The results presented in this report deal with the elimination of explosion hazards of ether-oxygen mixtures by the addition of helium. The method is based upon the fact that every combustible gas, vapor, or dust will not burn or explode when the oxygen content of the mixture is reduced below certain definite values. These critical oxygen values are usually different for each combustible, varying with the percentage of the combustible present in the mixture and also with the inert gaseous material used to reduce the oxygen content of the mixture.

This is the third report published by the Bureau of Mines concerning the washability of Black Creek coal. Both of the former reports.5/6/ dealt with the Black Creek coal at the Bradford mine, Dixiana, Ala., near the northeastern extremity of the Warrior field, whereas the present report is based on float-and-sink tests of coal from what is presumably the Black Creek bed near the southern extremity of the field. Although the Yolande Coal & Coke Co., owners of the property at Yolande No. 6 slope, consider this opening to be on the Black Creek bed, the authors do not feel that there is as yet positive proof that this correlation is correct. There has been little or no development of the Black Creek bed in the Yolande Basin in the past, and a positive identification of the bed at Yolande No. 6 will have to await further exploration and development. The Yolande No. 6 is an exploration slope 3/4 mile north of Rockcastle, Ala. The slope is approximately 400 feet from top to bottom on a dip of 180. As far as the authors can ascertain, coal has never been produced commercially from the Black Creek bed in the southwestern part of the Warrior field. Exploration work in the past has indicated that the Black Creek coal in this area is extremely friable and high in sulfur. Extreme friability would naturally discourage its use as a domestic and railroad fuel, and high sulfur content would be a disasvantage in its use for coking coal. The present study of this coal has been made with particular reference to sulfur elimination on the assumption that it would make a good coking coal provided enough of the sulfur could be eliminated by washing.

The experience of the past 2 years has demonstrated clearly that mine explosions with heavy loss of life can be prevented. The investigations of the Safety Division of the United States Bureau of Mines disclose that during the fiscal year 1934 there were only 28 deaths from mine explosions in the United States, and during the fiscal year 1935 there were 54 deaths, a very favorable reduction when compared with an average death toll of 265 from this cause during the 20-year period prior to 1929. Although the frequency of occurrence of explosions has not decreased greatly during the past 7 years, there has been a marked decrease in severity, indicating that the coal-mining industry is taking more effective precautions to prevent the spread of explosions. A number of large coal-producing States, which in past years have experienced numerous disastrous explosions, have been free from such disasters for continuous periods of as much as 5 years or even longer. A study of several hundred mine explosions occurring in the United States during the past 10 years or more indicates that the factors mainly responsible for these explosions are inadequate or defective ventilation and disregard of the hazards from explosive gas. Both of these factors are subject to control, and if controlled it is safe to say that deaths from explosions would be reduced to a negligible number as relatively few explosions are now initiated by dust.

Since its creation in 1910, the Department of the Interior's Bureau of Mines has pioneered in the development of mineral technology, through research. From the very beginning, research on mine health and safety has been a dominating concern, and a responsibility that expanded markedly as a result of the Coal Mine Health and Safety Act of 1969. Until the mid-1970's research on fuel technology and coal production also was an important part of the Bureau's work. But in the four years following the 1973 oil crisis, Congress established a reorganized Federal energy research apparatus in which all fossil fuel research-encompassing extraction, use, and conservation-was centralized. Today, the Department of Energy houses Federal research on coal mine production technology, while research on coal and noncoal mine health and safety and environmental technology, and on noncoal mine production technology, remains in the Interior Department as a continuing responsibility of the Bureau of Mines. "IntroductionRecognition of Coal Workers' Pneumoconiosis (CWP) as a major occupational disease has affected various aspects of the coal mining industry in the United States as well as in almost all major coal producing countries, Regulations related to the control of coal mine dust forced mine operators to modify their mining and ventilation practices. As the coal production record of the last 15 years shows, this had both direct and indirect impacts on the productivity and production costs.To identify the causes of CWP, many research efforts have been made throughout the world. Most of these studies were epidemiological in nature, attempting to pinpoint exposure and seam variables that affected the incidence of the disease. Other studies have been oriented toward the elemental and mineralogical composition of the coal dust in the mine atmosphere and in the miners' lungs. These studies indicate that there may exist some relationships between the characteristics of the coal mine dust and the prevalence of the disease. Some of the variables that are thought to affect the occurrence of CWP are the mass of the dust in the working place, the rank of the coal, the existence of certain trace elements, the free silica content of the coal, and the existence of other minerals in the respirable dust. A more complete description of these previous research studies has appeared elsewhere (Mutmansky and Lee, 1984).The behavior of particles in the human lung is known to be governed by their aerodynamic diameter, which is defined as the diameter of a hypothetical spherical particle with unit density that exhibits the same settling velocity as the given particle. Because of this fact, the aerodynamic size distribution of coal mine dust is one of the parameters to be determined along with the other physical, elemental, and mineralogical characteristics. The objective of this paper is to establish a strategy for providing coal mine respirable dust samples for characterization purposes using instruments that classify according to the aerodynamic diameter. This investigation was undertaken to develop a more efficient copper smelting practice that would help meet the increasingly stringent antipollution standards. Continuous smelting to copper and a 0.8-to 5-percent copper slag using pure oxygen has been demonstrated for several hours at a time in a unique double furnace, which was devised to overcome the heat losses inherent in a laboratory furnace. The use of pure oxygen to effect the smelting and conversion of copper sulfide concentrate in a single unit to produce blister copper and a very high S02 concentration provides a much reduced gas volume for more economical and thorough sulfur recovery. Although the process was successfully demonstrated for several hours at a time, extended test work using longer runs will be required to balance the system and to obtain test data for adequately demonstrating its technical feasibility.

