This publication is intended as a guide for persons responsible for obtaining classifications and approvals Tor explosive compounds, mixtures, or devices from the U.S. Department of Transportation (DOT). It deals with the procedures for obtaining a recommendation for classification of an explosive compound, mixture, or device through the Bureau of Mines. Completion of the procedures detailed in this guide is necessary to obtain a final classification of an explosive compound, mixture, or device and assignment of an "EX" number by DOT, which will allow the producer to offer the explosive for shipment within the United States. This guide also gives procedures for obtaining United Nations (U.N.) classification for shipping outside the United States.

The underground mining industry is presently using the fluid network analyzer and digital computer to analyze ventilation systems. The availability of the digital computer and ventilation programs to mining companies has escalated its use, permitting the design and modification of new or existing mine ventilation systems to be projected completely and thoroughly with consistent precision. Because the analog computer has been analyzing ventilation systems accurately for many years, a comparison of the analog and digital methods was warranted. This report summarizes a detailed comparison for one mine, based on parallel analyses by the two computer systems.

The U.S. Bureau of Mines developed and tested a teleoperating system to control a new highwall mining system. A remote operator was provided out-of-sight sensory information and control of coal extraction and haulage equipment. Surface and production testing proved that the teleoperating system supplied the operator with sufficient sensory information to operate the mining system. Details on the teleoperating system provided in this report include (1) sensor selection, (2) a description of the electronic control system, (3) equipment selection and modifications, (4) the positive test results, and (5) recommendations for system improvements.

The Bureau of Milts studied repetitive batch electrowinning of molybdenum from molybdic oxide ) to determine the effects upon the electrolyte life, purity of metal product , and overall cell performance. The electrolyte consisted of 54.0 weight-percent sodium tetraborate (Na2B407), 23.6 weight-percent sodium chloride (NaC1), 14.9 weight-percent sodium fluoride (NaF), and 7.5 weight-percent Mo03. The feed materials were pure and technical-grade Mo03. Electrolysis was conducted at l,000° C in a graphite cell in an atmosphere of air and carbon oxides. Electrolyte degradation did not occur during repetitive winning of molybdenum from pure Mo03 in an 8-day (5,400-ampere-hour) period of operation. Electrowon metal contained <0.1 percent total impurities. The electrode configuration is a key factor in the direct conversion of technical-grade Mo03 to metal by repetitive cyclic electrolysis. The best configuration found was a cathodic crucible and a central anode. Metal purity of 99.8 percent and a current efficiency of 91 percent were maintained until the combined impurity buildup the electrolyte reached 4.7 percent silicon, l.0 percent aluminum, and 0.6 percent iron. One pound of molybdenum was produced per 1.5 pounds of solvent salts employed. About 25 percent of the initial NaCl and NaF contents of the electrolyte were lost owing to volatilization and crucible penetration.

At that time it was thought that a pressure of 20,000 pounds per square inch would be necessary to break the seal. It was impossible to obtain a compressor that would develop this pressure therefore, the 'patentees developed and applied the Cardox method, which utilizes liquid carbon dioxide as the blasting medium."

