A previous paper (1) indicated that electrowinning of copper at current densities considerably higher than those currently employed in electrowinning operations is technically feasible. It is of interest, therefore, to establish the extent of economic benefits which may be obtained from high current density operation and to determine the value of the optimum current density. Optimization of electrorefining processes has been discussed in considerable detail by Ibl (2) and Schmidt (3) whop from theoretical considerations, derived expressions for the optimum current density. In this work, general equations relating both the capital investment and the production cost for copper electrowinning plants to current density and plant capacity are established. From these equations, the optimum current density can be calculated for any desired plant capacity.

Equilibrium in the reaction H2(g) + [%0] (in liquid copper) = H2O (g) was investigated at temperatures between 1200 -and 1350°C with p(H2Oj/p(H2) ratios between 1 to 15. A semi-microbalance was used for direct measurement of dissolved oxygen in molten copper. Oxygen was found to obey Henry's law under the experimental conditions used. The standard free-energy change for the above reaction is given by Equation 1where 1 weight per cent solution is the standard state for dissolved oxygen.For the dissolution of oxygen in copper according to 1/2 O2(g) = [%0] (liq. Although technology and circumstances are in a constant state of change, the principles of managing the human element remain constant. The isolated mining community continues to form the backbone of the minerals industry but the nature of the isolation, along with the economic and political environment of the industry, is changing. These changes require new inputs by management to the workforce. Management must determine an effective working relationship with unions on its mine site and concurrently contribute to the build- up of the expertise of the individual worker through training and communication. It must also retain a proper balance, by way of human contribution, in cost and information reporting and in other areas amenable to computerisation. These comprise the aids to management necessary to achieve the desired operating efficiency and profitability.

IF lead be heated with concentrated sulphuric acid two distinct actions will usually be observed. In the first, bubbles begin to be evolved more or less rapidly from the lead, and in the second, which occurs at a higher temperature than the first, hydrogen and sulphur dioxide are evolved, free sulphur is liberated, and leadsulphate is formed. The second action may be violent and usually continues till the lead is all consumed.Attempts have been made to apply these reactions, by means of a standard procedure, as a "Flash test" for the acid resisting qualities of chemical sheet lead. The cost of constantly extending a decline tunnel that plays a part in the actual extractive process is a revenue cost. The characteristics of such a decline tunnel are that it is dug in a series of relatively small excavations. It follows the ore body and is dug as close to the ore body as practicable. In addition, the decline allows for the extraction of ore in the immediate vicinity, with the ore being extracted in a relatively short period of time.

During the post war era, the requirements of the "Third" World for modern civil works, energy and industry, coupled with an insistence that these capital installations are understood and controlled by indigenous people, have crea- ted a demand and flow of technology from those countries with well developed skills. Thus has grown a real trade in technology - an activity in which consultants play an important role. An indication of the magnitude of this trade is given, together with an outline of some of the special problems. Australia is shown to be dis- advantaged and has been slow to offer the incen- tives to consultants which other countries offer.

The Chigirishima Smelter of Toho,Zinc Co., Ltd. is the largest independent custom lead smelter in Japan and produces about 60,000 tonnes/yr of electrolytic lead. The quantity of slag produced by blast furnace is approximately 65,000 tonnes/yr, 30,000 tonnes/yr of which is sent back to the sintering plant for mixing with lead concentrates. The remaining slag used to be piled up at the yard until the operation of the fuming plant started in July 1977. We examined the slag fuming process with the purpose of achieving: 1) Improvement of the operating results by recovering zinc and lead from blast furnace slag. The lead content in slag at Chigirishima is slightly high, because the height of blast furnace shaft is low and consequently the quantity of sinter smelted per area at tuyere level is rather large. 2) Production of a salable slag as raw material for cement by lowering zinc and lead content in slag.

