Review of the mining legislation in New Zealand has coincided with a number of radical changes. These include a redirection of economic management towards a more open and competitive economy; major reform of the state sector aimed at greater efficiency, transparency and accountability; a new environmental administration; and a fundamental review of policy for management of natural and physical resources. These changes provide an opportunity to develop a consistent and coherent approach in the minerals and related statutes that will achieve objectives of economic efficiency, equity, practicability and good environmental management.

In March 2002 Newcrest Mining Ltd commissioned a 4 Mtpa gold-copper concentrator at its Cadia Valley Operations in New South Wales. This paper presents the design and construction considerations, commissioning and ramp up issues related to start up of the concentrator as well as current performance and future expansion plans. Commissioning of the plant was the culmination of six years of project planning, from discovery of the resource during the Cadia Hill drill out campaign in November 1996 to project implementation and plant operation. Current resource estimates stand at around 50 Mt with an average grade of 2.4 g/t gold and 0.8 per cent copper. At current processing rates the project life is expected to exceed ten years. The processing plant comprises a 9.75 m (32 ft) diameter Fully Autogenous (AG) mill, a single 6.7 m (22 ft) diameter ball mill, pebble crushers, gravity gold recovery circuit and flotation plant. Upgrades to the existing infrastructure and manning requirements at Cadia will be discussed as well as the resultant impacts on operating costs for the operation. The processing plant was expected to deliver 290 000 ounces of gold and 30 000 tonnes of copper in concentrate in its first full year of operation and progress against that goal will be presented.

This paper summarizes the progress of geological exploration at North Broken Hill Ltd.The North Mine orebodies occur in knots of minor folds on a simple limb structure which is itself highly folded, giving rise to two distinct orebodies pitching N. at av. 42° down to 2,920-ft. level, where the pitch steepens to near vertical as a result of complementary shear movement on the Globe-Vauxhall Crush Zone.The lack of adequate marker beds and top and bottom relations makes the resolving of the complex structural environment of the orebodies most difficult.To test the deeper ground of each side of the De Bavay Fault on the 2,600-ft. level the footwall drive was extended 3,556 feet and over 20,000 ft. of drilling completed from three transverse fans, only one of which intersected the orebodies due to steepening of pitch.The problem of locating the North Mine orebodies N. of the DeBavay Fault remains speculative because the exact position of them S. of the fault is still unknown. Exploration beyond the fault in the search for ore had two lines of mineralization to consider, an eastern one through Cosgroves-Round Hill, long regarded as the continuation of the main lode, and a western one passing through Silver Hill Silver Peak.From surface 45,000 ft. of drilling was completed in five sections, establishing that the structure was dominantly synclinal with a flatdipping E. limb, the W. limb and adjoining structures being involved in the Globe-Vauxhall Crush Zone. Mineralization, though weak, was remarkably persistent but the economic mineralization exposed at surface has not persisted with any continuity.Deep exploratory drilling below the bottom level (3,370 ft.) has established high-grade ore to a depth of 4,095 ft. and also has proved its existence within the Globe-Vauxhall Crush Zone.INTRODUCTIONThis paper summarizes the progress of geological exploration at North Broken Hill Limited from the inception of the Geological Department in 1941 until the end of 1955. The writer has drawn freely on departmental records for the period prior to 1947.

The Calypso geothermal field, mapped by the R V Sonne (cruise SO-135) in 1998, includes four main sites, the Northern Vent Area (centred on 37¦ 36.7'S, 177¦ 06.2'E, area 1.5 km2), Central Vent Area (37¦ 39.4'S, 177¦ 05.2'E, 1 km2), Southern Vent Area (37¦ 41.7'S, 177¦ 06.0'E, 1 km2) and Mercury Vent Area (37¦ 41.3'S, 177¦ 07.3 'E, 0.5 km2). Hydrothermal activity at the vent sites is controlled by minor, sub-parallel NE-trending normal faults. Gas bubble trails (C02) and shimmering hot water vent from fractures and joints between large blocks of silicified volcaniclastics and in depressions in the sediments at the base of these outcrops. Measured maximum vent temperatures are between 180¦C and 201¦C. Venting fluids are at, or just below, boiling for water depths of 200 m. Rock samples recovered by dredge from the sites include massive anhydrite, clay-altered pumiceous ash, silicified volcaniclastic sediments and volcaniclastic breccias cemented by sulphur. Clay-altered samples, dominated by randomly interstratified illite-smectite and accessory chlorite, indicate formation environments of 70¦C to 90 ¦C. Native sulphur is abundant throughout the samples. Fine-grained (<1 mm) disseminated pyrite and vein pyrite occurs in the clay-altered pumiceous volcaniclastics and argillites. In the Southern and Mercury Vent Areas, fine-grained orpiment, realgar and cinnabar have deposited in the sandy matrix of volcaniclastic breccias. Amongst the cinnabar, small (<2 mm) beads of native Hg formed on the surface of several rocks following their recovery. These samples also contained abundant light hydrocarbons, which coat the rocks with an oily sheen.