"Field inspections and data relative to the use of rubber—sheathed trailing cables in mines show that much cable is ruined or its probable life shortened by being overheated in service.The length of cable required to make connection from a source of supply to a machine at the face workings may be 100 to 500 feet. As a rule, the cable is carried on a reel and unreeled as required; and thus in most cases some of the cable is not removed from the reel. The overheating generally occurs in that part of the cable which is left on the reel.Factors that determine the heating of trailing cables are:1. The size of the conductors in the cable.2. The maximum energy to be supplied through the cable, based upon the horsepower of the motor and the degree to which the motor is loaded.3. The voltage of the supply and the variation of the voltage at the receiving4. The time length of current flow and whether continuous or intermittent.5. The kind of current (direct or alternating).6. The Bureau of Mines performed laboratory research into the effects of a barium-based fuel additive (the "postflame" type) on diesel particulate matter (DPM) emissions. The 5.6-L, six-cylinder test engine is typical of types certifiable for use in underground mines. Test parameters consisted of additive concentration and engine loads, speed, and air intake restriction. DPM emissions, including condensed volatiles, were measured gravimetrically. Also measured were gaseous emissions including carbon monoxide, nitrogen oxides, and hydrocarbons. The fuel additive was effective, reducing DPM up to 75 pct, when used at a concentration of 0.09 wt pct (one-fourth of the concentration recommended by the manufacturer). The additive was most effective at the highest fuel-air ratios, reducing DPM from 400 mg/m3 for untreated fuel to 120 mg/m3. At light loads, 25 pct of full rated, no DPM reductions were measured. Based on these results, the additive is recommended for use in diesel fuel, at a concentration of 0.09 wt pct, to power underground mining equipment as long as certain conditions are met: that a beneficial DPM reduction is verified, that the minimum required quantity of additive is used, and that potential adverse effects such as increased nitrogen oxides are checked.

The Bureau of Mines performed experiments to determine concentrations of toxic gases and liquids, and smoke-particle diameters and diameter-concentrations evolved during degradation of PVC-derived brattice with and without nylon-woven fabrics, fiberglass, cotton, and jute brattices, and other mine materials. The samples were exposed in a 20-L chamber at temperatures of 1500 to 4500 C, with a chamber airflow of 10 L/min; 27.3 cm3/s of which was directed into a submicrometer-particle detector-analyzer. During the degradation of PVC-derived brattice, large concentrations of hydrogen chloride (TLV, 5 ppm; STEL, 100 ppm) evolved at a temperature as low as 2000 C. The minimum toxic load of 3.1 mg or 40 ppm in 50 L of dilution air, with O.l~g weight loss, may be reached at a mine face with 314,000 L of dilution air, at the 5th min, during which less than 1 kg of brattice undergoes combustion. Fiberglass, cotton, and jute brattices, pine wood dust, and coal dust showed small concentrations of carbon monoxide evolving during early stages of combustion. Hydrogen cyanide gas evolved from the PVC-derived, nylon-reinforced brattice; at a later stage of combustion, large concentrations pf carbon monoxide and dense smoke evolved from all PVC-derived brattices. Experiments to characterize smoke particles showed that marked differences exist in particle diameter-concentrations among the materials.

The Munsch National First-Aid Instructors Association had its inception during the teaching of a Federal Bureau of Mines first-aid instructors&apos; class at McPherson, Kans., under a cooperative plan of first-aid training. Upon completion of- the course on July 1, 1938 members of the class organized the charter chapter of the association under the name of McPherson (Kans.) District Charter Chapter No. 1. On July 1, 1941, 3 years after the founding of the association, there were 15 chapters in the national council -7 in Kansas, 3 in Oklahoma, 2 in Texas, 2 in New Mexico, and 1 in Arkansas. Although the pioneer work of the association was done in the petroleum industry, the plan will be of even greater benefit to a district in which there are various types of plants, mince, and operations of the mineral and allied industries. "INTRODUCTION One of the major activities of the Bureau of Mines is the promotion of safety in mining and the mineral industries. Research is undertaken in connection with these problems to determine the explosion and ignition hazards of combustible gases, liquids, and solids and to investigate means of reducing them.Occasionally the Bureau is asked to determine inflammability or ignition temperatures to enhance safety in nonrnineral industries. From time to time it has complied with such requests when no other agency was available to do the work and the investigation could be conducted with a minimum of time and expense. The present investigation is one of this class.Nicotine (C10H14N2), a colorless combustible liquid having a boiling point of 246°C, is usually obtained from tobacco and its products by extraction processes. When heated to its boiling point it decomposes; the purified product is obtained from tobacco extractions by distillation at reduced pressures or is distilled in a current of inert gas.It has an unpleasant odor, a burning taste, and in the undiluted state is highly toxic. Under certain conditions it can be oxidised to nicotinic acid and in the near future may therefore become of considerable economic importance. Nicotinic acid is a component of the vitamin B complex now commonly used to fortify white flour and other foods that normally are deficient in these vitamins."

