Introduction The Cost program was developed to provide the planning engineer with a tool to evaluate the cost implications of the technical mine design decisions. Direct costing methods are employed, where feasible, to provide greater detail and accuracy in the primary cost centers. Options have been provided in the cost computation, economic analysis, and output data subsystems to increase the flexibility of the system. Computer Program The program is written in Fortran IV for use in the IBM System 360/370 computers. i. Main - The main routine reads and stores input data from three sources, user input, Cost Data Library, and data transfer from the Master Design Simulator. Data is trans¬ferred to the appropriate subroutines, as they are called, by means of labeled common blocks. ii. Subroutine CSTCOM - is a data modification routine which computes the peripheral charges related to labor and supervisory costs. iii. Subroutine MANPWR - interrogates section data to determine the total labor and supervisory costs for each cost center. iv. Subroutine CAPCST - computes the total capital investment for each cost center, including the economic life and salvage value of each element. "INTRODUCTION This report is another of the series on the effect of drouth and low water on the pollution of streams by coalmine drainage. A previous report3 dealt with work on Bennett Branch of Sinnanahoning Creek, Pa. This report deals with the results obtained during a similar study of Black Lick Creek, Two Lick Creek, and Yellow Creek. All of these belong to the same drainage system. Two Lick Creek is a tributary to Black Lick Creek, and in turn Yellow Creek is a tributary to Two Lick Creek, as shown in Figure 1.Black Lick Creek was of such a volume that a seasonal investigation was not entirely feasible. Yellow Creek was found to have mines only near the mouth, except a few of status unknown to the writer at the extreme head-waters, and the stream was also more or less inaccessible for regular and frequent sampling. As part of its mission to reduce pollution associated with mineral production, the Bureau of Mines is developing a dewatering technique for phosphatic clay waste that uses a flocculant, polyethylene oxide (PEO). This flocculant forms strong, stable flocs, which can be partially dewatered on a static screen and dewatered further on a rotary screen. Using this technique, a field test unit (FTU) was operated at a nominal 100 gal/min. Consolidated phosphatic clay material containing 20 percent solids was produced when feed slurries of 3 percent solids were treated with 0.69 pound of PEO per ton of feed solids. Pit and column tests indicated that the PEO-treated material continued to dewater; compacted products containing 40 percent solids were obtained after 45 days.

FOLLOWING the rapid recovery of previous years, the U.S. economy continued the upward trend and moved forward moderately and sporadically during the first half of 1962. There was a slow-down in the recovery rate, which was especially notable in the third quarter. The economy recovered in the fourth quarter, and by the end of 1962 the gross national product amounted to $555 billion, a new high, 7 percent above that of 1961. Production, employment, personal income, and corporate profits all achieved new peaks, but unemployment continued high and the prospects for improvement remained poor. The economy again failed to us~ its full potential; 1962 was a good year, but not good enough. During 1962, all industrial production climbed from the low in January to a high in late summer which lasted through the fall, and declined slightly at yearend. Mining production followed this pattern closely and most sectors were approaching record highs. Most minerals gained in value and volume of production. The steel-associated minerals group was the only exception, and it sustained a small net loss. The nonfuel minerals industry opened the year at a high level, maintained this high level until late summer, with the peak in May, and drifted downward toward the end of the year. The gains recorded by nonferrous metal mining partly offset the loss of ferrous metal mining, resulting in a small gain for metal mining as a whole. The mining industry utilizes a vast store of knowledge, wisdom, and engineering talent in designing mining systems. However, the complexity of the required systems and the presence of numerous variables frequently necessitates raking important decisions without having adequate accurately detailed information. That many of the decisions made in the past were nearly correct, in the long run, is substantiated by the number of successful mining enterprises that exist in the world today. Subsequent to 1940, the disciplines of operations research and systems engineering were developed. The disciplines have produced methods of providing better information to persons responsible for making decisions.

A study was conducted by the Bureau of Mines to determine problems associated with the use of ferrous fractions from urban refuse as melting stock for steelmaking and to evaluate the resulting steel products. The study involved 50-pound ingots from laboratory melts and 50-pound ingots from 1-ton electric-arc-furnace melts. The 50 pound ingots from the laboratory melts and the arc-furnace melts were hot rolled to provide material for mechanical and corrosion testing. Results obtained in the study include the following: Most steels rolled successfully and exhibited acceptable surface and edge condition. Tensile strengths of the plain carbon steels were not significantly affected by copper up to concentrations of 0.65 pct and were not affected by tin content up to 0.16 pct. Yield strength increased with increasing copper and tin contents, and impact strength decreased with increasing tin content. Hardness increased slightly with increasing copper content. In general, properties of the steel produced were not measurably affected by charge composition (that is, melting stock), melting practice, or method of scrap preparation.

