The Murray Basin is being heralded as the next major mineral sands province in Australia. Already exploration programs have delineated extensive commercial deposits and several companies are progressing with plans to produce zircon, rutile and ilmenite in the Basin. As these deposits are developed consideration will need to be given to several key issues of the Murray Darling Basin; the availability of fresh water and management of salinity in the area being two of them. In this paper ideas being developed in CSIRO that link the processing of mineral sands with the salinity problem in the Basin are presented. The proposal presented here is to process saline water to produce industrial minerals with large volume applications and to produce value-added products from the mineral sands in the Basin using reagents produced from the saline waters. Processes to produce titania pigment and zirconia consume chlorine, caustic soda, soda ash and hydrochloric acid, all derivatives of salt (sodium chloride). There may be a good economic incentive if these processing plants were located in the close vicinity of each other.

The great problem at Port Pirie and many other lead smelters has always been to keep the lead content of the slags down to a low level. This has been done in the past largely by empirical methods, the lead content varying from less than 1 per cent to over 4 per cent, the more usual figure being something under 2 per cent. Subsidiary to this, but of major importance in the future, was the extraction of the considerable quantities of zinc in the slag. At this stage little was known about the constitution of the slags apartfrom their chemical composition. Some early work on slag constitution was carried out in the B.H.A.S. Research Laboratories between 1919 and 1921, but except for a microscopic examination of a few thin sections the greater part of this investigation wasdevoted to the recovery of the zinc content of the slag by leaching methods.In 1949, therefore, it was decided to initiate a programme of fundamental research into the constitution and properties of the lead blast furnace slags. The information thus gained would give a clearer picture of reactions taking place in the slag, both in the blast furnace and during dezincing.There was also the hope that these results would lead to improved industrial techniques resulting in smaller lead losses, and, taking the long-term view, to efficient methods of producing zinc from the slags.A series of investigations was therefore begun at various centres over a period of time. Seafield ResourcesÆ offshore placer gold project covers c.10 000 km2 of the Westland continental shelf between Karamea and Jacksons Head, from the low-water mark out to the 120 m isobath (Figure 1). De Beers Marine (DBM), the marine diamond subsidiary of the De Beers Group, will carry out the project with geological input from Placer Solutions (PSL). DBM bring a wealth of expertise and advanced technology to the project, developed during their 20 years of exploration and mining of diamond placers on the Atlantic shelf of southern Africa, where they have also maintained a strong environmental record.   Glaciers and high-energy rivers emanating from the Southern Alps have transported substantial quantities of gold bearing sediment onto the Westland continental shelf during Pleistocene glacial periods, when fluvial gradients are steeper, sea level is c.120 m lower and most of the shelf is exposed. These deposits have been extensively reworked by the advancing shoreline and marine processes during interglacial marine transgressions, and most are now buried beneath a variable thickness of post-glacial marine sand, silt and mud. DBM will use side-scan sonar, swath bathymetry, Chirp sub-bottom profiling and a magnetometer to map the sea floor and sediments beneath it, guided by PSLÆs predictive geological model for gold distribution on the shelf. Cactus grab and vibro-core samples will be used to ground-truth the geophysics and provide stratigraphic, sedimentological and gold distribution data for incorporation into the geological model. Areas of interest identified by the geophysical and sampling data will be investigated in more detail, with closer-spaced geophysics and Mega-drill sampling to a maximum sediment depth of 20 m beneath the sea floor. These samples will be raised to the ship with air-lift suction technology, processed onboard for mineralogical and grade information, then returned to the sea floor. Environmental baseline data will be gathered from Van Veen grab samples of seabed sediment taken throughout the area during the prospecting programme.