Flotation tests in a laboratory flotation cell at pH 8-8.5 and other sui}plementary tests were carried out on sphalerite-quartz and sphalerite-pyrite-'quartz mixtures. Depression of sphalerite resulted vvhen the addition of copper sulphate exceeded an optimum value. Evidence that this depression was due to collector deficiency because of reaction between copper sulphate and collector is presented. It was not found possible to devise a direct analytical method suitable for .plant control of reagent addition. A possible means of control using potassium cyanide and a higher pH is discussed.INTRODUCTIONAt the Rosebery mill of Electrolytic Zinc Co. of Australasia Ltd., recovery 'of sphalerite in the zinc concentrate occasionally drops unexpectedly. Experiment in the mill and mill laboratory has suggested that one of the factors causing this may be the addition of more than an optimum amount of copper sulphate. On such occasions, an increase in the collector addition improves zinc recovery in the zinc concentrate, but only at the expense of sphalerite-pyrite selectivity.To examine the phenomenon more thoroughly, and if possible to find some means of determining the optimum addition of cepper sulphate and controlling the actual addition at this optimum, one of the authors (W. The importance of reducing the moisture content of fine coal, the nature of the retained water, and the means of its removal are discussed. A statistical technique, using a balanced block design, was used to isolate the significant factors determining water content of a coal filter cake. The most significant factor was particle size distribution. A simplex evolutionary operation (evop) was used to determine the optimal quantities of additives required to produce the lowest moisture content for a selected coal size. For this optimum condition (18·6 Ib H20 per lOO Ib dry coal), additions of 0·045 Ib magnesium ion, 0·0026 lb Separan AP30, and 0·098 Ib Aerosol OT, per lOO Ib dry coal were required. The work illustrated the uses of a statistical evop technique for the determination of optimal conditions in industrial research projects.

Major operating aspects of the Mary Kathleen Uranium Ltd. treatment plant are discussed with partkular reference to those which are peculiar to this operation.Problems associated with the production of a penalty free uranium oxide product are examined and the methods developed to overcome them are described in detail.INTRODUCTIONMary K,athleen Uranium Ltd. is the largest of the Australian uranium producers. The flow-sheet is based on fine grinding, standard sulphuric acid leach, ion exchange concentration, and magnesia precipitation of the final product, with certain modifications introduced as the result of pilot plant investigations at the South Australian Department of Mines Research Laboratories in Adelaide.The plant commenced operations in June, 1958, attained design tonnlige of 1,120 tons per day in September of that year and has since operated continuously with a throughput in excess of 1,000 tons per day. Pilot plant recommendations generally have been followed, and predicted results have been attained. The only exception has been the silica and rare earth content of the product produced during the early months of operation. Considerable modification of the early resin regeneration techniques resulted in the reduction of the silica content of the product to within specification limits. Research work in the ion exchange section has also resulted in the reduction of the rare earth content of the product to below specification levels. All product now being produced is completely within the agreed specification limits of impurities.

New Zealand Steel Mining Limited operates two independent sand mining operations on the West Coast of the North Island of New Zealand. Waikato North Head 30 km south of Auckland supplies ironsand concentrate as the raw feed for New Zealand Steel's works at Glenbrook and Taharoa 70 km further south, exports ironsand concentrate to Japan.   Taharoa uses two sets of six low pressure Warman centrifugal pumps in series to load bulk ore carriers 3 km off shore through two underwater pipelines. Waikato North Head delivers the ironsand to Glenbrook 18 km through a 200 mm ID buried pipeline using two stages of high pressure positive displacement (HPPD) pumping.   A high level of operating and maintenance expertise has been developed since commissioning the two systems which are proving to be reliable, efficient and of minimal impact environmentally.