Part Two of this report is based upon six working memoranda prepared during the first half of 1972 at an early stage in our work for the Bureau of Mines. This work presents preliminary performance estimates of baseband voice and narrowband through-the-earth electromagnetic communications systems of principal interest to the Bureau for operational/ emergency mine communications applications. The calculations were prepared to obtain early indications of the feasibility and governing parameters of such communications systems. They are based on limited, but pertinent, coal mine electromagnetic noise data acquired to-date by Bureau of Mines contractors; on theoretical signal-attenuation characteristics for two transmitter antenna types of present interest to the Bureau and on semi-empirical models which describe the intelligibility of voice communications as a function of the frequency variations of the signal-to-noise ratio across the voiceband. This work examines the cases of baseband voice and narrowband communications for uplink and downlink transmissions, for frequencies up to 3kHz. Downlink transmissions are via a horizontal wire antenna, and uplink transmissions via a vertical-axis loop antenna, for typical mine depths of 300, 600, and 1000 feet. Representative coal-mine overburden conductivities of 10-2 mhos/meter (moderate and common) and 10-1 mhos/ meter (high) were used; the former figure for both voice and narrowband calculations and the latter for narrowband calculations only. Examples of high, moderate, and low, surface and subsurface, harmonic and broadband-impulsive noise conditions were taken from NBS and Westinghouse (WGL) mine noise data, together with examples of high- and low-levels of ELF atmospheric noise taken from M.I.T. Lincoln Laboratory data. The effects of simple voice spectrum shaping techniques on the intelligibility of through-the-earth voice communications are examined, and indexes of intelligibility more broadly based than signal-to-noise ratio are discussed. Finally, a means of overcoming the affects of 60 Hz noise and its harmonics which are the largest contributors to typical audio frequency in-mine noise, is suggested. These feasibility calculations are not intended to serve as definitive and complete treatments, but as a starting point: to establish first-order estimates of the magnitude and variability of transmitter power requirements under different noise, overburden conductivity, and mine depth conditions; to identify relationships, conditions, or frequencies that are likely to limit or enhance system performance; to reveal items requiring further investigation and data still required; and to suggest practical methods for optimizing system performance. These objectives were met by the calculations. Simple experiments to support these calculations can and should be carried out; together with more detailed investigations of specific modulation, coding, noise-suppression, voice-compression and signal-conditioning techniques, aimed at producing through-the-earth operational/emergency mine-communication systems that are not only effective, but practical and economically sound.

This report deals with the combined friction and suspension effects in the reinforcement of horizontally bedded mine roof by bolting. Other reports have treated these two effects separately. Friction effect refers to the reduction of bending in a laminated roof due to the clamping action of tensioned bolts. If the beds tend to have unequal deflections, the bolts oppose this tendency, thus creating a suspension effect, which consists of a transfer of part of the weight of weaker or thinner beds to the flexurally more rigid beds within the bolted unit. The combined effects of friction and suspension on the bending of the beds, whether an increase or a decrease, are difficult to generalize because they depend on the bedding sequence and the bolt pre-tension. Some analysis of the bedding sequence usually is required to determine the critical bed within a set of bolted beds. However, if the suspension effect is substantial and if the bolts are pre-tensioned, then the greatest bending stress is likely to occur in the thickest bed. Findings are based partly on theory and partly on tests of mine-roof models in a centrifuge, which were found to verify the theory. Mathematical formulas are obtained for the change in maximum roof bending stress and for the change of roof deflection due to the combined friction and suspension effects. The maximum bending stress is needed for designing a roof-bolting system and the deflection for evaluating its effectiveness.

