The Australian industrial relations system is in a state of constant change. We are undergoing a transformation from a compulsory arbitration and an award based system to one which is fundamentally rooted in the concepts of enterprise bargaining. This is true both at the State and Federal level. The structural changes which facilitate the movement away from the predominance of Awards to enterprise agreements has been fostered by both sides of the political spectrum and is a cornerstone of their respective industrial relations platforms.In determining what form or combination of forms of industrial instrument(s) should apply to the individual enterprise, employers must have regard to the viability and sustainability of each form in the changing industrial climate. In particular employers should have regard to the needs and agendas of their employees and unions which may purport to represent Them.

The liquid products of low-temperature carbonisation of coal are of variable composition, very much influenced by the rank and type of coal, and process parameters. In general the tar contains a high proportion of phenols and a low proportion of bases. The neutral oil is more analogous to a thermally cracked petroleum oil than to a high temperature tar. Present practice and possible future trends in the production of chemicals and liquid fuels from low temperature tar are reviewed in the light of recent work on the detailed composition of the tar The phenols and aromatics will probably continue to be of most value, with the bases a useful source of spec- ialty products. However the high aliphatic content of the neutral oil (particularly 1-olefins and n-paraffins) is bound to receive more attention for chemicals as well as for liquid Fuels.

As decoppering tin appears to be an analogous process, the Cu-Sn-S system is studied at 300¦C. CuS, hich is not, an equilibrium product, is found in decoppering drosses. In the removal of nickel from lead, Ni3pb2S2 formed; preliminary measurements show the equilibrium nickel content to be greater than that obtained by tirring in sulphur. Decoppering bismuth is thermodynamically favoured, but is complicated by the occurrence of uBiS2. The Cu-Pb-S system is the only one of the four studied where the equilibrium can be calculated simply, as ' resence of ternary sulphide or other phases invalidates calculations based on binary data.

Engineering availability of the 120/200 tonne Wabco haulpak fleet at Mt. Whaleback was in the mid fifties and unstable. The project to achieve a reliable 66% during 1980 highlighted "plannable" maintenance, short cycle scheduling, condition monitoring, backlog control, and, above all, the importance of involving all affected people. Feasibility studies in the development of mining projects are fundamental to most investment decisions. It is important that the issues addressed and the degree of detail involved in feasibility studies are consistent with the investment decisions to be taken. Emphasis should be placed on a thorough analysis of critical project parameters prior to detailed investigations being undertaken into other activities which are not relevant to the decisions at hand. Therefore, the issues to be decided upon should be influenced significantly by the stage of development of the project and by the reliability of technical and financial information used in the study. Some of the more critical parameters of feasibility studies are commodity prices, inflation rates and discount rates. Advice is given on the selection of these inputs and also on their application in the feasibility study as the project progresses through its various development stages. Fletcher Challenge Limited through its subsidiary Grampian Mining Co Ltd has carried out an ore evaluation of one of New Zealand's largest known deposits of ilmenite located at Barrytown on the west coast of the -South Island, New Zealand.The ilmenite is located in a beach sand environment which has previously been mined for gold. Two analytical techniques were developed to quantify the resource. Considerable difficulty was experienced in this phase of the evaluation due to the presence of major inclusions within the ilmenite grains. Wet and dry concentration circuits, utilizing spiral, wet magnet, high tension and plate electrostatic separators have been G47designed to produce ilmenite from the ore. Studies to utilize the titanium content of the Barrytown ilmenite have been made. Recent work has been directed towards a titanium dioxide pigment process.

The feed preparation section of the Whyalla iron ore pellet plant includes a screening and crushing plant followed by dry grinding mills. Improvements in the efficiency of the vibrating screen and cone crusher have enabled screening plant throughput to be increased and product size to be decreased. This, in turn, has enabled improvements in the grinding mills' operation.

During the past five years Amdel has in vestigated metallurgically and mineralogically most of the Western Australian nickel sulphide ores. The mineralogical work has been carried out primarily to assist the metallurgical stud- ies and this paper reviews the application of mineralogical techniques to such ores to obtain information of direct use to the process met- allurgist. The techniques are described briefly and results are given of various in- vestigations of head samples, concentrates and tailings.. It is demonstrated that mineral- ogy has an important role to play in the optim- ization of nickel processing operations.

Coals from the Southern Coalfield of New South Wales treated in the Port Kembla coal preparation plants of Australian Iron and Steel Pty Ltd differ substantially in their characteristics. Knowledge of, performance not only enables comparison and promotes better control, but also provides the means for predicting results. Evaluation of performance of cleaning equipment has been made in terms of probable error (Ep.) Results for Baum jigs, a Chance cone, heavy medium cyclones and water washing cyclones are examined. The efficiency factors derived from the probable error are applied to the float and sink analysis, mathematically simulating operating conditions. This method is applied to the Balgownie seam. The Balgownie seam lies between the Bulli and Wongawilli seams in the Coal measures of the South Coast and mining on a large scale began recently in the Bulli area. It is known locally as the Four Foot seam and exhibits er difficult washability characteristics, due to a comparatively high middlings content. These properties and the tively high inherent ash make careful selection of cleaning equipment essential for optimum recovery. The prediction technique is used to determine the possible results when this coal is cleaned in the Port Kembla plants. Predicted values are compared with results from full scale trial washings demonstrating the validity and accuracy of the technique. Applications of result forecasting are listed.

While South Africa is well endowed with mineral resources, it is generally accepted that its future will be determined more by the development of its human resources than its mineral wealth. The country has throughout its modern history suffered from an over-supply of unskilled labour and a shortage of skilled and professional manpower. There has furthermore always been an over-reliance on Whites as an internal source of professional manpower, supplemented by immigration wherever possible. Better utilisation of other population groups in professional positions has been hampered by the general lack of education and training among such groups. Although many problems still remain, there are emerging trends which are likely to positively affect the training of professional manpower in the future. The direct and indirect influences that are likely to affect professional training at the macro level include 1. government policy and objectives in respect of manpower education and training, 2. the emergence of technikons as fully- fledged tertiary education institutions, 3. demographic trends in South Africa as they pertain to education, 4. political and statutory developments in the country, 5. industry involvement in tertiary education, and 6. professional registration.

Based upon the previous work of Norman and Loeb, a method, was used, to assess-the comparative wearing properties of ten different alloys being used, or being considered for use, as mill liners and grinding media at Mount Isa. The materials to be tested were obtained in the form of large diameter balls and were run, along with the regular ball charge, in a large ball mill operating-under normal grinding conditions. At selected. intervals, the test balls were removed from the mill, weighed and identified, and their relative wear rates determined.

The design and installation of a major on-line stores and purchasing system, with built-in maintenance reporting and plant register capabilities, needs more than just close attention to computer design details. When the system must be available almost 24 hours a day to a number of mine stores sites, and is used by a variety of mining staff including engineers and stores clerks, as well as by remote purchasing and office staff, then simplicity of use, availability, fast response times, and other human factors become vital. Critical aspects include easy to use screen design, involving a change from the traditional hierarchical menu system, and fallback and recovery to the last transaction. Business, people and systems objectives need to be established at the preliminary design stage, so that results can be measured and corrective action taken. The amount and type of user involvement and training, at all stages from initial design to systems tuning, has a major effect on people wanting to use the system. Active user participation in systems design, data definition and collection, and use of relevant training material is needed. Project management and design problems can arise in working with database oriented computer staff, and certain design features are found useful in ensuring a responsive, robust overall system.