At various decision points in the development of a project, a developer, joint venture partner or financial institution may require an independent review of the basic assumptions and technical aspects of the project. This type of review or technical audit is becoming a more common feature of the project development process. This feature has evolved because of the need of investors and lenders to be more confident of the viability of a project by the confirmation of its technical and cost aspects. Technical Audits offset some uncertainties introduced by the combination of longer development periods for, projects and the highly dynamic world economic scene. This paper reviews the place, nature and process of the technical audit by examining the circumstances when it might be needed, the typical scope of work or brief, the responsibilities of and relationship between the auditor and the client, and the auditing procedure. Detailed aspects of technical audits are discussed followed by a case study of the Hail Creek Coal Project Audit.

A compound cylinder-cyclone system, fitted with a flow control valve between the cylinder and cyclone, has been used for coal slurry sizing experiments in the range approximately 100 to 300 micrometres. An important feature of the system is the ability to adjust the cut size of the separation over wide limits by adjustment of the flow control valve. Results have been compared with typical fine screening operations. Under roughly equivalent conditions the compound cyclone system can achieve better elimination of extreme fines, but is not as sharp as the screen for coarser size cut-off. Simulations of systems involving combinations of the cylinder-cyclone system with screens indicate that the advantages of both sizing devices can be combined to yield accurately sized products for fine coal cleaning, at much less cost than using screens alone.

The Cattlegrid copper orebody is a concealed thin, tabular sheet localised near an unconformity between two sub- horizontal Precambrian sandstone units. It extends over an area of 1,000 m by 500 m within a wider area of mineral- isation. The ore consists of complex sulphides and is neither massive nor disseminated. It consists mainly of irregular fillings in pore space developed between clasts in sandstone breccias, in fault zones and joints and along stratification planes. Its habit is unique amongst Australian base metal ore bodies. During the pre-development period ore was outlined by percussion holes but in studies leading to investment decisions ore reserves were manually calculated from intercepts and assay results of cores from diamond drill holes. The methods used for estimating reserves in the pre-production and production periods are described and evaluated by comparing mine production during the first five ore production years with the forecasts made.

Some thirty ore minerals occur in the Mount Morgan orebody. Pyrite is the dominant mineral with chalcopyrite, magnetite and pyrrhotite major components. Gold and gold tellurides, in accessory amounts, are economic- ally important. The prevalence of volcanic rocks in the mine area and the presence of trace amounts of such minerals as cassiterite, gold, native bismuth and rutile suggest a voicanogenetic origin for the ore. The ore occurs in a breccia pipe which cuts through the volcanic and associated strata but the former existence of a syngenetic stratiform ore bed is evidenced by the presence of occasional masses of perfectly banded sulphide ore including a barite-rich "black shale" with sulphide layers exhibiting slump structures. Mineralization is thus both _ syngenetic and epigenetic. The orebody (breccia pipe) is intruded by small stock-like bodies of quartz latite which is believed to have been the upward rising magma invading the orebody of which it is the parent. This has resulted in the annealing recrystallization of the ore minerals and the quartzose gangue with a low strain rate due to magma drag and dilation during intrusion.

The electrochemical dissolution of gold and other noble metals in hydrochloric acid using alternating current has been investigated. The experimental results show that this technique is efficient for dissolving pure noble metals and offers prospects for their extraction from wastes and poor ores.

The non-metallic minerals, excluding the construc- tions and fuel materials have for long been the "poor relations" of the Mining Industry of New South Wales. The State is self-sufficient in only a few of the industrial minerals and is almost completely lacking in any of the essential fertilizers. The deficiencies must be met by imports from overseas and interstate and in fact New South Wales imports some quantity of every one of the non-metallics. For the year 1967 the value of non-metallic mineral production amounted to only $9,390,000 or less than 3.5% of the States total of $275,900,000 for all classes of mining and quarrying. In roughly the same period, the 1967-68 financial year, New South Wales imported non- metallic materials, valued at well in excess of $22,000,000 from overseas and over $2,000,000 from interstate sources.