This paper, describing the mining methods and practice at No. 2 mine of the American Zino Co. of Tennessee at Mascot, Tenn., is one of a series of papers issued by the Bureau of Mines presenting the mining methods and costs in various districts throughout the United States. Its purpose is to summarize methods recently put into practice whereby increased efficiency has been effected. These improvements have to do principally with mill-hole mining, slushing, contract labor, and bonuses. In general, this paper supplements earlier articles and brings them up to date. Three types of communication systems have become popular in solving communication requirements underground: Loud-speaking pager phones, carrier current phones, and magneto ringing phones. Basically, all three are simply single-channel party line systems. Although these systems are quite reliable, the single channel creates a variety of problems. For example- 1. Since no call is confidential, messages are sometimes purposely made vague, especially if accidents or safety topics are being discussed. 2. A potential user must literally "wait in line" until the channel becomes clear for his use; thus, when foremen have to wait to call in reports or supply requests, this single chan-nel creates a serious productivity bottleneck. 3. In many large mines, there are independent branch lines that must be tied together by a dispatcher, adding further delays to the system. To solve these problems, some mines have installed other phone systems-mostly commercial dial phones in industrial enclosures that offer extra channel capacity and private line features. Others have installed a system that combines both dial- and page-phone features in a single unit. Although these do represent improvements, they do not truly solve the overall problems that face modern mines. Besides extra channels, a communication system should have the following features to enhance productivity and safety: 1. A means of paging a roving miner to alert him that he is wanted on the phone. 2. Wireless-to-wired system interconnects by which a miner can talk on the wired phone system by using a remote portable radio. 3. Remote monitors that alert personnel when there is a toxic or explosive gas buildup. 4. Control interfaces that allow remote control of fans, pumps, or other devices. 5. Transmitters and receivers that can serve as emergency links. 6. Loopback that allows an alternate path of communications if the main path is cut. This chapter focuses on equipment and methods to meet the special communication needs of individuals in various places of the underground mine. The communication requirements can be broken down into four categories: 1. The mine entrance (shaft communication). 2. Permanent and semipermanent locations (shop areas, lunchroom, crusher stations, etc.). 3. Mining areas (the room-and-pillar sections, longwall faces, block caving areas, etc.). 4. Haulageways (tracked trolley haulage, diesel, belt haulage). Methods of implementing systems to meet the communication needs of these areas are described in sections 3.2 through 3.5. Section 3.6 discusses methods of satisfying special communication requirements that exist. Major topics in this category include communications with roving personnel, the isolated miner, and motorman-to-snapper communications. The Bureau of Mines conducted laboratory tests to determine the effects on the physical properties of coarse coal waste of adding large amounts of fine coal waste. Maximum laboratory dry density, optimum moisture content, shear strength, and permeability tests were conducted on samples that contained 18 to 60 pct minus No.4 (U.S. Standard sieve size) coal waste. For the nonslaky materials, maximum laboratory densities were highest and permeabilities lowest when the samples contained between 30 and 40 pct minus No.4. Shear strength increased rapidly when the proportion of minus No. 4 was increased from 20 to 40 pct, but then increased only slightly or leveled off when the minus No. 4 was increased to 60 pct. Optimum moisture content and permeability were the physical properties most affected by the addition of fines. Optimum moisture content increased as much as 3 pct, and permeabilities decreased up to three orders of magnitude. Slaky coal waste material had physical property reactions to the addition of fines substantially different from those of nonslaky material.

The Federal Bureau of Mines developed a rolling method that improves creep resistance and yield strengths of lead alloys containing up to 5 wt-pct Sb. The 0.69-inch-thick slab-cast alloys were breakdown-rolled to 0.226 inch and finish-rolled to 0.063 inch at 5-or 20-pct reduction per pass. Rolling was at room temperature to simulate conventional cold rolling, and at 75°, 125°, and 175° C. Two alternative methods evaluated consisted of (1) a single cold final pass followed by annealing and (2) a single hot final pass. Two additional processing methods involving percipitation strengthening were included for comparison. Compared with conventional cold rolling, hot rolling at 125° and 175° C with multiple light passes vastly improves creep resistance and raises yield strengths. Tensile strengths are less affected. The other treatments also improve creep resistance significantly and generally improve tensile properties; magnitudes vary with treatment and composition.

This investigation was a part of the Bureau of Mines program for the production of critical and essential materials needed for the war. The Boykin Committee for investigating the steel shortage aided in obtaining an appropriation to be expended by the Bureau of Mines in studying the utilization of North Dakota lignite in the manufacture of hydrogen that could be used in the production of sponge iron from the low-grade iron ores of Minnesota. This investigation was conducted by the Bureau of Mines to determine the workability of the proposed shaft-furnace process and its possible use in connection with an experimental plant for the gasification of lignite operated by the Coal Division of the Bureau of Mines at Grand Forks, N. Dak.

To determine the torque-load relationship for SIB-inch (nominal)-diameter roof bolts, the Bureau of Mines tested 5 makes of expansion shells and 2 types of bolts (regular and high-strength) in 2 sandstone and 2 shale mine roofs. Unused flat-steel bearing plates in as-received condition were used in these tests. The relationship between torque and load was found to be approximately 50 pounds of load per foot-pound of torque for both the regular and high-strength bolts. This relationship is valid up to 130 foot-pounds for the regular bolts and up to 175 foot-pounds for the high-strength bolts. A torque of 130 foot-pounds on a regular bolt will produce a load of 6,150 ± 1,910 pounds 90 percent of the time, and a torque of 175 foot-pounds on a high-strength bolt will produce 8,050 ± 2,750 pounds 90 percent of the time. Above these values, the torque-load relationship tends to be erratic due to binding between the bolt and plug threads. Binding causes excessive torque to be expended in producing torsion in the bolt rather than tension. This torsion adversely affects the yield load of the bolt. Therefore, the installed torques should not exceed the 130-and l75-foot-pound values. A statistical analysis of the data showed that the torque-load relationship was not significantly affected by the type of bolt or expansion shell unit but might have been affected by the type of rock.

