Mineral sands make up only 3% of the value of mineral production in WA. However, the distribution of mining operations, close to the more highly populated south-west coastal areas, and the wide range of land-tenures and land-uses involved has resulted in the most complex range of regulatory procedures found anywhere in the State's mining industry.Mineral sands are mined on private agricultural and "minerals-to-owner" land, State forests, nature reserves, coastal reserves and vacant Crown land. Local Government authorities, State Government departments and private landholders can, depending on the land tenure, be involved in setting the environmental conditions for mining operations and supervising subsequent rehabilitation. In the past, rehabilitation was predominantly aimed at establishing an agricultural land-use after mining; however, it is now necessary for mining companies to rehabilitate mined areas to a much wider range of end land-uses.

Drainage aids are designed to assist in filter cake dewatering by reduction of surface tension. By the early 1980's severalspecialist chemical manufacturers had developed drainage aids specific to the alumina industry. Thus, after some initial laboratory work, drainage aid addition to the product hydrate filter cake was first tried at Gove in early 1981. Encouraging results led to further plant trials and a laboratory trial comparing eight different products. Fromthis last trial a product was chosen and a plant trial run in March 1982. The results achieved encouraged a further plant trial to be run during April and May, 1982 and a decision was then made to adopt the full-time use of drainage aid on the plant.Optimisation work with the drum filters and drainage aid continued until late 1983. This work not only led to optimisation of dose rates, concentrations etc., but also to significant improvements in the mode of operation of the product filtration area.

The mineral resources of Hamersley Iron are structurally complex with fluctuations in mineral chemistry. Besides orebody charact- eristics, mineral recovery is also affected by stringent product quality demands from the competititve steel industry. Under such conditions, a geological ore reserve estimate has little meaning because it is unqualified and presupposes the defini- tion of ore. A system was developed in Hamersley - the Mine Planning Technique - to optimise recovery from available resources. This incremental planning method reduces a geological reserve statement into a simple, logical sequence of events. While there are limitations in the method used, the benefits are enormous. Among its' numerous applications, the schedule - the end product of the technique - plays an important role at Management level in decision making and policy formulation on all aspects of resource exploitation.

Wrenching between basement blocks is considered to be the mechanism whereby a well developed set of en echelon folds and an associated fracture system are developed in the Fitzroy Depression, Western Australia. The regular geometry of these structures accords with a right lateral regional coupling between high-standing, basement blocks bounding a trough filled with a thick pile of stratified Phanerozoic sediments. The structures developed during or after the Mesozoic Era, but the couple is inferred to have been applied to blocks outlined by old lineaments, which may reflect strains or ruptures in basement that developed during the Precambrian, and which were regenerated during Palaeozoic and Mesozoic time.

Process control computers are finding ever increasing applications within the chemi-cal and mineral processing industries.To purchase a system which fulfils both the immediate and future needs of operating, technical and management groups, requires an appreciation of the capabilities of the system software and the constraints which apply to user development of application software. Early decisions are then required as to who will develop and maintain the software. Rules and conventions must be determined and adhered to if the end result is to be an orderly, well structured and properly documented system. Software development and maintenance represents a substantial, and often hidden, cost. Getting it right the first time will avoid either a major re-work, or having to live with a system which is extremely diffi-cult (at the worst, impossible) to trouble-shoot or modify.

Independent assessments of existing and projected mining operations are often required in the exchange of assets and for raising capital, requirements which are particularly prevalent where there are new mining fields, a characteristic of the Pacific Rim area. Such audits and appraisals typically consist of a geological evaluation of the ore deposits; estimates of mineral inventories and mineable reserves; assessment of mine plans and costs; assessment of ore processing methods, recoveries, and costs; assessment of infrastructure and G&A (general and administrative) requirements and costs; assessment of environmental, permitting and reclamation requirements and costs; and, finally, economic evaluation based on various discount rates and metal prices. Audits provide a challenging task for consulting engineering companies, but one well worth the effort for mine developers and those connected with financing of the mining industry.

Because the Australian resource industry differs from the resource industries of other countries, direct application of manpower planning processes derived from overseas experience may be singularly inappropriate for Australian projects. Too often in Australia, project manpower planning has been undertaken as an afterthought to technical and financial analysis. A wide variety of complex and interrelated manpower considerations should be evaluated from the beginning of project planning, even at feasibility study stage, and relevant deductions should be incorporated into all other planning. Many manpower factors can be considered sequentially but it is probably necessary to undertake critical path analysis for manpower planning. The paper highlights some key factors involved in project manpower planning and suggests a simple linear planning sequence which integrates the analysis of factors and can in turn be integrated into technical and financial planning.

Future metal prices play a direct role in both the economic evaluation and short to medium planning of a mine scheduling sequence. It is difficult to predict with accuracy the future price of volatile metal commodities, however, it is possible to fix some future metal price, outside of long term contracts by the selling of futures contracts through a commodities exchange. The futures contract represents a fixed amount of a speci- fied quality of a commodity for future delivery at a predetermined price. Several different types of hedginc are possible, one in particular which is best suited for mining companies. There are relative advantages and disadvantages when trading in futures contracts and particular reference is made to gold contracts on the Sydney Futures Exchange.

