wt% HCl solution with the most positive corrosion potential. In 15 wt% HCl solution, alloys with platinum exhibited the most positive corrosion potentials, while alloying with iridium or palladium revealed more negative corrosion potentials. Thus, palladium alloying led to the best cathodic modification of titanium aluminide in low-concentration HCl solution, whereas platinum and iridium alloying additions resulted in the best cathodic modification of titanium aluminide in high-concentration HCl solutions.

A simulated rockburst was conducted underground at Kopanang Mine, previously called Vaal Reefs No. 9 Shaft. The rockburst was simulated by means of a large blast detonated in solid rock close to a crosscut sidewall. The simulated rockburst involved the design of the seismic source, seismic observations in the near and far field, high-speed video filming, a study of rock mass conditions such as fractures, joints, rock strength etc. Knowledge of the site conditions before and after the simulated rockburst was also gained. Some of the important findings are listed below: ?Two areas of damage were identified on the blasting wall: (i) an area of high-intensity damage in which ground velocities of 3.3 m/s were recorded by an accelerometer, which was subsequently ejected in a block of rock, (ii) an area of low-intensity damage where ground velocities of 1.6 m/s were recorded by an accelerometer which remained on the tunnel wall. ?High-speed filming revealed rock fragments being ejected from the wall at velocities in the range of 0.6 m/s to 2.5 m/s. The measurements were taken in the area of low-intensity damage. As planned, no gas pressure was directly involved in damaging the wall of the tunnel. ?The attenuation of peak particle velocities for the main blast in the near field (6 m to 30 m), as a function of distance R, was found to be proportional to R-1.7. ?The simulated rockburst was recorded as a local magnitude ML= 1.3 by the Klerksdorp regional seismic network. ?Peak particle velocities from nearby blasting, recorded on the tunnel wall after the simulated rockburst, were about six times greater then peak particle velocities recorded from the same source area before the simulated rockburst.

The interest shown in our paper by Drs Schaekers and Dew, and their favourable comments, are appreciated. However, some of their remarks require a response. Stability testing procedures Regarding the issue of stability-testing procedures, we concur that no long-term procedure has been accepted by either environmentalists or the mining/processing industry as a valid method to test the long-term stability of solid wastes. We agree that the method we used is no exception, and we certainly did not claim that it should be recognized as such. What we did attempt to portray was that we had designed the test procedure in an attempt to simulate, at a very small scale, a tailings dam environment.

An efficient and portable mathematical model has been developed for simulating heat transfer in six-in-line slag-resistance-heating electric furnaces for smelting sulphide ores to produce base metals and platinum group metals. This model is a steady-state one relating furnace conditions and performances to various control and input parameters. Some transient effects occurring in electric furnaces are neglected for computation efficiency. This article describes the model development and modelling results. The present model is capable of predicting: (i) temperatures at various locations in a six-in-line furnace, such as slag bath, matte bath, solid charge, freeboard space, freeze lining, cooling water, and air gaps between solid material components, etc. (ii) freeze lining thickness, (iii)smelting rate, and (iv) heat loss rate, etc. A typical feature of the model is that it is easily portable to different application platforms and sufficiently efficient with execution times less than a few seconds. Therefore, it is possible to apply the model for online prediction and control of heat transfer and freeze lining thickness in industrial electric furnaces.

It is well known that the electrochemical precipitation of metals from aqueous solutions is conducted by the electrochemical standard potential scale. This scale indicates the order of nobility of different metals. Consequently, the standard potential scale shows the nocivity of metals when they are present as impurities in aqueous solutions containing metals. In the hydrometallurgy of cobalt, nickel and zinc are co-deposited during cobalt electrodeposition. Nickel has almost the same chemical, physical and electro-chemical properties as cobalt. Furthermore, the electrochemical potential of nickel is relatively higher than that of cobalt. For this reason nickel is preferentially reduced at the cathode in the presence of cobalt. The presence of small amounts of zinc in solution leads to contamination of cobalt electrowon. In spite of its lower electrochemical potential in comparison to cobalt, zinc is reduced on the cathode because of its higher hydrogen-overvoltage. But, in the hydrometallurgy of zinc, small amounts of cobalt present solution will contaminate the zinc reduced at the cathode. This is easily explained by the fact that cobalt is more electropositive than zinc. The co-deposition mechanism of sulphur at the cathode is not yet well understood. Great attention has to be paid to the mechanism of co-deposition of sulphur during cobalt electrolysis. This work aimed to investigate the influence of some parameters on the co-deposition of nickel, zinc and sulphur during cobalt electrowinning. The following parameters have been investigated: Co2+concentration in the electrolyte, current density and ammonium sulphate (NH4)2SO4additions. It has been established that important nickel, zinc and sulphur co-deposition takes place at relatively low Co2+ concentration in solution. The behaviour of these elements with regard to the cathodic phenomena has been established.

This is my second visit to South Africa, and I am struck by the similarities between our countries. This extends to the professional issues associated with engineering and competencies in particular. I propose to outline two exciting stories today. ? Development of competency standards for professional engineers in Australia. ? Development of a management programme which has assisted professional engineers regain positions of leadership in Australian industry and government. First of all I would like to outline the Association of Professional Engineers, Scientists and Managers, Australia(APESMA).

