Purpose: This training material focuses on the content of emergency warning messages. Research has shown that when an emergency occurs, people often do not get the information they need for the purpose of taking appropriate action. This safety talk presents a procedure, using mental cues that can be used by senders and receivers of emergency warnings. Intended Use: This material has been developed for use in short safety-training sessions such as start-of-shift safety or Atoolbox@ talks. The information can be presented in approximately fifteen minutes and is appropriate for workers at all experience levels. While the examples and illustrations are taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. Materials Needed: The instructor will need to prepare the figures provided in a form that can be seen by the entire class. Suggested methods include the use of: (1) overhead transparencies, (2) laminated pages that can be held up for small groups, and/or (3) handouts with copies of the figures for each trainee. As a supplement, stickers featuring the communication triangle can be placed on hard hats, telephones or other communication devices to remind workers about the key to effective emergency communication. The Talk: The accompanying script is a guide for presenting this safety talk. Training is enhanced if these materials are covered but not simply read by the trainer. Examples given in this guide are from real experiences. To make training more interesting and effective, the instructor can substitute examples from his/her workplace. A comprehensive study of the flammability behavior of air-dispersed coal dust was made using an 8-liter Bureau of Mines system which included the following: (1) An optical probe to continuously monitor the dust concentration; (2) measurements of ignition energy requirements; (3) the use of several narrow size distributions ranging from 3 to 65 µm in average diameter; (4) measurements of the extent of flame propagation based on pressure attained at constant volume, residual O2 content after combustion, and flame and dust surface temperatures. The measured lean limit for near-horizontal propagation of Pittsburgh coal dust was about 135 mg/l (milligrams per liter), virtually independent of particle size. Required ignition energies were hundreds of joules and measured limit flame temperatures were 1,450 to 1,600° K. Data on inerting? requirements with KHC03, rock dust, and NaC1 gave approximately the same results as full-scale explosion tests. The good agreement suggests that the cause of earlier discrepancies between small-scale laboratory data and full-scale mine experiments may not have been the difference in size, but were rather a problem of proper care in isolating and controlling the significant experimental variables and in consistently defining the extent of flame propagation at the limits.

The Bureau of Mines investigated the availability of mercury from 22 deposits in market economy countries. The 15 significant deposits evaluated have demonstrated resources of approximately 25 million metric tons of ore containing 5.3 million flasks of mercury and account for more than 85 pct of the demonstrated resources for market economy countries. Using data gathered as part of its Minerals Availability Program, the Bureau determined the mercury production potential of each deposit. At a January 1984 mercury market price of $300 per flask, the deposits evaluated could economically produce an estimated 2.5 million flasks of mercury from six mines operating at the time of this study; no mercury is available at this price from nonproducing operations. At $600 per flask, approximately 4.5 million flasks of mercury are available. For production costs up to $300 per flask, operating mines could supply mercury at the current production rate of 114,000 flasks per year until 1988, when the amount of mercury available from these deposits would decrease. This decline could be offset by the development of resources currently reported at the identified level (17 million flasks) at much higher production costs.

The Midnite Mine is an inactive, hard-rock uranium mine in Stevens County, WA. Oxidation of sulfide-containing minerals, primarily pyrite, in the ore body produces large quantities of acidic water. An interception system installed by the mining company limits the discharge of contaminated water from the mine. The U.S. Bureau of Indian Affairs (BIA) and the U.S. Bureau of Land Management (BLM) have been actively involved in planning remediation of the disturbed areas. To assist in remediation, the U.S. Bureau of Mines (USBM) initiated research to determine water quality and to define ground water flow characteristics. USBM personnel designed a monitoring network, supervised installation of sampling wells, and collected and analyzed water samples. This Report of Investigations describes interpretation of data collected between December 1989 and April 1992. The computer program WATEQ4F was used to identify aqueous species distribution and to calculate potential solid phase controls of solubility. To assist in interpretation of changes in water quality between sampling locations and to develop models describing proposed flow paths, the computer program BALANCE was used. Using output from these programs and field observations, a description of the chemistry along proposed ground water flow paths at the mine is presented.