Offshore minerals legislation has been introduced to provide jurisdiction over the exploration and recovery of mineral resources, particularly petroleum, from the territorial waters and parts of the continental shelves adjacent to coastal states. Ratificat- ion of the 1958 Geneva Conventions on the Law of the Sea has provided some measure of international agreement amongst signatory powers. Because the relationship of the Australian States to the Commonwealth in their federal system, the Australian offshore petroleum legislation is of particular interest. The customary role of the States in mineral resources management, which has extended to the offshore, is under challenge from recent unilateral Commonwealth Government legislative actions in the fields of mineral resources jurisdiction. Environmental considerations provide an additional issue, as yet unresolved, with the delay in submission of the Report of the Great Barrier Reef Petroleum Drilling Royal Commissions

By testing rotary-drag bits in granodiorite it was found that an increase in bit clearance angle from 241 0 to 33° decreased insert wear. The scope, pace and depth of mining is creating a need for improved ground control strategies to meet mine safety standards. Ground control and associated conservation problems relating to subsidence and the disposal of mining and metallurgical wastes can be resolved by mine filling with selected reject materials. The lack of suitable criteria to evaluate the applicability of such materials and especially cemented forms of fill is considered. Sulphide wastes, which are prone to oxidize, and cement are inexpensive mine fills, but their incorrect use can give rise to problems which are briefly described. Research work concerned with the utilization of sulphide wastes such as mill tailings, to produce fill with self-cementing properties has shown that the development of cohesion and strength is attributable to natural oxidation processes controlled by the physical and chemical composition of the fill mass. The cementing is caused by a number of oxidation products, and is most effective when the mineral pyrrhotite is present. The concepts of fill design are outlined and various criteria for assessing durability and deformational properties are proposed. Specimens prepared in the laboratory are capable of attaining unconfined compressive strengths up to 28 MN/m2.

Commercial interest in refractory gold is increasing rapidly. This trend is supported by the work patterns of Amdel, where, apartfrom routine process- ing of free-milling and refractory ores, the majority of testing now includes biological and pressure oxidation studies to enhance gold recoveries. Central Mineralogical Services have examined, among other ores, an apparently unique type of refractory coating. A summary is given of experience at Optimet Laboratories, Pty., Limited. Research into nitric acid pre-oxidation, underway at the South Australian Institute of Technology since 1987, has shown significant improvements in gold recoveries, and in some cases, large reductions in reagent consump- tions. Three final-year student research projects were undertaken in 1990, jointly between the University of Adelaide and the S.A. Institute of Tech- nology. These projects involved biological pre-oxidation, pressure leaching, and Scanning Electron Microscope examination of refractory ores, and the resultant pre-oxidation and cyanidation products.

In the humid, subtropical climatic conditions, typical of Papua New Guinean high-lands, auriferous carbonate-quartz lodes and stockwork veins of the Upper Ridges mine at Wau, have weathered in situ forming manganese dioxide-quartz wad flatmakes and veins. Vein assemblages and sulphidized host breccia have been chemically weathered to 20-25m depth, and microscopic grains of electrum (550-600 fine) formerly enclosed in carbonate, sulphide and quartz have dissolved in the oxidizing alkaline fluid. Coarse secondary electrum, crystalline and dendritic, is concentrated by manganese dioxide and at the base of chemical weathering. Fineness is unchanged, eliminating the possibility of gold and silver migration as a chloride complex. Experimental tests on the stability of thiosulphate, and its ability to dissolve gold and silver from colloid, crystal and synthetic alloy confirm that secondary electrum at Upper Ridges is most compatible with precipitation from (Au,Ag)(S203)23-; a complex readily destabilized in the presence of MnO., or with decreasing Eh.

The use of ammonium nitrate/fuel oil explosives is.now well established in most open cut mining operations. Its use. is extending to underground mining. This has been due in a large measure to improvements in the nature of the ammonium nitrate made available from various sources. The addition of surface active agents and water in controlled amounts to the fuel oil has been found to increase the sensitivity of the ANJFO mixture with consequent better explosive properties. It is considered that the surface active agent increases the bond between the ammonium nitrate and fuel oil giving a more, intimate physical and chemical mixing of the oxidising and reducing agent. This results in increased sensitivity and a faster rate of reaction. The increase in sensitivity has been accomplished without any diminution of safety. Tests which demonstrate the safety of this type of explosive are given in the appenuix.