Pyrite Bioleaching and Slag Neutralisation - Two Treatments in a Single Process for Recovering Valuable Metals from Both Materials Very often the production of copper sulfide concentrate yields pyrite concentrate as a by-product. This is the case at the Knre mine in northern Turkey. This kind of concentrate may contain low grades of valuable non-ferrous metals. Bioleaching of such pyrite concentrates is a processing technique to solubilise metals like copper, zinc or cobalt in a sulfuric acid pregnant solution. The pyrometallurgical processing of copper sulfide concentrate produces slag that still contains valuable metals in varying concentrations. Slag is used in many ways: as aggregates, ballast, pavement material, in cement production and glass making. Due to its relatively alkaline nature, it can also be used to neutralise acidic solutions. A preliminary study of the bioleaching of the pyrite concentrate (Co 0.28 per cent, Cu 0.56 per cent and sulfur as sulfide 42.6 per cent) produced at Knre has been undertaken with the assessment of the neutralisation of the acidic bioleach solution by using old slag (Co 0.29 per cent, Cu 1.70 per cent and sulfur as sulfide 0.89 per cent) stockpiled on the site. The main conclusions of the study were as follows: Knre pyrite was amenable to bioleaching at 40¦C. Cobalt solubilisation directly related to pyrite degradation reached a maximum yield above 90 per cent. Final copper recovery was limited to approximately 66 per cent not directly related to bacterial growth and pyrite oxidation. Slag could be used as a substitute for limestone as a neutralising agent in the bioleaching tanks. Cobalt and copper could be recovered from pyrite concentrate and slag simultaneously from both materials. A pre-feasibility study is underway to carry out a preliminary cost estimate of an installation for cobalt and copper production from these two materials processed in a single operation.

Atlas Copco Construction and Mining Australia identified a number of issues in regard to the skill levels, labour turnover and productivity of our service technicians. In 1994 we were experiencing a labour turnover rate of 42 per cent per annum amongst our technicians. Exit interviews were held with each individual and one of the major areas of dissatisfaction was the degree of product training provided on our equipment, compared to what is required to be competent across the range of our products. These tradespersons were prepared to accept the reduced remuneration that an OEM offers, for the benefit of comprehensive, professional training that, in theory, could be provided. The truth is that we were achieving approximately 40 per cent of our target for training hours because of the demands of field service, pre-deliveries, etc. So, the summary was the same as the industry was experiencing at that time because of skilled labour shortages, production demands, etc people were employed and thrown in at the deep end. A recipe for failure that will be successful every time.

"The White Mountain sediment-hosted gold deposit is located in north-eastern China. Mineralisation is associated with silica–hematite–altered polymict breccias that occur within dolomite at or near the contact with overlying sandstone. Economic gold grades are controlled by the distribution of the polymict breccias and can transition rapidly to low or zero grade over short distances. This results in sharp and highly irregular ore contacts on whose accuracy proper stope design and ore control is reliant at this blasthole underground mine.Short-term planning and ore control utilise a grade control model created from infill drilling and grade control sampling (ie face and wall sampling). Typically, the grade control model was maintained by time-consuming manual editing of earlier made contacts to incorporate any new data. This approach also was quite error-prone due to: the complexity of the breccia and ore grade contacts irregularly oriented and/or insufficiently dense drill holes inconsistent incorporation of grade control sampling. These errors resulted in unplanned dilution and ore loss due to inaccurate interpretation of the ore contacts.The primary advantage to implicit geological models over conventional, manually-built wireframe models is that they can be updated very quickly and frequently. In a mine setting, the power and efficiency of using an implicit model is greatest where the use of manual inputs or editing can be minimised. Recently a workflow was set-up for the mine geology team to create an implicitly-modelled ore shape for short-term planning needs by using all data, especially all grade control samples. The resultant 3D shapes provided metre-scale accuracy and consistently reconciled complex ore geometries much faster and to a higher degree of quality relative to the wireframe model. Segregation roasting was used to recover more than 85 per cent of copper from crushed, minus 14 mesh refractory furnace-lining bricks. A plus 14 mesh fraction: which was high in copper, could be recycled directly to the smelter, giving an overall recovery of approximately 90 per cent. An oxidation roast at about 700°C was necessary, before segregation roasting, to convert copper sulphides and copper metal to sulphates and oxides. Withsegregatron temperatures in the range 600°-650°C the quantities of solid carbon and NaCI required are 2-5 per cent and 1 per cent respectively. P.V.C. coating from scrap copper wire can be used instead of NaCl as asource of hydrogen chloride for the segregation reaction.