On July 1, the Bonneville Power Administration announced a 25% power cutback because of lower than normal stream flow. In September, the Aluminum Company of America (Alcoa) announced plans to shut down one 23,000-ton-per-year potline at its Vancouver, Wash., primary aluminum smelter. Alcoa also announced that the last of four potlines at its Point Comfort, Tex., primary aluminum smelter would be restarted in October. A new 3-year contract was signed and workers at three Alcan Aluminum Ltd. primary aluminum smelters in Canada returned to work. It was estimated that it would take about 3 months before the smelters were operating at full capacity.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. This paper outlines briefly results of seismic measurements recorded in the vicinity of quarry blasting under practical operating conditions. The data cover field work done from January to the middle of August 1930, during which time records were made of 61 blasts in 19 quarries. Of the tests made, one was in biotite-gneiss, two in dolomite, two in a flintlike volcanic complex, three in gabbrodiorite, five in trap rock, and six in limestone. One quarry was in Alabama, two were in South Carolina, two in New York, four in Kentucky, five in Connecticut, and five in Massachusetts. Explosive charges ranged from 0.30 pound to 41,900 pounds, and the method of shooting varied from mud caps through hammer and wagon drill holes to churn drill holes and coyote tunnel shots.

The Bureau of Mines studied the behavior of rocks at the initial state of crater formation that results from the stresses created under a drill bit to determine which mechanical properties of rock are important in rock fragmentation by drilling. Although a definite relation between the drilling strength and relevant mechanical properties has not been established, maximum yield strength of rock is apparently a parameter of drillability of rock. The strengths of rock were considered from the Mohr-Coulomb criterion from which the surface of failure was constructed. The results from previous tri-axial tests on Solenhofen limestone were adopted to verify the criterion of failure. Inelastic behavior of some rock types was observed under a low-velocity impact of a hemispherical bit and under static indentation with a similar bit. Quantitative determinations of strengths of Solenhofen limestone) Indiana limestone, and Tennessee marble were made under static indentation. The maximum yield strength estimated from the average stress over the indented area was used as the crushing strength of rock under a drill bit.

The number of railroad coal cars (open top hoppers), dominated rail car orders and deliveries in 1975 according to announcements made February 11, by the Association of American Railroads and the American Railway Car Institute. Acting to keep ahead of increased coal production, the railroads installed 21,748 new coal cars in 1975, the most since 1957. The 1975 installation resulted in a net increase of 6,560 coal cars and an overall gain of 4.5 percent in the total capacity of the hopper car fleet. With most of the new coal cars going into unit train service --where car utilization is greatest --the railroads actual coal-carrying capacity was increased far more than 4.5 percent. The AAR estimated that unit train operations now move 50 percent of all rail-hauled coal compared to only 42 percent 2 years ago. COBALT - The Societe Miniere de Tenke Fungurume (SMTF) copper-cobalt project in Zaire reportedly was suspended in January for an indefenite length of time. According to officials, the deferment resulted from a number of adverse factors, one of which was exceptional increases in capital costs. The project was scheduled for completion in early 1978, with an eventual production of 14.3 million pounds of cobalt per year. Reserves of cobalt were reported to be 505 million pounds. SMTF is a consortium and includes American, British, French, Japanese, and Zairian interests.

The Pennsylvania anthracite-mining region is the only one in the world of major magnitude. As the deposits of anthracite in the United States are limited virt113.lly to Pennsylvania, the difficulties of this industry have been commonly considered a State rather than a national problem. However, there is also national interest in the conservation and wise utilization of all fuel resources and in the control of interstate waterways. The anthracite industry is confronted with the very se:;-ious :problem of accumu.lation of water in many of the mines. This problem must be solved soon if progressively higr-er mi~ing costs are to be avoided. The water proble~ cannot be solved by the operating compa,nies without State or Federal aid, or both, owing to the magnitude of the work requir~d, diversity of interests of the coal ana surfa.ce ovmerships, hazard to the whole mining community, and interests affec~ed outside the mining region. The cost of abati~ the ever-increasing_surface seepage to mine workings and of handling this seepage once it }3s occurred is beyond the economic resources of most ope~ating ma.'18.gements. The data in this paper giving the high lights of the water problem and indicating what appears to be a step in the right direction are based upon observations made during the past year that the industry desires and believes it is to the npublic interesttr to keep mine workings free of flood end surface waters.