"The ordinance of March 27, 1919, contains provisions relative to the exploration for, Ind the exploitations of bauxite in the Colony of Surinam in Dutch Guiana.Permission to explore is limited to: Netherlanders; inhabitants of the Netherlands; inhabitants of Surinam; companies established in Netherlands, and companies established in Surinam.Holders of concessions for the exploitation of bauxite are limited to companies established in the Netherlands, or in Surinam, and these must reside in the Colony or must be represented the constantly.A permission or concession lapses: (a) when the holder ceases to have the required qualifications; (b) on the death of the holder where the assigns fail within one year to prove the required qualifications.Any dispute concerning the required qualifications must be decided by the Judge in the manner to be regulated by colonial ordinance.The Governor may, after consultation with the Privy-Council reserve tracts of land for the exploration and exploitation of Bauxite, either for the Government directly, or for concession under special provisions. These provisions shall be fixed by virtue of the colonial ordinances.Application for permission to explore shall be made in accordance with existing laws. Simultaneous applications, those made on the same day, must be decided by drawing lots; but an application for the concession for exploitation has preference ovor that for permission for exploration. On notice of objection to the drawing of lots, the Governor may in his discretion, declare the drawing null and void and order a re-drawing."

"INTRODUCTION Two holes were drilled on the G. S. Stiner zinc prospect, in the Lead Mine Bend area of Union County, Tenn. The holes were drilled in the vicinity of an area of gossan float and were bottomed in the Maynardville formation of the Nolichucky shale. Drilling was started January 24 and completed February 16, 1947. The total footage drilled was 421.2 feet.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, does the actual investigative Work, and prepares the final report. The Metallurgical Branch, Cliver C. The drill holes are located in the bottom land northeast of the store (fig. 1 and 2)."

To develop a business case that promotes adoption of noise controls by reducing barriers to industry acceptance and enhancing drivers that foster their implementation. Background Over 75% of the U.S. mining workforce is exposed to hazardous noise, putting them at risk of noise-induced hearing loss (NIHL). Consequently, coal miners suffer high rates of hearing impairment that increase to 70%-90% by retirement age. To address the noise problem for coal miners, researchers from the National Institute for Occupational Safety and Health (NIOSH) first determined that the continuous mining machine (CMM) ranked first among machines associated with reported coal noise overexposures. Further studies found that most CMM noise is generated by three component systems on the machine: dust collection, cutting, and conveying. Of these systems, the on-board chain conveyor was found to be a dominant noise source. Noise generated by the conveying system was addressed through the development of a urethane-coated flight bar chain. The coated chain, shown in Figure 1, has demonstrated an 8-hour time-weighted average (TWA) reduction of operator exposure by 3 dB(A). It has since been accepted by the Mine Safety and Health Administration (MSHA) as a "technologically achievable" noise control for CMM operators who are exposed to noise that exceeds the MSHA permissible exposure level. Having demonstrated the noise reduction performance of the coated chain, NIOSH has assembled information into a business case that can be used by operations considering adopting the chain at their worksite.

As part of the development of processes for producing synthetic fuels from coal, the Bureau of Mines prepared a special jet fuel in a pilot plant for evaluation by the Air Force. This jet fuel had all the required physical properties, including the important specifications of high heating value and high density. However, the finished fuel did not pass the stability test specified by the Air Force and conducted by the Southwest Research Institute in a high-temperature research coker. The cause for this instability is being investigated because pure compounds of the type identified in this fuel are known to be stable. The tar acid oil used was a 230° to 300° C. fraction of low-temperature tar obtained by carbonization of a West Virginia bituminous coal in the pilot plant of the Consolidation Coal Co. Both the desulfurization at 400° C. and saturation at 300" C. were done in the vapor phase at 2,500 p.s.i.g. After catalytic treatment and distillation the final jet fuel had a boiling range of 194° to 247° C., a net heating value of 18,420 B.t.u./lb. and a specific gravity of 0.8463 60° F./60° F. It also had u pour point below -62° C., and at 0° C. its viscosity was 4.5 cs. The oil was virtually all bicyclic, 41 pct. noncondensed and 56 pct. condensed.