The Bureau of Mines has investigated the availability of columbium from 19 deposits (3 producers and 16 nonproducers) in 7 market economy countries (MEC?s). Brazil has the largest recoverable columbium resource, posessing approximately 2.39 million metric tons Wmt), or 69 pet of the MEC total (3.47 Mmt). The Western Hemisphere countries of Brazil, Canada and the United States contain 3.14 Mrnt of recoverable columbium or 90 pnt of the MEC total. Columbium recovered as a byproduct of tin mining is not included as part of MEC resources in this study. Currently producing mines are Araxa and Catalao in Brazil, and Niobec in Canada, These three mines have 2.42 Mmt of recoverable resources or approximately 69 pct of the MEC total. It is estimated that these mines, operating at full capacity, could satisfy cumulative MEC demand (based on an annual growth rate of 5.1 pct) for the next 20 yr. The United States is totally dependent upon foreign sources for its columbium supply. The majority of U.S. columbium is imported from Brazil in the form of steelmaking- grade ferrocolumbium. Canada has been the sole source of pyrochlore concentrates since Brazil discontinued exports in 1981. The United States also imports small (but important) quantities of columbium as columbite concentrates from Nigeria and Brazil, as columbite contained in tin slags from Thailand and Malaysia, and as synthetic concentrates from the Federal Republic of Germany.

Prolonged, extensive exposure to hand-transmitted vibration could cause a series of vibration-induced disorders in the vascular, sensorineural, and musculoskeletal structures of the human hand-arm system, which have been collectively called hand-arm vibration syndrome (HAVS).1 To assess the risk of HAVS the international standard ISO 5349-1 (2001)1 recommends using the root-mean-square (rms) acceleration of the measured vibration with a frequency weighting. While a few epidemiological studies have reported results consistent with the predictions made according to the recommendation, many other studies have reported results with large discrepancies.2 This may be partially attributed to the time-averaging effect involved in calculation of the frequency components, especially for impact type tools. Because the spectral characteristics of impact tools change dramatically with time, a time-frequency (T-F) analysis can provide better characterizations of such highly transient vibrations. The analytic wavelet transform (AWT) is an ideal T-F analysis tool because it possesses the advantages of both the Fourier transform and the wavelet transform.3 The objective of this study was to explore the application of the AWT method for characterizing the impact tool vibrations and assessing their exposure risk. Methods Five tools (two chipping hammers, two riveting hammers, and one concrete cutting saw) were used in this study. The saw vibration was measured when it was used to cut a section of road pavement during a repair. The vibrations on the other tools were measured by the procedure specified in ISO 8662-2 (1992).4 A sampling rate of 16,386 Hz was used in the measurement. The AWT and Fourier analysis were applied to these signals and to identify their characteristics. Results Figure 1 compares the T-F characteristics of the accelerations measured from the relatively steady concrete saw and a riveting hammer. The frequency weighting specified in ISO 5349-11 was applied in the calculations. The comparison clearly shows that the two tools have completely different T-F characteristics.

