Most mine safety initiatives in South Africa are doomed to limited success because of one simple fact: they are a-historical and un-cultural and do not deal with the serious ?legacy issues? that still negatively impact on safety, production, and relationships. We in the SA mining industry continually use imported, foreign safety concepts and systems that will not work fully in a South African context. ?The 4th Wave: Culture-Based Behavioural Safety?, as developed by Lance Bloch, an international award-winning clinical psychologist with 12 years? experience in the mining industry - focused mostly on Platinum - is making waves. He has been very successful in creating people-centred, empowered, high-performance safety cultures wherever he has worked. Not only does the 4th Wave transform the corporate culture of a mine, improving safety and production and building an environment of Ubuntu, but it also uses people?s cultures as a means of winning hearts and minds in the battle for safe production. Powerful relationships are built through engagement at all levels, leading to all being focused on the best needs of the company and its constituents as a whole. The programmes are no less than nation-building - something most necessary in the industry, with the pressures from community, unions, the DMR, and politicians. This presentation will describe and discuss the 4th Wave as an advance on previous safety technology and programmes, as particularly relevant to platinum mining in South Africa today.

"In selecting a suitable method to sink a vertical shaft for underground access, a number of constraints influence the ultimate decision of where and how to develop the shaft, not least among these being safety, development and construction time, and cost. Two additional considerations stand out: these being geotechnical conditions and technology, the latter taking into account existing underground access. Assuming a project for which an existing underground excavation is available, it is tempting to build a shaft sinking project from the outset based on the raiseboring method, which has the potential to be the safest, fastest, and least expensive method provided that geotechnical conditions permit.And therein lies the rub: regardless of project time or cost constraints, when it comes to raiseboring a long (say, greater than 500 m), large diameter (greater than 4.5 m) shaft, the rock mass conditions ultimately dictate what method of shaft sinking will be feasible. Over the course of several studies for a particular project, several geotechnical analyses were carried out specifically for the purpose of developing a shaft by raiseboring. Risk analysis and experience showed that where the rock mass conditions indicated an unacceptably high risk potential, an alternative method needed to be considered, even if this meant increasing both the time and financial requirements.In this paper we present an overview of geotechnical investigation practices for shaft sinking. Decisionmaking thresholds for raiseboring or other methods of shaft sinking are discussed, including probabilities of failure, empirical rock mass classification, basic wedge failure, and back-analysis of a failed case. The design of appropriate support, and analysis of relative safety benefits for various shaft sinking methods, falls outside the scope of this work, and will be presented in a separate paper.IntroductionThe potential for rock mass failure during shaft development and construction affects whether a project is completed safely, on time and on budget. During the course of several studies to establish ventilation shafts for an underground expansion project, geotechnical analyses of rock mass stability and failure potential were carried out. The investigations were guided by the method of McCracken and Stacey (1989) together with insights from Peck and associates (Peck, 2000; Peck and Lee, 2007, 2008; Peck, Coombes, and Lee, 2011)."

Job evaluation and the changing wage pattern by D. L. VAN COLLER, B.A.(Cape Town), M.A., B.Litt.{Oxon.) (Visitor) This paper sets out to show how changing forces are affecting the techniques that have been used in the evaluation of Black jobs on gold mines in the Anglo American Group since the introduction of job evaluation in 1961. Initially, job evaluation was essentially a management tool designed to differentiate jobs in a limited skill spectrum and thereby permit the establishment of a 'many stepped' job ladder for Black employees to climb. With the changing wage pattern, job evaluation is becoming an industrialrelations tool aimed at recognizing the skill and effort contributed by the worker so that the pay relationships between jobs are seen to be equitable by the employees.

HOWAT, B.Sc., Ph.D.(Fellow) An account is given of a laboratory experiment in which the resistivity of a primary slag like those produced in the manufacture of high-carbon ferrochromium was measured at current densities typical of operation in a submergedarc furnace. It was shown that the current flow from graphite elec trode to molten slag obeys Ohm's Law when electrode current densities are less than 12 A/cm". At higher current densities, arcing occurs from the electrode tip to the slag, causing an imbalance in the rate of heating in the furnace burden.

(Visitor) An account is given of an investigation of the use of a continuous particle-size monitor - the PSM-IOO. The monitor system, in addition to showing marked variations in grinding fineness over short periods of time, particularly after stopping and re-starting the feed to the mill, has indicated weaknesses in accepted mill operating practice. The main potential of the system is the opportunity it has provided for almost complete automation of the milling circuit.