In recent years, wide consideration has had to be given to methods of improving the condition of the mine environment in many coal mines, and significant developments and changes have evolved. Thus even after substantial increases inòair flow rates at the working place (they have increased over three fold in the last generation), environmental conditions have arisen for which it has been necessary to introduce or consider: i) additional ameliorative measures, such as good housekeeping; ii) layout changes: such as Y or Z layouts; iii) homotropal ventilation; and iv) air conditioning. In certain countries, consideration has been given also to: v) additional payments reduced working times; vi) heat acclimatisation programmes; and vii) the use of cold or cooling suits At many hot and humid mines, the principal benefits from adopting (i), (ii) and (iii) have already been realised. The results of shaft lining monitoring gave rise to an investigation of cracks observed in the structure. An hypothesis was made that the cracks might be due to stresses caused by energy wave propagation, triggered during blasting or by the rock falls. However, it could not be excluded that the cracks had their origin in the rheologic changes taking place in the concrete. To prove the hypothesis, an investigation of the scale of the increase of stress due to the energy triggered was undertaken. At the same time it was decided to attempt to determine the "damage threshold" for such material in the danger zone. In the paper the investigation and its results are presented, as conducted in one of the shafts. In conclusion, certain generaliza- tions are proposed to give a starting point in the consideration of similar problems elsewhere.

The mineralogy of the crocidolite (blue asbestos) veins at Wittenoom Gorge was examined to determine the cause of failure to recover soma of the fibre by the ore-dressing methods currently being practised. As a, result of this yamina.tion, several fo.Ctors pertinent to the problem were found to be a function of the pa.ragenosis of the veins. The occurrenceof magnetite from tho'cap rock within the veins was thought to be preventing fiborisation during troo.tment. Several petrologic features are described and their relation to the ore genesis is discussed, Comparison with the crocidolite deposits of the Union of South Africa is also considered.

The exploration methods used by the British Coal Corporation in 1990 improve the geological reliability of underground coal production. Although some of the techniques in common use have been proved to be effective, their limitations are recognised and concentration has been on the increasing integration of direct and remote sensing techniques. Attention is focussed onto first seam workings in sections of at least 2 metres in the depth range of 400-1200 metres and covers both surface and underground exploration. The case studies of exploration techniques and their effect on mine design at several existing collieries are representative of a wide range of geological environments within the more productive British coalfields. Notwithstanding such improvements in exploration and geological reliability, further new exploration technology is currently being investigated or trialled by British Coal.

Modern off-highway trucks have evolved over 30 years from small 20 ton units to vehic- les with capacities of up to 170 tons. Diesel engines are used by all manufacturers while transmissions are either mechanical or electri- cal. Development over the years has kept pace with component availability from engine, trans- mission and tyre manufacturers.Computer simula- tion studies are recognised for purposes of vehicle evaluation and costing under various op- erating conditions. Several manufacturers are currently manufacturing or evaluating vehicles with capacities of up to 260 tons. This paper describes the essential facts associated with the operation of off-highway trucks of the rear dump type in the mining industry.

Willemite (Zn2SiO4) is one of the main zinc carriers in several Neoproterozoic carbonate-hosted non-sulfide deposits ofNamibia and Zambia. Willemite commonly replaces sphalerite, but it may also replace the carbonate host rocks. Fluid inclusions, cathodoluminescence petrography and trace element geochemistry are crucial to distinguish between hypogene, high temperature and low temperature (possibly) supergene willemites. A global period of willemite mineralisation, extending from Cambrian to Lower Ordovician has been proposed for the southern hemisphere. An EXTENDED ABSTRACT is available for download. A short study showing how first dry fill and later hydraulic sand fill has allowed mining to continue immediately adjacent to worked out areas in a mine 75 years old. This paper is a case study of filling in an old mine where for 30 years filling was not important until ground troubles were experienced after a series of parallel shrink stopes were pulled empty., Dry fill was distributed from the surface via a system of passes and conveyor belts. With the stabilization of the ground it then became possible to continue mining beside and above the old stopes using totally sealed and decanted hydraulic sand fill. A brief description of the dry fill is given and then more technical details of the hydraulic fill. The necessity for a well trained and experienced hydraulic fill crew is discussed along with the problems of filling small stopes in broken ground.

As the gold price, and consequently ore reserves, improved in the late 1970's, a programme of upgrading the gold recovery circuit at the Phoenix treatment plant at Central Norseman was initiated. The introduction of oxidised ore with a high clay content from the North Royal open cut caused a reduction in thickening and filtering capacities, which in turn restricted plant throughput and increased gold losses in the residue solutions. Test work into alternative washing facilities showed that the installation of a five stage counter current decantation system would restore throughput and reduce soluble gold losses. Installation of the system achieved the objectives of increased plant tonnage, increased proportions of the high grade oxidised ore in the mill feed and decreased gold losses in the residue waters.

Computerisation of mine planning activities, specifically in the areas of geology, design and surveying, has been in progress for a number of years in underground metalliferous mines. The combined capabilities of hardware and software have only recently reached the levels necessary to fully support integrated mine planning computer systems in a graphical three dimensional environment. Despite the apparent capabilities of systems now on the market, many sites retain significant parts of their older paper based systems, and employ a mix of two or more software packages. This paper examines what underground metalliferous sites are doing in this area in Australia, and discusses the factors which are inhibiting full implementation of fully integrated computerised systems. Future directions for further developments in the field are also briefly discussed.

The Professional Standards Act responds to the growing problem of professional liability by introducing a mechanism whereby professional associations can have schemes approved. Those schemes include a cap on liability; a requirement for compulsory insurance; the development of risk management strategies; and the establishment of a complaints and disciplinary system. The Act is also designed to support and develop the concept of self-regulation by the members of occupational associations who provide services to the community by providing them with those tools. It implicitly accepts that self-regulation is preferable to statutory regulation and that self-regulation serves the interest of the community and of the providers of services. The Act arose from a review of professional liability commenced in 1988. The Attorney General's Department produced an Issues Paper, released in September 1989, which outlined in detail the extent of the problem. This was widely circulated and an extensive number of comment were received.