In connection with investigations being conducted by the Bureau of Mines regarding pulmonary disease which is prevalent among metal miners in certain districts , a large number of rock- dust samples have been collected , and have been examined in the Bureau's laboratories . The earlier work has been described in Bureau of Mines Technical Paper 105 , " Pulmonary disease among miners in the Joplin district , Missouri , and its relation to rock dust in mines " by A. J. Lanza and Edwin Higgins , 1915 , and in Bureau of Mines Bulletin 132 , " Siliceous dust in relation to pulmonary disease among miners in the Joplin district , Missouri , " by Edwin Higgins , A.J. Lanza , F.B.Laney , and Geo . S. Rice , 1919. The methods of collecting and examining dust samples have been greatly improved during the investigation , much valuable information having been made available by similar investigations conducted by the Miners ! Phthisis Prevention Committee , Union of South Africa . The latter are described in the " General report of the Miners ' Phthisis Prevention Committee , Johannesburg, Union of South Africa , 1916 " , and " Final report of the Miners ' Phthisis Prevention Committee , Johannesburg, Union of South Africa , 1919. " The investigations by the Bureau of Mines and the South African committee show that by prolonged inhalation of air containing minute particles of sharp and insoluble rock dust , the lungs retain sufficient dust particles to cause decided injury to the lung tissue , the injured lung becoming very susceptible to the development of tuberculosis .

The National Institute for Occupational Safety and Health (NIOSH) is conducting research with the objective of preventing hearing loss in the mining industry. Longwall mining is one sector that has received considerable attention. Studies involving the monitoring of worker noise exposures, characterizing equipment sound levels and dominant noise sources, evaluating engineering noise controls, analyzing hearing protection device (HPD) effectiveness, and testing of improved sound level monitoring techniques specifically for longwall mining systems, are being conducted. The research efforts revealed that stageloader operators are the most exposed longwall workers, with the discharge end being the noisiest location along the stageloader. In addition, the studies have shown that using stationary dosimeters, coupled with observational data of the cutting cycle and worker habits, has the potential for improved monitoring of the effectiveness of engineering noise controls. To address the ineffective use of soft foam earplugs, a simplified 3-step method was developed for inserting soft foam earplugs. Results indicate a 9 dB greater attenuation after training subjects on the 3-step method. Finally, muff type HPDs are being evaluated for effects of speech intelligibility in noise. The combined results of these studies illustrates that much can and has been done to prevent noise-induced hearing loss (NIHL) in the mining industry, especially with respect to longwall mining workers. This paper presents an overview of ongoing studies, a progress report of results, and the implications for reducing worker noise exposures and preventing NIHL in longwall mining workers.

This supplement has been prepared to furnish information on amendments to the regulations that were approved by acting secretary of the Interior on June 24, 1946, while this report was in the press. Page 14, item 2, and page 20, item 4, have been amended by the addition of the following footnote: "Pending the development of a satisfactory multiple-shot permissible blasting unit, a blasting unit of Type II, Class A, covered by Federal Specification WB 411, December 31, 1941 (with or without Amendment 2, June 16, 1945), may be used until Decem- ber 31, 1947. Should a satisfactory multiple-shot permissible unit be made available prior to that date, this interim approval may be terminated." Page 14, footnote / has been amended to read as follows: "The use of charges over 1-1/2 pounds and not exceeding 3 pounds is approved pending further investigation. The approval, which may be withdrawn at any time, expires December 31, 1947, unless renewed. For charges over 1-1/2 pounds, the following additional requirements must be observed: (1) Shot holes must be 6 feet or greater in length. (2) Explosives must be charged in a continuous train with no cartridges deliberately deformed or crushed, with all car- tridges in contact with each other, and with the end cartridges touching the rear of the hole and the stemming, respectively. (3) The permissible explosive must be one showing toxic gas omission that will place it in either Class A or Class B."