THE UTILIZATION by the Bureau of Mines of infrared and ultraviolet-visible spectrometry in connection with coal research has led to some basic improvements in methods, including a calibration method, a quantitative assessment of infrared spectral energy sources, and the development and perfection of infrared filters and cells. The adoption of a micropipet method to flush organic samples into absorption cells permits the investigation of vapors from organic liquids and the identification of volatile organic compounds. The spectral method has been used to investigate the infrared spectra of metal chelates, the charge-transfer complexing properties of aniline and nitrobenzene, an infrared method for determining the presence of methane in coal-mine air that has been adopted for use in enforcing the regulations of the National Coal Mine Safety Act, and atmospheric pollution including smog and odor-causing oxidation and decomposition of organic materials. Correlation of spectra and structure of organic compounds, particularly aromatics, was studied.

International and U.S. chromium material flow, losses, and environmental releases and transfers from mining through industrial processing, end use, and recycling are identified and quantified. Average (1983-92) U.S. consumption has been: metallurgical industry, 87 pct; chemical industry, 10 pet; and refractory industry, 3 pct. Average chromium content of aluminum, cobalt, copper, nickel, and titanium alloys and alloy, carbon, and stainless steel alloys was estimated. Anthropogenic chromium consumption was estimated for the cement and copper industries. N on-commodity cycle anthropogenic chromium mobilization resulting from U.S. fuel and fertilizer use was estimated. Commodity cycle anthropogenic world chromium loss from mining and primary consumer industry was estimated to be equivalent to about 56 pct of chromium contained in chromite ore production and represented a loss rate of 181 kt-Cr/Mt-CrOre. Chromium released to the atmosphere from natural and from anthropogenic sources were comparable in magnitude. Chromium released to soil was mostly from anthropogenic sources, and aquatic releases were all anthropogenic. Domestic product chromium losses exceed process losses by more than a factor of 10 showing the importance and potential environmental impact of post-consumer recycling. The location of historical and current domestic chromium industry processing sites in 23 States were reported. Chromium releases and transfers to the environment were estimated from 1973 through 2002 by primary consumer industry. A decrease in chromium releases and transfers to the environment was anticipated.

Analysis of the helium content of a natural gas presents more than the usual difficulties encountered in applying the thermal--conductivity method because of the relatively small amounts of this inert gas present and the wide variation in the other constituents. However, the numerous advantages of this method and its adaptability to continuously recording and control instruments make it worthy of consideration. A specific application of the method described yields quantitative results only when used with gas mixtures of known qualitative compositions which vary within predetermined limits. Periodic analyses for the helium content of a producing gas well may be conveniently made by an absorption method3/ and a continuous analytical method is not necessary for this purpose. Natural gas containing 1.75 to 1.90 percent of helium produced from Government-owned wells is processed in the Amarillo (Texas) Helium Plant of the Bureau of Mines. The helium extracted in the plant is supplied to the Army and Navy, and the processed natural gas is sold to a commercial gas company4/. As complete recovery of the helium in the raw material is not economically practicable, the processed gas contains 0.1 to 0.3 percent of helium, depending upon conditions of operation;- Production is checked against the helium removed from the gas, which before the installation of the thermal--conductivity apparatus was calculated from the analysis of a cumulative sample of the processed gas. As conditions of operation affect the residual helium content to a large extent, a composite sample was an uncertain index of the efficiency of the process.