The Kingsgate molybdenite pipes are considered on petrochemical data and field occurrence to be, possibly, epi-magmatic plutonic offshoots grading into hydrothermal bodies. There is reason to believe that the ore is derived from a highly acid granite of type similar to that of the tin bearing areas of northern New England. The mineralogy, microtextures and paragenesis of the ore are discussed.INTRODUCTIONThe Kingsgate Mining Field is situated in steep, heavily timbered terrain 18 miles E.N.E. of Glen Innes and 430 miles north of Sydney. Bismuth and molybdenum ores were discovered at Kingsgate (Yarrow Creek) in 1877. Subsequently some 50 pipes were developed yielding tonnages which at the peak of operations, 1905 to 1920, rivalled production from the rich deposits of northern Queensland.Attempts to revive the field have been made periodically and small parcels of ore have been forthcoming.' During World War II demand for piezioelectric quartz again focussed attention on Kingsgate but twinning and other imperfections of the quartz prevented all but a minor exploitation of the otherwise noteworthy crystals of this locality.There is reason to believe that the ore at Kingsgate is not exhausted through exploration and mining costs would probably be high due to the capricious nature of the pipes and to the irregular distribution of rich ore shoots within them.

Investigation of an abandoned quarry near Rowland Flat in South Australia identified asbestiform antigorite as the fibrous serpentine mineral mined during the 1940s to 1978 for filler applications, not amphibole asbestos or chrysotile as reported in earlier investigations. Scanning and transmission electron microscopy (SEM and TEM) and selected area electron diffraction (SAED) of individual fibres were used to confirm the identification. Chrysotile is widely regarded as the only asbestos mineral in the serpentine group. Further work was done therefore, on the geology and mineralogy of the occurrence, and the health implications were reviewed. A zone of antigorite alteration, with associated talc, is traceable for 750 m along strike of recrystallised dolomitic siltstone within Woolshed Flat Shale of Neoproterozoic age. The antigorite formed, in part, by replacement of prismatic crystals of probable tremolitic amphibole. The deposit is proximal to the Williamstown Fault and the serpentine-talc alteration is possibly due to fluids expelled along the fault during late-stage deformation in the Early Palaeozoic Delamerian Orogeny. The antigorite comprises white to pale green bundles of lath-shaped fibres that occur either as randomly- arranged equant patches after amphibole or as cross-fibre veins, both intimately mixed with calcite. Highly fibrous product was mined from the weathered zone where calcite was leached during weathering. Gentle grinding releases fibres with a high aspect ratio (>10:1) that show a wide range of fibre thickness, including a significant proportion of fibres <0.25 ¦m width. Toxicological studies on fibrous antigorite from Poland and Italy indicate that the carcinogenic potential of this form of serpentine is similar to amphibole asbestos. X-ray diffraction (XRD) and fourier-transform infrared (FTIR) techniques readily distinguish antigorite from chrysotile. Determination of asbestiform habit and confirmation of antigorite mineralogy is most reliably done using electron microscopy, preferably with SAED capability.

Kudremukh Iron Ore Company Ltd, a wholly owned Government of India Enterprise, was established in the year 1976 to develop mine and plant facilities to produce 7.5 Mtpa of high-grade iron ore concentrate at Kudremukh. The mine and plant facilities were commissioned in 1980. In view of high demand for iron oxide pellets in iron and steel industry worldwide and as a diversification activity, a pelletisation plant of 3.0 Mtpa capacity was commissioned in the year 1987 at Mangalore for production of high-quality blast furnace and direct reduction grade pellets for export. The pellet plant capacity has been increased to 3.5 Mtpa by technological improvement which included installation of roll press for quality and productivity improvement. In addition, the pellet capacity is being increased to 4 Mtpa by the addition of Shaft Pelletising Furnace plant.

Concentrations of bright green material in the "Golden Mile" of Kalgoorlie, which carry particularly high gold values, are known locally as "green leader".This assemblage consists largely of quartz, sericitic muscovite, carbonates, and pyrite. Some of the sericitic muscovite contains vanadium, giving the rock its green colour. Vanadium oxides, including nolanite, are also present. Tellurides identified in this study are calaverite, altaite, petzite, melonite, and coloradoite. Native gold was found in most of the samples; some of the gold, at least, has been formed from the decomposition of gold tellurides.It is suggested that mineralizing solutions carrying gold and tellurium leached vanadium from the host rocks and subsequently deposited gold tellurides and vanadium-bearing minerals in the "green leader".