Theoretical substantiation of leaching of clustered ultra-fine gold by the electro-photo activated cyanide and chloride solutions is given in the paper; and processes of activation of leach solution by electrolysis and photo-activation are described. Comparative experiments on electro-photo activated leaching of ultra-fine gold from refractory ores by cyanide and chloride solutions were carried out. The material for research is primary ore of the Pogromnoe deposit (Russian Federation, Trans-Baikal Territory). The ore is characterised by the minimum sulfide minerals and the organic carbon content. Gold in ores of this deposit is presented as mainly ultra-fine. Gold inclusions in quartz and silica-alumina minerals (metasomatic minerals) are ultra-fine. Sulfide minerals (2.5-3%) are presented in ore generally by pyrrhotine (gold content does not exceed 10 g/t). Standard cyanide technology provides 49.5% gold recovery. Photo-electro activated air saturated NaCN provides 69.9% gold recovery. Laboratory research of chloride-hypochlorite column leaching demonstrated that the electro-photo activated method provided 78.9 % gold recovery to pregnant leach solution. Chloride-hypochlorite photo-electro activated solution can provide higher level of gold recovery with shorter process duration (10 days) in comparison with cyanide (40 days). The final decision regarding the choice of leach solution has to be done on the basis of technical and economic calculations. Physical testing of rock support for rockbursting conditions has been carried out for over 40 years. A review of this testing shows that it has been mostly component based, rather than actually testing support systems. Further, it is concluded that none of the testing is truly representative of rockburst loading in a similitude sense. Similitude conditions are not achievable, mainly because the real conditions in a rockburst event, such as seismic source location and magnitude, wave frequencies, amplitudes, and interactions, are not all known. Because such information is not available, and because the results of all testing carried out to date have not been able to define, for support design purposes, the capacity of support systems, ongoing physical testing of rockburst support systems is essential. It is essential that the test should simulate, or actually take place in, a supported rock excavation. A rock support system is a combination of individual support components that work together to retain and contain the rock. In doing this, the components are subjected to loading by the rock and to interactive loading between one component and another. It is necessary to prove the capacity of such rockburst support systems by subjecting them to severe loading, as in direct blasting. The direct blasting approach, pioneered more than 40 years ago, probably still provides the greatest validity as a significant test of rockburst support capabilities, even though it does not simulate a rockburst. Direct blast testing of rockburst support systems in a surface environment, such as in a quarry or on exposed rock cutting surfaces, could represent a practical development of the approach, facilitating the execution and monitoring of tests.

A simplified economic model is derived for the financial return from a new gold mining project. The model is used to analyze the effects of changes in the mining rate, capital costs, working costs, value of the reef and the stoping width. The most effective avenues for improving the return from a new project are indicated. It is shown that those technological innovations which would improve the return significantly, and therefore make it possible to open more mines, are the use of smaller mines, means for improving the mining rate to capital costs ratio for smaller mines, planning and control of mines by computer simulation, an improved mine valuation procedure and means for mining at a decreased stope tramming width.

Selecting ground motion prediction models (GMPM) is crucial in assessing seismic hazard levels in a specific region. This study investigates the influence of ground motion model (GMM) selection on seismic hazard assessment in Johannesburg, South Africa. Most seismic events affecting Johannesburg are related to mining activities and water ingress into the underground mine voids. The most seismically active regions in South Africa include areas around Klerksdorp, Welkom, and Carletonville. These regions experience a significant number of earthquakes, with mining activities being a major factor contributing to seismic events. Ten ground motion prediction equations were selected from regions of similar tectonics setting and were assessed to see if they correspond to the available local data. Six of these were also compared to the ground motions produced by the earthquake of 14 August 2014, which occurred in the Orkney area, one of the mining areas in South Africa. Sensitivity analyses were also carried out to assess the influence of ground motion prediction equations (GMPE) on the seismic hazard of Johannesburg. The results indicate that the choice of GMPM significantly affects the estimation of seismic hazard levels in Johannesburg. Different GMM can lead to varying ground shaking intensity predictions, impacting risk assessments and engineering design considerations. The findings highlight the importance of carefully selecting appropriate GMM tailored to Johannesburg’s specific geological and tectonic characteristics. Understanding how different models perform in this region is essential for accurate seismic risk mitigation strategies.