Expert Online, as a software system, is aimed at providing plant operators in the minerals industry with effective training and on-the-job assistance. It incorporates a number of features to achieve this goal, of which the most important is its ability to explain the dynamics of the plant and control system in simple language, mimicking an informed plant expert who has online access to the inner workings of the plant and control system. This is made possible by a novel form of Artificial Intelligence, called the Interpreting Expert System. Previous implementations of the IES were only capable of explaining controller actions. Expert Online will extend this capability to also perform the more difficult task of explaining process behaviour. Expert Online will implement three main processes, namely the accumulation of data from the controllers and plant models, the interpretation, processing and filtering of that data and lastly communicating the relevant information to the user, both as written messages and in other audio-visual forms. Although Expert Online is aimed at the operator, other plant personnel, like supervisors and plant managers, will also benefit from it. This paper focuses on the structural and functional design of Expert Online for implementation on the latest version of Mintek’s open control platform, PlantStar, highlighting advances and additions since the previous implementations of the Interpreting Expert System and concluding with an example illustrating some of the principles.

The 1,000 MW Hydro Power Station Masjed-e-Soleiman (formerly called Godar-e-Landar) in Iran is under construction since 1992. The rock engineering aspects of the major underground structure, i.e. the powerhouse cavern shall be reported on in detail. The geotechnical investigations are described and results given. The results of several geotechnical analyses are presented. The designed and executed rock support is given. A description of the monitoring systems and typical measurement results obtained during and after excavation are presented. The lessons learnt during construction of the Stage-I powerhouse cavern were applied on the extension of the powerhouse cavern, which is to house an additional 1000 MW. Details regarding the unexpected behaviour of the Mudstones are given. Die 1000 MW Wasserkraftanlage Masjed-e-Soleiman (vormals Godar-e-Landar genannt) befindet sich seit 1992 in Bau. Dieser Artikel berichtet im Detail über die felsbaulichen Aspekte der Untertagebauwerke, insb. der Maschinenkaverne. Die geotechnischen Untersuchungen werden beschrieben und deren Ergebnisse wie die Ergebnisse verschiedener Berechnungen werden präsentiert. Die geplante und die ausgeführte Felssicherung wird angegeben. Die eingebauten Überwachungseinrichtungen werden beschrieben und typische Ergebnisse während des Aushubs und danach werden dargestellt. Die Erfahrungen beim Aushub der Kaverne der Stufe I wurden beim Entwurf der Kaverne der Erweiterungsstufe II, die weitere 1000 MW beherbergen wird, berücksichtigt. Details zum unerwarteten Verhalten des Schluff-/Tonsteins werden angegeben. La centrale hydroélectrique de Masjed-e-Soleiman (dénommée anciennement Godar-e-Landar), d’une puissance de 1.000 MW, est en construction depuis 1992. Un rapport détaillé sera présenté sur les aspects relatifs à la construction en enrochements de l’aménagement souterrain principal, à savoir la caverne abritant la salle des machines. Une description des investigations géotechniques réalisées y est fournie ainsi que les résultats correspondants. En outre sont présentés les résultats de plusieurs analyses géotechniques. L’ancrage dans la roche tel que projeté et réalisé est présenté. Une description des systèmes de contrôle ainsi que les résultats de mesures typiques obtenus au cours des travaux d’excavation sont donnés. Les leçons tirées lors de la construction de la Phase 1 de la caverne de la salle des machines furent appliquées à l’extension de la caverne de la salle des machines, qui doit abriter une unité supplémentaire d’une puissance de 1.000 MW. Par ailleurs, des détails sont donnés sur le comportement inattendu des argilites.

Historically bauxite-based refractories have been used in applications where andalusite-based refractories could work. Bauxite-based refractories were chosen over andalusite-based refractories mainly because of the availability of low-cost Chinese bauxite and also because many furnaces were designed by international companies that cannot easily access high-quality products. Currently, the availability of low-cost bauxite is under threat as a result of high export duties and tariffs as well as restrictions on the amount of material that China allows to be exported. South Africa is a major producer of andalusite, and this guarantees stability with respect to both availability and price. Refractories based on andalusite have an added economic advantage over bauxite-based refractories in that unlike bauxite, which requires high-temperature calcination before use, andalusite is used in its raw state. This paper constitutes a literature study of the merits, both technical and economic, of using refractories based on andalusite compared to bauxite-based refractories. In extracting base metals from orebodies, sulphide as well as oxide, the main environmental concern is sulphur, whether in the form of sulphurous gases or sulphate in liquid form. Generally sulphur is in over supply in developed countries mainly because of strict legislation to capture it. In developing countries, on the other hand there is usually a shortage of sulphur because of less strict environ-mental legislation. Africa falls in this second category and the African continent imports substantial amounts of sulphur, despite the fact that large quantities of sulphur are emitted by smelters, thermal power stations, coalmines, fertilizer manufacturers and others. Other than making acid from gaseous emissions, existing methods to capture sulphur from gaseous and liquid effluents are uneconomical and it ends up in the environment either as ammonium sulphate (from gaseous effluents) or as gypsum (from liquid effluents). The CSIR?s Environmentek and Key Structure Holdings have developed a process whereby gaseous sulphur emissions and sulphates in liquid effluents can be economically captured and converted into elemental sulphur and metal carbonates. The elemental sulphur is of high purity as it is precipitated from a gas stream and is readily marketable. The metal carbonates (barium or calcium) can be recycled back to the process or marketed. The only harmful by-product of the process is carbon dioxide. Should natural gas or methane be available, the carbon dioxide could be reduced by about one third. Should solar, wind or hydro energy be available to generate hydrogen, the carbon dioxide emissions would be zero. Employing this technology could make Africa independent of sulphur imports and furthermore reduce the impact of acid rain and seepage of sulphate from gypsum and other waste dumps into the environment.