The cost of preparing a feasibility study is notoriously difficult to estimate. Studies for mining projects are typically commenced when an exploration programme has identified a mineable resource and pre-feasibility studies have shown that development of the resource would lead to an economically viable project. Pre-feasibility studies will normally include an estimate of the cost of a formal feasibility study and this estimate would then be firmed up before a commitment is made to proceed with the formal study. Data for preparing the feasibility study cost estimate will be sketchy, geological investigations, metallurgical testwork, and marketing studies may be needed before the scope of the project and hence the scope of the formal study can be finally determined. Before an estimate of the work required and hence of the cost of the feasibility study can be prepared the source of project funds must be decided. Studies for internally funded projects are often less rigorous than those which must be "bankable" and subject to the scrutiny of external financial institutions. This paper sets out suggestions for preparing more accurate cost estimates for feasibility studies by ensuring that all activities are included and shows how a staged approach to preparing such studies can minimise costs and guard against cost overruns. It also provides a case study showing how the estimate compared with actual costs for a recent feasibility study completed by Pancontinental Mining Limited.

The No. 2 Ore-shaft, at Mount Isa Mines Limited, involving the use of boreholes as ropeways for the upper portion thereof, constitutes, we believe, a unique feature in hoisting installations. The boreholes were sunk from the surface to a depth of 390 ft., thus eliminating the necessity of erecting the hoist at an underground location or construction of the shaft for this distance. Fig. 1, a diagrammatic cross-section through the shaft, shows the complete installation from the surface down to the first loading station below No. 7 haulage level.During the latter part of 1936, conditions encountered in sinking the Main Ore shaft made it impracticable and uneconomical to continue deepening it to serve haulage levels below the present No. 5-level. Plans were therefore made for an interior shaft, to serve new lower levels, that terminated above No. 5-level so that ore hoisted could be drawn off on this level and transported to the Main Ore shaft for final conveyance to the mill crude ore bin.Referring again to Fig. 1, it is apparent that the section above No. 4-level, if opened out to full shaft size, would be inoperative and would serve no useful purpose except, possibly, as a ventilation duct. Original plans therefore did not include continuation of the shaft above No. 4-level. Excavation of a hoist room upon No. 5-level; erection of sheave wheels just below No. 4-level, and a long inclined ropeway leading from the hoist to the sheaves, were incorporated in the general layout. The behaviour of coal in a process is a function of both the coal properties and the processing conditions. In the case of the Loy Yang coal deposit, extensive testing has been undertaken to determine: ò the extent, distribution and structure of the coal resource; ò the variations in properties throughout the resource; and ò evaluation of the behaviour of the coal during processing. This has involved the conduct of an extensive borehole drilling program, backed by geological modelling and material characterisation (chemical, physico-chemical and petrological). Evaluation of the behaviour of the coal during processing has ranged from theoretical modelling, laboratory-scale investigations through to pilot scale and full-scale tests. Until recently, the bulk of the work was directed at evaluating the behaviour of the coal for existing pulverised fuel (pf) firing/steam boiler technology and a high level of understanding has been developed of both the coal resource and its behaviour within these systems. More recent efforts have been directed towards the evaluation of new technologies directed towards cheaper and more efficient power generation using this coal. Loy Yang coal has been evaluated in the following technologies: ò Hydrothermal dewatering/direct coal-fired gas turbine; ò Steam fluidised bed drying; ò Solar drying/densification; ò Briquetting; and ò Gasification.