Materials for stronger ventilation tubing for underground use in hardrock mines were developed. The new material composites were evaluated in performance characteristics and compared to currently used materials. The materials were compared on tear, tensile, puncture and flammability properties. Based on cost versus performance data, a polyester film bonded to a polyester fabric was selected as the candidate material for field testing. Ventilation tubing fabricated from the selected material was field tested in two underground uranium mines for four-month periods. The test results indicated that the new composite showed an increase in useful life in the majority of applications, However, the cost performance ratio was not significantly improved to warrant commercialization of the product. When connected directly to some blowers, the material in close proximity to the blower deteriorated. However, material which was punctured or torn by mechanical means did not have further propagation of the tear. The high tear strength of the material prevented further damage. Improved methods of repairing inflated ventilation tubing were investigated and developed. All the repair methods were portable and self-contained. Repair kits based on adhesives, pressure sensitive tapes, and mechanical means were evaluated. Plier staplers and patch systems based on pressure sensitive adhesive proved to be most functional.

The performance of commercially available portable instrumentation for detecting nitrogen dioxide, sulfur dioxide, and hydrogen sulfide was evaluated. Length-of-stain detector tubes from several manufacturers were included in the study. The instruments were evaluated in atmospheres with 50-and 80-percent relative humidities at 75° F and containing test gas concentrations of 0.1, 0.25, 0.50, 1.0, 1.5, and 2.0 times the threshold limit values. The results from the gas analyzers were correlated with the known contaminant concentration by calculating and plotting an estimated line of regression, confidence limits, and correlation coefficient for each detector system. An increase in the relative humidity from 50 to 80 percent at /5° F changed the instrument response to the contaminants. The uncertainties in detection precision reported are for the observer-instrument system. The main difference or inconsistency in toxic gas concentrations determined with length-of-stain tubes resulted from the observer's interpretation of the results rather than from a predominant difference in the tubes.

No mineral resources were identified during the investigation of the White Cloud-Boulder RARE II area. Only a few claims have been located in the area and only two workings were found. However, there has been considerable exploration and mining activity near the RARE II area. Sand and gravel resources are abundant but similar deposits occur closer to market areas. There are no known coal, oil, or gas deposits. Most of the RARE II area is underlain by volcanic rocks. The likeliest host rocks for metallic minerals are the metasedimentary rocks exposed in the south part of the area; there is potential for zinc and silver resources at a prospect in that part. Traces of scheelite and powellite were observed in the Kent Peak-Ryan Peak area along hair-line fractures in calcareous country rock. While no significant concentrations of the minerals were found, their presence, a northwest alignment of prospects with similar deposits, and an abundance of dikes near the deposits, suggest that the intrusive system (Summit Creek stock) exposed near the head of Little Fall Creek may extend to the northwest under the RARE II area.

The stripping of iron-laden solvent with hydrochloric acid in the iron-removal step of the clay-hydrochloric acid process for the extraction of alumina from calcined kaolinitic clay results in a loaded ferric chloride stripping liquor. Treatment of this stripping liquor at boiling with calcined kaolin to form insoluble Fe203(s) and a dilute A1C13 solution was undertaken by the Bureau of Mines to characterize process problems and to aid in sizing of solids-liquid separation equipment. Variables identified as important in the chemical reaction were calcined kaolin particle size, ratio of calcined kaolin to FeC13, and reaction time. These parameters were tested for significance and their interactions investigated. Fine calcined kaolin (-65 mesh) at a greater than 1:1 mole ratio of contained acid-soluble A1203 to Fe203 equivalent of the FeC13 in the stripping liquor required less reaction time than coarser (-16 mesh) material. Solids-liquid separation of the reacted slurries by both settling and filtration requires flocculation.

This is the final report of a study done by IIT Research Institute for the Bureau of Mines to identify the problem areas and technological inadequacies in noncoal (metal, nonmetal, stone, and sand and gravel) mining and processing systems that are the primary causes of death, injury and occupational disease, and to make recommendations to improve safety and health in these operations. The findings and recommendations presented in the report are based on: (1) analyses of MESA injury and employment data for the period 1961-70, MESA fatality reports for underground noncoal mines (1968-72) and lost time accident data for 1970-72 obtained from mining and processing operation: (2) visits to a variety of noncoa1 mines and mills throughout the country to observe the operations and to study the safety organization and practices used in the industry and (3) interviews with industry and government representatives knowledgeable in the field of noncoa1 mining and processing safety and health. The report provides a comprehensive overview of safety and health problems.