Strydom, M.Sc., Ph.D. Alloys in the composition range of chromium, 20 to 50 per cent, iron, 10 to 30 per cent, and silicon, 25 to 55 per cent, were subjected to both differential thermal analysis and the classical quench method so that the liquidus temperatures of ferrochromium-silicide alloys could be determined. The results are presented as liquidus curves on pseudo-binary sections at various ratios of chromium to iron and as liquidus isotherms in the ternary section.

Effective thermal conductivities of packed beds of chromite ores by M. L. YOUNG, B.Se. (Rand), M.Sc. (Rand) (Visitor) and J. B. SEE, B.Sc. (Hons), Ph.D. (New South Wales), M.I.M., M.I.M.M. (Member) The effective thermal conductivities in stagnant air of packed beds of fines, lumps, and indurated and pre-reduced pellets of two chromite ores with different chromium-to-iron ratios were determined in the temperature range 300 to I 100°C by the heat-sink technique. Packed beds of fines, whether of the size fraction between 20 and 65 mesh, between 65 and 100 mesh, or between 100 and 150 mesh, were found to have the same values of effective thermal conductivity. For one ore, the effective thermal conductivities of packed beds of fines between 20 and 48 mesh at tem peratures above 600"C were higher than those for finer particles. This difference is explained as being due to the increase in importance of radiation heat transfer, but no definite conclusions are reached about the relative contributions of conduction and radiation heat transfer to the effective thermal conductivities of packed beds of fines between 20 and 48 mesh. Two published models were used for the theoretical prediction of values for thermal conductivities of the indurated and pre-reduced pellets as well as of lump ore. The experimental and theoretical results were in good agreement in view of the uncertainties in the assumed values of emissivity and thermal conductivity of the chromite ore.

(Visitor) Twenty-one heat acclimatized subjects were assessed for the degree of acclimatization attained with respect to heart rate, rectal temperature, and sweat rate during a standard four-hour heat-stress test. Thereafter, they were put on light duties in cool environm ents for four weeks, except for four hours of exposure to heat every seventh day. Their state of heat acclimatization was again assessed two days after the final week's exposure. Although heart rates and body temperatures showed significant increases over the initial values, no differences were observed in sweat rates and, in general, the subjects were rated as still adequately acclimatized to heat.

"South African mining operations depend on the skilled professionals produced through the tertiary education sector. In geoscience courses at the University of the Witwatersrand, which lead into the mining sector, there has been a significant increase in student intake over the past 15 years. This increase has been characterized by a radical shift in demography: in classes where white male students once formed the majority, black female students are now in the majority. This demographic shift appears closely linked to policies addressing issues of social justice and transformation in post-apartheid South Africa. We document this change and consider the role played by employment equity legislation (as in the Mining Charter) and corporate social investment strategies in the mining industry, notably through bursaries offered to black female students. We also look at the changing needs of the industry, where the critical need for managerial skills, not just technical knowledge, is highlighted through data from surveys of past students and industry managers. Our findings indicate the need for a curriculum adjustment to meet these changing requirements, as well as more rigorous selection criteria for bursars than simply gender, race, and appropriate matric results. IntroductionThe South African economy has historically been linked to mining and the exploitation of mineral resources. South African mining operations are dependent on the professional labour that is produced through the tertiary education sector, with critical thinking, teamwork, and the art of negotiation having been identified as the crucial skills required for this industry (Sideropoulos, 2014). Over the past three decades the South African system of education has gone through a period of dysfunction that it is struggling to rectify (Maphai, 2014). This has impacted on the levels of academic preparedness of students applying for places in higher education. Concurrently, government and university policies have widened access to higher education in response to the need to address issues of social injustice and transformation related to South Africa’s history of apartheid. As a result, the number of students admitted to universities has increased dramatically. In the School of Geosciences at the University of the Witwatersrand (Wits), the increase in student numbers has been accompanied by a significant change in demographics: classrooms which in the past were dominated by white males have given way to classrooms in which black females are often in the majority. This demographic shift is related to legislation such as the Mineral and Petroleum Resources Development Act and the Broadbased Socio-Economic Empowerment Charter, developed to reshape the socio-economic and equity frameworks of the country (Botha and Cronje, 2015). Requirements aimed at transformation in terms of management, skills development, and employment equity, together with corporate social investment (CSI) requirements, have resulted in bursaries being made available to attract students from designated groups, which in turn has increased the number of black students, and notably black female students, taking courses in geosciences. However, due to the economic downturn, instability in the mining industry has recently resulted in the downsizing of some mines, with international investors pulling out of South Africa. This instability resulted in devastating strikes across all sectors of the mining industry (Stewart, 2013) and in Marikana, an important platinum mining area, the strike culminated in a deadly shoot-out between miners and police. The resulting tensions spilled over into the gold mining sector, resulting in further strike action, shaft closures, and retrenchments. These challenges have implications not only for the mining industry in South Africa, but for the tertiary education providers whose graduates would have been absorbed into the mine-related workforce."