Operational effectiveness is fundamental to any operation, becoming highly topical in those experiencing less than optimal output from their fleets. It is all encompassing aiming to identify those factors that could be improved within production and suggesting solutions in order to optimise the existing fleet and obtain the greatest capital return on expenditure.Argyle Diamond Mine (ADM) is a large open cut diamond mine located in the East Kimberley region of Western Australia, approximately 180 km south of Kununurra. It is owned and operated by Rio Tinto on a two week on/two week off roster fly-in/fly-out from Perth or drive in/drive out from Kununurra. Through benchmarking the operation between January and June 2002, a study was undertaken allowing identification of areas falling below target. Following this, analysis of annualised hours and production downtimes were undertaken to quantify the potential gains of improvements in these areas. Strategies were then identified as stated in the 2002 mine plan, in operational effectiveness meetings, and by staff members. This project aimed to maximise direct working hours through determination of the main issues hindering performance. External and internal factors were considered and a continuous improvement program (CIP) was developed. The CIP aimed at internal site-based improvement teams to identify and implement solutions for improvement on a day-to-day basis.

Study on Basic Theory of the Grain Settlement in Fluidised Bed This paper takes thick goal grains (less than 1.5 cm) as research object. According to different densities and particle sizes, thick goal grains are divided into 20 kinds of narrow density and narrow size level average grains. Free settling and hindered settling tests are respectively carried out in ?100 fluidised bed thick goal separators. Hindered settlement includes hindered settling velocity test and measurements of suspension density. Results show follows. (1) Fluid state in separator belongs to transition region. Alien's law is the appropriate formula of thick coal particles free settlement terminal velocity. (2) The main factors affecting hindered settling velocity are the number of solid particles in medium and the structure feature of the particle group. The bigger volume fractions of solids ? is, the smaller decreasing velocity coefficient of particle hindered settlement ¯ becomes. In the organism from bottom to top, density of suspended particles in fluidised bed gradually decreases, but near the top of the suspended particles, the density increased slightly. With increase of density and size, suspension density reducing extent increases from bottom to top of separators.

The recovery by flotation of some complex uranium minerals such as brannerite and davidite is described. Anionic reagents used for flotation of iron and titanium oxides' are suitable. If care is taken, to emulsify the reagents the slime fractions may be satisfactorilytreated.INTRODUCTIONUranium ores are usually treated by direct leaching with acid or alkali according to the nature of the gangue materials. Concentration of the uranium minerals prior to leaching is not commonly practised because of the earthy nature of most uranium minerals and the difficult mineral dressing problem they pose. Some of the harder complex oxides such as davidite and brannerite are amenable to flotation. This is fortunate since they usually require an expensive, strong acid treat~ent to dissolve the uranium. Flotation tests were commenced in 1949 by officers of the South Australian Department of Mines stationed at Adelaide, first in the School of Mines, then in the University of Adelaide and finally in Departmental mineral dressing laboratories at Thebarton. Two events during the past decade have combined to effectively alter the role of the geologist working in Papua New Guinea. The gold boom of the 1980s resulted in a substantial increase in the general awareness at village level of mining companies, gold and landowner issues, and as a consequence of the Bougainville tragedy, landowners are also very much aware of the potential problems of a mining operation in their area. Landowners know they have the power to remove a company from a project area, and government has shown itself to be virtually powerless and unable to help the company effectively. During a considerable proportion of a project's development time, the project geologist is viewed in the eyes of the local community as the 'company'. Good landowner relationships are nurtured over a reasonable time period and the input of the geologist is significant in determining the eventual fate of company-landowner relationships. The initial impressions of the company, gathered by the local community, will have a far reaching impact on the nature and direction of their future exchanges with the company.

Factors governing the dissolution of nickel and iron in pentlandite and pyrrhotite concentrates from Mt. Windarra were studied for aqueous solutions at normal temperatures and pressures. The effects of dissolved dioxygen, carbon dioxide, hydrogen ions, and chloride ions are described. The direct reaction of aerated water wiili pyrrhotite is much faster than with pentlandite, and reaction rates are proportional to the dissolved dioxygen concentration. In both cases divalent metal sulphates are produced initially. The subsequent oxidation of iron(II) to iron(III) and its oxolation produces acid solutions which rapidly attack both minerals. The presence of carbon dioxide or chloride ion has little effect on these rates.