Tool manufacturers are required to provide declarations of vibration emission values in order to sell their tools within Europe. To ensure that users can compare results obtained from different manufacturers, the declared values must be obtained using a methodology as specified in the relevant test code (such as in the ISO 8662 series of standards). In most cases, the vibration emission values obtained using test codes under-estimate the vibration that an operator will be exposed to when using the tool on a work-site. A further problem with manufacturers’ data is that usually only a single value is provided for a tool. This is despite many factors affecting the vibration emission, including inserted tool type, work piece, operator technique, tool condition. New improved test codes are in the process of being developed. In order to provide guidance to users on how to interpret manufacturers’ data, a Draft CEN Technical Report (Draft CEN/TR 15350 (2005)) was developed. Part of the CEN/TR provides multiplication factors for combinations of task and tool type. For example, data obtained from electrical hammer drills (tested according to EN 60745-2-6:2003) should be multiplied by 2, for hammering applications, in order to obtain an estimate of the vibration emission during work. In response to concerns from industry, the UK trade association OPERC have, in collaboration with hire companies and tool manufacturers, established a freely accessible online database of tool emission values based on independent tests carried out under simulated work-site conditions. This paper reports some of the data obtained from electrical hammer drills, highlighting the range of emission values that can be obtained for a tool. Data from many other tool types are also included in the database. Methods Tri-axial hand-arm vibration was measured at both handles of each of 19 electrical hammer drills, in accordance with ISO 5349-1 (2001). Each tool was measured with three experienced operators and at least 5 runs were completed for each operator. Tools were tested using a range of appropriate new bits from 4 to 40 mm diameter. The minimum number of bits for a tool was 3; the maximum number was 29. 146 tool / bit combinations are reported here, representing about 2200 individual 6-axis measurements. Operators were required to drill vertically into a concrete block with a compressive strength after 28 days of 40 N/mm². Two drills (1 and 15) were battery powered; others were powered using a 110V transformer supply.

The Bureau of Mines is developing melting data for binary combinations of the alkaline earth fluorides and yttria to facilitate the formulation of slag compositions. The present report deals with the SrF2-Y2O3 system for which liquidus and solidus temperatures and solid solubilities were determined. The information is presented as the phase diagram. The phase diagram was constructed from information obtained by ceramogra¬phy, X-ray diffraction, thermal analysis, and electron probe microanalysis of small specimens encapsulated in platinum-20 percent rhodium or molybdenum ampoules. The data indicate a simple eutectic system with limited terminal solid solubilities. The eutectic temperature is 1,457°±5° C, and the eutectic composition is 4±1 mole-pct Y203. Strontium fluoride containing up to 2 wt-pct 0 2 was studied to determine the effects of oxygen contamination. Oxygen levels in excess of 0.2 wt-pct resulted in eutectic formation between SrF2 and SrO. The eutectic composition is between 0.2 and 0.7 wt-pct 02, and the eutectic temperature is 1,447°±5° C. No intermediate oxyfluoride phases were detected.

This Bureau of Mines publication reviews 237 papery on radiometric prospecting, which is the measurement of naturally occurring radioactivity in the earth's surface and its application to petroleum and natural gas exploration. Many theories and documented surveys are listed in both support and refutation of this reported phenomenon, and the Bureau of Mines is conducting research to obtain direct field information in order to determine the statistical credibility of a radiometric method of predicting petroleum accumulation.