A prediction model, developed by Central Mining Research Institute (India) for evaluation of fire risk rating of underground coal mine panels in bord and pillar working in respect of their proneness to spontaneous heating, is presented in this paper. The concept used in this model is innovative and user friendly. This model may be applied to a panel where extraction is carried out using any of the techniques: i) depillaring with formation of small pillars as final operation, ii) extraction by broadening of galleries, iii) depillaring with hydraulic sand stowing, and iv) depillaring with caving. Here, major fire risk parameters are short-listed and divided into three broad groups in accordance with the nature of their contribution to the spontaneous heating of a mine panel. The paper describes the procedure for estimating the fire risk rating of individual groups using separate objective type models developed for this purpose. Then it evaluates the overall fire risk rating of the panel by combining the fire risk ratings of all the three broad groups. The model is tested with the field data collected from different collieries spreading across the country and with the laboratory data for critical assessment of fitness. In recent years there has been an increased focus on corporate governance matters worldwide. The duties and responsibilities of directors of companies have come under close scrutiny, with shareholders increasing their demands for greater responsibility and accountability. Media attention and pressure groups have also had their effect. Governmental actions have supported these demands and directors have witnessed sweeping legislative changes imposing more onerous duties and liabilities than formerly imposed upon them at common law and in terms of the Companies Act. At the same time, the power of regulatory bodies has been increased to enforce this legislation and make someone pay to remedy an alleged infringement. Breach of such duties may incur personal or criminal liability, or both. Environmental protection legislation has become a particularly prevalent feature in this regard, and the number and complexity of statutes concerning the environment have increased over the past few years. Directors of South African companies will be familiar with relevant acts such as the National Environmental Management Act 107 of 1998; Conservation of Agricultural Resources Act 43 of 1983;Hazardous Substances Act 15 of 1973, as well as the National Water Act 36 of 1998. Now the directors of mining companies are faced with the Mineral and Petroleum Resources Development Act 28 of 2002.

A new minerals engineering education programme is being developed in Australia which aims to provide tertiary institutions with a package of educationally sound, high quality courses for undergraduates, postgraduates and professionals. The programme is jointly funded by the Minerals Council of Australia (MCA) and the Department of Education Training and Youth Affairs (DETYA) and brings together academics from a number of leading Australian universities, each developing modules in their particular area of expertise. The University of Queensland (UQ) and the Julius Kruttschnitt Minerals Research Centre(JKMRC) are jointly responsible for modules in several areas including comminution, physical separation and circuit design and optimization. Other modules are being developed by the University of South Australia (with the Sir Ian Wark Centre), Curtin University and Murdoch University. The major challenge of the programme is to provide a high standard of education that is accessible to students who may be located at several different institutions and some of whom maybe a long distance from the primary course leader. Rather than taking existing course material and putting it ‘on the web’, the programme aims to improve on past teaching practice through creative pedagogy and the development of interactive multimedia learning resources. Communications technology is used in an unobtrusive way, and the World Wide Web is used to create a flexible, user-friendly learning environment rather than to facilitate delivery of content. This paper describes the instructional design template currently being used and results of early implementation trials with groups of local and remote students.

Pillar extraction at shallow depths with small pillars that were not originally intended for secondary extraction can provide a huge benefit to the coal mining industry in those areas where a significant percentage of the remaining coal reserves are locked up in small pillars at shallow depths and where opencast mining methods are simply not as cost-effective and practical to implement. A system considering all of the pertinent geotechnical and mining aspects for the safe and efficient pillar extraction of small pillars at shallow depths at Xstrata Coal South Africa (XCSA) has been further developed and implemented as part of an ongoing improvement process addressing all of the relevant legal and associated risk aspects. This work follows on from the previous pillar extraction work carried out at the ATC, Boschmans, and Spitzkop Collieries. The process involved a number of in-house workshops and sessions arranged with all key personnel from Tavistock Colliery, and also included Professor Nielen van der Merwe of the University of the Witwatersrand, a world renowned authority on pillar extraction, towards reviewing and developing the Modified NEVID pillar extraction system employed previously at Boschmans Colliery. The system is currently being employed at Tavistock Colliery with success and no major accidents, with around 655 000 t of coal having been successfully extracted from the pillar extraction panels.