The Ernest Henry mine is a transverse sublevel cave (SLC), which is relatively unique due to the 45 degree inclination of the orebody. To economically recover ore, each sublevel is horizontally offset from the previous level by around 25 m, depending on the orebody geometry. Mine development, slotting and initial production within this zone occurs in a high stress abutment that increases in magnitude at depth. These areas are seismically active and close to the hanging wall where cave propagation is yet to initiate. High stress conditions and the close proximity to the cave seismogenic zone results in challenging geotechnical conditions in the step out zone of each level and requires management of hazards including stress driven rockfalls, rock bursts and pillar failure.This paper outlines how these hazards were forecast using numerical modelling and geotechnical monitoring. Risk management techniques included dynamic ground support design, development of a new mine layout and extraction sequence as well as delayed re-entry into seismically active areas. Ongoing monitoring, instrumentation measurements and field observations were used to track the effectiveness of the controls.Future production levels are forecast to experience increasing stress and seismicity, which will increase demand on excavations and installed ground support. Base metal sulphide mineralisation on the northern end of Great Barrier Island is spatially associated with hypabyssal intermediate to acidic intrusives, in transgressive structures in indurated, complexly deformed greywackes and argillites. Copper predominates in the mineralisation, with minor accompanying lead and zinc and also some gold and silver. However, in some cases lead or zinc may be the dominant constituent. The mineralisation is generally characterised by only narrow envelopes of weak alteration (propyliticassemblages dominated by chlorite and epidote) and with only minor amounts of quartz accompanying the sulphides, which form a cement in zones of hydraulic fracturing. There are two distinct structural settings to the mineralisation: at MinerÆs Head, in a structurally complex situation in a shell-like zone of crackling in hornfelsed greywacke, in association with both north- and east-striking fractures and rubble breccias associated with the apical part of a large intrusive; and in very narrow, but very strike-persistent, 1inear steeply-dipping fracture zones, exposed on the north coast and inland areas near Tataweka.

As a result of the world depression and the consequent heavy fall in the price of tin, Malaya joined with other great tin producing: countries of the world in a restriction scheme that heavily restricted production from its individual mines. This condition, together with the knowledge that it was becoming more and more difficult in, Malaya to acquire further areas and so prolong the existence of a specific company's activities, induced Mr. H. G. Scott, managing director for the Siamese Tin Syndicate Ltd., to consider other possible sources of production. Mainly because of the conditions that obtained in Tasmania, he turned his attention to that country, where, not only could mining be carried on without restriction as to output, but where the incidence of the exchange position created favourable conditions for operation. The district selected for examination was that of St. Helens, on the East Coast of Tasmania, which district had behind it a long record of successful tin mining operations.PRELIMINARY OPERATIONS OF SIAMESE TIN SYNDICATE LTD. The Rosia Montana gold deposit is located within the æGolden QuadrilateralÆ area in the Apuseni Mountains of Transylvania, Romania. The deposit is situated approximately 85 kilometres north of the regional centre of Deva, within the province of Alba, at elevations of up to 1100 metres above sea level. The Rosia Montana deposit contains a current resource of 344.07 million tonnes at an average grade of 1.3 grams per tonne (g/t) gold (Au) and 6.0 g/t silver (Ag) for a total (measured, indicated and inferred) contained resource of 14.29 million ounces of gold and 67.00 million ounces of silver. The resource was calculated using a 0.6g/t Au cut-off, a 10 x 10 x 10 metre block size and multiple indicator kriging. The low sulfidation style epithermal mineralisation at Rosia Montana is hosted within Tertiary age dacite intrusions and related vent breccias. Mineralisation is generally disseminated and associated with silica, adularia, illite, pyrite and carbonate alteration of host rocks, with minor late carbonate-base metal veins. Precipitation of precious metals is generally considered to have occurred as a result of over-pressurization, boiling and subsequent brecciation. The dacite intrusions are hosted in Cretaceous shallow marine and deltaic shales and slates, which overlie older Paleozoic sedimentary and metamorphic rocks within uplifted sections of oceanic sea floor.