Properties of coal which are significant in relation to preparation for carbonization and conversion are reviewed, and existing coal preparation technology which has been used for production of cleaned coal of suitable ash content and petrographic composition for carbonisation, pyrolysis, hydrogenation and similar processes is described. Possibilities for application of this technology to some Australian coal seams is examined briefly. It is concluded that further survey work is required related to the optimization of selective crushing and concentrating operations, with the aim of maximizing production of quality products for carbonisation, etc mainly from Australian seams with only moderate coking characteristics.

Reports of delays and cost blowouts in major study and construction projects are becoming increasingly prevalent in the resources industry. This is mainly being attributed to an escalating cost environment associated with the increased number of projects in the development to construction pipeline and a scarcity of competent skilled resources to deliver these projects. However, not all this effect can be directly attributed to the current environment. Historically the mining industry has not performed well in its ability to deliver projects according to the financial and physical parameters forecast in the feasibility study process. To manage the risks associated with delivery of major projects, resource companies need to ensure they use a standardised approach to management of their project development to satisfy project objectives and enable more efficient use of the increasingly limited available resources. Each discrete step in advancing the project from scoping study to operations needs to be integrated, reducing the amount of rework and duplication. This paper is primarily a consolidation of existing ideas on project management systems but also introduces new concepts to solve current issues. It describes the basic components of a typical mining project, the issues that commonly arise, the key attributes, and critical steps required for an effective integrated project management system covering projects from initial scoping studies through to project commissioning and operation. This paper focuses on technical study components of the mine development project with allowance for transitioning to design and construction and operation phases.

It is a great honour to address our Institute as President, but the choice of a suitable subject was not an easy one. In the past when the presidential address was given at an annual conference the subject usually related to the conference or industry concerned; more recently the subjects have been more philosophical and this is a distinct advantage to me.I appreciate that I am addressing an informed audience and I am sure' that you are well advised in many of the points that I hope to leave with you. Unlike the specialist who gets to know more and more about less and less and eventually knows everything about nothing, I am one of the group who gets to know less and less about more and more and eventually knows nothing about everything.I hope you will appreciate this point whilst you are listening to me.In recent years I have been closely associated with the problem that troubles most governments of our time: the competition of many groups of differing backgrounds for the land that is available to the nation.This is of particular interest to the industry with which we are concerned as it is of critical importance to the discovery and development of future reserves of minerals and metals. Part of my daily task is involved with the administration of legislation for mining operations and the conditions under which such operations may be undertaken, in implementing government policies relating to mining, and in designing and administering legislationdirected to safety and health in mines.Most of our members are involved in exploration or in day-to-day problems associated with the production of minerals or the management of companies in these pursuits and would be aware of many of the conflicting viewpoints on priorities.F. F. Espie in his presidential address of 1975 'On being a minority', made the point that our Institute found that the mining industry had a great communication 'Problem with the Australian people.I believe that this is one of our major problems.

Recently discovered Carboniferous bentonites are variable in charadeI and thickness, but being altered aeolian, ash-fall tuffs, they are probably extensive. Most are the Ca-montmorillonite type without the natural swelling characteristics of the Wyoming deposits, but their situation, thickness, and response to beneficiation through cation exchange may give them some potential as sources of future economic deposits.INTRODUCTIONLoughnan and See (1959) gave an account of bentonites and fuller's earth deposits of New South Wales. The most likely potential industrial sources were those occurring in the uppermost formations of the Newcastle and Singleton Coal Measures (Permian) in the Hunter Valley and deposited during epochs not marked by strong contemporary vulcanicity.One feature of the record of known occurrences at that time was the absence of bentonites from the thick volcanic sequences of the Carboniferous, but since this paper appeared, many bentonite beds have been discovered by the writer in the Carboniferous facies formerly known as the "Kuttung Series".The purpose of this contribution is to report briefly on the occurrence, genesis, mineralogy, and economic potential of these deposits which augment possible sources of bentonite near major industrial centres on the eastern seaboard.The potential world demand for bentonite would increase markedly with the trend to pelletization in the steel industry, if its use in this field became more general.