Sustained growth in demand for platinum group metals has resulted in an unfettered increase in new projects undertaken by the platinum producers. These projects are outsourced to various degrees. The argument of this paper is that both the client?s project manager and the consultant?s project manager are essential elements in the successful execution of a project. Their roles are not only different but also complementary, and are defined in the paper. Data gained from considerable experience in the South African corporate mining environment underpins the opinions expressed in the paper. Furthermore, an extensive literary search was undertaken to determine trends in related industries outside the South African context. Throughout the argument it is emphasized that project philosophy emanates from a systems view and must be treated as an overarching whole. The elements of project management become meaningless unless they are connected to one another and integrated into a cohesive unit. Advancing the knowledge field of project management is of critical importance to mining investors. There is no doubt that a key determinant of the sustainability of mining business is closely related to the efficiency of all-inclusive project management. From pre-investment and feasibility studies, implementation and execution, to ramping-up to full production, scientific project management has a critical role to play. Guidelines for the pursuance of this ideal are proposed. The introduction contextualizes the subject matter in an overview of the evolution of mine management in South Africa and abroad. Then, brief insight is given into the philosophy of project management. This exposition is confined to the predispositions, presuppositions and defining characteristics of project management. The core of the paper looks at the roles of the client?s project manager in relation to the consultant?s project manager. This section is underpinned by practical experience gained by the author on numerous mining projects. A view is taken of the future of project management in the mining industry. The conclusion summarizes the argument and aligns project management trends in the mining industry.

It is an interesting commentary on the affairs of the Institute that your President should refer to a speech made by a founder member 25 years ago on the occasion of your 50th Anniversary and then say there is no need to repeat what was given there, but that he would confine his remarks to bringing the Institute's history up to date. To me this suggests a remarkable continuity of thought and ideals-a welcome island of stability in an ever-changing world. One can somehow picture another future President, perhaps one of the younger and tougher members here today, doing the same thing in 25 years when you celebrate your centenary-and again someone doing the same in the year 2094 when your Institute is 200 years old! I hope they will recognise their debt to the early pioneers of the Institute gathered here today. In any event, this review of the fine achievements of the past 75 years is certain of an honoured place in the annals of the society. Here is a record of the onward march of technology in South Africa and a tribute to a long line of mining engineers, of chemists, metallurgists and geologists who made a greater contribution to the well-being and the prosperity of South Africans than South Africans generally are aware. Your Institute started off as a 'gold and cyanide club', peopled largely by chemists and metallurgists who made a signal contribution to the industry from the earliest times. Despite the addition to their ranks of ever-growing numbers of mining engineers, the metallurgist members have continued to make notable contributions. One recalls, for example, the manner in which they rose to the occasion to resolve the problems associated with the establishment of the uranium industry in this country. The creation of a major industry based on the existence of low grade uranium ores in the conglomerate reefs of our low grade goldfields is a classic example of the manner in which a new large industry can be rapidly created through the combined endeavours of all concerned. I noted with pleasure your remark, Mr President, that members of the Institute would like to keep up to date with recent progress in nuclear fuel matters and that members should be given the opportunity to study developments in their journal. I am sure that the National Institute of Metallurgy which conducts fuel research on behalf of the Atomic Energy Board and of the Uranium industry, and NUFCOR, which co-ordinates the uranium research programme, would be glad to co-operate if invited by the Institute to make periodical contributions to its journal. You have referred to the building up of our research organization and its dynamic approach to mining problems. I understand that the expenditure of the mineral industries on research exceeds one-third of the entire research expenditure of the private sector. South Africa is in the forefront of mining development and the focus of world attention is on the achievements of our scientists and mining engineers. We can look forward to continued advances in mining technology based on their vision and expertise. I share your disappointment, Mr President, that the Base Metals Division has ceased to exist; and that there is a resultant dearth of papers offered to the Institute on these important sections of mining and metallurgy. We are seeing some remarkable developments in the mining and beneficiation of base minerals, and it is in this area that I see the greatest potential for future expansion.