Information on the performance of coal-cleaning equipment is necessary to provide a basis for evaluating the performance of existing plants and projecting that of new plants. Performance data can contribute greatly to the wise selection and effective use of coal-washing equipment. The Bureau of Mines has published information on the performance of several commercial plants, as well as of some laboratory-scale equipment, 5 (2-9, 11, 12, 17-12, 21-25) from time to time for a number of years. A more intensive program to provide such information for all the principal types of cleaning equipment is underway. The present evaluation of table performance is part of this program.

This report documents the research efforts that were undertaken to design, install and test noise abatement devices for use on off-highway haul trucks operating in surface mines. The objective of the program was to reduce the environmental noise from haul trucks. The noise reduction devices that were developed utilized existing technology and were tested on a 50-ton haul truck. The efforts emphasized the reduction of noise emitted from the engine compartment which included the use of side shields, sound absorbing material, improved radiator shroud design, and a modulating clutch fan. Noise tests were conducted using modified SAE test procedures for measuring sound levels around a stationary and moving machine, and inside of the operators compartment. Test results showed a maximum of 4 dB(A) reduction measured 16 feet from the truck. Interior cab noise was reduced 6 dB(A) with the windows and vents closed.

A continuous mining machine was redesigned for the installation of an integrated illumination system. The illumination system was designed by first calculating the theoretical number of luminaires required to meet the Federal Illumination Standards. Luminaires initially were placed using isointensity diagrams. A darkroom was used for "fine tuning" and demonstrating that the system met the illumination requirements. The luminaire mounts were installed on a machine underground. The performance of this illumination system was monitored in the working environment of an operating coal mine. Design changes were made as necessary during this evaluation period to improve the system.

Hydraulic transport has been considered as one of the most economical methods in transferring granular materials over relatively long distances. In the natural world, it is used to transport basic material required for the support of life; in industry, it is a method widely adopted for handling materials. But the phenomena of hydraulic transport has not yet been thoroughly understood. As most of them are conditioned by a number of hydraulic and mechanical parameters, of which the basic relationships are not fully known, the traditional approach in relating these parameters to the energy requirement is purely empirical in nature. Empirical formulas, such as that proposed by Durand, (1) only give satisfactory results over a selected range of (particle size)/(pipe diameter) ratios and slurry concentration. When the case is more complicated or when new situations arise, the empirical formulas fail to give good predictory results. In fact, most of these formulas are based upon dimensional analysis, where the underlying physical interaction is not explicitly considered. Apart from the loosely related, non-dimensional groups incorporated in the formulas, there is practically no analytical means for modifying the formula so as to enable it to cope with more complex real physical situations. Although it seems quite remote that a complete rigorous solution to this highly complex problem could be generated in the near future, it is generally recognized (2, 3) that research in this area should be directed to more comprehensive studies of the obscure phenomena. This report summarizes the work performed under USBM Contract No. H0155155. The purpose of this work was to obtain operational data on retrofit noise control treatments suitable for use in coal preparation plants. This data was obtained by evaluating the performance of four categories of noise control treatments which were installed in a commercial coal preparation plant. The four categories of treatments were resilient screen decks, resilient impact pads, chute liners, and curtains. The selection, installation and initial evaluation of the treatments was documented in the Volume I report issued in 1977. This Volume II report summarizes the results of the long-term evaluation of the original treatments, as well as some additional tests which were conducted on elastomer-clad (resilient) screen decks. This project demonstrated the feasibility of a number of retrofit noise control treatments, some of which also proved to be quite durable over the long term.

A bench-scale evaluation of coal and coal waste materials as aggregate materials for use in longwall mine supports was undertaken as part of the Bureau of Mines Health and Safety program on ground control. Performance data were obtained on portland cement concretes (PCC) prepared with coal and coal wastes as aggregate materials. The effects of high-early-strength accelerators on strength and creep and of superplasticizers on strength properties of PCC formulated with coal and coal waste were investigated. Concrete formulated with a high-early-strength accelerator and coal and coal waste has 20 and 40 pet greater compressive strength, respectively, than the control samples without admixture. A concrete formulated with coal waste and the high-early-strength accelerator, using four bags of cement per cubic yard and a water-cement ratio of 1.0, had the lowest creep value of all the coal- and coal-waste-formulated PCC's tested.