A prototype adaptive volume control for the loudspeaker output of mine trolley carrier phones was designed, built, and tested in the laboratory and in a mine. This volume control senses, and adapts to, the ambient acoustic noise environment in such a way as to produce a loud sound output under noisy conditions, and a quieter output under quiet conditions, thereby producing an understandable and unstartling volume level under all noise conditions. The design approach, prototype hardware, and test results are described, and the device is shown to be feasible for in-mine operations. The circuit design principles are easily applicable to currently available mina trolley carrier phones. Recommendations for practical improvements are included. An in-mine experiment to assess the practical feasibility and utility of the dedicated wire technique for overcoming poor trolley carrier phone system performance was designed, performed, and evaluated. The technique involves the use of a single, low-loss, properly terminated auxiliary wire, placed in the rail haulageway, which allows signals to naturally couple to and from the trolley wire/rail transmission line, and thereby significantly decrease the overall signal attenuation rate on the trolley wire/rail line. The in-mine dedicated wire experiment, results, and conclusions are described, and the technique is shown to be a valid and practical one for significantly Improving carrier phone system performance in mines. Guidelines for the installation and use of the dedicated wire are provided. Recommendations are made for obtaining further practical information on its performance and utility. A second in-mine experiment to assess the feasibility and utility of the low-impedance (low-Z) line technique for overcoming poor carrier phone signal transmission in mines was designed, performed and evaluated. The low-Z line technique involves the periodic connection of shunt capacitors between the trolley wire and the rail to artificially lower the line characteristic impedance. This causes the low impedance shunt loads encountered across the trolley wire/rail line to be less mismatched to the line, thereby reducing the overall attenuation of carrier phone signals. The results of in-mine experiments performed along unenergized and fully operational sections of trolley wire/rail line are described. The experiments were designed to measure line parameter such as inductance and capacitance per unit length, characteristic impedance, and propagation phase velocity, in addition to signal strength versus distance behavior under normal and low-Z line conditions. The low-Z line technique is shown to be valid, but not as practical as the dedicated wire technique which is recommended as the most favorable for most coal mine applications.

Research workers From the Bureau of Mines and industry met with other government and industry representatives in Pittsburgh, Pa., on January 22, 1975, to discuss the results of research under the Bureau of Mines Noise Control Program. The program, aimed at reducing noise in mines, is functionally divided into three major areas: Instrumentation, personal protection, and noise abatement. This proceedings contains the opening remarks to the seminar and seven technical presentations based on various aspects of noise abatement and control.

Distillable oils derived from coal were desulfurized and hydrogenated at 2,500 psig in a two-step vapor-phase catalytic operation to give a product rich in saturated cyclic hydrocarbons. The first step was mainly a desulfurization at 400 C, the second a saturation at 300 C. One of the oils used as feed stock was from low-temperature carbonization of a bituminous coal, the other was from the liquid-phase hydrogenation of coal in the Bureau's pilot plant. The product from the saturation step was distilled to remove the light ends and high-boiling residue and to recover a fraction having acceptable properties with respect to heating value, density, freezing point, viscosity, and boiling range according to specifications suggested by the Air Force for ultra-high-speed aircraft fuel. Quantities of the fuel fraction available were too small for the thermal stability test approved by the Air Force. The experiments, performed on laboratory scale, comprised mostly a study of the effect of varying the oil feed rate (at constant oil-to-hydrogen ratio) on the yield of the desired fuel fraction. The yield of the fuel fraction made from low-temperature carbonization oil was a little more than 1 percent of the weight of coal carbonized; that from coal-hydrogenation oil was about 12 percent of the weight of coal hydrogenated. A few attempts to do both desulfurization and saturation in one operation with sulfur resistant catalysts, developed for vapor-phase hydrogenation or hydroforming, were unsuccessful. By leaving the low-boiling ends in both feed stocks to desulfurization, another product was obtained: a low-sulfur aromatic cut boiling below 200 C. This material would be suitable as a solvent or a chemical raw material.

Square Butte has no history of mineral development or production. Surface mapping, radiometric surveys and chemical analyses of rock samples reveal no mineral potential. The area has a speculative potential for petroleum and natural gas. INTRODUCTION The Square Butte Instant Wilderness Study Area, in Chouteau County, Montana, consists of 1,946 acres (788 ha) about 35 miles (56 km) southeast of Fort Benton and 50 miles (80 km) northwest of Lewistown (fig. 1). This study was performed under provisions of the Federal Land Policy and Management Act (Public Law 94-579, October 21, 1976), in conjunction with the U.S. Geological Survey, which is responsible for regional geological, geochemical, and geophysical investigations, and the U.S. Bureau of Mines, which determines the mineral potential of existing mines, prospects, or mineralized areas.