The Bureau of Mines, U.S. Department of the Interior, conducted small-scale field tests on acidic copper tailings as part of its effort to develop, improve, and demonstrate technology for stabilizing mining and mineral-processing wastes. Two successful demonstration revegetation plots were established on an abandoned copper-tailings pond located on public land adjacent to Holden Village, Wash. The tailings were neutralized with treatments of either dolomitic lime or limerock and fertilized with processed sewage sludge and/or commercial fertilizer. Excellent plant growths covering 70 and 24 percent of the surface were achieved on 1/8-and 1-1/2-acre test plots planted in 1973 and 1974, respectively. Regar brame, Tegmar intermediate wheatgrass, and tall wheatgrass provided the best plant growth and surface coverage. The target pH of tailings neutralization was 6.8; however, good plant growth occurred in areas where the soil pH ranged from 2.9 to 5.8.

This paper describing the mining practices at the Engels mine is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The Engels Copper Mining Co. operates two mines about 3 miles apart in Plumas County. Calif. Both mines send ore to the same mill, and the methods of the larger, or Engels mine, are described in this paper. Between 800 and 1,000 tons of 1-3/4 to 2-1/2 per cent copper ore are mined daily from this mine by a shrinkage method. Connection is made with the Western Pacific Railroad at Paxton by the Indian Valley Railroad, which is 22 miles long and operates a daily mixed train to the mine.

"This study by the Federal Bureau of Mines was confined to pillaring with continuous mining machines and to mines where total extraction is practiced. Many different conditions and practices in as many coalbeds as possible in Pennsylvania were observed.Pillar extraction or pillaring can be the most productive part of coal mining if done properly; but it also can be the most dangerous if done improperly.Because of the need for more careful planning before and caution during pillaring, many mining companies resort to the undesirable practice of stumping or hogging of pillars with subsequent unnecessary waste of valuable natural resources. Pillaring can be done at reasonable cost and safely, as proven at many mines where complete extraction is practiced and enviable cost and accident records are maintained.Although continuous mining machines are bulky and sometimes difficult to maneuver, they have been used with great success in pillaring. Occasionally, however, a machine is caught, or men are injured by a fall during pillar recovery. This Bureau survey was conducted to ascertain how safe and successful pillaring (especially the removal of final stumps in lifts or the final stump of a pillar), is accomplished in some mines, while others have considerable difficulty under similar conditions.The Bureau hopes the information to be presented in this publication will prove beneficial to those who wish to recover more pillar coal and to improve their accident record during such procedures."

Sound experimental ingots of zinc alloys for use as rolling slabs were cast with a specially constructed, semicontinuous casting machine. Nominal alloy compositions of Zn-1.0 percent Cu, Zn-0.12 and 0.36 percent Ti, and Zn-1.0 percent Cu-0.03 to 0.36 percent Ti were cast. This Bureau of Mines study was conducted to evaluate the suitability of the casting procedure for providing stock for rolling into sheet. Microscopic examination of ingot sections revealed structures in which grain size varied from the outer to center ingot zones. Columnar grains present in the center zone of the Zn-1.0 percent Cu ingot were absent in the titanium-containing ingots. The ingots with titanium displayed a finer grain size and eutectic structure in the center ingot zone than in the outer zone; the transition in grain size between the two zones was quite abrupt in some ingots. The overall grain size of the titanium-containing ingots was finer than that of alloys cast by more conventional methods. Chemical analysis revealed that compositional segregation is not a significant factor in the formation of the ingot structure. Microstructural studies of small ingots of similar alloys solidified at slow, fast, and intermediate rates confirmed that the ingot structure in the semicontinuous-cast ingots is related to cooling rate, which is, in turn, related to the particular casting machine design and the influx of cooling water on the withdrawing ingots. Microstructures of thin sheet hot-rolled from slabs of the semicontinuous-cast ingots demonstrated that the ingot structure does not preclude the rolling of sheet having a uniform microstructure. Results of hardness surveys of the semicontinuous-cast ingots demonstrated that copper and titanium exert essentially additive hardening effects in these cast alloys.

The Bureau of Mines has successfully tested a method to simulate methane (CH~) flows from face areas through the returns of noncoal mines. This technique' involves releasing a small quantity of tracer gas at a working area and sampling for that gas downstream in the re- turn airways. By measuring the dilution of the tracer gas, the dilution of any volume of CH4 released at the face can be calculated. This information is useful in selecting locations for CH4 monitors and in deciding the necessity for permissible equipment in the returns.