In 1916 the Bureau of Mines, the Illinois Geological Survey, and the University of Illinois, working under a cooperative agreement, began an investigation of the subsidence of the surface above coal- mining operations. Four widely separated places where mining was in progress were selected as observation stations-one in the northern Illinois longwall coal field, one in the central Illinois coal field where the room-and- pillar panel system of mining was being used, and two in the thick coal of southern Illinois where the room-and-pillar panel system of mining was employed. These four points of mining activity gave a rather wide opportunity for observing subsidence when different mining methods were used. The four places selected for investigation of surface subsidence due to coal mining have been designated as follows: 1. A, in the northern Illinois longwall coal field, where the coal company has been operating coal mines for 30 years and where long- wall advancing is the only method of mining. 2. B, in Perry County, where panel room-and-pillar mining of a thick seam of coal is in progress and where mining operations have been carried on about 40 years. 3. C, in Macoupin County, where the coal company has been min- ing coal by the panel room-and-pillar method for about 15 years. 4. D, in Franklin County, where the coal company has been mining coal for 10 years by the panel room-and-pillar method.

A generalized flow diagram is presented in Figure 1, which shows the relationship of major model functions. This chart does not necessarily represent the anatomy of the computer program, but is designed to illustrate the informational interchange between major model functions. The related flow-charts-and computer program are listed in Parts I and II, Appendix A, respectively. Mine Car Stations The mine car stations are the activity centers for the model. The locomotive logic structure is designed to provide these stations with adequate cars and to clear them of car buildup. The model is designed to simulate a three stage haulage situation which suggests the need to differentiate station levels by type numbers. These are: a) TYPE 1 stations - mine cars are loaded here; b) TYPE 2 stations - intermediate stop and storage for mine cars; c) TYPE 3 stations - all mine cars that are stored here leave mine; and d) TYPE 4 stations - mine portal. TYPES 1, 2, and 3 have all loaded cars assigned to an ascending TYPE as their next destination. In input, if single stage haulage is designated, TYPES 1 and 3 do not exist, and if two stage haulage is called for, TYPES 2 and 3 are absent. "The sulphidizing filming of minerals in oxide ores as a preliminary treatment to aid their recovery by flotation is known practice. In this work the use of barium polysulphide does not appear to have been considered. A study of the properties of barium lead to the following comparative investigation of the sulphides and polysulphides of the alkaline and alkaline-earth metals. It is thought that barium polysulphide may prove to be a more satisfactory sulphidizing reagent than others now in use under conditions that favor the cheaper barium reagent.For the investigation two fairly typical oxidized ores of copper and lead were selected. The copper ore came from the Big Indian Mine in southeastern Utah, and assayed 3.8% Cu; the copper was present in a sandstone gangue mainly as the carbonates, malachite and azurite, with less than 0.2% as sulphides, or silicate. The lead ore is from the Tintic Standard mine in the Tintic district, Utah. It is typical of the oxidized lead-silver ores of that district; the lead is present in an oxidised form in a siliceous gangue, much: Uncolored by ferric oxide. The sample assayed 5.15% Pb and 11.3 oz. Ag.In addition to the results obtained in this investigation, there are included some results secured by Mr. J. B. Lain, consulting metallurgist of Reno, Nevada, on a sample of ore from the Chino Copper Co. The ore assayed about 1.7% Cu, of which about 0.25% was nonsuiphide."
